LETTER FROM THE EXECUTIVE DIRECTOR

I am pleased to report another successful year for the Exchange. We made improvements to our services, increased engagement, and completed our five-year Strategic Planning Initiatives to guide us from 2025-2029. Thanks to my amazing staff for their help in judiciously managing expenses while still providing top-notch service to our customers, clients, and associations.

In this issue, we are covering some recent events, such as our very successful Annual Meeting and Luncheon at Castaway Portland, where we doubled last year’s attendance and for the first time featured the work of some of the associations we manage, many of which have listed their yearly meetings and events in these pages. We hope to see you at some of these events, as they offer wonderful opportunities for education, networking, and partnership. We also have information and dates for our popular Shipping Education Series, as well as Port Reports and an article honoring a longtime Clean Rivers employee, Carl Boelter.

I look forward to an exciting year of strengthening current partnerships with friends and industry relations while building new and beneficial relationships with future partners. Best wishes for a successful 2025!

New Year, New Knowledge!

Participating in the Shipping Education Series will help you understand the complexities of the shipping industry and allow you to make informed business decisions. With the skills gained through our courses, you will be able to create and maintain a successful career in shipping.

We provide comprehensive educational programs for you and your employees. Our courses are designed to help employees understand the latest trends and expand their maritime industry knowledge.

PROGRAM DEVELOPMENT

The Shipping Education Series is committed to providing the most comprehensive and relevant maritime education available. We strive to provide our participants with the knowledge and resources necessary to ensure the success of the maritime industry in the Columbia River Basin.

The Shipping Education Series evolved out of a need identified by the maritime community to provide a quality educational program that would be specific to the Columbia River Basin with a focus on the Columbia, Willamette and Snake River systems. Since 2015, we have meticulously expanded the program to meet the interests of maritime professionals in our region. We look forward to continued growth in the educational platforms that we offer our members and the greater maritime community.

PROGRAM PLAN

This series is beneficial to anyone in the maritime industry, from entrylevel to executives, as it provides an overview of the current state of the industry and the trends that are shaping the future of the Pacific Northwest maritime community.

Our Shipping Education Series offers students practical knowledge from experienced professionals. The series has four installments that focus on specific aspects of our industry. Each course is offered as four weekly two-hour virtual meetings. However, if you are unable to attend all sessions, we offer recordings of the sessions that are available for one month after the course has ended.

Although, students do not necessarily need to take the classes in order to complete the entire series, we recommend that you attend all sessions in order to gain the most comprehensive understanding of the topics.

CONTINUED GROWTH

Continuing professional development can have a positive effect on an organization’s overall performance. By investing in their employees, organizations can increase their productivity and become more competitive. Our continuing education program is designed to help maritime professionals stay ahead of the curve and become the best in the industry. Through our courses, we provide a platform for participants to gain knowledge and new insights that will be beneficial to their professional growth and career advancement.

EDUCATION IN 2025

SHIPPING 101: Business of Shipping

The focus of this seminar is to provide an overview of the maritime industry and summary of the various sectors within the Columbia River Intermodal Transportation System.

Our speakers get you started with an overview of the Columbia River Basin’s history and how it grew into today’s thriving maritime industry. We start with an overview of the river infrastructure, ports & terminals, imports and exports, cargo categories, modes of transportation, and vessel types. Then we move on to the business of shipping with a summary of key shipping terms and documents, required and involved parties, regulations and regulators, service providers, and trade associations.

SHIPPING 201: Movement of a Ship

The focus of this seminar is the business of shipping from the perspective of the ship. We explore requirements and regulations as well as the important roles that agents, pilots, insurance, and law play in enabling a ship to move from port to port.

We start with the ship. Our presenters describe the vessels and vessel traffic on our waterways, with maritime experts providing details on piloting and navigation of vessels. Then we move on to the roles of vessel agents and regulators regarding to the ship. And finally, we learn about the roles that maritime insurance and maritime law play in enabling a ship to move from port to port.

SHIPPING 202: Movement of Cargo

The focus of this seminar is the business of shipping from the perspective of cargo. We cover the scope of people and services it takes for cargo to move safely, efficiently and responsibly in an environmentally friendly way.

We begin by identifying the cargos that are commonly transported in our region. Our presenters introduce supply chain logistics and labor relations to ensure cargo keeps moving while meeting regulatory compliance. Then we explain various transportation modes, including railway, pipeline, and barges. In conclusion, we evaluate the economic impact of cargo to the river system, navigation and infrastructure as well as reviewing the individual Ports and the cargoes they specialize in.

SHIPPING 301: Marine Highway

The focus of this seminar is the operations and navigation of the Columbia River as a navigable waterway and its role as an American Marine Highway.

The seminar focuses on the operations and navigation of the Columbia River as a navigable waterway and its posityion as an American Marine Highway. It covers topics such as the operations and maintenance of locks, dams, dredging, and buoys, river forecasting, navigation, charts and surveying, and the impacts on the Columbia River transportation systems.

STATISTICS

We collect data, track and monitor activities and report on vessels that enter the Columbia River waterways. We collect over 100 data points on commercial vessels on our waterways. Shipping Education Series

• Successfully held virtually. Attendance has remained steady with an average of 20 students per course.

• Our Shipping Education Series was accepted by the Oregon Board of Maritime Pilots as an acceptable Continuing Education Unit for Maritime Pilots. Additional CEU opportunities will be researched in 2025.

Staffing and Recruitment

• Our website has experienced a robust growth in engagement, with total page views increasing by approximately 60% from the previous year. Additionally, the average monthly views have grown by about 4%. The “Bar Status” page remains the most popular, with a 6% increase in views compared to last year.

• Managed multiple recruitments including: MFSA General Manager; Executive Assistant; Association Account Specialist; Administrative Specialist and Grant Administrator; MFSA Administrative Coordinator; Equipment Maintenance Supervisor; Computer Systems & Digital Marketing Specialist; and Business Manager

• Updated and enhanced the onboarding program for new staff to allow for a smooth transition into the company and to increase retention.

2025 ANNUAL MEETING & LUNCHEON

The Annual Meeting and Luncheon were by all counts a huge success. We had over 90 people register (almost twice last year’s attendance!) with about 70 attending at final count.

The event was held at a new location this year, Castaway Portland. Attendees really seemed to enjoy the open floor plan, the large windows, the numerous plants, and the industrial beamed ceiling, which created a welcoming environment and allowed for easy conversation and movement around the room. Food was provided by Pearl Catering, and the salmon and desserts were particularly delicious.

New this year, our managed associations were sharing the exciting work they do, displayed at various tables in a corner of the room. The MFSA and CRC tables in particular were always crowded, in part due to the amazing swag they were giving away!

PORT FINALIZES AIRPORT MASTER PLAN, AWAITS FAA APPROVAL

The Port of Astoria’s Airport Master Plan, developed by Mead & Hunt, is finalized and awaiting FAA approval. This comprehensive plan has been meticulously crafted to guide Astoria Regional Airport’s (AST) development over the next 20 years, addressing key areas such as airfields, hangar development, landside facilities, and electric aircraft integration.

The Master Plan, presented to the Port Commission on January 21, 2025, outlines a vision for sustainable growth and operational efficiency. Key improvements include relocating Taxiways A and B to meet FAA safety standards, expanding hangar capacity, and integrating infrastructure to support electric aircraft and non-aeronautical development. The plan also prioritizes short-term maintenance, such as Runway 8/26 rehabilitation, while preparing for long-term development.

Stakeholder engagement played a crucial role in shaping the plan, with contributions from local leaders, the U.S. Coast Guard, and the broader community. Public input was gathered through meetings, an open house, and events such as the 2023 and 2024 Open Houses and Fly-ins. These efforts reflect the Port’s commitment to ensuring the Master Plan aligns with community and industry needs.

Supported by the FAA’s Airport Improvement Program and the Oregon Department of Aviation’s

Critical Oregon Airport Relief grant program, the Port is positioned to implement these plans once FAA approval is secured.

PORT OF LONGVIEW CONDUCTS ECONOMIC IMPACT STUDY

The Port of Longview completed a study to determine its economic impact in Southwest Washington. The results of the study, conducted by Martin & Associates, showed that cargo and vessel activity at the Port supports 13,482 local jobs. The findings from the report highlight the Port’s commitment to generating economic benefits and supporting the livelihood of working families in the community.

To determine the total number of jobs the Port supports, Martin & Associates added the number of jobs directly created by Port activities to the jobs that exist to support those same workers. The study found that the Port supports 1,811 indirect jobs, which are jobs created by local purchases of workers who depend on Port activities. In addition, the Port supports 8,193 related jobs generated by regional and national businesses that utilize the Port’s marine terminals.

The jobs that the Port supports are not limited to waterfront jobs. In fact, jobs across multiple industries are supported by Port activities. Everyone from railroad and trucking companies to tugboat and vessel crews, government agencies and local vendors are on the receiving end of the benefits provided by a healthy Port.

The results from the economic impact study show that the Port of Longview is an employment generator, contributing to thousands of people’s livelihoods each day. To read the Port’s entire economic impact study, visit www.portoflongview. com.

MARITIME FIRE & SAFETY 39TH ANNUAL MEETING

MFSA held their 39th Annual Meeting on January 28th. The meeting was well attended with representatives from MFSA member organizations, FPAAC fire agencies, partner organizations, as well as local, state, and federal regulators and legislative staff. Steve Sharek, Ric Gerttula, and Captain Justin Noggle, USCG, received recognition for their service to MFSA. A federal legislative update was provided by Peter Friedmann, and informative presentations were made about earthquake and tsunami hazards as well as a case study on the Protector Alpha fire.

The Fire Protection Agencies Advisory Council (FPAAC) Awareness Level Training was held on February 20th at the Cowlitz County Event Center. The training was attended by 50 participants from 5 different FPAAC member agencies.

Awareness Level Training, which all FPAAC agency personnel should hold, provides a solid foundation for participants to operate safely and efficiently in support roles without directly engaging in shipboard fire operations.

The training began with a quiz to gauge the participants’ understanding of some of the topics that would be covered throughout the day.

In the morning session, Don Doyle, FPAAC Training Coordinator, Gabe Wiggins, FPAAC Planning Chair and Dave Wyman, FPAAC Logistics Specialist, worked together to deliver a robust and engaging classroom-based training.

The training was delivered by way of standard PowerPoint presentations, broken down into bite size topics, and a screening of the FPAAC produced Ship Tour Video.

After lunch, participants were divided into groups to engage in scavenger hunt activities. These activities were designed to help attendees understand vessel fire control plans across various types of vessels, including; cruise ships, container carriers, bulk carriers, tanker vessels, and Roll-on/Roll-off (RoRo) vessels.

CELEBRATING CARL BOELTER’S 15 YEARS WITH CLEAN RIVERS COOPERATIVE

February 2025 marks Clean Rivers Cooperative Operations Manager Carl Boelter’s 15-year anniversary with the Cooperative. We are proud to celebrate Carl this month and spotlight his service and dedication to the Cooperative, his immense industry knowledge, and the many important contributions he has made to this industry over the last decade and a half.

Prior to coming on at the Cooperative, Carl worked as a machinist for Stanley Proto Tools in the late 80’s, an independent contractor for commercial and residential housing and then for 15 years with longtime Cooperative Member Owens Corning, at their asphalt plant in Portland where he worked as an operator before moving into a safety and maintenance role.

In 2010, Carl joined Clean Rivers Cooperative as Assistant Manager, working with Ernie Quesada as General Manager. In 2018, Carl was promoted into his current role as the Operations Manager. This past year, he added a new responsibility as our designated trainer for the Cooperative’s Response Manager Training Program.

Throughout Carl’s tenure with Clean Rivers, he has responded to over 50 spill / threat of spill incidents. One of his most memorable responses was a wildlife response in Medford, Oregon in the Spring of 2022. A fire at a fueling facility caused

the release of product into a nearby creek resulting in significantly oiled wildlife. The Oregon Department of Environmental Quality requested Clean Rivers to deploy the wildlife response and rehabilitation system to the incident to be utilized by personnel from International Bird Rescue (IBR). Because IBR was shorthanded one day, they asked Carl to assist with washing birds. This was his first (and only to date) time performing this task and he says that it was a great learning experience. Carl has developed strong relationships with our members, state and federal regulators and industry partners. Scott Smith of Oregon Department of Environmental Quality says “DEQ is thankful to Carl for his professionalism, his attention to detail and his long-standing efforts to protect the environment.”

During his time with the Cooperative, Carl has taken part in numerous training courses and has earned many certifications. Some of the training courses he has taken are the Texas A & M Oil Program, Northwest Oil Spill School, and the National Oil Spill Response Research & Renewable Energy Test Facility (better known as Ohmsett). Some of his certifications include Aerial Observation and Operations Section Chief. Carl has participated with The Association of Petroleum Industry Cooperative Managers (APICOM) Health, Safety, Environment, and Training Committee (HSET) since 2017. He served as Co-Chair in 2023 and 2024 and is now the Chairman of the Committee for 2025.

As Operations Manager, one of Carl’s duties is to manage equipment projects and work with the Clean Rivers / MFSA Joint Equipment Committee to procure additional response equipment. The equipment project that Carl says he is most proud of is the Marco Skimming Vessel “John Hartup”. In 2020, he facilitated the purchase of a Kvichak skimming vessel at a discounted price and through 2021 he oversaw the build out and outfitting inhouse, that included many hours of hydraulic and electrical equipment installation. This project was managed so well that it completed $50K under budget and made a top-notch OSRV.

When asked what he likes best about working for Clean Rivers, he responded that he loves the versatility of the schedule. One day you may be in the office and the next day out on the river. In true Carl fashion, he says that he is most proud of the current team of Cooperative staff, and the collaboration and flexibility that the full staff bring.

If you have met Carl Boelter, you know what we mean when we say that he is the heart and soul of the Cooperative. Thank you, Carl, for your years of service to the Cooperative and the Lower Columbia and Willamette River community.

MARITIME COMMERCE CLUB

The Maritime Commerce Club was honored to continue its tradition of choosing an Old Salt. Originally started by the Portland Shipping Club in 1958, the Old Salt Award is presented to someone who has advanced the Willamette and Columbia River maritime industry through their dedication and service. The 66th Old Salt is Kent Roberts of Schwabe, Williamson & Wyatt, LLC.

Kent’s colleagues and friends at Schwabe, attempted to list off all his accomplishments but in the end decided “it might be easier to list the significant Pacific Northwest maritime matters that Kent hasn’t had his hand in over the last four decades.” Kent was described as an expert almost without equal on all things admiralty. More importantly, he is likely to advise his clients in ways designed to get matters resolved as quickly and amicably as possible, so that the vital work on waterways busy with commercial traffic can continue. Rob Rich, Old Salt 2020, had this to say: “Whether he is delivering national level speeches or holding a local worry wart’s hand on a minor contract issue, Kent easily shares his grace and humility to all.”
