Aya, It was so nice to see so many of you again at this year’s General Council Meeting. Our Peoria Showplace was packed with our citizens and families. We enjoyed sharing stories, reconnecting and reporting on the activities of this last year and the plans for next.

We held our annual elections as well.

Thank you for the continued support to represent our people for another term. It is a great honor. We also placed two citizens on our Grievance Committee.

We are preparing for an exciting summer of activity through our Cultural Preservation Department. With our 25th Annual Peoria Pow-Wow in June and our very first language class beginning in August, we look forward to seeing you all.

During the summer months, as we vacation with our families, please don’t hesitate to stop by our Tribal Headquarters in Miami to visit our gift shop, tour our properties, renew your tags or just say Aya! Community Campus Project Open House

Following the 2022 General Council, atendees were invited to the Open House of our very own Peoria Tribe Community Campus featuring the Longhouse Community Center, Woodland Academy Learning Center, and the Emergency Response Center. This project kicked off with the groundbreaking ceremony in March of 2020 and, the Peoria Tribe is excited to provide these entities to our citizens and community while we continue to grow and strive for excellence. Woodland Academy Learning Center opened for students March 14, 2022. A historical and beautiful day within the Peoria Tribe. #PeoriaProud

In Honor of the Thousands Today I weep not for my own pain, but for the thousands that will never speak again. For the cries unheard, the innocence taken and the families torn. There was a time in history before this land was settled and overtaken by greed, that the indigenous people lived here and the earth met all needs. Many tribes of different tongues built a way of life on this rock. They lived, loved, defended and gave back what the earth provided. Warfare was present for reasons we understand. Do not be mislead, this is not a history lesson, this a tribute.

We know from the books, they came and they conquered. Relocation, genocide and so called treaty’s endlessly broken. This moment is not for that, this moment in time is for the victims of the most horrendous of all. Our focus right now is on the angels from the dungeons of refinement, the holy place were an Indian savage can become civilized and transformed more suitable for society. Do you follow? We can dress things up for only a moment, we are talking about residential schools. Residential schools were established with the motive to break the indigenous people of their untamed lifestyles and help them to assimilate to the dominating culture. These places were anything but sanctuaries for the betterment of the indigenous people.

Behind the mission statements and the false pretenses, there was pain, torture, sexual abuse and death. In the last year there have been bodies upon bodies recovered from the earth at these places. Bodies of innocent children who were supposed to be enlightened and given a new start. Time has shown us the very opposite. These places were a true hell upon this earth, generations of Native Americans were mercilessly tortured and stripped of 26

their culture and traditions. The truth has been watered down and buried for decades. Today as the soil is being broken, so are the secrets. The victims and families are deserving of our respect and recognition.

To the thousands taken from their homes and families, we grieve you.

Our hearts are cut and they fall to floor as did your earth toned mane each time another innocent child is recovered from the soil. Our souls are deeply pained as we discover the truth of your final days. For all the times you were ruthlessly punished for speaking to your brothers in your native tongue, we are without words. For you our dear angels, we give our tears and prayers that in your eternal rest you will find peace and comfort that was not given in this life. We honor you and all you endured.

Today we are a strong people, the indigenous people of this land have pressed on through the hardest of times and we have built ourselves into respected nations. We have fought long and hard to be here today and yes we are angry, we are furious about the mistreatment, for we cannot go back in time and save you. We can only press on. We love you, we honor you, and most of all, we have not forgotten you. We will fight and continue to search for each one of you until the last one is found and properly laid to rest. NATURAL RESOURCES This quarter, to honor and aid Mother Nature in her transformation from spring to summer, the Natural Resources Department performed prescribed burns on tribal lands. The woods and grasslands had become very overgrown, and prescribed fire has so many incredible benefits for the land and animals of the area!

Did you know? Prescribed fire reduces hazardous fuels, protects communities from extreme fires, minimizes the spread of pests, insects, and diseases, provides forage for game, and improves habitat for threatened and endangered species?

This quarter, our Environmental Specialists went to the Neosho Fish Hatchery for a tour and a meeting. The meeting consisted of our Peoria crew, Neosho Hatchery biologists, Missouri State biologist, Dr. Barnhart (world-renowned mussel expert), and foundation staff out of the Tulsa area. We are working on a future collaboration project for mussel restoration! Super exciting!

The Peoria Tribe Aquatic Facility focused on spring preparation as we got ponds ready to be filled with water for the upcoming spawning cycles. It’s imperative to have these ponds full of water so that brooding fish can be placed into the ponds early before they begin to build nests.

We set target dates every season for seining brood fish out of the winter ponds, and that date is usually the third week of March. By this time, the fish are generally showing good signs of their sex, which allows us to examine the fish and determine its gender visually.

We are currently underway and performing routine summer maintenance around the facility. Mowing, trimming, and upkeep the property are standard daily procedures performed by staff.

Our Smallmouth Bass program has been monitoring the spawn from our smallmouth bass broodfish ponds and ensuring ponds are fertilized to keep an adequate amount of food for the fry. Adult broodfish were seined out of the ponds and into a summer warehouse pond, where there is an abundance of forage to help them restore all nutrition from their spawn.

Once the fry reaches its next growth stage, we will harvest and determine the growth rates of the recently hatched fish.

The Southern Plains Tribal Health Board grant the Tribe received last year enabled the Tribe to put on presentations to prepare people for severe weather situations. As a result, we partnered with the Quapaw Nation for the presentation. Erin Barnes and Randy Jackson from Quapaw Nation Emergency Management presented how to be prepared for a situation and what to do when one arises!

Do you know? Do you know the difference between a tornado watch and a tornado warning? A Tornado Watch means just that, be on the watch because conditions are favorable for a tornado. Have a plan and be ready to act on it. A Tornado Warning is when you are in imminent danger; you need to take shelter immediately!

In honor of Earth Day 2022, the Department of Natural Resources planted 750 trees at our Peoria Tribe of Indians Aquatic Facility! #PeoriaProud 32

As the runoff moves, it picks up and carries away natural and human-made pollutants, finally depositing them into lakes, rivers, wetlands, coastal waters, and ground waters. Erin Barnes and Mindy Walker attended the Peoria Housing Spring Fling on behalf of the Peoria Natural Resources Department. They talked to several kids and adults about nonpoint source pollution, the importance of vegetation around waterways, and the devastating effects of erosion on land and water quality.

The Peoria Tribe of Indians of Oklahoma has established a program for reimbursement of school supplies or clothes for members of the Peoria Tribe of Indians of Oklahoma who are currently enrolled in grades K through 12. This will be an annual program subject to budget approval each year by the Peoria Tribal Business Committee.

The School Supply Reimbursement Program (SSRP) will make available up to $500 per school year (May 1stMay 31st of the following year) for eligible tribal citizens. Each eligible tribal citizen is limited to 3 requests for services per school year, not to exceed maximum total of $500.

Policy and Guidelines: • Student must be enrolled in K-12.

• Maximum reimbursement is $500 per eligible student per school year.

• Reimbursements will be made payable to the parent/guardian submitting the application, and will be mailed to the address as listed on the application.

• All costs must be itemized on a printed original receipt and submitted with the application.

• All submitted receipts for the school year must be dated between May 1 and May 31 of the school year (for example, for the 2021-2022 school year the receipts must be dated between May 1st 2021 and May 31st 2022).

• Only one application will be accepted per student per month.

• Applications for the month will begin processing on the 1st of the following month. (If you submit an application on the 1st of April, the application will be processed and payment will be made during the month of May).

Elder Care and Disability Reimbursement Program

The Peoria Tribe of Indians of Oklahoma has established a program to aid the elderly and disabled population that could benefit from an additional funding source to supplement their households, and/or disability needs, without restricting or interfering with other government programs.

The Elder Care and Disability Reimbursement Program (ECDRP) will make available up to $2,500 per fiscal year (April 1st- March 31st) for eligible tribal citizens. Each eligible tribal citizen is limited to 3 requests for services per fiscal year, not to exceed maximum total of $2,500.

Eligibility: • Individual must be a current enrolled living citizen of the Peoria Tribe, 65 years or older, evidenced by a Photo ID. • Eligible adult tribal citizen must provide an award letter or benefit statement from the Social Security Administration (dated within last 90 days), to receive disability benefits. All Payments will be made to the representative payee as designated on Disability or SSI records.

• Minors or other disabled individuals already receiving Disability Social Security or SSI benefits payable to a representative payee, will be eligible for tribal reimbursement program • Minors not receiving SSI benefits must have documentation of state or federal Determination of Disability to receive reimbursement.

• ORIGINAL RECEIPT(S), not copies, must be sent to the tribal office, and be dated within the fiscal year of the application date. All receipts must come from the vendor or service provider, contain the vendor’s contact information, and a detailed summary of product(s) and services.

• An approved application signed by applicant or legal representative must be on file. A new application is to be submitted each Fiscal year.

• Eligibility for both programs cease upon tribal citizen’s death.

All denied benefits will be reviewed by a 3 person Review Committee comprised of the Chief and 2 accounting staff members.

Individuals will not be permitted to receive benefits as both “elderly” and “disabled.”

Applicants may only utilize one program.
