Thai tourism dilemma

C

alls are growing for the Thai government to plan international tourism on a long-term and sustainable basis. Ben Montgomery, local chair of the Pacific Asia Travel Association (PATA), says that the big issue is whether to go for growth or quality. PATA argues that Thailand has traditionally gone for growth in sheer numbers. If this continues, then the 24 million international arrivals in 2014 could turn into 50 million annually by the end of the current decade. Montgomery argues that the consequences of the lust for everincreasing numbers will be a terrible strain on the country’s resources and infrastructure which could well cause irrevocable damage. For example, Phuket is already suffering from a surfeit of visitors as instanced by the overcrowding at the airport. Pattaya has chronic traffic problems brought about by the immense increase in the number of tour buses and the road improvement schemes with final completion estimated several years in the future. PATA accepts that the international tourist profile has shifted in recent years. Pattaya, for example, is no longer the playground of single men from Europe, Australia and the United States, but has

grown into a much more sophisticated and diversified city which is fast becoming a suburb of Bangkok. But PATA asks whether the booming Chinese visitor presence in Pattaya really requires many millions more descending on the Eastern Seaboard. Chinese tourists, who are mainly on prepaid packages and use tour buses for transport, have largely replaced Russians in the resort city. Research last year showed that only two percent of Chinese citizens had visited Thailand, but that 50 percent hoped to do so. PATA wonders whether anyone has seriously looked at the social and environmental impact of doubling or tripling international arrivals within just a few years. The answer appears to be negative. But not everyone agrees that tourist numbers should be restricted in some way. John Koldowski of Thammasat University points out that predictions and demand forecasts do not always turn out as anticipated. Thus the decline of Russian tourist numbers had not been anticipated prior to the annexation of Crimea, the imposition of European and US sanctions and the collapse of the ruble. The Tourism Authority of Thailand will shortly open an office in Prague to attract east European visitors,

whilst the Tourism Council of Thailand is keen to promote its interests in South Africa. Also expected to grow is the cross-border traffic once the ASEAN Economic Community comes on stream from the beginning of next year. Other suggestions include the proposal that Thailand could develop some of its islands as ecotourism centres, attracting quality rather than quantity to achieve profitability. Similar ideas have been floated in the less populated districts of greater Pattaya such as Naklua or Mabprachan Lake. However, it is far from clear that funding for these macro projects is firmly on the agenda. The private sector has so far shown interest in funding more family entertainment venues such as fun parks and mass tourism outlets. A spokeswoman for the Tourism Authority of Thailand said she was aware of the debate going on about Thai tourism and its ramifications for Pattaya in particular. She said that the current projects for road widening in Pattaya and the firm possibility of linking the area to Bangkok by fast or bullet trains should enable the resort to deal with an expected surge in numbers. City Hall has called for Pattaya to become the Riviera of Thailand by the end of the decade.

News Another Beach Bag full of jewels Road crackdown goes missing

City police and volunteers performed a sweep of Pattaya’s notorious Beach Road and netted 64 persons, mostly women and ladyboys. They were told they were damaging the reputation of Pattaya and must be punished to the tune of 100 baht per person. They were then turned out into the night and advised to go home to bed, which some doubtless did.

Russian sex customer makes a detour

Police rushed to a secluded area near Third Road after learning that a Thai woman had been attacked there. Naritsara, 30, told police she worked at a beer hall and got into conversation with a Russian tourist who offered her 1,500 baht for horizontal leisure pursuits in a nearby hotel. However, as the couple approached the hotel, the man dragged her to a nearby wooded area and performed a violent sexual act against her stated wishes. She was taken for a hospital checkup as she had been bloodied in the assault. Police searched the wood and found the Russian hiding behind a bush. He said he had changed his plan to return to his hotel room as his wife was there and might not be too pleased. When investigators visited the hotel room, the Russian wife did indeed open the door but refused to listen to the official explanation and closed it with a bang.

Big monkey dies in accident

A 10-kilo monkey was killed whilst crossing the road in Na Jomtien and was quickly buried by local people. Staff at the local forest protection training centre said many monkeys were now wandering in built-up areas in search of food which was often provided by human locals. They advised that people should not encourage the animals by providing meals as the practice leads to accidents and deaths on the highways of the realm.

An Iranian man and his father, who owns a jewelry shop in Tehran, are in distress after the black bag they were holding was lost on a boat during the crossing from Koh Larn. The contents included 12 Sri Lankan sapphires and various other gemstones which are believed to be originals. The Iranians discovered they had forgotten about the bag soon after landing and reported the facts to the police and boat owner, but without any positive result. They offered a reward to the finder of 50,000 baht which confirms the high value of these particular stones.

Booze led to accident

A Chinese tourist fell off a baht bus and injured himself after being found drunk and helped aboard by friends. Wei Lei, 25, had been to a nightclub with friends according to the tour operator. When the time came to go home, Wei could not be found until a search of the toilets showed him to be in a collapsed state. His girlfriend added that she helped put Wei on the bus but he managed to break loose and jump down onto the road where he was found by rescue volunteers. He was not known to be a heavy drinker and the issue is still being debated amongst the tour group.

Police discover Cambodian corpse

Police searching a wooded area in Jomtien came across the dead body of a Cambodian construction worker several hours after his apparent decease. He had been hit with a hard object and then subjected to many cuts and lacerations on his body which was consequently quite disfigured. Police believe that Me Wan, 31, had been involved in an argument with fellow workers at a nearby workers’ camp and had been followed into the wood by persons with murder on their mind.

News Banglamung headsman conference Call centre answers most needs

Banglamung district chief Chakorn Kanjanawatta presided over a meeting of the Banglamung Council for Peace and Order and the Committee of Office of the Narcotics Control Board, attended by subdistrict chiefs, village headsmen and other local officials. It was agreed that instances of public violence and drug abuse would be brought to the attention of the committees in early course.

At a meeting held in the Amari Pattaya, civic officials reported that City Hall’s emergency call service 1337 has been very successful. A total of 37 agencies had been involved in sorting out people’s problems on a 24/7 basis. Mayor Itthiphol Kunplome said that 7,086 issues had been raised in the past year with a success rate of 92 percent.

Saving energy in hotels Meeting about Jomtien beach

A seminar was held in the Welcome Jomtien Beach Hotel to encourage local hoteliers in the never-ending quest to cut down on utility bills whilst also protecting the environment. Satit Thepnarong, president of the local repair club, urged members to switch to newer devices which used less electricity, including light bulbs, whilst asking hotel guests to be vigilant about reporting broken or out-of-date equipment.

The eternal subject of beach erosion was the topic of a public meeting in Jomtien, one of a series being held to find out what people think and want. Several people said the erosion was now so serious on some beach stretches that there was insufficient room for people to relax without getting wet. The next seminar will consider the impact of erosion on the environment and the third one will debate options.

News Storms expand use of U-Tapao Smile please For all visa extensions and retirement visas you now have to have your photo taken with an immigration police officer at the Jomtien office when submitting your application. Just to be clear – no point in submitting a photo of yourself as in the past any more. There is a special table upstairs at immigration to facilitate this new bureaucracy. New visa mooted The military government is thinking of introducing a multipleentry visa for frequent visitors to Thailand. But it’s not clear where such a suggestion fits in with existing visas. Thai embassies abroad already issue multiple-entry types and several one-year visas are available here in Thailand. Moreover, most tourists can fly in and out for a month at a time and some lucky ones can obtain an extra 30 days extension. Demolition work So it’s true. City Hall can knock down illegally-built structures when they want to. Just look at the gaping holes at Soho Square by Walking Street. The demolition work is to allow a much better drainage system to be installed in order to stop all those nasty floods during the rainy season. Let’s wait and see, eh? Being polite With Songkran underway, the local authorities have appealed to the water-splashing public to be courteous and not to resort to PVC-pipe cannons, ice cubes, skimpy clothing which might offend public taste, excessive powder and, of course, alcohol. When was the last time that these edicts were not issued during the month of April?

Six planes were diverted from Don Mueang and Suvarnabhumi airports after heavy rains made landing there problematical. Rear admiral Wasinsan Janthawarin, director of U-Tapao airport, said that his facility was always ready for emergencies of this kind. The flights making the detour were from South Korea, Vietnam, Macau and India as well as two domestic journeys. After the Bangkok storms subsided, the flights returned to their usual hub.

Court agrees electronic tags

Pattaya court chief justice Apichart Thepnoo has announced that electronic tags on the ankle of some prisoners will be introduced immediately. The categories are some bailed prisoners and some who are allowed to leave prison before the expiry of their sentences. The tags will be useful in detecting if a criminal should venture beyond his authorized zone or otherwise break conditions imposed by the judiciary. Judges agree that one of the main advantages of the tags is that they will know the location of a person who fails to turn up at a court hearing.

Gay monks again The real issue about the current debate about whether gay clergy should be allowed in Buddhist temples is surely not sexual orientation. It is about celibacy which they have all signed up for. Transgressors can be straight or gay as it doesn’t, or shouldn’t, be about anything else. After all, we are living in the 21st century. Le Parrot’s Inn Good reports about this newly refurbished French restaurant on Pattaya’s Third Road, not far from the traffic lights leading to the Land Office. Particularly good value is the mussels party every Wednesday. All you can eat for 275 baht. Also a hotel; rooms at Le Parrot’s start at a very reasonable 700 baht a night. Death penalty No sign that Thailand is thinking of abolishing capital punishment. Parliament has voted overwhelmingly to introduce harsher punishments for human trafficking, including the possibility of death by lethal injection if any trafficked persons die as a result of abuse. On the other hand, only a handful of people have been executed in Thailand since the almost-always moratorium was started in 2008. Tourist numbers game The Tourism and Sports Ministry is fond of issuing figures about international tourist arrivals, but not always consistently. It now claims that 2 million arrivals were counted in the period March 1 to March 24, an increase of 25 percent compared with last year. However, this time the huge growth is attributed to China (of course), Malaysia and, surprise surprise, Laos.

Media reporters assembled at Wongamart beach after hearing that local people were complaining about dirty and smelly water released from a local condominium and causing pollution on the beach. Some tourists also complained that the dirty water could be harmful to their health as the smell was very apparent if they went swimming. Pattaya city repairmen on the scene said that the storm last week had caused the waste pipe to break and send polluted liquid onto the beach. The matter was now in hand.

British tourist attacked

Lee Huntingdon, 35 and from UK, was sent to the Memorial Hospital after he was coshed and punched by strangers in a secluded spot on Soi Buakhao. He was walking alone when three men on motorbikes approached and talked to him briefly before beginning the assault. He was given a brain scan at the hospital but injuries were fortunately slight. Lee’s friend said he was not with him at the time but was telephoned soon afterwards and asked to go to the hospital. Police said their inquiries were ongoing.

Police were notified that a fire had broken out at the Navy Radio Station in South Pattaya. Warawut Pumpuangkaew, a technician aged 25, said he lived there and did not realize the danger until a neighbor told him the building was aflame. The fire brigade was soon on the scene. Damage was said to be substantial. Warawut said he had noticed the day before that an electric wire had been nibbled by a rat and confirmed that he had intended to repair it. Police believe the conflagration was caused by a short circuit.

Request to close night club

Pattaya police have petitioned the Chonburi governor to close temporarily the Skyfall club on Walking Street after a Polish man was hit by security staff with an iron bar. Rafal Ignacy Jakowicki, 54, had a brief fight with club staff before being overwhelmed and taken to hospital. Staff said Jakowicki was apparently drunk and was abusive to staff, but police said the attack was bad for the city’s image as a welcoming tourist destination. The owner of the club, Supatra Chonpol, 24, said the club was properly registered but was unable to locate the documents at this time. She was given permission to show the paperwork at a later date. One member of the security staff was arrested as the police were suspicious of his story. At press time, the club was found to be voluntarily closed by the owner not condoning any such action.

News Cones given to police Sawangboriboon receives a motorcycle

Local businessman Thanankrit Jirathanasupphakasem handed over a Honda CBR bike worth 65,000 baht to the Naklua-based rescue service Sawangboriboon for use in heavy traffic. Charity vice president Prasit said that traffic gridlocks were now very common in Pattaya and four-wheel vehicles often had trouble in reaching the scene of an accident. The bike would be useful in circumstances such as those.

Ban Rong Po LPG terminal gave to Banglamung police force 50 traffic cones in an attempt to make the roads safer and improve safety for the general public, especially the walking type.

given to poor families whose children had been forced to walk to school. A total of 330 bikes were provided by the alumni club led by Pattaya Provincial Court Chief Justice Apichart Thepnoo and DTAC.

Alangkarn Lantern Festival Navy footballers in training

Thai Alangkarn Theater Pattaya is hosting a lantern festival at the Jomtien theatre complex throughout April and May in celebration of Princess Maha Chakri Sirindhorn’s 60th birthday and of the 40 years of China-Thailand formal diplomatic relationship. The festival will also serve to promote cultural relations between the two Asian countries.

Ratcha Navy football team attended a training course to improve their teamwork and enhance their physical and mental abilities. The exercises involved carrying logs, sailing yachts and overcoming obstacles on a specially-devised course. The training was supervised by SEAL.

From 16 May the UK is changing the way that it provides consular assistance to British nationals in Chiang Mai and the surrounding area. British nationals who find themselves in need of assistance in Northern Thailand, for example because they have been hospitalised, arrested, or been the victim of crime, should contact the Consular Section of the embassy in Bangkok 02 305 8333. The Embassy in Bangkok will provide consular advice and assistance, working with the Honorary Consul in Chiang Mai as necessary. The office in Chiang Mai will close from 16 May. This change follows on from the centralisation of notarial and documentary services into the embassy in Bangkok on 2 February. Many of those services can be provided by post, without the need for British nationals to visit the embassy. The notarial team in Bangkok provides a same day service by appointment for those transactions that require attendance in person. These new arrangements will reinforce the consular team at the British embassy in Bangkok to provide a more efficient notarial and documentary service, and consistent, high-quality assistance to vulnerable British nationals who need help when they get into difficulty. The Consul in Bangkok, Michael Hancock, said, “This new way of operating in Northern Thailand will make the most efficient use of our resources and offer an effective service to our most vulnerable customers via our experienced consular team in Bangkok, supported by our Honorary Consul in Chiang Mai. This is consistent with how we support British nationals elsewhere in Thailand.”

Snap Judgment Our ageing society According to the United Nations, almost a third of Thailand’s population will be over 60 years of age. Women marrying later and having fewer children is one reason why Thailand will join the ranks of many other nations whose labour forces are shrinking. However, the fall of the birthrate in Thailand is steeper than in any other ASEAN country, thus putting it at a disadvantage and constraining its long-term growth potential. Whilst almost a third of Thailand’s population will be over 60 by the middle of this century, the figure will be only a sixth in the Philippines and a fifth in Malaysia. Thus the shrinking pool of Thai workers handicaps the nation as it struggles to regain its position as a regional powerhouse for manufacturing and exports after floods inundated northern and central Thailand in 2011, not to mention allied political confusion including the 2014 military putsch. Overseas sales fell for a second straight year in 2014 – so don’t just blame the military leaders – which was the first back-to-back decline in two decades whilst both Vietnam and the Philippines posted strong gains. Thailand for 2015 is again forecast to have the slowest growth in the region, barring only Singapore which is ASEAN’s only developed nation. “Thailand is emerging as the old man of ASEAN,” said Chua Hak Bin, an economist at the Bank of America. The country needs to find a cure “before it’s too late”, according to Thailand’s central bank governor Prasarn Trairatvorakul who has likened the nation to a patient with flu and arthritis – the flu being an export slowdown caught from the global economy and the arthritis being the country’s own structural problems. Of course, it wasn’t always like this. Thailand once led the charge in Southeast Asia’s development going from a low-income nation to an uppermiddle income one in less than a single generation. As early as the 1940s, the government had encouraged large families, set up a marriage promotion bureau and held contests to reward women with the most children. Participants generally had more than 15 sons and daughters. Government policy flipped in the 1970s with the slogan “the more children, the poorer” just as the country turned its attention to raising the standard of living. As more women were educated and began working, they had fewer children. The annual population growth rate for the 2010-15 period is estimated at 0.3 percent, the lowest in ASEAN according to United Nations research. The fertility rate in the same period is 1.4, compared with 3.1 in the Philippines and 2.4 in Indonesia. “Our key problem is how we will drive the economy with this demographic structure,” says economics expert Arkhom Termpittayapaisith who is preparing a population plan for the next 20 years. The Thai government’s efforts to boost the fertility rate include encouraging married couples to have kids and giving tax benefits and child-related perks. Proposals under consideration include raising the retirement age, encouraging mothers to join the workforce and revising the rules for foreign workers. An option for Thailand could be to boost immigration. Human Rights Watch estimates that there are already around 3 million migrant workers from Laos, Cambodia and Myanmar, principally in construction, agriculture and seafood processing – very many of them undocumented. But Thailand is going to need ever more immigrants to cover newer industries such as electronics and autos, according to the Office of Industrial Estimates. The problem might be that neighbouring countries may well try to dissuade their nationals from emigrating in big numbers because they are now needed at home. An example is Cambodia where Prime Minister Hun Sen recently announced a raising of the wages of textiles workers because of a shortage of workers in the garment-producing industry in Phnom Penh. Recent publicity in the international media about “slaves” in the Thai fishing industry has also undermined confidence. Meanwhile, wages are rising in Thailand because of a personnel shortage in many sectors which has raised concerns that Thailand is becoming uncompetitive in global terms. Thai exports are currently falling. These are weighty problems. But they are pressing ones and it’s far from clear that the interim government is giving them sufficient weight in its deliberations. The question, once democracy is restored in Thailand, is whether the incoming government will follow suit or make a concerted plan to prepare for the future.

He is a globally famous comedian with rock star status, but his world tour is called “Almost Famous”. Recently Russell Peters performed in Bangkok, the second time in the Thai Kingdom, with a sold-out show at Bangkok Convention Centre, Centara Grand at Central World. Born and bred in Toronto, Canada to Anglo-Indian parents Peters began performing in his hometown in the late 80s. Twenty-six years later sold-out shows across the globe, 75 million views on YouTube and listed on the Forbes Top-Earning Comedians in 2009, 2010 and 2013. This funny dude collects German luxury cars Porsches and Audis and ridiculously expensive watches like limited edition Breguet and Patek Philippe timepieces. “They call it horology. Should be horrorlogy!” says Russel. At the venue, Saturday night, the pre-show excitement reminded me of those rock concerts in the day. But the crowd then was different. Here it seemed like the entire Indian community of greater Bangkok had come to see Russell, the Punjabis, South Indians, Pakistanis, and the Sikhs in their turbans; black, blue and white. I listened and I heard English, Thai Hindi and Punjabi. The show started at 8 pm on the dot with a big digital countdown clock and loud speakers pumpin' out 90s disco tracks by Russell's official tour DJ from New York City, DJ Spinbad. Two projection screens placed on left and right of the stage provided up-close views for all spectators. The opening act by Gregg Rogell from NYC Comedy Cellar made the audience laugh with his clever observational punch lines. Some call his style “urban Jewish humor”. Director/ screenwriter Woody Allen also started as a stand-up comedian.

at Mantra Restaurant & Bar There’s a new toque in town and he is the executive chef at the popular Mantra Restaurant & Bar. An Italian national, Maurizio Susan has travelled the globe perfecting his world cuisine. With so many culinary notches on his belt, the last being from one of the best 5-star hotels in Dubai, we were excited to be present at his debut wine dinner at Mantra showcasing the wines of one of the most awarded wineries in the world, namely McGuigan Wines from Australia. The evening commenced with canapés and a flute of McGuigan Sparkling Chardonnay Pinot Noir as a delightful opener and first pouring which actually segued into the first starter of the evening, scallops and avocado accompanied by heritage tomatoes. A fresh, vibrant creation which immediately made friends with the full-bodied sparkling wine to construct a healthy appetiser bursting with garden flavours. The next appetiser was one of our favourite dishes, langoustine ravioli, white truffle foam and roasted macadamia flakes. A soft pasta pillow had been filled with sweet langoustine and covered with a rich, creamy, cheese sauce accompanied by a cloud of white truffle froth. Can’t imagine froth could have much flavour? Think again, this cumulus on a plate with its intense truffle essence was sheer delight and when

united with the creamy langoustine proved a marriage made in heaven. This course was paired with a Private Bin Chardonnay 2013 which again proved one of our favourite bottles of the night. A smooth wine abundant with tropical fruits and melon with a most pleasing backbone of vanilla oak which paired exceptionally with the richness of the seafood pasta. A chicken consommé quickly followed served with a Private Bin Merlot 2012. This 100% Merlot with its complex flavours of red berries, cherry and ripe plums was a walk in a summer garden; married to a light, but flavoursome chicken broth it was a good sandwich course to cocoon our palate before the deluxe overload of the lobster ragout which

was to come. Another Chardonnay was the choice for the lobster ragout with warm lemon espuma. Tempus Varietal Chardonnay 2013 was the label and varied from the others because for this wine the grapes were not from the Hunter Valley but from the cool climate of the Adelaide Hills wine region. The wine is a modern product, harvested by machine, made in steel tanks and briefly kept in French oak barrels in order to get the spicy, vanilla character. The Tempus Two winery was founded by Lisa McGuigan, a member of the fourth generation dynasty. This wine brings the taste of white peach, nectarine and quince to the fore with layering of toasty and integrated oak. For the main course, chef had turned to lamb to complement the deeply rich flavours of plum, liquorice and pepper resonating from the last red of the evening, Shortlist Shiraz 2010. Beetroot and a butter sauce heady with rosemary accompanied the rolled lamb fillet. We’re always a bit disappointed to know that the pageant of dishes is coming to a close but the arrival of Mignardises is always a delightful element of the meal. This parting gesture from the kitchen – usually an artful arrangement of confections is a tradition that dates back to 18th century France when miniature sweets were de rigueur. These days chefs dazzle us with their stunning array of after dinner sweets; it is also a chance to show off their skills and create a final impression that embodies the spirit of the restaurant but also to extend the pleasure of the meal. The Mignardises (petit fours) on this occasion were a picture of elegance and creativity, tiny round cream buns, micro macaroons with fresh fruit, a miniature shocking pink

Pierre is Back! L’Auberge de Pierre is the new incarnation of the restaurant formerly called Le Strogonoff on Pratamnak Hill and the stop press news is that Pierre is back! The old restaurant has been stylishly refurbished and complete with its new identity has an extensive new menu offering even more gastronomic bargains. I apologise for those who were not familiar with Le Strogonoff in earlier times and have no idea of what I am twittering on about! Chef Pierre Yves Pujo has returned after a sojourn in Mallorca and is now firmly at the helm of this little gem of a bistro. Classically trained, Pierre has worked in some of the finest kitchens in Spain and France including the two Michelin starred Auberge de Maitre Corbeau in Ezy-sur-Eure in Normandy and he is now back in Pattaya. Prixe fixe menus have always been Pierre’s passion and although there is an a la carte menu, the heart of this restaurant lies with its gourmet set menus. The choices for each course are exceptional; 11 starters and 15 main courses from the famous snails in garlic butter, through prawns with garlic and mushrooms to slow cooked lamb and sirloin steak with mustard sauce. The price, I hear you ask … Well, for non-drinkers it’s B.590 and for tipplers it’s B.790 for free-flow wine and Chang Beer. For those who lunch there’s another set menu of soup, one main course, dessert and one drink including wine, beer, water or soda for a remarkable B.290. The décor has been elegantly refashioned in muted colours of buff and white with the bistro theme retained with red and white checked tablecloths and ra-ra skirts for the chairs. The restaurant boasts two dining rooms with an outside terrace with seating for 15 people. We chose the “all drinks included” menu of B.790 and settled down to make our selections. Warm duck liver

salad with balsamic vinegar tempted as did the foie gras with mango chutney but in the end (after much dithering) I plumped for crevettes a l’ail et aux champignons (prawns with garlic and mushrooms) and Mick opted for the house herring salad with potatoes. A welcome cocktail kicks off the evening before Pierre’s 5-course menu gastronomique swings into action. A big basket of toasted bread was then served before a large ceramic roasting dish containing Pierre’s “terrine du chef” hit the table. Rustic, country-style in its appeal it sat on the table with a handy kitchen knife firmly embedded in the centre. It was delicious bursting with the flavours of rural France and we would have had “seconds” (or even “thirds”) but knew that this present from the

kitchen was only the start of what was to come. A hearty vegetable soup chased the terrine before our starters materialised. Garlicky prawns and mushrooms hit the spot immediately and Mick’s herring salad and

New artwork creations featured at Siam@Siam Design Hotel Pattaya Keeping up with its vision of being a hip design hotel, Siam@Siam Design Hotel Pattaya has invited a young, upcoming artist to add new artistic creations to the hotel’s urban art environment. Nicolas Ravet, also known as Toska, is from the artistic community of Liège in Belgium. His design can be described as “simple complexity” and his creativity is expressed through various forms such as tattoos, artifacts, furniture, paintings, murals, and shops. After that the veteran Canadian-Indian stand-up comic Peters entertained the audience for almost two hours non-stop with some brilliant punch lines but mostly swift, witty retorts or a dialog with his fans. An Indian cardiologist in the front row, the Sikh textile wallah with handsome wife and the Caucasian polite looking Swiss hotelier, Helmut, whom Russell Peters convinced to lose the toilet paper (tissue) and switch to bidet shower. The audience laughing, applauding loudly. “I am not being gross, it's about hygiene!” clipped Russell. Seconds later, he addressed another Sikh dude with a crisp white turban. “Hi bro, what's your name?” asked Russell. “Dave,” said the shy young the Thai-Indian. “No Way! Come on 'Dave'! That's not your real name! What’s your real name dude?” “Sudeeth”...we heard the young man say. Massive laughter and applause. And so it went on and on. More witty impersonations in heavy Russian and exaggerated Thai accents. Everything solid. Stand-up is all about delivery and this dude can deliver. I recall Russell Peters in an interview saying, “I just use the audience to move me in certain directions. The 8th edition of CONSTECH (Thailand International Construction Machinery, Equipment and Technology Exhibition 2015) took place from 27-29 March 2015 at IMPACT Exhibition & Convention Center, Bangkok, Thailand. The Big Guns and the Gang Pattaya has been, for better or worse, known around the world as a ‘wild town’ (to say the least). From Walking Street to motorcycle clubs, Pattaya has long laid claim to its share of Big Guns and Gangs! Yes, Pattaya has been an anomaly within this great Land of Smiles for quite a number of years. As a nation, Thailand is world-renowned for its gentle and kind people of the Buddhist faith, but when looking into the inner workings of Pattaya, one quickly realizes that as a Thai city it is an exception and certainly a deviation from the norm. This same inconsistency can be found in Pattaya’s real estate scene. Most of us are well acquainted with the Big Guns in Thailand real estate, those wellknown international agencies that are entrenched in the property markets of Bangkok, Phuket and Koh Samui. In these environments, real estate icons such as CBRE, Jones Lang LaSalle, Savills, Colliers, Harrison, Knight Frank, etc., are mainstream players and very successfully as well. But what about Pattaya? Having come out of the 2003 to 2007 property boom-which I labeled the ‘Mini Boom,’ complete with its deluge of speculators--Pattaya did not follow the same pattern

established by the Big Guns’ successes in other locales around Thailand. In fact, it was quite the opposite. From 2003 to 2007 we watched most of the Big Guns come into Pattaya and the Eastern Seaboard one by one, riding on high-profile residential developments as sole sales agents, only to find in most cases that all was not quite as it seems here. In many cases over those Mini Boom years, what seemed to be the great entrance into the local market by those international agencies turned out in many cases to be an industry ‘backfire’ that totally missed the mark; their sole agencies for prime developments only led them to go down with the ship or—at best—to experience lackluster sales. You might ask: What is the answer to this industry marketing dilemma? Is it possible that there is NO ONE AGENCY that has the marketing edge or answer here in Pattaya or on the Eastern Seaboard? Maybe Phuket... maybe Koh Samui...and maybe even Bangkok...but here on the Eastern Seaboard a topclass housing or condominium development at that time needed to incorporate as many of the area’s leading real estate agencies as co-sales agents as is possible. They needed a gang! Now that was during the

2003 to 2007 Mini Boom, but what followed seemed to be a second chance for some of those top agencies as the 2008 world economic crisis had no sooner passed when Pattaya and its new construction sector took off for what turned out to be the real deal. Yes, from 2008 to less than a year ago Pattaya experienced a condominium construction boom that took us all by surprise. It was during those years that some of these same international real estate franchise agencies got their second chance to enter the Pattaya real estate scene. What we witnessed during this second boom period was the emergence of an incredible number of small and large Russian-owned and managed agencies which took a lot of the wind and commissions from these major agencies. And the developers knew it! Once again the Big Guns were outgunned. They were overshadowed by the gangs and this time it was Russian Gangs. Russian property buyers were everywhere during those years. So, too, were Russian real estate agents. The condo boom is now over.

The current marketing formula here is definitely for a developer to invite a maximum number of local real estate agencies to join in marketing their projects. Co-sales agents working together as a team is again the answer here. Another trend within this marketing scenario is to bring on board a wellestablished local or international franchise agency or agencies to be the lead agent(s), branding their name(s) as the company or companies marketing the property for 1 to 2 percent marketing fee as opposed to the sole agency approach that seems to work so well in other parts of Thailand like Bangkok, Phuket and Koh Samui. Again, like a gang, local gun and co-sales agencies working together is what that Pattaya real estate industry seems to have evolved into. And that is likely to continue for some time to come. A very good example of this ‘Big Guy Little Guy’ scenario was seen with one of the big developers: Raimon Land. When they were marketing their very successful Northpoint Condo, they invited all the top local real estate agencies to be

It’s time for the Big Guns and the Gangs to realize that working together-professionals supporting professionals--is definitely the way for the area’s future.

What is a power of attorney? A power of attorney is a document in which one person (the principal) appoints another person to act as an agent on his or her behalf, thus conferring authority on the agent or attorney-in-fact to perform certain acts, private affairs, business, or other legal matters on behalf of the principal. Can a general form of power of attorney be used in Land Office transactions? A buyer or seller of real property who wishes to authorize another person to handle the transaction on their behalf must fill in and sign the power/letter of attorney form specially provided by the Land Office. The government provincial and local Land Department's branch offices in Thailand only accept the official standard Land Department's Thai script 'Power of Attorney' (Tor Dor 21 for land and house; Or Chor 21 for condominium). Using these forms will ensure that the principal gives all the required information. The completed form, together with a certified copy of the principal’s citizen ID card or passport and visa, are to be presented by the agent to concerned officials of the Land Office. How can I protect myself when signing a power of attorney? To protect the interests of the principal and other interested parties, the principal must: 1. clearly fill in all important details of the land or other real property, e.g., building, house 2. clearly specify the authorized act(s) and the scope of the power authorized e.g., buying, selling, mortgaging, etc., including special conditions (if any) 3. avoid writing with inconsistent handwriting or ink colour or, if typing, using different typewriters 4. specify the number of words erased, added, changed, and crossed out (if any) and sign where each affected word is 5. neither sign the form before it has been filled in completely and according to the principal’s wishes nor sign a blank form 6. have at least one or, if the principal’s fingerprint instead of signature is affixed, two witnesses sign the completed form (witness’s fingerprint is unacceptable); if the agent is the principal’s wife, the principal must sign as a witness and must provide his written consent What if the principal is outside Thailand? The principal must have the completed form legalized/notarized by the embassy or consular

The normal validity of a power of attorney is three months from the date it was signed, or shall depend on the consideration of the officer at the Land Office. Can one agent represent both parties at the same time? An agent can represent both parties at the same time. In cases where the agent represents both parties to the transaction, the principal must clearly specify in the power/letter of attorney their consent to the agent representing the other party. Do I need to have my documents translated to Thai? All documents required by the Land Office such as birth certificate, marriage certificate, death certificate, etc., must be submitted in Thai. Translated documents must be certified as correct translation of the original document.

With the patchy but general recovery of some of the developed economies, perceived wisdom is now favouring those markets for investors. Although there still are issues in Europe, particularly with the seemingly perennial problem of Greece, many analysts are far more bullish on equities in some of the EU developed markets, as well as the US than they have been for years. Assuming you broadly agree with industry pundits and are looking to increase your exposure to those markets, this leaves investors with, basically, four preeminent choices: 1) Invest directly into the shares/stock and/or sector funds you think are likely to most benefit from the improving situation in the west? These would include country specific funds. or 2) Use a managed equity fund to make the selections, generally holding blue chip stock within the global developed markets, or regionally targeted funds with varying levels of exposure to emerging markets. 3) Invest in a multi-asset fund which will typically hold a spread of equities, fixed income (government and corporate bonds), REITs (real estate investment trusts) or similar funds, commodities, energy and cash. 4) Buy so-called tracker funds that hold stock contained in the major indices, such as the S&P 500, the Dow Jones and the FTSE 100/250. If you enjoy keeping up with the money markets, buying and selling investments and are reasonably well informed, the direct approach has some attraction; some people see it as a hobby. On the possible downside, as you are making the decisions, the results are down to you, good or bad. That’s not to say that professional managers always get it right. Alternatively, if you believe that there are managers out there who have the wherewithal to produce worthwhile returns, then leaving the actual investment decisions to them might well be appealing. Asset allocation has always been one of the most difficult aspects of investment management; therefore, a good multi-asset or equity fund manager, constantly in touch with the markets, should be in a strong position to make more of the right decisions. Another type of fund that has carried favour with investors is the type that invests in high-dividend, blue chip stock purchased at what is referred to as below fair value. The better offerings here have managed to be able to maximise upturns in the markets and minimise downturns with careful and prudent trading. With the improvement in the world’s biggest markets, whatever your feelings about the stock markets, many would say that involvement in the stock markets is an important part of most portfolios, especially whilst bank deposit accounts continue to offer paltry rates for your money. Although we keep hearing about record highs from the US and major European markets, let’s remind ourselves that the record highs continually referred to by the media actually don’t mention that it has taken 8 years, in some cases, for that high to surpass the earlier one, which is a long time to wait to get your money back and a little extra. Hence there is strong sentiment for saying there is more room for growth. In fact, may believe that we are in a long-term bull market which will, naturally, have its ups and downs on the way. Finally, the tracker funds also have their place, particularly for longerterm investors looking for large company holdings and the perceived safety that comes with them. Although specialist advice should be sought, in reality, the choice need not be bewildering. Broken down the options are not too difficult to get to grips with. Our Community TFi & Rotary Water Filter Project TFi and Rotary Club Eastern Seaboard, with the help of Noi from Kate’s Project, handed out 40 water filters to poor families living in the slum area around Nongprue. TFi donated 20 filters and Rotary Club Eastern Seaboard matched them with another 20 out of their water filter project. These families now

2nd Happy Cleaning Day Jomtien’s popular Dongtan Beach is now a good deal more spick-andspan thanks to a clean-up operation by a team of kids and tots from Happy Home by Shelter Center Pattaya. The clean-up crew of 25 children and three supervisors from the center hit the beach April 2 and spent all morning picking up litter. By the end of their stint, they had filled and hauled away a pile of garbage bags. The second Happy

Andre clubs the field with new sticks by Derek Brook Crystal Bay, Stableford A large group gathered at BJ's Holiday Lodge for breakfast and the usual pre-round excuses on why their game will suffer today, most excuses having to do with activities the night before. Andre Van Dyk's pre-round excuse was he was sporting a new set of irons for their first use ever, not even trying them at the range yet. Slow season? Twenty-nine would-be golfers showed up for the ride to Crystal Bay.

Crystal Bay is one of the best values in the area. The course is quite affordable and in good condition. B course is still closed so we played C-A. No doubt about it, the dog days of summer are here. Umbrellas came out on the first tee and water flowed, though a steady breeze helped. Despite its share of tricky holes, Crystal Bay is quite playable and scores are usually on the high points side, and such was the case today. Back at BJ's as the scores were announced, it quickly

became clear that unless you shot your handicap or better your main job now was to clap and order another beverage. A flight (0-18): Andre Van Dyk (16) baptised his new clubs in grand style by taking first place with 39 points! Well done, Andre, and you should consider a new set every week. Gerd Riedler (9) was next with 37 points, followed by Max Scott (4) and Brian Parish (14) each with 36.

B flight (19+): Dick Warberg (19) tied the best score of the day with 39 points playing with the same old clubs. A message there? Then came the “Battle of 36” as the next three places required countback calculation before it was announced that Nigel Perry (27) edged Dave Nicholson (19) and Dave Cooper (21). PSC Golf from the Phantom Golf Society Blacky takes the honours on a low scoring day! It was time to return to the Navy course and take advantage of the excellent low season rate of 500 baht green fee and you can’t beat that for value! We had a good field with a couple of newcomers who slotted in well with our friendly group and as everyone was on time our first group got away a few minutes earlier than our scheduled 10:30 am tee time. East and South were the allocated nines to be played and the course was in fine condition although most of the greens were quite slow and took a bit of working out. As they say, “same for everyone”, but not too many adjusted well enough as there was no one who got better than three shots from

their handicap. It was a reasonably quick round with very few delays and most groups finished their rounds in about 4 hours and 15 minutes. Your writer, Peter Blackburn, kept up his steady form and managed to win the day with 33 points, 1 point ahead of Dave Palmer in second spot. There was a “log jam” then with four golfers on 31 points so a countback was required which resulted in third place going to Nat Rukkid (17 point back nine) and in fourth place was Ian Pickles (15 point back nine). The unlucky ones were Ken (again) Hole (14 point back nine) and Dick Braimbridge (13 point back nine). We interlinked the groups with one Phantom group and then one Lewinski group and got off the Ocean 1 tee just before our booked time of 11 am with both societies running separate competitions. It was hot and humid so plenty of water (or beer for some) was the order of the day and even though many of the greens on the first nine had sand on them the course was quite good. The going was a bit slow but we finished our round in about 4 hours and 20 minutes. We had just the one flight on the day with five places up for grabs and there were also rewards for nearest the pin on two of the par threes and longest first putts on Ocean 9 and Mountain 9. Many thanks to Stephen Newton for contributing to the novelty awards. There were two golfers on 36 points so a countback was needed to sort out the winner and it was Dave Lehane (21 point back nine) who got the honour from Peter Ditz (19 point back nine) in second spot. Twenty-eight April Fools’ Day survivors gathered for The Growling Swan’s venture to Crystal Bay. Greetings were handed out to Asif Namyoon, Ross Bishop, Anton Rowbahan, Louis Rinaldi, Chris Playforth, Paul Kevining and Rick Forrest (all from WA). The recent sultry weather was again with us, but a fresh zephyr brought welcome relief and benign conditions. We played C and A nines in that order (A nine was used for the countbacks). The course was in good nick and held its own against some, however, playing off the 5,900 yard, yellow tees enabled some high scoring. Ebrahim’s trusty ‘down the middle’ swing, ensured he collected the Easter eggs in A grade, whilst Bear Wilks got the extra chocolate Bilby over Marc Henkel in B grade. The ‘Colonel’, once again got a smile from the Easter Bunny and added to his plethora of recent podium finishes. Youth Focus Is positive education important in early years? by Edward Emmett

“Positive education is defined as education for both traditional skills and for happiness.” (Seligman et al., 2009: 293). I believe looking at examples that the Positive Psychology Program uses in the curriculum it should be implemented into a classroom setting. “The fundamental goal of Positive Education is to promote flourishing or positive mental health within the school community” (Norrish et al., 2013:148). Flourishing is defined in three components: • Emotional wellbeing • Social wellbeing • Psychological wellbeing.

It is recommended to implement programs supporting positive education from the Early Years as experiences from childhood can lead to positive and negative effects in adult life. During the academic year I will use the Early Years Foundation

Stage (EYFS) assessments to get a better understanding of a child’s personal, social, psychological and emotional wellbeing. It would be important for students to have a healthy relationship with their teachers and parents working together to identify the students’ strengths, weaknesses and expectations. There should be a balance of adult-led and child-led activities in the classroom using both an indoor and an outdoor environment. Early Education guidance suggests that implementing Early Years Foundation Stage personal, social and emotional development into a classroom would lead to: • Cooperative play • Understanding the need for sharing • Expressing feeling and emotions • Exploring new activities • Being able to ask for guidance • Adjusting behaviors to different situations. The Public Health Interventions Advisory committee has identified a number of issues when gathering evidence about the use of social, emotional and psychological wellbeing in Early Years education. Issues include limited evidence on showing the improvement of vulnerable children aged less than 5 years old, especially in relation to differences in ethnic groups and children whose families have mental

health problems. There is however some supporting evidence that shows that children who have social, emotional and psychological issues can be identified at an early age using EYFS. I believe that using the

Most schools have a school crest; it is the symbol that represents the values and aspirations that a school has for its students. All the most important things that a school wishes to inculcate in its students are contained with the crest, and the crest is usually conspicuous in almost everything to do with the school, from the school buildings, buses, website, letterheads and even its students who wear it as a badge as part of their school uniform. The use of a crest to identify and to define particular groups is derived

from the heraldic coats of arms first used by nobles, lords, knights and royalty in medieval Europe. Crests based on heraldic symbols and colours became popular in universities and independent schools in Victorian Britain as a means of constructing an often imagined history and establishing connections with age-old traditions. Crests often contain references to the origins and history of the school and though there exist many diverse forms of school crest, they all have one aim in common – to project a particular image of the institution and its values. The Hogwarts school crest and its accompanying motto – “Draco Dormiens Nunquam Titillandus” meaning never tickle sleeping dragons, was popularized in the Harry Potter books and films and is based on the four

Houses that each student is assigned to on entering the school. Gryffindor is symbolized by a lion, Slytherin by a serpent, Ravenclaw by an eagle and Hufflepuff a badger. Each house also has a distinctive colour – red, yellow, green or blue. The Tara Pattana International School crest was designed last year and as the school was only created four years ago it cannot refer back to its history or traditions. Rather, the school has had to consider the future and the essential qualities that it would like to see in its students. TPIS, like Hogwarts, follows the four colours of the school House teams. In ancient heraldry red symbolized a warrior, blue loyalty, green freedom and yellow generosity, virtue and understanding. In the two top quadrants of the Tara

Pattana School shield are a horse, symbolising speed, energy, intelligence and perseverance and opposite this is the torch and stars which stand for the light of knowledge and the burning passion to learn, and high aspirations, achievement and hope. In the bottom half of the shield stands a tree, a symbol of strength and growth and of the nurturing of young minds. During the design process we specifically had in mind the adage “great oaks from little acorns grow.” Across the centre of the crest is our school motto – “Expect the Best”. Expectations often become self-fulfilling prophesies, so it makes good sense for teachers to expect the very best from their students and students to expect the best from the school. This phrase constitutes something like a contract between the school and the

Eighteen-year-old Deer from Songkhla said that she “never had a job before, I just stayed home and helped my mother take care of the home”. While Fern, 19, from Korat, could not speak a word of English before arriving in Pattaya, “but now I can, and I have also learned a lot about other cultures” Over the past two years they have become the best of friends, but as they leave Pattaya and go their separate

ways they do so with the knowledge, the skills and the confidence to work as a person with a disability alongside others and as equals; and they all have a job to go to. The eldest of the class, 33-year-old Dor from Buriram said that the school, “gave us a chance to study, helped us to become more confident and the good thing is that we were taught by native English speakers”. They will not only miss each other when they leave, but they will also miss the school. But as Surin-native Force, 33, mentioned, there will be one job that he and his classmates will not miss about the school, “our job each morning was to clean the toilets. I never want to have to clean a toilet again, unless it is mine”. Since the school opened in 1984, more than 3,000 young adults living with a disability have successfully graduated. Kasertsart University partner for student training

Holiday Inn Pattaya partnered with Kasetsart University to provide work experience and give participants the opportunity to train in an international hotel. Many of which can lead to traineeships and employment. The initiative provides an internship hospitality training

program for a minimum of 400 working hours for selected students in Thailand to develop their skills in various departments such as sales and marketing, finance and business support, front office, food and beverage, human resource, kitchen, housekeeping, spa, and engineering in a professional

work environment as well as coaching from hotel supervisors and managers. The student trainee will acquire job skill for the hospitality industry and receive a certificate of completion with the potential to be selected for employment in InterContinental Hotels Group (IHG) in Thailand.

This cheeky fellow fell from a roof just off Beach Road, but luckily his fall was broken by some dirty washing in a basket. A caring passer-by saw him fall and quickly gathered him up. He's doing fine now.

This friendly girl was found wandering one of our local streets. She was far too young to be on her own and would surely have ended up in trouble. Since she has been here she has made some friends and put on a fair amount of weight. She is now ready to go to a new home.

These two small brothers were found in a roof space. It seems their mum left them to fend for themselves, but luckily a lovely German lady and her mum scooped them up and smuggled them into their hotel. The next day they brought them from Bangkok to us.

POISONS Even small quantities of grapes and raisins can cause renal failure in dogs. Chocolate, macadamia nuts, cooked onions, or anything with caffeine can also be harmful. Apple and pear seeds contain arsenic, which may be fatal to dogs. Keep all such items out of Fido’s reach. Should he ingest any of the above, rush him to a vet. Furthermore, avoid feeding the following foods to any of your pets: foods, moldy or spoiled foods, garlic, and products sweetened Alcoholic beverages, avocado, fatty onion powder, salt, yeast dough, with xylitol.

This handsome boy was rescued as a kitten with his three brothers and sisters. Sadly he was sick for quite a while and so missed the opportunity to get a new home just like his siblings. As you can see he is grown up now and still waiting to be chosen.

Cat Corner Tip Toy boredom

There are three ways to keep your cats interested in their toys. (These ploys work on dogs as well):

* Put the toy in a new location.

Environment can be as much a part of the game as the toy itself. Change locations now and then to give them some variety in how they play, such as darting under the couch with a fuzzy toy, and later, jumping high up onto a shelf with the same toy.

* Trade them out every few months.

Going to the Dogs... Scratch a dog and you'll find a permanent job. ~Franklin P. Jones

Gather up all the pet toys and store them in a bag or box for a few months. Meanwhile, bring out the bag of toys you stored a couple months ago. They'll think they just got a bunch of new toys! (This also works with small children, by the way.)

* Be part of the game.

If you interact with your pets using a toy, they will never grow tired of it. They just want to be with you anyway, and they love playing games with you.
