Community Investment Grant in 2024 to purchase sustainable, self-watering hanging planters and a watering cart to keep downtown Spencer looking beautiful all season long
This summer, the OCCF welcomed its new Director of Community Engagement & Administration, Connie Murphy! Connie is joining the OCCF after over thirty years of experience serving state and private agencies She moved to Freedom, Indiana full time six years ago, after owning property here for 25 years
Connie will be responsible for organizational and administrative duties at the OCCF as well as building relationships with our rural communities and nonprofits We are thankful that she has joined our team and can’t wait to grow together!
Jonathan Balash, originally from Northwest Indiana, moved to Spencer nearly 24 years ago after meeting his husband while attending Indiana University. Together, they are now raising their son in Owen County. He works for Vertex Pharmaceuticals, based in Boston, which takes him there weekly. Outside of work, he is the President and Programming Director of Spencer Pride and serves on the Board of USA Prides, as well as volunteering with other local groups like the Tivoli Theatre.
He first got to know the OCCF through its Community Investment Grant Program, which remains a favorite of his because of how these grants make a real difference for local organizations He also serves on the OCCF’s Scholarship Committee, helping students pursue higher education, which he sees as a long-term investment for our community
Steve Withem, a lifelong Owen County resident, graduated from Spencer High School and earned both his bachelor’s and master’s degrees from Indiana University. Aside from three years in the Marine Corps and a brief time in Dallas, he has always called Owen County home. He serves on the Spencer Main Street Board, founded and directs the International Ventriloquism and Arts Festival (VentFest), has been active in the Spencer Exchange Club for over 40 years, and raises money for local charities with his smoker, Baby In his free time, he enjoys sharing time with friends and values the importance of community, family, and connection Steve has been involved with the Owen County Community Foundation since its founding, inspired by its mission to grow local resources for long-term impact He was excited to see a foundation established in Owen County and has supported its vision from the very beginning

At the OCCF, supporting local nonprofits goes beyond grantmaking our team is directly involved in helping these organizations grow and thrive This summer, we’re spotlighting the efforts of Janet, Karah, and Connie, who are using their time and expertise to strengthen the nonprofit sector across Owen County
Janet made a major impact as a United Way “Tax Hero” this spring, helping file a record-breaking 185 tax returns at the Owen County site saving families money and ensuring compliance.
She also assists emerging nonprofits like the Junior Patriots Basketball League, Indiana Mariachi Project, Owen County Garden Club, White Cemetery Association, and more in achieving their nonprofit status and accessing critical funding. Additionally, Janet manages finances and attends board meetings for The Owen News Project underscoring OCCF’s commitment to community journalism She also serves as a tutor with Owen County Adult Education, supporting students while the program searches for a new Adult Education teacher
Karah plays a key leadership role in several collaborative initiatives She serves as secretary of the Owen County Purdue Extension Advisory Board and represents Owen County on the board of the South Central Community Action Program (SCCAP), which serves and empowers more than 9,000 individuals across four counties Together with Janet, Karah facilitates local CompTIA IT classes, helping participants develop essential technology skills for future employment In addition, OCCF staff and volunteers support local journalism by packaging and mailing The Owen News each month
Connie remains deeply involved in community development through her service on the board of directors for the Freedom Community Center. She also contributes her time and talents to Spencer Pride and the Historic Tivoli Theatre, supporting inclusive programming and cultural preservation.
From filing taxes and establishing nonprofits to guiding community programs and supporting local journalism, our team is hands-on in their support of Owen County’s nonprofit sector. At OCCF, we believe in empowering the helpers and thanks to our board and staff, Owen County nonprofits are better equipped to serve, lead, and thrive.
The Lilly Scholars Network Lead Forward Community Grants Program provides funds to help Lilly Endowment Community scholarship recipients with their goal of giving back to their communities recently taken advantage of this program: Kelsey Hanlon and Kovenant Liby
Kelsey Hanlon helped the Boys and Girls Club of Owen County with starting a new outdoor gardening program This program is designed to build character and life skills while providing produce for club members to eat This program is up and running as of Spring 2025, with plans to continue for years to come Kovenant Liby is heading Project Canopy, an initiative to plant urban-safe trees along Hillside Avenue in Spencer to increase driver awareness and caution, making the street safer for pedestrians and MYPath visitors as well as beautifying the space. This project is expected to be completed in Fall 2025.

The Owen News recently received two awards from the Indiana Professional Chapter of the Society of Professional Journalists! These two awards include 3rd Place for Best Newspaper Page One Design and 3rd Place for Best Environmental Reporting.
These honors are a testament to the quality and impact of The Owen News, which competed alongside some of Indiana’s largest news outlets including The Indianapolis Star, The Indianapolis Business Journal, and The Herald-Times
The Owen News was represented at the Indiana Pro SPJ’s annual banquet by Nicole DeCriscio, The Owen News’ Executive Editor, and the OCCF’s President & CEO, Janet Rummel Nicole is also a member of The Owen News’ Board of Directors and the Journalism Advisory Board
The OCCF has supported The Owen News since the beginning, starting with a $10,000 planning grant in 2022 followed by a $30,000 grant to begin printing the paper, and a pledge of $300,000 over three years to fund two full-time staff members.
Launched by the Town of Spencer Parks Board, the Cooper Commons Recreation Project was designed to create a vibrant, active space for families and community members to enjoy The project includes the construction of public restrooms, a full-sized basketball court, and two pickleball courts all engineered to withstand potential flooding from the nearby White River
Thanks to the incredible support from more than 600 donors, the Foundation successfully fundraised $55,050 to bring this vision to life
The Indiana Housing and Community Development Authority (IHCDA) matched the first $50,000 through its CreatINg Places grant program doubling the impact of nearly every donation!
This achievement was made possible by generous contributions from individuals, local businesses, and two fantastic community events: Steve Withem & Baby’s pork burger sale at Babbs, where 100% of proceeds supported the project, and a fundraising night at Spencer McDonald's, where 10% of all sales were donated to the cause

Your OCCF proudly presented 63 scholarship awards to high school seniors and postsecondary students during the April 27 Scholarship Awards Program. This year, the OCCF awarded $145,450 in scholarships: $115,200 to 29 Owen Valley, Cascade, Edgewood, Tabernacle Christian, and homeschooled graduating high school seniors; and $30,250 to 13 postsecondary students who currently attend college and technical education institutions.
While the scholarships all have different eligibility requirements, one goal remains the same to make higher education more accessible and affordable for Owen County students. The 2025 scholarship awards & recipients are listed below.

The 2025 Owen County Lilly Endowment Community Scholarship was awarded to Owen Valley High School graduate and Spencer resident, Vishwa Patel. From a young age, Vishwa was captivated by the world of engineering designing house models and building robots as a child. Her passion only deepened over the years, leading her to become an active member of Owen Valley’s Robotics and Math Academic Super Bowl teams during high school What began as simple childhood projects have since evolved into sophisticated work using engineering software and even the design of a hydrogen fuel cell-powered car
This fall, Vishwa will take the next step in her journey as she begins studying engineering at Purdue University She sees each of her experiences, from building to
designing, as stepping stones toward her future. Reflecting on the impact of the scholarship, she shared, "This scholarship allows me to study stress-free without having to worry about financial complications. It will keep me motivated for my future studies. I am grateful to have achieved this scholarship!"
But motivation has never been in short supply for Vishwa During her junior year, she volunteered as a tutor for English language learners, demonstrating her commitment to helping others succeed Whether in the classroom, lab, or community, Vishwa consistently goes above and beyond
The 2026 Lilly Endowment Community Scholarship application for Owen County will be available July 1, 2025 - August 31, 2025.
When OCCF created the MYPath Trail System, the plan was to connect the Owen County Family YMCA to McCormick’s Creek State Park, which is still one of the goals for the trail In the meantime, the new Riverfront Section of MYPath has become a center of community connection and activity
While the core group of walkers who gather every Wednesday at 10 am has been growing, it is common to see people walking the trail before and after the “official” event Throughout the day, other people enjoy the trail Some stop and relax at the new benches installed along the trail Some teach their children and grandchildren how to ride a bicycle Some examine the wildflowers or watch for birds
The paved trail, which resulted from the Indiana Department of Natural Resources Next Level Trails grant, has opened the trail to people of all abilities. The expanded natural surface trails provide opportunities for those who wish to explore a more natural setting.
Some of the groups that are visiting the trail include scavenger hunters from the Boys and Girls Club and Rainbow Birders from Spencer Pride. Volunteer groups include the Owen Valley JROTC and Day of Service workers from Owen Valley High School and the local Scout Troop. MYPath Project Manager, Kyle Hannon, has led a group of students from IU and a Master Naturalist class along the trail. Friends of MYPath hosted runners and walkers for a 5K last fall and will be hosting another 5K on October 18. When community trails are first created, it is easy to imagine the recreation and health benefits of walking along them But don’t forget the social benefits as the trail becomes a connection point for gathering and enjoying nature as a community
The MYPath Trail System and its partners were recognized in April as this year’s Outstanding Trail Group by the Indiana Greenways Foundation at their annual Trails Celebration luncheon. Several years ago, MYPath reached out to trail groups in Ellettsville and Monroe County to see how the local trails could work together to help each other and eventually connect as a larger regional trail. In 2023, the group named itself the Regional Trail Advocates. They meet monthly at McCormick’s Creek State Park. More information is available at www.regionaltrailadvocates.com.

This spring, the OCCF awarded $51,810 in Community Investment Grants to 13 local organizations working to meet community needs and enhance quality of life across Owen County These flexible, strategic grants reflect OCCF’s mission to create lasting, locally led impact now and for future generations
$1,010 grant to support Coal City residents and veterans through year-round Honor Guard services, holiday food baskets, and a free Christmas dinner and gift program
$2,000 grant to cover the cost of a critical furnace replacement at the Freedom Firehouse, ensuring the operability of lifesaving equipment for over 1,200 residents in the area.
$2,200 grant to replace its worn-out playground with new equipment, providing a safe and inviting space for outdoor play and community gathering
$5,000 grant to install turf pavers and timber access gates in a central alleyway of Gosport Town Park as part of a larger park revitalization to strengthen community connections
$2,500 grant to offer STEM-based after school programming with high quality science and technological education in partnership with the local Owen County Boys and Girls Club.
$5,000 grant to upgrade its security camera and PA system to improve safety for its over 3,600 members.
$2,100 grant to empower Owen County youth by providing ‘market money’ to purchase fresh fruits and vegetables from local farmers, encouraging healthy food choices.
$5,000 grant to provide low-income Owen County residents with financial assistance for spaying, neutering, vaccinations, and basic preventative care for their pets.
$5,000 grant to expand access to music education for Owen County residents of all ages by funding instruments, sheet music, accompanist fees, and early childhood programming.
OC Soil & Water Conservation District - White River LARE Restoration
$5,000 grant to restore and stabilize a heavily eroded section of the White River’s south bank near the MYPath trail, preserving a popular natural amenity and river health
Patriots for the Park - New Bridge at McCormick’s Creek State Park
$5,000 grant to construct a new bridge on Trail 5 (Wolf Cave Trail) at McCormick’s Creek State Park, restoring full access to a trail damaged by a 2023 tornado
$5,000 grant to fund their Beat the Heat 2025 program, which will provide free fans, window A/C units, and repairs to existing units for low-income Owen County residents.
United Way of South Central Indiana - Dolly Parton Imagination Library
$5,000 grant to expand the Dolly Parton Imagination Library in Owen County, which provides free, high-quality books monthly to youth 0-5, currently serving over 360 Owen County youth
The Ella Ingram and Jim Luzar Fund was established in May 2024 by Ella Ingram and Jim Luzar. Together, they had previously supported seven different community foundations across Central Indiana. “We think highly of the community foundation concept: funds secured and invested wisely, governed locally by passionate and competent citizens,” says Jim.
Even in its infancy, the fund has already begun making an impact, providing support to two local organizations in the most recent round of Community Investment Grants - the Owen County Farmers’ Market and the Owen County Humane Society
The Ella Ingram & Jim Luzar Fund is an unrestricted endowed fund, meaning it can support any pressing need in Owen County As an endowed fund, it is permanent designed to serve the community not only today, but for generations to come Jim and Ella were drawn to this type of fund because of its adaptability Jim cites evolving community needs as a key reason they chose an unrestricted fund
In just one year, the fund became one of the largest community funds managed by the OCCF. This is possible due to the Lilly Endowment’s GIFT VIII program, which offered a $2 match for every $1 donated, as well as a generous anonymous donor who matched each gift donated through this initiative. Because of these matches, each dollar donated received a $6 match. These generous matches are the reason for the fund's extreme growth, from $0 to $168,000 in less than one year
In addition to launching this fund to help the people of Owen County, Jim and Ella have also played a key role in helping two nonprofits start their own designated funds with the OCCF These nonprofits are dedicated to helping animals in need, both large and small: Our Lil’ Bit of Heaven Rescue and Sanctuary Fund and The Sanctuary at Browning Farms Fund
In Poland, Indiana, Our Lil’ Bit of Heaven Animal Rescue & Sanctuary is living up to its name, offering a safe haven for dogs who might otherwise be forgotten Founded by Joyce Deckard, the rescue was born from Joyce’s personal journey After two dogs helped her through difficult times, she made it her mission to return the favor by saving those most in need.
Primarily focused on dogs, especially the "underdogs," the rescue relies entirely on generosity from the community Whether it’s through adopting, fostering, volunteering, or donating, every bit of help goes a long way in giving these animals a second chance
Across the county, The Sanctuary at Browning Farms spans 110 acres of peaceful countryside, where animals in need find compassionate care and recovery Founded by Pam Browning, the Sanctuary is not just a place of rescue but also of education Along with rescuing and rehoming small, often older dogs, the Sanctuary is committed to raising awareness in rural communities about the importance of pet care, including spaying and neutering. Each animal receives not only food and shelter, but also love and dignity.

A charitable gift annuity (CGA) allows you to leverage your generosity while producing tax savings and a fixed annuity that can provide great benefits to you, your family, and the community
A CGA is a contract in which a donor makes a gift today in return for a fixed lifetime annuity from the Owen County Community Foundation The donor receives a tax deduction on the net value of the gift The annuity is payable to the donor or someone they designate, called the “annuitant” Up to two annuitants can be named Through the contract, the donor directs the remaining balance (called the “residuum”) left at the death of the annuitant(s) to establish a new or supplement an existing fund at OCCF
Fill out a CGA application. We will work with you and your professional advisor to determine the best way to design your CGA based on your personal situation and charitable interests.
Once you enter into a CGA, it will provide a lifetime fixed annuity payout for up to two annuitants.
At the end of the CGA term (e.g., the death of the annuitant(s)), the residuum can be used for broad charitable purposes or to support or start a field of interest or scholarship fund at OCCF. You decide!
Consider a CGA if some of these apply to you:
You are age 60 or older.
You wish to provide a legacy gift to the community.
You want the security of a fixed payout arrangement that runs for life
You have assets of $10,000 or greater that you are able to gift to establish a CGA, such as cash, funds earning low interest rates, appreciated securities, or other property.
