N a significant political development, the Pakistan Muslim League-Nawaz (PML-N) and the Pakistan Peoples Party (PPP) on Tuesday successfully reached a government formation agreement. The breakthrough comes after intensive negotiations between PPP Chairman Bilawal Bhutto-Zardari and PML-N President and Prime Minister-designate Shehbaz Sharif. The high-level discussions took place at the residence of Senator Ishaq Dar, where the leaders engaged in crucial talks to solidify the terms of the alliance. Later addressing a joint press conference, PML-N President Shehbaz Sharif, PPP President Asif Zardari and PPP Chairman Bilawal Bhutto-Zardari announced that

both parties had agreed on a deal to form joint government. PML-N President Shehbaz Sharif said the journey ahead for the next government will not be easy but one fraught with many difficulties and obstacles but the coalition alliance will tackle them together. Shehbaz Sharif said the coalition now has the “required numbers” with the PPP to be in a position to form the next government. He thanked the PPP and PML-N leadership for the positive conclusion to the talks between the parties. He said the numbers are now complete with the PPP to elect Asif Ali Zardari as the next president for the next five years. He also thanked other allied parties such as the Muttahida Qaumi Movement-Pakistan and Pakistan Muslim League-Quaid in this regard. He acknowledged the recent efforts made by inde-

pendent candidates backed by Pakistan Tehreek-e-Insaf (PTI) and PPP members to explore government formation options. Shehbaz stated that they had sent a message to independent candidates a few days ago, welcoming the possibility of them forming a government, with PML-N prepared to play its role on the opposition benches, in accordance with the Constitution. However, the independent candidates, even after forming alliances with SIC and MWM, failed to secure the necessary numbers. Highlighting the extensive discussions held between PPP and PML-N committees, Shehbaz joyfully declared the decision to form a government with PPP. He expressed gratitude to Bilawal for his dedication to the cause and acknowledged the contributions of his brother, Nawaz Sharif, in making the coalition government a reality. Shehbaz emphasised the unity between the two parties, noting that they were well-positioned to form the government at the Centre. He extended thanks to MQMP, IPP, and PML-Q for their support in this coalition. Addressing pressing issues, Shehbaz stressed the resurgence of terrorism in Khyber-Pakhtunkhwa (K-P) and Balochistan, underscoring the alliance’s commitment to combating these challenges. Economic issues were also a focal point, with the coalition determined to address them collectively. Shehbaz highlighted the importance of providing opportunities and vocational training to the youth for a prosperous and stable future. Commenting on the nation’s reliance on loans for 76 years, Shehbaz called for concerted efforts to eliminate this dependency. He emphasised the need to leverage all available resources to overcome challenges and steer Pakistan towards prosperity.

Sunni Ittehad Council moves ECP for allocation of reserved seats ISLAMABAD

STAFF REPORT

After including PTI-backed Independents, the Sunni Ittehad Council (SIC) has approached the Election Commission of Pakistan (ECP) for the allocation of women and minorities reserved seats. An application has been submitted with the ECP for this purpose by the party’s leadership. The SIC has taken the stance that at least 50 PTI-backed Independents had joined the SIC, who should, now, be considered as its lawmakers. The SIC pleaded with the ECP that seats reserved for women and minorities should be allotted to the party. It may be recalled that on Monday PTI-backed Independents had announced joining the SIC. Earlier, addressing a news conference along with leaders of the SIC and the Majlis-e-Waddatul Muslimeen (MWM) PTI leader Barrister Gohar claimed his party had secured victory on 180 National Assembly seats. He said PTI-backed Independents declared returned from the National Assembly, Punjab and KP assemblies would join the SIC. He said this alliance had been created for the country’s best interest. Earlier on Monday, PTI leader Barrister Gohar Ali Khan said PTI-backed independents, who claimed victory from the National Assembly, Punjab and Khyber Pakhtunkhwa assemblies in the general elections, would join the Sunni Ittehad Council (SIC) as a party. PTI’s announcement followed a formal agreement with the SIC. “Our successful candidates have submitted affidavits with us and today we are announcing that PTI-backed candidates are joining the Sunni Ittehad Council,” Gohar stated during a press conference. He mentioned that the reserved seats in the federal legislature and provincial legislatures were allotted according to the strength of political parties in the houses. “Therefore, to secure our reserved seats and shield our members, we have made a formal agreement under which our candidates will join the SIC,” Gohar said, adding, “The PTI will submit the same documentation to the Election Commission of Pakistan (ECP) today.”

Pakistan Tehreek-e-Insaf (PTI) Chairman Barrister Gohar Ali Khan has intensified the party’s stance on the release of election results under Form-45s and demanded the resignation of Chief Election Commissioner Sikandar Sultan Raja, alleging systematic rigging in the February 8 elections. Addressing the media after a meeting with PTI founder Imran Khan in Rawalpindi’s Adiala Jail on Tuesday, Gohar emphasised the significance of transparent and fair elections, stating that the Election Commission of Pakistan (ECP) had failed to fulfill its responsibility. Gohar stated, “We have always requested the ECP for a fair and transparent election, but unfortunately, our concerns have not been addressed. The release of election results under Form-45s is crucial to uphold the public mandate.” Highlighting the revelations made by former Rawalpindi commissioner Liaquat Ali Chattah re-

garding electoral fraud, Gohar expressed concern for Chattah’s safety and called for full security for him and his family. He added, “Commissioner Rawalpindi has clearly stated what kind of fraud has taken place in elections. It is our duty to ensure his safety and protect those who expose the truth.” Gohar asserted that the PTI had submitted a list of 50 MNAs to the Election Commission of Pakistan and mentioned a strategic alliance

with the Sunni Ittehad Council (SIC). He explained that the list had been submitted in the name of SIC, and PTI MNAs joining the council would receive reserved seats in parliament accordingly. “We have decided to forge an alliance with Sunni Ittehad Council at the provincial and federal levels. Our MNAs who join SIC will get reserved seats in parliament, and we have already submitted the list to the election commission,” Gohar elaborated.

Plea filed in SC Lahore Registry, seeking probe into poll rigging LAHORE

STAFF REPORT

A petition was filed in the Supreme Court (SC) Lahore Registry on Tuesday seeking an investigation into the alleged rigging in the recently held general elections in the country. A citizen Mian Shabbir Ismail has filed the petition through his counsel. The petitioner has made the federal government, the Election Commission of Pakistan (ECP) and the chief secretaries of the four provinces respondents in the petition. The applicant requested the apex court to clear the dust regarding rigging allegations and reveal the facts. It may be mentioned here that a similar kind of petition was first submitted at the apex court in Islam-

abad. Even though the mover seeking annulment of the general elections due to complaints of rigging, withdrew his petition on Monday, Chief Justice of Pakistan (CJP) Justice Qazi Faez Isa insisted he would still hear the case. “Bring the petitioner back. Dial the cellphone number he has given on his application. We will hear the plea,” the CJP ordered the SHO of the concerned police station after the petitioner did not show up in court. A three-member bench of the apex court, headed by the CJP, and comprising Justice Muhammad Ali Mazhar and Justice Musarrat Halali, was hearing the petition filed by a retired brigadier, Ali Khan. Calling withdrawal of the petition a ‘joke’, CJP Isa remarked that he would not allow this to happen again. “Do these people file petitions just for the sake of publicity,” he said.

Individuals not army as institution take decision on martial law, says CJP

ISLAMABAD STAFF REPORT

Chief Justice of Pakistan (CJP) Qazi Faez Isa on Tuesday that the imposition of martial law is not an action taken by the army as an institution but rather by specific individuals. “Martial law is not implemented by the army as a whole, rather certain individuals act independently. Perhaps it’s time for a fresh start. Could this be a way for institutions to disassociate themselves by attributing wrongdoing to these individuals?” CJP Isa remarked during the hearing of a presidential reference filed by former president Asif Ali Zardari on April 2, 2011, under Article 186 of the Constitution, aiming to review the trial of former prime minister Zulfikar Ali Bhutto’s murder. Justice Mansoor Ali Shah highlighted the significance of due process in the court proceedings. CJP Isa emphasized the clarity of the court’s jurisdiction, asserting that a case cannot be reviewed multiple times. During the session, attention was drawn to remarks made in an interview by a judge, indicating pressure while announcing the verdict. Responding to this, CJP Isa emphasised the importance of bearing pressure and maintaining impartiality on the bench. The discussion delved into the procedural aspects of the case, with Justice Mansoor Ali Shah raising questions on how to proceed under Article 186 and the admissibility of evidence. Justice Jamal posed inquiries regarding external pressures and requested relevant records. The CJP also highlighted the need for the prosecution to maintain transparency. The hearing was adjourned until February 26, as the Supreme Court continues to deliberate on the matter. History of the case Zulfikar Ali Bhutto, who took over as president of Pakistan immediately after the fall of Dhaka in December 1971, and later became the prime minister after the 1973 Constitution, was removed from the government through the martial law imposed on July 5, 1977, led by Gen Ziaul Haq. On September 3, he was arrested in the case of March 1974 murder of Nawab Muhammad Ahmad Khan Kasuri. He was released 10 days later, after a court found the charges against him “contradictory and incomplete”. He was rearrested on the same charges and arraigned before the Lahore High Court (LHC). On March 18, 1978, Bhutto was declared guilty of the murder, and was sentenced to death. The decision was challenged in the Supreme Court and on February 6, 1979, the Supreme Court voted 4-3 to issue a guilty verdict and upheld the high court decision. On March 24, 1979, the Supreme Court dismissed the appeal and Gen Zia upheld the death sentence. Bhutto was hanged at the Rawalpindi Central Jail on April 4, 1979 and was buried at his family mausoleum in Garhi Khuda Baksh. On April 2, 2011, 32 years after Bhutto’s trial and execution, the PPP, then the ruling party, filed the reference for reopening of Bhutto’s trial. It is important to mention that the apex court judgment on the hanging of Bhutto has never been referred to as a precedent by the judges in any case.

‘Mother of all rigging’ made Pakistan a laughing stock globally, says Imran RAWALPINDI

STAFF REPORT

PTI’s founder Imran Khan has said that the “mother of all rigging” must end now because Pakistan has become a laughing stock globally, Aleema Khan quoted her brother as saying. While speaking to the media outside Adiala Jail, where Imran is incarcerated, Aleema Khan said that her brother wanted the culture of impunity to end and the mandate of the people must be respected to salvage the country’s reputation internationally. When asked what exactly does he mean by “mother of all rigging”?, she said that it was dismantling the PTI, snatching its iconic election symbol of bat, not allowing the

party’s candidates to submit nomination papers, coercing candidates into withdrawing from elections and denying the party the right to canvass. Imran also ridiculed his arch nemesis, the PML-N, which willingly bartered away its narrative to grab power. “Instead of honouring the vote, the ‘selected ones’ have honoured the boot,” Aleema quoted Imran. “The selection was so blatant and blind that corruption cases were dropped by the selectors against the ‘selected ones’,” she further stated quoting her brother. “Instead the PTI chairman was sentenced to 32 years in jail after marathon trials on trumped up charges.” Imran said that pre-poll, election day,

and post-election rigging denied the people of Pakistan their democratic right to choose their representatives. “On the voting day, the internet was shut down, leaving people perplexed. But when it did not work, post-poll rigging was carried out at night by brazenly changing the results by ignoring Form 45,” he added. The incarcerated PTI chairman also referred to the Rawalpindi commissioner who in a recent damning video confession admitted to rigging the election for the PML-N. “Not just one commissioner, there are many more who have ample evidence of rigging, but they have been silenced,” he said while fearing that the commissioner would be subjected to physical torture.
