PAKISTAN’s headline inflation showed a slight decline in August, as reported by the Pakistan Bureau of Statistics (PBS). The year-on-year inflation rate stood at 27.4%, slightly lower than July’s figure of 28.3%. However, on a month-on-month basis, the inflation increased by 1.7%. This development has resulted in the average inflation rate for the first two months of the fiscal year 2023-24 (2MFY24) rising to 27.85%, higher than the average of 26.10% recorded during the same period in the previous fiscal year (2MFY23).

The Consumer Price Index (CPI) reading for August also marks the lowest inflation rate in the calendar year 2023. However, experts warn that this may be short-lived as several economic factors come into play. It is also important to note that even the best inflation figures of 2023 are above 25%, which means a quarter of last year’s prices.

It has also been warned that the depreciating value of the Pakistani rupee, soaring energy tariffs, and record-high fuel prices are expected to place additional burdens on consumers in the coming months. The caretaker government recently announced yet another hike in petrol and diesel prices, raising them to

Rs 305.36 and Rs 311.84 per litre, re-

spectively. This means petrol prices have surged by nearly 21%, or Rs 52.36, since the beginning of August. This increase will quickly translate into prices of goods and services across the board.

Furthermore, the State Bank of Pakistan (SBP) is scheduled to hold its Monetary Policy Committee (MPC) meeting on September 14. The current key policy rate stands at a record 22%, and most analysts anticipate another rate hike. Public debt exceeds 60pc of GDP limit under FRDL Act

The finance ministry has disclosed that total Public Debt of the government over the last five years has exceeded the prescribed limit of 60 % of GDP under the Fiscal Responsibility and Debt Limitation Act 2005. The Finance ministry in its fiscal Risk Statement 2023-24 states that total public debt (TPD) is a measure of government indebtedness.

The total public debt has reached to Rs59247 billion in March 2023 from Rs 24953 billion in FY 2018. This included debt of the government (including the Federal Government and the Provincial Governments) serviced out of the consolidated fund and debt owed to the IMF, under the FRDL Act, 2005. In addition, the external debt and liabilities have recorded $126 billion in March 2023 which was $95.2 billion in FY2018. The violation of FRDL Act is primarily due to consistent fiscal deficits, averaging 6 % of GDP since 2010, which have led to a rapid build-up of debt. Total Public Debt can increase due to both budgetary and non-budgetary factors, such as unfavorable movements in interest and exchange rates and the realization of contingent liabilities

The report states that ongoing fiscal deficits require refinancing of the Government’s maturing debt while raising additional debt to fulfill the fiscal shortfall. A high level of short-term debt creates potentially significant refinancing challenges during periods of slower economic growth, higher fiscal deficits, and lower investor confidence. To manage the refinancing risk, it is important for the government to achieve and maintain a longer average time to maturity (ATM) of its domestic as well as external debt. This means that the government should issue debt with longer maturities, which will reduce the frequency of debt rollovers and decrease the refinancing risk, in line with the current Medium Term Debt Strategy. The Finance Division sets the target for domestic debt at 4 years ATM and 7 years ATM for external debt with GFN/GDP at 27 percent in its Medium Term Debt Strategy 2019-2023. For FY2022, the ATM of Domestic Debt was reported at 3.6 years, falling short of the targeted ATM of 4 years. However, the government is determined to implement stronger fiscal discipline, decrease its fiscal deficit, reduce its borrowing requirements, and rely on longer term instruments for domestic borrowing. These actions are expected to meet its targets.

The Election Commission of Pakistan (ECP) on Friday announced that it will be reducing the time required to complete the delimitation of constituencies and that the publication of constituencies would now be final by November 30.

“To complete the consultation and feedback process with political parties and delimitation of constituencies as early as possible, the ECP has further reduced the time frame for delimitations,” a statement released by the supervisory body read. “Now the final publication of constituencies will be on November 30, 2023”.

Urban vs. Rural Inflation:

The PBS provided insights into the urban and rural inflation rates:

– CPI inflation in urban areas increased to 25.0% year-on-year in August 2023, compared to 26.3% the previous month and 26.2% in August 2022.

– On a month-on-month basis, urban inflation rose by 1.6% in August 2023, compared to a 3.6% increase in the previous month and a 2.6% increase in August 2022.

August 2023, compared to 31.3% the previous month and 28.8% in August 2022. – On a month-on-month basis, rural inflation rose by 1.9% in August 2023, compared to a 3.3% increase in the previous month and a 2.2% increase in August 2022.

Special Price Index (SPI) and Wholesale Price Index (WPI): SPI inflation was also recorded at 27.9% on a year-on-year basis, in August 2023, compared to 29.3% the previous month and 34.0% in August 2022. On a month-on-month basis, SPI inflation increased by 4.1% in August 2023, compared to a 2.8% increase in the previous month and a 5.2% increase in August 2022. WPI inflation on a year-on-year basis increased to 24.3% in August 2023, compared to 23.1% the previous month and 41.2% in August 2022. On a month-onmonth basis, WPI inflation increased by 4.2% in August 2023, compared to a 2.5% increase the previous month and a 3.1% increase in August 2022. While August brought some relief with a marginal decrease in inflation, the challenges ahead, including rising energy costs and exchange rate volatility, suggest that Pakistan’s inflationary pressures are far from over. The upcoming SBP meeting will be closely watched as it could determine the course of monetary policy in these economically challenging times.

Capital Police re-arrest Pervaiz Elahi under 3 MPO after LHC orders release

The Islamabad Capital Police on Friday re-arrested PTI President Chaudhry Pervaiz Elahi from near his residence on Zahoor Elahi Road on orders of a magistrate under Section 3 of the Maintenance of Public Order (MPO), hours after the Lahore High Court (LHC) released him in the Asset Beyond Means case. “Ch Pervaiz is being shifted to jail,” the capital police said on X (erstwhile Twitter).

Section 3 of MPO empowers the government to arrest and detain suspected persons. It states: “The government, if satisfied that with a view to preventing any person from acting in any manner prejudicial to public safety or the maintenance of public order, it is necessary to do, may, by an order in writing, direct the arrest and detention in such cus-

tody […] and [the] government, if satisfied that for the aforesaid reasons, it is necessary so to do, may extend from time to time the period of such detention, for a period not exceeding six months at a time.”

The district magistrate’s order said that law enforcement agencies had intimated to the judge at various times that Ch Pervaiz Elahi was the PTI president and “remained involved in creating unrest and disturbance and has further potential to disrupt the public peace and tranquillity, if set free”.

It further said that in the past as well, “he has provoked PTI supporters to take law into their own hands … The intelligence agencies have further reported that they have credible information that he would be a threat and can worsen the law and order situation along with his supporters if he has not detained.”

Chief Justice of Pakistan Umar Ata Bandial on Friday observed that evidence collected through international legal help were not acceptable after the NAB amendments which potentially raised questions about who would benefit from these changes.

CJP Umar Ata Bandial made the observation during hearing a plea filed by the PTI chairman against the amendments introduced to NAB Law by the coalition government of PDM. A three-member bench led by CJP Bandial and comprising Justice Ijazul Hassan and Justice Mansoor Ali Shah is hearing the petition. As the proceedings began and Khawaja Haris, the counsel for the PTI chief started arguments, the CJ intervened and asked Haris that he wanted to ask Makhdom Ali Khan a question.

The order added that a district intelligence committee meeting was convened on the above reports on Thursday and not only endorsed them but also recommended a detention order for Ch Pervaiz Elahi.

Future of fuel prices bleak as global crude peaks for 2023

From dire to disastrous. Within a mere day of the Government of Pakistan recalibrating petroleum prices in light of the Rupee’s depreciation, Pakistanis have been jolted awake as global crude markets skyrocketed. Future contracts for all three benchmark crudes — Brent, West Texas Intermediary, and Dubai Fateh — have reached their peak since October of last year.

More critically, the spot prices of all the principal oil blends that Pakistan imports have also reached their penultimate level in 2023. This, in fact, may be the sole glimmer of hope in this situation. However, when taking into account the wider macroeconomic landscape, this portends nothing short of a calamity if prices do not nosedive again on Monday.

“You earlier said that in addition to mutual legal cooperation, a report pertaining to foreign properties has been received but it’s not acceptable under the law,” the CJP noted.

The chief justice opined that Federal Board of Revenue (FBR) record obtained from abroad could not be submitted as acceptable evidence in the court of law. “Does the constitution of Pakistan list the rights of an applicant.”

A report was also submitted during the hearing, detailing the return of references following the NAB amendments. Notably, the Park Lane reference against former President Asif Zardari and former Prime Minister Shahid Khaqan Abbasi were among those returned by the accountability courts. On the occasion, Justice Ijazul Hassan asked if NAB had submitted an edited report. To which the NAB prosecutor confirmed the submission of the report. Chief Justice Bandial questioned whether the rights of complainants were enshrined in Pakistan’s Constitution. Lawyer Makhdoom Ali Khan responded that the Constitution primarily focused on the rights of the accused and fair trial, rather than the rights of complainants.

Justice Ejazul Hassan added that Swiss cases against individuals like Asif Zardari were overdue and not necessarily due to a lack of evidence. The proceedings also shed light on the challenges in seeking assistance from Swiss authorities. Furthermore, it was discussed that information obtained by the Federal Board of Revenue (FBR) from abroad could not be presented as admissible evidence in court. Lawyer Makhdoom Ali Khan emphasized that it was NAB’s responsibility to prove the evidence obtained from abroad.

In his concluding remarks, Chief Justice Bandial underscored the importance of delivering justice, particularly in criminal cases, where conviction rates were below 70%. He emphasized that providing justice was a fundamental function of the state. The election supervisor gave assurance to the delegations of the Pakistan Peoples Party (PPP) Pakistan Muslim League-Quaid (PML-Q) and the Tehreek-e-Labbaik Pakistan (TLP) in separate consultative meetings at the ECP Secretariat in the federal capital. The meetings with these parties came in the backdrop of the ECP ruling out elections

this year. Earlier this week, the Pakistan Bureau of Statistics (PBS) provided the required data for the digital census 2023 to the polls supervisory body. The digital census was conducted in March-May this year. The results were published after their approval from the Council of Common Interest (CCI) on August 5, just days before the dissolution of the National Assembly. Following the approval of the census, the ECP is bound to conduct the upcoming general polls on the basis of the latest census whereas the election supervisor has already announced a schedule for revamping the constituencies.

Former prime minister Shehbaz Sharif had dissolved the National Assembly on August 9,

three days ahead of its mandated period. The 90-day limit for the ECP to hold elections under the Constitution ends on November 9.

On August 17, the election supervisor had announced that it would revamp all the national and provincial assemblies’ constituencies in light of the digital census within 120 days.

On the other hand, with the apex court having dismissed the ECP’s review petition against its April 4 order to hold polls for the Punjab Assembly on May 14, pressure is mounting on the electoral body either to hold the general elections within 90 days or to approach the court to seek guidance on the question of conducting new delimitation based on the 7th Population Census.

The Anti-Terrorism Court on Friday remanded human rights lawyer Imaan Mazari to jail for 14 days in a case registered on charges of collecting money for anti-state activities.

A special court on Friday rejected the postarrest bail petition of Pakistan Tehreek-e-Insaf (PTI) Vice Chairman Shah Mehmood Qureshi in cypher case. The Special Court has been established to hear cases registered under the Official Secrets Act. Special Court Judge Abul Hasanat Zulqarnain announced the verdict reserved earlier. According to the verdict, the court dismissed the bail plea of Shah Mehmood Qureshi primarily to his absence during the proceedings. The court also rejected another plea Qureshi had filed through his counsel Ali Bukhari, seeking exemption from in person appearance in the court. Bukhari had filed applications on behalf of Qureshi seeking exemption from attending court proceedings and requesting the summoning of Shah Mehmood Qureshi for the case.

THE ARREST: On August 19, the Federal Investigation Agency (FIA) arrested Mr Qureshi from his residence in Islamabad on Saturday and booked him under the Official Secrets Act, 1923, in a case pertaining to a diplomatic cypher. According to the FIR, the case was registered against PTI Chairman Imran Khan and Qureshi on August 15 over the alleged misplacement of a diplomatic cable from the US under sections 5 and 9 of the Official Secrets Act 1923 read with Section 34 of the PPC.

Following another massive hike in fuel prices, the local transporters in Karachi, have unilaterally increased the fare by up to Rs30 without any check from the authorities on Friday. According to details, local transporters unilaterally increased the fares of busses and coaches by Rs20 to Rs30 stop-to-stop despite the fact that the district administration has not notified any increase in this regard. Earlier, the caretaker government notified an increase in the price of petrol by Rs 14.9 per litre. According to details, the rate of petrol has reached Rs305.36 per litre with increase of Rs 14.9 per litre. Meanwhile, the price of high-speed diesel (HSD) has been increased by Rs18.44 per litre to Rs311.84. The rates of light speed diesel and kerosene oil remain unchanged. On August 16, Petrol price was increased by Rs17.50 per litre to Rs290.45, while highspeed diesel was increased to Rs293.40. Prior to this, the then federal government had increased the price of petrol by Rs19.95 per litre on August 1. It is pertinent to mention here that the caretaker Finance Minister Dr Shamshad Akhtar ruled out room for additional subsidies within the International Monetary Fund (IMF) agreements.

Briefing session for diplomatic corps on sIFc held

The Foreign Secretary organized a briefing session for the resident Diplomatic Missions in Islamabad on the Special Investment Facilitation Council (SIFC) at the Ministry of Foreign Affairs Islamabad on Friday. On the occasion, Special Assistant to Prime Minister on Government Effectiveness, Dr Jehanzeb Khan gave a detailed presentation informing the diplomatic corps on the establishment and various aspects of the Council. He particularly highlighted investment opportunities in Pakistan in four key areas: IT, Agriculture, Energy and Mining. The participating diplomatic missions were requested to brief and encourage their countries to profit from the promise of Pakistan being a resource-rich country. In should be mentioned here that the Government of Pakistan has recently constituted the Special Investment Facilitation Council (SIFC) to serve as a ‘One-Window’ platform to fast-track decisionmaking and promote as well as facilitate Foreign Direct Investment in the country. The briefing session was also attended by senior officials of the Ministry of Foreign Affairs.

Mazari was presented before Judge Abul Hasnat Zulqarnain and the court approved her judicial remand. The next hearing for her bail application is scheduled for Monday. Imaan will be held in Islamabad’s Women’s Police Station until then.

Following the expiry of Imaan’s three-day physical remand, her counsel filed a petition in the ATC requesting a change in the bail hearing date. The petition prayed for an expedited hearing either today or tomorrow. Lawyer Zainab Janjua conveyed this request to the judge while he was still in his chamber.

However, since the judge was unavailable on both days, the court decided to schedule the hearing for Monday. Imaan Mazari had initially been granted bail by the ATC in another case registered against her for participating in a protest in the federal capital organised by the Pashtun Tahafuz Movement. However, she was arrested

only hours later by Islamabad police on a first information report (FIR) registered at the Bara Kahu police station under the Anti-Terrorism Act (ATA).

Lawyer Qaiser Imam further said that Imaan’s medical condition is deteriorating and requested the court to keep her at Islamabad’s Women’s Police Station. Judge Zulqarnain stated that a decision regarding the case would be made after hearing arguments on Monday.

On Wednesday, the Islamabad High Court (IHC) restricted the authorities from taking Imaan out of the federal capital while she was under arrest.

He said that Pervez Elahi was being subjected to the worst state brutality. PTI spokesperson stated that Chaudhry Pervez Elahi was only imprisoned without any legal justification and deprived him of basic human and constitutional rights to compel him to stop supporting Imran Khan. He went on to say that the powerful elements of the state were involved in open contempt of the entire judicial system, who were treating the constitution and the law as a trash. Pakistan witnessed a sharp rise in militant attacks in August, with 99 incidents reported across the country, the highest number in any single month since November 2014. The attacks resulted in 112 deaths and 87 injuries, mostly among security forces personnel and civilians. There was a 83 percent rise in militant attacks compared with July as 54 attacks were reported in July.

According to the data compiled by the Pakistan Institute for Conflict and Security Studies (PICSS), the month of August also saw four suicide attacks, three in tribal districts of Khyber Pakhtunkhwa (KP) and one in mainland

KP. The month of July had witnessed five suicide attacks, the highest in a year. Overall, the country has witnessed 22 suicide attacks in the first eight months of 2023, in which 227 people have been killed and 497 injured. PICSS data also shows that security forces responded effectively to the militant threat, averting many attacks killing at least 24 militants, and arresting 69 others in various operations across the country. The data shows that Balochistan and erstwhile FATA were the most affected regions by militant violence in August, compared to the previous month. Balochistan witnessed a 65% increase in militant attacks, from 17 in July to 28 in August, while erstwhile FATA witnessed a 106% increase, from 18 in

The province of Sindh witnessed a slight increase in militant attacks, from three in July to five in August. The deaths also increased from one to four.

The province of Punjab remained relatively peaceful, with no militant attack reported in August. The only attack reported in July was a low-intensity blast near a police station in Lahore, which caused one injury. The data also reveals that security forces remained the primary target of militant violence, accounting for 50% of the total deaths and 63% of the total injured. There was a 51 percent rise in fatalities of the security forces in August compared with July 2023.

It is worth noting that TTP alone claimed 147 attacks in August but most of them could not be verified through independent sources. PICSS only recorded verified incidents of terrorism.

Karachi police arrest two ‘extortionists’ posing as TTP members

Rangers and a Police specialized unit took action on a technical basis and successfully arrested two individuals allegedly extorting money in the name of a banned organization Tehreek-e-Taliban Pakistan (TTP) on Friday.

Sources within the police revealed that the arrested suspects – identified as Abdur Raheem and Farman – sent an extortion chit to a businessman with a Rs 500 note attached to it.

Forces conducted an intelligence based operation on reported presence of terrorists, in gen area Miran Shah, North Waziristan District. During conduct of the operation, a party of terrorists was spotted and intercepted by Major Amir, who was leading the operation from front. Resultantly one terrorist was sent to hell while another was injured,” a handout of the ISPR said.

In FY2022, the ATM of external debt was also recorded at 6.2 years, below the target of 7 years. The government has borrowed significant amounts in recent years by utilizing commercial sources such as medium to long-term Eurobonds and short-term bank loans resulting in decline in ATM of external debt. The TPD violating the FRDL act is not only an indication of poor fiscal management in the past but also rings alarm bells for the upcoming years. Meanwhile, the stock of government guarantees also stood at 4.5 % of GDP at the end of FY2022. It is important to note here that guarantees issued against commodity operations are not included in the estimated stock right now in annual limits imposed on new issuances. This is done because the loans are secured against the underlying commodity and are essentially self-liquidating. The FRDL Act 2022 imposes a limit on the issuance of new government guarantees, including rollovers of existing guarantees, to 2 percent of GDP per annum and 10 percent of GDP limit on guaranteed stock. A government guarantee is an agreement between a financial institution and a government. It typically stipulates that if a borrower were to trigger an event of default that could not be resolved, the government would make the financial institution whole on its exposure. In addition to the exclusion of certain contingent liabilities from the stock limit, oversight and active management of guarantee and other contingent liability flows is embryonic – while the need for management of potential fiscal risks related to PPP contracts, subnational governments, and government contracts has been recognized, governance and capacity to do so effectively is in development.

In the extortion chit, the suspects demanded Rs 1.5 million as extortion money and threatened the businessperson to buy a shroud [Kafan] from the attached Rs 500 in case of non-payment of extortion.

The police sources revealed that the arrested accused introduced himself as Mufti Noor Wali from the banned

organization TTP, while the police is further interrogating the arrested accused.

In a CCTV footage of the incident, the accused can be seen handing over the extortion chit to the employee of the said businessman and flee from the scene.

Earlier to this, the Law enforcers arrested three suspected criminals during a search and combing operation in Orangi Town area.

According to the Rangers spokesperson, Karachi police and Rangers arrested three suspected criminals allegedly involved in various criminal activities, including robbery, snatching, and mobile phone tampering during a search and combing operation in Orangi Town area.

The detained individuals have been identified as Muhammad Ayaz, Abdul Saboor alias Sabura, and Ehtesham alias Ahsan.

The magistrate said that on the basis of the material placed before him and the committee’s recommendation, he was convinced that Elahi should be detained for “ensuring public peace and tranquillity”.

He ordered that Ch Pervaiz Elahi be detained for 15 days “to avoid any likelihood of breach of peace/unlawful assembly in the district”, adding that the PTI leader had the right to appeal to the government against the decision. Ch Pervaiz Elahi is among several PTI leaders who have been booked under the MPO amid the state’s crackdown against the party in the aftermath of the May 9 riots. His arrest today came hours after the LHC ordered the National Accountability to release the PTI president and barred authorities from arresting him in any case.

Earlier, the former chief minister’s son Moonis Elahi claimed his father was “abducted” from outside his Lahore residence.

“After the high court’s orders and on the judge’s instructions police including court security were taking my father home. As the car entered our street, it was stopped and he was abducted,” he said.

Moonis added that if court orders were going to be “ridiculed like this maybe they should officially declare it”. A video shared by Moonis on X showed men in plain clothes accompanied by uniformed Punjab policemen dragging the former Punjab chief minister out of his vehicle. Lawyer Latif Khosa can also be seen in the clip. He was sitting next to Elahi and was pulled out of the vehicle so the men could reach the PTI president.

LHC hearing

Earlier in the day, the LHC ordered the NAB to release Elahi in a case of allegedly receiving bribes/kickbacks in exchange for getting the “contracts of road schemes of Gujrat Highways Division awarded to favourite/hand-picked contractors”.

At the outset of the hearing today, Justice Amjad Rafiq asked why Ch Pervaiz Elahi was not presented in court. In his reply, the NAB prosecutor said the accountability watchdog was prepared to bring the former chief minister to court but it received a letter from the Punjab government today detailing threats to Ch Pervaiz Elahi’s life. “The NAB had even asked the government for security to bring Ch Pervaiz Elahi here [the court],” he said, adding that the Punjab deputy inspector general (DIG) had replied in a letter that bulletproof vehicles and police armoured vans were being used in the operation against riverine gangs.

The country is set to diminish its export reduction to 300,000 b/d in September from 500,000 b/d in August. Novak, who has supervised Russian coordination with OPEC+, previously said that an extension of the curbs into October was being contemplated.

The mooted Russian export cut comes alongside a 1 million barrel per day production cut by OPEC+ partner Saudi Arabia, which is also due to expire at the end of September. The kingdom has yet to divulge its intentions for October, and Saudi officials did not revert to queries promptly. The Saudi cuts have confined its crude production at 9 million barrels per day — the lowest level in more than two years.

The extant Saudi and Russian measures come on top of some 1.2 million barrels per day in collective OPEC+ voluntary output reductions that have been in force since May.

Talking to reporters after his release today, Pervaiz Elahi held the PML-N responsible for the current state of the economy. “All of them have run off to London after ruining the economy,” he said.

“They have kept me inside, I don’t even know what is happening in the country,” the PTI president added.

Timeline of arrests and rearrests

Elahi was first taken into custody on June 1 from outside his Lahore residence by the ACE for allegedly taking kickbacks in development projects.

The next day, he was discharged by a Lahore court but was rearrested by the ACE in a similar case registered in its Gujranwala region. However, a Gujranwala court had then discharged him on June 3 in two corruption cases pertaining to the embezzlement of funds.

Nevertheless, even after being discharged, the ACE then rearrested Elahi for “illegal recruitments” in the Punjab Assembly. On June 9, a special anti-corruption court had given the ACE a “last opportunity” to present the record of the illegal appointments case.

The same day, the National Accountability Bureau (NAB) came into action and initiated another inquiry against Elahi for his alleged involvement in embezzlement in development projects in Gujrat and Mandi Bahauddin. After a sessions court on June 12 had set aside a judicial magistrate’s decision of Elahi’s acquittal in the embezzlement case, the next day, a judicial magistrate again sent him to judicial lockup after the LHC suspended the said order of the sessions court.

On June 20, Elahi finally secured relief from an anticorruption court in Lahore but could not be released from jail as orders for his release were not delivered to the prison administration.

Across these blends, Arab Light from Saudi Arabia ended the day at $90.27 per barrel, not the highest this year. Murban from the UAE ended the day with futures contract for the blend trading at $89.87 per barrel, the highest for the blend this entire year. The daily prices for the remaining blends had not been updated at the time of writing. However, blends across the UAE, Kuwait, and Qatar were all at their second highest daily price for the year, akin to Arab Light, with the highest also coming the week

What does all this portend?

Yousuf Farooq, Director Research at Chase Securities, cautions that “a crude rally would be inflationary and decelerate the pace of disinflation”. He adds that it “could potentially delay interest rate declines anticipated in 2HFY24”. Furthermore, he warns that “an increase in crude prices would also dampen demand for other products and have a decelerating effect on the economy”. He concludes that “it is now extremely unlikely that the government could counter this with a reduction in taxes”. Is there anything Pakistan can do to avert the fate painted by Farooq other than pray for Monday to be kind to us?

Not really.

Naveed Vakil, Chief Operating Officer at AKD Securities, explains that “for Pakistan under an IMF program, this is concerning where we have agreed with an average levy level as part of conditions with the fund”. He also points out that “this coupled with continuing weakness in Rs versus the USD means pump prices face upside risk”.

SIFC and the reality

THERE has been a lot of emphasis recently on foreign investment, and along with a repetition of what seems to be a standard instruction to all missions abroad, a Special Investment Facilitation Council was set up by the outgoing government, and it was heartily approved by the caretaker government, which summoned a meeting of this body. The SIFC focuses on agriculture, mining, information technology, defence production and energy, and on bringing investment from the Gulf. There were two high-profile events, attended by both the then PM, Mian Shehbaz Sharif, and the COAS, Gen Asim Munir, on mining and agriculture, which attracted mutation from Gulf attention from Gulf businessmen. While the SIFC, with its heavy military presence in both the apex and implementation committees, may assure investors from the Gulf that the military is on board, it should not disguise the fact that the country has problems which may make it an uphill task to attract foreign investment. Red tape is a problem, and the SIFC may provide a solution, but that is not the only problem.

The economic issues are such as to make it difficult to prepare even a feasibility study, let alone spend actual money. The foreign investor will have no certainty as to how much foreign exchange he must bring in, because he will have no idea what the rupee, in which he must do a lot of his spending, will be worth. Then there are the political issues. He would not know when elections are to take place, at which point he will have to deal with a different set of policy makers. As a result, it is almost impossible to develop a timeline for any project.

Instead of following the latest fashion, which is foreign direct investment, professionals, whether diplomats or military, should concentrate on their areas of expertise. The mechanics of FDI can be left to the professionals; instead of re-inventing the wheel, others should focus on what they do best. This focus should be exercised in support of the experts, but it should not overtake tem. Such organizations as the SIFC can only serve a useful purpose if they are given a lead by an elected government. There is the danger of them attempting to make policy themselves, if they see a vaccuum above them. That can only be avoided if they are carefully supervised by the representatives of the people.

Suspension of Sentence: A significant win?

The disqualification remains

suspended after reaching a conclusion that at the end of the day, there would be bleak chances of maintaining conviction without making deeper appreciation of evidence. Needless to mention here that the presumption of innocence does not operate in favour of the convict due to his conviction, therefore no reason exists to suspend sentence unless he is found otherwise entitled for the concession.

THE Islamabad High Court today, accepted the application filed by former Prime Minister Imran Khan, under Section 426 of the Code of Criminal Procedure, seeking suspension of orders passed by Additional Sessions Judge, Islamabad West, in the Toshakhana Reference filed by the Election Commission of Pakistan.

At this stage, an application under this Section is to be tentatively assessed without delving into the merits/demerits of the case. The trial court found the accused guilty of corrupt practices and convicted him under Section 174 of the Election Act 2017 and sentenced him to three years simple imprisonment with fine of Rs 100,000, which is viewed as a decision per incuriam Amidst this legal quandary, whilst facing hundreds of cases, it is critical to mull over the mandate of THE constitutionally created organ of the State; Election Commission of Pakistan. With hindsight, we would All do things differently. The Election Commission, through its Secretary (purportedly acting as an authorized officer on behalf of the Commission) filed a criminal complaint against Imran Khan, under Section 137(4) of THE Election Act, 2017, for failing to submit the statement of assets and liabilities for the fiscal years 2018-2019, 20192020 and 2020-2021, along with that of their spouses, which were to be declared in the prescribed manner envisioned under Sections 137 and 138 of the Election Act, 2017.

Without delving into the modalities of trial, to this end, the trialc Court passed its verdict and sentenced the former Prime Minister Imran Khan for three years simple imprisonment with a punitive fine. As a consequence thereof, the Election Commission notified the disqualification of the former Prime Minister, Imran Khan under Article 63(h) of the Constitution, from being chosen or elected as a member of Majlis-e-Shoora (Parliament).

The decision on application for suspension of sentence by the Islamabad High Court, spurred a noisy altercation amongst several quarters in terms of equating suspension of sentence with a presumption of innocence that would eventually lead to acquittal. As a necessary corollary, it is, indeed, a much more prudent approach to be cognizant that the powers conferred on the appellate Court under Section 426 of Code of Criminal Procedure are not wider than the power to release on bail under Section 497 and 498 of the Criminal Procedure Code. For the purposes of Section 426, a sentence can be

This discretion has to be exercised judiciously by the Courts after considering the relevant facts and without delving into the merits of the case. In essence, where the judgement is improper and is marred by infirmities and there is lack of evidence to determine the culpability of the accused, suchlike discretion may be exercised under this section. Or else the whole process of filing the appeal would be defeated, if the accused would remain behind bars for the total period of the sentence afforded to him. The appellate Courts, usually, in such like circumstances, where the quantum of sentence is less or equivalent to three years, in exercise of their powers under Section 426 Code of Criminal Procedure, may in ordinary circumstances suspend the sentence of a convict and grant him bail pending disposal of his appeal, notwithstanding absence of any material difference in principle governing for grant of bail. As such, suspension of sentence on statutory grounds is deemed to be a rule and its refusal is deemed to be an exception.

Firstly, if we talk about matric and intermediate level exams, there are organized mafias which work from appointing desired duty staff to marking level.

There are rates in different boards to get specific staff, as they cooperate in the exams. Similarly, there are rates of the checkers team as well. The board staff get numerous remunerations from the private sector. Even in Kohat, there are centres where papers reach after 10 a.m. The solved papers are given to the students before the paper reaches the centre. As this is the age of technology, through social media platforms it reaches from one end to a mother in specific board areas. The amazing thing is that the duty staff is responsible for all this. The whole process is full of loopholes and is poisonous for students.

IT is not only the story of a specific tribe, area, city or a province but the story of a whole generation. The population bomb has affected every sphere of life, ranging from admissions to the job market. The saturation of fields and private universities mushrooming has produced too many graduates. Therefore, to be in a merit list of the small numbers of public colleges and universities, a student has to get high marks, and to get high marks there are no rules of the game.

This all leads to making a student a semirobot, having no human or societal awareness and thoughts. This type of student only measures success in numbers. When numbers come in human life, the values of customs and traditions run out. We, in Pakistan, are witnessing the same generation.

But, is the current generation responsible for this? Is our government responsible for this?

Secondly, teachers are the backbone of the whole process. Unfortunately, the current inflation has made them robots as well. Instead of teaching values and imparting critical skills to students, they are also part of the process of manufacturing semi-robots in the shape of academies and coaching centres. Expensive parts will get beautiful robotic shapes.

Thirdly, after the 18th Amendment, education became purely a provincial matter. After 14 years democratic people had adopted the Single National Curreculam (SNC). From 2009 to 2022, every provincial education minister tested is own recipes in the laboratory on the teachers and students alike. Having no proper vision and mission, the education sector only produced soulless students.

Fourthly, technology played its role. The mobile phones have captured the minds of students. They know how to play a game but they do not know how to remain clean. They will play games till morning but will remain late from the school. This became a habit of the current generation and it seems difficult to forecast a bright future for them. The function of the education must be to impart values and critical thinking in the new generation instead of mak-

Fifthly, the successive governments measured education on different scales and parameters. We all know that education parameters are part of the Sustainable Developments Goals (SDGs), and we are bound to complete them. But, we must demonstrate the demographic picture in a true sense. The enrollment is not a big issue but the poverty, transport, unnecessary requirements, nutritional status, and inferiority complex which became a part of the student personality are the bigger issues that we are ignoring.

Similarly, everyone loves politics. It became a problem when teachers became part of it. Education institutions are highly politicized. There are fewer political parties in Pakistan and more political groups in the education department. They are responsible for each and every negative output tested by successive governments. They are responsible for the destruction of a whole generation. The list is long but now we must define our vision and goals with proper planning to produce a generation having values which we need to run the country, instead of producing a generation which only knows how to earn and earn more. We need to produce a generation which know that resources are depleting day by day, which know how to overcome climate change, which know how to avoid floods and disasters created by human activities, which know the value of customs, traditions, interfaith harmony, art and literature, which has a proper vision and mission in the mind about life and world, which treat all as humans instead of dividing them in categories.

To produce such a generation we must invest in education and take it in a whole new direction by kicking out all the centuries-old methods of preparing and studying only for exams. We must create an environment which is student-friendly instead of teacher-friendly and business-friendly.

by the Islamabad High Court after deeper appreciation of the material and record brought forthwith in the appeal against conviction. Therefore, till the final decision of appeal, the notification of disqualification issued by the Election Commission of Pakistan under Article 63(h), stays in the field, and the suspension order passed by the Islamabad High Court, has no bearing on the qualification/disqualification of the former Prime Minister Imran Ahmad Khan.

Albeit the very base, edifice and foundation on which Election Commission’s purported claim may rest, raises concerns on the maintainability of the reference filed before the trial Court, and any action pursuant to such a base would be considered nullity in the eyes of law and any superstructure built thereon is bound to collapse like a house of cards.

Let us not cavil too much. The appellate court is yet to decipher the merits of the appeal, but prima facie it appears that the reference filed by the Election Commission does not fulfil the criterion laid down in Section 137(4) of the Election Act, 2017, which concretely provides a statutory period of 120 days for taking cognizance against a member of Majlis-e-Shoora (Parliament), who has purportedly failed or has falsely provided information in the statement of assets and liabilities, to be guilty of corrupt practices. However consciously, the reference filed by the Commission, specifically, challenges the discrepancies in the statement of assets and liabilities, from the period of 2018-2019,2019-2020 and 2020-21, which seems manifestly invalid as the same does not align with the statutory period provided in Section 137(4) of the Elections Act, 2017.

Illogical surcharge

THE people of Karachi are unfortunately being treated differently than the rest of Pakistan, especially when it comes to power supply mechanism. They are a victim of bad policies and resource management.

Despite generating and contributing more than 50 per cent of the country’s revenue, and being the economic engine of Pakistan, the city finds itself paying for the inefficiencies and losses of power distribution companies elsewhere in the country.

In a recent interview, a former mayor of the city raised the point that people of Karachi are unfairly paying extra by way of the additional financial surcharge known as the Power Holding Limited (PHL) surcharge that became effective from March this year. The surcharge is meant for the interest payments against loans held with the PHL, the company that financially transacts on behalf of power-generating companies and pays the fuel suppliers. In 2020, the then government had decided to convert a large chunk of these loans into public debt and recover it from consumers to reduce the circular debt. An amount of Rs800 billion is to be recovered, as per the recent auditor-general’s report.

According to K-Electric (KE), its books hold losses that need to be recovered via the surcharge. People of Karachi are, therefore, unnecessarily paying more out of their pockets due to the uniform tariff policy. It ensures that apart from keeping the unit rate of power the same across the country, any other cost that needs to be billed, such as the PHL surcharge, is also applicable even if losses have not been incurred by the operating power company. In the future, when other companies begin power delivery operations in Karachi, as is the plan, the PHL surcharge will still be applicable to their consumers.

Inflationary pressures are hurting people, and the step-motherly treatment towards issues of infra-structure and governance, such as water scarcity, environmental degradation, dilapidated roads, broken and barely functioning sewerage services, in Karachi is a further agony for its hapless citizens. People are striving hard to make an honest living and pay their taxes, but there is minimal return in the shape of development, upkeep and governance. How much more burden the people of Karachi will have to carry on their shoulders? Will they ever get some relief?

Property tax spike

THE lack of responsiveness and transparency exhibited by the Walton Cantonment Board in Lahore is irritating. As a responsible taxpayer, I feel compelled to point out the significant increase in property tax and associated charges that have been levied on area residents.

Over the last three years, the property tax, conservancy charges, water and sewerage charges have experienced a steep rise. For 2021-22, the total tax amount was Rs23,330, which rose to Rs44,695 in 2022-23, and has now been scaled up to Rs59,065 for 2023-24. There is 10 per cent increase in property tax, 100pc in conservancy charges, and 30pc each for water and sewerage. It is evident from the data that the property tax and associated charges have experienced an alarming increase over the last few years. This represents an exorbitant hike of Rs35,735, or approximately 152pc, compared to the tax paid just two years ago. Despite repeated attempts to seek an explanation for the exorbitant tax hikes, including emails, letters and a personal visit to the Walton Cantonment Board office, my concerns have been met with complete silence and disregard. The lack of response from the authorities is not only disheartening, but also raises questions about the transparency and accountability of the cantonment board. As taxpayers, our hard-earned money forms the backbone of financing day-today affairs of the cantonment board. It is our right to expect respect and timely response to our legitimate concerns. THE Swedish government is concerned about national security following several incidents involving the burning of the Quran that have provoked demonstrations and outrage from Muslim-majority countries.

The spate of Quran-burning incidents followed an act of desecration by far-right activist Rasmus Paludan on January 21, 2023, in front of the Turkish embassy in Stockholm. On Aug. 25, Denmark’s government said it would “criminalise” desecration of religious objects and moved a bill banning the burning of scriptures.

While freedom of expression is a fundamental human right in liberal democracies, the right to express one’s opinion can become complex when expressing one’s views clashes with the religious and cultural beliefs of others and when this rhetoric veers into hate speech. As a scholar of European studies, I’m interested in how modern European societies are trying to navigate the fine line between freedom of expression and the need to prevent incitement of hatred; a few are introducing laws specifically addressing hate speech.

DEATH PENALTY FOR INSULT-

ING GOD AND CHURCH: Since medieval times, because of the dominant role of Christianity in political and cultural life, blasphemy against Christian beliefs in European countries was severely punished.

For instance, the Danish Code from 1683 punished people by cutting off their tongue, head or hands. Similarly, in Britain, both on the main island and in its overseas colonies, blasphemy was punished with executions. In 1636, English Puritan settlers in Massachusetts instituted the penalty of death for blasphemy.

For centuries, blasphemy laws were viewed by religious and civil leaders as safeguards for keeping society orderly and strengthening religious rules and influence. These laws showed how much power and influence religious groups wielded back then.

During the Enlightenment, from the 1600s to the 1700s, religious institutions began losing power. Advocating for a strict separation of church and state, France became the first

In Russia, legislators introduced a federal law in 2013 criminalising public insults of religious beliefs. This followed some provocative performances by the Moscow-based feminist protest art group Pussy Riot. One such protest, a “punk prayer,” in a Moscow cathedral in 2012 criticized the close ties between the Russian Orthodox Church and the Putin regime.

Since 1969, the German penal code has forbidden the public slander of religions and worldviews. While Germany rarely enforces this law, in 2006 an anti-Islam activist got a oneyear suspended prison sentence for distributing toilet paper with the words “Quran, the Holy Quran” printed on it.

Austria and Switzerland have laws quite similar to Germany’s in this regard. In 2011, a person in Vienna was fined for calling the Islamic Prophet Muhammad (PBUH) a pedophile. This case later went up to the European Court of Human Rights, which supported the Viennese court’s decision. The court said that the person wasn’t trying to have a useful discussion but instead just wanted to show that the Prophet Muhammad (PBUH) shouldn’t be respected.

Spain, too, takes a strong stance against religious disrespect. Its penal code makes it a crime to publicly belittle religious beliefs, practices or ceremonies in a way that could hurt the feelings of followers. While Spain introduced this law to safeguard Catholic interests, it also covers religious minorities. Italy, another Catholic-majority country, punishes acts deemed to be disrespectful to religions. Its penal code has been used to punish actions that insult Christianity.

CONTEMPORARY DEBATES: The Quran burnings in Sweden and Denmark, aren’t random – they’re part of a broader agenda of targeting Muslims that’s being pushed by farright groups across Europe.

In many European countries, lawmakers and others are asking whether these book burnings should be seen as exercises of free expression or more as incitement based on religion.

A few countries are introducing new legislation to curb hate speech against religious communities. For example, in 2006 England got rid of the blasphemy law and introduced The Racial and Religious Hatred Act, which makes it an offense to stir up religious hatred. After repealing its blas-

phemy law in 2020, Ireland has been discussing the introduction of a hate speech law, which will criminalise any communication or behavior that is likely to incite violence or hatred.

Sweden passed a hate speech law in 1970 protecting racial, ethnic, religious and sexual minorities. Swedish authorities pointed to this legislation when they took action against a Quran-burning incident that occurred in front of a mosque in June 2023.

The police argued that the Quran burning wasn’t just about religion but specifically targeted the Muslim community. This was evident, according to the authorities, as the incident took place in front of a mosque during the Islamic holiday of Eid, setting it apart from other burnings that took place outside of the Swedish Royal Palace, the Turkish and Iraqi embassies and other public spaces. Because of the existing hate speech law focusing on incitement against minorities rather than religions, the activist received a fine from the police. In recent weeks, some have called for a stricter application of the hate speech law and have demanded a ban on all Quran-burning events for implicitly inciting hatred against Muslims.

A GLOBAL CHALLENGE: This discussion isn’t limited to Europe alone. Even in the US, there’s an ongoing debate about the boundaries of free speech. The First Amendment of the Constitution allows free speech, which some can interpret as the right to burn holy books.

Terry Jones, for instance, is a controversial Christian pastor from Florida. He organized Quran-burning events in Gainesville in 2011 and 2012. His only legal consequence was a US$271 fine from Gainesville Fire Rescue for not following fire safety rules.

Following Jones’ announcement that he was going to burn the Quran, President Barack Obama said that the pastor violated US principles of religious tolerance. Legal scholar Jack Balkin recommended using free speech in promoting pluralist values to counter Jones’ hatred. Scholar of law and religion Jane Wise suggested that the US could follow the English example by banning hate speech.

As societies change, I believe it has become important to recognise when freedom of speech has turned into promoting hatred. Figuring out where this boundary lies, understanding the standards applied and uncovering potential biases can spark important conversations. While a solution that applies to every single country may not exist, it’s essential to engage in this dialogue, recognising its complexity and the varying perspectives across societies.

Unprecedented breakdown in Israel-US channels

These contacts serve as platforms for a myriad of issues, ranging from coordination of operations, defense procurement, intelligence cooperation and much more. Sticky issues and policy matters are resolved at the level of the two nations’ defense chiefs, who also often help cut through bureaucratic red tape. This is how relations between the American and Israeli security establishments were managed for decades. Not so this year, with both sides awaiting the long-delayed main event — a meeting between Biden and Netanyahu to pave the way for a resumption of regular relations.

COMMUNICATION channels between Prime Minister Benjamin Netanyahu’s government and the Biden administration are significantly troubled, as Israeli Cabinet ministers are still banned from meeting their American counterparts in Washington. The visit of Israel’s Defense Minister Yoav Gallat to New York this week reflected that amply. Under strict orders from Netanyahu, Gallant did not go anywhere near Washington or the Pentagon on his visit. Nor did he meet with Defense Secretary Lloyd Austin, national security adviser Jake Sullivan or with any of the US officials who manage the strategic alliance between the two countries.

Normally, a ban imposed by an Israeli leader on a high-level US visit would have generated shocked headlines in Israel, but these are unusual times in Israel under the most hard-line government in its history. Gallant’s US trip, which included a meeting with United Nations Secretary-General Antonio Guterres, a fundraiser and a personal visit to his son who lives in the United States, did not elicit anything more than raised eyebrows.

“HAVE NEVER HAPPENED” BEFORE: The Biden administration responded to this “non-visit” by sending US Assistant Secretary for Near Eastern Affairs Barbara Leaf and National Security Council Middle East coordinator Brett McGurk to meet with Gallant in New York. Their talks reportedly centered on the growing tensions with Hezbollah along the Israel-Lebanon border, which Gallant said was also the thrust of his meeting with Guterres. The Defense Ministry did not mention his meetings on any of its statements. Israeli and American news outlets nonetheless covered them.

“Such things have never happened,” a senior Israeli security source told Al-Monitor on condition of anonymity, also referring to Biden’s publicly stated refusal to issue a White House invitation to Netanyahu in the eight months since he took office.

“We can’t remember an order by an Israeli prime minister that none of his senior officials hold working meetings with American colleagues in Washington as long as he himself is not invited there.”

The one exception to this ban is Strategic Affairs Minister Ron Dermer, a close Netanyahu confidant who serves as the prime minister’s personal envoy and has carte blanche to meet with anyone he wants in the US capital. Dermer, and occasionally national security adviser Tzachi Hanegbi, are tasked with Israel’s US-mediated contacts on normalizing relations with Saudi Arabia. The Israeli and American defense establishments maintain a vast array of contacts and relationships through dozens of channels. Almost every head of an agency or department, including directors of weapons research and development divisions, deals directly with his American counterpart.

Biden has reluctantly agreed to meet the Israeli leader, probably sometime between Sept. 17 and Sept. 21. Israel is hoping for a White House meeting but the sidelines of the UN General Assembly in New York are also being mentioned as a possible venue.

“The president will meet the prime minister eventually, but Israel is not making it easy for us to schedule this meeting,” a senior American official recently told Al-Monitor on condition of anonymity.

Former Defense Minister Benny Gantz was asked this week on Channel 13 News about Gallant’s US visit and absence of official, high-level meetings in Washington. “I wouldn’t have let that happen,” Gantz said. “I would have insisted.”

Gantz recounted how he rushed to Washington to nail down issues relating to Israel’s qualitative advantage over the Gulf states in response to reports that the United States intended to sell the United Arab Emirates F-35 Stealth fighters as part of the 2020 Abraham Accords normalizing ties with Israel. “I flew to Washington and did what I had to do, without asking anyone,” Gantz said. Nonetheless, he added that he trusts Gallant to do what is best for Israel.

The Biden administration views Gallant as one of its few interlocutors in the current ultranationalist, ultrareligious Netanyahu government. Netanyahu almost fired him in March when Gallant warned that the government-led judicial overhaul constituted a threat to Israel’s security. Netanyahu only reversed his decision under strong public pressure, from Washington’s direction, too. Why does Gallant not walk out given Netanyahu’s directives limiting his freedom of action?

“I wish our deterrence against [Hezbollah chief Hassan] Nasrallah was on the level of Netanyahu’s deterrence vis-a-vis Yoav Gallant,” a senior Likud source told Al-Monitor on condition of anonymity.

TOUGH TIMES AHEAD: The defense minister himself has told his associates recently that he prefers to try to stabilize the system from within rather than stepping down. He, apparently, does not trust the identity of the minister that Netanyahu may appoint to replace him. “Netanyahu is not in a rational situation,” said one of the defense minister’s associates, speaking with Al-Monitor on condition of anonymity. “He is capable of making absurd appointments in the Defense Ministry as well. It is better for Gallant to be inside and exert influence than to be ejected.”

But tough times are ahead for Gallant once the Knesset returns from its summer recess in mid-October after the Jewish High Holidays and resumes its deeply controversial legislative agenda. Two particularly explosive bills in the pipeline are a permanent draft exemption for young ultra-Orthodox men and a proposed bill equating the status of yeshiva students with that of military combatants. Both spell an end to the underlying concept of Israel’s “people’s army” and generate widespread opposition even within Netanyahu’s Likud party. Gallant is not expected to support them, at least not in their current versions. The non-event of his US visit will pale compared to these domestic developments, as well as the spike in Palestinian terrorism against Israelis, escalating tensions with Hezbollah and Iran’s continued nuclear race.

TEMPERATURErecords are being toppled across Asia, from India’s summer to Australia’s winter, authorities said Friday, in fresh evidence of the impact of climate change. The sweltering temperatures match longstanding warnings from climate scientists and come as countries from Greece to Canada battle record heat and deadly wildfires.

In India, the world’s most populous country, officials said this August was the hottest and driest since national records began more than a century ago.

The month falls in the middle of India’s

annual monsoon, which usually brings up to 80 percent of the country’s yearly rainfall.

But despite heavy downpours that caused deadly floods in the country’s north earlier this month, overall rainfall has been far below average. August saw an average of just 161.7 millimetres (6.4 inches), 30.1 mm lower than the previous August record in 2005, the India Meteorological Department (IMD) said. That has left the country baking in unrelenting heat. “The large rainfall deficiency and weak monsoon condition is the main reason,” the IMD said. Authorities in Japan also said Friday that the country had experienced its hottest summer since records began in 1898. Temperatures from June to August were “considerably higher” than av-

erage across the north, east and west of the country, the weather agency said.

In many locations “not only maximum temperatures but also minimum temperatures” reached record highs, it added. And in Australia this winter was the warmest on record, with an average temperature of 16.75 degrees Celsius (62.15 Fahrenheit) for the season running from June to August. That is a hair above a record set in 1996, and the highest average winter temperature since the country’s records began in 1910, the Bureau of Meteorology said.

Climate change has fuelled searing temperatures across the globe already this year, with July the hottest month ever recorded on Earth. Scientists have long warned that cli-

mate change produces heatwaves that are hotter, longer and more frequent.

And the warming El Nino weather pattern could turbocharge the heat further, though its effects are likely to become more apparent later in the year as it strengthens.

Heatwaves are among the deadliest natural hazards, with hundreds of thousands of people dying from preventable heat-related causes each year. In developed countries, adaptations including air conditioning can help mitigate the impact.

But even in wealthy Japan, authorities said at least 53 people died of heatstroke in July, with almost 50,000 needing emergency medical attention.

Huawei Technologies (HWT.UL) has triggered an international guessing game over what is inside it. The company, which has been heavily targeted by U.S. government restric-

tions, began selling its latest Mate 60 Pro for 6,999 yuan ($964) online on Tuesday, raising eyebrows over its decision not to do any prior advertising and prompting widespread speculation over whether it could be 5G capable. Following is what we know and don’t know about the phone, and why it matters.

WHY DOES IT MATTER?

From 2019, the U.S. cut Huawei’s access to chipmaking tools essential for producing the most advanced handset models, with the company only able to sell limited batches of 5G models using stockpiled chips. The U.S. and some European countries have called Huawei a security risk, which the company denies.

The restrictions devastated the business of a company that once competed with Apple and Samsung to be the world’s biggest handset maker, with its consumer business peaking at 483 billion yuan in 2020 before plunging almost by half a year later.

But Huawei has repeatedly said it is fighting back and research firms told Reuters in July they believed it was plotting a return to the 5G smartphone industry by the end of this year, using its own advances in semiconductor design tools along with chipmaking from China’s Semiconductor Manufacturing International Co (SMIC) (0981.HK). If Huawei and China were capable of producing their own 5G chips, it would mark a significant advancement in their capabilities and a blow to U.S. efforts to limit its progress.

Buyers of the phone have been posting tear-down videos and sharing speed tests on social media that suggest the Mate 60 Pro is capable of download speeds exceeding those of top line 5G phones, suggesting it is in a similar playing field. The phone contains a new Kirin 9000s processor from Huawei’s HiSilicon chip division, which appears to use advanced technology from SMIC, according to Dan Hutcheson, an analyst with TechInsights. If it uses 7+nm or 5nm processes, production would likely be a very expensive process, Hutcheson said.

The release sent Chinese social media users and state media into a frenzy, while tear-down firms around the world have raced to get their hands on the phone to see what is inside. An initial batch of the phone quickly sold out online. Huawei’s flagship store in the city of Shenzhen and its website say new stocks will only arrive at the earliest by mid-September. The state-backed tabloid Global Times was triumphant, noting in one of several editorials that the phone had launched as U.S. Commerce Secretary Gina Raimondo was visiting, and calling it proof the U.S. had failed with its “extreme crackdown on China”.

State media did not cite any sources or evidence for their assertions.

Social media users were also jubilant, with Huawei searches trending for several days on the Weibo messaging platform and likening it to the mythological Monkey King escaping from under a mountain.

Petroleum dealers in Pakistan have issued a warning to close down filling stations across the country in protest of a non-increase in their profit margins. The decision comes after the government failed to honour its commitment of increasing their profit margins, leaving them dissatisfied with the current situation.

In a statement, Pakistan Petroleum Dealers Association (PPDA) Chairman Abdul Sami Khan expressed frustration over the government’s inability to raise their profit margin, saying that a deadline of September 1 has ended.

Sami Khan pointed out that the government and other stakeholders had signed a written agreement with his association. However, he regretted, the government has not increased the profit margins.

“We cannot run filling stations with the current dealer margin”, he said, adding that expenditure ratio has witnessed a staggering increase. He warned of a complete shutter down strike if the government failed to increase profit margin.

HOARDING, smuggling and rupee depreciation continued to bring more misery for the consumers in the shape of further increases in sugar, pulses and ghee/cooking oil prices.

Wholesale sugar rates rose to Rs172 per kg from Rs164-165 two days back. Some retailers had pushed up the rates to Rs185.

While some online retailers were seen charging Rs99 for 500 grams, Rs905 for five-kg and Rs375 for twokg packets. Sugar prices had not seen any decline or stability despite the caretaker government’s directions to the relevant agencies to check the hoarding and smuggling of sugar while an export ban had already been in effect since Aug 10.

“No writ of the caretaker government exists as sugar prices have gone up by Rs28 per kg since the day it took over

despite the ECC directions to check smuggling and hoarding,” Karachi Wholesalers Grocers Association (KWGA) Chairman Rauf Ibrahim said.

The market is abuzz with reports that the government has decided to allow the import of sugar to curb skyrocketing prices. He thinks the import option looks unfeasible as the country has sugar stocks of over two million tonnes.

He said law enforcement agencies should initiate a hard crackdown on the hoarders and speculators to help bring down sugar prices.

“It has never happened in the country that sugar rates have been crawling up after every few hours in a single day due to lack of government’s interest to control prices,” Rauf said, urging the government to also check the stocks of sugar mills, local market sale records and their export figures.

On 25th August, Toyota Pakistan unveiled their annual earnings, revealing the extent of the damage inflicted upon the company by the crisis that has engulfed the automotive industry. Toyota’s revenue plummeted by 35%, from Rs 275.5 billion in fiscal year (FY) 2021-22 to a mere Rs 177.7 billion at the close of FY 2022-23. The company concluded the year with a staggering 39% year-on-year decrease in final earnings, from Rs 15.8 billion to Rs 9.6 billion. Across all major measures of financial performance, Toyota has been dealt a devastating blow, with sales revenue, gross profit, and net profit plunging to fouryear lows. This represents the most severe setback since its results during the COVID-19 pandemic.

Despite this precipitous decline in revenue and net profit, it pales in comparison to Toyota’s overall collapse in sales during the same time period.

According to data provided by the Pakistan Automotive Manufacturers Association (PAMA), Toyota sold a total of 31,104 vehicles across FY 202223 compared to 74,553 vehicles sold across FY 2021-22, representing an astonishing 58% contraction. One reason why Toyota’s losses are not as catastrophic as they could have been is due to the composition of Toyota’s vehicular sales. Fortuner and IMV sales accounted for a remarkable 39% of total sales, the highest they have ever been in the past four years. As a result, while Toyota sold fewer vehicles overall, it managed to sell a higher proportion of more expensive vehicles than ever before.

This is not the only instance of Toyota barely managing to keep its head above water. The company’s other income category witnessed the most pronounced relative increase over the past four years as well. Toyota’s other income for FY 2022-23 stood at an impressive Rs 14.1 billion, a 10% increase from the Rs 12.9 billion recorded in the preceding year. At Rs 14.1 billion, this is the highest other income recorded over the past four years. More significantly, the ratio of other income to net profit is now more skewed than it has ever been, with other income exceeding net profit for the first time in Toyota’s annual report.

Other income now stands at an astounding 147% of net income, whereas it was only a mere 43% just two years ago. Similarly, other income also exceeded gross profit and operating profit which stood at Rs 7.9 billion and Rs 2.75 billion respectively. To put that into perspective, Toyota earned more money from investing in capital and debt markets than it did from actually selling cars. LPG prices follow petrol and electricity, go up by Rs39 per kg

A retailer said the rate of masoor has risen to Rs360 per kg from Rs320 while Arhar is now tagged at Rs600 as compared to Rs550 per kg. He added that so far no change was seen in retail rates of moong and gram pulse at Rs320 and Rs280 per kg despite some rise in wholesale rates.

Pakistan Vanaspati Manufacturers Association former chairman Sheikh Amjad Rasheed said that two rates of oil/ghee exist in the markets as loose packers suddenly push up the ghee/cooking oil rates following a jump in palm oil rates, while branded packers take time of at least 15-20 days to pass on the impact to the consumers.

“I anticipate a jump of at least Rs25 per litre/kg in cooking oil and ghee after an increase in local palm oil prices to Rs15,300 per maund from Rs1,300013,600 in the last 15 days as a result of rising dollar value,” he said.

sumers may have to brave at least 10pc price rise in ghee/cooking oil due to an unrelenting rise in the dollar rate.

The country’s normal monthly consumption of palm oil is 200,000 tonnes but commercial importers have bought excessive quantities of around 450,000500,000 tonnes awaiting clearance at the port. Mr Amjad said he had asked the State Bank to check this rising opening of LCs by the commercial importers. The country’s palm oil imports rose to three million tonnes ($3.6 billion) in FY23 from 2.8m tonnes ($3.549bn) in FY22. The average per tonne price in FY23 stood at $1,187 as compared to $1,256.

Army will continue acting as bulwark against terrorism to safeguard country: COAS

Chief of Army Staff (COAS) General Syed Asim Munir on Friday appreciated the high morale and unflinching resolve of the troops, reiterating that “Pakistan Army will continue acting as a bulwark against terrorism to safeguard the nation from this scourge.”

According to a statement issued by Inter-Services Public Relations (ISPR), the military’s media wing, the COAS stated this during his visit to Bannu, a day after nine brave soldiers embraced Shahadat when a bike-borne suicide bomber blew himself near military convoy in Jani Khel area of Bannu. The COAS was briefed on the ongoing operations and overall security situation.

Gen Asim Munir also visited CMH Bannu to inquire after the health and well-being of the injured soldiers.

While interacting with officers and troops deployed in the area, the COAS emphasized, “The Army, Law Enforcement Agencies and the nation can never be coerced by the cowardly tactics of the terrorists, who have a misbelief that they can challenge the iron resolve of the soldiers and writ of the state.” He further said, “We have fought for long and will continue to fight the menace of terrorism till

the end. The nation pays rich tribute to those who have laid their lives and their sacrifices will forever be honoured.” Earlier on arrival, COAS was received by Commander Peshawar Corps.

A day earlier, at least nine soldiers were martyred in a suicide attack on security forces convoy in Janikhel area of district Bannu in Khyber Pakhtunkhwa.

The suicide bomber, riding a motorcycle, blew himself near the military convoy as a result nine soldiers embraced martyrdom while five others sustained injured.

The armed forces said that they were determined to eliminate the menace of terrorism and such sacrifices of soldiers further strengthened their resolve, ISPR.

Terrorist killed, soldier martyred in Tirah fire exchange

Meanwhile, on night 31 Aug/1 September 2023, fire exchange took place between own troops and terrorists in general area Tirah, Khyber District, the ISPR said.

In a statement, the ISPR said that own troops effectively engaged the terrorists’ location, resulting in killing of one terrorist. The killed terrorist remained actively involved in numerous terrorist activities against security forces and killing of innocent civilians, the ISPR said.

pM directs measures to curb sugar,

petroleum products smuggling

Caretaker Prime Minister Anwaarul Haq Kakar on Friday directed the customs authorities and law enforcement agencies (LEAs) for taking solid measures to curb the smuggling of sugar, petroleum products, urea, agricultural products and other items.

He issued the directives while chairing a high level meeting for stopping smuggling in Pakistan. During the meeting, the caretaker prime minister was briefed on the situation of smuggling of different items across the country, especially in the border areas, and about the steps taken for stopping the menace. The meeting was told that 10 additional checkposts of law enforcement agencies were notified to curb smuggling in Balochistan.

On the occasion, Anwaarul Kakar instructed that an inter-agency report should be prepared about the officers involved in smuggling in the province. He directed strong departmental action against the officers involved in smuggling in Balochistan and award of exemplary punishment to them. He said the smuggling of

petroleum products was reducing revenue and putting pressure on the country’s foreign exchange reserves.

The caretaker PM said he would chair a weekly meeting to review the performance of institutions and to curb the menace of smuggling. He ordered that the border markets with Iran should be made more viable so that trade could be done with proper documents. He said smuggling was causing a loss of billions of rupees to the national economy and it was critical to end the problem of smuggling.

The PM was told that smuggling was reduced by 40 percent due to the untiring efforts of law enforcement institutions. He was apprised of the strategy of the law enforcement departments against smuggling.

Caretaker Federal Minister for Trade Gohar Ejaz, Minister for Interior Sarfraz Ahmed Bugti, Minister for Petroleum Muhammad Ali, Advisor to the PM Ahmed Cheema, federal secretaries, Federal Board of Revenue chairman and high level officers of law enforcement agencies attended the meeting. Provincial chief secretaries of Khyber Pakhtunkhwa and Balochistan and Inspector General of Police attended the meeting through video link.

A new shock has been transmitted to the already burdened masses by increasing the prices of Liquefied Petroleum Gas (LPG) by Rs 38.97 per kilogram after jacking up the petrol price the previous day.

The Oil and Gas Regulatory Authority (OGRA) issued a notification to increase the price of LPG after the significant increase in the oil prices.

According to the OGRA notification, the new price of LPG per kg has been fixed at Rs 240.12/Kg which was previously set at Rs 201.15/Kg. This price increase is meant to be implemented immediately. Similarly, after the increase in prices, a domestic cylinder of 11.8 kg of LPG increases in price by Rs 459. 85 and will now be available at Rs 2833.49, while it was previously available at Rs 2373.64. According to OGRA, the reason behind the increase is that the LPG’s producer price is linked with Saudi Aramco-CP(Contract Price) and US$ dollar exchange rate. As compared to previous month, Saudi Aramco-CP has increased by 19.83 % and average dollar exchange rate has gone up to 4.5 % resulting in the increase in LPG consumer price by Rs 459.85/11.8 KG cylinder (19.37%).

Earlier, OGRA had fixed the price of domestic LPG cylinder at Rs 2373.64 for the month of August.

Late on Thursday night, the government gave the green light to a substantial increase in petrol prices, with a rise of Rs 14.91 per litre, pushing the cost of petrol to a staggering Rs 305.36 per litre. High-speed diesel (HSD) wasn’t spared either, experiencing an increase of Rs 18.44 per litre, reaching Rs 311.84 per litre.

KP LG Dept utilised 7% development funds in two months

The Khyber Pakhtunkhwa (KP) Local Government Department has utilised only 7% of the development funds allocated to it, in the past two months. In an effort to ensure the effective use of existing funds, the Department of Planning and Development (P&D) has directed the LG Department to prioritise the utilisation of current funds before requesting additional allocations. According to the P&D, a total of Rs4.39bn was allocated for the “Urban Development” projects over a period of four months, of which Rs 2.24bn has already been disbursed. So far, the LG Department has expended only 7% of the allocated Rs 4.39 billion funds, totaling Rs15.51 crore. Additionally, the LG Department currently holds Rs2.86 billion in its accounts according to the online system. The Department has stressed the need of first ensuring the efficient utilisation of the initially allocated funds before submitting any further funding requests. Due to constitutional constraints in the oversight period, the KP government has only approved a four-month budget, including the development budget. Despite having an allocated development budget of over Rs15bn, a significant portion remains unused. While it may allude to the province’s fiscal discipline, it has been revealed that the KP government has quite a task at hand, when it comes to infrastructural development.

Directorate General Oil of Petroleum Division has notified the Policy Guideline on Import on Foreign Supplier’s Account Through Custom Bonded Storage Facilities and asked Managing Director (MD) of Printing Corporation of Pakistan Press for publication in the Gazette of Pakistan for general information.

Directorate General Oil of Petroleum Division through a letter dated 01st September, 2023 to the Managing Director (MD) of Printing Corporation of Pakistan Press, Karachi has asked for publication in the gazette of Pakistan for general information regarding Policy Guidelines on Import on Foreign Supplier’s Account Through Custom Bonded Storage Facilities.

Earlier, the federal cabinet’s economic coordination committee (ECC) in its meeting held on 27th June 2023 had approved a Pol-

icy Guideline on the subject “Import on Foreign Supplier’s Account Through Custom Bonded Storage Facilities” which was later ratified by the federal cabinet vide decision No. 382/Rule-19/2023 dated 28th June, 2023.

According to petroleum division, in view of limited local refinery supplies, Pakistan is heavily dependent on import of deficit petroleum products. In order to enhance supply access to the local Oil Marketing Companies (OMCs), diversify the sources of supply and to avail freight economies of scale, international oil suppliers would be facilitated/encouraged to make investments storage and trade of crude oil and petroleum products under the Policy Guidelines

As per the Policy Guideline on Import on Foreign Supplier’s Account Through Custom Bonded Storage Facilities, foreign supplier or its registered subsidiary will be allowed to maintain inventory of crude oil and petroleum products in bulk form, in their

own Private Bonded Warehouses or Customs Public Bonded Warehouses located anywhere in Pakistan (without foreign exchange remittances), pending its sale to local purchasers or its re-export therefrom to other foreign countries. Foreign supplier shall have the option to establish its own registered business of operate through subsidiary company (the Consignee), registered vin Pakistan, having bank accounts in the country, to act under the relevant Pakistani laws/rules for undertaking operational/business activities on behalf of foreign supplier.

The Consignee shall have the options to develop their own dedicated storage infrastructure and utilize the customs public bonded warehouse facility on rent basis located around port premises or anywhere in Pakistan for storing crude oil and petroleum products, duly licensed by the OGRA, under the Pakistan Oil (Refining, Blending, Transportation, Storage and Marketing) Rules 2016.

The Consignee’s Customs Bonded Warehouse shall be licensed by the Customs after fulfilment of requirements for operating as Public Bonded Warehouse for storage of crude oil and petroleum products under Section 12 & 13 of the Customs Act, 1969.

The Consignee shall be registered with the Inland Revenue, Federal Board of Revenue (FBR), under the Sales Tax Act, 1990, as an importer and exporter. At the time of storing the goods, received under the scheme, the Consignee shall not be required to file Electronic Import Form (EIF) with his Goods Declaration (GD) for in-bonding (IB).

The Consignee shall then sell the goods to licensed purchasers 9Refineries or OMCs) in US Dollars or Pak Rupees against opening of Letters of Credit through scheduled banks without requiring LC confirmation by international banks or advance payments, as per applicable foreign exchange regulations. Sale and purchase of goods between foreign sup-

plier and Pakistani purchaser will be on purely commercial basis without any liability on the part of the Government of Pakistan.

For selling the bonded goods to the local purchasers, the Consignee shall file Electronic Import Form (EIF) with his Goods Declaration (GD) for Ex-bonding (EB), to clear the bonded goods for custody transfer to local purchasers for subsequent home consumption, on payment of all applicable duties and taxes by Consignee on behalf of purchasers. FBR shall allow movement of duty paid products through pipeline or any other mode of transportation and facilitate local purchasers for input/output tax adjustments.

The crude oil and regulated petroleum products stored in the Bonded Warehouse shall only be sold/supplied to Oil Refineries and Oil Marketing Companies (OMCs) respectively, which possess valid license from OGRA and have prior permission of OGRA for each consignment.
