SPECIAL REPORT: WILDFIRES & THE COAST GUARD by

LCDR Laura Springer 2017 has been a difficult weather year for the Pacific Northwest region. The spring brought high water and the summer brought hot and dry conditions. In July, firefighters requested that Sector Columbia River enact a safety zone near Richland, Washington, in support of firefighting operations which required the use of water from the Columbia River. This safety zone was requested to allow firefighters to complete bucket dips to gather water from the river in order to extinguish wildfires. In that instance, fire conditions changed and the safety zone was not required.

In early September, the Eagle Creek wildfire jumped the Columbia River. This created a dangerous situation in which hot ash and embers were flying across miles of the Columbia River. As a result of these conditions and the firefighting needs of the incident response, the Captain of the Port issued a safety zone on September 5, which required all watercraft traffic to request Captain of the Port clearance to transit the regions in which fire danger was deemed a hazard by the Eagle Creek Fire Incident Commander. The safety zone also required commercial and recreational traffic to remain 500 yards away from all aircraft engaged in fire fighting operations (bucket dips) on the river. The Coast Guard worked diligently with local maritime industry stakeholders and the Incident Commander to minimize the economic impact to the region and fully open the river as soon as it was deemed safe to do so. The Columbia River was fully open to all traffic as of 6 P.M. on September 10.

The Coast Guard thanks all of our stakeholders for your active communication and for working with Coast Guard personnel to mitigated safety concerns associated with the Eagle Creek Fire.

The goal of all safety zones is to limit access to a portion of the waterway for safety or environmental purposes. These zones may be stationary or fixed and can be issued by the Captain of the Port.

HEAVY LIFT LEADER When it comes to heavy lift cargo, the Port of Longview has it handled. The perfect combination of location, equipment, infrastructure and experienced labor put Longview on the map as the first port in the Pacific Northwest to discharge oversized wind energy blades directly to rail.

In the summer of 2016, Port of Longview worked side by side with Vestas to execute an oversized, yet delicate, operation. Utilizing both of the Port’s Liebherr mobile harbor cranes in tandem, sixty blades imported from China were discharged directly to flat-bed rail cars below and moving along the Port’s on-deck rail system.

Because of their significant length, each of the 160 foot blades were affixed to two rail cars to ensure rail curves were accommodated without damage to cargo. Once the blades were lowered to the cars below, ILWU millwrights secured the blades to a swiveling base by pinning them into place with cam locks, ensuring the blades were locked into place but still had the ability to rotate with each turn. The blades then continued their journey to reach wind farms in Illinois and North Dakota.

Once the vessel was fully discharged and all blades were loaded, rail cars were assembled into a unit train along the Port’s dedicated Industrial Rail Corridor. The corridor, which is dual served by both the BNSF and UP railroads, connects to the mainline without any at-grade crossings or interruption to traffic.

Overall growing rail needs, including increased demand for direct-to-rail operations, is spurring major investment in expanding the Port’s Industrial Rail Corridor. Expansion plans include adding additional through tracks and sidings to accomodate long term growth, efficient movement of cargo, and growing unit train lengths.

The Port is headed into another strong year with heavy lift operations already on the books. With at least three direct-to-rail wind blade operations planned for the near future, the Port stands ready to solidify its position as the West Coast heavy lift leader.

HISTORY OF THE PORT OF VANCOUVER: Before it was Vancouver, Washington, the settlement on the banks of the Columbia River provided salmon and furs, harvested with handmade canoes. Soon a trading post developed, then a fort, and finally a city emerged, always anchored by waterborne trade. In 1912, that maritime economy was formally recognized with the establishment of the Port of Vancouver USA. Strategically located on more than 1,600 acres, the Port of Vancouver USA connects the dots of global commerce between Asia, South America, Europe and North America. The port’s location, capabilities and operational efficiency provide unsurpassed transportation benefits. Located 106 river miles inland from the Pacific Ocean on the Columbia River, with five marine terminals, 13 berths and plenty of laydown and storage space, the port has the capability and capacity to move more than 6 million metric tons of cargo each year. The port is well-equipped to accommodate a full range of cargoes, including project and wind energy, automobiles, breakbulk, and dry and liquid bulks. The port’s two mobile harbor cranes have a lifting capacity of 140 metric tons and 210 metric tons in tandem. In addition to state-of-the-industry facilities and equipment, the port’s staff and labor force are known for their expertise and efficiency.

LOOKING TO THE FUTURE: The Port of Vancouver’s Key Initiatives provide direction as the staff accomplish short- and long-term goals: • Complete the West Vancouver Freight Access project • Complete new light industrial building at Centennial Industrial Park and market to industrial users • Protect and improve surface transportation and rail corridor capacity and river navigation • Complete concept development plan for 10 acres at Terminal 1, complete marketplace renovation studies and develop a solution to waterfront parking capacity • Develop rail access solution, identify user and construct Flushing Channel berm for Columbia Gateway

MID YEAR TONNAGE, REVENUE ON THE RISE AT THE PORT OF VANCOUVER USA Overall revenue is on the rise compared to mid-2016 numbers. Revenue at mid-2017 is up 5.54 percent and expenses went down by more than five percent. This increased the port’s operating margin to 25.83 percent—a more than eight percent increase over 2016’s operating margin.

Increased volumes of some top-performing commodities have grown overall tonnage over the same period in 2016. Commodities like steel, grain and fertilizer were all up in the first half of this year, amounting to an increase of 442,696 metric tons when compared with the same period last year.

CENTENNIAL INDUSTRIAL BUILDING ON TRACK FOR OCTOBER OPENING Crews building the Port of Vancouver USA’s Centennial Industrial Building (CIB) reached a major milestone this summer as they tilted up the 60-plus concrete panels that form the facility’s walls.

Through the late summer and early fall, crews will install steel columns, girders and roof joists. Steel decking is secured on top of the girders and then topped with thick layers of rigid foam insulation. Crews will then lay a cover board and a fully adhered, PVC membrane to protect the roof, which is designed to be solar-ready for up to five panel arrays that can be installed in the center of the roof.

After the structure is assembled, crews will paint the exterior and plant native landscaping to conserve water and lower maintenance costs. CIB is expected to be complete in October.

DECADE-LONG RAIL IMPROVEMENT PROJECT NEARING COMPLETION The Port of Vancouver USA’s West Vancouver Freight Access project (WVFA) is a decade-long, $250 million effort by the port to create jobs and generate economic benefit by investing in freight rail infrastructure. The overall project consists of 21 individual projects to improve freight rail movement through the port and along the BNSF Railway and Union Pacific Railroad mainlines connecting the Pacific Northwest to major rail hubs in Chicago and Houston, and from Canada to Mexico.

After several years of construction, the port and its contractors are building the final two contracts for WVFA – the Kinder Morgan bulk unloading facility and the grain track unit train improvements. Both projects are slated to be complete by early 2018.

BIRD SURVEY HELPS PORT AND PARTNERS TRACK NATIVE SPECIES When the Port of Vancouver USA built its mitigation bank in 2012, our Environmental Services team worked with their partners to make sure helpful vegetation was planted in abundance to support songbird habitat. To make sure their hard work is paying off, the port conducts a bird survey to track how many different species make their home here at the port.

The survey is showing that species like the American goldfinch, black-capped chickadee, great egret, mallard and white-crowned sparrow continue to come back to the port’s mitigation bank every year. Some exciting species like bald eagles, blue herons and osprey have been known to nest on port property.

“We’ve planned strategically to ensure land is available to accommodate growth,” said Ken O’Hollaren, marine marketing director. “We have strong inland rail connections that give us an advantage.”

Portland is a leader on the U.S. West Coast for auto exports. In 2016, more than 50,000 exports moved through Portland. When imports and exports are combined, a total of 291,000 vehicles rolled through the Port’s terminals to foreign markets and from domestic manufacturers. The numbers represent an 11 percent increase over 2015.

With Portland’s proximity to Asia, it has become a leading auto distribution hub, with significant growth in exports since 2012.

American-made cars are shipped by rail from assembly plants to the Port’s docks, where vehicles are driven on “ro-ro” ships. Many imports such as Hyundais, Toyotas, and Hondas make their first stop in Portland before being shipped to dealerships across the region.

The Port’s auto story can be traced back to 1953 with the import of Volkswagens through Terminal 1. Since then, well-over 11 million vehicles have come through Port facilities.

Vehicle imports and exports provide more than 600 direct local jobs for dockworkers, processors and others working in distribution and transportation throughout the supply chain. Each vehicle imported brings an estimated economic benefit of $275 to the region.

PORT OF PORTLAND’S HISTORY Portland’s potential as a world seaport would have been diminished if something wasn’t done to address the 17-foot navigation channel. The shallow depth prevented deep draft vessels from entering the city’s harbor and there was no municipal organization to oversee routine dredging – a process that involves the underwater removal of sand. This prompted the Oregon legislature to establish the original Port of Portland in 1891. The Port’s charge was to construct and permanently maintain a 25-foot shipping channel in the Willamette and Columbia rivers through dredging. Today, the channel is maintained at a depth of 43 feet.

By 1914, it became obvious the city needed to establish its own terminal facilities if maritime commerce was ever to reach its potential. That led to the completion of four public docks, where everything from onions, fertilizer, lumber, grain and later, autos were moved through Portland’s deep draft port.

LOOKING TO THE FUTURE - TERMINAL 6 Container service is critical to Northwest shippers. The Port is working to identify a long-term plan for the terminal that will offer access to markets and provide a financially sustainable path forward.

There is an opportunity for a fresh start at Terminal 6 and the Port is studying the future of the container business and assessing the best ways for the terminal to serve Northwest shippers and the regional economy. The Port is focused on short- and long-term business opportunities to bring revenue to the terminal. Port staff are working to actively market the terminal to carriers.

The Port hired a nationally recognized consultant team to help determine the future role in container shipping and a sustainable business model for managing and developing the terminal.

The Port also engaged an industry leader committee comprised of 22 members with diverse representation including exporters, importers, service providers, carriers, ports, labor (IBEW and ILWU), and legislators with strong shipper interests. The Port, consultant team and committee will report their findings to the Port Commission in early 2018.

RECORDS FOR BULK PRODUCTS Portland is already the largest gateway on the U.S. West Coast for bulk mineral exports, and it’s about to get more efficient and diversified with the completion of an expansion of the Canpotex Limited (Canpotex) potash export facility at the Port’s Terminal 5 in the Rivergate Industrial District.

Canpotex invested $140 million in new equipment and infrastructure to improve the efficiency of its shiploading operations. The facility, scheduled to be completed in September, will go from 140,000 to 240,00 storage tons, and includes the installation of a new shiploader, with a throughput rate of 6,000 metric tons per hour.

Potash volumes have been at record levels for the summer months and are currently up 141 percent for the calendar year. Soda ash volumes, likely propelled by a strong world economy, have also continued to grow.

Volumes climbed 18 percent over the previous year - up to 3.7 million tons handled.

Posting 4.6 million short tons for the year, grain volumes are also setting records in Portland. This is the highest volume of grain exports through Portland in the last 20 years. Columbia Export Terminal added storage capacity and upgraded systems to propel the increased volumes.

With the investments to boost increased capacity, bulk products are positioned for future growth in Portland. //

The Annual Boom Rodeo was held September 13, 2017 at the Clean Rivers Operations Facility.

The purpose of the Boom Rodeo is to provide a training designed to be a friendly competition that reviews and practices the skills presented in previous drills, training and member events--to become better prepared to respond.

This year, the team from ANDEAVOR took first place (pictured below), followed by the team from CHEVRON in 2nd and BP in 3rd.

The most recent meeting of the Lower Columbia Region Harbor Safety Committee was held on September 13, 2017 at Millennium Bulk Terminals in Longview, WA. Notice was given to the Committee by Port of Portland representative Fred Myer, regarding an announcement released recently by the US Army Corps of Engineers: “Notice of Intent/Determination of Signficance For Preparing A Draft Environmental Impact Statement, Conducting Scoping, and Soliciting Public Comments: Scoping Period September 8- November 16, 2017�

This popular annual event provides necessary pesticide credits and awareness to warehousemen and pesticide applicators in Idaho, Montana, Oregon and Washington. The conference also provides a venue for the industry to network, socialize and share ideas.

The 2018 event will be held at the beautiful Coeur d’Alene Resort, Idaho. We conduct two full days of seminars; while mainly focused on pesticide credits, wheat varieties, grain inspection and safety is also covered. Our industry Trade Show runs concurrently with the conference, further allowing networking and commerce within the industry. The PNWGFA Trade Show has grown into a leading industry trade show opportunity in the Pacific Northwest. We anticipate 40 exhibits in 2018!

MFSA FIRE 3Q Technician Level Training

On August 23 and 24 2017, FPAAC conducted its third quarter technician level training. This training is part of an annual cycle in which 42 technicians from FPAAC Agencies join together to practice necessary skills for responding to shipboard fire incidents. This training included hands on training for the technicians with CO2 tools, foam delivery systems and cutting systems. Classroom presentations covered topics of ventilation, foam application calculations, ship types and more. Additionally, tabletop exercises simulated rescue operations, providing technicians the opportunity to act as advisors to Command Staff, a critical component that ensures that operational decisions consider all the unique specifics of Shipboard Firefighting.

Special thanks is extended to Port of Portland Airport Fire for providing the facility and training grounds to conduct this quarterly training.

This program has traditionally been a week-long structured series of presentations, tours, and discussion sessions offered to every newly arriving U.S. Coast Guard Captain of the Port/ Sector Commander. It has been offered at least once a year, every year since 1997.

The Coast Guard selected the title “Columbia Basin Leadership Training” (COBALT) as the name and acronym for the program. The program is coordinated by the Columbia River Steamship Operators’ Association (CRSOA), and presented by maritime industry leaders, state and local government agency heads and representatives. Each presentation is a product of the agency/organization presenting and provides information that organization’s leaders believe will be of benefit to the Coast Guard and our industry.
