2023 DUNES BUGGY SCHEDULE

This year the Dunes Buggy service will run Monday March 13, 2023 through Labor Day. For the month of March, the buggy will operate 10am to 8pm. Starting in April, the hours will change to 8am to 9pm.

The Palmetto Dunes Buggy is an ondemand service that provides courtesy transportation throughout Palmetto Dunes, Leamington, and Shelter Cove. During a typical season, the Buggy services more than 50,000 passengers.

This service is available to residents and guests. The Buggy provides transportation to the beach, golf courses, restaurants, shops, tennis courts, as well as Shelter Cove Harbour, Shelter Cove Towne Centre, and the Plaza at Shelter Cove.

CEO's Report

As we approached the end of our current Strategic Plan, the Board of Directors and Administration felt the need to embark on a new plan to guide Palmetto Dunes’ direction for the coming years. The past few years have brought tremendous change to our world and was an impetus for Palmetto Dunes to evaluate its current mission, vision and values as well as the topics of importance to our community. Ownership in Palmetto Dunes has changed significantly in the past few years, opening the doors for tapping into new ideas and experiences.

The Strategic Planning Team was selected from many applications submitted by members interested in being involved in the process. The team was Chaired by Board Member Becky Brumley. Team members included Alice Bettencourt, Jerry Bowling, Lisa Carpenter, Terence Casey, Derek Dalton, Paula Eardley, Daniel Ekberg, Scott Imhoff, Steve Laskowski, Charles LoPresti, Cynde Moss, Kelly Schibler, Dawn Schlich, and Andrew Schumacher.

Sandy West, the facilitator from the previous strategic planning process, was retained to facilitate, guide, and lead the team through the process this past year. The team rolled up their sleeves and dedicated many hours of their time both in meetings and homework. They brought energy and enthusiasm to the table, all while listening to the desires of their fellow owners for the future of Palmetto Dunes. The team developed

a community survey that was then implemented by a local university to gather data on owners’ history, experiences, and desires for Palmetto Dunes.

In order to gather a wide range of opinions and feedback and be inclusive, we invited owners, as well as key stakeholders in the community, to attend engagement sessions. Each session engaged a different group of important individuals: owners, commercial partners, community leaders, property managers, short-term rental companies, and realtors. They were asked to share their honest and candid opinions about Palmetto Dunes and to give their thoughts on what is effective, appealing, and desirable about the community. Participants were also asked to offer suggestions on what could make Palmetto Dunes an even more desirable place to live, invest, work and play.

Four key areas of focus and 2-3 action items were identified for the core of the plan. At this past February's Board Meeting, the Board adopted the 2023-2027 Strategic Plan with the goal of rolling out committees for each of the four key strategic initiatives in phases.

The Association will be soliciting owner feedback on the action items through a member comment period. We are seeking feedback on what tactical goals should be pursued under the four strategic initiatives.

Thank you to all those who served on the Strategic Planning Team, and all who participated in the engagement sessions and community survey. Without you we would not have the vision we have for the future of Palmetto Dunes.

Controller's Report

The Association is responsible for the operation, security, and maintenance of the common property within the development. Palmetto Dunes consists of 2,172 residential properties and several commercial properties.

The Association’s primary sources of operating revenue are from assessments, security contracts, and gate fees. In 2022, the Association managed operating revenues of $9.43 million, operating expenses of $6.1 million, and employed approximately 50 full-time employees.

2022 was another successful year for the Association. Some financial highlights of 2022 are:

• As of December 31, 2022, NO homeowner assessments were outstanding!

• The unaudited operating revenue was 3.93% above budget.

• The unaudited operating expenses were 1.38% under budget.

• 180 closings occurred in Palmetto Dunes. These closings resulted in Community Enhancement Fees of $1.1 million.

For the year ending December 31, 2022, approximately 37% of the total revenue (does not include unrealized and realized gains) for the Association came from residential assessments. The 63% of other revenue was from a variety of sources.

The three main other revenue contributors are the fees collected at the Pass Office, the commercial assessments charged to the businesses within Palmetto Dunes, and the Community Enhancement Fee.

Total operating expenses (excluding depreciation) were approximately $6.1 million. These expenses are comprised of a variety of items, but the most significant items are:

• Salaries & Related Payroll Expenses$3,430,000

• Insurance - $724,000

• Landscape & Grounds - $283,000

• Professional Fees - $269,000

• Dunes Buggy - $270,000

The Association will continue to strive to be one of the best residential resort communities. Over the next several years, Management, the Finance Committee, and the Board of Directors will strive to accomplish

this through the following:

• Building a strong engaged community

• Modernizing Infrastructure

• Building beneficial relationships with commercial partners

• Enhancing stewardship to increase sustainability

Over the next several years, I look forward to working with Management, members of the Finance Committee and the Board of Directors on making Palmetto Dunes a wonderful place to live, vacation and work.

Bridge Replacement

The vehicular bridges within Palmetto Dunes were originally constructed between 1970 and 1979. Our current Bridge Replacement Program aims to methodically replace these aging structures within our 50-plus-yearold community. As we begin the new year and close out the final phase of our most recent bridge replacement project on Sea Lane, we will realize 50% completion of this capital-driven program that was introduced in 2014. This milestone allows the team to reflect on past successes and lessons learned while we redefine our approach for the remaining bridge replacement projects.

In 2012, the Association commissioned an Infrastructure Assessment to evaluate the roadways, bridges, and bulkheads within Palmetto Dunes. This assessment was driven by initiatives respective to our Reserve Study and the associated Repair & Replacement Fund. The goal was to provide the POA with a professional opinion of the subject matter infrastructure to ultimately assist with financial forecasting. The high-level assessment of the vehicular bridges that was conducted during this time spawned the need for a more in-depth study of the major structural elements.

Based on the findings of the infrastructure assessment that was conducted in 2012, the Association hired an engineering firm to conduct a comprehensive Vehicle Bridge Assessment in 2013. The scope of this evaluation was to conduct visual inspections and provide repair recommendations for the community’s 12 vehicular bridges. This report provided the Association with a “road map” for the bridges' maintenance, repair, and replacement. The recommended “short-term” repairs were proposed to extend the useful service life of the bridge

structures by approximately five years. The scope of suggested repairs included wrapping the wooden structural piles to minimize further deterioration, cross bracing the interior bents to improve structural rigidity, concrete repairs to address spalling and cracking issues, and bulkhead repairs to ensure foundational stability.

In lieu of implementing the significantly evasive short-term structural repairs, the organization opted to establish a Bridge Replacement Program, as all the bridges were nearing the end of their useful lives. Beginning in 2014, the first bridges to be replaced were those on Starboard Tack followed by Queen’s Folly,, and the two bridges on Port Tack. In 2022, we began construction on our most recent bridge replacement project on Sea Lane. Including the Sea Lane bridge, which is scheduled for completion by April 1, 2023, the POA has replaced 6 of the 12 vehicular bridges within our community.

In accordance with the Association’s directive to ensure the most cost and time-effective methodology for replacing bridges with a minimal impact on the community, in late 2022 we began the process of exploring alternative bridge designs. Per recommendations from a former board member and current Palmetto Dunes resident, the Project Management Team engaged reputable bridge construction and engineering firms, along with a bridge structure supplier, to formally evaluate a new design and construction methodology. During the first half of 2023, the organization will continue to explore the feasibility of a new bridge design, with clearly defined directives to formally engineer and cost the proposed new bridge system.

The team expects to complete the de-

sign, review, and cost-estimating process by late June of this year. During this formal review process, the organization will also evaluate other critical factors such as project duration to fully vet all aspects of the proposed new design before formalizing the path forward.

In parallel with our directive to explore a potential new bridge design, the Projects & Facilities team will begin performing in-house inspections of the remaining 6 original bridges to assess and document the current structural conditions. These self-performed inspections will closely mimic the evaluation criteria that were utilized during the formal Vehicle Bridge Assessment conducted in 2013. The data compiled from the inspections will verify the current conditions and provide a new baseline for calculating the remaining useful life of the structures. If critical concerns are noted during the inspection and assessment process, the Association may choose to engage a structural engineering firm and commission a formal assessment. Additionally, as a means of exercising best practices, our new Project Manager, Alexis Cook, is actively establishing a formal routine bridge inspection process.

As our Project Management Team navigates these critical infrastructure initiatives in the coming years, we will remain focused on delivering exceptional outcomes that are driven by the best interests of the community. Audubon Christmas Bird Count

The Audubon Christmas Bird Count is an early winter snapshot of bird populations. Audubon and other organizations use data collected in this long-running wildlife census to assess the health of bird populations and to help guide conservation action. The Palmetto Dunes team is part of the Hilton Head 15-mile diameter circle, one of about 2,600 count circles in over 20 countries in the Western Hemisphere. On December 14th, the Hilton Head count had 379 participants who identified 135 species and 27,609 birds.

The Palmetto Dunes team of 27 birders covered all three golf courses, the lagoon, the beach north to the Folly inlet, Shelter Cove, Newport, Disney and a few miles out over the ocean viewed from a Marriott balcony with a spotting scope. Several participants also counted birds at their backyard feeders. We counted a total of 74 species and 1,667 birds, a little below our average.

We had some interesting repeats from past years, including three Roseate Spoonbills, a Northern Gannet, two Common Loons, 17 Piping Plovers, four Yellow-throated Warblers and a Hermit Thrush. Another cool sighting was a Spotted Sandpiper at the edge of the retention pond at Newport. We have now seen one in the exact same spot for six years in a row! It blended so well with the pond wall that even four of us with binoculars had trouble finding it. But there it was!

The next count is Friday, December 15, 2023. In the meantime, enjoy watching our fascinating birds!

JENNIFER FIELDS 30 YEARS AT PALMETTO DUNES!

Jennifer Fields joined the Palmetto Dunes staff in 1993 and says she's enjoyed it so much, she's never wanted to leave. Jennifer brings a caring spirit and infectious laugh that makes everyone smile when she's in the office.

What do you do in a typical day? Interact with owners and vendors coming through the pass officeissuing decals and answering questions. People ususally recognize my voice when I pick up the phone and say, "Is this Jennifer??"

What do you like most about your working at Palmetto Dunes POA? I enjoy meeting new people, and laughing!

What would you do for a career if you weren’t doing this?

I would probably be doing something in the medical field. I really like helping people, but didn't want to deal with

blood! I was also interested in social services.

Where are you from?

I'm from Walterboro, but I'm a Hilton Head person now.

What do you like to do when you aren’t working?

I spend a lot of time with my 7-yearold grandson, Tavis. He also lives on Hilton Head. I also really like Tyler Perry movies (my husband offers me $1 to change the channel!) I'm really close to my co-workers-we like getting together and going out to dinner.

What is a fun fact about you people may not know?

I try to be a comedian!

ALEXIS COOK

Alexis Cook joined the Association in January as a Project Manager. She recently moved back to the area from Colorado where she had been working for the City of Greenwood Village as a Project Manager for the Public Works Department.

On February 9, 2023, Palmetto Dunes held a luncheon to recognize five security officers for being appointed/promoted. The promotion process included a written test, a written management assessment, and an interview. Listed below are the officers who were appointed/promoted:

Rick Miller was appointed to the rank of Captain and serves as the Administrative Services Manager. In this position, he will be managing the pass office and gate operations.

Chris Outlaw was appointed to the rank of Lieutenant and serves as the Duty Officer for the Bravo and Delta shifts.

Kelvin Simmons and Tevin Greene were promoted to the rank of Sergeant and Veejay Davis was promoted to the rank of Corporal.

All these officers are well deserving of these advancements and will serve the leadership team and community with honor. As you see these officers, please congratulate them on their accomplishments.

Alexis is a graduate of the Michigan Technological University College of Engineering and previously worked as a Civil Engineer at the Town of Bluffton and as a Stormwater Engineer at the Town of Hilton Head before moving to Colorado.

COMMUNITY WELLNESS WALK

The projects and facilities team has started monthly Community Wellness Walks. The goal is to promote health awareness while also assessing the "wellness" of the community and its infrastructure.

Each month, the team will be focusing on a different area of the community. If you happen to see the group on one of their walks, please feel free to join them, as they also hope to promote community via this wellness-driven team event.

ARB Reminders

Final Project Step

Most exterior work that required an ARB permit most likely required a refundable compliance deposit to be paid prior to the issuance of the permit. Homeowners agreed to this when signing the application for an ARB project that subjected their property to an overall ARB inspection. If deficiencies were found, the homeowner was informed of them and agreed to address those items to bring their property to the current ARB standards. An ARB project approval is a two-way commitment. The homeowner is committed to improve their property, and the ARB is committed to monitoring the project and ensuring that the property will meet the ARB guidelines and overall expectations of Palmetto Dunes upon completion.

A homeowner cannot request a final inspection to close the project out and have the compliance deposit returned until, not only the primary project is completed, but any additional compliance items that were brought to the owner’s attention have been completed. In some cases, the homeowner does not call for a final inspection or respond to ARB requests about the project’s status. The project cannot be closed out until a successful final inspection has been completed.

Please do your part and make sure you, or your contractor, request a final inspection after you have completed

your project!

New Design & Construction Guidelines

The ARB’s D&CGs went into effect on January 1, 2022. At that time, the ARB committed to a 9-month review. As a result of the review, and feedback we received, the Board approved the recommended amendments presented at January’s Board meeting. These amendments included:

• Language to bring fire pits into alignment with the Town of Hilton Head Island’s Fire Rescue recreational fire regulations.

• Color staining/painting driveways will also be treated as painting a home where a paint application must be submitted, and a sample provided.

• Require digital color image of a new build or significant remodel at the start of the project so that the final product is very clear from the beginning of the approval process.

• Should a homeowner wish to conduct any major renovations or additions to their existing, non-compliant property, a variance request must be submitted for the future work to be approved by the ARB.

Reminders

All dumpsters must have an ARB permit displayed. Even if you are only doing interior work, which does not require an ARB permit, if you require a dumpster onsite for the interior project, an ARB dumpster permit must be obtained.

Almost all exterior work requires a permit. Please make sure, before the work begins, that you have an ARB permit and that it is posted onsite, visible from the street (on a window or door; not on a tree). It is the responsibility of the homeowner and contractor to ensure the permit remains posted and current. If the ARB permit is about to expire, and you are still working on the project, please make sure you have the permit extended with the ARB prior to the expiration date; allowing ample time. Working without a permit, without a posted permit, or with an expired permit may result in a fine being issued.

Short-Term Rental Requirements

What You Need to Know for 2023

The Town of Hilton Head Island has implemented new requirements and regulations for short-term rentals. All shortterm rental owners are now required to have a permit in addition to a business license to operate within Town limits. Below are some resources and guidelines to assist with the new requirements.

Palmetto Dunes Requirements:

• Each rental property must be registered with the Palmetto Dunes POA. Registrations are valid from January 1st through December 31st of each year. The registration portal can be accessed through pdpoa.org/str.

• This is a new system, so unless you have registered after April 1, 2022, a new account must be created. To register, you will need your owner PIN and use community code: PDPOA.

• If your property has a unit number, register with the unit number, not the street address. Example: use 123 Ocean Cove, not 25 Ocean Lane #123..

• If you do not receive an approval or rejection email, please check your junk mail folder. If a rejection is received, you can login and edit your rentals. You do not have to start over again.

Hilton Head Island Requirements:

• Business License: If you already have a business license, the Town mailed out renewal forms in February as it is due by April 30, 2023. If you do not have a business license, you will need to apply for the 2023 Business License. The application can be accessed on the Town's website: hiltonheadislandsc.gov/business/shortterm.cfm

• Rental Permit: You should have received correspondence from The Town with your account information and instructions on how and when to apply.

• Site Plan: You will need to upload a site plan with your short-term permit application, only if you own a singlefamily home.

The Town of Hilton Head Island has a short-term rental FAQ page with additional information about the new guidelines available on the Town's website.

Short-term rental property owners can download community rules, as well as information on alligator safety and lights out for sea turtles to share with their guests on the Association's website at pdpoa.org/str.

Palmetto Dunes Cares is excited to announce a FOOD DRIVE that will benefit the Sandalwood Community Food Pantry located on Hilton Head Island.

Please drop off donations to the Palmetto Dunes Administration Office from March 20-31 from 8am-4pm. On April 1, additional donations will be accepted in Shelter Cove. Look for the Collins Group Realty Truck that will be parked in front of the King Neptune Statue from 8am-noon.
