This policy, which came into effect on July 1, aims to facilitate the smooth conduct of wedding ceremonies and events in PHA-managed parks and grounds ensuring that individuals and organisations do not face any difficulties in reclaiming their deposited funds

In a statement on Sunday, a

The concept of regenerative ocean farming stems from the recognition that our oceans play a vital role in the planet s well-being They provide a source of food, livelihoods for coastal communities, and essential ecosystem services, such as carbon sequestration and habitat creation However, traditional fishing and aquaculture practices have often led to overexploitation habitat destruction and pollution resulting in the decline of marine resources and the degradation of coastal environments

Regenerative ocean farming offers a more holistic and sustainable approach It seeks to restore and replenish marine ecosystems while providing a means for food production and economic development By mimicking nature’s processes and harnessing the inherent capabilities of marine organisms this practice aims to create integrated farming systems that benefit both people and the environment Pakistan s coastal areas, extending along the Arabian Sea, possess immense potential for regenerative ocean farming With a coastline spanning approximately 1,050 km, these areas are rich in marine biodiversity, offering a conducive environment for the cultivation of seaweed and bivalve species The diverse range of species found in Pakistani waters such as kelp (Laminaria species) sea lettuce (Ulva lactuca) mussels (Mytilus edulis), oysters (Crassostrea species), and clams (Mercenaria mercenaria), can be harnessed to create sustainable and integrated ocean farming systems

One successful example of regenerative ocean farming can be seen in the coastal waters of South Korea The country has embraced seaweed cultivation on a large scale and has become a global leader in the industry Seaweed farming in South Korea has experienced significant growth, with an annual production of over 2 million metric tons The success of this industry can be attributed to a combination of favorable environmental conditions government support and effective management practices

Seaweed cultivation in South Korea has not only provided a sustainable source of food but has also created economic opportunities and environmental benefits The industry has generated employment for coastal communities, particularly for women, who ac-

Before Yellen Secretary of State Anthony Blinken had also visited China The relationship between the USA and China has been under significant pressure, with concerns that competition between the two countries could escalate into conflict There have been discussions about the possibility of decoupling their economies However both nations have recognized the importance of maintaining open communication channels, managing competition effectively, and identifying areas where cooperation is possible Recent high-level meetings between officials from both countries indicate that while competition will persist it is unlikely to escalate into a full-blown conflict

Similarly in the economic domain there may be partial decoupling in certain areas, and the USA is also exploring diversification of its supply chain However, complete decoupling is not considered feasible or practical The focus now lies on finding a balance between competition and cooperation ensuring that the relationship between the USA and China remains stable and manageable

In October last the Biden Administration made an announcement regarding the implementation of restrictions on the sale of new semiconductors to China The purpose of these restrictions is to decelerate the growth of the Chinese tech sector Additionally discussions are underway to sever Huawei s ties with all its suppliers based in the USA

In a June survey conducted by the European Union Chamber of Commerce in China, 23 percent of Western firms said they were considering moving operations away from the country, while 50 percent reported that business in China had become more politicized in 2021 than it had been in previous years

Despite these sanctions according to recent data from the US Commerce Department, the trade between the USA and China reached a new milestone in 2022, totaling $690 billion This significant figure reflects a surge in US trade with various global partners throughout the previous year Therefore; the USA and China are trying to manage competition between both countries and also trying to identify areas where both countries can cooperate Anthony Blinken s first visit aimed to establish a high level of communication between the two countries Furthermore he sought to establish a military-to-military communication channel and accept the fact that both countries would compete in certain areas while emphasizing that this competition is manageable During Blinken s visit, he also met with the Chinese president, and both countries characterized the

IN Pakistan, the need for blood donation is enormous, and it is a challenge to keep the supply chain moving The country faces several issues in maintaining an adequate and safe blood supply owing to various factors, such as limited awareness misconceptions cultural barriers and inadequate blood donation infrastructure However none of the challenges is unsurmountable Pakistan faces blood shortage particularly during emergencies disasters and other such peak phases The limited availability of safe blood hampers the delivery of quality healthcare, leading to increased mortality rate One of the major obstacles in encouraging blood donation in Pakistan is the prevalence of myths and misconceptions surrounding the process Common misconceptions include concerns about religious beliefs fear of infections and doubts regarding the safety of the donated blood It is crucial to debunk these myths and to educate the community about the reality of blood donation

Through awareness campaigns accurate information can be disseminated, helping to alleviate fears and misperceptions, and encouraging more people to donate blood Pakistan needs to foster a culture of voluntary blood donation Traditionally, blood donation in the country has been reliant on replacement donations from family and friends which often leads to inadequate supply and a lack of diversity in blood types

What we need to do is to shift the paradigm and emphasise the importance of voluntary blood donation We should actively work towards promoting a culture where individuals willingly donate blood without any expectations of reciprocity, ultimately saving human lives and improving overall healthcare outcomes Engaging young people in blood donation initiatives is essential for building a sustainable blood donation system

The youth is a significant segment of the population and possesses the potential to drive positive change

The primary causes of this setback, according to experts, are conflicts and wars, as well as climate changerelated weather occurrences

Artificial Intelligence, or AI, has captured our imaginations as human beings for many decades from Mary Shelley’s Frankenstein to Star Trek s Data With fascination and at times horror we have entertained the idea of living alongside mechanized beings Within fictional spaces, the AI age is often depicted in futuristic terms However, these technological structures have been with us for decades

In fact the first humanoid automaton was introduced to the world in 1930 by Westinghouse This was a mechanical man built in the likeness of an African American sharecropper whom journalists referred to using the racist nickname Rastus The physical form of this robot is not random, nor is the coining of the term “robot,” which is etymologically rooted in the Czech word for “forced labor ” The art of technology has long imitated society in this way Vastly more advanced than the Rastus Robot in the 1950 s we saw the emergence of the first programmed chess player encoded into an IBM F a s t f o r w a r d t o t o d a y, A I i s n o w m o r e s e a mlessly incorporated into our everyday interactions

Most of our day-to-day tasks and habits touch upon the vast and growing AI digital infrastructure from t h e a d v a n c e d A I i n o u r d i g i t a l a s s i s t a n t s ( A l e x a Google Siri etc ) and facial recognition software on our phones to the more streamlined autofill and autocorrect text support embedded in our email app l i c a t i o n s A l t h o u g h w e h a v e a c c e p t e d t h e s e a utomations as par for the course with existing in this modern world many of us could not even begin to a r t i c u l a t e w h a t A I a c t u a l l y i s l e t a l o n e h o w i t works As such we are often swept up in the dominant narratives built around these innovations and their speculative potential

We should be aiming for future possibilities coimagined by many of us, as opposed to living within a vision for the future concocted by a privileged few

A I f o r m e r l y o p e r a t e d m o s t l y w i t h i n t h e s h a dows of our everyday infrastructure but it is now in t h e l i m e l i g h t a n d a s s u c h h a s g e n e r a t e d u n p r e c edented reactions from both AI-elite and the general public Take ChatGPT for example; hailed as a revolutionary advancement in AI, this tool has engend e r e d b r o a d s p e c u l a t i o n s a b o u t p o t e n t i a l disruptions in education from widespread plagiarism to obsolete teachers This rhetoric builds on a long-established deficit framing of teachers in relation to technology Much like the Luddites were type-cast as anti-technology (even though their main focus was on advocating for

Dominant narratives about the promise of technology also serve to distort our perceptions of and distract us from paying attention to, the exploitative p r a c t i c e s a n d o p p r e s s i v e l o g i c s i n c o r p o r a t e d i n t o our technological infrastructure Moreover, as a society we continually make adjustments to accomm o d a t e o r a c c o u n t f o r t h e l a t e s t g a d g e t o r d i g i t a l innovation released into the wild So while a niche group of coders within an even more selective set of corporations program computers to do more and more, they are essentially also programming us to behave in ways that are symbiotic with our mechanized environments Therefore, it is critical that we pause to question these innovations rather than accept them as inevitable We should be aiming for fut u r e p o s s i b i l i t i e s c o - i m a g i n e d b y m a n y o f u s a s opposed to living within a vision for the future concocted by a privileged few Right now, we are surrounded by rhetoric about the existential threat AI poses to humanity Notably, many of these same speculators once promoted the benefits and brilliance of AI and played a key role in developing the technology This current panic about AI s threat to our future brings to mind the word apocalypse, which (as a personal correspondence taught me) is etymologically rooted in the Greek word for reveal or uncover The technology we create mirrors what we value and legitimize as a society, but this reflection is often hidden behind a veil of coding For example for all the automation these tools promise AI is built on a vast racialized and gendered underclass of labor that is invisibilized and devalued Perhaps an AI apocalypse primarily threatens to reveal the deeply embedded coded injustices, prejudices, and fallacies, so that we can no longer ignore the widespread suffering in our world Many scholars particularly women and people of color such as Safiya Noble Cathy O Neil Ruha Benjamin Louis Chude-Sokei Joy Buolamwini and Timnit Gebru, have been sounding the alarm for decades about harms caused by AI and its complicity in upholding systems of oppression Their work shows us how these advanced technologies are not neutral but rather exacerbate make more efficient and serve to further veil the existing disparities in society Discerning truths from myths nuance from noise and wisdom from cleverness are critical skills we will need to meet the challenges of our day, especially in the age of AI We must grapple with historical context, learn from our past, and co-create our collective interdependent and free futures

But it is the performance of another party – Vox –which will be the most interesting to watch on election night In the May elections Vox which unabashedly defends nationalist conservative interests, nearly doubled its vote share to 7 2 percent, handing the party critical negotiating power in forming governing coalitions in many localities Polls are now predicting that Vox could earn as much as 15 percent of the vote in Sunday s elections If those predictions are correct it would mean that PP would need the support of Vox to form a government – handing the conservative group significant leverage in national politics for the first time Vox was first established as a conservative populist alternative party in 2013 For years many conservatives in Spain and throughout Europe had felt that even the nominally right-wing parties failed to represent their interests I n s t e a d E u r o p e a n p o l i t i c i a n s o n b o t h s i d e s o f t h e p o l i t i c a l a i s l e a l i g n e d w i t h e a c h o t h e r, b i g b u s i n e s s , and academia This phenomenon grew worse with the i n c r e a s i n g p o w e r o f t h e E u r o p e a n P a r l i a m e n t , w h i c h s o u g h t t o l i m i t t h e a u t o n o m y o f i n d i v i d u a l c o u n t r i e s i n t h e E U

Yet instead of the peace and prosperity promised by the international wealth funds who controlled politicians in Brussels and European capitals local industry and economies were destroyed European elites became obsessed with trendy new issues like promoting equity and “combatting climate change” – forgetting the cultural and economic foundations upon which Western civilization was built

In response traditional conservatives throughout Europe have over the past decade or so begun forming new parties that actually fight for their interests The elites, recognizing the threat to their hold on power, have tried to make “populist” into a bad word and slander these parties as “fascist ”

In Spain conservatives established Vox in response to the failures of the PP Jorge Buxade Vox s vice president of political action and the head of the party s delegation to the European Parliament described Vox s role as a defender of the middle classes and equality of the Spanish people

Theoretically, Buxade explained, PP should be Vox’s ideological partner but the reality is much different: “In the European Parliament Spanish Christian Democrats vote like socialists nearly 90 percent of the time The PP is co-responsible for the disaster at home

The country s immigration policy is just one example of the disaster Buxade is referring to Illegal immigration spiked by 51 percent in 2021, before dipping

Illegal immigration is also impacting Spain’s important tourism industry as many resort towns have devolved into chaos and violence Spain has become a haven for North African mafias who often threaten and clash with police leading many tourists to look elsewhere for their holidays, decimating the local economies of coastal towns

While Vox has called for much more stringent immigration laws – including mass deportations and a closure of the border – PP sees the issue as only an “efficiency” problem ignoring the discussion about fundamental failures of open borders policies In this Vox has channeled other populist leaders from around the world including former U S President Donald Trump

PP has also largely embraced the left s fearmongering about “climate change,” to the detriment of Spain’s rural economy New water restrictions have decimated farms throughout the country starving crops during summer months

PP representatives in the European Parliament also voted for the so-called Agenda 2030, which forces E U members to restore nature on one-fifth of their land and sea” by the year 2030 For Spain, that will mean liquidating thousands of hectares of farms and the destruction of dams which provide vital irrigation

While PP has not been a major driver of these failures they have nonetheless often been complicit in them

leading many voters to shift their support for Vox

Vox has also found an opening with voters by talking about Spain s severe unemployment crisis, particularly among young people According to Eurostat, an E U statistics agency the youth unemployment rate in Spain is the highest in Europe at 14 5 percent – roughly three million people compared to 1 3 million in Germany which has a higher population than Spain Also according to Eurostat, salaries for young professionals in Spain have not exceeded the minimum wage since 2020

But PP has opposed most of Vox’s more conservative proposals, including one that would prohibit so-called “gender transition” treatments from being covered under the public healthcare system Currently Spain has some of the most liberal transgender laws in the world and children as young as 16 can legally change their gender without parental consent

However, Vox s messaging is clearly breaking through with Spanish voters, as the party has steadily risen in the polls During the final televised debate Vox leader Santiago Abascal channeled the frustrations of many Spaniards by accusing Prime Minister Sanchez of [wanting] to hide the reality: that we are poorer less free and more divided

It is crucial that a conservative patriotic alternative be established, Meloni said Europe needs to become aware of its role and influence again to be a political giant instead of a bureaucratic one ” The world will see if the Spanish people will take one more step toward making that vision a reality

Areport released by the Provincial Disaster Management Authority (PDMA) on Sunday revealed that heavy rains across Khyber Pakhtunkhwa have resulted in the tragic death of nine people with one person sustaining wounds

The rainfall and floods have caused significant damage to residential properties with 67 houses being partially damaged and 7 houses completely destroyed across the province Specifically 39 houses in Lower Chitral and 19 houses in Upper Chitral were partially damaged due to the floods In response to the situation, the Relief Department has taken action, with District Administration, PDMA Rescue 1122 Civil Defence and related institutions being placed on alert

The Khyber Pakhtunkhwa government on Sunday declared a rain emergency in Lower and Upper Chitral following flash floods and torrential downpour Heavy rain with strong winds and thunderstorms lashed parts of the province on Saturday triggering landslides and destroying infrastructure

The rain continued intermittently through the day resulting in a largescale devastation in the district The deluge also triggered flash floods in Chitral, which washed away bridges, roads, and

livestock According to the Pakistan Meteorological Department several areas of the country are likely to continue to receive rain until July 26

The notification issued by the Relief, Rehabilitation and Settlement Department on Sunday said that the deputy commissioners of both districts had requested for an emergency to be declared in order to enable them to launch immediate rescue and relief activities

Therefore, the provincial government declared a rain emergency in the two districts with immediate effect adding that it would remain in place till August 15 for provision of relief and

restoration of damaged communication network and water supply Meanwhile, KP Interim Chief Minister Mohammad Azam Khan directed the relief department and the district administration to remain on “high alert” He directed authorities to immediately launch relief and rescue activities and to ensure that aid was provided to the affectees

The chief minister also ordered for the affected people to be moved to safer locations and asserted that the provincial government would help them “in every possible way” Separately four people of the same family lost their lives while one was injured in a landslide in Gilgit Baltistan s

Skardu district, police said Skardu Senior Superintendent of Police (SSP) Raja Mirza Hasan said a family hailing from the Astore district was heading to Gilgit from Skardu when the landslide occurred

He added that as the family fled their car for safety, they got caught in another landslide, which killed three women and a child SSP Hasan further said that officials could not reach the affected family immediately as the highway was blocked at four points due to landslides triggered by rainfall Rescue teams are trying to reach the site of the incident to recover the injured and the bodies, he added Relief materials have been provided to the affected families in Chitral Upper and a comprehensive damage assessment will be conducted in Lower Chitral once the floodwaters recede To ensure the safety of vulnerable communities, the district administration has already shifted sensitive populations in Chitral Lower to safer locations, along with the distribution of food items (dry ration) to the affected families

Moreover the road in Dir Lower has been cleared for traffic by the district administration and heavy machinery has been mobilized to expedite the restoration of roads The PDMA has issued precautionary measures to all relevant institutions and district administrations, emphasizing the importance of preparedness for rains flash floods urban flooding and river flooding

D ar emerges as strong c andidate for c aretaker PM’s slot

While PPP chief Asif Zardari and former PM Nawaz Sharif sat in Dubai to give final shape to the caretaker set up sources in both the parties say that Finance Minister Ishaq Dar may be a consensus candidate for the slot of caretaker prime minister while the military establishment may also agree to his nomination due to ongoing economic challenges

Well informed sources say that the government is mulling amending the Elections Act 2017 to empower the upcoming caretaker set-up to take decisions beyond its constitutional mandate with a view to ensure continuity of the recently rolled out economic plan and expedite the process aimed at receiving foreign investment in state-owned entities

Sources in the federal cabinet say that the PML-N was considering proposing the name of Ishaq Dar for the caretaker prime minister as part of a broader plan to

ensure implementation of the economic policies and continuity of these policies

Sources said that the government was considering amending Section 230 of the Elections Act 2017 empowering the caretaker set-up to take economic decisions They said that the amendments to the elections act might be introduced in the National Assembly next week The amendments would allow the caretaker government to take decisions necessary to revive economy

According to Section 230 a caretaker (interim) government shall only perform its functions to attend to day-to-day matters which are necessary to run the affairs of the government It will assist the Election Commission of Pakistan in holding the general elections in accordance with law and restrict itself to activities that are of routine, non-controversial and urgent nature, in the public interest and can be reversed by a future elected government The present law also bars the caretaker government

Dar says Election Act would be amended to ’empower caretaker government’

Finance Minister Ishaq Dar has all but confirmed that the Election Act 2017 is set to be amended in order to empower the upcoming caretaker government to take important decisions rather than just run day-to-day operations until a democratically elected government takes over The expose strengthens the rumours rife that the caretaker set up may exceed its stipulated timeframe of 60 or 90 days

In an appearance on a TV show Dar was questioned whether the Section 230 of the Election Act which relates to the functions of a caretaker government was about to be amended

To the best of my understanding yes he replied I don t think this is something to hide from the nation

They will find out and it should [indeed] be amended, Dar said, adding that the nation’s time should not be wasted by having the caretaker government be bogged down solely in “day-to-day” tasks

from taking major policy decisions, except on urgent matters It cannot enter into a major contract or undertaking if it is detrimental to public interest; and it also cannot enter into major international negotiation with any foreign country or international agency; or sign or ratify any international binding instrument, except in an exceptional case The sources said that the proposal was to amend both the sub sections of Section 230 that deal with the authority bestowed upon the interim set-up

Recently the civil and military leadership have unveiled a host of measures to put the economy back on track and replace foreign loans with foreign investment and receipts through the sale of state assets

In June, the government set up a hybrid civil-military-led Special Investment Facilitation Council The second meeting of the apex committee of the council was held on Friday that approved candidate projects for offering to Saudi Arabia for investment in the agriculture sector

He said it would be inappropriate for the caretaker prime minister to be concerned only with routine tasks Questioned if the caretaker prime minister would have more power to take important decisions after the amendment, Dar said: “He should be [in that position to take major actions] ”

Asked if he was in the running for the position of the caretaker prime minister Dar said it would be premature to comment on it adding that he did not believe in pursuing or desiring any office

He said whoever was chosen as the caretaker prime minister, would continue to have his support as a senator and leader of the house in the Senate Meanwhile Planning Minister Ahsan Iqbal when he was questioned about Dar ’s name for the slot a TV show said Dar or anyone could be the caretaker prime minister provided the government and opposition agreed He said it would be premature to comment further on the matter, stressing again that consensus of the coalition parties in the government and the opposition was required on the candidate
