HE Supreme Court directed the government to ensure that people on the Exit Control List (ECL) do not travel abroad without prior permission from the Ministry of Interior, and suggested that “people in influential offices” made amendments to the laws governing the process to take advantage of it. The top court passed these remarks on Tuesday as it resumed its suo motu hearing into “perceived interference” by “persons in authority” in criminal probes. Chief Justice Umar Ata Bandial headed the five-judge larger
bench comprising Justice Ijaz ulAhsan, Justice Munib Akhtar, Justice Sayyed Mazahar Ali Akbar Naqvi and Justice Mohammad Ali Mazhar. At the outset of the hearing, Attorney General of Pakistan (AGP) Ashtar Ausaf Ali appeared before the court. “Did the cabinet approve amendments in the ECL rules?” Justice Ahsan inquired. At this, Ali maintained the matter is under review under a Cabinet committee for legislation. Justice Bandial remarked the accused who wants to travel abroad for official work should get approval from the interior ministry. “Let the system work. Everyone has to work together,” he said.
He went on to add that legislation without input from the opposition should also be done in line with legal requirements. “It’s not an opportunity for anyone to take advantage. We will keep an eye that no institution exceeds their authority,” Justice Bandial clarified, adding that no such order will be passed that causes inconvenience to the government. At one point during the hearing, Justice Bandial brought up the question of people in power benefitting from amendments made to the ECP rules. He stressed that the rule of law was important and there should be “no compromise” on the usual procedure for people whose cases were pending. “The current situation is unique … the country is currently suffering from an economic crisis,” the chief justice observed, urging the executive to use their powers in the light of the law and Constitution. “We will not allow any investigative organisation, agency or state organ to exceed its limits,” he stated. The chief justice further remarked that for the system to persist, it was important for everyone to work together. “Legislation from a unilateral parliament should be in line with legal requirements,” he pointed out, stressing that it was not the time to seek advantage (out of the situation). He added that he did not want to pass an order which would put the government in difficulty.

Inter-Services Public Relations (ISPR) Director General (DG) Major General Babar Iftikhar on Tuesday backed return of former military dictator General (R) Pervez Musharraf, saying that the top military leadership’s stance is to bring the ailing former president, who has been living in Dubai since 2106, back to Pakistan in view of his critical medical condition. Speaking to a local TV channel on Tuesday, the chief military spokesperson said that the family of the former military ruler had been approached but added that the final decision to bring back Musharraf from UAE will be taken by his family and doctors. “We have contacted his family. Once his family responds, we can make the required arrangements,” the military’s spokesperson said as he prayed for Musharraf’s speedy recovery. Defence Minister Khawaja Muhammad Asif also said last week he believed that no hurdles should be placed if the former dictator wanted to come back to Pakistan. Musharraf, 78, is critically ill these days as he is suffering from a condition called amyloidosis, his office said Friday. Cabinet Committee to unearth money laundering linked to Imran: Sanaullah news desk Minister for Interior Rana Sana Ullah Khan on Tuesday said the Cabinet had set up a sub committee to uncover the mystery of out of court settlement made in over Rs 50 billion in a money laundering case by the previous government as there was no clues who had signed this agreement. Briefing the media persons after the Cabinet meeting along with Minister for Information and Broadcasting Maryam Aurangzeb, Minister of State for Petroleum Musadiq Malik, Minister for Communication Asad Mahmood and Advisor to PM on Kashmir Affairs Qamar Zaman Kaira, he said the committee would thoroughly investigate the matter and what ever finding, case would be followed accordingly. He said that the then so called ‘Sadiq’ and ‘Ameen’ Prime Minister Imran Khan took approval of an agreement on December 3, 2019 without allowing the members to read it although some of them sought clarification. of United Kingdom confiscated over Rs 50 billion of Bahria Town which had been transferred against the law. Under the UK law, it was the property of State of Pakistan, he added. However, the minister said former SAPM Mirza Shahzad Akbar acted a role of ‘broker’ for the former premier. Imran Khan’s corruption czar Mirza Shahzad Akbar settled Rs 50 billion and got a Rs 5 billion commission which was tantamount to looting the public money, he said. He said the Bahria Town donated and transferred 458 Kanals of precious land to Al-Qadir Trust after the agreement. Ironically, the signatories of the agreement were former first lady Bushra Babi and the donor (Bahria Town), he added. He said there were only two trustees of Al-Qadir Trust namely Bushra Babi and Imran Khan. Similarly, the minister said that 240 kanals of land was transferred in the name of Farah Shahzadi wife of Ahsan Iqbal Jameel in Banigala.

Meanwhile speaking on the occasion, Minister of State for Petroleum, Senator Dr. Musadik Malik said the plundered money that was caught in United Kingdom should have been returned to national exchequer, however it was gifted to one who actually was fined. He elaborated, the money was caught under Economic Crimes Act and according to this act it should be returned to the country it belongs to. He said out of court settlement was done at a time when this case was being heard. However, who represented Pakistan in the settlement was still a mystery, he said adding that the country could only be represented by Attorney general of Pakistan or Ministry of Law.

DefenCe BuDGet: Maj-Gen Babar also defended the defence budget allocation for the fiscal year 2022-23, contrary to perception, had decreased after factors such as inflation and rupee depreciation were accounted for, and was now 2.2 per cent of the GDP from 2.8pc last year. In the budget presented by Finance Minister Miftah Ismail on Friday, defence services were allocated Rs1,523 billion, which makes up 17.5pc of the total current expenditure and is 11.16pc higher than last year.
