2019 BIA EXECUTIVE MESSAGE ALAN BAGGETT, EXECUTIVE VICE PRESIDENT What Does a $1.50 a Day Buy You?

When you join the BIA, many members may not be aware that a portion of their dues results in them not only being a member of the Building Industry Association of Okaloosa – Walton Counties (BIA), but being a member of the Florida Home Builders Association (FHBA) and the National Association of Home Builders (NAHB). That is a 3-in-1 membership! Back in March of this year, hundreds of members from around the state, including members from your BIA, met in Tallahassee for our annual FHBA Spring Legislative Conference. All of these members took their time and money to visit with our elected officials to discuss the pros and cons of the proposed legislation that could have helped or hurt the industry that feeds our families. Simply put, if we had to sum up the 2019 Legislative Session for the home building industry in one word, it would be OUTSTANDING! Below is a summary of the major FHBA priorities. Please keep in mind, this summary is preliminary, pending a comprehensive review of all the passed bills and adopted amendments from the final days. Here are few of the greater victories. Impact Fees – HB 207 prohibits local governments from collecting impact fees prior to the issuance of the building permit. This and HB 7103, a Growth Management Package are major victories for our industry. P.S. This is a major issue developing in Santa Rosa County and we support our members to the west that warned the local officials of the dire consequences of government restrictions on growth and development. Workforce Education – HB7071 strives to increase the states workforce by helping students pursue vocational and technical training in our high schools by creating an alternative pathway to obtain a high school diploma. Locally we will have four schools in Okaloosa County with Future Builders of America Chapters. Plans are also underway for a construction pre-apprenticeship program for veterans and exiting military personal at Northwest Florida State College in Niceville. Mitigation Banking – HB521 will alleviate the shortage of lands used for mitigation banking. Sadowski Affordable Housing Trust Fund – We continue to seek full funding of the Sadowski Affordable Housing Trust Fund. While the Governor and Senate supported full funding, the House did not. The current balance of the Sadowski Trust fund is $331.96 million. After budget negotiations, the legislature left $200 million for affordable housing programs, but earmarked $155 million for Hurricane Michael Recovery and our neighbors to the east. The winners of the 2019 Parade of Homes were announced at the Parade of Homes Awards Banquet at the Rocky Bayou Country Club in Niceville on Thursday, July 11th. These winning Builders were told of their Category Awards on June 7th, but not how they placed within their respective Categories. This year’s event is the 40th Annual Parade of Homes presented by The Building Industry Association of Okaloosa and Walton Counties, Inc. (BIA). Categories are based on construction cost of the homes and are kept confidential. Below is a list of the winners:

“They’re learning the trade,” said Baggett. “When you teach a trade like this, it’s like riding a bicycle. You’ll never lose that information. ” Baggett said the industry, as a whole, supports what is trying to be done for students. “The average worker in the industry is 59-years-old,” Baggett said. “We’re trying to find a way for businesses to get good employees. The North Gulf Coast Chapter of CAI held its annual Charity Golf Tournament May 31​, ​2019 at the Santa Rosa Beach Resort and Golf Club. Each year the chapter holds the tournament and proceeds benefit Habitat for Humanity affiliates in Okaloosa, Walton, and Bay Counties. BBR, a joint venture of the Werner, Lang and Faerber families who have been investors and homeowners in and frequent visitors to Bluewater Bay from its inception, has owned and operated the golf course since 1992. Jerry Zivan, who will be one of the partners with Wise and BBR in the redevelopment, was part of the development company (Raimund Herden and the late Dave Weaver) that did the original planning and development for Bluewater Bay. Tom Hanks, who has provided tender loving care for Bluewater’s golf courses since 1980, will also be part of the redevelopment effort.

RANDY WISE HOMES TO PARTNER WITH BLUEWATER BAY RESORT The next chapter for Okaloosa County’s Bluewater Bay community will be written by a joint venture of Fates Place 2000, LLC, a development arm of Randy Wise Homes, and Bluewater Bay Resort (“BBR”). Bluewater Bay, a 2000-acre, 3500 home residential community on the Choctawhatchee Bay and Highway 20 near the north end of the Mid Bay Bridge, was planned in the late 1970’s and most of its infrastructure built in the late 70’s and early 80’s. With 27 holes of golf, a marina, tennis center, multiple swim centers and lots of outdoor activity space, plus homes to suit every budget, Bluewater Bay has always been one of the County’s most popular communities. Land became available for redevelopment with the closing of its 9-hole Magnolia course a few years ago. New homes in a 21-unit subdivision by Randy Wise Homes is called Fate’s Landing-named after Randy’s great-grandfather-now ready to start construction. Homes at Fates Landing will be the first new home community within Bluewater since the early 2000’s and advance buyer interest is running high. “As Bluewater repositions its golf course to reflect the changing demands of today’s golfer, I want to be part of the effort to “re-envision Bluewater Bay for the 21st century”, said Randy Wise. Randy, a Niceville native whose first home building effort began with 3 homes at Bluewater Bay in the early 1980’s, now has new home communities throughout Okaloosa and Walton Counties. “Bluewater has always been and still is a first-class community whose plan calling for preservation of lots of trees, open space, low traffic residential streets and a variety of home choices plus a full

We are exploring reconfiguring our golf from 27 holes to 12 holes plus a 6-hole adjunct for those who insist on being able to play 18. And perhaps, a 3-hole practice/family course. The goal is to offer a golf experience that is more fun and less time consuming.”

“The land released from golf will be repurposed not only for new home subdivisions but also for adding amenities such as playgrounds, dog parks, dedicated off road jogging and bike trials, community activity areas, perhaps even community gardens-all of this is in the mix for next generation Bluewater. We believe that adding well designed, newly built homes will add value to Bluewater’s existing resale-housing stock, while adding amenities that today’s active lifestyle buyers want will bring new energy to Bluewater Bay marketing and allow us to continue to be one of Okaloosa County’s preferred housing choices.” The planning process has already begun by gathering input from various Bluewater Bay stakeholder groups. A team of planning professionals, land planners, engineers, golf course design experts-is in the process of being assembled. As plans are developed, they will be shared with the community and eventually brought before the Okaloosa County Planning and Zoning staff, the Planning Commission and the Board of County Commissioners. As of this date, no firm plan or timetable has been adopted and golf operations and the Clubhouse restaurant will continue to be open and available to community residents and the public. www.biaow.org

The Building Industry Association’s annual Nail Drivers’ Charity Golf Tournament is scheduled for Friday, September 13th at Rocky Bayou Country Club in Niceville. Registration begins at 11:00 with a shotgun start at 12:30; lunch and refreshments are provided. The tournament format is four-person best ball. Rocky Bayou CC features 115 acres of championship golf, challenging play with wide fairways, perfectly managed greens, and five spring fed lakes.

1st Hole in One & More Prizes A $25,000 cash prize for the 1st Hole in One, on a specific hole, will be awarded by the 1st Hole in One Sponsor, Niceville Insurance. More contests abound from putting, closest to the pin and closest to the beer. There is also a 50/50 raffle, door prizes and prizes for tournament winners. Mulligans and Tee Busters are included.

The Nail Drivers’ Golf Tournament plays a major role in the BIA’s Scholarship Fund annual investment. The BIA has two memorial scholarship funds, The Mike Josey Memorial Scholarship Fund and the William R. McClarrie Memorial Scholarship Fund. Both men were integral in the development and success of the Building Industry Association of Okaloosa and Walton Counties.
