In a post on X, the US embassy also shared that the US envoy was delighted to meet with caretaker PM Kakar and he “reaffirmed steadfast commitment to US-Pakistan relationship, support for free and fair elections desire to work with and through US Pakistan Green Alliance to build for the future

The Traders associations and general public and on Friday initiated largescale protests against soaring electricity bills and heavy taxes, with major demonstrations being held in Karachi as well as other parts of the country

The protest in Karachi which was also supported by Jamaat-e-Islami (JI) demanded a reduction in the ever-increasing electricity prices and additional taxes imposed through power bills

PPP Senator Raza Rabbani on Friday termed the reconstitution of the Cabinet Committee for Disposal of Legislative Cases (CCLC) by the caretaker government “illegal and unconstitutional”, saying it is a clear “violation of the scheme of the Constitution and section 230 Election Act 2017 On Thursday Caretaker Premier Minister Anwaarul Haq Kakar reconstituted three key committees of the federal cabinet including the Cabinet Committee on Energy, Cabinet Committee on Chinese Investment Projects and Cabinet Committee for Disposal of Legislative Cases

According to a notification issued by the Cabinet Secretariat the CCLC has been reconstituted with a slightly reduced membership and to be led by the minister for law and justice

The committee would consist of ministers for information planning religious affairs and IT and telecom

During the tenure of the previous government, the committee led by the law minister comprised ministers for interior, water resources, board of investment, parliamentary affairs and economic affairs

The Attorney General for Pakistan and secretaries for cabinet division and law and justice would remain unchanged as special invitees while an additional secretary of the Prime Minister s Office has now been added to the committee

Surprisingly the new committee would also be responsible for examining whether fresh legislation or amendments in the existing laws are in line with the Constitutional scheme, not in violation of any existing law, and fall within the mandate of Parliament and to examine the contents of fresh legislations and rules as well as amendments to the existing laws/rules and give its recommendations as to whether the same is in line with the policy of the government and Constitutional and legislative scheme

Under the terms of reference, in case the CCLC decides to amend the proposal of the sponsoring Division from a policy

perspective and the same is agreed to by the sponsoring Division in the CCLC meeting the amended proposal shall be placed before the Cabinet for ratification and in case of disagreement between the Sponsoring Division and CCLC on a policy matter, the points of view of both shall be placed before the Cabinet for a decision

The special court established under Official Secrets Act on Friday extended physical remand of PTI Vice Chairman Shah Mehmood Qureshi for another three days in cypher case Special Court Islamabad Judge Abul Hasnaat heard the cypher case against PTI s Vice Chairman Qureshi in a closed room The FIA produced Qureshi in the court where Senior Advocate Shoaib Shaheen represented Qureshi while Shah Khawar appeared on behalf of the FIA in the court as special prosecutor During proceedings, the special prosecutor argued that the PTI chairman had waved cypher in a rally while Shoaib Shaheen told the court that there could be several copies of the cypher During the hearing, Qureshi told the court that he denied charges of stealing the cypher, saying being a foreign minister, had sent the cypher to the Ministry of Foreign Affairs On the occasion the FIA’s special prosecutor requested the court for granting Qureshi s physical remand for another nine days which was opposed by Shoaib Shaheen After listening to arguments from both sides, the court reserved its decision Later, the court announced its verdict, extending Qureshi’s physical for another three days

The Finance division strategy for additional allocation and re appropriation of funds during current financial year 2023-24 disclosed that government will not approve any Supplementary Grants for any additional unbudgeted spending over the parliamentary approved level in FY24, in order to remain within the approved budgetary allocation at least until the formation of a new government after the elections (except if needed to respond to a severe natural disaster)

The Sindh High Court (SHC) on Thursday struck down a petition by residents of old Clifton and the Mohatta Palace Gallery Trust against the conversion of the Mohatta Palace into a girls medical & dental college In October 2021, the SHC had ruled that Qasr-i-Fatima, commonly known as Mohatta Palace, would be used to set up a medical and dental college for girls The order had come on a long-standing dispute over the heritage property of the late Fatima Jinnah in Clifton The order was subsequently challenged by the neighbouring residents of Fatima Jinnah s heritage property the provincial government and the Mohatta Palace Gallery Trust In a court order issued on Thursday for an August 15 hearing, a copy of which is available with Dawn com, Justice Zulfiqar Ahmad Khan dismissed the petition saying that the “inclusion of any new party is devoid of merit”

FBR dismisses three Customs inspec tors in illegal clearance of helicopter par ts

The Federal Board of Revenue (FBR) has dismissed from services three Customs inspectors of Islamabad who deliberately cleared high-value imported items including mobile phones wristwatches and cosmetics involving nearly Rs 7 billion under cover of helicopter parts imported under the name of Agha Khan Foundation

The FBR issued three notifications on Friday to punish the involved officers in the scam According to the notifications the FBR has dismissed Aziz-Ur Rehman Customs Inspector; Usman Ali Customs Inspector and Sehrish Nazir Customs Inspector

The Customs clearing agents in connivance with the said customs inspectors committed revenue loss to the tune of around Rs 7 billion to the national exchequer The outdated/manual One-Customs Clearance system was used to clear the imported consignments that were required to be cleared through the automated WEBOC system

Brief facts are that the Directorate of Intelligence & Investigation-Customs, Rawalpindi raided the Air Freight Unit (AFU) of the Collectorate of Customs, Islamabad, and seized a consignment consisting of high-value items such as smartphones, wristwatches,

wristbands cosmetics and other miscellaneous imported goods

The then Collector of Customs Islamabad ordered a Fact-Finding Inquiry The Fact-Finding Report established that apart from the one consignment seized by the Directorate of I&I, there were Eighty (80) other Goods Declarations (GDs) which had already been cleared during the financial year 2019-2020 in the name of Agha Khan Foundation and declared as Helicopter Parts without payment of duty and taxes

When approached by the Collectorate the Agha Khan Foundation stated in writing that it had not imported the said consignments and that the Clearing Agent had misused the foundation’s name The Clearing Agent managed to bypass a number of standard operating procedures in the clearance of goods and had them gated out with the connivance of the accused and others without payment of duty and taxes to the tune of Rs 6 797 billion and Rs 152 548 million

The Adjudicating Authority in this case also observed that the scam could not have occurred without the involvement of Customs Officials

I T was good to learn that the police force has stepped up efforts to punish traffic violators Unfortunately the very small penalties will not deter the habitual law-breakers and some more visible punishment impacting the pocket as well as their image will have to be introduced to make roads in Karachi and other cities of Pakistan safer

When the first martial law was promulgated in 1958, one observed an army jeep suddenly stopping at bus stops and a soldier with a stick directing people waiting for a bus to make a queue This scenario was repeated all over the country for a few weeks and as a results people as per my recollection started getting into a queue automatically for at least the next 10 years Similarly vehicles of persons driving on the wrong side were stopped and the driver was asked to get down on his knees and hold his ears This was basically to shame the person, and it worked

We need to reintroduce such relatively strong penalties not only for streamlining traffic but in all aspects of life to put emphasis on discipline in the conduct of our lives if we want to progress as a nation

We have often heard the lament that Pakistanis strictly follow the laws of other countries but start taking liberties with law as soon as they land in Pakistan This is primarily because of the poor accounta-bility and hardly any penalties on the law-breakers

Citizens of other countries are not angels Their behaviour is subconsciously tailored by the strong accountability and penalties in their respective countries where visitors from Pakistan would have hardly ever observed people driving on the wrong side of the track

How to curb spread of Hepatitis

H E PAT I T I S is increasing in Pakistan despite efforts by the government as well as by the non-government organisations (NGOs) working for decades to eliminate the disease from the country We spend only a miniscule fraction of the budget on health and therefore cannot spend much on vaccination against polio and hepatitis

First we need to assess the reasons for the spread of hepatitis and then develop a formal action plan The most important reasons for the spread of the infection are lack of education, use of a syringe for several patients by doctors and nurses, barbers using infected instruments, through sexual contact, and from mother to baby at birth An NGO has been working on hepatitis for the last few years in and around Gharo, which is a locality housing the underprivileged People there have been living with practically no access to healthcare The NGO has done screening of more than 2 387 people and found 397 to be reactive Out of 192 positive cases 146 were treated; 106 completely treated and the remaining still under treatment

One of the key modes of transmission is from mother to baby at birth Therefore, there has to be a programme to prevent the transmission soon after the delivery For this, lady health visitors and midwives may play an important role They must be aware of pregnant women in their area and their expected date of delivery so that they may vaccinate the child within 24 hours of birth to prevent the transmission of virus

Another important area of consideration comprises 4 4 million unvaccinated orphans living in various orphanages The said NGO is coordinating with leading orphan houses in Karachi and drawing up a programme to carry out vaccination of these orphaned children, beginning with Karachi and then moving on to other cities The situation will change only if the government spends more money on health and through preventive measures like immunisation which can eradicate hepatitis polio measles tuberculosis and many other illnesses A solid commitment on the part of the government and agencies towards primary prevention and healthcare is badly needed, and sincere efforts have to be made to improve the quality of life and decrease morbidity and mortality

We have witnessed a state-engineered McCarthyite campaign of disinformation scaremongering and vilification against NewsClick together with the ever-present threat of criminal prosecution for its founder

The world should be watching in horror

Founded in 2009, NewsClick, which is owned by a small private company and works on a modest budget is managed in its day-today operations by an editorial collective Its founder and editor-in-chief Prabir Purkayastha is an engineer by background an advocate for various scientific initiatives in the software, power and telecommunications sectors, and an influential intellectual of the Indian left The news site prides itself on being able to bring its readers viewers and listeners “stories from the real India

It focusses on reporting analysing and commenting on movements and struggles at home and in other parts of the world It regularly presents critical and progressive voices on a range of issues from around India Apart from this, it offers serious coverage of science and technology and has taken a few strides in the field of data journalism

Unsurprisingly

NewsClick has been opposed to the Modi government s authoritarian Hindutva or Hindusupremacist political agenda, and is critical of the policies that derive from it

Access to the reports, analyses, and daily updates is free and the business model, if it can be called that is based on garnering subscriptions for exclusive subscriber content and perks; sales of journalistic content to customers abroad; and attracting a measure of private investment to support its operations and expand its footprint What is clear is that this digital media venture, although not a non-profit, is not motivated by profit

NewsClick’s big journalistic moment came during the mass protest by Indian farmers in 2020–2021 against three new agricultural laws

Its grassroots-up, comprehensive and sympathetic coverage of the movement and the issues at stake, in Hindi as well as in English, was widely followed This coverage

What triggered the Indian government s McCarthyite campaign was an investigative story by the New York Times that was a curious mixture of fact-finding (some of it interesting) ideologically charged innuendo and in places tall conclusions drawn from seemingly innocuous happenings and mostly thin evidence Titled A Global Web of Chinese Propaganda Leads to a US Tech Mogul , the story claimed to have uncovered “a lavishly funded influence campaign that defends China and pushes its propaganda” at the centre of which is “a charismatic American millionaire Neville Roy Singham who is known as a socialist benefactor of far-left causes as though this were an indictable offence (I should declare that I happen to know Singham) The article makes two casual references to NewsClick that it had been raided by Indian authorities and that “Mr Singham s network had financed the news site which had sprinkled its coverage with Chinese government talking points The New York Times is a serious outfit and some of these issues are serious Its lazy references to NewsClick were not serious

Significantly the article does not allege that NewsClick violated any law Had the investigative journalists probed deeper or contacted the editors or management of the digital news site they would have been assured that the particulars of the investment by a Singhamfinanced company had been declared to the authorities in compliance with the law; that there was no question of “money laundering” as alleged by India s Enforcement Directorate which had undertaken a politically motivated raid in February 2021 and had come up with nothing; that the High Court of Delhi, finding a prima facie case in favour of NewsClick, had granted interim protection from arrest to Purkayastha and more broadly protected the media organisation from coercive action by the Enforcement Directorate; and that a lower court had dismissed a complaint made by income tax authorities against the organisation on a related matter Viewed comprehensively,

I believe NewsClick’s position looks solid

As for the news site sprinkling its coverage with “Chinese government talking points the only exhibit the New York Times journalists have been able to come up with is a celebratory and admittedly uncritical video posted by the site in October 2019 to mark “70 years of the Chinese revolution” and the transformations that had been wrought over the period

But the spark the New York Times story provided was all that was needed by the right-wing political ecosystem that currently prevails in India The influencers and the bhakts as the fanaticised followers of the Hindutva

cause are known, went wild on social media platforms making fantastic allegations relating to the supposed danger to India s national security that had been exposed by the US newspaper and baying for the blood of NewsClick and the people behind it A section of the mainstream media, especially a couple of television channels that are notorious for acting as propagandists for the government have joined this campaign putting out misleading information obligingly leaked by the investigating agency

A 250-strong group of retired bureaucrats retired judges, military veterans and some others have written a letter to the president of India, Droupadi Murmu with a copy sent to the chief justice of India demanding action against the “traitors” to the nation In this charged atmosphere the Enforcement Directorate has approached the High Court of Delhi before a new judge claiming it has fresh material and asking for the interim stay on coercive action against NewsClick to be lifted

Fortunately, the campaign of solidarity with this progressive news site is gaining momentum and turning into a wider campaign for media freedom in India While protesting the vicious targeting of NewsClick a public statement issued by more than 750 signatories journalists (including this writer), leaders of people s movements, a former high court judge, lawyers, scientists academics writers filmmakers artists and actors draws out the wider implications of such actions for a constitutional democracy The number of statements of protest and expressions of concern on a wide range of media-related issues put out in recent months by the Editors Guild of India points to a deeper malaise in the polity than anyone could have imagined even half a decade ago India’s rank of 161 among 180 countries and territories in the Reporters sans frontières World Press Freedom Index 2023 may shock but should surprise no one who follows these issues

Now the battle lines are drawn, and a number of new voices are speaking up for what is their right the constitutionally guaranteed fundamental right to “freedom of speech and expression of which press freedom is an indispensable part

Recently The Taliban s interim Defense Minister Mullah Yaqub has said that if someone goes outside of Afghanistan with the intention of jihad, it is not jihad, “If the Amir explicitly prohibits Mujahideen from engaging in combat and they still persist, the resulting battle would not be classified as jihad ” he said during a speech to Taliban commanders The Amir s orders are binding stressed Yaqoob adding that any individual leaving Afghanistan with the explicit purpose of pursuing jihad would not be labelled as engaging in true Jihad

Recently, in his speech to the Independence Day parade at PMA, the COAS has also said that Pakistanis have been the most hospitable nation and wished that the Afghan government would reciprocate their earnest efforts by at least not allowing its soil to be used against Pakistan

Pakistan-Afghanistan relations encapsulate a rich history of interconnectedness, challenges, and opportunities As the two nations work towards a more stable and cooperative future, it is essential to acknowledge the complexities that have shaped their relationship By focusing on shared interests diplomatic engagement and collaborative efforts Pakistan and Afghanistan can contribute to the broader goal of regional stability and prosperity Only through sustained dialogue and genuine cooperation can the threads of this intricate tapestry be woven into a brighter and more harmonious future for both countries

Afghanistan’s hosting of the TTP presents a formidable challenge to regional stability and security Afghanistan needs to do more in this regard by destroying TTP centres in its land and also should stop hosting and facilitating the militant groups Pakistan and the Pakistan Army are fully committed to secure each and every inch of the country and have a full right to eliminate the militants from within and outside the country

BRICS – an acronym for Brazil Russia India China and South Africa – is an economic bloc made up of the fastest-growing developing countries From the very moment of its first summit in 2009 this bloc has positioned itself as an alternative to the G7 bloc of advanced economies, made up of Canada, France, Germany, Italy, Japan, the UK and the US BRICS members resent the dominant role of the G7 in world affairs, and the hegemonic pretensions of the US in particular BRICS nations argue that their bloc represents the interests of the Global South and that soon BRICS will more than match the economic power of the G7

At this week s Johannesburg summit the leaders of BRICS invited six more nations to join their club: Argentina Egypt Ethiopia Iran Saudi Arabia and the United Arab Emirates Their membership will certainly increase BRICS s influence over global affairs Indeed, one of BRICS s chief aims is to blunt the influence of the West With some 40 more countries showing an interest in joining BRICS that objective looks achievable Make no mistake this economic bloc could become a serious geopolitical force

For Russian president Vladimir Putin the BRICS summit has provided a useful opportunity to demonstrate to the world that Russia is far from the pariah portrayed in Western media Putin didn t attend the summit in person, addressing it remotely instead But he still made his presence felt, especially with his announcement that the 2024 BRICS summit would be held in the Russian city of Kazan As a Financial Times commentator noted, this is a ‘boost for Moscow’s attempts to show that it has not been isolated over Putin’s full-scale invasion of Ukraine last year especially among countries of the Global South

R u s s i a n f o r e i g n p o l i c y c e r t a i n l y b e n e f i t s f r o m a n a s s o c i a t i o n w i t h BRICS but China is the main beneficiary here There has even been the suggestion that if the bloc uses its own currencies to trade with each other, instead of relying on the US dollar, then the Chinese currency, the renminbi, could emerge as a serious rival to the dollar BRICS therefore serves as an ideal medium for the projection of Chinese power That is why Chinese prem i e r X i J i n p i n g h a s f r e q u e n t l y u rg e d t h e l e a d e r s o f t h e B R I C S n a t i o n s t o speed up the pace of expansion BRICS plays a key role in China s geopolitical ambitions If this bloc were to become more coherent and able to act as a united force, it really could become a serious rival to the G7, and China could directly challenge the hegemonic role of the US in world affairs

But that’s a very big ‘if ’ BRICS is an economic bloc rather than a political union Many of the leading BRICS countries have divergent geopolitical interests China India and Russia are competitors for power in Asia And India and China in particular regard one another with suspicion Their diplomatic ties are governed by pragmatism rather than affection Moreover some of the newly invited countries, such as Saudi Arabia and Iran, are actively hostile to one another It is unlikely that their differences will be patched up just through membership of BRICS

What is significant about BRICS and its programme of expansion is that it shows the huge potential for the fragmentation of the existing global economic order Through the partial coordination of its members’ economic activity BRICS might be able stop the West from always having its way

With the emergence of competing economic blocs in place of the formerly globalised economy, it is likely that there will be a shift in the global balance of power But how fast, and to whose benefit, remain open questions

PPP says any delay in holding polls

Senior leaders of Pakistan Peoples Party (PPP) on Friday voiced their reservations against likely delay in holding general elections, asserting that such postponements would be unacceptable to the party leadership

Speaking at a press conference alongside party members at Bilawal House in Karachi after a Central Executive Committee (CEC) meeting Senator Sherry

Rehman stated that the party s CEC had unequivocally said that if elections were delayed by more than 90 days, the country would be embroiled in a crisis

Dilawar who sentenced Imran Khan made OSD

ISLAMABAD

The Islamabad High Court on Friday transferred Judge Humayun Dilawar, who sentenced former prime minister and PTI Chairman Imran Khan, and posted him as Officer on Special Duty (OSD) in the LHC against a “newly created post” However there was no clarification of the newly created post The IHC Registrar on the instructions of Chief Justice Amir Farooq issued the notification removing Humayun Dilawar from the post of Additional Sessions Judge and made him OSD while he has been directed to report to the Islamabad High Court Later in the day a letter emerged at the social media wherein the judge in question had requested the LHC top judge to transfer him from his post

It may be noted that Judge Dilawar had sentenced the PTI chief to three years imprisonment and a fine of Rs100,000 in Toshakhana criminal case earlier this month The PTI had challenged the decision in Islamabad High Court and Supreme Court

The Supreme Court heard the PTI chairman’s plea yesterday during which Chief Justice of Pakistan (CJP) Umar Ata Bandial said that the court will wait for the decision of the Islamabad High Court and then give its verdict accordingly

The Prime Minister s Office (PMO) on Friday revealed that security agencies have foiled hacking attempts targetting senior government officials mobile phones to obtain sensitive information

A statement released by the PMO maintained that hackers posing as senior government officials and bureaucrats were trying to obtain information through mobile hacking links on WhatsApp

The PMO has instructed all government officials to be vigilant and not respond to any such message They have also been directed to immediately inform the Cabinet Division upon receiving these messages

The statement further stated that Pakistan’s security agencies are “fully alert in this matter”

Earlier this year the federal government sent a cybersecurity advisory to all its ministries as well as the provincial departments to take necessary measures to prevent the official data from being hacked or put on the dark web, a media report said

The advisory had suggested several steps, including the application of two-factor authentication on all email social media and banking accounts; avoiding installing untrusted software and unnecessary plugins on browsers and never forwarding or clicking a link shared on email or WhatsApp by unknown sources

The dark web, or darknet, is a part of the internet that lies beyond the reach of search engines Users are largely anonymous and untraceable and mainly pay with cryptocurrencies the report had said adding that the dark web is being used by criminals terrorists hostile intelligence agencies (HIAs) and non-state actors
