According to sources, the highest concentration of ‘aliens’ is reported in District East, Sohrab Goth, and adjoining areas of Karachi, where approximately 165,000 immigrants are estimated to be living unlawfully. Meanwhile, in Chaman, a considerable number of Afghan nationals who were residing illegally in different parts of the country have converged, registering themselves for repatriation. These individuals are being housed in camps established to accommodate Afghan refugee families. To date, around 5,000

Afghan refugees have arrived at the Chaman center after completing the registration process. Reports from Khyber Pakhtunkhwa suggest that 51,044 foreigners residing unlawfully have been identified across various districts. Detailed official documentation highlights that among these individuals, more than 24,000 are adults, while over 25,000 are children. Peshawar leads with the highest count of illegal residents at 22,752, comprising 5,826 men, 5,800 women, and 11,000 children. Moreover, significant numbers have been reported in other districts including Nowshera (7,185), Khyber (5,173), Mansehra (2,700), among others, totaling to 51,044. The campaign to repatriate illegal foreign nationals has already commenced, resulting in the return of 5,265 families,

SC rejects govt’s fact-finding committee on Faizabad sit-in ISLAMABAD agencieS

The Supreme Court of Pakistan Wednesday rejected the government’s fact-finding committee, ordering the Attorney-General for Pakistan, Mansoor Usman Awan, to form a new inquiry commission soon pertaining to the implementation of the apex court verdict in the Faizabad sit-in case. The fact-finding committee was constituted by the government, on Friday, to investigate the “role and directions” of all “concerned” officials in the management and handling of the sitin in 2017 staged by the Tehreek-e-Labbaik Pakistan against the then-Pakistan Muslim League-Nawaz (PML-N) government. The orders for a new inquiry commission came during the hearing of a set of petitions against the February 6, 2019, judgement in the Faizabad sit-in case. On February 6, 2019, the SC bench comprising the now-Chief Justice of Pakistan (CJP) Qazi Faez Isa and Justice Mushir Alam, ruled that the intelligence agencies must not exceed their respective mandates. Multiple pleas challenging the SC verdict on the Faizabad sit-in were filed by the federal government, Ministry of Defence, the Pakistan Electronic Media Regulatory Authority (Pemra), the Intelligence Bureau (IB), the Election Commission of Pakistan (ECP), Pakistan

Tehreek-Insaf (PTI) and others. However, most of the petitioners retracted their applications recently, prompting the CJP Isa to ask “why is everyone so afraid to speak the truth”. “Is it a joke to file a revision petition and withdraw it?” CJP Isa remarked during the hearing. The court dismissed review pleas filed by the IB, PTI, the defence ministry, MQM and Ijazul Haq for withdrawal. It also issued notices to Sheikh Rashid over failure to appear in court and adjourned the hearing till November 15. A three-member SC bench comprising the CJP Isa, Justice Aminuddin Khan and Justice Athar Minallah heard the petitions challenging the ruling. During the hearing today, the top judge said the apex court wanted to know who was behind the Faizabad sit-in. “We want to know who was the mastermind of the Faizabad sit-in,” he remarked, expressing annoyance over the decision not being implemented since its issuance in 2019. The chief justice, during the hearing, questioned what the incumbent government was doing on the implementation of the SC’s decision in the sit-in case. “No one cares about this country,” CJP Isa remrked, while Justice Minallah said that the county is only for the elites and has been occupied by them for the last 70 years. HE government on Wednesday initiated a nationwide operation to deport the illegal foreign nationals including Afghans following expiry of the deadline set for repatriation voluntarily. The Interior Ministry, for the first time in country’s history, has issued instructions to all provinces to deport illegal foreigners under the Foreign Act 1946. The caretaker government has warned of strict legal action if any Pakistani is found to be involved in harboring illegal foreign nationals. The repatriation plan will apply to all foreigners residing illegally in Pakistan. No country or nationality will be taken into account in the application of the plan. The security forces have completed the process of identifying illegal Afghans by mapping and geo-fencing. Identification process of 200,000 illegal foreigners residing in Sindh has been completed. Of the 300,000 Afghan citizens residing illegally in Khyber Pakhtunkhwa, individuals who do not leave voluntarily will be shifted to detention centers. In Punjab and Balochistan, operation has also been started to deport illegal Afghans and their data is being checked by scanning. In Karachi, a significant contingent of police has been stationed at holding camps designated for those who have been residing illegally in the country. The government says more than four million foreigners live in Pakistan, a vast majority of them Afghan nationals who sought refuge over the last four decades after the Soviet invasion of Afghanistan in the 1980s.

IHC rules out possibility of ‘any hostile agency’ bugging PMO calls ISLAMABAD

The Islamabad High Court (IHC) on Wednesday ruled out to believe that an enemy country’s agency could not have recorded phone calls of Pakistan’s highest office, elaborating “Pakistan has a capable and functional national security infrastructure and it can’t be believed an enemy country’s agency managed to record calls of Pakistan’s highest office and the latter did not find out.” “A non-state actor recording calls of the country’s highest office is also unbelievable,” the IHC observed in its detailed order issued of the previous hearing of an audio leak plea. A single member IHC bench, comprising Justice Babar Sattar is hearing audio leak pleas of Najamus Saqib, son of former chief justice of Pakistan Saqib Nisar, and Bushra Bibi, wife of former prime minister Imran Khan. Furthermore, as per the court order, the government informed the IHC that no agency had been permitted to tap or record phone calls. The information was stated in a report submitted to the high court in compliance with its orders issued at a previous hearing. According to the detailed order, the court asked who had the power to tap or record citizens’ phone calls? To this, the order stated, the attorney general replied that he would submit a report with the IHC after consulting with the prime minister and federal cabinet. The secretaries of the prime minister, defence and interior ministers and ex-premier Imran Khan have submitted their replies with the court, the IHC order further maintained. As per the government’s reply, no agency was given the permission to record citizens’ phone calls, and that a judge is required to sign off on a warrant to do so. The IHC ordered the prime minister’s principal secretary to submit a detailed reply to the court at the next hearing. “The Prime Minster Office (PMO) must tell if orders were given to anyone to record calls; was any agency given the authority to do so; were any warrants sought for anyone? If the government had taken any of these steps, it must inform the court,” the IHC maintained. The court further directed that the PM’s principal secretary could consult the concerned ministries as well as heads of intelligence agencies, hoping that the federal government would submit a detailed report, addressing all the queries, with the IHC.

First evacuees leave Gaza as Israeli offensive intensifies agencieS

Several politicians and rights activists filed a petition with the Supreme Court (SC) on Wednesday challenging the “mass deportation” of Afghan refugees and asylum seekers by the caretaker government. The petitioners include PPP’s Farhatullah Babar, Jamaati-Islami Pakistan Senator Mushtaq Ahmed, rights activist Amina Masood Janjua, National Democratic Movement Chairman Mohsin Dawar, lawyer Jibran Nasir, Rohail Kasi, Syed Muaz Shah, Pastor Ghazala Parveen, lawyer Iman Zainab Mazari, Ahmad Shabbar, Advocate Imran Shafiq, Luke Victor and Sijal Shafiq. The petition has not yet been accepted for hearing. Earlier this month, the government gave an ultimatum to all undocumented immigrants to leave Pakistan by Oct 31 or else risk imprisonment and deportation to their respective countries. While the decision had prompted criticism from Afghanistan and several other quarters, the caretakers refused to budge from the deadline, insisting the move was not aimed at any particular ethnic group. Of the more than four million Afghans living in Pakistan, the government estimates 1.7m are undocumented. The government has decided to keep foreign nationals residing in the country without identity documents in “holding centres” before deporting them to their respective countries. The petition filed with the SC today, a copy of which is available with Dawn.com, was moved under Article 184(3) of the Constitution. It named 15 respondents, including the federation through the caretaker premier, the government’s apex committee through the interior secretary, all four provinces and the Islamabad Capital Territory, the chief commissioner for Afghan refugees, and the National Database and Registration Authority through its chairman. It said that the government’s decision to expel immigrants was causing a “massive violation of fundamental rights of around 4.4 million persons of Afghan origin who are for the time being in Pakistan”.

The court then immediately summoned Pemra Chairman Salim Baig to the rostrum. During the hearing, Pemra’s counsel said he has only received ex-Pemra chairman Absar Alam’s affidavit.

SC moved against deportation of Afghan refugees, asylum seekers

A first group of civilian evacuees from Gaza crossed into Egypt under a Qatari-mediated deal on Wednesday while Israeli forces bombed the Palestinian enclave from land, sea and air as they pressed their offensive against Hamas fighters. The evacuees, who had been trapped in Gaza since the start of the war more than three weeks ago, were driven in ambulances through the Rafah border crossing. A source at the border said they were undergoing security checks on the Egyptian side. Under the deal reached between Egypt, Israel and Hamas, a number of foreign nationals and critically wounded people will be allowed to leave the besieged territory. Despite the breakthrough on the humanitarian front, Israeli war

planes, naval boats and artillery pounded Gaza throughout the night, inflicting scores more casualties among the civilian population, Palestinian residents said. Hospitals struggled to cope as fuel shortages forced shutdowns. Israel sent its forces into Hamas-controlled Gaza following weeks of air and artillery strikes in retaliation for a deadly attack by the Islamist group on southern Israel on Oct 7. Israel has vowed to wipe out Hamas. But the civilian death toll in Gaza and desperate humanitarian conditions have caused concern across the world as food, fuel, drinking water and medicine run short. Israeli airstrikes hit a densely populated refugee camp in the Gaza Strip, killing dozens of Palestinians as medics struggled to treat the casualties in the enclave where food, fuel and basic supplies are running scarce.

The health ministry in Gaza said Israeli air and artillery bombardment has now killed more than 8,500 Palestinians, two-thirds of them women or children. The Israeli military said 11 soldiers were also killed in fighting in Gaza on Tuesday, the biggest one-day loss for the armed forces since Hamas fighters attacked southern Israel on October 7. struck by an anti-armor missile. Israel sent its forces into Gaza following weeks of air bombardments in retaliation for the attack, and an Israel Defense Forces (IDF) statement claimed the airstrikes on Jabalia, Gaza’s largest refugee camp, had killed Ibrahim Biari, a Hamas commander it said was “pivotal” in the planning and execution of the assault.
