VI Astana Economic Forum In addition, this strategy is generally not conducive to stability in the labor market, insufficiently stimulates the advanced training of human resources (because they are not involved in the sphere of material production where it is more relevant), and restricts economic growth opportunities. According to this issue, it is necessary to prepare a special report within working group of «twenty» and to consider its recommendations during G20 summit. Recommendation 4: Promotion of implementation of the state policy in the sphere of support of innovative cross-sectoral partnership for development of entrepreneurship States should create favorable conditions for investment in innovations by small and medium-sized enterprises and promote the development of crosssectoral partnership in the sphere of enterpreneurship. Ensuring employment Recommendation 5: Flexibility of the labor market. The problem of labor market flexibility is relevant both for countries where the labor market only passes the period of its formation, and for industrialized countries, because it allows to use working time and productive capacities without additional costs. The labor market flexibility provides an opportunity to adapt to changing conditions, the transfer of workers from one form of employment to another. Recommendation 6: Active employment policy. High level of unemployment during the crisis requires reinforcement of the active employment policy. Those who are currently suffering from poverty need help in order to climb the first step of the «ladder of economic development» and to begin to determine the economic future on their own. The set of measures aimed at reducing the level of unemployment should be directed to stimulation of creation of new jobs and employment of the unemployed, retraining of the unemployed population, competitiveness recovery of the labor force. This requires the creation of effective system supporting the development of human capital both globally and on national levels. Recommendation 7: Revision of indicators of sovereign rating. The importance of such indicators is increasing in the sovereign rating, which reflect the quality of social progress. Alongside with well-known macro-economic indicators of national economies’ development (gross domestic product, economic growth rates, etc.) indicators which reflect the social status of the population should also be taken into account. This approach is becoming more and more popular in scientific and expert circles, as well as among politicians.

Employment of vulnerable groups of population Recommendation 8: Promoting employment of people of pre-retirement and retirement age, women and the disabled With a view to ensuring the increase in employment of vulnerable groups of population it is necessary to create favorable conditions and to develop new instruments of state support for empowerment and involvement of people of pre-retirement and retirement age, women and the disabled people in private enterpreneurship. Support tools can be free business training and concessionary terms for lending. Assistance to international development Recommendation 9: The national trade policy and trade negotiations should be aimed at a completely free trade by means of production and technologies, and at the same time according to the latest negotiations as part of the WTO each country should introduce the protection of intellectual property. Institutions trying to provide global management are responsible for identification and negotiating on the removal of obstacles on the way of free flow of technological knowledge, capital goods and financial capital across national boundaries, thereby making the investments in the growth of an ever-expanding process. Recommendation 10: Equal access to qualitative medical services. We call upon G20 countries together with WHO and other international organizations to continue the work on development of the principles of Alma-Ata Declaration on Primary Health Care as of 1978. Primary Health Care indicated in the Declaration still continues to be the best model providing comprehensive services ranging from prevention, diagnosis at an early stage and ending with long-term rendering of medical care with the involvement of civil society. Recommendation 11: Formation and implementation of international living standards of population. We call upon G20 countries to establish a working group on the formation of international living standards of the population in order to provide access to basic goods. Food security Recommendation 12: To elaborate and approve at the G-20 Summit the detailed plan of actions for addressing the global food problem. The objective is to increase food production in the coming years by 70% in order to feed people all over the world. This is a key issue for any country, especially for G-20 countries that account for 80% of food production in the world.
