By Tamara Binamat A 47-year-old man has died after a family fishing trip went horribly wrong off the Exmouth coast this week. Around 9:20am Exmouth Police received a callout to an overturned boat near Bundegie Boat Ramp. A family of five, including a 7-year-old boy, was onboard the vessel when a wave caused the boat to roll. Another vessel assisted in recovering the people, including the deceased man and three injured people. The Royal Flying Doctor Association conveyed three patients to Perth and one man remained in Exmouth Hospital where he was treated for minor injuries.

If you are the passenger and you are not wearing your seatbelt, you will be issued the $500 fine only. If you are the driver of the vehicle, you are also held responsible for your passengers, they must wear their seatbelts or else you could be issued a larger fine. If the passengers are children under the age of 16 and they are not wearing their seatbelt then you could receive a fine for up to $1,000. • Minister Terry Redman speaks at the Pilbara Institute announcement The State Government has announced it will build two specialist training facilities in the Pilbara to meet growing demand for health workers and electrical engineers in the region. Training and Workforce Development Minister Terry Redman said the new centres, worth a total of $18.1m, were funded through the Royalties for Regions Pilbara Education Partnership Fund and would be built at Pilbara Institute campuses. Redman said a Health and Allied Services Training Centre at the Pundulmurra campus in South Hedland would provide increased opportunities in health and nursing for Aboriginal people. The centre, with support from Curtin University, will

allow existing programs in nursing to be expanded within a modern health training facility. An ElectricalInstrumentation Centre of Specialisation at the Pilbara Institute’s Karratha campus is a joint project with resources giant Woodside, which will also send its future apprentices to train at the facility. “As the Pilbara continues to expand and the need for skilled workers increases, the centres will provide high quality, upto-date training opportunities previously only available outside of the region,� Redman said. “These new projects will provide first class and relevant facilities in the Pilbara that will provide increased training and employment opportunities.�

Government lays out plans for long-term Pilbara water use The Pilbara groundwater allocation plan is based on more than three years of scientific research and sets out how the Government will allocate and regulate the use of groundwater in the region. The plan will allow for the increase of allocations to regional scheme water supplies. “This work has provided us with the confidence to set out how much water is available to support the region’s growth as well as meet the environmental needs of the Pilbara’s groundwater resources,� the Minister said. Redman said water was essential to support mining growth, diversify the regional economy and ensure cities and towns were sustainable and liveable. “New opportunities for using large volumes of water from mine dewatering for agricultural development are also considered in this strategy,� he said.

Industrial and population growth in the Pilbara region over the next three decades will now be guided by new strategies that detail water supply options and allocation limits. Water Minister Terry Redman launched the strategies last week, which will be used to plan water use in industry, agriculture and residential development in the Pilbara for the next 30-years. It will also point researchers towards areas of further study that could yield extra water supplies. “The strength of the Pilbara’s economy and our vision for the region’s future is closely linked to the availability of reliable water supplies,� Redman said. “The State Government is committed to delivering a sustainable water future that will boost business investment and support the Pilbara Cities vision of Karratha and Port Hedland transforming into regional centres of 50,000 people by 2035.�

Regional Development Minister Brendon Grylls said the training facilities would encourage young people to stay in the Pilbara and would attract future workers to the region. “These training centres are crucial for local businesses in the Pilbara and are a key part of our Pilbara Cities vision,� he said. “We are developing sustainable communities where people want to live, learn and work.� The new ElectricalInstrumentation centre will support training for electrical apprentices, higher-level courses for qualified electricians who require specialist skills development, and electrical trade career pathways for school leavers.

Yara Pilbara to build houses for its resident workforce By Ben Leahy Yara Pilbara will spend $50m to build 65 houses in Karratha for workers from its $800m Technical Ammonium Nitrate plant. The TAN plant is under construction but will employ 60 staff when it is operational by mid-2015 and produce 330,000 tonnes of ammonium nitrate for use in explosives in the Pilbara mining industry. Yara Pilbara chief executive officer Mark Loquan said the TAN plant was “a world scale facility” that would be operated by a resident workforce. “The construction of these homes is a direct consequence of Yara Pilbara’s decision to develop a workforce that lives permanently in Karratha rather than adopting the fly-in, fly-out model,” Loquan said.

“We are excited that through this new housing project more families will be encouraged to move to the region to live and work.” Pilbara builders Timik Residential and Thomas Building will construct 41 of the 65 Yara Pilbara houses in Karratha’s Jingarri Estate, while WA builder Pindan will build the remaining 24 in the Madigan Estate. With a construction workforce set to peak at 400 jobs, the TAN plant is currently being built on the Burrup Peninsula alongside Yara Pilbara Fertiliser’s existing ammonia plant. Loquan said 100 per cent of the TAN plant’s finished product would be used in explosives “locally in the [Pilbara] mining sector”. To help with construction of the TAN plant, Yara Pilbara has also invested in infrastructure at Dampier Port.

The company plans to ship components of the TAN plant to the Pilbara in large modular pieces next January, but was unable to secure the lease of the heavy lift vessel that was needed to offload the huge cargo onto the Dampier wharf. To overcome this problem, Yara Pilbara and logistics company Cube are building a unique floating deck that will instead be towed out by tugboats to meet incoming vessels. The floating deck will enable roll-on, roll-off vessels up to 260m in length to visit Dampier Port for the first time. These vessels have ramps that allow heavy cargo to be placed on wheels and rolled off the ship rather than lifted using cranes. Dampier Port chief operating officer Paul Toussaint-Jackson told the Pilbara Echo in August that he expects the new dock system to save resources companies tens-of-millions of dollars. “The floating deck will facilitate direct China to Pilbara supply chains, rather than shipping to ports on the East Coast or Fremantle, [and] then moving cargo thousands of kilometres by truck,” Toussaint-Jackson said. “This will reduce critical supply chain

Free Weekly 12 - 13 October 2013 times and costs by as much as 70 per cent.” Yara Pilbara CEO Loquan said his company would build the floating dock before handing ownership over to Dampier Port. “Because there was no other facilities available to us at that time we had no choice but to build this barge ramp with Cube” Loquan said. “So after we use that barge ramp the plan is to hand it over to the Dampier Port Authority to take over the ownership of it.” Loquan said Yara Pilbara had also completed its Federal and State Government environmental obligations to build air quality monitors as part of regulations surrounding the construction of the TAN plant. The air quality monitors are proposed to keep watch on any potential effects that emissions from Yara Pilbara’s plants might have on nearby Aboriginal rock art in the Murujuga National Park. “We have also been meeting quite regularly with FARA (Friends of Australian Rock Art) to ensure that we are following all the requirements and making sure there is knowledge and awareness of what we are doing,” Loquan said.

Hedland couple upset Cement by dog pack attack truck By Ben Leahy

A Port Hedland couple have been “traumatised” after a pack of seven dogs allegedly attacked their pet German Shepherd at the beach at Point Cooke on Sunday October 6. Sean Connolly said he and his wife were waist deep in the water when seven dogs he describes as “hunting dogs”, plunged into the water and tried to attack the Connolly’s pet German Shepherd, Taz. Mr Connolly said that in an attempt to escape the pack, Taz swam towards the shoreline where he was seized by the other dogs. “Taz was probably a foot away from the water when four of them latched onto him and had him on the ground just like a pig dog would do when it is hunting pigs,” Mr Connolly said. “Luckily, he had one big dog over the top of him that latched onto his leg so his neck wasn’t being attacked.” Mr Connolly said he frantically hit and kicked at the attacking dogs, while the dogs’ owner joined in to try and pull them away. He added that when he was able to eventually free Taz and drag him into deep water two of the dogs kept chasing them, with Mr Connolly having to hold them underwater until the owner could drag them away. “I had to jump in there and started kicking and punching dogs, I was just lucky that I wasn’t bitten myself,” he said. “Once they had that pack mentality, they weren’t going to stop until they tore my dog apart. “And when you’ve got seven dogs all trying to take a piece out of your dog, me and my wife were traumatised.”

Mr Connolly was able to get the details of the car of the owner of the dogs and report them to the Town of Port Hedland ranger. The ranger has now formally sent the owner of the dogs a letter over the incident, who will have the chance to tell their side of events. However, Mr Connolly said he will be looking to press charges in court over the incident. “We will definitely take this all the way because I was horrified, I’ve never seen anything like that in my whole life,” he said. “I’ve never heard of anybody taking seven hunting dogs off their leashes and into a public area, it is just unbelievable.” Mr Connolly said that had there been children around during the attack, he would have had to focus on protecting them and would not have had the chance to step in to save Taz. Mr Connolly said Taz is recovering and did not suffer any broken bones but had to have surgery after the attack to repair the muscles in his leg. “Both his legs were punctured with the muscles of one of his legs ripped, he had stitches and [suffered] puncture wounds … but he was lucky because they didn’t break any bones,” Mr Connolly said.

Motorists were stopped at a busy intersection in Karratha town centre last Friday October 4 after a cement truck rolled over a roadside barrier and onto its side. The incident happened at a roundabout at Balmoral Road and Dampier Highway and local Department of Fire and Emergency Services attended the scene with Karratha Police.

The driver escaped with no major injuries but was conveyed to Nickol Bay Hospital as a precaution. While onlookers watched, the truck had to be removed with an industrial crane.

Ashburton CEO gets down to work in troubled Shire Neil Hartley has begun his appointment as the Shire of Ashburton’s chief executive officer as the Shire begins its return to normal business operations. Hartley’s appointment follows the dismissal of the Shire’s previous CEO Jeff Breen in November 2012 and the six-month suspension of its councillors after a probity audit recommended they focus on governance training. Shire president Kerry White announced Hartley’s appointment at the Shire Council’s July 18 meeting – its first since the six-month suspension finished. “I feel very privileged to be offered the opportunity to be the Shire of Ashburton’s CEO,” Hartley said. “Especially during a time when the Shire is growing very quickly and is making such a considerable contribution to the local, national and international industries.” Hartley resigned from his position as CEO for the City of Kwinana to accept the new

role and has worked in local government for more than 35-years, including in a number of rural communities. Hartley said Shire staff and councillors had been dealing with challenging issues, which made it important that they worked closely with the community to bring about good results in the future. “My job will be to ensure the Council and the organisation are running properly, and there’s a common theme occurring between the Shire and the community. “I’ve seen the long-term strategic planning that the Shire has produced in consultation with local residents, and it’s really exciting to be part of that process and help everybody to reach those goals,” Hartley said. He also commended Acting CEO Frank Ludovico for his efforts in holding the organisation together over the past months. “Frank Ludovico has done a great job in providing the stability the organisation has

Hundreds of people from as far away as India took part in the 2013 Pilbara Pulse Economic Summit last weekend, a showcase of the business development and investment potential in the region. The Pilbara Pulse was run by the Karratha and Districts Chamber of Commerce and Industry and featured two days of presentations by Australia’s leading economists, government advisors and entrepreneurs. The speakers were encouraged to provide local market analysis as well as broader expert opinions on the Australian and global economies. The presenters included former West Australian Premier Richard Court, Consul General of India Mandarapu Subbarayudu and WA Senator Alan Eggleston. The conference was held in conjunction with the Karratha Business Expo, where businesses and government departments to set up stalls to market their operations. More than 60 exhibitors, including the Shire of Roebourne, Rio Tinto and local company KAW Engineering, showcased their organisations at the Expo. KAW’s Elyse Fuchbichler said the exhibition gave the company a unique opportunity to be exposed to potential clients. “It’s good to get a feel for all the

other industries and resources we have here in the Pilbara,” she said. “All this time we’ve used certain people in Perth, not knowing [that a similar service] was here too.” Fuchbichler said KAW prefers to support local businesses and will now reconsider their suppliers. “We’d much rather [provide help to] keep local businesses going than use someone in Perth - the town doesn’t benefit at all,” she said. Fuchbichler said although she believes the Expo is a benefit to the region, she sees potential for it to grow bigger if it’s marketed more. “I think [the Expo] is awesome, although a little more [exposure] would be better,” she said. “I’ve spoken to some people from town that didn’t know it was on. “But I still think it’s an awesome opportunity for everyone in town, from residents through to businesses, to see something like this. “It’s very professional for Karratha.” KDCCI CEO John Lally said the organisation is proud of the success of the first Karratha Business Expo. “It will grow to a major event in the future,” he said. “We’ve had a lot of good feedback. “It’s going to be very big in the future – a major event in Western Australia.”

Landuo looks to take the right roads in Karratha By Ben Leahy For Landuo Zhang, who moved to Karratha from chilly northern China two months ago, it is not just the Pilbara’s hot weather that takes some getting used to. There is also the problem of riding her bicycle and doing her driving lessons on the correct side of the road. “I remember last weekend, my husband and I went out to give me driving lessons,” Landuo said. “In China, it is on the right side of the road you drive. “But [last weekend], my husband was suddenly telling me, ‘Stop, stop, here it is Australia, not China, it is on the left you drive, not the right!’” Those who have grown up in Australia might imagine that it is only a minor issue to get used to which side of the road to drive on. However, it highlights how new migrants to the Pilbara often face many interrelated challenges when adapting to their new lives. For Landuo, who does not yet speak much English, there is the added worry that if she makes a mistake on the road, either in a car or on her bicycle, she will not be able to understand what the police say to her if they pull her over. Shirely Simpson from Frontier Services’

Community Migrant Service in Karratha said these kinds of small worries can quickly add up and new migrants often feel isolated and struggle with a lower confidence-level. “When you are just learning English, all kinds of daily activities are difficult, even reading street signs and getting around,” Shirley said. “In Karratha, a lack of public transport and the hot days can make it hard for migrants to get out in the community.” To help with these challenges, Shirley runs fortnightly or monthly get togethers in which new migrants can practice their English in a friendly environment. She also helps them with tasks, such as shopping, organising a doctor’s appointment, obtaining a driver’s licence and linking up with new arrivals in town. On September 27, she organised a talk in which a member of the Department of Consumer Protection talked about consumer rights in Australia. Her next talk covering Men’s Health is scheduled for the end of October. For Landuo, these opportunities to improve her English really are the key to getting her motor running and heading out on the highway. New childcare centre to open in Baynton West Embracing Children Karratha is hoping to receive its licence and begin operations of a new childcare facility in Baynton West’s Pam Buchanan Centre within the next two to three weeks. Embracing Children owner Michelle Pisani said she expects the Stripy Zebras Junior Education centre to be licenced for 60 children and is seeking expressions of interest from parents looking to enrol their children in the facility. “We had our licensing visit today and the feedback was very positive,” Michelle said. “The officer has informed us to start taking expressions of interest for childcare with a

likely start date of about twoto-three weeks. “There is an urgent need to provide quality childcare to the community of Karratha, especially in Baynton West’s growing community. “We are very grateful to offer parents another brand new facility to cater for their child care needs. “The license will cover [children from] 0 to 6-years-ofage and will be licensed for a total of 60 children. “Our opening time will be from 6am, which is the first of its kind in Karratha, with a daily rate of $96.20 per day.” For more information visit www. embracingchildren.com.au.

Shire urges local residents to vote in Council elections The Shire of Roebourne is urging residents to cast their vote in the upcoming Local Government Elections taking place across Western Australia on Saturday October 19. A total of 11 candidates have put their names forward for six vacant seats across the Shire. Shire of Roebourne chief executive officer Chris Adams said it is important that as many residents as possible vote to ensure that a robust and responsive Council is elected. “We’ve had a great response this year with a number of candidates putting themselves forward to take up positions on the Shire Council,” Adams said. “Voting packs have already been sent to all households, and I strongly urge residents to familiarise themselves with candidates and cast their vote before polls close. “Currently [as of October 4] only 11 per cent of people in Dampier and eight per cent in Karratha have lodged votes for their preferred candidates,” he added. Residents are able to submit their vote via post or in person at the Shire of Roebourne Administration Office Polling Booth in Karratha,

One two-year and three four-year terms are vacant in the Karratha Ward where councillors Joanne Pritchard and Evette Smeathers will be re-contesting their seats as well as Brian Johnston, Julie Pope, Shirley Simpson, Robin Vanderberg, David Hipworth and Geoff Harris. A four-year term in the Dampier Ward will be contested by candidates Nerida Kickett and Brad Beaumont. Results will be announced on Saturday October 19 and new councillors will be sworn in at the Ordinary Council Meeting in Wickham on Monday October 21 where appointments of the Shire President and Deputy President positions will take place. Based on past years’ statistics, it is estimated that in 2013 around 40 women each day will be diagnosed with breast cancer – it is the leading form of cancer among women, accounting for 28.2 per cent of all new cancers. Thanks to advances in science and medicine, survival rates are up to 88 per cent, but that is still too many deaths. The National Breast Cancer Council is striving to reach a point by 2030 where we have zero deaths due to breast cancer. Having healthy daily habits, while also being in

tune with your body and any changes that may arise, is the absolute best form of preventative medicine. Here are a few core principals to welcome into your life for improved health and wellbeing: Reduce Alcohol Just one glass of wine a day increases the risk of breast cancer by 11 per cent. Save it for special occasions only and focus on social catch-ups around good food, music, activities and good company. Try soda water with fresh mint and lime slices for a refreshing alternative – serve it in a wine glass too. Avoid xenoestrogens Sounds alien I know, but these are chemicals that enter our body and mimic our own estrogen, unbalancing hormone levels. This can lead to many women’s health issues including cancer. Store food in glass as opposed to plastic and choose BPA free plastic when you are using it, never heat food in plastic containers and minimize exposure to unnatural cleaning, cosmetic and

environmental toxins. Minimise red meat This is a helpful family change as it also reduces the risk of prostate cancer by 40 per cent for males. After menopause excessive red meat can raise your breast cancer risk by 22 per cent. Consume no more than once a week – or less, choose organic when possible and a serving size should be no bigger than your palm (fingers not included). Sleep hygiene Aim to be in bed by 10pm every night. This allows the body to create and release optimal amounts of melatonin. This is our sleep hormone, which aids refreshing sleep, but also lowers estradiol a sex hormone that at long-term high levels has a negative effect on women’s health. Exercise daily This works on so many levels. It improves mood, lowers stress, removes excess body weight, improves sleep and reduces estrogen levels, which all leads to improved women’s health and a reduced risk for breast cancer.

By Year 6 student Olivia Bunter Millars Well Primary students are rewarded for their good behaviour each term with a special day called Rewards Day. And Term 3 was no different as the students came together on September 26 to celebrate Rewards Day in style. The day began with a student variety show organised by Millars Well teacher Ms Romolla Brennan and was followed by a series of fabulous activities planned by school staff. The day was topped off with a sausage sizzle kindly prepared by Paul McComb from APEX Karratha. All the students who participated in Rewards Day proved that excellent behaviour had been displayed throughout the term. Chalk drawing, origami, tug-of-war, board games and dye and foam artwork were some of the favourite activities on offer. Year 3 student Zecara Bung of class TA16 said, “The best part of the dye and foam activity was mixing the liquid dye with the foam”. “It created really cool colours.” The day was so much fun that next term’s Rewards Day in December has already been planned. The students will be packing their towels and swimwear and heading off to the Karratha Leisureplex where they will celebrate the end of a brilliant year in 2013. We hope it will be a day filled with happiness and laughter.

We get some bizarre captures at times in our region and this week we had an unusual looking whiting caught on fly in Exmouth. It is fluorescent yellow! I can’t say I have ever heard or seen of one like this, so we sent it on to a marine biologist for some feedback. Have you ever seen a whiting like this? There has been plenty of whiting along the gulf beaches and they can be a tasty treat when eaten fresh on a BBQ plate overlooking the tide dropping of an afternoon. That’s exactly what we did on Sunday along with about five other groups along the beach. In fact, we reckon it was busier than the pub! There were plenty of squid about as well with many caught for the EGFC squid comp that was yet again very successful. The crab racing at the club on the Sunday after the squid weigh-in was packed with kids and families everywhere as everyone enjoyed catching up with fishing stories from the weekend. Sam and Lyn Dougherty have travelled to Exmouth from Narooma on the south coast of NSW. They have come up with their son, Brett, from Perth for a week with the goal of catching 76-yearold Sam’s first marlin.

Brett has been up here many times before and enjoyed getting out in his boat to target billfish and other game species. Within no time, the boat raised a black marlin and Sam had it jumping astern. The adrenalin was racing and after a short 20 minutes, the marlin was boat-side with a tag in it. They brought it onboard for a quick photo, then swam the fish beside the boat for release to enjoy another day in its great big playground. Congratulations Sam, you have joined a great list of people who have caught their first billfish in Exmouth. In fact, I’d be interested to get some statistics on that, as I would think that Exmouth would be the prime destination for anglers to come and catch their first billfish. Dominic Bergin was fishing under the footbridge in the marina in the early morning when he caught a 43cm emperor. He has had quite a bit of luck with cod, flathead, small blue tuskies and the many bream about the place but never thought he would catch a Nor-West snapper in the canals. Domonic said it was a great start to the day at 7am that morning.

It is ready, set, and go for Pilbara motor enthusiasts as the Outback gets set to roar to life for the 10th annual Kickstarter’s Gascoyne Dash this October. Affectionately known as the “Gassy Dash”, this year’s event runs from October 31 to November 3 with all manner of vehicles racing down the mighty Gascoyne River across a 500km course. A spectacular event, the Gassy resonates to the sounds of helicopters and mustering planes circling overhead as motorbikes, quad bikes, buggies, 4WDs and more dash through the ancient landscape. As one of the few events that caters for both two and fourwheeled machines, the Gascoyne Dash showcases the full spectrum of off road racing. The 500km course is internationally recognised and has earned a reputation as one of the most exciting and challenging events for off-road racing in Australia. It starts deep in the outback near the town of Gascoyne Junction and finishes in the seaside town of Carnarvon. The racing course combines natural terrain obstacles, dusty sprints, and breathtaking scenery to create a point-to-point endurance event that pushes man and machine to their limits. Those thinking of competing in the 2013 Gassy Dash need to know that while it is a bunch of fun, the event tests every driver’s skill both on the course when racing and in the garage keeping their machine running. you just want to come and watch, load up your vehicle, roll your swag, bundle your pit crew into the car and head for the Gascoyne sunshine. School holiday fun By Ben Leahy Karratha kids have jumped into activities at the Leisureplex and Youth Shed this school holidays with both centres running packed programs on each day of the twoweek break. The Pilbara Echo dropped by the Leisureplex on Wednesday October 10 where more than 70 children turned out for its Sports on Courts day. Running for four-hours, the day gave the kids the chance to break into smaller groups to play tennis, t-ball, basketball and soccer. Other activities at the Leisureplex over the two weeks have included mini golf, Aussie Rules footy clinics, obstacle courses, rock climbing, arts and crafts, swimming, a movie day and Halloween Party. Over at the Youth Shed, more than 20 children have been attending each day’s activities, which have included fitness workouts, cooking classes, skateboarding workshops and T-shirt design classes. The Pilbara Echo visited as the children were fine-tuning their singing skills through karaoke in the afternoon before more than 80 turned out to play Lazer Tag in the evening.

The Youth Shed also has a number of activities coming up, including a computer game competition on October 23, a Family Amazing Race event on October 27 and Christmas Cooking workshops with former Masterchef contestant Liliana Battle on December 7.
