Welcome Welcome to PCYC Queensland Outside School Hours Care (OSHC).

As the Approved Provider, PCYC Queensland has certain responsibilities under the Education and Care Services National Law Act 2010 and Education and Care Services National Regulations 2011.

PCYC Outside School Hours Care services follow policies, procedures, and guidelines to ensure that every reasonable precaution is taken to protect children in our care. Our policies and associated documents address a broad range of issues and we encourage you to view these policies at our services. PCYC Queensland policies are developed and reviewed through a consultative process with input from families, Educators, and other relevant agencies. Please contact us if you require assistance with translating and interpreting any of our documents.

About Us PCYC Queensland is an award-winning charity, providing youth and community programs, services and facilities.

Our staff and volunteers have been working alongside the Queensland Police Service to meet community and youth needs across Queensland since 1948.

PCYC Queensland’s three pillars of youth development, crime prevention and community engagement underpin all programs and activities and focus on encouraging social inclusion, addressing whole of community needs and positively impact local communities.

For more than 70 years PCYC Queensland clubs have played a vital and key point of engagement for over 50,000 young people each year to have positive experiences, get involved in a wide range of sports and activities and learn from mentors and community leaders. Each of our clubs are uniquely managed by serving police sergeants, enabling clubs to directly meet local community and youth needs with a focus on underprivileged groups.

PCYC Queensland is one of the state’s largest approved providers of outside school hours care (OSHC) with over 100 service locations. We provide care to more than 25,000 children through our school-based and clubbased services through before school, after school and vacation care.

PCYC Queensland values the importance of play in childhood and we are committed to providing programs that assist young people to reach their potential and make positive life choices. Our OSHC services are tailored to each local community and we provide diverse, quality leisure-based experiences supported by a centralised model focusing on the social, emotional and physical development of the young people in our care.

Families are encouraged to provide feedback and suggestions directly with the service Educators or with PCYCÂ Queensland.

PCYC Queensland treats all feedback seriously and investigates and responds to all complaints received. Program Philosophy PCYC Queensland understands the importance education plays in developing and changing the stories of young people by providing a great start for all children, developing every child to succeed, maintaining and providing safer communities and providing responsive services through agile, educated and innovative Educators.

Each PCYC Queensland OSHC program is developed to include a balance of play, learning, respect, awareness, safety and leadership to help all children have access to a great start, see every child succeed, provide a safe and fair environment for development through capable and confident Educators delivering responsive and agile services.

PCYC Queensland develops a program to match the objectives of schools, children, families, Educators, teachers, community and support groups and organisations.

Enrolment and Fees Enrolment Process Initial Enquiry Initial enquiries can be made by contacting the service either via phone, email or through our website.

Complete an enrolment enquiry email to provide the service with the information to set you up with a My Family Lounge account. The service may ask you for more information regarding any additional support requirements needed.

Enrolment Form After your enrolment enquiry has been processed you will receive a link to your My Family Lounge account for you to complete the full enrolment form, and permanent booking request through the My Family Lounge website.

Family Orientation Organise an orientation so you can become familiar with the service.

You will be invited to discuss your enrolment, be informed of the service routines, meet Educators and have your questions answered.

Booking Management Download the My Family Lounge App. You will be able to manage your casual bookings, record absences, make cancellations, change payment details through this app.

MyGov Once your enrolment has been created by PCYC OSHC at the family orientation you will be able to log into MyGov and accept your CCS enrolment. This will enable you to apply any subsidy entitlements to your account.

Any changes to contacts details or your enrolment information can be made through the My Family Lounge website.

If you need to move your enrolment between PCYC OSHC services, you can also do this through the My Family Lounge website.

The app can be downloaded from Google play or App Store.

Permanent bookings Book set days every week that will carry on throughout the year (can be altered any time as required).

Casual bookings Make a booking at any time online, based upon your needs and having the flexibility to book in when spaces are available.

Child Care Subsidy Child Care Subsidy (CCS) is paid directly to providers to reduce the fees you pay. The amount you receive is based on your specific circumstances. If you have queries about your entitlements, you can check with your Centrelink online account through myGov or contact Centrelink directly. You may be eligible to claim Additional Child Care Subsidy (ACCS) if you meet the criteria for child wellbeing (families who require practical help to support their children’s safety and wellbeing), grandparent subsidy, transition to work subsidy or temporary financial hardship.

You will need to provide PCYC OSHC with the following information: ■ Your Customer Reference Number (CRN - issued to you by the Family Assistance Office) ■ Your child’s CRN ■ Your date of birth (CRN Holder) ■ Your child’s date of birth The CRN Holder will then be notified of the enrolment notice (accessed via Centrelink, express mobile app or via myGov) where they can confirm, dispute or reject the enrolment. Once the enrolment is confirmed, entitlements can be calculated, until subsidies are applied to the account parent/carers are liable for the full fee.

Families are only entitled to CCS payments on 42 absence days per child, per financial year. In shared care arrangements, the allocation of 42 absences per financial year relates to the child, not each individual claimant.

Families are not entitled to CCS until the first day the child physically attends the service and are only entitled to the last day the child physically attends the service. Non-attendance on a first or last day of care will result in the full fee being charged for that session.

An enrolment will automatically cease for CCS where a child does not attend a session of care for 14 continuous weeks. If the last day was an absence, CCS will automatically withdraw the CCS paid to the service (this may occur after 14 weeks). Families should always review their care arrangement after an extended break between sessions of care, to ensure it is up to date and both parties continue to agree on the terms of the arrangement.

When enrolling in a PCYC OSHC service you will need to select the type of arrangement you want to enter into:

Terms of Payment Our service aims to provide a quality and affordable program to families.

PCYC Queensland’s preferred method of payment is via direct debit. If an alternative payment method is required, please speak with your service Coordinator.

Monday A statement will be issued to your nominated email address on Monday each week.

Wednesday Direct debit payments will be scheduled to be made on Wednesday of each week.

Friday All accounts must be paid to the end of the current week of attendance by the Friday in the week the account is issued.

If a payment is not received by the Friday on the week the account is issued you will receive a call from the service requesting immediate payment.

■ Where a payment is unable to be made continuation of care will require the development and implementation of an authorised Payment Plan (all payment plans require the outstanding amount and gap fee to be recovered within a 4-week period).

■ Where an account is more than 14 days overdue, care may be suspended due to non-payment of account.

■ Where fees have not been collected, PCYC Queensland refers debt to an external debt collection agency to undertake debt recovery. Recovery fees for the debt collector will be passed onto the parent/carer and any payments or queries will need to be made to the debt collection agency.

Service Procedures Service Access Our services are open to School Age Children. This means that your child must be enrolled or registered at a school and attends, or in the current calendar year will attend school. Children commencing Prep can attend the service from the 1st January in the year the child is enrolled to attend Prep.

When prioritising vacancies all PCYC OSHC services will consider: 1. Children at risk of serious abuse or neglect 2. Child of a sole parent/carer who satisfies, or parents/carers who both satisfy, the activity test through paid employment 3. Consideration will be given to child attending the hosting school, prep and primary school age children, a sibling of a child currently routinely attending the service

What to Bring □ Hat PCYC Queensland follow SunSafe practices, you will need to ensure you bring a broad-brimmed hat. □ Homework Items If your child has homework to complete, they will need to bring what is required to undertake these tasks. □ Food items You may be required to bring some food depending on what is provided at your service or if you require additional dietary requirements. □ Sunscreen If you have alternate sunscreen due to allergies or sensitive skin. □ Personal medication Please ensure this is in the original packaging, with a pharmacist sticker and is handed to an Educator. □ Water bottle While in attendance at the service your child should be wearing sun smart clothing (sleeves that cover shoulders) and enclosed shoes.

What Not to Bring x Children are only allowed to bring appropriate belongings as determined by the service. x PCYC OSHC services on school sites will follow the school rules as to what is deemed appropriate. x Any items brought from home for programmed activity days, should be done solely at the discretion and responsibility of the parent/carer and the child.

Arrivals and Departures Children are required to be signed in and out of the service through our digital sign in/out system QK Kiosk.

Signing your child in for the first time:

1 Insert your phone number using the Kiosk touch screen

2 Sign in with PIN code 0000 then set up your own unique PIN and confirm new PIN

In addition to this, you will have the ability to confirm any missed attendances and recorded absences. You will also be able to view and acknowledge any important messages from the service.

If additional family members or friends are recorded in your enrolment form and are allocated as ‘authorised to collect’ they will require their own log in detail (phone number and PIN).

For your child’s safety, only people authorised in writing on your enrolment form can collect your child. For any last minute’s collections, you will need to send the service an email, including the person’s name and address. The person will need to bring photo ID into the service to check their identification upon collection.

Where you indicate that there are legal documents or orders in place that may impact on the service’s ability to implement our duty of care for your child, you are required to provide us with these documents. Legal documents may include court orders, parenting orders, or parenting plans. If you do not provide or refuse to provide any of this required information, PCYC Queensland may reconsider providing care to your child as we may not be able to meet our duty of care requirements.

Transport Some PCYC OSHC services operate transport or a walking bus to collect or deliver your children to or from school. In these instances, you will need to complete, through the Enrolment Form, a Transport Permission Form for your child to be transported in a PCYC Queensland vehicle.

The following procedures are in place for our Educators and drivers to ensure the correct children are collected each day: ■ You will be required to have a booking with the service for the children to be collected by PCYC OSHC. If your child arrives without a booking and there are not enough seats, or an additional child jeopardises the ratio we will be unable to take care of that child and we will hand over the child to the school.

■ You can book at a transport service through My Family Lounge app up until: » 9am on the morning of for After School Care » 5.30pm on the evening before for Before School Care » After these hours you will need contact the service to book your child into the service for them to be added to the bus roll.

■ If you do not require care on a particular day, we ask you notify the service as soon as you can so that we don’t spend time contacting you to locate your child. Unnecessary phone calls significantly impact our other vehicle collections for the session. Parent/carers will incur a non-communication fee to locate your child.

■ Children are required to comply with the safety requirements of travelling on a PCYC Queensland vehicle if we have any concerns regarding your child’s behaviour we will immediately discuss our concerns with you, which may include the service considering the ability to continue to transport your child.

Additional Support Requirements PCYC Queensland endeavours to provide an inclusive environment for each child with additional support requirements, that allows the child to fully participate in the program. PCYC Queensland acknowledges that additional support requirements arise from different causes and these causes may require different responses, which could be temporary or ongoing. The educational program at each service contains inclusive practices where Educators work with families and relevant professionals to ensure that the child has the ability to participate in the program at all times.

Some children may have high support or additional needs which must be met if they are to safely participate and enjoy the program. These children will have an observation in our care environment while we meet with you to gather information regarding site specific additional support requirements.

A Child Support Plan can be developed to assist Educators in implementing inclusive and consistent practices for that child within the service. A Child Support Plan will be developed in collaboration with the parent/ carer, Educators, the school, support services and previous care providers to develop these practices.

Services may utilise an external professional support inclusion agency to provide tailored inclusion advice. This will enhance the child’s sense of belonging within the service and will create a sense of safety and security. If your child has an NDIS plan or NDIS will be used during OSHC please provide this information to the service.

PCYC Queensland will then review the barriers that impact the specific service and proposed strategies and actions that could assist with inclusion. PCYC Queensland and the service will do their best to incorporate all children but will not jeopardise the safety of your child, the other children in our care, or our Educators. If an acceptable level of safety cannot be provided, you may be required to assist in the program, or to make other suitable arrangements for your child.

Parent Participation The service actively seeks and encourages families to be involved in the service. This can range from evaluating and adding input to your child’s program and observations, volunteering within the service and sharing skills and experiences that the children and the program will benefit from.

Your ideas, experiences and skills are greatly valued and will enable us to extend each child’s interests, abilities and knowledge. We welcome families to talk to the service about their occupation or hobby such as music, craft or cooking for example, as we can incorporate this into our program and explore ideas which can turn into activities providing valuable learning.

We invite your home culture into our service and would greatly appreciate if you were able to share with our service aspects of your culture and routines that would assist us in supporting your child.

Workplace Health and Safety We welcome all feedback regarding the safety of our service. If you see something that concerns you regarding safe work practices, the safety of building and equipment or general Work Health and Safety, please contact the Coordinator immediately.

Conditions of entry All care has been taken by PCYC Queensland to provide a safe and healthy workplace for Educators and a caring and supportive environment for children and families. PCYC Queensland has expectations of conduct whilst attending the service. These are clearly outlined below and are to be followed at all times.

An individual cannot be present at the service during operational hours unless they are either; ■ In possession of a Working with Children Check, ■ The parent or family member of a child attending the service (unless limited by a court order), ■ An authorised nominee of a child attending the service, ■ Medical or emergency services personnel in the case of an emergency, or ■ Under the direct supervision of an Educator or other staff member of the service.

All families and visitors must comply with the opening and closing times of the service.

PCYC Queensland has a zero tolerance to illegal or illicit drugs.

Parents and carers must not present as intoxicated or under the influence of either drugs or alcohol to the premises.

Smoking and using e-cigarettes are not permitted in all PCYC Queensland premises.

Disorderly, disruptive, inappropriate or anti-social behaviour including offensive or abusive language will not be tolerated.

The service will follow the conditions of applicable court orders, parenting orders or parenting plans as they apply to their children.

Fees must be paid in accordance with the Fee Management Policy to allow access to the program.

Parents and carers are to communicate appropriately with Educators and children while on premises.

PCYC does not accept responsibility for personal property brought into the service.

All personal property is the responsibility of the owner.

Parents and carers will not discipline the children of other families, verbally or in any other way.

When concerned in relation to the conduct of another child, family or Educators, parents and carers will follow the PCYC Queensland Complaints and Feedback Policy.

Bags and personal items must be stored where they will not present a risk to others.

!

Any hazards (a situation or objects that has the potential to harm someone) or incidents (an event that does or has the potential to injure someone) observed must be reported to Educators immediately.

If at any point PCYC Queensland believe that a risk is posed to the safety, health or wellbeing to children or Educators, conditions of entry have been breached or where the lawful directions of Educators are not followed; PCYC Queensland reserve the right to suspend access or cancel an enrolment.

Medical Information Medical Conditions

Infectious Diseases

Medical conditions are a shared responsibility, commitment and accountability by both the service and parent/carers to ensure individual children’s health care needs are met.

To minimise the spread of infectious disease the service refers to the minimum period of exclusions as recommended by Staying Healthy: Preventing infectious disease in early childhood education and care services (5th Edition). It is a condition and a term of enrolment that if your child develops symptoms of an infectious illness or condition while they are in attendance at our service, your child will be removed from contact with other children (if possible) and you will need to collect or arrange the immediate collection of your child. If, when dropping your child off at the service it is apparent your child has an infectious illness or condition your child will not be accepted into care. A medical certificate/clearance may be required before the child is re-admitted to the service. Where any child in our service has a confirmed case of an infectious illness, families of the service will be notified.

Before the child attends the service: ■ Indicate on your Enrolment Form the child has a medical condition ■ Participate in development of a Medical Management Plan relevant to your child’s specific health care needs, allergy, or medical condition ■ Medical Management Plans for diabetes and epilepsy are required to be signed by a medical practitioner ■ Authorisation for administration and supply the service with medication where necessary Attendance will not be accepted where the parent/carer has not: ■ Participated in the completion of a Medical Management Plan ■ Service has not been provided with the child’s life saving medication While the child attends the service: ■ Inform the service of any changes related to the nature or management of the medical condition ■ Participate in the review of your child’s Medical Management Plan ■ Continue to provide authorisation and supply of medication where required

Medication To administer medication to your child, the medication must meet the legislative requirements which includes.

■ Medication is in its original packaging labelled by a registered health practitioner or a pharmacist label which indicates the child’s name, administration instructions such as dosage, frequency of administration, date of dispensing, expiry date and appropriate storage instructions ■ Medication is current and in date ■ Authorisation by the parent/carer on a PCYC OSHC Medication Form

Medical Emergencies It is a condition and term of enrolment in a PCYC OSHC service that Educators will provide first aid, obtain (as required) medical attention from a registered medical practitioner, hospital or ambulance or where required will administer such emergency medical treatment as is reasonably necessary. In this instance we will notify you or your emergency contacts; therefore, it is important to make sure your emergency contacts are up to date.

Program

We recognise the importance of play for children. One of the primary objectives of our program planning is to support the natural play that children initiate and engage in spontaneously. Children’s right to play and the value of child-initiated play are acknowledged in a way the environment and programs are structured and, in the opportunities, provided to children to play in their own time. Creative, self-directed play provides children with a safe, stimulating environment and the time to explore, experiment and express themselves. All children will be heard and viewed as active decision makers within the program to ensure that we promote their sense of agency and enable them to make choices that influence events in their world. We encourage you to provide activity ideas or the interest of your child and the service will endeavour to incorporate these into the program.

The educational program and practice of our service is informed by My Time Our Place, the approved learning framework for school age children attending Outside School Hours Care services.

We offer a range of activities each day that include: ■ Social play ■ Physical activity ■ Life skills and cooking activities ■ Sustainability ■ Cultural activities

Homework The service will provide adequate time, resources, space, and supervision by Educators to enable your child to undertake their homework tasks. Children are encouraged to complete their tasks autonomously and are provided the space and time to independently complete their homework. Where possible children can be assisted by the Educator or their peers. Unfortunately, it is not in the capacity of an Educator to sign off on completed homework. Please provide the service with information as to whether you would like your child to complete their homework while they are attending the service.

Food Our daily menu is displayed in the family area, families are encouraged to provide recipes and menu ideas to the service, and we will endeavour to incorporate these into our menus for the children. By adhering to the Smart Choices guidelines PCYC OSHC encourages and promotes the health and wellbeing of children through a healthy, nutritious, culturally diverse diet and, in particular, through providing positive learning experiences during snack times where good nutritional foods and habits are developed in a happy, social environment. If your child requires individual dietary requirements for medical, cultural, allergies or intolerances please inform the service.

Where we are notified of a child with food allergies, or intolerances, we aim to reduce as much as possible any risks for those children and ask that you assist us in reducing these risks by not providing food that contains known allergens for children attending the service.

Where children in our service have anaphylactic allergies, these foods will be displayed in the service family area.

Extra-curricular Activities

Staffing

Some families may wish for their children to attend extracurricular activities provided on the school or club ground.

If a child is required to attend these activities written authority must be given prior to the commencement of the activity on a PCYC OSHC Extra-curricular Activity Permission Form. Please provide adequate notice for this to occur, so we can maintain ratio requirements.

All Educator qualifications and Educator to child ratios are in accordance with or better than the guidelines set in the National Quality Framework. PCYC OSHC services will always have a minimum of two Educators onsite at all times regardless of the number of children attending. This policy is strictly adhered to and is put in place to protect both the children and the Educators.

In each of our services children and Educators are led by a suitably qualified and experienced Coordinator who is responsible for the day to day management of the service. All Educators hold a Working with Children Suitability Card (Blue Card) and may hold a qualification from a range of relevant qualifications set out in the National Quality Framework.

Each service has an allocated Responsible Person appointed to oversee the day to day operations. This person will be identified at the service and available as the first point of contact to meet with families and the child to discuss the service, their child’s needs and to answer any questions.

We expect all Educators to conduct themselves in a way that is professional and in accordance with the PCYC Queensland Code of Conduct. Our employees are expected to actively demonstrate a positive attitude and personify the PCYC Queensland vision and values.

Child Protection

Behaviour Support

In accordance with Child Protection (Mandatory Reporting – Mason’s Law) Amendment Act 2016, early childhood education and care professionals in our service are mandated to report child safety concerns to Child Safety, where there is a reasonable suspicion that the child has suffered, is suffering, or is at unacceptable risk of suffering, significant harm caused by physical or sexual abuse, and there is not a parent/carer able and willing to protect the child from harm.

Each service has rules, expectations, and consequences to ensure a consistent approach to behaviour management. The service will consider the child’s support requirements and implement strategies that promote inclusion. In situations where a child is diagnosed or requires additional support requirements a Child Support Plan will be developed in collaboration with the family, school, support services (if applicable) to develop support strategies.

Incident, Injury, Trauma and Illness

If incidents occur where a child’s behaviour causes or may reasonably cause physical danger, property damage, potential emotional harm or trauma to themselves, other children or Educators the family will be contacted to collect their child immediately. At this level of behaviour intervention PCYC Queensland reserves the right to suspend children from attending the service.

If your child is injured, suffers a trauma or where there is an onset of apparent symptoms of an illness, the service will make contact with you as soon as possible and no later than 24 hours after the occurrence.

Our service adheres to strict legal requirements for recording and reporting incidents, injury, trauma and illness which may include reporting through to our Regulatory Authority (Office of Early Childhood Education and Care). An Incident Report or Incident, Injury, Trauma and Illness Record relating to your child will be provided to you for signing and then placed in your child’s file.
