Friday 17 May 2024 | LAHORE 02 NEWS PR OFIT m o N I to r I N g d e s k I N a significant move to address the financial sustainability of Pakistan’s power sector Prime Minister Shehbaz Sharif has instructed the National Electric Power Regulatory Authority (NEPRA) and the Power Division to overhaul the current net metering regulations This directive aims to adjust the buyback rates of electricity to more rational levels as disclosed by well-informed sources to Business Recorder The decision emerged from a recent high-level meeting on the power sector chaired by the Prime Minister, with senior officials from relevant authorities in attendance The discussion focused on the growing trend of solar energy adoption among consumers particularly the affluent who are increasingly turning to solar solutions in response to persistent load shedding and the high cost of electricity This shift is not only prevalent among residential consumers but also within the industrial and commercial sectors The burgeoning adoption of net metering, which allows solar panel users to sell surplus power back to the grid has significantly impacted the revenue streams of the Power Distribution Companies (Discos) Concerns about these financial implications have been discussed at various forums, including with international bodies like the World Bank, the Asian Development Bank (ADB), and the International Monetary Fund (IMF) all of which have emphasised the need for full cost recovery in the electricity sector In a recent aide-memoire the ADB highlighted the Power Division s concerns about the increasing number of net metering projects and their potential adverse effects on Discos’ financial health The ADB noted that while its programs would mainly target off-grid areas it would continue to consult with the Power Division as plans evolve According to a report by Business Recorder, the Power Division presented a detailed case to the Prime Minister, illustrating the severe financial impact of widespread net metering on the revenues of Discos which are already below the expected targets In response the Power Division has proposed new buyback rates ranging from Rs11 to Rs12 per unit, a significant reduction from the current rates of Rs21 to Rs22 per unit Additionally, the meeting touched upon the massive import of solar panels notably 6 000 MW worth during the first nine months of the current fiscal year predominantly from China due to their costeffectiveness Moreover, the Sindh Energy Department has also sought ADB’s support for various initiatives including mini-grid solutions for rural areas, a new solarization drive for Sindh s most remote regions, and solarization of reconstructed homes in flood-hit areas, aligning well with the Second Access to Clean Energy Investment Program s objectives The meeting concluded with several key resolutions to rationalize the net metering framework These include transitioning from the existing net metering regime to a gross billing system with separate rates for the import and export of power units, creating a distinct tariff category, revising buyback rates, amending net metering regulations, and implementing a dynamic formula to determine reasonable payback periods Following the discussion Prime Minister Shehbaz Sharif directed NEPRA and the Power Division to fast-track the approval of these amendments The Power Division is set to finalize the recommendations by May 31, 2024 P

P O W E R S E C T O R R E V E N U E S ISLAMABAD A P P Pakistan earned $ 13 683 251 million from exports of textile products during the first ten months of the current financial year (10MFY24) the Pakistan Bureau of Statistics (PBS) reported here on Thursday The exports of the textile products however, witnessed a slight decline of 0 19 percent during July-April (2023-24) when compared to the exports of $ 13 709 246 million during July-April (2022-23) The textile commodities that witnessed positive trade growth included raw cotton the exports of which grew by 319 91 percent, from $13 357 million last year to $15 944 million this year Likewise, the exports of cotton yarn increased by 32 83 percent, from $ 636 832 million last year to $845 923 million this year and bed wear by 1 82 percent from $ 2 249 778 million to $ 2 290 796 million The export of towels also surged by 4 81 percent from $824 879 million to $864 547 million whereas the export of made-up articles up by 0 67 percent to $589 026 million from $585 102 million The textile commodities that witnessed negative growth include cotton cloth exports of which declined by 7 53 percent, from $1,684 724 million to $1,557 909 million; a concerning decline in production for most major industries during the first nine months of the current financial year (9MFY24) While there was a slight increase (2 04%) in industrial output compared to March 2023, production dropped sharply by 9 35% between February and March 2024 This indicates a potential slowdown in the sector s momentum The report further highlights a worrying trend over the entire nine-month period Compared to the same period last year major industries witnessed an overall decrease of 0 10% in production Several key sectors experienced significant downturns Vehicle production plunged by a staggering 37 41% while the electronics industry saw a decline of 16% in computer and electronic goods The production of electrical appliances also fell by 7 47% Other notable drops include a 33 59% decrease in tobacco production an 8 27% decline in textiles and a 3 43% reduction in beverage production The iron and steel industry also faced a setback, with production dipping by 2 20% However there were some bright spots The production of garments leather products wood, chemicals, fertilizers, rubber products, machinery, and sports equipment like footballs showed positive growth in March compared to the previous year The reasons behind this overall decline in industrial production remain unclear and require further investigation The bureau’s report does not delve into the potential causes FBR proposes higher withholding tax on cash withdrawals by non-filers PR OFIT m o N to r I N g d e s k The Federal Board of Revenue (FBR) has proposed increasing the withholding tax on cash withdrawals from banks by non-filers from 0 6% to 0 9% to generate an additional Rs 15-20 billion in revenue for 2024-25 According to a news report this proposal is part of the government’s strategy to penalise non-filers of income tax returns The proposal has been discussed during ongoing talks between the FBR and the International Monetary Fund (IMF) Currently, cash withdrawals exceeding Rs 50,000 in a single day by non-filers, through credit cards or ATMs, are subject to a 0 6% withholding tax The Finance Act 2023 reintroduced tax collection on cash withdrawals from Non-Active Taxpayer List (Non-ATL) persons by banks Section 231AB requires every banking company to deduct an advance adjustable tax at 0 6% from individuals not listed in the Active Taxpayer List at the time of cash withdrawals exceeding Rs 50 000 in a single day This provision also covers withdrawals made on credit cards or from ATMs If the total cash amount withdrawn in a single day exceeds Rs 50,000, the tax is deducted from the entire amount The withholding tax on cash withdrawals is adjustable against the tax liability of the individual for the tax year The tax is not deducted in cases of withdrawals made by the federal or provincial government a foreign diplomat or diplomatic mission in Pakistan or an individual who produces a certificate from the commissioner that their MO R E attention is being paid to PPP Chairman Bilawal Bhutto Zardari s strictures on the PTI than on his remarks on the need for an ‘agricultural emergency’ during his speech to the National Assembly on the President s address, which is perhaps unfortunate but understandable There is much eagerness to know in which direction are things moving, for Mr Bhutto Zardari’s chances of becoming PM in this Parliament depend on the PTI independents turned Sunni Ittehad Council votaries His accusing them of courting the very powers they criticised may have been accurate or provocative, but his calling for an agriculture compact among the parties opens up a new approach to the vexed question of an economic compact , whereby all parties agree to a common economic policy so that all economic players, whether foreign or local, knew that whatever might happen politically the policy would remain the same This is opposed to the current uncertainty, a symbol of which is that the PTI government tried to oil out of its commitments to the IMF

With parties offering pie-in-the-sky if elected, this would a useful corrective and would ensure the continuity of economic policy which is attributed to oneparty rule whether approved at intervals by the electorate as in the long period of LDP rule after World War II in Japan or through an iron fist as in the hold of the Communist Party on China since it took power in the 1949 Revolution However, for competing parties to come together to hammer out and then agree to a Charter of the Economy has so far proved impossible Perhaps Mr Bhutto Zardari’s suggestion that agriculture be dealt with first could be extended to other sectors of the economy, with parties agreeing to follow consistent policies in one sector about which none held any strong views True, there would be problems where one policy depended on something on which there was no agreement (agriculture would need a consistent power and fuel policy, for example) but the way out is dialogue

NO W that a year has passed, and now that elections have been held, the nation still faces the dilemma it did a year ago when the attacks on military installations and martyrs memorials had taken place in reaction to the arrest of PTI chairman Imran Khan from the premises of the Islamabad High Court by Rangers personnel in a NAB case

Imran was released after a few days, and promptly holed up within his Zaman Park residence in Lahore Ultimately he was arrested from there by a police party which was offered no resistance unlike a previous occasion when there had been resistance by party workers, and the police had to beat a retreat There are two widely differing views of the events, which have not been tested yet in any court, even though bail hearings of arrested PTI workers have provided sufficient opportunity One view propounded by the PTI is that the PTI erupted into protests when they learned of the arrest or rather that their redline had been crossed However the protests remained peaceful, until agents provocateurs, belonging to secret agencies, committed mayhem upon military installations and martyrs’ memorials According to this view, PTI supporters were innocent of all wrongdoing

The other view is that the PTI had used Imran’s arrest as the signal for a coup d état not just against the government but the senior military leadership He was supposed to have been restored to office, with a military leadership of his choice It didn t happen that way, as the attempt to take over GHQ was successfully resisted More importantly, the discipline of the armed forces held The break-up of the party afterwards was perhaps inevitable A party whose members had boasted of their closeness to the military could not retain leaders who were forced to choose loyalties Some still chose Imran The return of Mian Nawaz Sharif and the ensuing election did not lead to the ouster of Imran Khan Clearly he represented something more than his anticorruption message One view would be that he represented a spirit of envy The view that traditional politicians are corrupt is not so much based on a revulsion against corruption, but on envy at those who have succeeded in gaining access to power The ordinary citizen’s life experience is of being kicked around, of what seem arbitrary exercises of power There are certain people who appear to be able to work the system and if need be overcome it Joining that elite is seen as a result of the kind of wealth or job one

rose after Partition emerged as those who could command enough votes to enter the Assemblies and achieve those heights A landowner had to keep his patwari happy But

if he was elected to the Assembly, he could get access to the Minister who could transfer the patwari’s boss The patwari would realize on which side his bread was buttered May 11 was an attempt to deliver this power structure in the hands of those who wanted to perpetuate Imran Khan in power It did not work What did Imran offer? Some saw the abolition of this structure, some wanted access to it All those who resented anyone having access to it Of course, some had limited access and wanted to preserve at least that much as they had That was what Imran offered

At one level all revolutions offer the revolutionaries increased access However to succeed they must also offer genuine change, based on a belief system Imran s ideology was essentially negative Of course, that assumes that it reached the level of an ideology One reason for its success was that it was so unsystematic It offered a return to the certitudes of childhood with the preservation of traditional culture along with the advantages of modernity

However, the leader was not perfect There were all sorts of questions about his personal life, which may explain why his followers are ready to indulge in fisticuffs to defend him There were enough imperfections so that cases could be registered against him and he was sentenced to jail However though that has ousted him from politics the real case that of involvement in the May 9 incidents has not been brought against him He has been charged, but has been granted bail in those cases Clearly, the evidence, if any, of his planning the indents has not presented to the court His claim that agents provocateurs committed the offences has also not had evidence

As Pakistan marks one year since the May 9 riots, it is imperative to enact necessary legislation to prevent such lapses in the future Pakistan must address the challenges posed by divisive politics and leadership failures, and strive for a society where the rule of law prevails and all individuals are held accountable for their actions Only then can Pakistan begin to rebuild the shattered fabric of national security and move towards a more secure and stable future Scenes of dissension and divisive objectives have cultivated a national character for youth that will take ages to obliterate reversing the tidal wave of anguish and despair It is not only about the Armed Forces but also about the social and moral fabric of society which has been gruesomely hurt by enemies The presser from a spokesperson of the Pakistan armed forces on May 7 clearly enunciated that there would be no deal, no dialogue, with the masterminds, enablers and prompters of the May 9 riots The only graceful exit which can be offered to the PTI is through an unconditional public apology for the heinous crimes committed by its followers on the Black Day The nation s response has been overwhelming and magnanimous All factions and segments regardless of their affiliations have come out in support to unequivocally condemn the May 9 incident People have gathered in large crowds on all fronts to show their dismay against the tragedy The rallies conducted by youth and common masses reflect that the nation has awakened to the reality that the sanctity of state and institutions is of paramount importance

IHC judge calls for ‘death penalt y’ for elements behind forced disappearance
