The State Bank of Pak stan (SBP) on Mon day ma nta ned the status quo by keep ing the interest rate on hold at 15% Accord ng to the details, the central bank s monetar y policy committee (MPC) met under the chair of Deputy Governor Syed Murtaza and reviewed the econom c indicators The meeting decided to mainta n the interest rate for the next s x weeks

Floods i F one were to look at most of the coverage of the mainstream media, one would think the country isn t experiencing a calamity other than the political variety Whereas that is a horrible indictment of the state of the nation s news media it is also a comment on the current political leadership Focusing more on clamping down on the opposition, it seems to have thrown the hapless affectees of the floods to fend for themselves Not that this somehow absolves the current federal opposition, because they’re in power in the Punjab and Khyber Pakhtunkhwa provinces, helming the tier of government that is supposed to be more hands on in a situation like this With more than 500 people killed and a million affected, even though the disaster and emergency management apparatus of the government are trying to do their work there appears to be an air of rudderlessness to their efforts in the absence of the political leaderships being more visible during the efforts This isn’t the first time Pakistan has faced such terrible floods and it certainly won t be the last, but we need to realise that climate change is going to make their occurrence more frequent and their results more disastrous We need to eke out a more concerted and more coordinated approach towards dealing with such disasters from now on our special geography, our mountains, our plains, our rivers, are all blessings of nature and from them emanate bounties that nourish the nation But with these, come certain challenges as a price for the above our response should not be found wanting Political parties in the center and the provinces must also consider, with the utmost seriousness, the ramifications of inaction in terms of rehabilitation next year when elections will be held as things stand, incumbents have not fared well in recent electoral contests PDM parties in Sindh and islamabad would do well to joins heads and hands and develop a workable strategy to provide tangible and effective relief to affectees of the ongoing climatic calamities

o U r advertisement industry relies on poor entertainment concepts where we can see hosts, anchors and actors appearing repeatedly 24 hours a day in advertisements that are aired on the electronic media These advertisements are mostly based on or inspired by foreign media depicting their culture having nothing to do with us in many advertisements, girls are shown dancing at public places i wonder whose culture they show innovation and creativity is seldom seen i fail to understand why such silly ideas are adopted by the advertising agencies, and approved by the clients concerned Wasting money on poor advertisement content hardly makes any sense i think our educational institutions lack research based education to prepare our marketing professionals to indulge in original thinking and to come up with ideas keeping in view our culture and ethics We need to think over this and review our advertisement content policies

r E G r E T Ta B lY, the residents of Defence housing authority (Dha) in Karachi, despite paying hefty taxes, are still deprived of basic amenities and facilities They do not get anything in lieu of the heavy taxes they pay They can only reproach the cantonment Board clifton (cBc) and Dha, but that does not resolve anything They have a valid reason to complain taking into account the prevailing circumstances as well as past experiences in their so called posh areas which these days are inundated with rainwater and are devoid of any basic rescue facilities, neither for the elderly, nor for the students going for their exams, etc Besides, the situation is further aggravated by K Electric (KE) which carries out hours of loadshedding without giving any cogent reason Moreover, the sanitation as well as emergency staff of cBc just roam the area to show they are busy while doing actually nothing above all we the residents of Dha never get water through the lines however, during torrential rains in monsoon, we face sewage spreading all over, causing waterborne diseases, countless mosquitoes, flies and weird insects that spread strange smell in the area We fail to understand as to what role the cBc and the Dha are even supposed to play during such an emergency to provide and ensure relief to the residents of the area confronting a host of problems owing to the downpour and dust storms They just carry on with their life as usual attitude This shows the inefficiency of these institutions despite receiving a huge amount in taxes in fact this lethargy is not new; one has seen it in the past, especially during the 2020 urban flooding when people of the area faced irreparable losses The relevant departments should take serious measures ensuring the safety of people s property and lives MAJID BURFAT KARACHI

The BJP through decisions like this which should be abhorrent to all sensitive people is trying to make its constituents, who are mostly hindu, partners in this perversity They must speak up against this release Apoorvanand teaches Hindi at the University of Delhi He writes literary and cultural criticism saNdboxx F r u m e n ta r i u s i usually love a good piece of fiction about CIA op erations That is despite the fact that many of them are mostly inaccurate in depicting the reality of in telligence work Sure, some get things right, some of the time The film Zero Dark Thirty, for example, does a pretty good job of showing the years long process of finding Osama bin Ladin, even if it got it wrong in the number of people actually involved, or the complexity of the work In reality it took far more than one determined analyst to lay the groundwork for Neptune Spear As another example, Six Days of the Condor, a great spy novel in its own right has a relatively absurd plot re volving around a deadly conspiracy within the CIA how ever, the depiction of analysts and their daily work at the beginning of the novel gets the atmospherics right The movie Charlie Wilson’s War, probably my favorite CIA movie of all time, gets all kinds of things right, from the crusty old case officer and his battle with headquarters drones to its depiction of how lethal arms might be pro vided to foreign insurgents It’s still not perfect, though With a few exceptions most fictional CIA stories re volve around gun battles, fistfights, cool tech, assassina tions, sabotage, and harrowing clandestine meetings in hostile environments Those are by no means unheard of events in the CIA’s history, but they do not define the day to day reality of most intelligence work So what are these works of fiction leaving out? First most CIA fiction never shows us the intrepid clandestine officer writing intelligence reports and operational cables We have a saying at the Agency and that is: if you don t write it, it didn’t happen CIA officers in the operations di rectorate write a ton of cable traffic They have to document meetings with sources intelligence information received and how things are going in their efforts to recruit a foreign spy For every one hour of operational activity, there are about two hours of writing involved I do not remember ever seeing Jason Bourne sitting behind his computer at headquarters, banging out a report You also rarely ever see CIA officers having to do basic administrative tasks In the real world, CIA officers have to account for the money they hand out, and their travel expenses They also have to occasionally battle with hR over pay and benefits Mundane? Sure But the CIA is a bureaucracy It is a highly streamlined and effective bureaucracy, but still, it gets hung up on some of the same things that all bureaucracies get hung up on Another piece often missing is asset recruitment I have said it a few times, usually in partial jest, but one of the best depictions of developing and recruiting an asset I have seen on film is in the third Star Wars prequel Re venge of the Sith In the movie, we see emperor Palpatine play on Anakin Skywalker s fears, motivations, and de sires to convince him to come over to the Dark Side Those scenes are not far off in terms of the accuracy of convincing someone to spy on their country on behalf of the United States We rarely see that delicate dance on film or in books, probably because it is slow, deliberate, drawn out, and subtle It would probably make for a better romance movie plot than it would for a spy film Going deeper into the weeds of intelligence work, once a source is fully recruited, actively on the books, and regu larly reporting intelligence information to the CIA the case officer’s job is not done In fact, in many ways, it has just begun Not only does the CIA officer have to conduct a clan destine relationship with the source and document the in telligence they provide, but the officer also has to go about making sure the asset is reliable, provides accurate informa tion and is not trying to deceive the CIA It is a sensitive area, so I will not go into it too much but the CIA case officer has to put some effort into validating the source for honesty, access to information and reliability It is methodical and detailed work, and rarely ever shown in CIA fiction We also don’t often see the prep work that goes into CIA operations Sure we see the cool guy op carried out but the hours of preparation that went into that single op erational act are rarely ever appreciated in fiction There are surveillance detection preparations and measures to employ, intelligence and operational reports to review, communications plans to tweak, and future meeting arrangements to work out CIA operations work is detailed and meticulous, and that level of planning hardly ever makes it onto the page or screen Finally CIA fiction rarely ever depicts what is called “liaison work” in the intelligence world Relationships be tween the American intelligence community and foreign intelligence services all over the world are critical to Amer ica’s national security, and to the CIA’s work Foreign li aison services those countries’ intelligence services are a force multiplier for the United States and the CIA takes those relationships with the utmost seriousness and purpose We could not do many of the things we do with out the help of our foreign partners There is a lot of on the ground work that goes into those relationships, and we do not usually see it in CIA fiction I am sure that the countless authors and screenwriters out there who write CIA fiction know what they are doing when crafting entertaining espionage narratives Frumentarius is a former Navy SEAL former CIA officer and currently a Captain in a career fire department in the Midwest

On August 15 11 convicts serving life terms for having committed mass murder and gang raping Muslim women in the Indian state of Gujarat in 2002 were released

The local police officer who registered her case, after she walked almost naked from the scene of the crime, distorted her account to make the case weaker, ac cording to the Central Bureau of Investigation, India’s premier investigative agency A court found later that po lice officials and doctors fudged the facts, tried to ma nipulate the autopsy process and falsify records and destroy evidence It was only when the National human Rights Commission (NhRC) took up her case that the wheels of justice slowly started turning The case was moved out of Gujarat because the Supreme Court was convinced that a fair trial was not possible in that state In 2008 a special court in Mumbai convicted the accused of rape and murder, a verdict up held by higher courts In 2019, the Supreme Court asked the Gujarat government to give Bilkis Bano Rs 50 lakh ($62,560), a house and a job as compensation The amount was unprecedented for such cases and under lined the extraordinary nature of the crime This wasn’t just about Bilkis Scores of feminists, human rights defenders and organisations joined hands to shelter Bilkis who had to live in hiding for her safety constantly moving from one place to another Their fight was also for every other person brutalised and murdered in what in the eyes of many was part of a genocidal crime against Muslims When people with no criminal record decide to rape and kill women and men for their religion as happened in 2002 it becomes all the more heinous Now, justice is being trampled upon After one of the convicts appealed to the Supreme Court for release the top court of the land asked the Gu jarat government to act in keeping with the state’s remis sion policy in 2002 Using holes in that policy, a Gujarat government appointed committee loaded with BJP members recommended remission Never mind that Bilkis, who lives in close proximity to the homes of the released convicts must now fear for her life and the safety of her family, once more Why was this done on Independence Day? The sym bolism is inescapable especially since Modi had only hours earlier spoken about the need to respect women, in a speech to the nation It is inconceivable that the Gujarat government could have pressed ahead with the release of the convicts without the consent of the prime minister’s of fice and the office of the home minister, Amit Shah, who is Modi s most trusted lieutenant Shah held the home of fice during Modi’s time as Gujarat chief minister too The message to Bilkis and all those who held her hands while she fought for justice is clear: This is how battles for justice will end in Modi’s India; that crimes against Muslims even mass murders and gang rapes will be treated lightly Sadly, none of this is surprising After all, it was under Modi’s rule in Gujarat that Bilkis first had to run for her life and hide from the state machinery It was Modi s govern ment in the state that fought her as she battled for justice Going back further, it is important to remember that Vinayak Damodar Savarkar one of the ideological gurus of the ruling dispensation, had once justified rape as a legitimate weapon that could deter Muslims from doing the same to hindu women It is also not a coincidence that calls for the murder of Muslims and rape of Muslim women have been given by so called hindu religious leaders in recent months Instead of punishing them, Indian authorities have targeted those who exposed this hate speech, such as fact checker Mo hammad Zubair who was arrested on spurious grounds equally worrying is the role of some bodies that had once stood by Bilkis like the Supreme Court In June, activist Teesta Setalvad was arrested after the Supreme Court itself suggested that her pursuit of justice for the victims of the Gujarat pogrom was a conspiracy for which action should be taken against her If the message to Muslims is to not expect justice, the signal to the BJP’s supporters is that they are immune from punishment for any crime That in fact any allega tions that a hindu has committed a crime against a Mus lim must be a conspiracy irrespective of the evidence available Already that is the claim being peddled by some regarding the 11 men released in the Bilkis case The remission of their sentences has sparked outrage in Indian civil society with most opposition parties crit icising the move Interestingly, the newest contender for power in Gujarat, the Aam Aadmi Party which rules in the national capital Delhi and in the state of Punjab has maintained a studied silence Is it choosing polit ical expedience over justice?

The Asian Development Bank (ADB) has started providing loans for the Khyber Pakhtunkhwa (KP) Cities Improvement Project, the biggest project in the history of the province Immediately after the ADB released fund, the KP government released Rs248 million to the project on Monday According to sources in the Finance Department an amount of Rs240 million was provided by the Asian Develop ment Bank to the provincial government, which is now being provided to the Khyber Pakhtunkhwa Cities Improvement Project and shall be used in ac cordance with the details of items and expenses in cluded in the PC 1 of the project

The provincial government has signed a loan agreement for the pro vision of clean drinking water, sanitation services and basic facilities in five major cities in the province Peshawar, Mardan, Abbottabad, Swat, and Kohat in the first phase of cities Improvement Project In the second phase these services will be further improved in Bannu, Dera Ismail Khan, and Peshawar BRT services According to sources, the provincial gov ernment will receive a loan of 1 billion US dollars from the Asian Development Bank for both phases of this project After the increase in the value of Dollar, the the government asked the ADP to provide the loan in Euros which was approved The project is the biggest project in the history of the province started on loan from ADB It will also be the largest loan taken for any project in the history of Khyber Pakhtunkhwa The project aims to ensure the provi sion of clean drinking water in these cities improve ment of drainage system, water treatment plants to make drainage water reusable, establishment of dumping sites including waste disposal and construc tion of public parks

The Chairman Senate Standing Committee on Fed eral Education and Professional Training, Senator Irfan ul Haque Siddiqui has urged the Chairman HEC to use his powers in good spirit and faith to empower the educational sector The committee meeting held here on Monday also decided to hold a special meeting to discuss fi nances and funds of the HEC and to evaluate the fi nancial model of the institute The Chairman Committee was of the view that the funds and finances of the department should be utilized in providing quality education He recom mended to identify the lacunae in the Higher Edu cation Commission and a work plan to resolve them He also sought a comprehensive report on the future work plan within 30 days The briefing by the HEC on the goals, objec tives, targets, responsibility, administrative control, use of funds, and future plans were deferred on the request of the Chairman Committee

At least 14 people were killed and 12 others injured in heavy downpour and flash floods late on Sunday in Afghanistan s eastern Paktia province, the state run Bakhtar News Agency reported Monday “Fourteen people lost their lives and 12 oth ers wounded after heavy floods hit some areas in the provin cial capital Gardez and some districts of Paktia province late on Sunday,” the state run agency said According to the news agency 358 residential houses were completely destroyed and 676 others partially destroyed by the monsoon floods that washed out at least 20 acres of land The floods also left more than 1,430 livestock killed and hundreds of kilometers of roads, numerous protective walls, bridges and water dams damaged in the province, said the agency On Saturday, flash floods and rainstorms killed 15 people and injured nine others in Khushi district of Paktia’s neighboring Logar province, provincial police spokesman Ahmadullah Anas confirmed More than 200 people, according to officials, were killed due to downpour and flooding in 10 out of the war torn country’s 34 provinces over the past couple of months
