g HOSTILE ELEMENTS, ‘ TRAINED, FINANCED ’ TO ‘ INCITE CHAOS AND FEAR,’ WILL BE DECIMATED WITH FULL FORCE OF NATIONAL WILL AND INSTITUTIONAL STRENGTH: CCC

MRAWALPINDI

S TA F F R E P O R T

I L I TA RY top brass vowed that Pakistan will never allow its peace to be compromised by externally sponsored terrorism and the Armed Forces in close synergy with intelligence and law enforcement agencies, will pursue all proxies and facilitators of terrorism with “unrelenting resolve,” the military’s media wing said on Thursday

The military leadership reiterated that hostile elements trained and financed to incite chaos and fear will be dismantled and decimated with full force of national will and institutional strength, InshaAllah

According to a statement from the Inter-Services Public Relations (ISPR), the vow was made during the 270th Corps Commander Conference (CCC) held with Chief of Army Staff (COAS) Field Marshal Asim Munir in the chair at the General Headquarters in Rawalpindi on Thursday The Forum reaffirmed Pakistan s unyielding resolve to defend its sovereignty and territorial integrity against any act of aggression or misadventure

The CCC reiterated Pakistan’s strategic stance “No one can coerce Pakistan through the use or threat of force The nation will take all measures necessary to safeguard its vital interests

The CCC held a day after at least six people, including three students, were martyred while over 40 others mostly students were injured after an “explosiveladen vehicle” targeted a school bus near Zero Point in Khuzdar on the Quetta-Karachi highway when it was on its way to drop the students at the Army Public School in Khuzdar Cantt

The forum undertook a comprehensive review of the prevailing internal and external security environment, with particular emphasis on the successful conclusion of Operation Bunyanum Marsoos, a decisive chapter of Marka-e-Haq,” the statement read

It was observed that “following its military failure in the wake of the Pahalgam incident India so-called and self-claimed victim of terrorism but actually a perpetrator of terrorism and the epicentre of regional instability, has upscaled the use of covert means, employing non-state actors to pursue its destabilisation agenda,” the ISPR said

“The forum resolved that Pakistan will never allow its peace to be compromised by externally-sponsored terrorism The Armed Forces in close synergy with intelligence and law enforcement agencies will pursue all proxies and facilitators of terrorism with unrelenting resolve It further said that the nation will take all measures necessary to safeguard its vital interests”

The conference also deliberated on the regional en-

vironment in India-occupied Kashmir and along the

working boundary with India, expressing deep concern over human rights violations committed by Indian forces against Kashmiris The forum also congratulated COAS Munir on his promotion to the rank of field marshal

“The forum underscored the urgent need for international attention and intervention to prevent further deterioration of peace and security in South Asia the statement read The forum reiterated full diplomatic political, moral and humanitarian support for Kashmiri brothers and sisters and their just resistance for [the] right of self-determination ”

Additionally the meeting paid tribute to the martyrs of Marka-e-Haq and reaffirmed that the sacred blood of the shuhuda (martyrs) would not go in vain while also recognising the spirit and dynamic contributions of the youth and Pakistan s media and information warriors for their role during the brief conflict

Defense Minister Khawaja Asif on Thursday declared that the two major terrorist groups the Balochistan Liberation Army and Tehreek-e-Taliban Pakistan (Finta al-Khawarij) are “Indian proxies,” and Pakistan will present “complete evidence” to prove New Delhi’s involvement in the attack on a school bus in Balochistan s Khuzdar that claimed the lives of three children and injured several others “There is credible evidence the proscribed Baloch Liberation Army (BLA) is working as an Indian proxy and we will corroborate whatever we have claimed of India s involvement the Defense Minister stated while talking to a private TV channel late the other night Kh Asif asserted that the relationship between the BLA and India was well-known as their leadership was in New Delhi

Six people including three stu-

dents were killed and over 40 others mostly students were injured when an explosives-laden vehicle was rammed into a school bus” near Zero Point in Khuzdar on the QuettaKarachi Highway while transporting students to the Army Public School in Khuzdar Cantonment

According to security officials and doctors, the condition of at least a dozen of the injured is serious due to critical injuries which

include at least 15 girl students

Security forces vowed to “relentlessly pursue” the culprits of the attack as Prime Minister Shehbaz Sharif and Field Marshal Syed Asim Munir visited the injured in Quetta yesterday

The Defense Czar further said, “BLA and TTP are Indian proxies, and they have nothing to do with religion or nationalism as they are being financed by India and they re involved in bloodshed here

In reply to a question on dealing with the situation, the minister said that “Pakistan will strike with full force and there will be no leniency ” stressing that attacking non-combatants including school children was unacceptable Asif said Pakistan called for an investigation into the Pahalgam attack, which India didn’t agree to, adding that the world should be informed that the Modi-led regime was very irresponsible for using a false incident as a pretext to wage a nuclear war

plainant argues that this process has rendered the procurement completely nontransparent He further alleges that the LPG imports are not only procured in a questionable manner but also disposed of without a formal tendering process making the whole transaction opaque Acting SSGC Managing Director Mohammad Amin Rajput denies involvement in the matter, stating that he is a non-executive board member and that all procurement is done in accordance with legal requirements The case has raised concerns over the integrity of public procurement processes particularly with regard to the transparency of negotiations and the disposal of government resources As the investigation continues the involvement of top officials remains under scrutiny with a focus on the potential misuse of exemptions granted to state-owned entities g

The management of Sui Southern Gas Company (SSGC) and its subsidiary SSGC LPG Limited (SLL), is under scrutiny for allegedly exploiting an exemption from the Public Procurement Regulatory Authority (PPRA) rules in the import of Liquefied Petroleum Gas (LPG) The News reported Following a formal request from the Federal Investigation Agency (FIA) the Petroleum Division has instructed the Oil and Gas Regulatory Authority (Ogra) to investigate the senior officials of SLL for their involvement in a potential fraud concerning the importation of LPG The Petroleum Division issued a letter on May 19 2025 directing Ogra to take necessary action in line with regulatory guidelines after receiving official

correspondence from the FIA s Corporate Crime Circle in Karachi regarding the suspected LPG import scam The investigation stems from a complaint filed by Syed Imran Bukhari with FIA Karachi in April 2025 which claims that SSGC and SLL misused the exemption from PPRA rules granted in April 2023 to import LPG at negotiated prices

The exemption, which was extended twice, allowed SSGC to negotiate with bidders after the opening of bids a practice that the complainant asserts has led to the purchase of LPG worth $20 million per month (approximately Rs5 7 billion) from private UAE-based suppliers, which he claims benefits individuals involved in the transaction rather than the people of Pakistan The exemption from PPRA Rule 40 permits SSGC to negotiate the terms with suppliers post-bid opening but the com-

Pakistan sets 125,000-ton mango expor t target for 2025 despite climate, logistic al hurdles

Pakistan aims to export 125 000 tons of mangoes this season, with shipments scheduled to commence on May 25, 2025, according

yields “There is also a risk of up to 20% reduction in total mango production this year,” said Waheed Ahmed Patron-in-Chief of the PFVA He noted that Pakistan s annual mango output typically stands at 1 8 million tons 70% from Punjab 29% from Sindh and 1% from Khyber Pakhtunkhwa A 20% decline would lower this year s production to around 1 4 million tons To counter potential losses, the PFVA is intensifying efforts to expand exports to nontraditional markets “Besides our regular buyers we are targeting Japan the United States South Korea and Australia said Waheed adding that special focus is also being placed on Turkey and China He also revealed that South Africa is expected to open its market to Pakistani mangoes this season

“Quarantine experts from South Africa will visit Pakistan during the season and we hope this will pave the way for mango exports to begin there he added Waheed stressed that climate change and water

scarcity are becoming increasingly serious threats to agriculture He called for coordinated provinciallevel action to introduce climate-resilient mango varieties, improve water management, and modernize the horticulture sector through research and development Rising export costs have added another layer of concern Due to Pakistan-India tensions shipping companies have imposed additional charges on Pakistani cargo, increasing export costs, Waheed noted He urged the Federal Ministry of Commerce and the Ministry of Maritime Affairs to step in and remove the extra fees to restore export competitiveness He concluded by cautioning that achieving the export target will heavily depend on favorable weather conditions Strong winds, heavy rainfall, or extreme heat could all disrupt mango production in the coming months,” he warned

A statement by the Prime Minister ’s Office on Wednesday claimed that the Khuzdar attack was carried out by “state-sponsored proxies of India (Fitna al Hindustan) and added that dastardly terrorist incidents were being orchestrated through proxies in Balochistan and KP deliberately targeting civilians in a futile attempt to destabilise Pakistan

Pakistan has been grappling with an alarming surge in terror attacks, especially in KP and Balochistan, after the outlawed Tehreek-i-Taliban Pakistan ended its ceasefire with the government in November 2022

Pakistan ranked second in the Global Terrorism Index 2025 with the number of deaths in terrorist attacks rising by 45 per cent over the past year to 1,081

However, a significant improvement was seen in Pakistan’s internal security landscape in April 2025, “as both militant attacks and resultant casualties dropped sharply compared to March” according to data released by the Pakistan Institute for Conflict and Security Studies (PICSS) on May 2

Separately President Asif Ali Zardari on Thursday presented Chief of Army Staff (COAS) Asim Munir with the baton of field marshal, formally marking the latter ’s promotion to the highest rank in the military

The rank of field marshal is the highest rank of armies built on the pattern of the British Army It has only been awarded to one other General Mohammad Ayub Khan by the presidential cabinet in 1959 It is a ceremonial five-star rank that usually signifies extraordinary leadership and wartime achievement

The federal cabinet on Tuesday approved the promotion of Chief of Army Staff (COAS) General Asim Munir to field marshal for his leadership in Operation Bunyanum Marsoos and the period of conflict against India known as Marka-i-Haq He was formally promoted to the position with immediate effect in a notification from the Ministry of Defence under Rule 199-A of the Pakistan Army Regulations

(Rules) 1998” The ceremony to confer the baton was held at the Presidency in Islamabad on Thursday attended by the president Prime Minister Shehbaz Sharif and civilian and military officials After he and President Zardari conferred the baton to Field Marshal Munir, PM Shehbaz said during his address, “Today is a moment of profound national pride and historic importance for Pakistan We salute our national heroes COAS Field Marshal Syed Asim Munir You have led our brave armed forces to a remarkable victory against an enemy caught in its own web of arrogance and hubris, the PM said, addressing Munir The aggressor was brought to its knees and taught a lesson What transpired during those challenging days will not only be remembered for all times to come as an outstanding military victory but also as a moral and diplomatic triumph President Zardari paid tribute to the armed forces for defending “the sovereignty and territorial integrity of our motherland against unprovoked Indian aggression

COMMENT

Promotion to field marshal

ON E of the main purposes of the promotion of Chief of Army Staff Gen Asim Munir to the rank of field marshal seems to have been a declaration of victory It also sent a strong signal to all three armed forces that their contribution during the recent Maraka-i-Haq encounter with India was appreciated It was accompanied by an open-ended extension in service for the Chief of Air Staff, Air Chief Marshal Zaheeruddin Babar Sidhu However, the resonance of Field Marshal Munir ’s promotion is far greater, for it acknowledges the particular role he played during the whole clash

It also makes Field Marshal Munir only the second Pakistani officer after Field Marshal Ayub Khan to obtain this rank However unlike Ayub who was himself President and CMLA and thus gave himself the rank Field Marshal Munir was promoted to the rank by an elected government

It is thus worth comparing this promotion with that of the ones by the Indian government First was the promotion of Field Marshal S M F J

Manekshaw which was made at the end of his threeyear tenure at COAS in 1973 His tenure as COAS had covered the 1971 War with Pakistan as a result of which Bangladesh came into being The second baton was conferred in 1983 on Field Marshal K M Cariappa the first Indian-born Commander-in-Chief 30 years after his tenure had come to an end That was definitely an afterthought and he had not achieved any considerable feat of arms in his tenure Thus Field Marshal Munir ’s promotion comes at a time when his appointment still has some time to run It may be remembered that the tenure was extended from the original three years to five by an amendment in the Army Act by which the tenure of the COAS was made five years or age 60 whichever was earlier

Promotions are one of the rewards received by military men after victory Others are medals It is expected that once the citations are sorted out there will be an awards ceremony where brave officers will receive gallantry

SO M E H O W, the Pakistan-India conflict, as well as the Israel-Palestinian problem, have subsumed into US President Donald Trump’s shenanigans as if showing that two of the world s most serious issues are merely platforms where Trump can show off his unsuitability for the high office he holds His saying that he had engaged in stopping a nuclear war between India and Pakistan didn’t quite mesh with his remarks about Pakistanis being wonderful people with whom it would be good to do a deal with Regarding his mediation efforts as being rewarded by India and Pakistan coming to him for a trade deal is either very wrong thinking or a misunderstanding of the results of a nuclear war An IndoPak nuclear war would create enough of a nuclear winter to destroy agriculture around the world, and while both Pakistan and India want to negotiate with the USA over Trump’s proposed tariffs and had both indicated a willingness to negotiate Trump s equating of global nuclear disaster with trade deals is a farcical minimizing of the issue Trump should wait to see whether the ceasefire he brokered holds Indications are that while Pakistan remains committed to a ceasefire, India may not be There are indications that India is smarting so hard under the blows it received from Operation Bunyanum Marsoos that its forces want to teach Pakistan a lesson This puts the USA in more than one bind

The recent operations have damaged India severely, which means that the USA s regional counterweight to China has been rendered nugatory It might be noticed that while the pilots of the PAF were Pakistani the planes and missiles were Chinese If a resumption of hostilities results in another thrashing for the Indian forces where does that leave the USA? Then there is the risk of an escalation leading to nuclear war Trump may have an interest in making India get back its mojo, but he can’t very well ask the Pakistani forces to throw the game Well, nothing is beyond him but the forces might well balk at this The other alternatives are to supply the IAF fifth-generation stealth fighters However that is very unlikely India is also likely to be in the market for a missile defense system The S500 entered service in Russia in 2021, the 550 is still planned, while the USA could provide Patriots and Israel the Iron Dome However, not only are none of these systems off-the-shelf they will all be prohibitively expensive

At the moment it seems impossible for the Indian service chiefs especially the air chief to avoid being crushed between two millstones While Modi will no doubt have many questions about promise and performance, he will now be seeking officers who will deliver His only hope is that hard core of BJP supporters who do not care for the good of their comrades-in-arms However even such officers will look askance at the prospect of defeat

However, it may be that all this will not impress Trump, who may expect something of the success he had in the Gulf, where his three-nation trip to Saudi Arabia, UAE and Qatar not only brought him about $2 trillion in deals The Gulf monarchies were the first countries Trump visited in his current term While Israel increased pressure on Palestinians to vacate their homeland Trump was getting money off his hosts Indeed, he got Qatar to pay for the privilege of having him visit It offered him a new Air Force One, which will be made by Boeing (it will be a modified 747) for $400 million He took it along with a $1 2 trillion ‘economic exchange’ with Qatar which included $96 billion to Boeing for 210 jets for Qatar Airways

Among the issues discussed was Iran s nuclear programme, on

G a z a , K a s h m i r a n d T r u m p If the claims of victor y are to be justified, there will have to be awards given and promotions made Wing Commander Abhinandhan still spor ts a gallantr y award for having been shot down. Will downed Rafale pilots jostle base commanders whose Brahmos stockpiles were knocked out, or S400 batter y commanders whose launchers were hit. India has set itself up to debase gallantr y awards as never before in militar y histor y.

There are reports of Indian armour massing in the Rajasthan desert but there is no guarantee that the IAF will provide the necessary air cover for the tanks to move This was one of the scenarios for nuclear war; for Pakistan to launch a nuclear strike on Indian massed armour However, going by the past fortnight, Pakistan would have no need of such drastic measures It could leave the PAF to enjoy what would be a turkey-shoot

Tcontrol into sharp focus Triggered by recent escalations including the controversial Pahalgam attack and India’s subsequent launch of Operation Sindoor tensions had reached the boiling point leading to the first-ever direct military confrontation between Pakistan and India since the 2019 Phulwama episode Yet in a rare and measured display of restraint, both countries chose to end military engagements offering a momentary reprieve in an otherwise volatile conflictual landscape While ceasefires and agreements between these two countries are not new, their inherently fragile nature and historical hostilities, shaped by decades of distrust from 1947 demand a deeper analysis to answer rising questions of whether this latest development marks a genuine step towards lasting peace or merely a strategic pause serving immediate interests This modern-day standoff between two nuclear powers offers a few insightful lessons for the rest of the world A comprehensive understanding of the political military and humanitarian aspects of the conflict is very important for those who prioritize war hysteria over peacebuilding and constructive relationships

The Pahalgam attack once again exacerbated the already fraught relationships between Pakistan and India, with New Delhi hastily leveling allegations against Pakistan without any concrete evidence Islamabad categorically refuted India s claim emphasizing that it neither supports terrorism nor bears any responsibility for any terror attack in illegally occupied Jammu and Kashmir Instead, Pakistan called for a verifiable, concrete, transparent, and accountable investigation Such incidents have historically initiated bilateral tensions creating public outrage paranoia and a surge in war rhetoric ultimately leading to a direct strong military confrontation Pakistan denounced any Indian claim as unsubstantiated and politically dramatized fabrications, inherently crafted to manipulate international perceptions and galvanize domestic sentiments

There have been multiple ceasefire agreements between New Delhi and Islam-

abad aimed at curtailing hostilities Yet none have succeeded in dismantling the entrenched animosity that the Indo-Pak conflict is based on However these accords have intermittently prevented large-scale wars between Pakistan and India, and these have been persistently undermined by small-scale escalating events Such as “The Karachi Agreement” of 1949 delineated a boundary line between Pakistan and India However this ceasefire failed to establish a lasting agreement between two hostile countries, ultimately giving way to the Kargil War in 1999, a stark reminder of the volatility embedded in the frequently failed bilateral agreements During those years tensions persisted characterized by constant artillery and small-arms exchanges It was not until the 2003 Ceasefire Agreement that both nations pledged to end hostilities and to end military confrontations across the LOC and other contested areas around the LOC, including the highly sensitive and strategically important area of Siachen Glacier

These ceasefires have at their best served as an immediate tool to halt military tensions, rather than serving as a long-term mechanism to create long-lasting peace and substantiative paths towards mutual understanding for the betterment of the region To attain mutual benefit both Pakistan and India must move beyond the short-term truces and agreements and must accept the fact that constructive relationships between the two countries can create sustainable peace and development in the region Sustainable peace demands more than intermittent pauses in hostility; it requires the

addressing of foundational elements that trigger the conflict from long ago Moreover it requires unwavering political will institutionalized dialogue and the commitment to addressing the historical grievances that persistently fuel the conflict Given their shared history, cultural ties, and geographical interdependence a genuine and true transformation of conflict can only be possible through inclusive engagement between Pakistan and India such as people-to-people exchanges through the revival of the South Asian Association for Regional Cooperation (SAARC), and the establishment of civil society platforms to engage in face-to-face dialogues to foster mutual trust and understanding of the consequences of hostilities

While previous ceasefires have often served as temporary cooling-off periods the 2025 ceasefire emerges against the backdrop of a particularly charged strategic operation India’s launch of “Operation Sindoor” in response to Pahalgam was not merely a military response but a calculated political manoeuvre and strategic move demonstrating a hardline stance against cross-border terrorism in the context of its domestic elections Pakistan categorically rejected India s allegations without concrete evidence, with the Director General of Inter-Services Public Relations of Pakistan (DG ISPR) Lt Gen Ahmad Sharif calling it a theatrical and fabricated narrative Beyond the immediate ceasefire the global reach and broader geopolitical calculus of India cannot be ignored India s long-standing ambition to achieve regional hegemony over China is always complicated by Pakistan’s strategic lo-

cation and close ties with China creating a resistance that undermines India s hegemonic ambitions Engaging Pakistan in a prolonged conflict would serve as a strategic tool to distract or undermine China’s growing position as a global power Moreover peace

Both Islamabad and New Delhi received offers for mediation amid tensions from key regional and global leaders including Turkey, UAE, Saudi Arabia, Russia, China, and US President Donald Trump, all of whom played a significant role in the end of this panic conflict between Pakistan and India Ultimately, both Pakistan and India engaged in diplomatic effor ts mediated by US President Donald Trump, whose announcement of the ceasefire marked a historic turning point in the modern-day warfare between two nuclear states Donald Trump congratulated both countries for using common sense and great intelligence to save the region and world from large-scale nuclear war The true value of a ceasefire will be measured by the willingness of both countries to conver t this temporary calm into long-standing peace and development for regional peace and security
