Chairperson’s Message

Serving as the Chairperson of the Board for the OCCF has been one of the most rewarding volunteer activities I have had the pleasure to participate in. The mission of the OCCF is a statement of practice.

With Directors vetted from across the county from varying career paths and an increased awareness of purposeful projects, the process has enhanced the assurance that all citizens of Owen County are represented. The OCCF has played a role in upgrading radios for the Patricksburg VFD, beautifying and adding recreation to Gosport and Spencer, paving walkways at the Owen County Fairgrounds, funding a generator for the Franklin Township VFD, supporting the Old Cataract Schoolhouse, aiding Purdue Extension, and assisting the launching of Indiana’s first nonprofit newspaper, The Owen News.

Currently we have a unique opportunity through Lilly Endowment Inc. (LEI) and the GIFT VIII program. For each dollar you donate to an unrestricted fund, LEI will provide a $2 for $1 match, essentially tripling your impact!

As opportunities arise where funds are sparse and needs are urgent, you too can help the OCCF enhance the quality of life for all citizens of Owen County.

Summer Interns

Thanks to grants from Lilly Endowment Inc. and the EARN Indiana program, OCCF welcomes back two interns to the team this summer.

IU senior, Abby Warthan, coordinates volunteers for MYPath and is working to revitalize the Friends of MYPath organization. Abby also works on marketing and donor communications for the Foundation.

Matthew Crum, a junior at IU, serves as a community outreach liaison and works on data, graphic design, and ITrelated needs.

Each year, the Foundation’s Board of Directors, staff, and committee members meet to reassess organizationwide priorities and program strategies. During the 2024 retreat, OCCF stakeholders reviewed the progress that the Foundation has made on the three priority areas that previously emerged as areas of focus for grantmaking and community leadership.

Remembering a Community Pillar

Board Spotlight : Dave Allen

Colonel Carl “David” Allen, a retired Lieutenant Colonel from the Air Force, passed away on June 1, 2024 at 62, after a five-year battle with cancer. Born on April 19, 1962, in Frankfort, Indiana, Dave graduated from Frankfort High School in 1980 and Ball State University before joining the U.S. Air Force. He served as a Missile Launch Officer during the Cold War, earning the Air Force Meritorious Service Medal and the Air Force Humanitarian Service Medal during his 21 years of service.

After retiring in 2005, Dave initiated the Air Force Junior ROTC program at Owen Valley High School, earning the Sagamore of the Wabash award for community service. He was deeply involved with the Owen County Community Foundation (OCCF), serving on the Scholarship Committee and Board of Directors.

Tom Wallace, OCCF Board Chairperson, remembered Dave’s charm and dedication from their nearly 19-year friendship. Beyond his professional achievements, Dave was a devoted family man who enjoyed pickleball, basketball, and family time. He is survived by his wife Julie, children Kathryn and William, granddaughter Olivia, and numerous extended family members. Dave’s legacy of service and dedication will continue to inspire all who knew him.

COMMUNITY PROJECTS

Grant Secured! Public Restrooms and Pickleball Coming to Cooper Commons

The Town of Spencer Parks Board is planning an exciting upgrade to Cooper Commons. On the northeast corner of Cooper and Main Streets, a space that sits just opposite Cooper Commons, a public restroom facility and an outdoor mixed-use basketball and pickleball court is currently being planned by landscape architect firm, Rundell Ernstberger Associates (REA). The lot is owned by the Town of Spencer and has building restrictions on it as determined by FEMA guidelines.

In response to the 2015 Parks Master Plan, a public restroom facility was the number one request for improvements to Cooper Commons. The need for more recreational activities was another big request of the public when surveyed for the Master Parks Plan. It just so happens that the one permissible structure on the FEMA lot is a public restroom. Thanks to the support of the Town of Spencer for funding the planning phase, REA is helping to guide the Parks Board in the design of the space as well as navigating the complicated permitting requirements to build in a floodway.

The Parks Board hopes that this project will satisfy the needs of the public, while also implementing a little fun - a dedicated place to play and exercise. The OCCF secured a $53,500 Regional Opportunities Initiative (ROI) Emerging Opportunities Grant for this project, and the remaining funding will come from public support with a matching grant from the Indiana Housing Community Development Authority (IHCDA).

Anyone interested in learning more about the project or to get involved is encouraged to come to a Parks Board meeting. Meetings occur every 4th Monday of the month at 6:00 PM at the Town of Spencer Municipal Building.

IU-Owen County Tutoring Program: Boosting Reading Skills This Summer

Your OCCF and the Indiana University School of Education, Bloomington (IU-SOE) proudly announce the success of the IU-Owen County Tutoring Intervention Program. Launched in September 2023, this initiative aims to improve reading fluency among third - sixth graders at McCormick’s Creek Elementary School through evidence-based, individualized tutoring.

Running through August 2024, this program provides up to 16 students with personalized, in-person tutoring sessions twice a week for 40 minutes during the school day and summer break. Tutors, supervised by experienced coaches, use materials tailored to each student’s needs, ensuring consistency by pairing each student with the same tutor throughout the semester. The primary goals are to enhance reading fluency, track and report student progress, and foster collaboration between IU-SOE, OCCF, and McCormick’s Creek Elementary.

McCormick’s Creek Elementary School Principal, Matt Cazzell, highlighted the program’s success, stating, “The collaboration has proven highly successful. The overwhelming majority of students achieved significant improvements in their standardized test scores, with all participating third graders passing the state-required IREAD test.”

Funded by a generous local donor, OCCF and McCormick’s Creek Elementary allocated $25,058 for the IUSOE to conduct tutoring sessions, prioritize targeted students, and provide detailed progress reports with monthly check-ins. Cazzell noted, “Students and staff praise this mentoring experience. Beyond academic gains, students have formed strong, positive relationships with their tutors, fostering a supportive learning environment.” This program promises to strengthen reading skills and academic performance. Let’s make this summer a season of learning and growth for Owen County Students!

Progress You Can See, Touch, & Walk On

For years, people have enjoyed walking the MYPath trail along the White River, often traversing grass and mud. This spring, the trail began undergoing significant changes. Survey stakes marked the beginning, followed by the sound of chainsaws indicating a new path. Our Wednesday walkers observed the trail widening each week. With trees removed and sod lifted, the new MYPath Riverfront trail became visible, though it was initially muddy. Excavators, bobcats, rollers, and graders worked to transform the path.

In mid-April, the trail flooded and remained underwater for nearly a week. As the water receded, the All-American Construction crew resumed work. Stone was packed on top of the smooth dirt, and pavement is the next step. The crew faced additional challenges across Ellison Creek, including finding clay to stabilize sandy patches and constructing a slope for ADA compliance.

Simultaneously, Milestone Construction worked on building abutments for a future bridge over Elliston Creek. They built a temporary bridge to move equipment across but had to pause due to flooding. After the water receded, they completed the abutments. The bridge, expected in September 2024, will be set in place by a crane.

Despite the delays, progress continues. The trail crew will soon pave MYPath on both sides of the future bridge, leaving a gap for its installation. A ribbon-cutting is planned for September. In the meantime, an alternative trail was developed for walkers, weaving through white tree tubes and less-used sections of the trail. This new route will be maintained as part of MYPath.

By the end of the year, MYPath will offer a scenic route for walking, biking, and wheelchair access from the trailhead along the riverfront. Crossing Elliston Creek on a new bridge, users will experience an even more beautiful section of the White River. Natural-surface side trails, including the new alternative route, will also be available for trail hikers. We eagerly anticipate seeing you on the trail and celebrating this unique addition to Owen County!

“What are those white tubes?”

MYPath visitors frequently ask about 800 white tubes along the trail.

Made by Plantra, Inc., these tubes have a similar function as individual greenhouses for tree saplings. They hold in heat and moisture while protecting the small trees from hungry deer.

They seem to work. A couple of years ago, you would have seen only the tips of a few walnut trees poking out of the top of tubes. Now, you can see many walnut and white oak and other trees, hanging out a foot or more above the tubes. The new MYPath alternate trail takes you even closer to the tubes and trees.

The tubes and corresponding trees were planted in 2021, thanks to generous donations from Duke Energy Foundation, the OCCF, and Owen County Soil and Water Conservation District (SWCD). Volunteers from SWCD, Friends of MYPath, and local schools installed the tubes. The tubes will stay in place until the trees are large enough to touch the sides.

SCHOLARSHIPS

Your OCCF proudly presented 76 scholarship awards to high school seniors and postsecondary students during the April 21st Scholarship Awards Program. This year, OCCF awarded $137,200 in scholarships: $96,450 to 27 Owen Valley, Cloverdale, and Indiana Gateway Digital Academy high school seniors; and $40,750 to 17 postsecondary students who currently attend college and technical education institutions.

Our scholarships have different eligibility requirements; however, one element remains the same - they make higher education more accessible and affordable for Owen County students. The complete list of scholarships awarded this year is listed below.

Noah Bridges, 2024 Lilly Endowment Community Scholar

This year, the 2024 Lilly Endowment Community Scholarship was awarded to Lighthouse Christian Academy graduate and Gosport resident, Noah Bridges. Noah developed a reputation of being a “spearhead” in his school in various areas, including the National Honors Society where he led the chapter and became the president of the organization’s Bylaw and Service Committee. He also earned himself a place on the honor roll for multiple semesters. Noah’s initiative drove him to create Owen County Cares, a food drive group that collects and donates food to local food pantries, and in 2023, his group raised over 1800 pounds of food. Noah is also very proud of his experience in the Boy Scouts of America as an elected Wapahani Chapter Chief in the Order of the Arrow.

In response to receiving this honorary scholarship, Noah remarked, “I’ve dreamed of becoming an engineer since I was in middle school. This dream led me to apply to Operation Catapult, a summer camp hosted by Rose-Hulman Institute of Technology that allowed me to explore both what engineers do in the real world and what the school life would be like at Rose-Hulman. Lilly Endowment Inc. and the Owen County Community Foundation have made attending my dream school possible and provided me the opportunity to take my next steps toward my future career in mechanical/biomedical engineering. Many people have had a hand in my success so far including family; my teachers, coaches, and administration at Lighthouse Christian Academy; my Scoutmasters in Troop 119, as well as many others in the community. I look forward to using my experience and education to give back to Owen County, whether by providing jobs through entrepreneurship or tutoring at Owen Valley Middle/High School. I’m extremely grateful and thankful for this opportunity provided by the Owen County Community Foundation and Lilly Endowment Inc.”

2024 Large Impact Grant Recipients

The Owen News Project

OCCF awarded $30,000 to The Owen News Project to bolster its mission of delivering reliable, unbiased local news in Owen County. As Indiana’s first local nonprofit newspaper, The Owen News addresses the critical need for trustworthy news in a community currently experiencing a partial news desert. This grant will subsidize printing and production costs, enabling the organization to build capacity, implement its business plan, and work towards financial sustainability without heavily relying on ad revenue.

Founded in 2022, The Owen News Project strives to fill the news gap left by traditional media and to increase media literacy among residents. The initiative seeks to rebuild community trust in local news by engaging readers in the news-gathering process, thus bringing local voices to the forefront. This community-driven model includes soliciting at-will donations and providing free access to news content, ensuring inclusivity across various demographics.

In April 2024, The Owen News launched its inaugural print edition, distributing 10,000 copies and achieving nearly $500 in advertising profit despite a tight timeline. Additional donations have contributed 16% of production costs, showcasing community support and engagement. The Owen News also maintains a strong online presence with a free-access website that requires only an email subscription for readership data collection.

The Owen News Project is building strategic partnerships to enhance its mission. Collaborations with organizations like Free Press Indiana allow for content sharing and mutual support. The project is also engaging with local the local school system to provide journalism education and practical opportunities for students. Long-term goals include partnerships with institutions like the IU Center for Rural Engagement and DePauw University to further community-focused journalism.

Addressing the adverse effects of a news desert, such as reduced civic engagement and increased misinformation, The Owen News Project is poised to become a leading source of reliable local news. By continuing to expand partnerships and community involvement, The Owen News Project is committed to strengthening the fabric of Owen County and beyond.

GRANTS

La Campagne Ministries and The Boys and Girls Club Owen County Launch: Enhancing Childcare in Our Community

La Campagne Ministries, a 501(c)(3) organization, has been a cornerstone of community support in Owen County since 1986. This summer, the organization is excited to announce a new initiative in collaboration with The Boys and Girls Club, aiming to enroll 100 children in school-aged childcare. This cooperation ends the long search for a suitable place to host the Boy and Girls Club in Owen County.

The Boys and Girls Club has a longstanding reputation for providing a safe and enriching environment for young people, promoting academic success, good character, and healthy lifestyles. This partnership with La Campagne is designed to extend these benefits to children in Owen County, ensuring they have access to quality care and educational support.

To support this initiative, this spring, La Campagne applied for and received a $30,000 Large Impact Grant to upgrade the facility’s infrastructure with a new furnace, air conditioning, and upgraded windows. These improvements are essential for year-round operation, ensuring that the facility remains comfortable and energy-efficient. The new HVAC systems have already been installed and the window upgrades are slated for completion before fall 2024.

La Campagne’s partnership with The Boys and Girls Club fosters a nurturing environment for Owen County children. By setting an enrollment fee of just $20 per year, The Boys and Girls Club ensures that childcare remains accessible to all families regardless of income. The partnership also involves the Spencer-Owen Community Schools’ transportation system, provided after school from SES and MCES to the Club.

Beyond the immediate childcare initiative, La Campagne plans to establish a childcare facility for children aged 0-3 years once the current lease with The Boys and Girls Club ends. This forward-thinking approach addresses a significant gap in local childcare services, supporting working parents and contributing to the community’s economic stability.

In essence, La Campagne Ministries’ latest project with The Boys and Girls Club is a testament to their enduring mission of service, ensuring that every child in Owen County has the opportunity to thrive in a supportive and caring environment.

This collaboration underscores the importance of community partnerships in addressing local needs and fostering a brighter future for all residents.

2024 Community Investment Grantees

The intended purpose of Community Investment Grants is to supply broad, diverse, and responsive funds of up to $5,000. Your OCCF has awarded twelve Community Investment Grants so far this year.

Crossroads Ranch, Inc. - TeamThrive

Received a $5,000 grant to fund TeamThrive - a team building and leadership development course for nonprofit organizations using Equine Experiential Learning (ELL). The nonprofit will cover a portion of the session fee, and OCCF will cover the remainder.

Freedom Community Center - New HVAC

Obtained a $5,000 grant for the replacement of a 30-year-old HVAC system to allow for continued, comfortable use of the Center as a gathering place for events, public meeting/ poll facility, and community dinner/fundraiser location to serve the Freedom area.

Hoosier Trails - STEM After-School Program

Secured a $4,200 grant to partner with established after-school programs to offer ageappropriate STEM education and projects for Owen County youth at no cost to the families.

Old Cataract Schoolhouse - Third Grade Pilot

Received a $5,000 grant to fund field trips for Owen County third-graders to visit Old Cataract Schoolhouse for an authentic and historical, hands-on learning experience in the only nationally recognized historic one-room schoolhouse in Owen County.

Owen County Fair Association - Water Line Revival

Earned a $5,000 grant to provide a safe and dependable water source for users and events held at the Owen County Fairgrounds through the installation of new water line infrastructure.

Owen County Family YMCA - Equipment Upgrades

Received a $5,000 grant for the replacement of 20+ year old strength equipment that is frequently utilized at the YMCA but currently not in working order.

Owen County Farmers’ Market - Farm-to-Table Event

Procured a $1,000 grant to support the purchase of fresh ingredients from local farmers, necessary equipment to prepare and serve the meal, marketing costs, and venue space rental for the annual Farm-to-Table Community Dinner.

Owen County Public Library - Read & Feed Patio and Community Garden

Earned a $5,000 grant to involve, educate, and feed community members with a community garden and provide a safe space for youth to play and utilize Percussion Play outdoor musical instruments.

Spencer Main Street, Inc. - Beautification of the Square

Secured a $5,000 grant for the purchase of 14 self-watering planters for downtown Spencer light posts, plants, and a watering cart to support the maintenance throughout the 2024 season.

Spencer Pride, Inc. - AED Purchase for CommUnity Center

Obtained a $5,000 grant for the purchase of two automated external defibrillators (AEDs) with adult and child pads. A portable AED for the Spencer Pride Festival and an AED in an alarmed case for the commUnity center to be used in the event of a cardiac emergency.

Town of Spencer - Responding to the Mental Health Needs of our First Responders

Acquired a $5,000 grant for funding an initiative to address the mental health needs of local first responders by providing behavioral counseling and promoting their well being.

United Way of South Central Indiana - Dolly Parton Imagination Library

Received a $5,000 grant for funding Owen County youth ages 0-5 to receive one book a month at their home free of charge for two years.

Rapid Response Grants

The intended purpose of Rapid Response Grants is to provide immediate support of up to $1,000 for operations, emergency equipment purchases, and funds for completing a project. As of June 30th, twelve Rapid Response Grants have been awarded:

Nonprofit Spotlight: Owen County CASA

The Owen County Court Appointed Special Advocate (CASA) Program is essential in protecting the welfare of abused and neglected children in the community. With a mission to provide trained community volunteers to advocate for these children in pursuit of safe and permanent homes, CASA volunteers represent the best interests of children within the legal and child welfare systems. These volunteers undergo extensive training on child development, the legal process, and trauma-informed care, allowing them to work closely with children, families, social workers, and legal professionals. They visit their assigned children regularly, attend court hearings, and provide detailed reports to the court, ensuring each child’s unique needs are met and their voices are heard.

“The Foundation provides an opportunity for people to donate to the Owen County CASA fund that was established with the Foundation... in order to provide important, urgent, or emergency needs for foster children from Owen County.” -

The impact of the Owen County CASA Program extends beyond the courtroom, fostering a community-wide commitment to child welfare. By involving local residents as volunteers, the program raises awareness about abuse and neglect, building a supportive network that strengthens the community. The success of CASA is reflected in the positive outcomes for children, who benefit from having a consistent advocate dedicated to their well-being. Through the tireless efforts of its volunteers and the support of the community, the Owen County CASA Program makes a profound difference in the lives of the county’s most vulnerable children.

Your OCCF is proud to support Owen County CASA not only through their established designed fund, which provides an annual grant to this organization, but also through the Owen County CASA Office Fund, which was established by a local anonymous donor interested in helping CASA cover the less glamorous side of philanthropy including phone, internet, and rent expenses.

Fund Spotlight: Owen County Academic Competition Support Fund

OCCF Treasurer, Kaye Erney, created an endowed field-of-interest fund to support K-12 students in Owen County participating in academic competitions by covering transportation and entry fees. Recognizing that student athletics often receive more funding and donations, Kaye aimed to highlight the importance of academic teams.

“The fund was established to encourage students and teachers to participate in Academic Competitions. By providing the funds through the OCCF, teachers can spend more time encouraging and coaching students to participate in these learning experiences.” - Kaye Erney, OCCF Treasurer

Academic teams offer numerous benefits, including enhanced learning, teamwork, critical thinking, confidence building, public speaking, networking, and mentorship. These teams provide students with real-world problem-solving opportunities and help them develop essential skills that are valuable in both higher education and future careers.
