The unprecedented monsoon rains and flooding, which many experts attribute to climate change, have affected 33 million people and killed as many as 1,569 people across the country since mid-June.Ofthat number, 701 people — including 293 children and 131 women — have died in Sindh, where many areas remain submerged. Hollywood actress and UN humanitarian Angelina Jolie made a surprise visit to Sindh on Tuesday, meeting with some of the flood victims.
“This case is being seen under the amended law,” the NAB prosecutor stated referring to the recent NAB law changes. “[But] the amendments have nothing to do with this case,” the judge stated. “Your job was to look at the corruption,” CJ Minallah added, “but your interests were elsewhere”. The prosecutor then informed the court that the project was a provincial matter after the 18th Amendment and it was then transferred to the Ministry of Inter-Provincial Coordination (MIPC).
Meanwhile, Prime Minister Shahbaz Sharif met with world leaders on the sidelines of the UN General Assembly, seeking more help from the international community to tackle the record-breaking floods. In a televised message from New York, Sharif on Wednesday urged philanthropists to urgently and generously donate baby food for children affected by the floods. “God will reward you for this noble work,” he said.

“You have no clue how the government works,” CJ Minallah remarked, “tell us of a single corruption allegation in all this. By this logic, you should have filed a case against yourself.”“WillNAB now see to what government will do what?” the judge retorted. “Which newspaper was it, and what was even written there that you opened this case? Were the facts even verified by the NAB chairman? On what basis was a case filed against corruption charges in a public welfare project?”
The prime minister, in his address to
the 193-member Assembly on September 23, is also likely to highlight the flood situation in Pakistan and appeal to the international community to extend its support for relief and rehabilitation of the flood-stricken people. Amidst his backto-back engagements, the prime minister also chaired a virtual meeting to discuss the review the relief and rehabilitation activities back in Pakistan and directed for urgent arrangements to ensure adequate supply of baby food for the flood affected children.

PESHAWAR: The government of Khyber Pakhtunkhwa is exploring the potential of unmanned drones for aerial surveillance, security, or climate observance across the province to improve work efficiency. Mahmood Khan, the chief minister, approved implementation of the project in key government sectors during a meeting attended by Shahzad Khan Bangash, provincial chief secretary, and Moazzam Jah Ansari, the police chief, among other members of the administration. Khan told the meeting the use of drones will improve the operational and investigative capabilities of the police, adding that the deployment of unmanned aerial vehicles (drones) for the purpose of surveillance, particularly in border areas, will “help save lives”. One senior police source, who was apprehensive of the project, said there was a serious risk that militants operating in the border region might shoot remote-controlled drones out of the sky. Meanwhile, the campaigners believe the police’s “expanded” use of drones will happen with the rules not clear and next to no debate. But police say that is not the case. ahmad Saad
Skin infections, diarrhoea and malaria are rampant in parts of flood-ravaged regions, killing 324 people, authorities said on Wednesday, adding the situation may get out of control if required aid doesn’t arrive. Hundreds of thousands of people displaced by the floods are living in the open, and as floodwaters — spread over hundreds of kilometres — may take two to six months to recede, stagnant waters have led to serious health issues. With Pakistan’s already weak health system and lack of support, displaced families have complained of being forced to drink and cook with disease-ridden water. “We know it can sicken us, but what to do, we have to drink it to stay alive,” flood victim Ghulam Rasool told Geo News as he stood near where his home was washed away in southern Pakistan. “The aid is slow to arrive,” said Dr. Farah Naureen, Mercy Corps’ country director for Pakistan, after visiting several submerged regions. “We need to work in a coordinated manner to respond to their immediate needs,” she said in a statement late Monday, prioritising clean drinking water. Health and nutrition stand out as the most important needs of the displaced population, she said. Sindh government on Wednesday said makeshift health facilities and mobile camps in the flooded areas had treated more than 78,000 patients in the last 24 hours, and more than two million since July 1. Out of them, six died, it said. Deaths from diseases aren’t among the 1,569 people who were killed in flash floods, including 555 children and 320 women, the disaster management agency said on Wednesday. A historic and intense monsoon dumped about three times as much rain on Pakistan as the three-decade average, which, combined with glacial melt, caused unprecedented flooding.

The Economic Coordination Committee (ECC) of the cabinet Wednesday approved funds of Rs.10 billion to National Disaster Management Authority (NDMA) for procurement and logistics of relief items for flood affected people. Moreover the ECC has directed to the Finance Division to immediately release funds of Rs.5 billion to NDMA. Federal Minister for Finance and Revenue Miftah Ismail virtually presided over the ECC meeting. The NDMA presented a summary for allocation of funds for procurement and logistics of relief items for flood affected people and apprised about devastation caused by the recent floods in Pakistan. In order to provide immediate relief to the flood affectees, NDMA started procurement on emergency basis costing Rs. 2.4 billion. Due to colossal damages, the already procured items are not sufficient viz-a-viz relief requirement in the flood affected areas. Therefore, NDMA placed orders for procurement of more items at cumulative cost of Rs. 7.113 billion, which are being procured in emergency to provide relief to affected people. Previously, NDMA was allocated Rs. 8 billion for procurement and logistics cost of relief items to the flood affected people. The amount was insufficient as the cost of only procurement has surpassed Rs. 9.5 billion. Besides procurement, NDMA is also undertaking logistics of all relief goods and materials provided by friendly countries. The ECC also considered a summary of Ministry of Commerce on clearance of stuck up consignments in light of office memorandum dated 22 July, 2022, 19 August, 2022 and 23 August, 2022 issued by Ministry of Commerce. The ECC approved the proposal and directed that the consignments of previously banned items that landed in Pakistan till 18th August, 2022 may be released at the rate of surcharge.

Failing to meet the 2030 emissions target risks pushing the world toward irreversible climate impacts, even if a second goal of net-zero emissions by 2050 is met, scientists say. Pakistan has been battered by drastic weather extremes since the start of the year. Deadly heatwaves sent temperatures above 50C (122F) in the spring, followed by huge wildfires and crippling droughts. But the floods that have left a third of the provinces underwater in recent weeks have brought with them a new level of human misery — and a glimpse into the apocalyptic impact of the climate emergency in one of the countries least responsible for it. In all, 33 million people in Pakistan — equivalent to half the population of the United Kingdom — have been affected. Experts say it will take months for the waters to fully drain from Sindh, the hardest-hit province. Agricultural land has been devastated, and huge quantities of livestock lost. Roads and railway lines have also been washed away. The aforementioned analysis, published by Columbia University’s Center on Global Energy Policy, tallied countries’ climate plans — known as Nationally Determined Contributions, or NDCs. The result “highlights the gap in the ambition of NDCs and the trajectory necessary to meet netzero emissions by 2050,” the report said. The report said territories such as the United States and European Union pledging net-zero emissions by 2050 are on track to reduce emissions from 2015 levels by only 27 percent by 2030. Countries like China and India pledging to reach net-zero after 2050 would actually see emissions rise by 10 percent through this decade.

Changing the colonial mindset
it was during the rule of the first usurper ( October 1958 to march 1969 ) that terms like ‘bloody civilians’ were heard for the first time. all attempts at reforms were thwarted by the colonial institutions ( army, bureaucracy, judiciary). The nation was divided into have and have-nots. Corruption and concentration of wealth into a few hands took place. The first free and fair elections in 1970 proved to be disastrous. Bangladesh emerged on the world map, what, remained of Pakistan was handed over to the most popular leader of the Western Wing. zulfiqar ali Bhutto ( zaB ) took charge as Chief martial Law administrator ( CmLa ). With the help of his able team zaB first enacted the 1972 interim Constitution followed by the permanent 1973 version which has proven to be the saviour and protector of the democratic order. a constitution is an agreement between the rulers and the ruled which must be followed in letter and spirit, as envisioned by the Father of the Nation, but unfortunately it is largely ignored by the elite and the powerful.

1935 Government of india). in modern management there is a concept of Job description (Jd) which outlines tasks to be performed with limitations of authority. Performance evaluations are carried out against the completion of assigned tasks. The constitution provides a similar road map to be followed. in 2017, the 1923 Official Secrets act was replaced with Right to information act. Now the bureaucracy cannot hide behind files and paper work that they control. Transparency prevails over secrecy and mischief. despite the fact that the islamic Republic of Pakistan has been a constitutional democracy since 14 august 1973, the ground realities remain grim for the masses. The ‘Servants’ and the ‘Constitution’ are nowhere to be found. There is rampant bureaucratic abuse and gross violation of the constitutional provisions that apply to fundamental rights of the citizen. despite the fact that the judiciary has a huge backlog of cases the superior courts are shut down for months for summer break enabling the lordships to enjoy their time off. in the days of the Raj they visited their homes in the ‘Kingdom’, now they leave home for the ‘Kingdom’. at least till the entire pending cases are settled the vacations should be withheld; after all ‘justice delayed is justice denied’.

‘Faithful to the Constitution’ is the key word together with being ‘Servant’. i have interviewed several of my friends. both serving and retired bureaucrats and armed forces personnel about these two aspects emphasized by the Father of the Nation, while they agreed with the concept they had no knowledge of the constitution nor considered themselves to be the servants of the people. Perhaps the islamic Republic of Pakistan is the only country in the world that had to formulate four constitutions (1956, 1962, 1972, 1973) yet the debate about a new document is ongoing. after 75 years of in-

He riot in Leicester was brought to an end after 47 were arrested, and 25 police officers and a police dog were injured. apparently, the riot on Saturday started because of an unplanned protest by Hindu men on Saturday, with members of the two communities attacking each other. The starting point was the Pakistan-india match, which Pakistan won, thus making india exit the asia Cup. There might be a quibble over the conflation of india with Hindus and muslims with Pakistan, but it cannot be denied that the two countries’ diasporas abroad overwhelmingly belong to the respective religions. it was religious, not nationalistic, and it was happening in the uK. Hindu-chauvinist mobs attacked after asking a victim was Hindu or muslim, even though the majority of Leicester’s indians are muslim, mostly from Gujarat, where indian Pm Narendra modi, as Cm, presided over a riot in which 790 muslims were killed.

The Quaid also said; “That no force on earth can undo Pakistan”. Yes, no external force, but the enemy is within; perhaps he was convinced that the people of Pakistan will rise to the occasion and protect their freedom but he too underestimated the negative forces within the system which over time have become even more vicious and colonial. imran Khan calls them a ‘mafia’ that now controls most institutions. The words of the Quaid echo in my mind; “We civilians who decide these issues.” Where are the decision makers today? The Quaid must be turning in his grave.

The coordinated monetary -fiscal policy approach after the covid-19 pandemic had succeeded in reviving real economic activity, specifically the fiscal-monetary stimulus packages had a cascading effect on growth through a revival in private investment. additionally, the accommodative monetary policy stance in FYe2021, focused on the revival of the construction industry and mandatory housing financing targets by the State Bank of Pakistan together with the rebound in external demand had set the stage for stronger growth momentum in FY2022.

Some of the cases taken to the courts recently were so shocking that the Chief Justice of he islamabad High Court made the observation that an enforced disappearance is a heinous crime which is unacceptable in a society based on law and constitution. as the numbers of the disappeared citizens continued to increase despite the courts’ observations, Chief Justice athar minallah posed the question if the crime could be curbed by imposing a penalty on the prime minister and his cabinet as ultimately they are responsible for it. early this month the court summoned Pm Shehbaz Sharif and some of his cabinet ministers. The Chief Jusice ordered the government to resolve this issue by November 14 or the court would hold someone accountable in its verdict.
Now they are paying the price. The law and order problem caused by india’s internal politics has reached their shores, and they should realize that it is their problem, not india’s. islamophobia is no longer just a Western problem, but an indian as well. it is perhaps too much for anyone to expect the BJP to see reason, but if the Western countries could apply the sort of economic pressure the uae did over the recent blasphemy issue, they will find they could persuade mr modi to ease the anti-muslim pressure, and thus solve a problem they have created for themselves.
What has been stated above is more or less based on the information given in the Pakistan economic Survey 2021-22. The economic Survey is an important document which is released by the Finance division of Government of Pakistan on the eve of the presentation of the federal budget for the new financial year covering economic situation and achievements of various sectors for the first nine or ten months of the preceding financial year. economic facts and figures have been produced here from the economic Survey only to set the record straight and for the information of all those presently treading corridors of power who were critical of the poor economic performance of the previous government.
dependence the republic faces unending constitutional crisis mainly because no one in authority wants to follow it and live within its formulated boundaries. it was ayub Khan, the first ‘desi Sipah-e-Salar’, who crossed the line. iskander mirza, who as Secretary defense helped his friend to become the Commander in Chief despite several adverse performance evaluations. Both Khan and mirza were graduates of the famous Royal military academy Sandhurst in the uK. While Khan stayed in uniform witha very mediocre record of service, mirza opted for the civil service. as Political agent during the times of ‘ Raj ‘ he played a key role in retrieving his captured friend from the tribal warriors’.
Together they started to encroach power in order to strengthen the colonial mindset. after derailing the democratic order, it was mirza who abrogated the 1956 Constitution in October 1958 by imposing martial Law thus initiating the process of the break-up of Jinnah’s Pakistan. With all powers in his hands, Khan got rid of his friend and declared himself President, sending mirza into exile where he perished as an ordinary person to be buried in Tehran because of his matrimonial links.

Though the national economy had recovered from the covid-19 pandemic’s adverse impacts after a 0.94 percent drop in FY2020, and maintained a Vshaped recovery by posting real growth of 5.97 percent in FY2022. This high growth, however, was not sustainable for varying reasons and has already resulted in financial and macroeconomic imbalances.
This riot is a tragedy, because it is destined to happen again. This is because the factors that caused it have not been addressed. The advent of the BJP in 2014 has been accompanied by spike in violence against muslims, not to mention the series of steps against india’s only muslimmajority state, Kashmir. The BJP has strong support among indians abroad, who have apparently made their antimuslim position some sort of substitute for leaving india. Then there is the silence of the Western states over the BJP government’s violations of human rights, especially in Kashmir, but all over india, a silence resulting from their economic interests, because of their investments there and because it is a huge market.
uaid-e-azam muhammad ali Jinnah, the Father of the Nation, warned against the colonial mindset that persisted in most institutions that we inherited at the time of Partition in august 1947. While addressing the officers at the Staff College at Quetta in the year 1948 he said, “do not forget that the armed forces are the servants of the people. You do not make national policy; it is, we civilians, who decide these issues and it is your duty to carry out these tasks with which you are entrusted “. To the gazetted officers, he said; “You do not belong to the ruling class; you belong to the servants. make the people feel that you are their servants and friends, maintain the highest standards of honour, integrity, justice and fair play.” about the oath taken by the officers he said; “i should like you to study the Constitution, which is in force in Pakistan, at present and understand its true constitutional and legal implications when you say that you will be faithful to the Constitution.”

Figures-wise, briefly speaking, ,as Gross domestic Product (GdP) had grown by 5,97 percent, agriculture sector recorded growth of 4.40 percent, industrial sector recorded a growth off 7.19 percent, Service sector posted an increase of 6.19 percent , Large Scale man-
Political instability in the country also led to a huge increase in economic uncertainty. which was negatively affecting the economy at the individual, firm, and government levels. Political stability can reduce uncertainty by a government making clear policy statements to build the trust of domestic as well as foreign investors and the business community.
However, exports.asurge in commodity prices globally was exerting pressure on imports by significantly pushing up import prices. Resultantly, the sizable trade deficit of $32.9 billion during July-april FY2022 was partially financed by significant workers’ remittances. The widening of the current account deficit together with a build-up in inflationary pressures in the backdrop of the geopolitical situation, especially the Russia-ukraine conflict, created significant challenges for sustainable economic growth. in addition, the emergence of domestic conditions topped by political instability was eroding business confidence. Thus, all in all, inflationary and external sector pressures had created macroeconomic imbalances in the national economy.

Recently, the dead bodies of three mQm workers kidnapped years back were recovered from different parts of Sindh. The mQm being a crucial coalition member, interior minister Rana Sanaullah visited its party Headquarters where he reiterated that the state was responsible for recovering citizens made to disappear by force. The interior minister conceded that those who made citizens disappear violated the constitution and tarnished the country’s image. While admitting that the government had limited writ in this regard, the interior minister claimed that his government had a comprehensive plan to stop the occurrences. He was confident that this time the government would leave no stone unturned to fix the menace once and for all. Never in the country’s history have courts taken such tough stands against forced disappearances. it is time for the government to show spine instead of complaining about “limited writ”. in case the Pm fails to assert himself as the country’s Chief executive, his words would carry little weight with coalition partners, people or the courts.

Pakistan should shift its focus from post-disaster response and compensation to pre-disaster protection, risk prevention, and mitigation by playing an active role in controlling flood risk, flood management, and reducing disaster losses. The rivers prone to floods should be managed carefully, there is an urgent need of building new multiple dams and water reservoirs along the riverside, these water pockets can collect and store additional water and can control the furious flow. We should learn from the world to redevelop water infrastructure including, dams, dikes, levees, tide gates, and physical barriers to prevent running and rising water from causing flooding. Other flood-reducing steps, such as the development of pumping stations and canals, can minimize the flood risk and reduce losses and can also reduce the intensity of floods.

Open-air living without any shelter has made families prone to different vectorborne diseases such as malaria, yellow fever, dengue fever, hepatitis a and e, viral gastroenteritis, and respiratory tract infections. most mortalities occur due to the aftermath of floods.

food crisis. millions of acres of farmland are underwater, crops like rice, cotton, and daily consumed vegetables have completely vanished, and government and private food storages are washed away. available food stock is very insufficient for the masses to feed and price hikes left no option for the middle class to live. in short term, Pakistan needs emergency food assistance from international donor agencies including the World Food Programme, and the Food, and agriculture Organization.
We have numerous examples to learn, in Netherlands, while the River Thames of London is protected by large mechanical barriers built across the river, delta works along with a dam, Canada is protected through floodway defense creating a massive system of dikes, diversions, and floodways along with the Red River, Russia’s Saint Petersburg is protected by numerous dams, Chinese Yangtze River floods are controlled with dikes, polders, and other hard engineering measures in order to save their people from catastrophes. in order to minimize the devastating flood risk in Pakistan, numerous steps should be taken. These steps can be soil and water conservation, proper use of detention and flood storage areas, formation of new laws regarding the construction of homes and tourist resorts along river banks and seaside, and a high level of uncertainty regarding climate change urge Pakistan to go for small as well as large scale water conservancy projects and longterm flood control adaption plans. This should be done by adaptive management of risks due to climate change and sensible planning by considering all factors including spatial division, risk assessment, and forecasted future trends of floods.

They worship allah by praying and reciting the Holy Quran. They believe there will be a day of judgement and life after death. Prophet muhammad (Peace Be upon Him) started preaching throughout the messages of islam. He taught that there is no other god but allah and muslims should devote their lives to this God. islam has five pillars mentioned in the Holy Quran.

Besides, Google and apple managements have been asked to disallow apps not duly licensed. also, the registered companies have introduced steps on SeCP advice. in order to ensure responsible selling, the SeCP has made regulatory changes, which, among other things, focus on increased communication with the policyholders, enhanced training requirements, and remedial mechanism in cases of mis-selling. Contrary to the contents in the said article, the SeCP has in writing proposed to the relevant agencies certain actions to streamline the entire spectrum. The role of a regulator is to ensure optimum disclosures that may lead to informed decisions. it is not the responsibility of the regulator to proclaim whether a product or service is appropriate for an individual. The roots of science can be traced to ancient egypt. Science was a broad sense existed before the modern era and in many historical civilizations. if we talk about modern science, modern science is distinct in its approach and successful in its result. Science in its original sense was word for type of knowledge. it was type of knowledge that people can communicate to each other. For instance, knowledge about working of natural things was gathered long before recorded in history. Scientists made many things such as, calendar, techniques for making poisonous plants, dams, computers, machines, bulbs, luxury vehicles and luxury aeroplanes etc. a calendar is a chart of pages showing the days, weeks and months of a particular year. a poisonous plant is defined as a plant that when touched or in gusted in sufficient quantity can be harmful or fatal to an organism or any plant capable evoking a toxic and fatal reaction. a dam is a barrier or structure across a steam, river or waterway to confine then control the flow of water. These are usually built across naturally flowing water to manage the water for human use.

The costs of the Pakistan floods will be enormous. early estimates put the damage at more than $30 billion, and the coming months will bring increased hunger, disease, poverty, and massive rebuilding costs, now that more than one million homes have been damaged or Scientistsdestroyed.willlikely come up with careful estimates of attribution for Pakistan’s floods in the months ahead (examples of previous attribution studies can be found at worldweatherattribution.org). Suppose, hypothetically, that half of Pakistan’s losses are ultimately attributed to long-term climate change, and the other half to random year-to-year variation and local land-use practices. That would mean that around $15 billion of the estimated losses resulted from climate change.
either way, rich countries should bear their fair share of the attributable costs of cli-
true of land-use changes, including deforestation and poorly designed infrastructure.

all forces, including logistical movements. In addition, U.S. artillery of various sorts is capable of cutting the Russian line of supply, leaving an offensive paralyzed. And finally, Ukrainian forces are sufficiently dispersed that a last-ditch tactical nuclear strike would likely impact the Russian offensive.
There are perhaps other viable diversionary actions of sufficient significance to compel the United States to divert its forces, but all of them would be built on land movements at a time when Russia is hard-pressed. An attack on the Baltics would bring a significant Polish attack on Russia’s flank, and mounting an attack on Finland, for example, would be detected and anticipated. The same is true with Romania, but with somewhat lower opportunity.

Why should we in Pakistan pay for partfloodscatastrophicwehadnoincausing?
Tactical nuclear weapons can determine the outcome of a battle but not a war, and would not make the land unlivable. Therefore, Russia’s other nuclear option is strategic: to destroy Ukrainian cities with a hiroshima-type weapon. This option has two weaknesses. The winds in Ukraine are variable and in eastern Ukraine, for example, blow to the northeast. A strategic nuclear detonation would send fallout blowing into Russia and in this example toward Voronezh, a strategic Russian city. Any use of a strategic nuclear weapon would likely affect Russian territory.
Pakistan has set ambitious targets for reducing reliance on fossil fuels, as well as afforestation, but we insist on a just energy transition for cutting greenhouse gases by 50% by 2030. While this means the cost has to be shared, it is not as if there’s no money in the system – big oil and gas firms are making huge profits while they enhance emissions, with no one holding their feet to the fire. Oxfam reports that less than 18 days of gas and oil titans’ profits can cover the entire $49bn of the UN’s global humanitarian appeal for 2022. It is not unreasonable to ask why countries with a negligible carbon footprint, like Pakistan, must pay for global warming catastrophes we had no part in creating.
Its problem consists of four parts. The first is that the Russians are deployed in Ukraine as they began the war, on salients vulnerable to flank attacks, which happened. A retreat into more defensible formations would make sense but would also have serious political consequences, as it would indicate another retreat after the one in the north earlier in the war. A second problem appears to be insufficient, poorly trained and unmotivated forces with which to mount a counterattack sufficient to force a major Ukrainian retreat. A third problem is the long-standing Russian/Soviet problem: logistics. In order to mount a counterattack, the Russians must have not only initial supplies but also massive additional supplies arriving reliably where they are needed. This leads to their fourth problem. U.S. satellites are providing constant, accurate intelligence on
a

Between 1850 and 2020, the burning of fossil fuels resulted in cumulative emissions of 1.69 trillion tons of CO2. Of that total, the US accounts for roughly 24.6%—417 billion tons—which is much greater than its share of the 2021 world population: roughly 4.2%. Similarly, high-income countries combined
mate adaptation, emergency response, and recovery in countries that played little to no role in causing today’s calamities. As climate damages increase, so, too, does the need for largescale, costly investments (including massive reforestation, flood control infrastructure, freshwater storage, and others) to protect societies against floods, droughts, wildfires, high-intensity typhoons, and other climate-related disasters. Climate-related tragedies such as Pakistan’s flooding are occurring with increasing frequency and intensity worldwide, in rich and poor countries alike. The current disasters are just a preview of what awaits us in the coming years and decades.
Too often, rich and powerful countries deny their historical responsibilities— whether for colonialism, slavery, or climate damage. All countries are responsible for decarbonizing their energy systems and managing their land and ecosystems responsibly and sustainably. Yet the developing world will not forget the leading role that rich countries have played in creating today’s worldwide climate disasters. As climate-related losses rapidly mount, global demands for climate justice will only grow.
It would seem that Russia has been forced into a permanent defensive posture. If this were World War II, Russia would be able to rebound. But Russia has not fought a multidivisional war for 77 years. We saw the Russians open the war with three armored thrusts largely unable to cope with logistical problems and anti-tank weapons. In effect, they were forced to retreat from offensive missions, regroup and wind up in the position they are in. They are fighting an enemy in the same position, but one that does not have a logistical problem thanks to the U.S., which has also had its share of failure but whose most robust capability is logistics.
(including the US, europe, Japan, and a few others) account for around 58.7% of cumulative CO2 emissions, but only 15% of today’s world population.
Geography provides few options for this, but the most likely ones are Moldova and Romania, two countries connected to one another. It could not be an overland offensive but would have to take advantage of the Black Sea, landing significant forces in Romania, a NATO member and host to an American naval force. To achieve this, the Russians would have to first use missiles to eliminate Ukrainian anti-ship missiles like those that sank the Moskva. having done this, they would have to achieve and maintain air or missile superiority over the Black Sea and then land and lodge sufficient force to compel Romanian forces into combat with substantial American forces. Given that there are American naval forces outside the Bosporus, and given that NATO’s mandate or sheer necessity would force the Bosporus shut, this would pose a serious threat to the Russians. Add to this an air attack on Russian forces, and this operation would likely fail.
The question then would turn to allocating responsibility for these climate-attributable costs. Under current global arrangements, the financial responsibility falls almost totally on Pakistan. To be sure, the United States has pledged around $50 million in relief, Canada has committed $5 million, and other countries are likely to join in. But even if total relief to Pakistan reached $150 million, that would cover 1% of the attributable losses in this scenario.
The Russians must obviously change the dynamic of the war if they are not going to be forced into a political settlement. The key is to pose threats to the Ukrainians from multiple directions, both tactically and strategically. Indeed, their primary need is to diffuse U.S. logistics by creating a serious military threat to another American ally or directly attacking one. It is not clear that the U.S. would be unable to supply two fronts, but it might unbalance the U.S. and force it to reduce support for Ukraine, possibly opening opportunities for Russia.
he climate crisis has accelerated at pace. When temperatures crossed 53C in Pakistan, the summer of 2022 turned our southern towns into the hottest places on the planet, melting our glaciers, burning our forests, scorching our crops. But nothing prepared the country for the biblical flooding that saw a third of Pakistan inundated by an ocean of water, surpassing even the 2010 disaster in magnitude and frequency.
Time is critical to the entire equation of remodelling global climate projections on this new, accelerated pace of change. On these new trajectories many of us, especially those nearer the equator, are hurtling towards new thresholds. This has to change.

can sue for damages (compensation); and if a nearby factory pollutes an entire community, that community can sue as a group (through a class-action lawsuit, in the case of the US).
Currently, much of the best-termed green financing often loses potency thanks to protracted periods of pipelining, during which time resilience needs on the ground change quantitively. Simplified, longterm climate financing instruments are needed to plug severe capacity deficits in the developing countries right now.
The biggest single source of human-induced climate change is the atmospheric concentration of carbon dioxide emissions resulting from the combustion of fossil fuels (coal, oil, and natural gas). Because some CO2 molecules emitted into the atmosphere remain there for centuries, focusing on cumulative emissions over long periods of time is crucial.
Aside from the map of human misery that this climate emergency presents, the costs of rebuilding and adapting to such new extreme weather is a cause for anxiety. While the world begins forgetting, Pakistan still must wade through the relief stages of the crisis, with a new generation of climate migrants looking for shelter. Just providing for baseline disaster needs such as shelter and food requires immediate funding, leaving us no space to rebuild livelihoods or preserve crops. The rehabilitation effort stands to cost billions, while reconstruction estimates are ongoing. even in a disaster-free year, Pakistan typically loses 9.1% of its GDP to the compounding impacts of climate stress. early estimates suggest that figure could almost double due to medium-term losses from the superstorm.

True, there is some debate over what dates to use when assessing historical responsibilities. According to one view, cumulative emissions should be counted from around 1850, because that is when worldwide fossil-fuel use surged with early US and european industrialization. But another camp would start the clock much later, such as in 1992, when the world’s governments adopted the United Nations Framework Convention on Climate Change and committed to stabilizing atmospheric GhG concentrations “at a level that would prevent dangerous anthropogenic (human induced) interference with the climate system.”
reduction of greenhouse gas emissions by big polluters, coupled with resource transfers to the low emitters in need of crucial funding.
Now, consider an alternative way of assigning responsibility, based on countries’ respective contributions to climate change. This is how liability in the US and other countries generally works. If your neighbor damages your property through reckless behavior, you
But this debate hardly affects the apportionment of responsibility. even if we measure cumulative emissions just from the 1992-2020 period, the US share is 19.6%, the high-income group’s share is 46.9%, and Pakistan’s share is 0.4%.
Pakistan’s floods can be clearly linked to human-induced climate change. Because warmer air holds more moisture, higher temperatures generally mean heavier monsoons. While monsoons have a natural year-to-year variation (being strong in some years and weak in others), the probability distribution is shifting toward heavier rainfall. The melting of himalayan glaciers due to rising temperatures may also be contributing to increased flooding, and the same is likely

ACTICAl nuclear weapons are built for tactical effect, not strategic effect. Strategic nuclear weapons, such as the ones dropped on hiroshima and Nagasaki, can devastate a large area, with both the blast and the nuclear fallout. The blast area would be devastated, and the fallout would increase the lethality and carry it a significant distance downwind. however, it must be remembered that regardless of casualties, neither city was completely abandoned, and both were populated and functioning at a reasonable level about a year after the bombs were detonated. The power of tactical nuclear weapons (depending on the type) is less than 1 percent of the hiroshima blast, and as important, they yield little nuclear fallout.
Of course, the Romanian gambit itself is highly dubious, but here we are assuming that Russia has been forced to the defense and that it is unwilling to abandon the war. Few options are attractive at this point, but the political cost of abandoning the war is enormous. If they must continue and the Russians can’t regain the initiative, then a hail Mary is the only option. The final option is one I wrote about before, which is massing forces in the east and then attacking Ukraine with new forces. That remains the most likely solution for Russia, assuming it can mass, train and motivate a large force. If not, Russia might achieve a poor draw, but it cannot impose its will on Ukraine.
Scientific modelling now attributes the extreme flooding in our country to the climate crisis, and the catastrophe presents a clear warning to all those who have set their climate clocks to another few decades. Previously unthinkable doomsday scenarios began to look like the inevitable: Sindh and Balochistan provinces transformed into horizonfree planes of unbroken water, with no land to pitch tents on, no rooftops left to huddle on. More than 33 million people were rendered destitute; 1,500 people died while the country struggled, in shock, to pick up the pieces.
Pakistan is not alone in being exposed to both high climate vulnerabilities and low readiness. Much of the global south, buffeted by climate impacts, supply chain interruptions and their high social costs, is looking now for a transfer of resources to go beyond promises – for robust financial mechanisms to actualise the adaptation we desperately need. Our asks are not adversarial, nor are we alone in this. Our goals are realistic, and premised on the
ROUND the world, 2022 has been a year of climate catastrophes, including droughts, floods, megafires, typhoons, and more. Among the hardest-hit countries is Pakistan. With torrential monsoon rainfall almost 190% above its 30-year average, extraordinary flooding has submerged one-third of the country and killed 1,400 people so far. But make no mistake: this is not only a “natural disaster”; rather, it is also the result of malfeasance for which high-income countries must bear major financial responsibility.
By contrast, Pakistan contributed roughly 5.2 billion tons of CO2 between 1850 and 2020—roughly what the US emits each year. Its share of historical responsibility is therefore around 0.3%—far below its share of the global population (2.9%) and its burden of climate-related damage. While the US and other high-income countries are “net exporters of climate damages,” Pakistan and most other low-income and lower-middle-income countries are unwilling net importers.
The contrast is stark. The G20 alone accounts for 75% of global emissions, many times more than those of the club of climate-vulnerable countries, which includes Pakistan, who emit less than 1% of greenhouse gases but end up paying over the odds in human, social and economic costs for the carbon profligacy of Responsibilitiesothers.

A second risk, however unlikely, concerns the Western response. The United States, the United Kingdom and France all possess strategic nuclear weapons. Any of them might take a Russian strike on Ukraine as a potential threat to themselves, triggering an exchange. This may be farfetched and none of the three might imagine it, but in a command center, fears are magnified. Given the limited value of tactical nukes and the potential disaster of strategic nukes, Russian nuclear threats are excellent psychological warfare (unless a Russian enemy takes the threat seriously) but cannot solve Russia’s military problem.
The world’s rich countries are like that polluting factory. They have deprived Pakistan of the long-term climatic conditions on which it has built its economy, homes, farms, and infrastructure. If there was a global climate court, Pakistan’s government would have a strong case against the US and other high-income countries for failing to limit climate-changing greenhouse-gas emissions (GhGs). But since there is no global climate court (yet), governments should act like one and allocate the attributable climate losses and damages to those countries that are historically responsible for them. Pakistan (and its neighbors in the himalayas) would of course have the core responsibility for sustainable management of the land, including reforestation and climate-safe infrastructure.
T
for loss and damage must therefore be part of the climate finance agenda at next month’s Cop27 in egypt. expectations also include the burden of emissions to be shared equitably, not equally, let alone disproportionately, which is the case right now. What is needed given today’s pace of change is a tripling of the climate financing targets of $100bn, and not double-counting these as overseas development assistance, but actualised, transparent, agile resource transfers.
