State Government Update

The State Government recognises Penrith as a thriving hub and its importance in transforming Western Sydney. The Government has reaffirmed their commitment to the West, facilitating Penrith’s first Night-Time Economy Roundtable engaging local businesses and operators. $309 million has also been committed to the redevelopment of Penrith Stadium as a multi-purpose venue, revitalising Penrith as an economic epicentre.

We are prioritising the voices of Penrith residents. The first Community Cabinet of our government provided an opportunity for community members to share their insights directly with Ministers on the delivery of key services in the Penrith area. Additionally, the Bus Passenger Forum was a tremendous success allowing the public to share their thoughts and suggestions on improving the 30 bus services operating in the Penrith region.

We are building a city that will allow us to fulfill the promise of Western Sydney Airport to its full capacity bringing about more jobs, investment, and growth. The Mulgoa Road upgrades mark

the beginning of our efforts to improve road infrastructure however I recognise there is more advocacy needed. In just one year, Sydney Trains’ Rail Repair Plan has address 632 highpriority defects and 6,738 total defects on the Western Line, ensuring a safe and reliable commute for Penrith residents. The development of the Metro to St Marys, M12 link from the airport to M7, and new rapid bus routes – including one from Penrith – are essential steps in growing Penrith as a thriving hub.

Vital educational infrastructure has been established throughout the Penrith region providing easy access to essential education and training. The NSW Government opened the $80 million Institute of Applied Technology for Construction at TAFE NSW Nepean – Kingswood, after Fee-Free TAFE enrolments grew by 182,124 for study in areas such as education, health, construction, and IT.

I can assure you that the NSW Minns Government together with my advocacy are committed to investing in the growth and prosperity of Penrith as a thriving hub.

New 1,000 Seat Function and Dining Precinct

Directors and Management of Penrith RSL Club have envisioned for many years, greater amenities for its members, a showpiece for its local community and for increasing employment opportunities for its staff. During the construction phase, a significance feature being a desire to engage local businesses to meet construction requirements. The Clubs CEO Mr Neel Chand has structured the build program so as each step of the way, services can be tendered to best facilitate a local engagement of resources where possible whilst achieving the best commercial outcomes for the club. The club upon its conclusion will present back to the community, a community asset built by the hands of the community.

Members and guests continue to enjoy club facilities throughout the construction phase, with management and staff considering construction milestones to be increasingly accommodating to trade requirements and provide clear communications as changes transpire. The clubs members and guests have reciprocated with strong visitation numbers and positive feedback experiences. Staff have played a key role to ensure service standards remain to exceed customer’s expectations.

The club as it nears its construction phase will go to market with an exciting new food, beverage and functions product. The strategy is both deliver a high level ambiance, impressive fit and finish, yet also deliver a high value proposition to drive a repeat visitation. Internal planning continues to design and consider product features, branding and business and community integration. This new product will again increase local economic activity, providing additional jobs in the local community as well as further supplier engagements to fulfil new business requirements.

From Early 2025 as construction and fit out nears completion, the Clubs CEO Mr Neel Chand envisages increased visitation and increased employment opportunities in Penrith and looks forward to opening this new facility to the community of Penrith, a showpiece destination option with high level ambiance, impressive fit and finish housing a high value product proposition.

Western Sydney International (Nancy-Bird Walton) Airport

Western Sydney International (Nancy-Bird Walton) Airport (WSI) is a catalyst for growth in the region and with just over two years until opening, Sydney’s newest gateway is taking shape.

Building Sydney’s newest Airport

Western Sydney International (Nancy-Bird Walton) Airport’s (WSI) state-of-the-art terminal will be a centerpiece in Western Sydney’s skyline. Construction is powering ahead with the tower cranes slowly being removed as the terminal roof nears completion later this year. The installation of 13 ‘smart’ passenger aerobridges that connect passengers from the terminal gate to their aircraft has begun. Mechanical installation and technical commissioning of WSI’s advanced baggage handling system is also underway.

Importantly, WSI will operate with three ‘swing’ gates between domestic and international. Swinging gates will maximise the airport’s efficiency by allowing gates to be switched to either international or domestic based on demand.

Our airfield’s smart terminal design will provide fast taxi times of just 5 minutes from the gate to both ends of the runway, getting passengers in the air or to their gate faster.

The terminal will be finished in mid-2025, when operational readiness and testing will be in full swing until the airport opens in late 2026.

The Cargo Precinct is set to become the centre of airfreight for Sydney. The purpose-built facility will be able to process 220,000 tonnes in the first year and grow with demand.

WSI’s 24/7 operations, digitally enabled airport experience, efficient airfield and ability to offer Sydney a 25 per cent increase in flights in peak times makes WSI an enticing proposition for airlines. Such features will also give passengers a good travel experience and more choice when choosing to fly.

On-airport Business Precinct

WSI is partnering with leading Australian property group Charter Hall to deliver the on-airport Business Precinct, with construction kicking off this year.

Stage one of the precinct’s 200-hectare development is expected to generate 400 jobs during construction, with 2000 permanent jobs anticipated once operational and fully occupied.

The Business Precinct’s mixed-use development will include up to 40,000 square metres of modern warehouse space, ancillary offices, a 150-room hotel that will service flight crews, a service station and convenience retail, including food and beverage outlets, as well as gym and conference facilities.

Economic uplift for local businesses

The airport build has seen investment of more than $500 million in local businesses since construction began, benefiting more than 360 Western Sydney-based businesses. On top of this, more than half of the project’s workforce live around the airport, creating flow-on economic benefits across the region.

Our new 24/7 airport is predicted to generate approximately $24.6 billion in direct expenditure by 2060.

The Australian and NSW Governments have already committed more than $15 billion to fund road and rail connections, including the Sydney Metro - Western Sydney Airport line and the toll free M12 motorway directly into WSI, which are both rapidly progressing.

This year’s Federal Budget included $2 billion for transport in Western Sydney. Funding of $1.9 billion to plan and build roads and rail that will support a growing population by improving access to new and future housing developments and emerging economic precincts. It also included $100 million for rapid bus infrastructure and $20 million additional funding for planning to extend the rail line from the Aerotropolis to Macarthur.

Boosting the region’s visitor economy

This is a once in a lifetime opportunity for Western Sydney – a new 24/7 domestic, international and cargo airport at their doorstep and a metro service and a business precinct from day one of operations.

A curfew-free airport in Sydney creates significant opportunities for tourism, trade and economic benefits that flow into homes and businesses.

When passengers fly into WSI, we want them to choose to stay and play in Sydney’s west.

As WSI’s closest city centre, Penrith will play a big part in shaping the opportunities for the visitor economy. Passengers that land at WSI at any hour will be seeking out services including a ride to their hotel, a restaurant, shopping, cultural and scenic adventures and entertainment.

Penrith’s burgeoning investment in the revitalisation of its CBD and the new 5-star Pullman Hotel in the heart of Penrith is a sign of confidence and shows that city centres around the airport are gearing up now for the growth in the visitor economy.

Sydney Metro

Western Sydney Airport

New metro rail will become the transport spine for Greater Western Sydney, connecting communities and travellers with the new Western Sydney International (Nancy-Bird Walton) Airport and the growing region.

Jointly funded by the Australian and NSW Governments, the city-shaping project, from St Marys through to the new airport and Bradfield, will provide a major economic stimulus for western Sydney, supporting more than 14,000 jobs during construction for the NSW and national economies.

The 23-kilometre new railway will link residential areas with job hubs including Bradfield and connect travellers from the new airport to the rest of Sydney’s public transport system.

The project includes six new metro stations at:

ƒ St Marys, interchanging with the existing suburban railway station and connecting customers with the rest of Sydney’s rail system

ƒ Orchard Hills, to service a future commercial and mixed-use precinct

ƒ Luddenham, to service a future education, innovation and commercial precinct

ƒ two stations within the airport site, at the airport terminal and at the airport business park

ƒ the commercial heart of Bradfield.

City-shaping rail

Sydney Metro – Western Sydney Airport is a key part of delivering an integrated transport system for the Western Parkland City. The Western Parkland City covers parts of Greater Western Sydney including the established centres of Greater Penrith, Liverpool and Campbelltown-Macarthur.

The airport will support nearly 28,000 direct and indirect jobs by 2031 and underpin the development of Bradfield, at the centre of the Western Parkland City.

Bradfield will support around 200,000 new jobs in industries such as aerospace and defence, manufacturing, freight and logistics, tourism and research.

Mulgoa

Road upgrade

Transport for NSW (Transport) is delivering Stage 1 of the upgrade of Mulgoa Road, between Jeanette Street and Blaikie Road to support current and future traffic demands and expected growth in the area. Mulgoa Road is a main access route from Penrith CBD to the M4 Motorway and Greater Sydney.

The upgraded road will improve road safety, reduce congestion, and improve travel times.Construction is ongoing on the section between Jeanette Street and Blaikie Road with the project being delivered by an Alliance of TfNSW, Seymour Whyte Constructions and Turnbull Engineering – Mulgoa Road Upgrade Alliance. The upgraded road is expected to be completed in 2026.

Work is progressing to relocate utilities including communications sewer, gas, electrical and drainage. To minimise impact to road users and residents the project team has designed the utility relocation work by using underbores instead of digging up the road. The majority of work to create extra lanes under the M4 is complete with soil nail walls installed.

The Australian & NSW governments have also committed $230 million for major construction for Mulgoa Road Stage 2, which will also reduce congestion and improve journey times by creating two lanes in each direction between Jeanette Street and an upgraded traffic light intersection at Glenmore Parkway.

Mamre Road upgrade

Construction on Stage 1 of Mamre Road upgrade between the M4 Motorway and Erskine Park Road is expected to start in late 2024 and be completed in 2028.

The Australian and NSW governments have also each committed $500 million to ensure the Mamre Road Stage 2 upgrade between Erskine Park Road and Kerrs Road will be built. The upgraded road, with three lanes in each direction and new and upgraded intersections, will help enable the growth of the Mamre Road Precinct in the Western Sydney Employment Area.

The project is expected to start major construction in 2027 and be completed by 2029.

Elizabeth Drive upgrade

Elizabeth Drive, which will take travellers directly to the new airport and connect the major arteries of Mamre and The Northen roads, has received $800 million in joint funding from the Australian and NSW governments. The funding will support major construction on the upgrade and will create two lanes in each direction. Construction is expected to start in 2026 and be completed by 2029.

Transport has displayed the environmental assessment for the proposed upgrade for community and stakeholder comment and is currently considering the valuable feedback received.

Winter Sports World: local impact of a global attraction

Australia’s first indoor snow resort is leading the transformation of tourism in Western Sydney.

Construction is expected to begin on the $500+ million development along the Tench Ave vibrant Riverland tourism precinct in the first half of 2025.

Using real snow, “the giant Esky” will include:

ƒ A 300m advanced open run, learn to ski runs and snow play area

ƒ Competition venue for snow sports

ƒ Ice climbing and crevasse outdoor rock climbing

ƒ 170-room hotel, conference and function rooms

ƒ Restaurant and cafes with snow views

Winter Sports World achieved State Significant Development Applications approval in January.

It will anchor existing tourist destinations in Western Sydney with world-class affordable and accessible snow sports and recreation in year-round perfect weather, perfect snow and perfect conditions.

It is conservatively estimated to attract more than 1 million visitors per year, effectively doubling Penrith’s tourist visitation.

Locals from Penrith, Western Sydney and Greater Sydney are expected to visit, along with people from around Australia and the world, especially from high volume target markets in Asia like Korea, India and China.

International guests will arrive through Australia’s newest gateway to the world, Western Sydney International Airport, just 15km away.
