Camp Rodriguez, Libertad, Butuan City - A ceremonial oathtaking and pinning of ranks was held here on January 22, 2012 at 8:00 a.m. as 152 police personnel were promoted into the next higher ranks based on the order coming from the National Headquarters. The newly promoted cops were comprised of 149 Police Non-Commissioned Officers (new PO2-SPO4) and 3 Non-Commissioned Officers (new Police Senior Inspector). Families and loved ones of promoted personnel, who shared the joy of the occa-

sion, pinned the insignia. In his message, PCSUPT Getulio P. Napeñas (represented by PCSUPT Mario O. Soriano) extended his warmest greetings to the police force and further challenged them to be more efficient and effective cops. “To the newly promoted personnel, it is indeed a great power entrusted in your custody which charges you with high responsibility of inspiring and serving more people in the name of public service,” top official said. PCSUPT Napeñas encouraged the police force not to simply cruise along and become mediocre. They shally become the “PNP’s strongest link”. (PSUPT M.M.G)

As you prepare yourself for another milestone, believe that in your own little way, you could lift another person's vision to higher sights, raise his performance to a higher standard and build his personality beyond. On the other hand, there are times, when you confront citizens with their freedoms and challenge them to be contributing members of our communities since crime is ever ybody’s concern and public safety is a shared responsibility. With that

mandate to serve and protect comes the opportunity to touch people’s lives and influence them to be better citizens. In our organization, to face hardships and trials that would test our credibility and capability is nothing but normal. Nevertheless, we shall be able to overcome these challenges and eventually emerge as better and stronger public servants. As I end, let me encourage you to avoid becoming the weakest link or just simply cruise along and b ecoming mediocre. Become the PNP’s strongest link. There are many ways to manifest this notion.

Former Rebel killed by NPA in Agusan del Norte PO3 Zena Menioria Panaligan

A rebel returnee was shot dead by suspected NPA members in Brgy. Camagong, Nasipit, Agusan del Norte on January 20, 2013. Nife T. Lapora, 23, resident of the aforesaid place and a CAFGU member assigned at the Patrol Base in this town, was sleeping atop of falcate logs near a videoke house where he had a drinking spree at 9:00 p.m. Undetermined num-

Ngunit alam din nating lahat, na bukod sa talino at galing, nasa kamay ng Poong Maykapal ang katuparan ng ganitong pangarap. Sa lahat ng pagkakataon, tanging Pangulo ng Republika ang siyang may karapatan sa pagpili ng Hepe ng Pambansang Pulisya at ang kanyang pangunahing basehan sa pagpili ay yung makakatuwang niya sa kanyang mga layunin, adhikain at pangarap para sa ating bansa. Ngayon, narito po ako sa inyong harapan, hinirang na bagong Hepe ng Pambansang Pulisya. I am celebrating this moment and dream of a lifetime. But as I bask in glory,I am well aware that this moment is but a moment and the hard work is about to begin. Mula sa aking pagkabata, pangarap ko na pong maging isang sundalo o di kaya’y isang tagapagpatupad ng batas. This was realized after graduating from the Philippine Military Academy in 1981, commissioned as a 2nd Lieutenant of the defunct Philippine Constabulary. And with the passing of Republic Act 6975, I joined the Philippine National Police. Ako ngayon ay isang Police Officer –sadyang napakasarap bigkasin. Kaya naniniwala ako na ako’y sasamahan ninyo at kapit-bisig nating tatahakin ang malubak at mahirap na landas tungo sa ating mithiin. Kukumpunihin natin ang mga ito hanggang sa lahat ng landasin ay maituturing nating “Tuwid na Daan”. Kung kaya’t,maraming adhikain ang makakamtan at matatamo ng ating Pambansang Pulisya. How do we ensure we keep the organization’s cutting edge at its sharpest?We have to keep our Strategic Focus. We shall enhance the COMPETENCE of each and every Police Officer;we shallundertake some ORGANIZATIONAL DEVELOPMENT and reforms; we shall instill DISCIPLINE within the ranks;we shall promote EXCELLENCE in the performance of our duties; and institute PROFESSIONALISM at all levels of the organization. Through this Strategic Focus, we will bring to the fore a new breed of professional Police Officers who shared one vision and common objectives. Professional Police Officers who are resolutely bonded by the PNP core values and principles. Isa sa mga una nating gagawin para maging epektibo ang buong organisasyon ng PNP ay ang pagtukoy ng trabaho o papel na gagampanan ng bawat pulis.Mahalaga ang bagay na ito sa kadahilanang malalaman nang bawat isang miyembro kung ano ang dapat nyang gampanan para makamtan ang iniatang na misyon ng kanilang unit. Sa ganitong pamamaraan,maiiwasan

natin ang kalituhan sa pagganap ng tungkulin. Maiiwasan din natin angpag-iwan ng isang trabaho dahil nautusan pang gumawa ng ibang bagay. Dahil dito, madali nang matutukoy ang nakakagawa at hindi nakakagawa sa kaniyang tungkulin. Mailalagay natin sa tamang gawain ang mga karapat-dapat sa bawat trabaho. Sa wikang ingles, “putting round pegs in round holes.” Kung ikaw ay isang imbestigador, dapat nakatuon ka sa mga kasong ibibigay sa iyo. Marami sa mga kaso ang nabibinbin dahil ang imbestigador ay nauutusan para gumawa ng ibang trabaho. Kapag ikaw naman ay nakatalaga sa patrolya, dapat langna hindi ka na tawagin para gawin ang ibang trabaho. Sa pamamagitan nito ay mas magiging dalubhasa ang mga pulis sa kaniyakaniyang tungkulin. Kaya't mahalaga na matukoy natin ang mga dapat na gawain ng isang pulis na nakatalaga sa kahit ano mang posisyon. Sa ganitong paraan, ay agad makikita kung sinu–sino at kung saan tayo nagkukulang sa ating serbisyo. Sa paraang ito, makikita rin natin ang wastong pag-gamit ng lahat ng resources ng ating organisasyon. Sisimulan po natin ang “no multi-tasking policy and system” sa kapulisan sa lahat ng regions and offices. This system that was successfully introduced and implemented in the NCRPO. The system that

definesthe role of each and every policeman, a role for every position that shall contribute to the overall attainment of the unit's mission. I will be strict when it comes to implementation and I will expect nothing but the best results.As I demand commitment and excellence from you, I shall equally focus on providing you the appropriate support that you need on your operations. We will also provide continuous training and refresher programs to enhance your skills and abilities. We conducted an organizational audit in some offices of NCRPO during my stint as the Regional Director. We found out that there were many weaknesses, such as duplication of jobs, unnecessary and tedious processes, too many personnel assigned to perform menial tasks,and other dysfunctions which have encouraged inefficiency, delinquency and irregularity.And this is only just in the administrative side of our organization. On the op eration and investigation side, personnel expertise is wanting. Many were not trained enough to do the job they are performing and in most cases, investigations were bungled, and operations were mismanaged which only serve to tarnish the image of the police service. In recording such irregularities, there were no clear and established processes.

In reporting crime alone, the true crime situation cannot be properly presented because crime statistics were manipulated purposely to present a low crime volume. Our audit showed that the crime volume was indeed higher. We need to see the true crime picture in every locality for us to determine the appropriate solutions to this problem. False statistics result in costly, ineffective and useless deployment of resources.We have initiated changes in this aspect, conducted specialized training, audited and validated true crime reporting, and we will replicate these activities nationwide.Dapat ang mga ulat natin, lalo na sa ating mga kababayan, ay MAKATOTOHANAN. Tutukuyin at aalisin natin ang mga mapagsamantalang opisyales at miyembro ng organisasyon.Kaya naman may mensahe ako sa mga kasamahan natin sa PNP na sangkot sa kasamaan at katiwalian: umalis na kayo ngayon pa lang. Sa mga nag-iisip naman ng maganda para sa organisasyon, laging bukas ang aking tanggapan at kaisipan at laging handang makinig sa inyong magagandang panukala at pananaw. Hindi naman po na dahil natukoy na natin ang tungkulin at gawain ng bawa’t isa ay nangangahulugan na kanya-kanya na tayo. Ang nais po natin ay maging isang team at magkaroon ng isang adhikain. Dapat may teamwork at cooperation din among different units, among different stations, among neighboring provinces and ultimately,among the different regions. Dapat maging isang team na may kanya-kanyang role ngunit pare-pareho lang ang kahalagahan at layunin. Ang maging isang magaling na team – iyan ang hamon ko sa mga City, Provincial and Regional Directors, at lalung-lalo na sa mga Chiefs of Police o Station Commanders natin. Sa aking karanasan bilang Regional Director ng NCRPO, - marami po tayong natapos na proyekto sa tulong at suporta ng ating magigiting na local chief executives nakatuon sa kasanayan ng kapulisan at tunay nating napa-igting ang galing ng ating mga kapulisan. Sa inyo po, mga local chief executives, sa ilalim ng pamumuno ng ating butihing kalihim, Secretary Mar Roxas, maraming salamat at inaasahan po namin that as we implement the new systems in the other regions, susuportahan pa rin tayo ng local government units, sa pangunguna ng mga ginagalang nating mga gobernador at mga mayor sa buong bansa. Sa lahat po ng miyembro ng ating Pambansang Pulisya,ang Daang Matuwid na itinataguyod ng ating mahal na Pangulo, at hangarin din ng ating mga kababayan, ay ating tatahakin. Mag-umpisa po tayo sa pagiging totoong tao. Mag-umpisa po tayo sa pagtataguyod ng katotohanan at pawang katotohanan lamang. Maging totoo din tayo sa ating sinumpaang tungkulin –naprotektahan ang lahat ng mga mamamayan, na hanapin at ipaglaban ang hustisya para sa lahat, mayaman man o mahirap. Nalalaman at nadarama ng publiko ang tunay na kapayapaan at kaayusan ng kanilang kapaligiran. Hayaan nating sila ang humusga sa COMMITMENT | page 6

But on Thursday, new PNP chief Alan Purisima showed his soft side when he granted the wish of an eight-year-old leukemiastricken boy to become a Mamang Pulis. Officers and journalists clapped and cheered as Purisima met the youngest “Police Inspector” in the land -- the young but brave Christianel Dolosa of Hagonoy, Bulacan.
