These Exhibition Health Requirements apply to all livestock present at the fair including those animals that are not entered in competitive events.
1. Exhibitors are required to familiarize themselves with all rules applicable to their exhibits. All out-of-state animals shall require an entry permit. Entry permit numbers are available online at https:// entrypermit.agr.illinois.gov/Login.aspx.
2. All animals, except as noted, shall be accompanied by a Certificate of Veterinary Inspection (CVI) which shows that the animal meets all health requirements for the State of Illinois. CVI’s shall be made available to Bureau of Animal Health Personnel on request. If an official electronic CVI is utilized, the exhibitor should be able to log on and show Bureau of Animal Health Personnel the completed CVI. CVI means a legible record made on an official form from the state of origin which has been issued, signed and dated by an accredited veterinarian and which shows the name and address of the animal’s owner or exhibitor and the results of all required tests or vaccinations. A CVI shall list only one animal identification per line; shall be presented on the form on which it was initially issued; and shall not be corrected, changed or altered in any manner.
3. All animals shall be officially identified. The animal(s) official identification shall be recorded on the CVI.
Animal identification number (AIN): A numbering system for the official identification of individual animals in the United States that provides a nationally unique identification number for each animal. The AIN consists of 15 digits, with the first 3 being the country code (840 for the United States or a unique
country code for any U.S. territory that has such a code and elects to use it in place of the 840 code).
4. If animals are from tuberculosis accredited, brucellosis certified, pseudorabies qualified, or brucellosis validated herds, the identifying herd number(s) along with the date of the last herd test(s) shall appear on the CVI.
5. CVIs for out-of-state livestock shall be void thirty (30) days after issuance.
6. CVIs for Illinois-origin livestock shall be void ninety (90) days after issuance.
7. All livestock shall be subject to examination upon entry to any Illinois fair or exhibition. Any animal showing evidence of infectious, contagious or communicable diseases shall be immediately withdrawn and held in quarantine at the owner’s risk and expense until properly treated and recovered, or until the animal is released to return to the owner’s premise.
Any livestock infected with scabies, mange, active lesions of ringworm, soremouth, or multiple warts which are easily visible without close examination shall not be permitted to exhibit and are subject to quarantine or removal from the fairgrounds. Sheep and goats with caseous lymphadenitis as evidenced by draining abscesses shall not be exhibited and are subject to immediate quarantine or removal from the fairgrounds.
In the event of the suspicion of or diagnosis of a foreign animal disease, emerging animal disease, or other actionable disease, animals may be subject to quarantine on the fairgrounds until such time that it is determined that the disease is no longer a threat.
8. Illinois Department of Agriculture personnel or designee may collect blood, tissue, milk or urine samples from any animal being exhibited and/or raced at any Illinois fair to test for the presence of illegal drugs or banned substances. Examination techniques, such as ultrasound, may also be used at anytime while the animals are on the grounds of any Illinois fair or exhibit.
The Illinois Department of Agriculture or designee may collect urine, blood, tissue or other test samples from exhibition animals at the time of slaughter.
9. All exhibitors of animals at any Illinois fair or exhibition shall comply with the provisions of the Illinois Humane Care for Animals Act. If violations are observed, the animals(s) will be excused from exhibition and ordered removed from the grounds with all awards being forfeited.
Any practice or deviation from normal, accepted care, including physical, medical or mechanical application, shall constitute a violation of show rules and may result in the animal(s) disqualification and
removal from the fairgrounds.
10. Any Illinois cattle, bison, cervidae or goats being exhibited in non-accredited free states must be isolated from the remainder of the herd/flock upon return to Illinois and retested for tuberculosis 60-120 days post-entry.

I have had the best year as Little Miss Perry County Fair 2024! Spending time at the Fair with my sister queens was my favorite part of my reign! Thank you so much Ilene, Gaylen, Stacey and Karen for welcoming me into the Perry County Fair Family! And thank you to the entire Perry County Fair Board for all you do to make the Fair so wonderful!
To Queen Aubrey and Queen Corra, you are the BEST sister queens in the universe! I am so glad we got to spend last year together. I know we will be besties forever! I am going to miss your families too, but I am going to miss Scott Lemmon the most!
To my Daddy, Mommy, Roe and my grandparents, thank you for all you have done this year to make my time as Queen so amazing! I love you so much!
I hope the next Little Miss Queen has an experience as special as they are!
Thanks Perry County, for an awesome time as the Little Miss Queen!
As my time as Jr. Miss Perry County Fair comes to a close, I want to say what an incredible blessing and journey this has been. I loved representing our fair by visiting other pageants, riding in parades, and attending community events. Every moment of this past year has been unforgettable. Sharing this experience with our amazing queens, Miss Aubrey and Little Miss Bly, has been the biggest joy. We weren’t just a queen court—we became queen sisters. Together, we handed out trophies to talented performers and dedicated 4-Hers, cheered from the sidelines, and even took on the unexpected role of wrestling promoters! Every event brought laughter, new friendships, and memories I’ll have forever.
Thank you to the Perry County Agricultural Society (a.k.a. The Fair Board), the volunteers, and the community for making this experience so special. To my pageant directors - Stacy, Keely, and Karen: thank you for believing in me and giving girls like me a chance to grow in confidence and kindness. And a special thank you to all of the volunteers and former queens that work behind the stages to keep the pageant going.
To the next Jr. Miss—get ready for a summer full of fun, friendship, and fair magic.
With love and gratitude, I will always be your 2024 Jr Miss Perry County Fair, Corra Gilliam
For years, I have admired the Perry County Fair Queens. As a little girl in the crowd, I dreamed of one day being the queen on stage. The moment the crown was placed on my head, I was beyond excited for the adventure that lay ahead of me. This year brought me so many new opportunities, allowing me to step further outside of my comfort zone. I have loved every second of my year as Queen, alongside my two little Queens, Bly and Corra. You two are spunky little firecrackers that always keep me on my toes. I am so grateful to have represented Perry County at the Miss Illinois County Fair Queen pageant, and thank my fairboard, directors, friends, and family for providing me with your endless support and love throughout my reign. You all have pampered me and made me feel like a true Queen! To the next Miss Perry County, this experience is truly like no other, so make sure to take plenty of pictures and embrace every moment. You only have one year as Queen, so make it count!
With love,
Aubrey Lemmon
