IN D O N E S I A N President Prabowo Subianto met the Pakistani President, PM and Chief of Defence Forces on Tuesday, leading to a renewal of ties between the two most populous Muslim countries whose ties go back to Pakistani support for Indonesia in its struggle for emancipation from Holland after World War II, which was around the same time as the Pakistan Movement Though enough time has passed for the memory of both struggles to have faced, the Indonesian struggle has a personal significance for him as he is named after an uncle who died in the emancipation struggle The reflection of May’s conflict between Pakistan and India comes in the interest Indonesia has shown in the JF-17 Thunder, which had shot down two IAF Rafales Indonesia was close to a deal with France to buy Rafales for its air force, but is now reconsidering President Subianto, a former general, and defence minister, is very much involved in the decision-making process

word Jirga literally translates to a council , which generally comprises male elders who are the sardars of their respective tribes These men are known for their experience, wisdom integrity and influence over the people These councils addressed a wide variety of disputes from land conflicts and family matters to criminal cases and tribal feuds aiming for a quick, efficient and socially acceptable solution Local Jirgas in KPK and Balochistan were known for resolving years-long property disputes and offering settlements which were accepted by both the opposing tribes However the very qualities that gave the Jirgas a respectable reputation their cultural rootedness deep trust, and autonomy became the bane of their existence

Over time, this unchecked authority and little to no governmental supervision led to boundless misuse of power and eventually justice became highly selective The decline of Jirgas came when the council members began prioritising personal and political gains over justice itself

Due to their immense influence and control, their verdicts became impossible to challenge, leaving the parties no way out Another highly criticised aspect of Jirgas is their incorporation of patriarchy in almost every case that involves a woman The infamous Mukhtaran Mai incident portrays how Jirgas were openly used to decriminalize violence, forced marriages, and even murder under the guise of tradition and honour This negative approach of the Jirgas caused a severe wave of criticism from human rights organisations and the judiciary which eventually led to the Supreme Court of Pakistan officially banning the Jirga system

These numbers could be somewhat inaccurate In fact they probably are But there can be little doubt regarding the loudness and the clarity of the collective Lahori verdict That books are not a patch on shawarmas happens to be the majority opinion in the Greater Lahore area There is no possibility of misinterpretation whatsoever, for where words merely whisper actions scream As to what considerations could have led to this collective action on the part of the Lahoris one can only speculate For starters a shawarma comes with the distinct advantage of costing much less than the average book Moreover, it offers solid and immediate return for money because it typically gets consumed on the spot Rarely if ever does it remain uneaten In comparison most books people buy stay unread and spend the rest of their sorry existence on bookshelves gathering dust What a waste of resources! istan since the courts remain expensive and inaccessible for people residing in remote areas Their continued presence is proof that tribal communities still depend on these councils for prompt dispute resolution, given the similarity of their core beliefs and familiarity with the framework While the imperfections of the Jirga system are irrefutable eliminating its entire existence would overlook its cultural importance and the crucial role it plays in providing accessible justice in rural Pakistan With the formal justice being expensive, intricate, and extremely prolonged due to an overwhelming number of cases filed on a daily basis creating a serious backlog and resulting in delayed justice people eventually turn to something familiar This creates an opportunity for the government to revamp the standards of the Jirgas by turning them into the modern-day methods of alternative dispute resolution (ADR) and introducing them as a legal pathway that anyone can opt for ADR generally includes mediation arbitration and negotiation and is a legally recognised method for dispute resolution in major countries like the United States, Canada and the UK ADR is also recognised in Pakistan; however, its implementation remains limited due to a lack of awareness and informal mechanisms like Jirgas still dominate rural areas To make Jirgas a workable and accountable alternative a practical framework must be established one that balances traditional values with formal legal oversight The government can begin by lifting the ban on Jirgas and legally registering them under the provincial government or the ADR framework to ensure accountability Each Jirga should include trained mediators with equal female and minority representation Moreover council members should receive basic training regarding human rights through judicial academies or specialised NGOs to ensure that their verdicts align with constitutional values Judicial oversight and an appeal mechanism are also important components of this upgrade to allow the parties to challenge unfair outcomes in district courts Lastly every case brought before Jirgas must be documented to ensure transparency and that there is no illegal influence on the council members Such a framework would preserve the essence of Jirgas while ensuring that each decision remains consistent with Pakistan s legal principles and

It would be unfair to end this survey without acknowledging a counter argument that could (potentially) restore the balance somewhat in favour of books. That argument is this: Books do have an important nourishing role to play, not for the body but for the soul. Regulation therefore, is not a defence for the past but rather a necessary safeguard for the present

The major question is not whether Jirgas should exist or not, but whether they should continue functioning without accountability and oversight These councils still influence a lot of people s minds still give out strict and cruel verdicts still violate basic human rights and still mistreat women in the name of honour Therefore, regulation can transform these councils into accountable and culturally sensitive institutions By reshaping this tradition Pakistan can protect the vulnerable prevent abuse and ensure that community-based justice serves fairness and constitutional values rather than oppression

UNJAB Chief Minister Maryam Nawaz on Wednesday chaired a special review meeting on the Punjab Development Programme (PDP) where officials presented a detailed progress report on upgrading streets, parks, sewerage, and drainage systems across 52 cities

Authorities informed the chief minister that development work under Phase-I of the programme will formally commence on 19 December 2025 with major projects expected to be completed by 30 June 2026 So far projects worth Rs166 billion have been approved under the first-phase outlay of Rs304 billion

The briefing highlighted that 50 tenders have been floated with 10 finalized paving the way for the commencement of 10 major projects worth Rs53 5 billion in the coming days Chief Minister Maryam Nawaz directed officials to prioritize construction and rehabilitation of severely deteriorated neighbourhoods and emphasized the timely completion of drainage

projects ahead of the monsoon season to mitigate urban flooding Officials further briefed that under PDP 3 497 km of sewerage lines will be laid, 181 km of drainage networks will be developed, and 56 new disposal stations will be constructed Additionally, 61 existing disposal stations will be upgraded increasing the total water-handling capacity to 2 114 cusecs

He was addressing a seminar held at the Karachi Press Club on Wednesday to mark International Human Rights Day Butt said Pakistan’s ruling elite bears direct responsibility for the widespread human rights violations across the country Backed by powerful capitalist interests he noted they have transformed political authority into an organized system of exploitation rendering democratic institutions ineffective and nearly paralyzed

He warned that the state s longstanding practice of using religious groups for strategic objectives has fueled terrorism and must end immediately Constitutional distortions attacks on the rule of law and amendments enabling authoritarianism he said have pushed Pakistan towards a quasi-fascist order where dissent is criminalized and questioning the state is treated as rebellion

“Despite repression, public movements, political parties, social organizations, and oppressed nationalities are standing firm ” he said “Efforts are underway to unite resistance forces into a broad popular alliance

against fascism imperialist domination and classbased exploitation ”

The joint platform has put forward several key demands including: withdrawal of the 26th and 27th constitutional amendments; an end to enforced disappearances; release of political prisoners; restoration of media freedoms; a minimum wage of Rs 50,000; abolition of anti-worker laws; protection of trade unions; halt to land grabbing and corporate farming; restoration of student unions; and equitable access to education Speaking on enforced disappearances Professor Sohail Sangi said that the practice dates back to the abduction of Hassan Nasir and has intensified over the years They do not tolerate questions They do not want any counter-narrative,” he said, adding that although reported numbers appear lower since 2024 the state has merely changed its strategy by widening fear and intimidation He expressed hope that ongoing resistance movements would continue until meaningful change is achieved
