It only seems like it took forever for Orion Construction to complete the new Bayway Bridge from Isla Del Sol to St. Pete Beach at the Loews Don CeSar Beach Resort & Spa. The new, raised bridge means no more waits while boats go by, so any inconvenience we may have felt during construction will be quickly offset by time saved more frequently. Also, the glimpse one gets of the Gulf of Mexico from the top of the new bridge, a view we’d not seen from the old bridge, makes the completion of the new bridge worthy of celebration. The Bayway Bridge Bash was the brainchild of Mimi Chavin who got a go ahead from FDOT and has organized a 5K sunset run and walk, starting at the Isla Del Sol Golf Course Pool, a VIP party boat, a

Paddle Board Flotilla, and an after party at the Alden Beach Resort on Friday, October 17th. Proceeds will benefit local charities AMI kids and Tampa Baywatch. Plans, which are still evolving are found at baywaybridgebash. com or on their Facebook page. There is a link at www.paradisenewsfl.com. The City of St. Pete Beach has a new city attorney. Andrew Dickman Presently in private practice in Naples, Andrew was picked by the City Commissioners from a field of 13 applicants. He said it was his first try. He was somewhat surprised by the city’s caseload and recent history. While not representing a municipality before, he has sued government entities, so he says he is not unfamiliar with such litigation. He believes many of the cases can

The John’s Pass Seafood Festival October 24 – 26 Start with a smorgasbord of seafood, mix in man’s greatest pastime, fishing. Toss with a generous helping of friendly competition, and finish it off with a heaping of Live Music and Entertainment. That’s the recipe for the 33rd Annual Johns Pass Seafood Festival. Each year the event, hosted by The John’s Pass Village Association, looks to provide visitors with a weekend full of taste bud teasing, sight pleasing, and ear vibrating diversion. With some BIG additions, this year looks to top all others. The first Grouper sandwiches (& over 100 other seafood options) begin serving at 3pm - Friday October 24th. Friday evening, things heat up with Tampa Bay’s Largest Halloween Block Party and Costume Contest for Adults. From 7 - 11pm, over $1000 in cash & prizes will be doled out. Food Vendors, Beer Truck and Full Bar run all night as well! As the sun rises on Saturday, the first ever John’s Pass Seafood Festival “Battle in the Gulf” kicks off. A rodeo-style fishing tournament with a 100% payback, the Battle in the Gulf looks to bring seafood back to the forefront of the festival. Weigh-in and the awards ceremony take place starting at 5pm. Enjoy great local seafood and craft beer while watching the anglers bring in their catch to see how they measure up. Sunday Funday festival goers will revel to the sounds of Island music while watching the intense competition of the Best Seafood Competition Judging. Enjoy the sight, sound, and smell of the Sauce Boss, who earned a verse in a Jimmy Buffett song about gumbo, called “I Will Play for Gumbo.” Watch as he sings, plays, tells stories, and cooks up a big pot of gumbo to be served to the crowd. Following the Sauce Boss, the festival closes out with a performance by the Caribbean Chillers, a Jimmy Buffett tribute band. Entry to the festival is free. PETE COLLEGE Connect Pinellas Suncoast Transit Authority (PSTA) and St. Petersburg College (SPC) kicked off the start of their new Universal Pass (U-Pass) partnership at SPC’s Gibbs campus. St. Petersburg College will pay PSTA a flat annual $75,000 to provide unlimited transit access to more than 2,000 students, employees and faculty at all SPC campuses throughout Pinellas County. The program allows the College students and employees to ride any of PSTA’s around 200 buses and nearly 40 routes simply by showing their SPC ID card when boarding. Thrill St. Pete - By Donna Parrey What possesses Lindsey Lumpkins, a mom with four kids of

her own, to volunteer her time each year teaching people ages 3 to 86 how dance like a zombie? She has been instructing people to perform the Michael Jackson Thriller dance for Thrill St. Pete, an annual tribute to Jackson and fundraising event since 2006. The 2014 performance is benefiting the Heart Gallery of Tampa Bay, supporting the adoption of older and hard-to-place children. Zombie workshops are scheduled at Suncoast Dance and Music Academy, 290 9th St. N. (MLK), St. Petersburg, throughout October. St. Petersburg’s local flash mob dance is part of the worldwide Thrill the World event thar unites zombies in dance at precisely the same time all over the globe. Thrill St. Pete will take place at 6pm on Saturday, October 25, in South Straub Park, so come out & support the Heart Gallery of Tampa Bay by participating in or watching this fun spectacle! We had great weather and all the volunteer boaters, snorkelers, kayakers, SUPers, and canoers did an amazing job surveying their assigned sites throughout the bay in search of the elusive Bay Scallop. Thanks to the 192 volunteers and staff who

participated, 112 scallops were found, more than doubling our 2013 total of 51 scallops! Our hearts go out to the residents of Cabo, the resort area of Mexico brutally hit by Hurricane Odile, and our prayers of thanks go out to our Lord for keeping us once again safe. Paradise NEWS returned to its monthly frequency after our traditional two bimonthly summer issues. We are planning a distribution expansion beyond John’s Pass into Madeira beach and the Redingtons again in November, as we did earlier this year in March and April. Our public event calendar is filling up with Thursday night movies in Straub Park downtown and Friday night concerts in Horan Park, St. Pete Beach, throughout the month of October. The 2nd annual Chowder Challenge at Pass-a-Grille is the 9th of November in Pass-a-Grille’s Hurley Park from 1-5pm, brings two dozen restaurants together to compete for the best chowder and the “Golden Ladel,” to benefit the Gulf Beaches Historical Museum. Tickets are online and at the usual local stores for $15 in advance, $20 if available on the day of the event. It’s Fish Broil time and this year promises twice the fun. In addition to the Saturday, November 15th event 1-6pm at Hurley Park to benefit St. John Vianney Catholic School, Montessori by the Sea, the new Gulf Beaches Elementary Magnet School is holding its own ‘traditional Fish Broil,” scheduled for Saturday, October 18th from 10-4 pm on the public school grounds. Both events are fund raisers for their respective schools with games for the children, an auction of gifts donated by businesses in town, affordable broiled fish dinners, Events are run by volunteers from the community and the schools’ parent teacher associations (PTAs). BOOKS Author to discuss ‘The New Pot Barons’ Tony Dokoupil, a senior writer for NBC News and author of a critically acclaimed memoir about his pot-smuggling father, will discuss the emerging business of legal marijuana during an appearance at Eckerd College at 7pm on Thursday, October 16. It is free and open to the public. Pass-a-Grille Community Committed to Preserving Historic District Appeal Story by STEVE TRAIMAN & CHELSEY WELDEN

“After two workshops, an open house and neighborhood walkabout,” St. Pete Beach Urban Planner Chelsey Welden told Paradise News, “the Pass-a-Grille community is focused on preserving the historic and unique character of the Historic District. “It’s important that active steps be taken to protect the environment based on human-scale construction, vernacular Florida architectural design, historic materials, native landscaping, and public accessibility. The main factors currently impeding these goals are FEMA flood building regulations, increasing property values, non-conforming uses as they relate to zoning regulations, lack of enforceable design standards in existing code, and lack of a master plan that provides a vision, framework and implementation steps for future development.”

Among other key results that clarify previous conflicts: The community supports preserving and using Washingtonian Palms as a unique identifying factor of the historic significance of PAG; however, they would like to use other tree species where more shade is desired. • A majority of the community (78%) prefers the use of shell in alleyways. • A majority (80%) supports current on-street parking located on Gulf Boulevard; 39% favor parallel parking; 21% favor a parking garage; and 12% favor back-in angled parking. The community desires more consistency in the treatment of the public realm, including signage and wayfinding, which represents the unique identity of PAG while still reflecting the identity of St. Pete Beach as a whole. A majority (86%) prefers hex block pavement to brick (66%), shell concrete aggregate (36%), or asphalt (9%).

On July 17 some 64 participants attended the second Community Workshop for the PAG Pathway to the Future Project. The evening included a large group polling exercise and a presentation by Ginger Corless and Evan Johnson of Tindale-Oliver & Associates (TOA), the consulting firm hired by the City to head the project. The presentation showed the preliminary findings of the first three events for discussion. Attendees then participated in a visual preference survey that asked them to rank topic photographs based on the degree to how much they liked them.

Additionally, conclusions reached through the visual preference exercise include: • The community prefers traditional street furniture options, especially Adirondack chairs (86%). • More on-street bike parking is preferred (65%). • The existing architectural character along 8th Avenue is preferred (95%). • While a mix of residential character is accepted, historic architecture is most preferred (83%). Where buildings are not adjacent to the sidewalk, the community prefers landscaping as a tool in transitioning from public to private space. • The community prefers a building scale of 1 to 3 stories. • Bars, restaurants, gift shops, and clothing stores are preferred commercial uses; single-family homes are the preferred residential use.

These were presented in three categories: Overall Character, Public Realm Character, and Private Development Character. Public Realm Character questions addressed included Street furniture, Paving materials, Parking options and Multimodal facilities. Private Development Character questions addressed Architectural character, Public/private transition, Building scale and Land uses. These categories were organized to reflect the themes from the previous three public outreach events, but also framed the discussion around public and private development. This allowed the gathering of material most relevant to the next steps of the project: the Master Plan & Development Standards.

Consensus on future planning work from the community engagement process includes: A Community Vision for the PAG Historic District was established and confirmed. • Direction to complete Development and Design Standards was supported by the community. • A Master Plan is needed to identify project specific improvements based on the community’s priorities. • There is a need to reevaluate the underlying zoning code. It is necessary for the TOA Team to coordinate with the engineering team working on the Pass-a-Grille Way Reconstruction project to ensure the streetscape design is consistent with desired public realm design standards. “By addressing these issues through future planning work,” Welden says, “PAG will be preserved as a unique district, while continuing to enhance St. Pete Beach. “ [Steve Traiman is President of Creative Copy by Steve Traiman in St. Pete Beach, offering freelance business writing services. Paradise News asked about the Cost of Beach renourishment, especially since the County’s report showed almost as much sand was added to St. Pete Beach, but the costs for that sand was half of the cost for the same amount in Treasure Island. Here is the answer. Mr. Roos: Thank you for your interest in the cost of putting sand back on the beach. You asked why it was almost 2X the cost/cubic yard in TI vs. SPB. I talked with the U.S. Army Corps of Engineers to confirm my answer. There are several reasons. 1. The price per cubic yard is different for Treasure Island ($20.50) & St. Pete Beach ($17), because of their locations relative to the borrow area (where we get the sand from). The borrow area was Egmont Shoal. 2. The other difference is in the mobilization costs. The majority of the mobilization costs for the project are comprised of bringing the equipment to the project area, in this case from Louisiana to Pinellas County and returning it to Louisiana. Once the equipment is here , mobilization between additional segments is a lot less. The initial mobilization costs were billed to the Treasure Island Sunshine Beach portion (the first segment to be nourished) of the project because SPB was bid out as an option and was not guaranteed to be done by the Corps. A smaller amount of mobilization was added separately for each other segment -- Sunshine Beach, Upham Beach and Pass-a-Grille Beach. In summary, the Treasure Island portion is carrying most of the mobilization costs while the SPB portion is only carrying the cost to mobilize from Treasure Island, because it was added on. MEDICARE BASICS & The Annual Enrollment Period In the coming days you are likely to be bombarded by Medicare Advantage plans advertising zero copays and zero premium. Before you make decisions, try to ensure that you completely understand each plan’s benefits and limitations. Knowing whether you: 1. need a referral or have open access to specialists. 2. have an A rated insurance company with a convenient and established provider network. 3 .have the ability to seek a second opinion; may affect the services you receive in the coming year. More than 50 million Medicare beneficiaries experienced the Annual Enrollment Period (AEP) last year. An additional 10,000 or so Americans are turning 65 each day. If you’re just becoming eligible for Medicare and already drawing your social security income, you should receive a Medicare card about 90 days before your 65th birthday. If you are not drawing your social security income when you turn 65, you may need to enroll online or visit your local social security office to get your Medicare Parts A and B activated. Most people pay no premium for Part A and $104.90 monthly for Part B. Once you’ve received your Medicare Parts A and B, you generally have two options. You may purchase a Part D prescription drug plan or you may enroll in a Medicare Advantage plan (Private Insurance Carrier). Medicare Advantage provides hospital and medical coverage comparable to traditional Medicare, and

usually provides prescription drug coverage similar to Part D. Medicare Advantage plans have annual maximum out of pocket (MOOP) limits for hospital and medical expenses. Cost sharing (deductibles, copays, and coinsurance) is involved whether you elect traditional Medicare or a Medicare Advantage plan. Unlike Medicare Advantage plans, traditional Medicare has no annual limit on hospital and medical expenses. Consequently, individuals who choose the path of traditional Medicare are encouraged to purchase a Medicare supplement policy to limit their uncapped exposure to medical expenses. The fixed premium for a Medicare supplement offers a predictable monthly expense and covers all or most of a person’s costshare responsibilities. Choosing the second path of Medicare Advantage usually means no monthly premium but instead requires you to pay deductibles, copays and coinsurance as medical services are provided. At last check there were over 70 Medicare Advantage plans available in the Greater Tampa Bay Area. Most are HMOs (Health Maintenance Organizations) with a closed network of medical providers. A few are Preferred Provider Organizations (PPOs), which may allow greater freedom to choose providers. Bad News for Homeowners

The Tampa Bay Times recently published a story written by the Center for Public Integrity that may well cause grave concerns for the quality of justice being delivered in Florida when it comes to foreclosure suits.

The story says, essentially, that the Florida legislature, in order to accomplish its goal of eliminating the backlog of foreclosures, has set up a parallel legal system. Judges hear only foreclosure cases — often more than a hundred motions a day — in courtrooms set up solely for that purpose, under rules that differ from those in other types of cases in Florida and across the country. “They dealt with it as a court system problem,” said Mike Fasano, a former Republican lawmaker from New Port Richey who opposed the two bills passed last year to clear the foreclosure backlog. “It was, “ he said, “‘How can we speed up forcing people out of their homes?’ “ Judges are working under explicit orders to get rid of old foreclosure cases. Florida’s so-called foreclosure initiative was launched in July 2013, when the state Legislature and budget commission allocated $36 million of the $334 million the state won when it settled previous allegations of foreclosure fraud against the five biggest banks.

It was part of a 49-state settlement. The money was allocated specifically to “expedite foreclosure cases through the judicial process.” In one example, MiamiDade County Chief Administrative Judge Jennifer Bailey issued a series of policies designed to get pending cases to trial and judgment. One requires judges to deem any pending motion abandoned if it hasn’t been acted upon in 60 days, and then schedule a trial. As a result, a bank can ignore a legitimate defense motion, and it will disappear. In a series of internal emails obtained by the Center for Public Integrity, Judge Bailey begged circuit judges not to continue cases that should be in the hands of senior judges, urged them to reject hearing requests, and suggested that legal maneuvers are delay tactics. she said in one email, “Please oh please do not continue these cases. Inshore:

Mackerel & kingfish are making their return to the beaches. The middle of last month brought in the mackerel sporadically, but the full moon October 8th should bring in masses of the kings and mackerel. Sharks are clearing out of the inshore waters since the water will be cooling with the approaching coldfronts. Redfish feed aggressively as the water cools and large schools can be found around the oyster beds inshore or inside the passes of our inshore waters. The hotspots locally have been around the Johns Pass bridge and the southern edges of the northern grass flats that line the shipping channel outside the Skyway Bridge! Snook season is upon us and they are biting best at night. Remember, the slot is 28 to 33 inches. The biggest snook are being caught on cut bait, but the slot sized fish are being caught on live bait. Remember 60-80lb fluorocarbon leaders and a -4ot circle hook. The weight size depends on the current’s speed but since these fish bite best at the tail end of a big tide then most likely you will need some big lead sizes to hold your bait in the tide correctly.

Near Shore:

Mackerel and kingfish should be covering up the artificial wrecks near shore. Sharks will still hang out in our near shore waters due to this large migration of Spanish mackerel and kingfish! Gag

grouper will be pushing closer to shore with the cooling water, and hopefully the NMFS will give us a chance to keep a few after they have a chance to move closer to shore. We heard a rumor that the gags could close around the same time, or right after the red grouper to Oct 4th! Blackfin tuna will be making a strong appearance following the kingfish. Whenever gulf waters cool, around the new moons the tuna bite is incredible since they become more aggressive feeders when the live squid become active on the new moon!

Offshore:

The cooler waters that the cold fronts of October bring cause the gag grouper to become excited! The larger, more aggressive gags show up in larger numbers. For example, a spot you fished this summer in the 70-150 foot range with only a handful of gags on it will now hold many more gags since they concentrate in the shallower offshore and near shore waters. The snapper bite tends to fall off a bit in the cooler months but you’re still able to get plenty; just might take a bit more finesse and an extra spot or two! The pelagic fish to look for are the kingfish, blackfin tuna, and possibly a late season sailfish or two! We saw tons of them in the near shore waters during September. On one half-day trip, we saw three sailfish!

November 4th Elections On Tuesday, November 4th Floridians will be making decisions at the polls that will have long term repercussions for our state. We also have local decisions to make that will affect the future of the Tampa Bay area. Many will have made these decisions prior to that date. Mailing ballots in has become a popular way to vote, although we have learned that this is not a foolproof way of ensuring your vote is counted. “People with shaky handwriting or an unrecognizable signature should vote in person if they want to be sure their votes are counted,” we’ve been told by a polling supervisor. “If ballots aren’t signed, or we can’t match signatures to those on the person’s voter registration, we have to invalidate the ballot.” There is a new, convenient “Early Voting Location” for south county residents. Choosing a Governor should be the easy part for most of us. We have seen Rick Scott in action these past four years, and his opponent Charlie Crist lived in the Governor’s mansion for the term prior to Scott’s election. Florida’s Constitutional Amendment #2 is on the ballot, involving whether or not to allow the use of medical marijuana. Proponents of the amendment say that Florida should join the 20+ states that have approved the use of this valuable drug. Opponents say the Amendment is so vaguely worded, that the drug can be recommended by doctors for a wide variety of patient complaints. Further, the amendment provides immunity for everyone in the process of growing, processing or supplying the drug. They point to the Charlotte’s Web legislation the Florida legislature hurriedly passed after a poll said 80% of voters favored medical marijuana, as if to say “Didn’t that take care of the problem”. Proponents agree that a constitutional amendment isn’t the best way to solve this issue. All the other states did it legislatively. 4th is the transportation initiative called “Greenlight Pinellas”. Proponents say that our public transportation system is seriously lacking and that a substantial increase in funding is needed to even keep it at its current level. They argue that road congestion relief and transportation cost and fuel saving efficiencies require alternatives to buses. Most markets the size of Tampa Bay have a working public transit system. In fact of the top 24 Metropolitan Statistical Areas in the USA, only Detroit and Tampa Bay do not have good mass transit with a light rail component. We are competing against those areas for employees who cannot afford the cost of auto ownership, or who do not want to have to drive to get where they are going. PSTA, which operates the current public “substandard” transportation system in Pinellas says they are currently underfunded. They are using reserve funds to make ends meet for current operations. They say current service levels will have to be cut 30% if the proposal to switch their funding from a property tax based system to an additional penny of sales tax does not pass. They say a backbone light rail component is the only way to define a dense transportation corridor to reduce future costs and keep road congestion at rush hour from getting much worse. They say that transportation in Pinellas is not working, either public or the road system, and that a working public transportation system will benefit everyone in the county. They say that an eighth cent of sales tax is the only way it can happen. They say the elimination of the property tax will save an average of $81 tax per year for property owners. 30 | OCTOBER 2014 | ParadiseNewsFL.com

Opponents say 8¢ of sales tax is too much. The last sales tax hike was supposed to expire years ago, but keeps getting extended. They worry that the system will not accomplish its purpose and will result in public subsidies \forever. They point to MARTA in Atlanta, saying that the roads are still not working because a car is still needed to get to and from the train. They fear the same will be true here. They argue that growth assumptions used to support the initiative are not going to occur, that Florida is not growing and Pinellas is essentially built out. PSTA says the Greenlight initiative includes a 65% increase in bus service, including 80% more on nights and weekends. The beaches would have service on 20-minute intervals 7 days a week. Eighty percent of residents in Pinellas, already Florida’s most dense population center, would have a route within three blocks of their home and their work, making auto ownership no longer a forgone necessity for many. Bus service would run 19 hours daily from 5am to midnight Monday – Saturday and until 10pm on Sundays. There would be convenient bus service to TIA and PIE. All buses would have WiFi connections aboard and a smartphone app would let you know in real time when the next bus was coming. As for light rail, the operating expense is supposedly one-third that of buses, with a $4 return for each dollar invested. Each voter must make up his or her own minds which way to vote on this important issue. There are forums occurring all over Pinellas in October to educate you on the pros and cons of Greenlight. Amendment 2 Story by STEVE TRAIMAN With contested races for most U.S. House, Florida Senate and House, and County Commission seats in the November 4 election, registered voters in our Paradise News coverage areas have clear choices when it comes to Amendment 2. The Florida Right to Medical Marijuana Initiative, Amendment 2 upon voter approval with a “Yes”, would legalize medical marijuana. It must win a supermajority vote of 60% of those voting on the question. Specifically, the measure would guarantee the following: That medical use of marijuana by a qualifying patient or personal caregiver is not subject to criminal or civil liability or sanctions under state law. That a licensed physician is not subject to criminal or civil liability or sanctions for issuing medical marijuana to a person diagnosed with a “debilitating medical condition” under state law. That registered medical marijuana treatment centers are not subject to criminal or civil liability or sanctions under state law. The measure defines a “debilitating medical condition” as cancer, multiple sclerosis, glaucoma, hepatitis C, HIV, AIDS, ALS, Crohn’s disease, Parkinson’s disease “or other conditions for which a physician believes that the medical use of marijuana would likely outweigh the potential health risks for a patient.” The Florida Department of Health would be responsible for regulating medical marijuana. The department would issue and regulate patient identification cards and personal caregiver identification cards, develop procedures related to medical marijuana treatment centers and institute regulations defining reasonable amounts of marijuana for medical use. The department would be required to protect the confidentiality of all patients. The constitutional amendment contains six limitations on how the amendment’s language can be construed: The amendment does not “affect laws relating to non-medical use, possession, production or sale of marijuana” … “authorize the use of medical marijuana by anyone other than a qualifying patient” … “allow for the operation of a motor vehicle, boat, or aircraft while under the influence of marijuana” … “require accommodations for medical marijuana use in any place of education or employment, or of smoking medical marijuana in any public place” … “require any health insurance

provider or any government agency or authority to reimburse any person for expenses related to the medical use of marijuana” … “the violation of federal law or purports to give immunity under federal law.” Supporters of Amendment 2 say the measure will help people with debilitating medical conditions. Opponents, on the other hand, argue the amendment is “de facto legalization” of marijuana. According to a spokesperson for United for Care/People United for Medical Marijuana, the main pro-lobbying group, both the Democratic and Libertarian parties in Florida have endorsed Amendment 2, and most of their Pinellas candidates who have taken a position have endorsed the measure. The Florida Republican party has taken a stand against Amendment 2, with virtually all their Pinellas candidates endorsing a “No” vote.

Pinellas County Election Races All US House, Florida Senate and House candidates were asked their position on Amendment 2, with about 100-word comments requested for publication. All Democratic and Libertarian candidates who had opponents in the November 4 election and responded to the question sent YES statements, while all Republican candidates had NO responses. U.S. Representative District 13 — David W. Jolly (R): NO. I want drugs to be less accessible and therefore I strongly oppose and will vote against Amendment 2 ... Marijuana is illegal under federal law because there is no currently accepted medical use for the drug and because of the physiological impact it has on individuals ... Yet some have argued that marijuana has medicinal value that addresses pain control. Indeed research has shown that a specific compound in the marijuana plant, properly delivered, can have clinical value for a patient ... But Amendment 2 does nothing to safely and responsibly address this limited clinical value … It compromises the long-standing process we use in the U.S. to approve medicines for personal use. Lionfish Safari Results Impressive, but scary. Story By Peter A. Roos | Photos by Jim Tizzano & Michael Fox Exotic lionfish have invaded Florida waters. They are a huge problem because: They eat everything in sight and can decimate reef fish populations in a matter of weeks. They have poisonous spines and are dangerous to humans, especially to divers and fishermen. They have no natural predators to keep their populations in check. They can reproduce every four days. They are resistant to parasites that affect native fish. The Good News is they are delicious. The first Atlantic sighting of the invasive Indo-Pacific species was seen in 1985 off Dania Beach on the East Coast of Florida. The lionfish is now found throughout the Gulf, and off the Atlantic coast as far north as Rhode Island in the summer. On the reef, lionfish compete for food with grouper and snapper and reproduce so rapidly that they are known to reduce better established native populations by 70-80% in a matter of weeks. Waterfront communities are organizing gatherings for research and encouraging consumption of the fish, which is quite delicious. The lionfish have stinging barbs above and below that can be quite painful, so careful handling is needed. Most other species of fish will starve before they will eat one. Special canisters are sold by local dive shops for safe collection by experienced divers. 34 | OCTOBER 2014 | ParadiseNewsFL.com

Renee and I were impressed by what will be at least an annual “lionfish weigh-in” behind the Guy Harvey Outpost in St. Pete Beach the first Sunday in September. “Lionfish will eat anything that fits in their mouths” said one of the volunteers from St. Petersburg College that were assisting in the Reef Monitoring effort to tag, weigh, measure, and to identify the Lionfish’s range of travel and its diet. They had plenty of specimens to work on. The day before, over 100 divers paid $20 each to enter the Lionfish Safari competition for the most caught, the largest and the smallest. The divers had been hunting around reefs in 80 feet of Gulf water for only an hour or two and had speared over 500 of the lionfish by day’s end. “They are actually easy to filet. Their skin is soft and getting


boneless filets is a breeze,” said one of the student volunteers who became quite proficient at cleaning lionfish. The stinging barbs had been removed before the iced-down lionfish were delivered in coolers to waiting volunteers. They tagged, weighed and measured the fish. The otolith (ear bone) was removed from the head of each fish and placed in small labeled and capped test tubes with preservative. “These can tell us how old the fish was and perhaps more about the history of the fish,” we were told by one of the obviously experienced St. Petersburg College volunteers. Stomachs and their contents were removed and placed into larger labeled and capped test tubes, which will be analyzed to study what these fish are eating. Dive operators, collectors and their families watched the research efforts and spoke with representatives of the Florida Fish and Wildlife Commission who were there to help educate the public about the need for lionfish capture and consumption. “The Rumfish Grille at the Guy Harvey Outpost regularly includes lionfish in its Ceviche’ when it is available,” said Executive Chef Justin Harry, who was on hand, beachside, ready to prepare the lionfish filets for consumption. “Lionfish filets are a lot like snapper or grouper,” I was told. Chef Harry was hoping that his two frying pans could keep up with the demand for his lionfish creations. Reef Monitoring is a 501(c)3 non-profit research organization established in 2005. Headquarted in Clearwater, Reef Monitoring’s main purpose is to organize a group of marine scientists and educators as a means of watching over our invaluable natural and artificial reef systems. If our reefs disappeared tomorrow, do YOU know what the impact would be? Reef Monitoring was formed in response to a massive Red Tide and Low Oxygen kill we had in the near-shore waters of Tampa Bay. At the time, Sean Patterson was an undergraduate student at the University of South Florida. Working under the supervision of Dr. Heyward Mathews of St. Petersburg College, the original project was to track the recovery of one natural reef and one artificial reef in state waters. Fish counts and invertebrate counts were taken by the diver transect method as well as random quarter-meter coverage assessments of the reef substrate. Algae samples were taken and analyzed as well.

“Not Just Another War Story” Story by STEVE TRAIMAN

Wayne MacDowell, local civic activist and retired St. Pete Beach businessman, will have his second novel, Not Just Another War Story, on Amazon.com October 28 and in book stores November 11. “It’s the fruition of nine years of research and writing,“ he told Paradise News. “The book is a meaningful true-to-life account of the action-packed U.S. Army Air Corps during World War II, a most difficult time in our history. It’s also a love story of a young B-17 pilot and the British nurse he meets in London. “Release of the print edition on Veterans Day is very meaningful, almost 70 years after the end of the war, first in Europe and then in Japan. Local area bookstore and library signings are being scheduled.” Wayne’s publisher, DocUmeant Publishing, is a division of the DocUmeant family of companies, based in New York City, and headed by Ginger Marks, an award winning author, publisher and internationally recognized designer. The company won the 2012 New York Award in the Publishing Consultants & Services category by the U.S. Commerce Association (USCA). Other DocUmeant authors include Scott Donkin, an internationally published author, chiropractor, lecturer and consultant. Books include Sitting on the Job, Fit for Work, SittingSmarts, the co-author of Peak Performance Body & Mind: How to Make Your Body Last a Lifetime, and he is also the producer of a number of multimedia programs on health and wellness. Mary Kane, JD, has over 27 years experience as a criminal and civil trial lawyer in various states and in federal court, background for her book, Southern Justice. She was the first woman in the country to become a Life Member of the National Association of Criminal Defense Lawyers. Ross Crothers, based in New South Wales, for most of his working life, he has been involved in international trade and finance. Filling the entire main gallery of the St. Petersburg Museum of History, Imagining La Florida offers a new prospective on the rich, yet forgotten history of Florida and how the Sunshine State, not Virginia or Massachusetts, was the birthplace of our nation. “La Florida is an eye-opener for those of us who learned the British version of colonial America,” said Rui Farias, Museum Executive Director. “In 1981 Ruth and I purchased our first condo in SPB and used it as our little hideaway,” Wayne recalls. “We moved to SPB on a permanent basis in the spring of 1998 from the pretty New England type town of Oakland in northern New Jersey, when I took an early retirement from the business world, although I continued to consult to the tea and coffee industry.” Wayne has been very active in keeping the lines open between SPB and its “international sister-city,” Sandown, Isle of Wight, England, alive. “With my family background, I made a ‘link’ between the St. Pete Beach Fire Department and the Sandown Fire Service,” he notes. “The Summer 2008 issue of Paradise News with Sandown on the cover has an article, plus photos, including my presenting a photo book from our fire department to the Sandown Fire Service. Heather Humby, former Mayor of Sandown and 34 year member of the Isle of Wight Counsil (Council) is also in the photo, along with Ian Ward, another Counsil member. Wayne was a key member of the St Pete Beach 50th Anniversary Committee as Finance Chair and then Vice-Chair for the year-long event that culminated in a memorable November 2007 weekend with a party for 600 at the TradeWinds Island Grand and fireworks off Upham Beach. As a member of the Florida Writers Association, Wayne has given writing seminars and helps aspiring writers, telling them not to get caught up in the “cookie cutter” writing theory, but to relax, create and enjoy writing.

Born in Woodbury, NJ, and raised in the greater Philadelphia area, Wayne comes from a fire department family including his great grandfather, grandfather and his Dad, who was in the Camden, NJ, Fire Department for 44 years, the last dozen as Chief. Undergraduate studies were at LSU, where he played football, and Rutgers University. His business career began in Philadelphia with Lipton Tea, and after promotion to a marketing position in corporate headquarters, he spent more than 30 years in the New York City area. After 20 years with Lipton, he joined Chock Full O’ Nuts Coffee as Director of Sales and Marketing for their Private Label Division. His business experience involved extensive travel crisscrossing the USA and as he says, “Name the city and I’ve probably been there!” A great portion of his first book, Not Just Another Love Story, was written in airplanes, airports and hotels. During his business career in the tea and coffee industry, he was also on the Board of Directors for The Tea Association of the USA. Wayne and his wife Ruth will celebrate their 55th wedding anniversary November 28 and have two daughters, Susan and Karen. Susan and son-in-law Robert gave them five grandchildren, and live in the greater Chicago area. Karen is an award-winning florist and Susan’s husband, Robert, has an international law firm. Ruth and Wayne consider their little poodle Pepper their “littlest daughter.”

t’s been six months since the surprise attack by the Japanese on Pearl Harbor, Hawaii, December 7, 1941…Now, it is the Spring of 1942…and a State of War exists in the United States of America, which has joined in to fight World War II. Fresh Sand on the Beaches

W

hen asked to write a recent article on serious beach erosion over many years, my article began with the description of mid-30s devastation near my native St. Augustine, through the eyes of a 7-year-old boy, holding his dad’s hand, while a fierce Nor’easter gradually destroyed an impressive casino that had been built during the Florida land “boom” several years before. Imagine my surprise to recently see an artist’s rendering of this structure in a book of St. Augustine’s history, presented to us by our son, Charlie and his wife, Patty. The casino had been built by August Hecksher, owner and developer of Vilano Beach. The casino boasted a large swimming pool, 150 feet long, and 50 feet wide, in addition to a ballroom, complete with Spanish art and an antiquated cypress ceiling with rustic beams and an oversized fireplace. The Atlantic

washed away the structure, and all efforts to save it and adjoining residences, streets and sidewalks failed. This took place roughly 76 years ago, and is still imprinted in my memory. Thankfully, shortly after we moved to Treasure Island, Congress was convinced that keeping sand on the beaches was a national priority for both domestic and international tourism. They eventually budgeted the money and assigned the responsibility to the Army Corps of Engineers. Friendly and effective representation by our senator, CW ‘Bill” Young, kept the budget in place over the years. The rest, as they say, is history. Tampa Bay Watch will carry out its largest salt marsh planting to date with 400 volunteers to restore the Rock Ponds (Piney Point Creek of the Rock Ponds Ecosystem Restoration Project) in partnership with Southwest Florida Water Management District (SWFWMD). The project site is just south of the Cockroach Bay Aquatic preserve near Ruskin, which sits just north of the Manatee County line. There is no physical address for the site. This project aims to create critical coastal wetland habitat that will restore essential fish and wildlife habitats, and aid in the improvement of water quality from pollution due to urban and agricultural runoff. The planting of salt marsh protects and stabilizes low-lying coastal lands and provides protection and food sources for estuarine and coastal fishery food chains of many species of fish and marine mammals. Salt marsh and other coastal habitat populations have declined more than 80% over the past 100 years — due mostly to the dredging, construction and waste water discharges. This loss has damaged a crucial link in the bay’s food chain for fish and wildlife resources, significantly impacting the bay’s fisheries.
