A Message From Our Board Chair

At the Owen County Community Foundation (OCCF), we rely on two essential streams of support to continue our work. The first is our nearly 200 endowed funds, which grow over time thanks to donors like you. The earnings from these funds help us support the community well into the future.

The second is our Operating Fund, which supports the Foundation’s day-to-day functions. This fund allows us to manage programs, serve local nonprofits, and respond to immediate needs. Each year, we depend on donations from the community to sustain these efforts. Without this support, our work wouldn’t be possible.

As we approach the holidays, we’re reminded of gratitude and community. Just as families gather to give thanks, we express our appreciation for your generosity. Your donations make an incredible impact and allow us to serve Owen County’s growing needs.

While endowments secure our future, it’s your annual support that keeps the Foundation running daily. This season of giving is the perfect time to reflect on the difference we’ve made together—and the opportunities still ahead to uplift our communities.

Aiding Our Nonprofit Partners

OCCF representatives can often be found at various community events across the county. Keep an eye out for OCCF staff and directors who are actively engaging with community members and showing our commitment to serving Owen County. The Foundation feels that Owen County is best served by “boots on the ground” individuals who can speak to the true needs of the local population.

OCCF Director Spotlight

Board Secretary : Amber Mullin

Amber Mullin, Board Secretary of the OCCF, has been a lifelong resident of Owen County, where she lives with her family and works as a Literacy Coach at Edgewood Primary School. Her journey with OCCF began as a recipient of the Lilly Endowment Community Scholarship in 1999, leading to her current roles on the Board of Directors and multiple committees, including the Lilly Endowment Community Scholarship Committee. Amber’s favorite OCCF event is the annual Scholarship Banquet, which she sees as a celebration of the community’s pride and support for future generations.

Amber believes OCCF’s funding of educational projects, such as Pre-K programs, the Owen Valley Middle School Maker Space, classroom/teacher grants, and scholarships, have the most significant impact on the community. She envisions a future where OCCF expands clean, safe public spaces and provides comprehensive local services, reducing the need for residents to travel for jobs, healthcare, or entertainment. Her vision includes creating a community that supports its youth, adults, and aging citizens alike.

In addition to her work with OCCF, Amber serves on the S.O.U.N.D.S. board, further demonstrating her commitment to community development. She emphasizes the importance of collaboration, wishing everyone knew about OCCF’s willingness to work with groups and nonprofits to achieve ambitious goals. Amber’s dedication and the Foundation’s strategic initiatives are set to make a lasting impact on Owen County, enhancing the quality of life for all citizens now and in the future.

Rising to the Challenge: The Power of Helping Others

Over the past 30 years, OCCF has consistently stepped up as a community leader during crises, addressing challenges that have shaped our county. In 2020, we partnered with United Way to issue emergency COVID-19 recovery grants, supporting local nonprofits and small businesses forced to close during the pandemic. In 2008, OCCF responded swiftly to the historic flood which brought nearly 10 inches of rain to Owen County in just 12 hours, leaving homes near the White River devastated and prompting a state of emergency.

Most recently, on March 31, 2023, when an EF3 tornado struck McCormick’s Creek State Park, causing fatalities and severe damage, OCCF once again mobilized to provide disaster recovery assistance to affected residents.

This year, OCCF Director, Susan Elkins, has extended her dedication to service beyond Owen County. As part of her role with Duke Energy, she assisted victims of Hurricane Helene in Asheville, North Carolina. Susan also represents the Foundation on the Owen County Community Organizations Active in Disaster (OC COAD) and plans to bring her invaluable experience back to Owen County to prepare for future emergencies.

Our thoughts remain with the victims of Hurricane Helene as they work to rebuild their lives.

COMMUNITY PROJECTS

MYPath Trail System: Connecting Owen County One Step at a Time

The OCCF is thrilled to announce the grand opening of the Riverfront Trail, a significant milestone for the MYPath Trail System. On September 27, a ribboncutting ceremony celebrated the opening of this new, multi-use trail, designed for walkers, cyclists, wheelchair users, and strollers alike. The trail runs along the south side of the scenic White River across from Cooper Commons and the Owen County Fairgrounds. This development marks the first dedicated trail of its kind in Owen County.

The MYPath Riverfront Trail is the result of a nearly $1 million project, funded primarily through the Indiana Department of Natural Resources’ Next Level Trails program, which contributed $640,000. The remaining funds came from generous donors and the Owen County Community Foundation. The project includes several exciting features, such as an 80-foot bridge over Elliston Creek, installed in September. The paved trail now stretches from 788 Pottersville Road to River Road, offering a safe, off-road option for outdoor enthusiasts.

Although the ribbon-cutting event was moved indoors due to weather, the community gathered at Civilian Brewing Corps in downtown Spencer to celebrate. Civilian Brewing even introduced a special MYPath Amber Trail Ale to mark the occasion. The Riverfront Trail is just the beginning of a larger vision that started in 2013—a plan to extend the trail all the way to McCormick’s Creek State Park.

Recently, MYPath also hosted its inaugural 5K run/walk, which provided participants with a great opportunity to explore the new Riverfront Trail and experience plans for future expansions.

In addition to these physical improvements, the Foundation was awarded $14,000 as part of Indiana’s Building Socially Connected Communities program. This initiative, announced by Lt. Gov. Suzanne Crouch, focuses on combating isolation and fostering stronger social connections, especially in rural areas like Owen County. The grant will support community-building efforts along MYPath and beyond, enhancing the role of the trail as a gathering place for residents.

The success of the MYPath Trail System is a testament to the power of collaboration and continued investment in Owen County’s future. With ongoing projects and community events, the trail is well on its way to becoming a central hub for outdoor activity and social connection in the region.

Tiny Town Learning Academy: A Beacon of Early Childhood Education in Owen County

In early August, Tiny Town Learning Academy opened its doors, addressing the critical need for childcare options in Owen County. This milestone was achieved through a collaborative effort between community stakeholders, the Academy’s dedicated leadership, and the support of the OCCF. As part of its strategic plan set in 2022, which prioritizes the expansion of early childhood care and education, OCCF has pledged over $150,000 toward this vital project.

The Academy’s journey from concept to completion reflects the determination of its leadership team and community partners. In just months, local contractors completed renovations that transformed the space into a state-of-the-art facility. The building now includes updated classrooms, a secure outdoor play area, and enhanced safety features that meet state guidelines. Thanks to careful planning and coordination, the facility was fully staffed and ready to serve families by its August opening.

Tiny Town Learning Academy is equipped to provide care for children from infancy to school age, with a projected capacity of over 80 children. The Academy’s play-based, educational curriculum fosters both academic and social development, ensuring children thrive in a safe, nurturing environment. Additionally, the Academy is committed to maintaining its Level 3 Paths to Quality rating, a mark of excellence in Indiana’s childcare rating system, which signals a strong emphasis on professional staff development and the implementation of evidence-based early learning practices.

The impact of Tiny Town is already being felt in the community, not just by families seeking quality childcare, but by the local economy. The Academy has created new jobs and allows more parents to return to the workforce, easing the strain on families and businesses alike.

Tiny Town Learning Academy stands as a bright example of how communitydriven efforts, with support from organizations like OCCF, can effectively address critical needs, benefiting both children and the broader Owen County community.

McCormick’s Creek State Park

The McCormick’s Creek Trail Project, completed in Spring 2024 by Spectrum, LLC Trail Designs, focused on improving key ADAaccessible segments near the Centennial Shelter. This included enhancements to the overlook and final touches around the shelter area, as part of the design. Partial funding for this project was generously provided by the McCormick’s Creek State Park Fund, established by nature lover Fred Wooley in memory of his late wife, Jacqueline Wooley. The project was completed in May 2024, enhancing accessibility for all visitors to enjoy the park’s natural beauty.

In other park-related news, the Owen Valley High School student body has created a student-run initiative called “Patriots for the Park” in an effort to restore the Trail 5 bridge. If you wish to support this project, please visit: bit.ly/patriotsforthepark.

OPERATING

The Owen County Community Foundation’s Giving Tree Campaign and Jim Fulford Golf Open are the two main ways we raise the crucial operating funds that enable us to support local nonprofits, schools, and community initiatives. These funds help cover essential administrative costs, ensuring that our grantmaking and community-building efforts can continue to benefit Owen County.

While we’ve made significant progress toward our 2024 fundraising goal, we are still more than $10,000 short of meeting it and need your help to close the gap. Donations are still being accepted, and every contribution brings us closer to our goal of empowering local organizations to thrive. Celebrating a Successful Jim Fulford Golf Open

We are thrilled to announce that the 22nd Annual Jim Fulford Golf Open was a success, helping us raise crucial operating funds for the OCCF. This year’s tournament brought in net gifts of $15,666, bringing us closer to our 2024 fundraising goals. Thanks to the generous support of our golfers, sponsors, and prize providers, this event continues to be one of OCCF’s most important fundraisers to sustain the essential administrative operations that allow us to serve Owen County. As always, the event took place at the beautifully maintained Rolling Meadows Golf Course, where 22 foursomes of dedicated, charitable golfers came together for a great cause. We had 38 generous sponsors this year. The tournament offered exciting prizes, including the coveted grand prize provided by French Lick Resort & Casino—an unforgettable golf experience on the Pete Dye and Donald Ross courses, along with a resort stay for each member of the winning team.

A One of a Kind Supporter: Sally Vance

It is with great respect and fond remembrance that we honor Sally Vance, who passed away on June 18, 2024, at the age of 91. For more than 20 years, Sally and her company, SMV Realty, LLC, were the cornerstone sponsors of the Jim Fulford Golf Open. Her generosity and unwavering support played a vital role in ensuring the tournament’s success and, by extension, the success of the Owen County Community Foundation. Sally was also the co-owner of Van-Tec alongside her late husband, James F. Vance, Sr., and her dedication to her businesses was only matched by her devotion to her community. She helped make the dream of the YMCA in Owen County a reality and contributed to countless other causes, including the Mark of Discipleship Mission Thrift Store, where her impact will be felt for generations.

Sally’s kind spirit and commitment to giving back touched the lives of many in Owen County. Her love of golfing, paired with her deep compassion for the community, made her a treasured friend of OCCF and all who knew her. We will forever be grateful for her years of support, and her legacy will continue to inspire us in all that we do. Sally’s memory will always hold a special place in the heart of Owen County.

Fund Spotlight

Owen County Education Fund

Founded and funded by Spencer-Owen Community Schools teachers, the Owen County Education Fund offers mini-grants of up to $300 to support local classroom projects. These grants, awarded on a first-come, first-served basis, help educators create memorable learning experiences, whether through purchasing materials, organizing field trips, or bringing in guest speakers. Credentialed S-OCS educators can apply once per calendar year to fund innovative projects that enhance their students’ education. See the accompanying photos for examples of past projects made possible by these grants. DONORS RALLY TO EARN A $30,000 CREATING PLACES MATCHING GRANT FOR GOSPORT!

Nonprofit Spotlight

The Owen News Project

The Owen News has been selected as OCCF’s nonprofit spotlight, especially for its ambitious participation in the NewsMatch campaign, a national initiative designed to expand support for local news. This campaign allows The Owen News to earn bonus matching funds: if it raises $15,000 from at least 50 new donors during the months of November and December, the NewsMatch program will contribute $23,500. These funds will empower The Owen News to maintain accessible local news through sponsored tiers, which allow for mailing copies directly to subscribers while maintaining free distribution at local businesses. The Owen News also aims to increase print dates and expand coverage by hiring full-time staff, bringing high-quality journalism to all of Owen County. OCCF is proud to unveil our new donor recognition wall, honoring the generosity and impact of our community’s supporters. The wall features a tree with leaves symbolizing different levels of giving: gold leaves represent donors and families who have contributed over $100,000; silver leaves recognize gifts between $50,000 and $99,999; and bronze leaves honor contributions of $25,000 to $49,999. Beside the tree, a dedicated display celebrates our founding members, to whom we owe a deep gratitude for creating a strong foundation for OCCF’s mission.
