Aya, Despite all the challenges we faced in 2020, I hope our Spring Newsletter finds each citizen looking forward to a new season of hope, prosperity, and progress. I am excited about this edition and trust the information and program updates provided herein, will bring excitement to each of you.

Planning for this year’s General Council Meeting is in full swing. The day will begin with our Annual Election, followed by lunch at the Showplace, and finally our General Council Meeting at 1:00 p.m. Out of an abundance of caution and for the health and safety of our citizens, we will have protocols in place for social distancing and sanitizing. We look forward to seeing our Nation gathered together again this year. Final event details will be released as we get closer to our meeting date on Saturday, March 6, 2021.

We continue to engage in a positive way with the new the Administration in Washington, D.C. With the nomination of the first Native American to Secretary of the Department of Interior, we trust the tribes will have a seat at the proverbial table.

As far as the House and Senate are concerned, the electing of Native Americans continues to trend upwards. The current and future strength of our federally recognized Tribes has never been brighter.

On the local level, the construction of our new Peoria community and learning centers continue to progress, despite the colder weather. With new roads being built, concrete poured, and steel being erected, it is another reason to be excited about the future of our Tribe.

In closing, I wish to leave you all with a renewed sense of hope in this new season. Hope, that each of our citizens will be safe and healthy. Hope, that healing and peace will come to those that have lost loved ones in this last year. Hope, that we may all gather again for a time of refreshing, fellowship, and unity. #PeoriaProud Be well.

by Kara North), and two seats on the Grievance Committee (currently held by Jessica Blalock and M. Annette Black). The term of office for each is four (4) years.

Notice of Election, qualifications of candidates and procedures for filing for candidacy will be mailed to all Tribal Citizens of voting age.

NOTICE OF ANNUAL ELECTION PEORIA TRIBE OF INDIANS OF OKLAHOMA Saturday, March 6, 2021 The Election Committee of the Peoria Tribe of Indians of Oklahoma announces the Annual Election is scheduled on Saturday, March 6, 2021. Positions to be filled are: Second Chief and Second Councilman, each for terms of four (4) years.

Two candidates filed for the two seats on the Grievance Committee. In accordance with Article XVI – Filing for Candidacy, Section 1 (i) Unopposed Candidate, Jessica Dawn Blalock, has been declared by the Election Committee to be elected. Chad Harper was the only tribal member to file for remaining seat on the Grievance Committee and has been declared elected in accordance with the Election Ordinance of the Peoria Tribe of Indians of Oklahoma. Each will serve a term of four (4) years.

Any member of the Peoria Tribe, as defined in Article III, Section 1 – MEMBERSHIP OF TRIBE, of the Constitution of the Peoria Tribe of Indians of Oklahoma, shall be eligible to vote, provided the member is eighteen (18) years of age or over on the date of the election. Each member will be required to show proof of identification at each election in the form of a government issued photo identification showing their name to match the Official Voters’ List provided by the Tribal Enrollment Office. (Peoria

Tribe Election Ordinance, Article VI-VOTERS, Section 1)

Polling place on Saturday, March 6, 2021, will be at the Peoria Tribal Administration Building Conference Room, 118 South Eight Tribes Trail, Miami, Oklahoma, from 7:00 a.m. to Noon.

In the event no candidate receives a majority vote, a run-off election will be conducted between the two candidates receiving the greatest number of votes. The Election Committee will immediately proceed to call for a run-off election by announcing the time polls will open. Polls for a run-off election will remain open for a period of two (2) hours. Announcement of the run-off election will be made at the Peoria Tribal Office and at the Showplace at Buffalo Run Casino at the Annual Peoria Council Meeting. Balloting will continue until one candidate receives a clear majority of total votes cast.

Voting results will be announced immediately at the Peoria Tribal Office and during the Annual Peoria Council Meeting at the Showplace at Buffalo Run Casino scheduled to convene at 1:00 p.m. on Saturday, March 6, 2021.

Candidate for Second Council

Dear Peoria Tribal members, I’m Kara North, current Second Councilman on our Peoria Tribe of Indians of Oklahoma Business Committee; proud tribal descendent of my late grandfather’s Thomas Miller, Albert Miller, George Hirum Miller Sr., George Hirum Miller Jr., and mother Karen Miller Johnson.

Humbled and blessed to be voted by you in 2018; my journey has been an honor and privilege. As my term of office concludes in March 2021, I would like to announce my candidacy for this same position as Second Councilman in the March 2021 election.

As I stated in my initial candidacy letter in 2018, I had planned to maximize the talents and experiences of my fellow office holders to ensure that our Peoria Tribe builds and maintains a reputation of excellence and my desire to execute a vision of leadership, visibility, and cooperation with other tribal officials who are dedicated to the advancement and wellbeing of our tribe; this goal has been met. It was and is still imperative to continue to build upon the hard work of the previous tribal leadership and take the Peoria Tribal council to the next level by working in a harmonious collaboration with other office holders.

While in the position of Second Councilman, during the two years I have served on the Business Committee I have assisted our Chief and other council members towards the dedication of tribal community projects; land acquisition and economic development; and most importantly ensuring that all Peoria tribal members benefits currently continue and expand. Community projects, business development, and tribal member benefits, all ongoing that were noted during my incumbency include, but are not limited to the following: Grant funding increases with restoration and revitalization of tribal properties, specifically Miami Country Club and development of Woodland Academy Learning Center and Peoria Longhouse Community Center; Pow-Wow grounds; Peoria Golf course; Aquatic facility; etc. Expansion of tribal land acquisition for future cultural entities and enterprises, generating income for our Tribe. Our Board has advocated and implemented program funding to include increasing Elder-Care/Disability reimbursements; increasing Christmas Children’s budget; and assisting, developing, and ensuring the immediate COVID-10 Relief Fund was available for tribal members.

The most recent mattress distribution for tribal members and community is another blessing that has been fulfilled during my incumbency! A notable fact is that our tribal citizen’s employment has doubled; what an admirable accomplishment!

As a Business Committee member, it is still our responsibility to ensure that we create an environment to encourage our tribal members to become and stay motivated and active in the forthcoming politics of change. My goal is to continue to leverage the proper channels utilizing people and resources to create this type of environment. It’s time we extend our focus on our culture through generational knowledge and education. We must work hard individually and as a tribe to cherish and preserve our heritage, protect our threatened and endangered natural resources, and continue to band together so our spirit cannot be broken and traditional native customs are not forgotten. The health and welfare of the Peoria Tribe of Indians of Oklahoma depends on us; our sovereignty depends on us!

Aside from my Business Committee position, I continue my role in the community as Certified Pediatric Nurse Practitioner at Northeastern Tribal Health System caring for our Native American infants, children, adolescents, and their families. Since this inception 14.5 years ago, I was designed as the Chair of the Abuse and Neglect Committee. I’m still an active community partner with local Indian Child Welfare staff and participate annually with The Week of The Young Child and Just For Kids Diabetes Prevention Program. I’m also an active participant with Children’s Miracle Network, MDA, and Shriner’s. In 2015, I was the proud recipient of the Indian Health Service Area Director’s Award Merit Award for Implementation of the Reach Out and Read Program established in 2006 at Northeastern Tribal Health System ensuring early literacy for our Native American youth. This year, I was nominated and voted Miami 2020 Best of the Best Pediatrician office in Ottawa county; an honor and career highlight. My greatest accomplishment and accolade is being the proud mother of my 3 amazing children; Marlee, Jordan, and Raylan.

If you are looking for stability and growth in our tribe, I am your candidate.; please allow me the opportunity to see the Business Committee’s visions and proposals come to fruition and vote for me to retain my position as Second Councilman on our Peoria Tribe. For those that don’t know me, I would like to introduce myself. I’ve been the court administrator/clerk for the Delaware Tribal Court for almost five years. Prior to that, I worked as a legal secretary for a couple of different attorneys. As an employee of the Delaware Tribe, I’ve watched as different tribal administrations have come and gone and have seen the impact that has had in the workings of the tribe and the community.

I’m very proud of the impact that the Peoria Tribe has had on its community and its membership and that is part of the reason I decided to run for Council. I have seen what our tribe is doing for its people, my family included, and I would like to be a part of that. I believe it is important to give back to the Peoria Tribe and contribute to the growth and develop of our tribe.

I look forward to the opportunity to serve the Peoria People, if elected to do so.

The Peoria Tribe of Indians of Oklahoma currently have 3,573 Citizens and that number continues to grow every month! With that being said, 25% of our population is made up of children or young adults (0-19). That number will continue to grow over the next decades. These are our most impressionable Citizens; these are the Citizens who will carry our story through the next decades of history.

Our children will carry our story and the story of those before us.

For this reason, we should always keep them at the forefront of our Tribe’s learning and development. A great example of this is our economic development unveiled at the Annual Meeting of 2020: Woodland Academy Learning Center & the Peoria Longhouse Community Center. These developments will connect our children and our community in a way that will endure through time. Involve your children in Tribal events, teach them the stories of our elders and the language of our People, and attend Annual Meeting with your children.

We all share one common ground: we want our children to be wonderous, ever-learning, proud Peoria Citizens. This effort starts with us!

Peoria Pride! Longtime Peoria tribal member and elder Roberta Lindsly of Cleora, Ok is the daughter of Forrest Finley Hedges, granddaughter of Estelle (Staton) Hedges, great-granddaughter of Elizabeth “PeAhtah” (Finley) Staton, and greatniece of former chief George Finley. She has been a loyal and proud member of the Peoria tribe and actively involved in many pursuits and positions of the tribe over the years. Mrs. Lindsly has also served as a quiet example of women and Natives finding their place in an otherwise oppressive society. Although Roberta was a shy and reserved child, she participated in activities some might consider progressive, if not rebellious, for the time. She raced cars with her brother Buster on Pine, knew her way around a car engine, worked as one of the first female gas station attendants in Oklahoma, joined the Navy, traveled the country solo, and many other independent and adventurous feats. Throughout her life she maintained an independent and adventurous spirit that continues today. Roberta has been featured twice on Channel 6 in Tulsa – once in the early 60s, a piece that was reaired in 2012, and again in 2013 as a follow up piece. She was honored in 2012

by AARP at its then 4th Annual Native American Elder Reception. She had been active in her tribe, as a committee member and secretary for Operation Eagle Indian Education program in Bartlesville, Ok., and an active member of Indian Women’s Club in Bartlesville. Roberta was dubbed by a stranger at Turner Falls as the “Fearless Granny” as she joined the kids for a long plunge down a slide into the water. This fearless spirit drove her throughout her life and continues to serve as an inspiration to those around her. Thank you, Roberta, for your amazing legacy!

Proud I just wanted to give a little shout out to my daughter, Cassie McCoy. She graduated with honors with a BioMedical Engineering degree from the University of Oklahoma which is great but even more exciting is that she has been accepted to med school at Oklahoma State College of Osteopathic Medicine and will be part of this ground breaking program in conjunction with the Cherokee Nation. This program, I believe, is the first of its kind in the nation. submitted by Laura Ellis McCoy

Heather Kahalewai is a December 2020 graduate of Missouri Southern State University and a recipient of the Peoria tribal scholarship. She completed her bachelor of science business administration in human resource management as well as general business. During her time at MSSU, she was a founding member and secretary of the Missouri Southern chapter of the Society for Human Resource Management. She has been employed by the Northeastern Tribal Health System for 15 years where she has been able to pursue her passion for healthcare and serving the Native American community. She is the daughter of Sherrie Lynn Stephenson and granddaughter of Lloyd Perry Williams.

Education Department Newsletter As most schools have switched to remote learning during the Covid-19 pandemic, it has left students overwhelmed with adapting to the switch.

Here are a few practical tips to help you develop good study habits:

Establish a daily routine

Set a wake-up time, grab a coffee/tea to enjoy, shower, and get ready for the day(resist the urge to stay in your pajamas!)

Create a workspace

Find a favorite study spot to do your work each day to put yourself in a positive working mindset

Turn off distractions

Set your phone to ‘do not disturb’ or turn your phone off to eliminate distractions from notifications & social media

Take Breaks

Step outside for walks, exercise, yoga, or fresh air to help your mind relax and regain focus

Ask Questions

Reach out to your advisor, professors, or classmates if you become stumped on an assignment for class If you have questions regarding your Peoria scholarship, please know that I am always available to help and guide you through any obstacle!

Environmental Department Newsletter Mike Martin (Environmental Director), Kyle Foster (Environmental Specialist), Zach Garrett (Environmental Intern) visited The Neosho National Fish Hatchery to meet with US Fish and Wildlife service personal. At this meeting they were able to discuss similarities and differences of their respective facilities and gain useful knowledge, tips, and tricks from colleagues with 20+ years of experience and wisdom. They are hoping to achieve more proficient methods of raising aquatic species. The environmental department takes pride in being the tribal operated fish hatchery in the area.

February is National Pesticide Safety Education Month a good reminder about the importance of safely and appropriately using pesticides like insect repellents, weed killers, and many household cleaning products.

Since pesticides are meant to keep pests away, we need to be careful when using them in and around our homes. EPA requires instructions on each pesticide label for how to use the pesticide safely. You should only use a pesticide when necessary. However, when you do need to or choose to use a pesticide, reading the pesticide label and following instructions is key. Even if you use the same pesticide often, be sure to read the label each time. This is important because EPA routinely re-evaluates pesticides to ensure they are safe and the instructions for safe use may have changed.

November 11, 2020, Peoria Tribe of Indians of Oklahoma honored and celebrated our U.S. Veterans at our Peoria Tribal Cemetery in front of the Veteran’s Memorial. It was a beautiful ceremony followed by gifts for the Veterans and lunch for all. We heard the story of Tojo the Veteran Monkey from Miami, Oklahoma with a purple heart told by Cap Ulrey. We also heard beautiful songs in honor by Cricket Rice & John David Ballard. Thank you to our Citizens who were able to make it out, and a very special thank you to all of our Veteran’s that have fought for this Country.

Tribal Citizen school supply Reimbursment Program The Peoria Tribe of Indians of Oklahoma has an established program for reimbursement of school supplies or clothes for citizens of the Tribe who are currently enrolled in grades K through 12.

This is an annual program subject to budget approval each year by the Peoria Tribal Business Committee.

PAPER, PENCILS, NOTEBOOKS, BACKPACKS, CLOTHES, SHOES, SCHOOL UNIFORMS, LAB FEES, ACTIVITY FEES, SUMMER SCHOOL FEES, OR ANY OTHER FEES CHARGED BY THE SCHOOL SYSTEM ALL YOU NEED TO KNOW ABOUT REIMBURSEMENTS: • Student must be an enrolled Citizen of the Peoria Tribe of Indians of Oklahoma • You must provide a copy of your student’s Tribal ID • Student must be enrolled in grades K-12 • Must provide official enrollment certification from the school for the current year • Must provide original receipts (copies will not be accepted) • Receipts must be dated between May 1, 2020 and May 31, 2021 • Receipts must show date, amount of transaction, and item descriptions • The maximum reibursement amount is $500 annually • Reimbursement will be made payable to the parent/gaurdian which submitted the application • You can apply three times a year for a total amount of $500. You may only submit one application per month • No imcomplete or postage due application will be processed • Reimbursements will begin processing after the 1st of each month ((for example: if you submit an application on October 11th, 2021, reimbursement will not occur for up to four weeks after November 1st, 2021.)

Elder Care and Disability Reimbursement Program Program Description: The Peoria Tribe of Indians of Oklahoma has established a program to aid the elderly population that could benefit from an additional funding source to supplement their households, and/or disability needs, without restricting or interfering with other government programs.

The Elder Care and Disability Reimbursement Program (ECDRP) will make available up to $1,500 per fiscal year (April 1st- March 31st) for eligible tribal members. Each eligible tribal member may only choose from one program to receive reimbursement, being limited to 3 requests for services per fiscal year, not to exceed maximum total of $1500.

All denied benefits will be reviewed by a 3 person Review Committee comprised of the Chief and 2 accounting staff members. Individuals will not be permitted to receive benefits as both “elderly” and “disabled.”

Applicants may only utilize one program.

Qualifications Criteria: • • • • • •

Individual must be a current enrolled living member of the Peoria Tribe of Indians of Oklahoma, evidenced by Tribal Enrollment Card to receive benefits.

Eligible tribal member must be 65 years or older, evidenced by a Photo I.D. to receive benefits.

Eligible adult tribal member must provide an award letter or benefit statement from the Social Security Administration (dated within last 90 days), to receive disability benefits. No other proof of disability will be accepted.\ Minors or other disabled individuals already receiving Disability Social Security or SSI benefits payable to a representative payee, will be eligible for tribal reimbursement program.

All payments will be made to the representative payee as designated on SSI records.

Minors not receiving SSI benefits must have documentation of state or federal Determination of Disability to receive reimbursement.

An approved application signed by applicant or legal representative must be on file. A new application is to be submitted each Fiscal year.

Submission date of the application will be the date the application is received at the Tribal office.

ORIGINAL RECEIPT(s) (not copies) must be sent to the tribal office, and be dated within the fiscal year of application date.

All receipts must come from the vendor or service provider, contain the vendor’s contact information, and a detailed summary of product(s) and services.

Eligibility for both programs cease upon tribal members death.

Missing or Change of Address Since July 13th, opening day of the COVID Relief Fund Application, the Enrollment office has processed MANY updates and address changes.

However, there are still many members who do not have current information, please take the time to update your information and if necessary assist family members to update theirs. If you need additional copies of this form, it can be found at the Peoria Tribal website at www.peoriatribe.com. Go to Services, then to Enrollment, under the Enrollment section there will be a change of address form highlighted in red, open the form, print the form out, have the individual (if over 18) or legal custodial parent (if under 18) to sign and return to the Enrollment Office.

The Enrollment Office has a new change of address form. Please dispose of any other change of address form you may have and replace with the current one. The new form has been placed in this newsletter.
