Monttra Means Magic

D

efying critics who take a negative view of Pattaya’s future, a new luxury boutique hotel opens in December which will target wealthy visitors from Thailand and overseas. Project owner and managing director Pongstorn Sangruchi says the development, known as The Monttra Pattaya, will feature a select 23 units on 4 rai of land located at Pratumnak Hill, adjacent to the Royal Varuna Yacht Club and overlooking Koh Larn island. The luxury development is the first hotel project for the Sangruchi family business which has been involved in property development locally for many years. Although five-star hotels are by no means new in Pattaya, Khun Pongstorn says this is a new concept designed to capture visitors who want to stay at a property offering privacy and exclusive service. Highseason room rates will be in the 8,000-15,000 baht range per night. The word “Monttra” means magic and the hotel architecture represents the attractive tall tree environment blended with touches of contemporary interior design and aspects of Thai culture. Innovative features, never before seen in Thailand, include the Soap Concierge and Skin Supervisor, with

many other services offered on a rotating weekly basis such as Monk Blessings, Kitchen Fun, and Spine Fitness, amongst others. As well as a private plunge pool, there’s private beach access. Because this is the family’s first hotel project, the developer has teamed up with Singapore-based Miners Hospitality which is in charge of the design, management, sales and marketing of the enterprise. Mendes Cavin, founder of Miners Hospitality, said the company was currently training staff ready for the formal opening before the end of the year.

He added that the marketing campaign was targeting high-end spenders in Europe and Asia, including English speakers from Hong Kong, China, Taiwan and Singapore. Khun Pongstorn explained that his family was in the process of planning more developments over the next three years, including a 150room five-star hotel. He said he believed that the next five years would be bright ones for the Eastern Seaboard resort and that Pattaya would bounce back to become a rival to Phuket to become one of the most popular holiday spots in the Kingdom.

A spokesperson for the Tourism Authority of Thailand said that there were many promising signs for the future of Pattaya overall. They included major infrastructure improvements, especially new motorways, the move away from Pattaya’s reputation as a nightclub resort to a more diversified and family orientation and the success of the city authorities in attracting major international sporting and music activities. Egyptian sold drugs

Police in a drug sting operation caught an Egyptian man red-handed in the parking lot of Big C in South Pattaya. Atef Zakaria Ibrahim Elghonemi, 61, was found to be in possession of packs of crystal meth and yaba tablets hidden in packets of cigarettes. Informers had already informed the authorities that

the alleged criminal had lived in Thailand for more than 10 years and supported a family in Chiang Rai. He was apparently in the business of selling illegal drugs to fellow countrymen and to local Thai bar girls. He was charged with possessing and selling type one illegal drugs.

Van driver tricked by fake cop A Pattaya man was tricked out of nearly 6,000 baht after believing a stranger’s tale that he was a policeman in need of a lift to Bangkok. Wittawat Jaranpong, the 36-year-old van driver, later told investigators that a man standing outside Pattaya police station had told him that he was a cop needing a lift to Bangkok and was happy to pay 3,500 baht. No money exchanged hands during the journey, but the con man then asked for a loan of 5,800 baht to buy a gift basket for a friend who was in hospital. The scammer never returned to pay for the journey nor the alleged gift. Wittawat said he had been foolish, but this kind of trick was quite common according to his sources on Facebook.

Illegal immigrants targeted

More than 100 police and army personnel searched the Fly Bird condominium, Soi 17, South Pattaya, in an attempt to track down illegal visitors said to be staying there. Twenty-seven nationals from Myanmar were discovered without up-to-date travel documentation.

They were handed over to Thai immigration authorities for deportation back to their homeland. A police spokesman said this type of raid was now commonplace in view of security concerns following the Ratchaprasong bombing in Bangkok.

Two arrested after Chinese rape

Two Thai men have been arrested after complaints from two Chinese female tourists that they had been sexually abused whilst on a day trip to Koh Larn. The men at first claimed they

were innocent but admitted their guilt after seven hours of questioning. They blamed having had too much to drink which allegedly clouded their normally good judgment.

Language key Why is there so much confusion about nationality when the police arrest a foreigner who may (or may not) have a fake passport? A suspect in the Bangkok bomb atrocity didn’t speak English or Thai, so in which language did the police interview him? It doesn’t sound like rocket science but, then again, maybe it is. Not difficult to see why – fair prices for good food and imported wine, tempting choices on set menu, efficient service and the reassurance that comes with a caring Mein Host. Another great restaurant is The Ritz, in the adjoining street, but the atmosphere is frankly a bit lacklustre. Cheese addicts All Pattaya superstores sell imported cheese, but the biggest selection could well be in the large basement food section of Central Festival Pattaya Beach – Central Food Hall. This also houses one of the best salad selections in town. Although most of the retail units in Central Festival open at 11 am, remember that the supermarket section starts one hour earlier.

Several years ago, when he was vacationing in Pattaya, he said that he got many of his ideas for family dysfunction and dark secrets about personal lives whilst he was here. Don’t blame Walking Street as he said he had never visited it. Checkpoint Charlies It may be our imagination, but the number of night-timer road blocks and booze and drug checkpoints in Pattaya seems have gone down in the last fortnight. A cynic might wonder if it’s connected with the depths of the low season in the resort – businesses claiming they have few customers – but perhaps there is another explanation.

Banglamung district chief Chakorn Kanjanawatta held a meeting to prepare administrators for the onset of the tourist high season which begins next month. He said that the bomb incident in Bangkok at Ratchaprasong was to be regretted, but he explained that adequate precautions had

now been taken. In the Pattaya area, these plans included more patrols in tourist districts and more checks on vehicles after dark. Chakorn added that he was confident that Pattaya would welcome 10 million overseas visitors in the last three months of the year.

Car passport confusion addressed Banglamung land transport bosses have reacted to a common misunderstanding that an international transport permit issued in Thailand can be used in seven ASEAN countries. In fact, the free-trade agreement applies only to Laos. In Cambodia, the arrangement applies only to buses and trucks. Thais or foreigners living in Thailand can apply for a car passport but must bring the car ownership papers and personal ID for verification and processing.

Electricity poles pose a hazard

Jomtien progress Although there’s a huge budget allocation for the muchproclaimed Jomtien beach facelift, not a lot of progress has been made. The main action to date has been the cutting down of trees, much to the chagrin of locals and tourists alike. The project is not due for completion until 2017 when, we are assured, beauty and safety will have been established. Tourist numbers The newly appointed head of the Tourism Authority of Thailand (TAT) says he will bring an extra 10 million foreign visitors to the country in the last quarter of 2015. His main strategy is marketing campaigns throughout Asia, especially to remind people that Pattaya has some amazing music and sports festivals. Indeed we do.

Investigators receive training

Bangkok Hospital Pattaya hosted another “iRescue” project, a first aid programme for Thai and foreign police volunteers dealing with victims of accidents or violence. Attendees were given a lecture on life saving and were trained on the basics of helping victims in accidents and other emergencies until they reach the hospital.

Pol Lt Gen Thitirat Nongharnpitak, Central Investigation Bureau chief at the Crime Suppression Division, presided over a training course to improve the investigation process for 200 officers from several police divisions. Experts lectured on carrying out investigations, questioning, tracing evidence and the use of technology in investigations.

Parrot training on offer Snap Judgment Death on the Roads Everyone knows that fatal injuries in road accidents in Thailand are little short of a national scandal. Some research suggests that Thailand is in the top five countries in the world when it comes to carnage on the highways. A World Health Organization report on accident prevention ranks Thailand third in terms of road casualties, with 38 deaths for every 100,000 people. The current response, in Pattaya at any rate, has been to increase massively the number of police checkpoints throughout the city after dark. The campaign certainly has had its plus side. Partygoers and late night drinkers are clearly very concerned about the possibility of a breathalyzer test on the way home. Nobody can argue against the principle that overthe-limit drinkers are to be discouraged from sitting behind the wheel, although it remains a moot point whether the campaign is more about road safety or income generation for the boys in brown. Probably both. Nonetheless, there are other issues. Drunk driving is by no means responsible for all road accidents. Many are caused by drivers who are reckless, speed above legal limits, overtake vehicles in prohibited areas or risk playing “chicken” at traffic lights. It is also the case that an unknown number of drivers of motorbikes and cars are unqualified to drive, don’t know the highway code and lack any kind of insurance cover. One estimate in Pattaya is that one driver in ten is unable to provide paperwork showing he or she is fit to be on the roads. It is a cultural norm in Thailand to believe that if you are involved in an accident, then that is just bad luck or someone else’s fault. Hence, the complaint (often heard) from a driver that the collision would never have occurred if the other party had not been in that particular spot at the time of impact. But bad luck is not the point as so many accidents are indeed preventable. Drunk driving, speeding, falling asleep at the wheel, holes in roads, inexperienced drivers, slow decision-making, dimly lit roads or those without any illumination, flawed braking systems, lack of familiarity with local conditions – these are all factors that cause accidents that could have been prevented. Not to mention the obvious points about drivers not wearing seat belts or failing to wear a crash helmet. Violation of traffic laws is a titanic problem in its own right. So what can be done? The accident rate in Nepal is said to have fallen dramatically since the police organized scores of extra checkpoints on a 24-hour basis. Officers are not looking exclusively for evidence of alcohol but conduct on-the-spot checks for other road safety regulations. Fines are stiff and incarceration a real possibility. In Japan, tough and enforced laws which even punish passengers taking a ride with drunk drivers are said to have been responsible for the low car accident rate in the country. Police in Thailand have long campaigned for the suspension of the licenses of guilty and reckless drivers through a pointscoring system. But how often does suspension occur? Available statistics show that the land transportation department suspended the driving licenses of just 75 taxi drivers last year, a mere drop in the ocean it may be assumed. This in spite of the fact that the police now have sophisticated equipment to monitor drivers’ behavior, including cameras installed at intersections (assuming they are in working order) and other trouble spots which can capture on record those who violate traffic laws. Sometimes, a speeding or offending driver will receive a fine ticket sent to his or her home. These fines are usually paid, but there seems to be no other consequence, for example, no evidence that there is a score cut or movement towards suspension. The authorities and public opinion generally have to accept that carnage will continue on the roads until traffic laws are strictly enforced in order to save people’s lives and property. The reality is that in Thailand there is not yet the will to achieve substantial and sustainable improvement.

A group of traders at Rai Market, Sattahip, are offering lessons to the public about how to treat and train parrots of which there are over 300 kinds. It was emphasized that parrots are indeed trainable after they are one month old

and will return during flight when a whistle is blown. The birds are generally friendly and are becoming more popular as avian pets throughout Thailand. They learn fast and can memorize human vocabulary.

Lucky housewife worried by win

A 48-year-old Thai woman wishes to remain anonymous after winning 12 million baht on the Thai lottery and becoming concerned that she might become a victim of violent attack. She visited the police station

but officers said there wasn’t anything they could do in view of her reluctance to give personal details. The best advice, according to one officer, was to lay low and not to spend large amounts of money.

Another pub searched

Large numbers of police visited Take Mee Out, a pub in South Pattaya, and found that alcohol was being served to 100 or so customers even though it was almost dawn.

Cambodian man hit with bottle In the vicinity of the Jomtien night market, a group of Thai teens attacked a Cambodian man and injured him after they became annoyed by a loud argument the Cambodian was having with his girlfriend. Police were summoned to the scene but the assailants had disappeared. The victim of the assault visited a hospital but the wound was not serious.

Some visitors were urine tested, but nobody was found to have consumed illegal drugs. The pub management was charged with illegal sale of alcohol.

A: There is a problem. The settlement visa for your Thai wife assumes you are “settled” in UK which at the moment you are not. It is not an automatic entitlement based on your marriage. Your best chance initially would be a visit (tourist) visa for your wife, but questions will be asked about your sister’s flat – whether it is big enough, conforms to health and safety rules and so on.

Visa refused Q: We were very disappointed when a UK settlement visa for my Thai wife was refused last year. Do you know if there is an appeal procedure? A: Yes you can appeal on certain criteria. An appeal based on more documentary evidence is cheaper than an appeal based on an appearance before the court which is based in Leicester. But the appeal is likely to succeed only if you can show your wife’s human rights have been compromised or if a mistake was made in processing the visa earlier on. There are also time limits to observe; unless you have sound reasons the appeal must be sent in to arrive not more than a month after the notification. Your own company Q: I have heard it is more complicated, as a sponsor, to apply for a UK settlement or visit visa for my girlfriend if I own my own company rather than work on a salary or receive a pension. Is this so? A: Yes I’d say that is correct. It is harder to monitor self-employment as some companies don’t pay VAT, don’t require an external audit or may need more than one financial year to show a certain level of income. We can certainly give you a list of the required documentation depending on your specific circumstances.

A food street seller in Naklua complained to police that a Thai man had ordered food from her stall and then escaped on a motorbike with her handbag whilst her attention was momentarily distracted. She lost 3,000 baht,

a credit card and a smart phone together with assorted papers. A second seller also reported a thief stealing her bag whilst pretending to buy a durian. Police said it was possible a gang was operating this scam.

Arson suspected in Police find indecent display construction camp fire

The Living Dolls, a nightclub in South Pattaya, was visited by cops after reports that young women were dancing nude. Officers did indeed find three girls who were bare chested. The manager was arrested.

Robbery victim regains possession Police have arrested Jakri Sawatnatee, 25, who allegedly stole a gold necklace worth about 13,000 baht from an Indian tourist. In a statement, the foreign tourist said he was approached by a group of three ladyboys who pretended to be friendly whilst stealing his goods. At the time the victim did not notice he had been robbed. Two other cross-dressers escaped the police dragnet and their whereabouts are unknown at the moment. Nonetheless, the search continues.

A fire at a construction workers’ accommodation on Soi Kasetsin 1 in Pratumnak was thought to have been either arson or an electrical wiring problem. A Cambodian worker reported that he and his friends had been involved in an argument with workers at another camp, which caused them to be suspended from work. Three of his friends were upset and left the camp and 10 minutes later the fire erupted.

Horseshoe Point Cup 2015 More than 17 equestrian clubs, more than 110 horses, and more than 300 entries from around Thailand converged in Horseshoe Point Resort Pattaya to compete in the Horseshoe Point Cup 2015. The three-day event was a qualifying round of show jumping and dressage for Thailand and Pony Championships. The Dressage competitions were presided by Vittorio Barba, a 2-star FEI Judge from the Philippines, and Dr Ellen Ryan, a national judge based in Thailand. Judges officiating the Show Jumping competitions were Pakin Chamswat, Phutthihat Sethchaivut, both Thai nationals, and Dr Zherwin Acosta, a Filipino. The event was a huge success, not only because of the huge turnout of competitors, but because

of the presence of the whole family from each club giving their full support to the riding activities of their children. This is a good indication that the equestrian sport is headed in the right direction here in the Kingdom of Thailand.

Artists reunite at Silverlake Singha Corporation hosted at Silverlake a reunion of song artists from the 1990s. Many bands and singers turned up including Nursery Sound, Pong Pong and Playground. It was announced that two major concerts will be held at Silverlake on the same theme on October 31 and November 14.

Sheraton Pattaya Resort in cooperation with Peter Papanikitas, founder and owner of Stonefish, organized “An Exquisite Night at Infiniti Stonefish Wine Tasting”. The newly revamped Infiniti restaurant now boasts of the new bar serving a great selection of alcohol, while the refurbished furniture set under either a sunny blue or night sky blends well with the panoramic view of the sea and islands beyond. Stonefish Wines’ Peter Papanikitas hosted the evening giving the event his inimitable touch of conviviality and wine expertise. He has been involved in various facets of the wine industry for the past 30 years. Initially his contact was with companies that included Penfolds, Lindeman’s and Leo Buring then he spent five years working for Cinzano gaining experience in worldwide sales and marketing. In 2000 he established Stonefish, a virtual winery operation in partnership with the various grape growers and winemakers principally in the Barossa Valley and Margaret River and is now a major force in the Southeast Asian wine export trade. The evening set sail with a Stonefish Cuvee Brut NV from the Hunter Valley. A premium sparkler which was paired with curry steamed clams, coriander and garlic bread. A delightful 2013 Sauvignon Blanc married well with sweet mango crème brulee with green tea crumb while the 2013 Margaret River Chardonnay was paired with miso glazed snow fish with a pumpkin purée, Parma ham sauce and pickled vegetables. Cabernet Sauvignon 2013 made extremely good friends with the grilled Australian lamb chop with an eggplant purée and balsamic honey. The final pourings were two big hearted

reds, a Merlot 2013 from Blackwood Valley paired with roasted duck confit with garlic potato purée and their celebrated Barossa Valley Reserve Shiraz 2010 which was married with 48 hours 1824 short rib with roasted carrot purée. Chef Pichit and his brigade provided the most creative canapés, live music filled the air and the award-winning wines from Stonefish sourced from premium vineyards across Australia were a hit from the word go. As their slogan proclaims, “Australian to the Bone.”

Cape Dara Resort Pattaya’s “star” destination hosts a romantic wine dinner

This 3-year-old resort is truly a star destination. Not only does “dara” mean star the galaxy of star elements convene to make this one of the glitziest hotels in the city. Set on the most southernly promontory of the Naklua peninsula, the building rises 26 stories into the sky offering incomparable vistas of Pattaya Bay. We have visited on many an occasion to dine at their splendid Cantonese restaurant, Ming Xing and their sensational all day dining outlet, Radius but on this occasion it was to enjoy a gourmet 5-course dinner paired with the wines from the Wolf Blass portfolio. The origin of the house of Wolf Blass wines is an interesting story. Owner and founder, Wolfgang Franz Otto Blass was born in Germany in 1934. He ran away from school so many times that his parents persuaded him to start a 3-year winemaking apprenticeship or return permanently to his school – and so began a journey that changed the winemaking world. From humble beginnings in a tin shed in the Barossa Valley, Wolf Blass wines is now one of the most successful and awarded wineries in Australia. The iconic logo of a spread eagle is attributed to Wolf’s first winery, named Bilyara which is the aboriginal word for eaglehawk. The setting was stunning with candlelit tables directly on the beach only metres away from the lapping shore of the bay and the stars turned out to light the sky from the heavens. The first pouring of the evening was a Zonin Prosecco Brut which proved the perfect appetiser with its delicate almond notes. Accompanied by some creative canapés and lively chitchat with Andrea Picello, the brand executive of Independent Wine & Spirit (Thailand) Co, Ltd, who had supplied the wines for the evening; it was all a splendid curtain raiser for the wining and dining to come. The premier course offered a duo of Scottish salmon married with a Wolf Blass Yellow Label Chardonnay.

It’s subtle edge of integrated oak and classic peach nose matched well with the salmon tartare with its caviar crown and the carpaccio of salmon combined with the mayo and fruity nuttiness of the Parmesan cheese. The next wine was my favourite of the evening, a Yellow Label 100% Cabernet Sauvignon bursting with flavours of plum and cassis with a long finely textured finish which was served with an ostrich fillet. As first-timers to the taste of ostrich, it was a surprisingly dark meat for a bird, even a shade or two darker than good beef but with less fat and half the calories it was a lighter, healthier option. Served with a wonderful cheesy spinach and herb butter sauce it proved a star dish. Italian meatball soup with penne, capsicum and tomato followed, harmonized with Mick’s pick of the evening, a Yellow Label Merlot. Meatballs and Merlot is a match made in heaven and these were made to perfection, light, flavourful and thoroughly addictive. A passion fruit sorbet was served in preparation for the signature course, Australian lamb shank. Only a big wine could complement such a robust dish and

the Yellow Label Shiraz filled the job to perfection. Full-bodied with dark berry fruits and plums on the palate, it loved the powerful aromatic flavours of the braised lamb shank in red wine sauce, wild mushrooms and truffle emulsion. A strong, well-built dish and deservedly chef’s speciality of the evening. After such powerful dishes the dessert had to go some to keep up with all this extravagant eating. Wild warm mixed berries with kirsch and

topped with mascarpone cheese pulled it off. Deep, intense fruity flavours with the unsweetened eau de vie and its distillation of cherries made for a memorable dessert. The wine to escort this sweet was a surprise; the final pour of evening was a Yellow Label Riesling. Elegant and clean on the palate with lemon/ lime and notes of green apples, it managed to deliver a young, fresh but racy mouthful which did make good friends with the grown-up dessert.

“It’s a culinary circus, a foodie playground and a piece of gastronomic theatre that hits all the right spots,” say Mick and Di, The Food Lovers… Sake is a Japanese alcoholic drink made of fermented rice, koji and water. In Japanese the word ‘sake’ also means alcoholic beverage in general. It has been the alcoholic beverage of choice for more than 1,000 years and the same distilling methods of yesteryear are still being used to this day. This rich brewing tradition is probably one reason why the Japanese love their sake so much, so where better to hold this unique Sake Tasting event than at Benihana, Pattaya’s favourite teppanyaki steakhouse. So it was with much anticipation and enthusiasm that Mick and I headed out to the second floor of the Royal Garden Plaza’s lifestyle mall to enjoy this rare occurrence. Benihana’s beginnings began with Yunosuke Aoki, a Samurai descendant and entertainer, who along with his wife, Katsu, opened a small coffee shop in Tokyo. The shop was named “Benihana” (red flower in Japanese) after a red safflower that grew in the streets. His eldest son had the

idea to combine Japanese food and entertainment and subsequently the first restaurant opened in New York in 1964 and the Benihana that we know today was born. Benihana Pattaya is under the auspices of the Pattaya Marriott Resort and Spa. Its reputation is based on their teppanyaki style of cooking: teppan meaning “steel grill” and yaki “broiled”. Their chefs receive 16 weeks of intensive training before the final accolade of a red kerchief is awarded to confirm their proficiency. Interaction between chef and guests is positively encouraged and the culinary cabaret is great fun, natural and bodacious. Our sake tasting was launched with an introduction from their new director of Sales and Marketing, Hisakazu Sato, followed by the first pouring of the evening. Bijofu was the chosen opener, produced from mixing Bijofu’s popular sparkling sake “Shuwa” with fresh juice of Yuzu and honey, it was a refreshing

opener. Enjoyed with cold Zaru Soba noodles, edamame beans and a wakame seaweed wafer, it was a pleasant foreword for the next five courses (and sakes) to come. A polar fresh platter of an outstanding Chilean oyster and premier sashimi paired with a Yuki No Bosha sake was a beautiful marriage and probably our favourite course of the evening. However a selection of succulent sushi balls, takoyaki (octopus-filled wheat balls) and California rolls was a strong contender. The accompanying sake was a smooth Kirinzan which enhanced and complemented all the various flavours. Skewered scallops and butterfish in an outstanding white miso sauce and beef wrapped enoki mushrooms presented exceptional nuances of essences which were married to the subtleness of a Yuki No Bosha sake. The finale presented our master chef preparing us garlic fried rice and a teppanyaki premier quality beef. Knives (and eggs) were thrown,

flipped, juggled, lobbed and pitched with skill resulting in a delicious bowl of rice and a perfectly grilled piece of beef before his wagon was ceremoniously wheeled to another table. Quite a performance and from the appreciative ovations and cheers that emanated from the surrounding areas we were not the only ones enjoying the Benihana magic. For serious beef aficionados the selection of premier cuts is superb (prices from B.3,250), with the likes of US Porterhouse, Kobe, Australian prime tenderloin, Miyazaki in Grade 4 perfection plus milk-fed Dutch veal, New Zealand venison and a host of other luxury items to tempt the discerning diner. What is a building permit? A building permit is a license issued by the Division of Public Works of the local municipality, that legally authorizes the owner or his/her agent to commence construction according to the plan submitted. The issuance of a building permit provides building officials with the means to enforce the requirements of the Building Control Act and other applicable standards to ensure strict compliance.

Unlocking cash from existing offshore assets and raising the bar on equity release schemes. So what do you do if you want to buy overseas property perhaps to live in, perhaps to retire to, or to generate rent from to supplement your other income? You don’t want to empty your bank accounts of your savings or sell your portfolio holdings, and vendor or developer finance is not an option. Well, before you abandon the idea completely, it is perhaps worth looking at your asset column for alternative ways of freeing up capital that you can put to work elsewhere.

Why is a building permit required? Under Thai law, it is necessary to obtain authorization from the local administration for any construction, alteration, and demolition of buildings. Building permits are required to ensure that building safety standards and zoning requirements are satisfied for the general safety of the public. Zoning is a system of developing a city or district plan in which various geographic areas (zones) are restricted to certain uses and development, such as residential, industrial, commercial, agricultural, parks, schools and other purposes. To avoid problems in the future, it is necessary to check the zoning regulations of the specific area as several zoning restrictions may apply. They may include some or all of the following depending on the district: • Height and width of the structure • Building lot size • Distance from the shore and to another property • The use of the structure (residential, commercial, industrial) • Height of land above sea level • Type and color of roof When is a building permit required? A building permit is required when: 1. Constructing a new building 2. Altering an existing building by changing the structure of the building such as size, shape, proportion, weight support and the materials used for construction 3. Destructing or relocating a building 4. Changing the usage of a building 5. Modifying or using the parking, U-turn, car entrance and/or exit for another purpose How long does the building permit approval process take? The consideration for the approval of a building permit application for a 2-storey residential building takes a maximum of 20 days, excluding the length of time to amend the building plan. The consideration for the approval of a building permit application for a large commercial building

takes 33 days, excluding the period needed to amend the building plan. What can result from not obtaining a building permit? Commencing any construction work without the proper building permit is deemed illegal and is punishable by law with fine or imprisonment. If the construction work violates or fails to comply with the Building Control Act requirements or is not in accordance with the approved building plan, the local municipality shall have the power to either order a demolition or to issue a stop-work order. When the latter is ordered, the license holder, within reasonable time, shall then be compelled to correct and re-submit the building plan for approval. What information and documents are required in support of a Building Permit Application? • A copy of the identification cards of the applicant and landowner • Building plan • Land title deed • Certificate of incorporation • Company documents (issued within the last six months) • Consent to build adjacent wall (if using a common wall) • Written permission of the design/calculation engineer and architect with a copy of a valid professional license • Details of the sewage system and its calculation • Water treatment system, if building a hospital, market, or industrial factory • Permission to control the allocated land space for construction • Approved plan of land development project • Calculation for building structure Can a building permit be in a foreigner's name? A foreigner can be issued a building permit in his/her name. Although foreigners are not permitted to own land in Thailand, they are not prohibited from owning the structure on it. How long is a building permit valid? Building permits are valid for one year from the date of issuance and can be renewed on a yearly basis for three years.

Home equity loans Releasing equity (the difference between an outstanding mortgage if any and the current value) from your existing overseas property is a well documented method of raising cash via a traditional re-mortgage facility. This is worth looking into if you have some equity as well as easy access to a friendly lender who is not allergic to expatriates! If however, you do not own a property with equity, then there are other ways to access capital. Asset-backed lending from offshore portfolio structures Many expatriates and/or retirees living overseas will already have an offshore investment structure or portfolio bond that has over the years, with ad hoc top ups and investment returns, risen to a valuation of 500,000 USD or more. In many cases, that can be used as security to provide access to a cash loan, secured by the portfolio itself. A lending ratio of 50 percent loan to value would, in this example, release $250,000 cash lent to the investor on a rolling term basis. The underlying assets in the portfolio would have to be of a low risk nature at outset to qualify, and then be conservatively managed going forward, but even so could well still provide a return higher than the interest cost of the loan in the current environment. There are risks involved: if the portfolio valuation were to fall below a certain limit which could in theory lead to a margin call from the lender, so a word of caution here is to avoid holding cross currency loans and risky stocks or funds inside the portfolio. That said, the days of lending against highly aggressive portfolios are largely in the past now as we enter a new world of cautious lending strategies being adopted by banks. Many will now only look to be lending against low to moderate risk assets such as blue chip stocks, investment grade bonds, government gilts, and professionally managed unit trusts. One of the main benefits of asset-backed lending of course is that the security that you put up for the loan remains invested even after the loan proceeds have been released to you – whether that be the portfolio or the first property. If your loan is costing 5 percent a year in interest, and your portfolio is conservatively managed yet still returns 7-8 percent pa, then this can be a very viable option. An experienced investment professional should be able to properly structure your portfolio, prior to submission of a loan application, to maximize the chances of success. With proper ongoing monitoring and a full understanding of the risks involved and how to mitigate them, this can be a very powerful tool for individuals seeking cash funding for new ventures or who would like to buy a property in Thailand with cash. So while we are waiting to see just who will be the ‘best of the best’ this year, I thought that it might be interesting to revisit some past events to look at some of the Eastern Seaboard great winners.

It should be noted that initially the regional awards did not exist and, in fact, until 2007 the event had only 13 awards, all of which were national and went to Bangkok, Phuket and Koh Samui. In 2008 various regions such as the Eastern Seaboard, Hua Hin, Phuket, and Koh Samui were individually awarded trophies. Even more recently, Khaow Yai and Chiang Mai were added to the mix. Yes, the Thailand Property Awards event has grown a lot over the past ten years and the Eastern Seaboard has made its mark on the very popular awards event and in a very big way. That first year that we had the Eastern Seaboard awards category was 2008 and it was Raimon Land’s Northpoint Condominium that won the Luxury Condominium category, and Jate Sopitpongstorn, representing Horseshoe Point’s The Residence, accepted the award for the Best Villa Development Eastern Seaboard category. The following year proved equally successful for the Eastern Seaboard with the Daika Estate Co. Ltd. taking the Best Luxury Condominium award for the Sanctuary Wong Amat Condominium and the Eastern Seaboard’s Best Villa Development award and Thailand’s Green Development award were accepted by Jate Sopitpongstorn for The Village at Horseshoe Point. The year 2010 was probably the most memorable and most successful year to date with the gala dinner awards presentation starting off with the Raimon Land’s Northpoint Condominium winning its second Best Luxury Condo award, and what was thought at the time to never happen again anywhere in Thailand was the Horseshoe Point’s unforgettable ‘Triple Crown’ win. By the end of the 2010 Thailand Property Awards gala dinner, Jate Sopitpongstorn had already walked up onto center stage three times to pick up Horseshoe Point’s Best Villa Development Eastern Seaboard award, Thailand’s Green Development award and the elusive Thailand’s Best Villa Development award. Now that was a fantastic evening and that was the night that the entire Kingdom knew that the Eastern seaboard was not only a major contender in Thailand’s residential real estate industry but a very close second

to Bangkok, with Horseshoe Point having won the Triple Crown and especially the Best Villa Development Thailand award. At that time, the only award not yet claimed by the Eastern Seaboard was Thailand’s Best Luxury Condo award, but in the following years the entire country was going to see the rise of the Eastern Seaboard’s own super luxury high rise condominiums. The year 2011 brought a record five awards to one development--which has not been done since and is going to be very hard to match. That achievement went to the Koh Kood-based Six Senses Sonevakiri. On behalf of the developer, Benjawan Sudhikam picked up trophies for the Eastern Seaboard’s Best Villa Development, Best Residential Architectural Design, Best Residential Interior Design, Thailand’s Green Development award and Thailand’s Best Villa Development Award. The year 2012 brought forth two of the Eastern Seaboard’s most established and successful luxury property developers: the Siam Royal View Group and Rony Fineman’s Nova Group. That evening the Best Villa Development Eastern Seaboard award went to Siam Royal View’s Marina Villas on Koh Chang, with a very proud and deserving Roland Steiner accepting the award, followed by Rony Fineman and Kobi Elbaz who picked up the Best Luxury Condominium Eastern Seaboard award for The Cliff Condominium. Following the Northpoint Condo a few years earlier, it was now very clear to the rest of Thailand that the Eastern Seaboard was on the march building luxury high rise condominiums that were of world class architectural design. The year 2013 was no different as the first Eastern seaboard award went to Silk Road Place for their charming and very well executed village of modern family friendly homes and gardens. Next up on center stage was Winston Gale on behalf of himself and co-developer partner Rony Fineman and the Nova Group. Yes, two years in a row the Nova Group was picking up yet another Best Luxury Condominium Eastern Seaboard award for our area’s next ‘best of the best’ luxury condominiums, The Palm Wongamat Beach. Last year we had yet another record

Stamford International University introduces Event Management program for MICE industry Stamford International University, a member of Laureate International Universities, has collaborated with Impact Exhibition Management Company, Muang Thong Thani Center, one of the top five exhibition centers in Asia, to co-develop the Event Management program. Youth Focus Differences between teaching foreign students and Chinese students

I currently teach mandarin to Pre-school B through Year 7 students (aged from 3-12 years old) at Mooltripakdee International School (MIS). In MIS kids are from Thailand, the US, the UK, Korea, Russia, Finland, and the Philippines. Before I came to Thailand I was in Los Angeles teaching kids from 3-12 years old. They were born in the US but were from Chinese or Vietnamese families. From both of these two experiences teaching abroad I have noticed that there are some differences between Chinese students and others. any mistakes students would point it out in class. Some teachers may find it embarrassing, but I like this kind of student because if they could recognize a teacher’s mistake it means that they have fully mastered what the teacher has taught. And you actually should thank this student for correcting you so that you wouldn’t mislead other students.

1. Belief in authority I found that foreign (non-Chinese) students are more likely to think freely. They don’t believe in authority blindly but can question and challenge authority. In China students think that everything that the teachers or experts say is correct and nobody could question them. But foreign students question everything, so they are better at critical thinking. In May, students sat their final examinations for the International Baccalaureate (IB) Diploma Programme. Foreign students learn things through doing. They like to discuss in groups, play games, and complete projects so they get bored very easily. To teach foreign students you have to try your best to make your class more fun. If students feel bored they start to talk or play and the class becomes very hard to control. 3. Be responsible for your own future During my practical teaching, I found that foreign students are more likely to know what they want and they are responsible for their own study. I usually check each student’s work in class after they complete their work, but when we don’t have enough time students fight each other to be checked first since they are worried if their work isn’t be checked. But Chinese students would be happy to know that their work wouldn’t be checked because they are scared to find out their mistakes. However, you have to know that only when your mistakes are found out you could correct them and improve, and please remember that you study for yourself not for the teacher. 4. Separate students into different groups In the west, students are separated into different groups according to their levels and they would be taught different things using different textbooks. In the Chinese education system all students in one class learn from the same textbook. No matter if you could catch up with other students or not they are taught the same thing. If you couldn’t catch up you would fail the exam. But western education

The best education system should benefit the students the most and make them learn as much as possible since that’s the reason they are in school. By knowing the differences between Chinese students and foreign students I tried to adjust my way of teaching to fit in western education system and to benefit the students most. For example, I teach more songs and design some interesting games and group activities to keep their attention in class and to give the kids fun. I gave more and harder things to the top students after they finish their work before others and tried to challenge them more in class when I asked questions. By writing this article I hope it would help other Chinese teachers working in Thailand or other countries to make their work easier. You & Your Pets Leave Your Pets At Home Does your cat enjoy riding around Pattaya in the car with you? Do you think it’s fun to take your dog along when you run errands? All well and good when you were back home and the temperature was under 20º. But on a typical day here, outdoor temperatures average about 30º (that’s about 86º Fahrenheit for you Yanks); it’s probably a bit cooler in your car with the air conditioner blasting. However, when you reach your destination and park your car, you cut the engine and the A/C. Then it takes only 10 minutes for your car’s interior temperature to reach 40º—even when you crack open the windows. And within 30 minutes it can climb to nearly 50º. That’s too hot for most of us, and potentially life-threatening to our pets. Under such conditions animals can suffer brain damage or even death from heatstroke in just 15 minutes. Beating the heat is extra tough for dogs and cats because they can only cool themselves by sweating through their paw pads and panting. If you see a pet left alone in a hot car, notify a police officer, who might be able to reach the car’s owner. In some parts of the United States and Canada, it’s a crime to leave an unattended animal in a parked, hot vehicle— even for just a minute. If you make the stupid mistake of leaving your pet in your hot car, immediately on your return to the car look for signs of heatstroke. Symptoms include restlessness, excessive thirst, thick saliva, heavy panting, lethargy, lack

But ALL animals are vulnerable. So on hot days, leave your pets at home (of course, after explaining to them that it’s because you have their best interests at heart).

Don’t Ignore Ringworm If your pet has a round bald patch, ringworm could be to blame. Left untreated, this fungus can put your family at risk and threaten the life of your pet. People can get ringworm from dogs or cats by touching their skin or fur, and vice versa. Ringworm usually causes a reddish, ring-shaped rash on the skin or bald spots if it infects the scalp. If you suspect ringworm, immediately quarantine your pet, thoroughly wash your hands, and then visit a veterinarian to confirm a diagnosis. Kittens and puppies less than a year old as well as elderly pets are most prone to infection, but malnourished and stressed animals also are at a greater risk than healthy animals. Transmission of the ringworm fungus can occur through contact with infected animals and bedding, dishes and other materials in the area where infected hair or scales may collect—and it can spread quickly. Cat Corner Tip Are you considering adopting a kitten from Cats for You in Pattaya or from some other rescue group? Or maybe you recently bought a new kitten from a pet shop or market. In either case, you no doubt want your new friend to grow into a loving, happy member of your family. So here are a few tips on how to make that happen. When you first bring the kitten into your home, it’s a good idea to confine it to one room. In that room, put food and water bowls, a scratching post, and a bed. Once he gets used to his new surroundings, start introducing him to other things that will be a part of his life, being careful to read his reactions as you go along. If you introduce your kitten to something and he acts fearful –cringing back from the item and you, and twitching, with tense muscle tone and hyper-alert, step back and take it slower. But if he’s acting friendly and relaxed, you can keep expanding his world, introducing new items, new people, other pets, etc. It’s a good idea to allow a variety of people to handle your new pet while it is still a kitten. Ensure that all such interactions are gentle and positive during this formative time, being particularly careful when children are involved.

Point-scoring position for Sandy Stuvik at the Italian Grand Prix

Round 6 of the GP3 Series took place at the Cathedral of Speed: Monza, under an hour away from Milan, Italy. After a disappointing weekend at Spa, Sandy was looking for improvements to his results. Sandy, as usual, races for Singha Corporation, The Pizza Company, Dacon Inspection Services, the Tourism Authority of Thailand, the Royal Automobile Association of Thailand, and the Sports Authority of Thailand. Qualifying: P14 – 1:52:095 P1 Luca Ghiotto – 1:50:007 Stuvik claimed 14th place in the wet conditions of qualifying on Saturday morning. In the middle of the pack, Sandy would have to make use of Monza's long straights for overtaking to gain positions. He noted, "It was our first real wet session with this car this season so it was something new for me. I lost quite a lot of time in two corners which prevented a top-10 finish, but we know where to improve should it be wet again." Race 1: P11 P1 Emil Bernstorff Race 1 took place under a sunny Monza circuit. Sandy finished his race only one position higher than he started from, there was a lot of change of position towards the end of the race and unfortunately the Thai driver couldn't progress. At the end Sandy's position was changed to 11th place. Sandy said, "We've made some changes to the car and most of these changes helped us improve where we wanted, and in some areas too much. "I'm decently satisfied with the race today, there were some hindrances during the race which prevented me from moving further up the grid, but those things I will learn and try to improve for our next round. I feel we've made improvements to the car that suit me and I'm looking forward to where this brings us." The next race will take place at the circuit of Sochi, on Russia's Adriatic coast on October 9-11. The GP3 Series now waves goodbye to Europe, and the next few races feature circuits lesser-known to most drivers; this should create a challenge for all the drivers as we head into the final part of the season.

Just a few weeks after sensationally winning the 24 Hours of Spa, unquestionably one of the most significant international motorsport victories by a Thai in recent decades, Pasin Lathouras was back where it all began, Pattaya’s Bira International Circuit, to meet the media and pay respects to Prince Birabongse Bhanudej Bhanubandh. The 67th edition of the famous 24 Hours of Spa, held last July, turned out to be one of the toughest on record after the event was lashed by rain right from the moment the racecars lined up on the grid, resulting no less than 10 Safety Car periods. Pasin Lathouras, sharing the #47 Ferrari 458 GT3 with Italians Alessandro Pier Guidi and Gianmaria Bruni as well as Belgian journalistracer Stéphane Lémeret, battled non-stop for 24 hours. Combined with ultra-slick pitwork from the AF Corse team and a car that ran like clockwork under extreme pressure, they were able to pull off a stunning victory in the race’s highly competitive Pro-

Am class. Winning at the legendary Spa-Francorchamps Circuit, one of the world’s most demanding racetracks, is one of the toughest tests possible. For Pasin that represented his biggest career win to date, and one of the most important by a Thai driver in living memory. He’s still just 21 years old too. To further his racing career and compete in Europe, Pasin switched his university studies from Bangkok to London at the beginning of last year, so he’s been away from Bira Circuit for quite some time. But this is where his career started and quickly began to blossom, on the kart track, as a very raw youngster. He also drove here on the main circuit in 2013 when he raced a Ferrari 458 GT3 in Thailand Super Series, taking a victory and breaking the official track record. Pasin Lathouras said, “It’s great to be back, Bira is where it all began for me, coming here to learn to race in karts with my dad. I won the 6-hour kart endurance race here very early on, in 2007, so that’s eight years ago now,

It was nice to see the ‘Boys’ back after their trip last week to Hua Hin but I suspect some of them were a bit tired as one or two took the day off. However, we noticed how quiet the roads are early in the morning; this certainly reminds me to appreciate the drive before the return in the high season to normal. Or we hope for a return to normal. We were there early, so had to wait a bit before signing in and this was after we had changed, so we were able to get out to the start nice and

as we walked down to the tee the board said the speed on the greens was 10 on the stimpmeter so we expected them to be really fast. I think they forgot to cut them or we are getting used to the greens here, however, the greens were fine, fast from above but as usual slow from below. Nothing new. The fairways are getting a bit dry and hard fairways are certainly causing my old bones to suffer, my hands are a bit tender. Also the fairways were a bit bare but I suppose you cannot expect anything else at

early and of course being us we got away. First off was the Aussie three ball with the low handicappers in it, so after they teed off the next group did not have to wait until they played their second shots but could tee straight off. Of course we did not, after all we have some pride. The way ahead was clear all the way around so we made good time, however,

the moment. Add this to the normal wind and a really hot day and as you can imagine it was a really tough day. But good company makes any day fine. A hot shower was a treat and a cold drink in the restaurant was fine and we were soon into cars and away back to the home base. I have to say here that I do appreciate Mashi driving as 40 winks

and that really cemented my love for racing and the desire to succeed and become one of the best. “I spent about four years racing karts and learning so I was continually here, I had many happy times at the Bira Kart track and many successes. I also spent a year in Super Car and raced here on the main track, but that’s my only time on the circuit, I hope to be back though in the future. But it was a good year as I got a win here and set a new lap record. “Winning the Spa 24 Hours was an amazing experience, my teammates and I pushed and pushed all race, the rain kept coming and early on we often really had no idea where we were as the

Safety Car kept coming in and out. The team did an amazing job to turn the car around so quickly at every pitstop and really every second we gained helped an awful lot. Spa is an awesome track, it lives up to the legend, I certainly love the high-speed tracks but racing at night in fog is something else, something to experience and learn from. “It’s certainly the high point of my career so far and it really confirms to me that I can keep pushing on towards the top, aim for Le Mans in two or three years, and most importantly that I can successfully fly the flag for Thailand. The support I have been getting from people in Thailand has been amazing and it helps push me on.”

GIS golfing stars win in Vegas

Two Garden International School (GIS) students have won a major golfing tournament in the US. Year 11’s Poon and Year 6 student Queen travelled to Las Vegas to take part in the World Stars of Junior Golf competition, July 20-23. This tournament attracted more than 350 junior golfers from 37 countries around the world. Poon finished with a score of 208 (69-67-72) (Par 71) in three rounds to win the championship title in the Boys 15-16 years division at the TPC (Tournament GIS student Queen with her Players Club) in Las Vegas. latest trophy Queen had a fantastic score of 103 (34-36-33) (Par 37) in three rounds of 9 holes each day at the Badlands Golf Course. That gave her a 5-stroke win over the US’ Summer Lee from Texas to win the Girls 9-10 year division. Mark Beales is assistant head of Secondary at Garden International School. really sets me up. All that driving is fine before the game but on the way back it really is best to sit in the back and rest my eyes. September is (allegedly) the rainiest month of the year here in Pattaya, and for once we would love to have some of the wet stuff which is already long overdue. We have seen very little precipitation anywhere and things are getting pretty dry at many courses. Green Valley, however, is holding up pretty well under the circumstances. Today we found the course in generally good nick, save for the slow greens. I have always found that when one encounters slow greens, one should hit the ball a bit harder. It was our TGC Monthly Medal here today and a field of 24 of Pattaya’s finest were to put her to the test. Paul Pauloff (is his sister’s name Paula?) turned in a respectable 70 to get a podium finish with Ken Hole (my new best friend) in with one shot better and a 69 for third. Now we can only imagine what must have been going through poor Micky Beresford’s mind… a 65…well that should easily be good enough for the win and a new shirt, shouldn’t it? I mean c’mon man, I sure would be thinking that way. I would have already had the money spent! I would have been writing my acceptance speech on the way in. I would have got all puffy chested and towel snappin’ in the locker room. But that’s just me. Fortunately, Micky is far cooler than I and took defeat gracefully. It was Kevin Hamilton who rained on Mick’s parade when he turned in a card with a big red 63 on top! Jeez, we haven’t had a score

that low in a couple of years when Brett Chan did the same. Kevin had a strong finish and birdied the 17th and 18th with long putts that ended in the hole, so what can you say? He had a magic day on the course and is the deserved winner of our Antigua MM shirt with his first star on it. Congrats to you, Kevin, for a fantastic round of golf!

The big story this day was long hitting 3-handicapper Ben Denham, who blew away the field with a 5-stroke win to hit that magic 40-point mark. Aussie Ben has been playing with us for the last year and did good today as he saw Greenwood suit his game to a tee. Pleasant Valley – Stableford – Blue Tees 1st – Phil Smedley (10) 29 points 2nd – Allan Pang (15) 27 points 3rd – Ben Denham (3) 22 points A small turnout for this venue today led us to choose the blue tees for a change, hence the low Stableford scoring. The golf course was in fairly good shape,

and fairly priced. It was a welcome subfour-hour round that got us back to the club by 3:30. We had another day of good weather, but it did get a bit hot at high noon as a cloudless day saw the sun beating down from above. Our own fearless Captain Phil was a terrible host today as he swept the field with a mere 29 points for his first first in a long while. Regular visitor Allan Pang took his second podium finish of the week to end a happy and quick visit to our sleepy little fishing village. Ben has had better days, but when you get to the podium, that’s not so bad, is it? Thanks to all who joined us this week for some great golf in the Kingdom. Keep smilin’! Jim Groves – putting on the Ritz! After a presumed bout of ‘indulgence poisoning’, we had one cancellation whilst 15 golfers headed to Khao Kheow, a favourite of many in Pattaya. Graham Rice was an obviously happy man. When asked the reason, he stated, “This morning I lay back exhausted, gazing happily out the window. Despite my concerns about my inexperience, my rhubarb had come up a treat”. Peter Bailey (Darwin) was welcomed. We played off the yellow tees on A and B nines. The weather and the course were perfect and one wonders when the wet season will arrive and spoil these current idyllic conditions for golf. After an enjoyable round, one really happy camper was Jim Groves. After

Stop Relying On Electronics An SMS or an email is appropriate for a quick reminder about a doctor’s appointment but they are hardly the medium on which to build a strong relationship.

It’s harder to mistake the tone and body language when the person is sitting directly opposite you. 2. Play Fair Always needing to be right and playing the blame game is only going to put obstacles in the way of a harmonious relationship. Resentment, frustration, and anger are the only result you will see from this destructive habit. Try taking turns in talking. If you don’t agree with something that’s said, ask some questions and get more clarification. Walk away from the discussion for a while to avoid becoming angry and splurging out comments you don’t really mean. 3. Pay Attention to the Non-Verbal Cues When you notice that your partner has become bored or upset, you will see signs of it in their body language. Use empathy so your husband knows that you understand. Using these cues and responding appropriately will ensure that the conversation remains constructive and positive.
