FOREWORD

O

ur Local Legislators are composed of the Vice Governor and its Board Members, the Vice Mayor and his Councilors. The mandate dictates they form local laws and ordinances to keep the Provinces, the Cities and the Municipalities humming like the tune of combustible engine. However easy it may seem to keep these gears in place, there will always remain the odd cylinder that will go against the synchronicity be it for sake of the people or politics itself. Our Republic is born out of a democracy that has created our institutions to accelerate the pace of prosperity for the people. This is no easy task with the mechanism in place to cause a disruption amongst the contested positions. Politics is everywhere. And this is how the job made easy becomes a nightmare. Legislation by itself dictates the study of problems that are bereft of the community with policies set in place to address the very issues. And yet this is not enough to the very people who are made to elect you in these positons. The community oddly requires a personal touch, face time and a prize if need be for them to understand what it is you are elected into. One is measured not by the duties he or she performs but by the personality, your celebrity status or the perception you can generate to make the people aware of who and what you are. This becomes the problem. Local Legislators are exactly that, local legislators and yet the task at hand asks for so much more. You are made out to be local executives providing for the people whatever they require regardless of your mandated position. In this country Local Legislators do both and more. You are Local Legislators and both; the shoulders to cry on, the robin hood of the community, the guardians of the galaxy if need be and most of all, their leaders. To live with the people and to keep them cohesive and in tune is what our Local Legislators need to do daily. SMI celebrates the OUTSTANDING LOCAL LEGISLATORS AWARDEES for 2016!

“Leadership is not a matter of chance… It’s always a matter of choice.” Born under the zodiac sign of Leo (July 23, 1976), Rowena Sombrano Africa is known to be strong willed, a leader, an initiator, resourceful, creative and introvert. At age 39, she is a mother of seven kids to Vice Mayor Eric Africa. Her father is a former member of AFP while her mother attends to their needs. She graduated as elementary valedictorian from The Mabini Academy and had the First Honorable Award during her high school days. She has been a staunched advocate of community service. She served as church lay minister at the age of 14 and at the

age of 15 she joined the Sangguniang Kabataan as chairman and has strengthened her leadership potential. She was also the Sophomore President of the AB- UST and was then trusted to lead the Student Council Vice President(1996) and became the Student Council President in 1997. Aside from her school leadership, as attested by St. Thomas leadership Award and AB Centennial Leadership Awardee, she has been a consistent Dean’s Lister and was chosen as the Philippine’s Representative to Malaysia for International Debate where she was awarded as Best Speaker. She was part of the First Four Youth Delegate to Singapore Leadership Program. And bagged the National Essay Award sponsored by Manila Bulletin. She was also a writer, a poet and a stage play actor.

Apart from those activities, she indulged into higher education and finished her Masters in Management Technology at De La Salle Lipa. She also decided to pursue and finished her Bachelor of Laws and had been awarded as the Best Speaker, Best Orator and Best Debater during Interschool Debate Tournament as UB Representative. Amid the achievements, she was accoladed with; she remains simple and committed to her craft. As a professor at De La Salle Lipa from 1997-2002, she rejoined the institution as Human Resource Supervisor in 2006-2007. But with great love for public service, she decided to continue her passion for good governance. Having been elected as Lipa City Councilor for two terms (1998-2001, 20012004) and as Board Member for three terms(2004-2007, 20102013,2013-2016), she has been fondly referred to as Ate Wheng.

She is a strong advocate of children’s rights, that her Makibata‌ Makisaya Program has been in existence for more than two decades. Bokal Wheng is a staunched supporter of Women’s Empowerment, from forums and seminars that speaks and talks about the Violence Against Women, to Tindahan sa Barangay as a source of alternative livelihood for women. Not to mention her Pangkabuhayan Program for the youth which includes free training for welder, pipefitter, call center agents and house keeping. The partnership of Vice Mayor Eric Africa with his wife Board Member Wheng Sombrano Africa transcends the problems encountered in implementing their programs. Making the program effective and efficient as the TEAM AFRICA aims to provide direct service to their constituents.

As the then Sanggunian Lipa Chair of the Committee on Culture and Arts, she authored the creation of Lipa City Museum and Arts which still stands in the heart of the City. She had the history of Lipa published in what is called as Mapa ng Lipa. She had her team went around all the barangay to gather historical facts of yhe 72 barangays of Lipa , documented it for tv and news paper dubbed as “Lakbay Barangay.�. Bokal Wheng as the Sanggunian of Batangas chairman of the Committee on Labor and Employment is keen on pushing for the creation of the Provincial Employment Service Office to focus on the manpower development. Also, the need to have center for juvenile. With idealism, good vision, fear of God and unrelentless effort to deliver an efficient and effective service having a good example before her in the likes of Senator Ralph G. Recto Governor Vilma Santos- Recto, her Sangguniang Panlalawigan family and the Capitol employees, being a Public Servant in the Province of Batangas is indeed an honor. To God be the Glory.

T

his practicing lady lawyer was once the first Sangguniang Kabataan Federation President of San Pablo City, Laguna in 1993 to 1996. As City Councilor in 2004 to 2007, she writes articles for local newspapers and cohosts several local cable TV programs, focusing primarily on women's rights, environment and local tourism. Her projects PABLO SERBISYO, KA-AGAPAY MO! (free legal assistance) and BEAUTY CARAVAN (free cosmetology training) became favorite projects among her constituents, and has been helping thousands of Lagunenses, up to present. In 2007, she became the first Senior Board Member of the Sangguniang Panlalawigan, who came from the Third District of Laguna. Garnering almost 100,000 votes and 40% percentage rank, thus besting Board Members from the other districts in Laguna. Several times, she assumed office as OIC Vice Governor of Laguna. In 2013, she again topped the ranking with 46% and thus proclaimed as Senior Board Member with 126,922 votes. In 2010, she became the Legal Consultant of the Municipality of Cavinti, Laguna (home of Lake Caliraya and Pueblo), likewise, the Consultant for Political Information Affairs at the Office of Governor ER Ejercito of Laguna, and the Consultant of the Senate Oversight Committee on Intelligence Funds, Programs and Activities, under the Offices of Senator Vicente “Tito” Sotto III and Senator Panfilo “Ping” Lacson, in Manila. In 2011, she was elected Vice President of the Integrated Bar of the Philippines (IBP) Laguna Chapter, and was simultaneously the Chairman of the Legal Aid Program in Laguna.

She is currently the Vice President for Ways and Means of the San Pablo City GIRL Scouts (GSP) Council Board, and the Vice President for Administration of the San Pablo City BOY Scouts (BSP) Council Board. In May 2012, she was also elected in Manila as the youngest of the 15 members-at-large in the Philippines, of the Central Board of the GSP (for 2012-2015). Her fondness for being a part-time college instructor of Business Law at the Laguna College in San Pablo City, is likewise not surprising, considering that she was once an active student herself. She graduated Valedictorian at St. Joseph Elementary School in 1987 and a multi-awarded High School Valedictorian at the Laguna College in 1991. A rare occasion in school, where she, as a student, was twice awarded as Highschool Student of the Year (1989-1990, 1990-1991). She belongs to the list of College Scholars at the University of the Philippines in Diliman, Quezon City, while pursuing AB Political Science, and was also included in the Dean's List while taking up Bachelor of Laws at San Sebastian College-Recoletos in Manila. She passed the Bar Examinations in 2005, and became a member of the Federacion Internacionale de Abogadas - Philippines Chapter (FIDA). She is the daughter of (former 3rd district Board Member) NELSON COROZA AGAPAY of Liliw and Nagcarlan, and (former Auditor at the Commission on Audit) VICENTA ANDAL CARTABIO of San Pablo City. Her brother DR. NELSON C. AGAPAY JR. is a Diplomate Physician of Family Medicine at the University of the Philippines in Los Banos, and at Healthway Medical Clinics in Manila.

Atty. KAREN AGAPAY, as Senior Board Member 2 major ordinances and several resolutions, 1,428 beauticians and more than 35,000 documents Bilang MAMBABATAS (as Legislator) Bilang nag-iisang bokal na abogado, si Atty. Karen Agapay ang Chairman ng mga Komitiba ng Laws, Justice and Human Rights; Family, Women and Social Services; at Civil Service. Halos kalahati o 50% ng lahat ng mga pumapasok na batas mula sa mga lunsod at munisipyo ng lalawigan ay sa mga komitiba ni Atty. Karen Agapay inililiwat, pinag-aaralan at dine-desisyuhan. Bukod pa dito, bilang chairman ng Committee on Civil Service, si Atty. Agapay ay miyembro ng Personnel Selection Board ng probinsya, kung saan lahat ng usaping pang-empleyado at kanilang promotions ay tinatalakay. Bilang chairman naman ng Committee ng Family, Women and Social Services, siya ang tumatayong katuwang noon ni Governor Teresita S. Lazaro sa Provincial Gender and Development Council na nagpapatupad ng mga umiiral na batas partikular para sa mga kababaihan ng Laguna. Sa kanyang pagsisikap at personal na pagsasaliksik ng mga ordinansa at mga resolusyon, dalawa (2) ang maituturing na pinaka-sikat at paborito ng mga taga-Laguna. Una, ay ang Laguna Welfare Code for Children, at pangalawa, ang Laguna Senior Citizens Ordinance. Laguna Welfare Code for Children Binalangkas upang epektibong mai-promote, enhance, and institutionalize the survival, development, protection and participation rights ng mga bata sa Laguna, pinagtibay ito ng Sangguniang Panlalawigan noong July 23, 2008, matapos ang

ilang konsultasyon sa iba’t-ibang sector. Ilan sa mga nilalaman ng nasabing ordinansa ay ang: 1. Implementasyon ng Brgy. Health Stations, Sentrong Sigla Movement, Milk Code at New Born Screening, upang masigurado ang kalidad na serbisyong pangkalusugan para sa mga bata; 2. Strengthening the Early Child Care Development Program, at ang Day Care Centers; 3. Proteksyon laban sa prostitution, obscene publications, indecent shows, child trafficking at iba pang pang-aabuso sa isang bata; 4. Proteksyon din sa mga batang manggagawa, sa pamamagitan ng Sagip Batang Maggagawa Program, sa pakikipagtulungan sa Department of Labor and Employment (DOLE); 5. at ang pagpapatayo ng sariling Juvenile Institution o Boys’ Town, na magsisilbing pansamantalang tahanan ng mga batang nagkasala sa batas. Nakakuha na ang probinsya mula sa nasyunal na pamahalaan upang maisakatuparan ito, at kikilalaning BAHAY PAG-ASA. Laguna Senior Citizens Ordinance Kapag Senior ka, Bida ka sa Laguna! Pinagtibay noong October 15, 2008, ang ordinansa ay bunsod ng kahilingan ng Laguna Federation of Senior Citizens Association (LASCA). Bagama’t naging nasyunal na batas na ang “Expanded Senior Citizens Act” noong 2003 (RA 9257), kinailangan pa ang isang implementing ordinance upang mas maipatupad ng maayos ang mga itinatagubilin ng batas na angkop sa provincial, city/municipal and barangay levels ng Laguna. At sapagkat wala pang existing na ganitong ordinansa ang mga karatig-probinsya, sinikap ng LASCA na isangguni at pagtulung-tulungang mabuo ang naturang ordinansa, sa tulong ng kanilang adviser, na si SBM Atty. Karen Agapay. Matapos ang ilang serye ng konsultasyon, ngayon nga ay nakatakdang ipatupad sa buong Lalawigan ng Laguna.


Outstanding Local Legislator Award 2016 Bukod sa mga karapatan at benefits na nilalahad ng Republic Act No. 9257, ilan sa mga magagandang nilalaman ng ordinansa ay ang mga sumusunod: (1) Pagpapatayo ng sariling Provincial Senior Citizens Center at paghihikayat na magkaroon din ng kanya-kanyang Senior Citizens Center ang bawat syudad at munisipyo sa Laguna; (2) Ang pagpapatupad ng ½ of 1% mandatory share sa Annual Budget (IRA) ng mga programa at proyektong pag-senior citizens, sa bawat syudad/ munisipyo at barangay; (3) Libreng medical and dental services sa lahat ng government facilities at 20% discount naman sa mga private hospitals; (4) special discounts sa purchase ng basic commodities; (5) express lanes para sa mga senior citizens sa lahat ng commercial at government establishments; (6) Ang pagbibigay ng pagkakataon sa mga nais at kaya pang magtrabaho na senior citizens, sa pakikipagtulungan sa Provincial Employment Service Office (PESO) at local na Chamber of Commerce; (7) Pagkakaroon ng pagkakataon na makapagaral muli sa mga community-based trainings ng TESDA (nonformal education) patungkol sa skills, welfare and livelihood support; (8) Pagsasanay ng mga community-based health workers at health personnel na sadyang mangangalaga lamang sa mga senior citizens. (9) Pagtatalaga ng mga upuan para lamang sa mga senior citizens sa mga public transportations, gaya ng jeepneys at buses, sa pamamagitan ng MOA sa mga transport groups; at (10) ang pagtatagubilin na magsumite ng annual report ang lahat ng OSCA ng bawat syudad/ munisipyo sa Provincial Monitoring and Coordinating Mechanism, at ang pagbibigay ng pagkakataon na makapag-submit ng project proposals sa kani-kanilang Sangguniang Barangay at Mayors, upang mapondohan ang mga programa at proyektong pangsenior citizens.

Bilang ABOGADO (as a Lawyer) Sinimulan ni Atty. Karen Agapay ang PABLO SERBISYO, Ka-Agapay Mo! Free Legal Assistance sa Lunsod ng San Pablo, sa pakikipagtulungan kay Mayor Vicente B. Amante, City Administrator Amben Amante, City Legal Office, Mr. Benny Danila at ang Local Civil Registry. Kasama din ang ilang miyembro ng San Pablo Bar Association, umabot sa mahigit tatlumput limang libong (35,000) mamamayan na ang natulungan nito, di lamang sa lunsod, pati na rin sa ibang bayan sa ikatlong distrito. Nagsimula ang Pablo Serbisyo bilang insentibo ng lokal na pamahalaan ng Lunsod ng San Pablo, para sa mga taxpayers na maagang mag-renew ng kanilang mga business permits at tricycle franchise. Dagdag pa dito ang libreng serbisyo sa mga simpleng affidavits, mga dokumento ng Meralco, Water District, Top Scholars of Laguna (TSL), Statement of Assets and Liabilities (SAL) ng mga empleyado ng gobyerno, mga dokumento ng mga Sangguniang Barangay at mga dokumento na may kinalaman sa Delayed Registration of Births, Legitimation, Correction of Entry at Discrepancy sa mga may problema sa birth certificates, na kalimitang idinudulog din ng mga opisyal ng barangay at ng kani-kanilang mga nasasakupan Bilang BABAENG LIDER (as a Woman-Leader) Gandang Pag-asa ng Nagkakaisa Bilang tugon naman sa panawagan ng kahirapan, nakipagugnayan si Atty. Karen Agapay sa TESDA, at inilunsad ang Free Cosmetology Trainings niya sa mga barangay ng ikatlong distrito, o mas kilala bilang Laguna Beauty Caravan. Mula March 3, 2008 nagpatuloy ang serye ng trainings sa paggugupit,

manicure, pedicure, footspa, hairspa, hot oil at hair and makeup hanggang sa kasalukuyan, at may naitala ng 1,428 graduates ito, na kalimitan ay mga ina ng tahanan. Mahirap ang buhay ngayon. Pero mas mahirap ang buhay sa taong mahina ang loob. Laging ipinapaalala ni Atty. Karen Agapay, “Habang may tumutubong buhok at kuko, Buhay ang negosyo”.

THE JOURNEY TOWARDS A CHILD-FRIENDLY PROVINCE “There is an instinct in a woman to love most of her own child and an instinct to make any child who needs her love, her own” – Robert Brault It was in July 23, 2008 that the idea came to mind, when Atty. Katherine “Karen” C. Agapay, then Senior Board Member of the Province of Laguna, authored Provincial Ordinance No. 3, Series of 2008, more particularly known as the Laguna Welfare Code for Children, designed to effectively promote, enhance and institutionalize the survival, development, protection and participation rights of children within the context of an integrated and sustainable development program. Being a teacher and a young practicing lady-lawyer at that time, she sought to achieve more than the usual programs designed for the Lagunense children. The ordinance was then followed by Resolution No. 391 in October 15, 2008, drafted and authored by Atty Agapay, encouraging all cities and municipalities in the Province of Laguna, thru their local civil registrars, to conduct simultaneous free delayed registration of birth services to concerned children residing within their respective jurisdiction, in celebration of Children’s Month. This resolution was later on, repeated annually. Agapay believes that the foremost right of a child is to have a name. The need for lawyers who will assist in preparing the documents in the registration of these children was solved when Agapay sought the help of fellow members of the Integrated Bar of the Philippines – Laguna Chapter, and were more than


Outstanding Local Legislator Award 2016 willing to lend a helping hand in this brainchild project of Atty Agapay. Hence, “Pablo Serbisyo, Ka-Agapay Mo” was born, in her own hometown, San Pablo City, with the help of the Local Civil Registrar Benny Danila and Mayor Vic Amante. The free legal assistance project became a huge success, hence, aside from Late Registration of Births, the legal assistance soon expanded to include documents for Legitimation, Affidavit to Use the Surname of the Father (AUSF), Clerical Errors and Discrepancies. Other towns also requested for the project. Thus, around 20,000 documents were made, in a span of two years. Even when Atty Agapay became Vice Governor of Laguna in 2014, she continued her advocacy towards a child-friendly province, with the help of Governor Ramil Hernandez. Aside from supporting related legislations on children, Vice Governor Agapay has been donating around 60,000 textbooks to 270 public elementary and highschools in Laguna thru the help of Children International Philippines, Inc; has been rendering free haircut to around 10,000 school children under the “Libreng Gupit para sa Batang Neat” also a brainchild of Agapay; and has been rendering free legal assistance to almost 50,000 documents to various municipalities and cities in Laguna, with the help of her lawyer-friends. “Lord, please take of me… and I will help you take care of your children”, Agapay often prays. Truly, a remarkable journey of an equally remarkable woman.

A

real man of his words -- (“Awan parikut a di tay’ marisut,Awan annongen a di tay’ maitunggpal, Awan arapaap a di tay’ maragpat, nu intay’ Agtitimpuyog, Agsisinnaranay ken Agkakammayet!“) Eugenio Angelo Marcos Barba, Vice-Governor of the Province of Ilocos Norte continues to render true public service with utmost dedication for three (3) decades. His famous lines reflect a perspicuous overview of everything he does – “No problems that we cannot solve, No tasks that we cannot accomplish, No dreams that we cannot fulfil, if we unite, commit and dedicate ourselves and work together as one”, which benchmarks every success of his administration leading him to work even better. Angelo Marcos Barba (AMB) upholds to continue serving the people and his country. His initials AMB also bespeaks his values “AKO’Y MAKA-BAYAN”

Vice-Governor Barba was born on December 13, 1958, in Manila, Philippines. His vision started in the years 1975 to 1980 when he was elected as the Kabataang Barangay Chairman and later Zone Kabataan Barangay Chairman representing 6 Barangays in Paco, Manila. Eager to demonstrate true sense of leadership, he dedicated himself religiously in studying and improving of his political career. Courageous Vice-Governor Angelo set his mission to serve his fellowmen, and so in the years 1992 to 2001, the people of San Nicolas, Ilocos Norte elected him as the youngest Municipal Mayor at the age of 31. He has sustained the momentous development of the municipality through good and honest administration. The notable changes of San Nicoleneos’ lives and various awards of which the municipality received are the living testimonies of his valuable service.

His humble service paved way for him to run and once again be elected in the 5th Sangguniang Panlalawigan as the Senior Board Member of Ilocos Norte on his first term in 2001-2004. In 2007, he was elected for his 3rd and last term as member of the Sangguniang Panlalawigan and again was the Senior Board Member. On the scheduled May 10, 2010 national and local elections, Angelo Marcos Barba ran and won overwhelmingly as the ViceGovernor of the Province of Ilocos Norte. During his tenure on his first term, legislative accomplishments have been significantly evident through legislative actions that contributed to the expansion of programs and projects in sustaining the progressive state of the province of Ilocos Norte. Landmark legislations have been carefully crafted, introduced and acted upon. It is for these reasons that Vice-Governor Angelo Marcos Barba was unopposed on his second term as the Vice-Governor up to his third term this coming May 9, 2016. With the stewardship of Governor Imee R. Marcos, together, they ably demonstrated their political expertise in meeting the people’s needs and celebrating with people’s achievements.

FAMILY HISTORY AND POLITICAL LINEAGE Angelo Marcos Barba is fondly called “Lo“ by his late father, “Angie“ and “Anj” by family and close relatives, “Angel” to those in-the-know. He is the 4th child (the 3rd boy in a brood of 1 girl and 7 boys) of General Marcelino “Celing” Bonoan Barba of San Nicolas, Ilocos Norte and Fortuna “Baby” Edralin Marcos of Sarrat, Ilocos Norte and was delivered by his late Uncle Dr. Pacifico E. Marcos, at the Philippine General Hospital at 6:04 a.m. Sibling to Ma. Theresa “Boots”, Andres Avelino “Boboy” (+), Juan Teofoldo “Chito”, Adolfo Fidelino “Fifay”, Antonio Segundo “Dino”, Fernando Vittorio “Vic” and Januario Marcelo “Jayjay” (+). The only girl is the eldest, “Boots”, the mother of T.V host/ celebrity Paolo Bediones. “Vic” Vittorio is one of the Country’s Top Designers and 3 star international equestrian judge and gold medalist. “Fifay” Fidelino is also one of the Country’s Best Equestrian Riders who won the Bronze Medal in the Asian Games held in India. His other siblings are also inclined and excelled in music, sports and arts.

ice Mayor Vicky Vega-Cabigting has always broken barriers in the field of politics. In 2007, she became the first woman Vice Mayor of Angeles City, a position she still holds today on her third term. Despite her humble beginnings, she has made a name in Angeles politics through sheer hard work and dedication with prayers as her best secret weapon. Against all odds, she became No.1 City Councilor in 2001 and then again as No. 1 Councilor in 2004. Asked if she has always wanted to be in politics, Vice Mayor Vega-Cabigting would always mention one defining moment in her youth when she fervently prayed for the path she would take in her life. She chanced upon the Book of Joshua in the Bible and from there she knew in her heart that she would take on a servant-leader position.

The vision of serving her ‘Kabalens’ was her guiding light in every major career decisions she made. A few months after graduating from the University of the Philippines in Diliman with a Bachelor’s degree in Communication (Major in Broadcast Communication), she joined the staff of Speaker Pro Tempore Antonio V. Cuenco at the House of Representatives. It was during this time that she was admitted to the UP College of Law. She had to juggle work, studies and supporting her family in Angeles City. As the eldest child, she embraced the responsibility of sending her seven siblings to school. She then made ultimate sacrifice of giving up her law studies to be able to help her parents and siblings.

Her interest in legislation led her to a stint at the Presidential Legislative Liaison Office (PLLO) during the time of President Fidel V. Ramos. She was first assigned to the PLLO-Senate then later to the PLLO-House of Representatives and in between would be reporting at the PLLO in Malacaùang. She also served as Political Officer and speechwriter of then Senator Gloria Macapagal-Arroyo and Legislative Officer of Congressman Carmelo F. Lazatin of the 1st District of Pampanga. In 1998, Cong. Lazatin became Angeles City Mayor and appointed Vice Mayor Vega-Cabigting as the first Gender and Development (GAD) Officer the following year. As GAD Officer, Vice Mayor Vega-Cabigting, became the focal person for all women-related programs of the city. Under her leadership, the Women H.E.A.L. (Health, Empowerment, Affirmation and Life) was established to help women with their health concerns. The program aimed at providing information on women’s health particularly cancer awareness. It also provided financial assistance to cancer patients. As GAD Officer, Vice Mayor Vega-Cabigting was also in charge of distributing the more than 5,000 Philhealth cards in Angeles City being the first LGU in Central Luzon to do so.

This paved the way for her running as City Councilor and clinching the No. 1 spot in the Sangguniang Panglunsod. During her two terms as top City Councilor, Vice Mayor VegaCabigting filed ordinances on Gender and Development and women empowerment such as the Anti-Trafficking Ordinance to support the national law on Anti Trafficking of Persons. As part of her constituency affairs programs, she initiated the Sulong Kaalaman program as part of her commitment to support the education sector. This consists of her Read-along program to encourage young students to read. Under the program, Vice Mayor Vega-Cabigting also provides school supplies to more than one thousand indigent students every school year. Her major accomplishments include the following: Institutionalization of the Barangay VAWC (Violence Against Women and Children) Desk - creation of a VAWC Desk in every barangay to assist and empower women and children who are victims of violence.

Sulong Kalusugan Caravan and Mobile Clinic providing seminars on women’s health and medical assistance to far-flung puroks and sitios of Angeles.

Buntis Assembly - in response to the call for support for the Millennium Development Goals or MDGs, the program was created to provide seminars on maternal health.

Support for Brigada Eskwela - the Schools Maintenance Week or Brigada Eskwela encourages LGUs, NGOs and members of the community to support public schools and Vice Mayor Vega-Cabigting has been continually extending her assistance to the program by donating paint and other cleaning materials to all public schools in Angeles City. She has also participated in the clean-up drive of several schools in the locality.

Sulong Kaalaman, Read-a-Long and Mobile Library addressing one of the major priorities of Vice Mayor VegaCabigting, the program provides school supplies to more than one thousand indigent students every year. It also encourages young students to read and inspire creativity among them.

Kabuhayan Patrol - as a commitment in empowering the constituents of Angeles, Vice Mayor Vega-Cabigting initiated this project to provide orientation seminars on livelihood and funding to selected individuals and groups in the city.

Zumbarangay and Zumbaskwela - riding through the popularity of the latest exercise craze, the “Zumba�, Vice Mayor Vega-Cabigting initiated these programs to instill health consciousness among the parents, teachers and students in public schools and barangay women.

Outstanding Local Legislator Award 2016 USAP - Ulat sa Paglilingkod is Vice Mayor VegaCabigting’s take on transparency, an opportunity to report to the people of Angeles City on her accomplishments and activities. It is also a venue to consult with her constituents, an opportunity that encourages participatory governance. Scholarship Funds and assistance (allocated slots for PNP & Transport sector) - Vice Mayor Vega-Cabigting believes that one way to fight poverty is through education thus she has allotted funds for scholarships and assistance to selected poor but deserving students of the city. Linis Brigada - apart from supporting the 1 Million Trees Program of Mayor Edgardo Pamintuan, Vice Mayor Vega-Cabigting initiated this program to address environment concerns of the city. Major clean-up activities were undertaken in the Pampang Public Market and the San Nicolas Public Market. Gabay sa Paghimlay - aims to assist bereaved families as they cope up with the loss of their loved ones. The Office of Vice Mayor Vega-Cabigting provides free casket for indigent individuals with families who cannot afford a decent burial for their departed ones. They only pay a very minimal amount for the funeral service.

Upon her assumption as Vice Mayor, she initiated several improvementsin the management of the Sangguniang Panglunsod office. She worked for human resources development of the staff so that they could provide better support service to the Sanggunian members. Vice Mayor Vega-Cabigting has actively participated in the LegislativeExecutive Development Council to enhance the relationship and cooperation between the Executive Office and the City Council. She has also spearheaded the installation of the Legislative Tracking and Management System which aims to efficiently monitor the output of the City Council. Through the leadership of Vice Mayor Vega-Cabigting, the Sangguniang Panglunsod of Angeles City won the Local Legislative Award for Highly Urbanized Cities in Region III and one among the finalist in the national competition. orn from deeply religious parents, Vice-Mayor Ramon “Monching” M. Changcoco is a child raised to bend a knee, a forest protector, a shepherd in education, and a master of NGOs and public administration as guided by the greatest commandment- “Loving thy God and neighbors.” Before he was tagged as “catalyst of change”, for those who have known him too well, Monching to friends or Chito to kins was a knight of the altar, a store helper of his mom, a public utility jeep fare collector by his father, and a student/ street parliamentarian after the assassination of Ninoy. After earning a four-year degree in Forestry at the Pampanga Agricultural College (PAC) as self supporting and table-tennis varsity scholar, worked as high school biology teacher while pursuing his Master’s degree in Public Administration at U.P Diliman extension program as Iskolar ng Bayan recipient; as Parks Administrator for Pampanga provincial government managing Mt. Arayat National Park operations; Forester/ PIO at the DENR; Comptroller at the Presidential Commission

on Good Government; Executive Assistant in the Office of the President, Malacañan, Manila, at the same time assigned as deputy in the regional office-3 of the then Pres. FVR’s Ruling Party. While effectively doing his job as local Legislator, he is also a free-lance real estate agent and a financial advisor at Sunlife of Canada, Phils., and recently finished a continuing education on Local Legislation conducted by the Academy of Presiding Officers in collaboration with U.P Manila. With Vice Mayor Changcoco’s earned spiritual strength, exemplary academics, multi tasking jobs in public service, his deep involvement in various socio-civic activities, and teaching vocation have molded his character destined for a servant leader in his hometown, to serve his own people – the Arayateños. From 1998 to present, he did more than his share in shaping the home of “Sinukuans” from 4th class backwater to 1st class transforming Bayung Arayat.

Changcoco singlehandedly fought for, thru a resolution, the permanent closure of the “Little Smokey Mountain” at Riverside, Poblacion area. A firm believer of the tenet “Those who have less in life, should have more in laws” he relentlessly advocated for a better service for People with Disabilities thru his pet bill, the passage in 2006 of an Ordinance Creating the Municipal Office of the PWDs Affairs (OPDA), the first in the province and second in Central Luzon. A tireless workforce in the session hall, Changcoco produced quality and relevant local bills that guided the direction of the local governance. Outstanding Local Legislator Award 2016 SOCIO – CIVIC / HUMANITARIAN ACTIVITIES VM Changcoco never fails to respond beyond his duties whose services transcend political and territorial boundaries. He has accomplished so much, hardly using government funds, but by tapping available resources at hand, and through forging partnership and linkages with other gov’t. agencies, NGOs and friends. These include, but not limited to the following; #”REVIVE MOUNT ARAYAT MOVEMENT” Mt. Arayat’s biodiversity and forest cover can be said to be gradually improving as evidenced by the disappearing denuded patches on its slopes and sighting of birds and some wildlife therein. Soil erosion has been minimized while the volume of spring water had increased. Its mountain resort area has been reopened and fast transforming into a major tourists destination. It is now the favorite shooting site of local movies and teleserye. In the near future, the fabled mountain will become the fruit basket of central Luzon. Thanks to the concerted efforts of the DENR, Arayat LGU, concerned citizens and the Protected Area Management Board (PAMB). Being a true blooded environmentalist, an active member and more often the presider of PAMB meetings, VM Changcoco, has lobbied for several no-nonsense socio-ecological-tourism programs like massive planting of 80% fruit-trees and 20% forest trees, deputization of army personnel and barangay

tanods as forest rangers, organization & integration of the kaingineros in the reforestation efforts, establishment of a seedling nursery, provision of eco-tourism facilities and amenities, formulation of park’s policies and drafting of the Master Development Plan. #”SAUP PAMAGARAL” Cognizant of the value of education in the development of one’s self and the nation, VM Changcoco since his teaching days, went out of his way in finding benefactors for poor but deserving students. He tapped the BZG Scholarship Foundation, Domingo Foundation, Laus Group, Iskolar Ng Dong, DRR Scholarship, CHED, TESDA, Capitol’s SEED Project and even K of C Washington D.C, and other philanthropists in securing assistance for about 10,000 students where a quarter of them have already finished either high school, college or techvoc and are now gainfully employed. While some other 244 college scholars are being sponsored by the Arayat LGU’s Maria Sinukuan Scholarship Program. Being a social services consultant of then Cong. Dong Gonzales, he was also instrumental in the reopening of Don Honorio Ventura Technological State University, Mexico, Pampanga campus. And recently the establishment of the Special Education Class for Arayat’s special children supported by the OPDA, Anderson Elem. School and Kasaup Foundation.

#”OPLAN SMILE” A good number of children from Arayat and other towns with cleft lip/palate, meningoceole and hydrocephalus have been operated and changed for the better, enhancing their physical appearance and self worth. In collaboration with Smile Train International and Philippine Band of Mercy, this mission is meant to last as it could serve its purpose. #”MASALA YA ING BUKAS” Or “Maliwanag ang Bukas” is a continuing medical mission personally launched by VM Changcoco via his own 8-11 Foundation with the help of his well meaning ophthalmologist-friends. It caters to indigent cabalens afflicted with cataract, pteridium, glaucoma and other eye diseases. Over a thousand patients, mostly senior citizens have been operated and are now back in their old productive ways. #”MORAL RECOVERY PROGRAM” In partnership with the “Wall Builders for Christ” and “Arayat Movers for Jesus”, Changcoco launched in 2013, a Bible study cum prayer meeting among the staff of the Office of the Vice-Mayor and the Sangguniang Bayan. Being held every Wednesday late afternoon, the Program has now expanded to include other departments, barangay officials, police forces and detainees.

Monching Changcoco was elected as VicePres. of the Pamp Councilors League in 2001 and its Interim President in 2004 in recognition of his leadership and excellent performance inside and out of the local august body. He was a recipient of “Exemplary Public Service Award”, “Outstanding Local Legislator of Pampanga” given by the Pamp. Councilors Leaugue in 2013, and recently “Outstanding Alumnus 2015 of PAC/Pampanga State Agricultural University”. Moreover, a well-rounded servant leader as he is, VM Changcoco is also adviser to: Bacud Charities Phils, Sariling Sikap Multi Purpose Cooperative, Kasaup Foundation, Maria Sinukuan Upland Farmers Association and San Nicolas Farmers Coop., while being a member of the Couples for Christ, Rotary Club of Eastern Pampanga and Vice Mayor League of the Phils. He founded the Triple Peak Mountaineers Club, 8-11 Foundation, and the Arayat Table-Tennis Club.

THE SAGA CONTINUES It can now be told with all the above mentioned accomplishments; Vice-Mayor Changcoco is Arayat’s “Great Social Equalizer” with a unique life journey. The religiosity of his parents and the marriage to his wife molded him to peacefully and successfully travel in his journey of crossroads and intersections of challenges and beneficial goals to achieve and implement for the betterment of his hometown and the country as a whole. Humility, patience, kindness, perseverance and love for others remain in his heart – love put in immediate action, public service quickly put in the right place, servicing life that is being offered without delay for the sake of his people – the Arayateños. The acknowledgement of my performance and the impact of my leadership as Father of the City / Vice Mayor are measured by the comfortable life that my constituents are enjoying... where economic activities are vibrant and palpable... where peace and order has reached its desired peak... where free health and education are appreciated, and where harmonious co-existence is now the way of life of all Laoagueños.

Vice Mayor Michael V. Fariñas emerged from a childhood that was heavily influenced by his grandparents, the late Don Federico L. Fariñas, Sr. and Madam Remedios Castro Fariñas, whose names are synonymous to hard work, honest and dignified living. And neither his grandparents and his parents, the late Mr. Federico Castro Fariñas, Jr. and Mrs. Teresita Versoza Fariñas dreamt that he will grow up to be a man whose vision and big dreams will transform Laoag City. His early formative years were shaped by the mentors of Divine Word College of Laoag Elementary Department and of the Mariano Marcos State University-Laboratory High School. He obtained his BS in Social Science degree from Ateneo de Manila University and pursued Bachelor of Laws, his post graduate course at the Manuel L. Quezon University. He took up Public Financial Management at Harvard University-John F. Kennedy School of Government on July 6-25, 2008 and another course, Innovations in Governance on October 26-31, 2008.

He was destined to serve. It was second nature for him to extend a helping hand. His humility makes him the “favorite person to approach”, a common impression. But a bigger calling made him join the bandwagon of public servants. , first as Barangay Captain of Barangay #16 . He was elected by the 79 Barangay Captains as President of the Association of Barangay Councils. As such, he sat as an Ex-Officio Member of the Sangguniang Panlungsod from 1994 to 2004. Then on June 30, 2004, he took his oath as the duly elected City Mayor of Laoag City and he served the city for nine consecutive years. Undeniably, he held so many “First and Only” in his tenure as City Mayor. In 2005, he was the “ only City Mayor” in the Philippines who was invited as speaker at the Wuxi World Cities Service Industries Convention held in Wuxi, China. In the same year, he was the “first City Mayor” who was awarded as National Winner, Apolinario Mabini Award by the Philippine Foundation for the Rehabilitation of the Disabled, Inc. He is the “only city mayor” of Laoag who was given the Local Government Leadership Award in 2006 as Outstanding City Mayor. In 2007, under his leadership, the city was recognized as one of the country’s Top 20 Cities in Competitiveness by the Asian Institute of Management, a first for Laoag City. In 2010, he was conferred with the 2010 Asian Star Achiever Award for Public Service during the 12th Annual Asian Star Awards in Kuala Lumpur, Malaysia. The pinnacle of his achievements is the 2011 and 2012 Seal of Good Housekeeping given to the city

by the Department of the Interior and Local Government with a P15 Million incentive. He is an outstanding personality himself. In 2009, he was bestowed with the Civil Service Commission Pag-asa Award for Public Officials. All awards and recognition were all achieved for the very first time, by the city. Hon. Michael V. Fariñas made things happen in Laoag and his dedication has moved forward this beautiful city to where it is now. Even in his current post as City Vice Mayor, his brand as the “Transformational Mayor of the present generation” will remain in the consciousness of the Laoagueños. Together with his very supportive wife, Chevylle, now the City Mayor of Laoag and his children as inspiration, Vice Mayor Michael V. Fariñas made visions fulfilled to create valuable future for each and every Laoagueño. Ramirez, in real life, is a well known movie/TV/stage actor. He was born on May 12, 1962 in Tabang, Guiguinto, Bulacan. He finished his Bachelor of Science in Electronics and Communication Engineering degree at the University of the East in 1992. His stint as a public servant began in 1980 when he was elected Kabataan Barangay chairman of his own barangay. And this is where his desire to become public servant first bloomed. Although very much involved in his career as an entertainment personality, Vice-Governor Daniel never let go of the chance to serve his fellowmen when he has the time and opportunity to do so as he always feels he can do more for his provincemates as a public official. When the opportune time came, he ran as vice-mayor of his hometown but lost in the election. This setback did not dampen his spirit a bit, so when the next opportunity came in 2001, he ran again, this time as board member of the 2nd district of Bulacan and easily won, even garnering the most number of votes. This gave him the privilege of becoming Senior Board Member of the Sangguniang Panlalawigan. In the 2004 election, he won again in the same position and again was chosen senior board member. In the 2007 election, he ran as vice-governor but lost to Vice-Governor

Wilhelmino Alvarado. In the 2010 election, he again ran and this time won as Governor Alvarado’s running mate. Now in his second term of office, Vice-Governor Daniel has already received various recognitions, citations and awards for his exemplary performance and accomplishments in the last three years, foremost among these is the “Most Outstanding Public Servant of 2012” given by the Gawad Amerika Foundation, Inc., an organization of Filipino-Americans living in the United States of America. This is a concrete confirmation of his outstanding performance and a living testimony of his deep commitment and dedication to serve his constituents without reservation. A self-confessed bachelor, Daniel said he has not yet found his Ms. Right. “Wala pa po akong asawa.Naghahanap pa rin ng mapapangasawa. Wala pang mapapangasawa. Wala pa po. Hindi pa dumarating yung hinahanap ko, pangarap pa lang (laughs),” he said. “Sa public service na lang tayo, dyan tayo maligaya, yung makatulong sa kapwa. I’ve been doing public service for a long time already. Kahit wala akong budget for that, nagagawan ko ng paraan. Kahit papaano nakakatulong ako, nakakapagmedical mission ako, nakakapag-paaral ako.” Unlike other politicians who won as public servants on strength of their popularity as showbiz personalities, it was the other way around for Daniel. He became an actor after he was SK Chairman several times in his hometown of Guiguinto, Bulacan. After being SK Chairman, Daniel ran for vice mayor in his town but he lost to his own aunt. Daniel Fernando was a theater actor back in high school. He was trained as stage performer by appearing in numerous plays with Tanghalang Pilipino and other theater companies. Then he started doing movies. “I did drama, I did action. And even bold flicks. But I especially cherish the memory of working together with the late Action King Fernando Poe, Jr. I remember him predicting the eventual demise of Pilipino movies, the action genre most especially,” he recalled in a recent exclusive interview at Dulcinea restaurant on Tomas Morato.

t a young age of 35, Atty. Jason John A. Joyce is taking huge steps to bring forth change in his community as one of the Board Members of the Provincial Government of Davao del Sur. Despite being the youngest elected lawmaker in the province for the current Sangguiang Panlalawigan, he was able to craft relevant ordinances and support impactful programs from 2013 up until 2016. A budding young leader of Davao del Sur Joyce hails from the humble southern municipality of Jose Abad Santos (JAS), Davao del Sur. He is the son of James Y. Joyce, JAS Municipal Mayor, and Maria Catherine Arciaga Joyce. He may come from a family of public servants but entering public service goes beyond following the footsteps of his father and grandfather. “As they say, it runs in the family. But my early exposure to public service from the time of my grandfather who was the first mayor of our town, awakened my genuine interest in making positive changes in the lives of many and to make a dent in the society," Joyce said.

His career as a public servant started at a very young age as a Sangguniang Kabataan councilor in his barangay and as a student government officer in Ateneo high school. He continued his stint as a student leader all the way at the College of Law of Ateneo de Davao University. By 2010 to 2012, he worked as municipal administrator of JAS. In 2013, he became the first JASenyo to be elected as a Board Member (BM) to the province of Davao del Sur where he represented three of the southernmost towns in Davao Region, his hometown JAS and the municipalities of Don Marcelino and Sarangani. But as history would have it, he will be the last BM of Davao del Sur to hail from JAS as his hometown subsequently became part of the newly created Province of Davao Occidental. He was very delighted for his win because more than his, it was a victory of his constituents from the farthest towns to finally have a representative in the Provincial Government who will advance and champion their interest and welfare. Remembering his roots If there is one thing that this far-flung town BM will never forget, it would be his ancestral roots. Joyce takes pride of having an ancestry that came from some of the many indigenous groups in Mindanao, the B’laan, Kaolo, and Manobo. “It is important to get in touch with your roots because this is the core of your being and this becomes the springboard of your thoughts and actions. Your core will guide you. Being in touch with and being a part of the Indigenous People (IP) community increased my awareness of the IP’s needs such as access to education and health care,” he said. Joyce noted that one of the best things he learned from the IP community is hard work.

“Coming from a marginalized group where resources and opportunities are scarce, I learned that we have to work very hard to get what we need or want. This experience and my Ignatian education taught me to always strive for excellence,” he said. The leaders in the IP communities also serve as a role model to Joyce. He recalls that leadership in the tribes is a sacred matter and tribal leaders are highly respected by their people. With this , he is reminded that as one of the leaders of the community, he has a big responsibility as a role model and in addressing the needs of not only the IPs but of the entire constituency. “Most of the IPs in our community need assistance in their basic needs such as food, education, and health care,” he said. Joyce’s love and respect for the IP community is evident when he pioneered the Kap’yaan Festival, JAS’s annual festival. Part of the festival is the celebration and showcase of the culture of the different tribes in JAS.

As BM of Davao del Sur, he sponsored an ordinance declaring June 26 of each year as Dugso Sandawa Festival (Araw ng Katutubo) in Davao del Sur. The annual festival celebrates the contribution and culture of the IP communities in the province. Also, in partnership with the Local Government Unit of JAS, he pushed for financial assistance for indigent students. His love and respect for the IP community does not only fall within the boundaries of work but in his personal life as well. Joyce makes regular visits to IP communities to simply get to know them more and deeply be immersed with the culture. He also assists and facilitates his philanthropic friends who want to help the IP communities.

Championing Causes As a young board member, a lot of ideas are running in the mind of Joyce but he is presently championing education, health, culture, livelihood and disaster preparedness. In 2014, as the Chairperson of the Committee on Health, he authored Ordinance No. 14-31, also known as the AntiSmoking Ordinance of Davao del Sur, which prohibits the use, sale, distribution and advertisement of cigarettes and other tobacco products or electronic device system, shisha and the like in public places. The Ordinance has already been passed and is being implemented throughout the province. He also strongly advocated legislations which gave way to the increase in the number of health personnel and the upgrading and construction of new healthcare facilities especially in isolated areas to cater to IPs.

He also supported, through legislation, the Bangkabuhayan program of the Governor for the fisherfolks in JAS and all coastal towns of the province, wherein the latter are provided new boats to improve their livelihood. Evacuation Centers were also constructed in the municipalities as part of their disaster preparedness and climate change adaptation initiatives. As for education, he partnered with his hometown’s Local Government unit in providing financial support to all public schools in JAS. He also pushed for legislations in the province providing scholarship grants to deserving students. Looking Forward In a span of three years, Joyce has made a number of contributions to his community as a board member. His term ends this year but that does not stop him from serving the public and IP community. He will be running for vice mayor of JAS. He intends to focus the municipality’s legislations on the protection of the environment, accessibility of education and health care, resiliency of the community to climate change, human resource development and capability building of the JASenyos, and the preservation of IP culture.

Outstanding Local Legislator Award 2016 Joyce is only 35 and he has left legacies at a young age. Being the young and enthusiastic public servant that he is, the future looks bright for him as well as for Davao Occidental and the humble yet very promising municipality of JAS. He finds happiness in helping others and making things better for the people around him and the community. ouncilor Lena Marie “Mayen” Penson Juico, one of the fresh faces in the First Legislative District of Quezon city, is the youngest daughter of former DAR Secretary of the Philippine, current chairman of the Philippine Super Liga Philip Ella Juico and former PCSO Chairperson Margarita “ Margie” Penson Juico. She has an older sister and two brothers, one of whom used to serve as a Councilor of Quezon City District 1 as well, Councilor Joseph Juico. These facts undoubtedly reveal that Mayen's penchant for public service is rooted back to her childhood days. Politics, service to the people and all things related to government work is never a foreign locution to her. Councilor Mayen Juico, studied at St. Theresa's College in Quezon City from grade school to high school and pursued her Bachelor's Degree in Organizational Communication at the De La Salle University. She is currently the Chairman of Quezon City's Committee on Women, Family and Gender Equality. Since day one of being a council member, Mayen and her team has been working very hard to exhibit how good governance is all about. Proof of that is her planner filled with countless schedules of seminars, meetings, courtesy calls, outreach programs, Barangay projects and many more. She recounts several instances in which she had to call-off attendance in family gatherings and disregard having a vacation or having her own pleasures in life just to make sure that her duties as a public servant is excellently done. It is surprising how a very young politician can joggle between being a mother to her constituents and being a mother to Micaela, her adorable daughter at the same time. Being a firm believer of the importance of breastfeeding, she would conscientiously make sure that her little angel gets all the sustenance that she needs as a growing baby , so in between “breaks� she would go home and breastfeed Eia. Sometimes, she would even bring her cute little baby with her and feed her inside the car. She knows that family bonding is very crucial. “Konsi Mayen” as she is often called by the people in the community is certainly a stunner. She would make heads turn as she visits each of the 37 Barangays in District 1 during events, projects , inductions, parties and the likes strutting her signature hot pink polo shirt, jeans and rubber shoes. Simple yet elegant. Never get fooled with the charming incumbent's demure smile and fragile looks, deep within her is the power of a lioness, ready to defend her loved ones, her constituents and fight for the ideologies which she firmly believes in. She is ready to lead her pack in a battle against discrimination, injustice and exploitation. Evidently, for the past years in service and counting, Councilor Lena “Marie” Mayen Juico, kept her promise and is still manifesting her duties as a staunch defender of women, LGBT and children's rights.

To date, the lovely Councilor Juico has already made several resolutions, prepared several legislations plus authored and co-authored a handful of ordinances for Quezon City. Her experiences, awareness in what's happening around her and her willingness to immerse and see for herself how it feels to be poor, exploited and neglected lead her in creating and suggesting timely and constructive ordinances that would benefact the people in the community and alleviate them from the situation that they are currently in. Some of the ordinances that Mayen have put her heart and efforts into include the expansion of the 2003 Quezon City Gender Fair Ordinance No. 1309. She knows wholeheartedly that several people who are members of the

LGBT community face degradation, stigma, exploitation and injustice. Ordinance No. SP-2357, S-2014, authored by Councilor Juico, which was signed and approved by Quezon City Mayor Herbert Bautista on November 2014, further elaborated and broaden the scope of the 2003 Gender Fair Ordinance. As the title itself suggests,..”providing for a comprehensive anti-discrimination policy on the basis of sexual orientation, gender identity and expression ( SOGIE).”, it already asertains the LBGT community that Mayen is and will be their ally when it comes to fighting for their rights. These rights are not only confined at the workplace but also in the streets where most lesbians, gays, bisexuals and transgender experience harrasment and disrespect. Another notable legislative contribution of Councilor Juico roots from her genuine concern to the Solo Parents. Ordinance No. SP-2374, S-2014 which ammends the other existing Solo Parents' Ordinance No. SP-2041, S-2011 or the “... ordinance adopting/ or localizing the implementation of Republic Act No. 8972, known as the Solo Parents' Welfare

Act of 2000 in Quezon City, also augment the rightfully due benefits received by proven Solo Parents and their children in the city. The ordinance co-authored by Mayen aims to provide single parents with more leisure and quality time with their kids thru parental leaves and flexible working hours. It also tackles all forms of discrimination especially in the workplace plus more extensive medical, housing and educational assistance. Councilor Lena Marie Juico is also Quezon City's Antitrafficking Committee Chairperson. Her gung ho desire to end human trafficking manifests in her actions and are often considered each time she would plan projects and programs aligned with the dissemination of facts and awareness regarding this menacing issue that is rampant not only in the Philippines but around the world. She firmly believes that the fight against trafficking should not stop at the promulgation of facts about issue. Instead, it should also include govenrment intervention and of course rehabilitation of the people who were victims of such abuse.

Along’s authored ordinance providing free college education to the qualified students in the University of Caloocan City (UCC) was passed and has been benefitting more than 18,000 students. The operation of the free-matriculated UCC commenced in Academic Year 2015-2016 at the newly-inaugurated modern school buildings in North and South Caloocan. Apart from the free of charge education, students also enjoy an academic environment conducive for learning: well-ventilated and big classrooms, fully-equipped facilities like speech, science, psychology, culinary, and criminalistic laboratories. There is also a Mock Hotel for Tourism students, a centralized Social Hall for events and gatherings, an open-air ampitheater for sports fests and concerts and elevators.

To align UCC with the global academic standard, and open opportunity for skilled workers, the University has been offering two-year courses which are Associate and Office Administration, Associate in Entertainment and MultiMedia Computing, Associate in Accounting Technology, Associate in Entrepreneural Management, Associate in Hotel and Restaurant Services and Associate in Security Services. Programs are being taught by high-calibered practitioners and professors graduated from different prestigious universities. Coun. Along’s big dream for UCC never stopped as he authored another ordinance enacting the establishment of the College of Law and Juris Doctor in the University. He also pushed an ordinance providing free Master’s Degreein UCC to the qualified residents of the City, and the successful passage of his resolution financially assisted the students of Caloocan City National Science and Technology High School and Caloocan Science High School. The Councilor believes to the power of an educated youth in future roofing Caloocan hence his authored ordinances.

Coun. Along is a multi-tasking leader. Despite his active legislative performance in the City Council, he has been mindful of his responsibilies as father of 188 barangays of Caloocan. He has been frequently visiting different barangays to learn the residents’ needs and give proper solution. Seminars are also held to educate not just the barangay officials but the community as a whole. The Councilor has provided the barangays with tricycle and pick-up vehicles for the residents’ safety patrol and installed hundreds CCTV to monitor the security of the community 24/7. “Health is wealth.” as the saying goes thus Coun. Along has been always concerned to the health of his constituents. Every Friday at People’s Day, the Councilor’s team conducts medical missions and distribution of free medicines. Barangay officials also benefit from the free anual general check up and anti-flu vaccines. Sports fest for barangay tanods are also held. He is part of the most enduring political family in the country lasting 115 years, He firmly believes that they have done this with utmost dedication to the constituency and leadership bared by past and present generations that have lead to a very diplomatic, progressive and economical province. ice Mayor Jonathan Blas Pascua Ramit is an exceptional elected official who capitalized his popularity from scratch and rose from the rank. He started from the bottom of the political arena as SK Chairman in December 1992 and was elected as President of the Pambayang Pedersyon ng mga Sangguniang Kabataan wherein he became as ex officio Sanggunian Member in Barangay #32 Corocor, as well as, in Bacarra, Ilocos Norte at the same time. As a poor boy from the barrio, he managed his campaign to become the youth President from one barangay to another barangay by riding a borrowed old and antique bicycle which catched the attention and admiration of his fellow juveniles. He was an idol of the masses because of his charisma as a simple and humble guy coupled with idealism, enthusiasm and dynamism to serve not only his fellow kabataan but by all walks of life in his town. During his stint of incumbency as a young legislator, he displayed his potential to craft some pieces of legislations as he acquired his skills and knowledge from the DILG-sponsored seminars and trainings in partnership with the Asian Institute of management and the National Movement of Young Legislators. With his three years and a half of serving his term until May 1996, he was able to share ideas in the enactment of the Scholarship Ordinance for the poor but deserving students of the Municipality and the Anti Pornographic Ordinance. His leadership in the Youth and Sports Development played a vital role in making Bacarra on top of the province as far as sports/palaro and Miss SK are concerned during that period.

Twelve (12) years after his term, he again tried his luck to run in the 2007 Local Election. Luckily, he landed as a fourth placer councilor and eventually promoted to number 2 by law of succession. The game of politics is a roller coaster ride for many and that is not an exemption to Vice Mayor “Jo” – as the shortest name to call him. Though, he doesn’t belong to a political clan, his dedication to public service runs in his flesh and blood. He was re elected as Councilor during the 2010 Local Election. It wasn’t only luck that brought him to become a topnotcher councilor but because of his honesty and loyalty to his constituents, most specially those are in need. It was indeed a landslide victory for this young and energetic politician. He sponsored ordinances during his term that focused on child and youth rights, protec-tion, gender and development and environmental concerns to name a few. Municipal Ordinance Number 2009-003 entitled – “An Ordinance providing for a Child Welfare and Protection Code of the Municipality of Bacarra, Ilocos Norte.” focuses goals and strategies to realize the vision of the Filipino Child or briefly called as “CHILD 21” binds the national and local governments to synchronize development plans and operations with the child as the focal beneficiary, hence the need of mainstreaming the child rights in local development planning. This Code protects every child even before birth, to delivery and registration up to child education level.

Municipal Ordinance Number 2009-013 entitled – “An ordinance encouraging all day care, elementary and secondary schools to educate pupils and students the proper hand washing, cough and sneezing etiquette as a measure to prevent the spread of various diseases and requesting the municipal government to provide technical assistance and support to such noble program.” and Municipal Ordinance Number 2009015 entitled – "An ordinance providing for an Oplan Dalus Program covering elementary and secondary schools in the municipality.” which he principally authored gave importance to cleanliness of the children in school and a great prevention against infectious diseases. It shall be the policy of the Local Government Unit of Bacarra, Ilocos Norte to ensure both women/girls and men/ boys benefit equally and participate directly in the development programs and projects of its various offices and ensure full participation and involvement of both men and women in the development process, pursuant to RA 7192 . It shall also uphold the rights of women/girls and the belief in their worth and dignity as human beings in accordance with the fundamental freedom guaranteed under the Constitutions and Provisions of the Universal Declaration of Human Rights, Convention on the elimination of all forms of Discrimination against Women and other international human rights instruments of which the Philippines is a party. Women shall be recognized as full equal partners of men in development and nation building and men shall share equally with all forms of productive and

reproductive activities. Hon. Ramit then authored Municipal Ordinance Number 2009-006 entitled – “An ordinance authorizing for the provision of the Gender and Development Code of the Municipality of Bacarra, Ilocos Norte.” Municipal Ordinance Number 2009-008 entitled – “An Ordinance enacting the Local Investment and Incentive Code of the Municipality of Bacarra, Ilocos Norte.” was authored by the then Councilor Ramit to attract more investors wherein the Municipal Government of Bacarra upon recommendation of the Bacarra Investment/Incentive Board shall grant exemption and incentives under terms and conditions provided in this Code and its implementing rules and issued thereafter. He also authored Municipal Ordinance Number 2009 – 019 entitled – “An ordinance regulating the selling and publishing of obscene or pornographic materials, publications, pictures, literatures and other similar articles this municipality.” Vice Mayor Ramit then became acting Vice Mayor a couple of times between 2010 to 2012. Until he finally took his Oath of Office as the new Vice Mayor in February 8, 2012 by vir-tue of the rule of succession provided by R.A. 7160 otherwise known as the New Local Govern-ment Code of 1991. He possesses a very high political position with really immense power and yet he has chosen to lead such an ordinary life that it is possible only by a dedicated, honest, good hearted

While he could have made a great fortune and could have exer-cised his power like many other politicians and leaders, he has chosen honesty, integrity, respon-sibility and truth as his virtues. In the year 2010, he authored an ordinance that provides protection and enhancement of the morals of each and every Bacarreño. Municipal Ordinance Number 2010-009 entitled – “An Ordinance regulating the establishment and operation of Internet Cafes and Computer Rental and Gaming Shops/ Centers in the municipality of Bacarra, Ilocos Norte and Providing penalties for the violations thereof.” Afterwhich, Municipal Ordinance Number 2011-001 entitled – “An ordinance revising certain provisions of Municipal Ordinance Number 2010 – 009 enacted by the Sangguniang Bayan of this municipality.” was enacted. His desire and commitment to protect the environment, he authored two (2) ordinances that became one of the backbones in the promotion and protection of the health, safety, peace, and convenience and the general welfare of the residents of the municipality. The Solid Waste Management Code or Municipal Ordinance Number 2011-002 aimed to guide, control and regulate the generation at source, storage, collection, transportation and disposal of solid wastes within the locality.

In consonance with the Solid Waste Management Code, the Market Code was enacted, through Vice Mayor Ramit being the Author. Numerous ordinances during the year 2012 were authored by the active Vice Mayor. The first in the list is Municipal Ordinance Number 2012-001 entitled – “An ordinance establishing voluntary Blood Donation Program in the Municipality of Bacarra, Province of Ilocos Norte, and for other purposes.” Together with the administration then, it is their vision to transform the municipality into “A socio-economic and politically developed community anchored on peace and unity”; as well as; the mission of the administration to establish a system of harmonious cycle of administrative governance and legislation that is responsive to basic real needs toward the general welfare of the people. And in order to attain the mission and vision of the local government unit, there is a need to lay the foundation for optimum growth and sustainable development and one of the strong foundations for growth and sustainable development is the maintenance of peace and order and security. Vice Mayor Ramit then authored Municipal Ordinance Number 2012-007 entitled – “An ordinance enacting The Code of Public Safety, Peace and Order of the Municipality of Bacarra, Ilocos Norte.”

Being an environmentalist, it is no doubt that he principally authored the Environment Code of the municipality - Municipal Ordinance Number 2012-014 entitled – “An ordinance enacting the Environment Code of the Municipality of Bacarra, Ilocos Norte.” He was one of the many who believes that environmental management is one of the crucial keys towards the attainment of socio-economic progress in the local government unit and the enactment of this Code is a timely call to all to manifest an earnest and candid concern for our environment. The Sangguniang Bayan, as a legislative body, is tasked to formulate public policy to-wards the attainment of good governance in the municipal government. This was one of the main reasons why Hon. Ramit authored Municipal Ordinance Number 2012-015 entitled – “An ordinance adopting the 5s Method in all public offices within the jurisdiction of the Municipal Government of Bacarra, Ilocos Norte.” The 5’s is the name of the workplace organization method that uses a list of five Japanese words; Seiri, Seiton, Seiso, Seiketsu, and Shitsuke and describe how to organize a workplace for efficiency and effectiveness by identifying and storing the items used, maintaining the area and items, and sustaining the new order.

He also authored Municipal Ordinance Number 2012016 entitled – “An ordinance providing for the posting of enacted Municipal Ordinances and adopted Municipal Resolu-tions in the official website of the Municipal Government of Bacarra, Ilocos Norte.” and Municipal Ordinance Number 2012-026 entitled – “An ordinance creating the Bacarra Con-sumer Welfare and Protection Council and For Other Purposes.” The most appealing part about him is his honesty and his passion to uphold truth and jus-tice. Because of his invaluable contribution and dedication, many positive changes have been made. His honesty, truthfulness, and fight for justice, dedication, patriotism, and benevolent atti-tude to the poor people that led him to be elected as the Vice Mayor during the May 2013 Local Elections. other similar hazards to life and property and Municipal Ordinance Number 2015-012 entitled – “An ordinance establishing a local culture and the arts council in the municipality of Bacarra.” The vision and leadership quality of this politician would inspire the youth to contribute something to make Bacarra a better and safer place. To further enhance his skills and knowledge in Public Service as he abides by the principle of “Public Service Above Self” of the Philippine Councilors League, he availed the continuing education program of the PCL-LA (Philippine Councilors League- Legislative Academy in partnership with the Lyceum Northwestern University and graduated to the degrees of A.B. Political Science, Master in Public Administration and Doctor in Public Administration in 2011, 2012 and May 2015 respectively. As NGO leader, she is the President of the biggest women organization in the Province, the Asosasyon ng Kababaihan ng San Narciso Zambales Inc. With her abled leadership the association has many commendable projects such as giving of mutual Aid to every member, livelihood program, educational assistance, feedings, giving of educational supplies to different schools, yearly medical/dental mission, free circumcision and free eye glasses, coastal cleaning/clean & green, back to school free haircut, outreach program to prisoners, free planting, and many other projects beneficial to the community. She is also the President of Barangay Health Worker, the Health frontliner of every barangay. Assist in the free medical/surgical mission, cataract operation, operation timbang, and other programs of the DOH. She is also the

founder of AKSNZ Multipurpose Cooperative. Elected three times as Vice Mayor, she sponsored and authored ordinances & resolutions for the benefit of every Narcisenean. EXCELLENCE ON LOCAL LEGISLATION On 2014: the Cavite Provincial Legislative Council, under the leadership of Vice Governor Jolo Revilla enacted a total of 61 ordinances and 114 resolutions. Among the significant ordinances passed by the August body are the following: • Provincial Ordinance No. 054 – Prohibiting the conduct of discrimination based on gender, physical disability, sexual orientation, and religious affiliation and penalizing the same. • Provincial Ordinance No. 058 – Providing internet connection to all public high school libraries in the province of Cavite and providing funds thereof. • Provincial Ordinance No. 069 – Requiring all Public Utility Vehicle (PUV) operating within the territorial jurisdiction of the province of Cavite to install functioning interior lights and providing penalties for violation thereof. • Provincial Ordinance No. 082 – Adopting the provincial disaster risk reduction and management plan of Cavite. • Provincial Ordinance No. 096 – Amending Section 3 Of Provincial Ordinance No. 2002-003, An ordinance regulating the operation of video games, computer games and arcades within the jurisdiction of the province of Cavite. • Provincial Ordinance No. 097 – Prohibiting the indiscriminate throwing and dumping of garbage, rubbish or any kind of wastes in open or public places and mandating all residential and commercial establishment to ensure cleanliness of their frontage and surroundings and providing penalties for violations thereof. • Provincial Ordinance No. 100 – Creating the Cavite multisectoral STD, HV and AIDS council in the province of Cavite. • Provincial Ordinance No. 103 – Creating the provincial council for culture, arts and heritage its composition and its functions

in the province of Cavite, and providing funds for its purposes. • Provincial Ordinance No. 107 – mandating all companies operating in the province of Cavite to comply strictly with the age requirement on employment and policy on child labor, as provided under Presidential Decree No.442, otherwise known as the Labor Code Of The Philippines, and other pertinent laws. Ordinances to be proposed for this year: • An ordinance requiring all local government units in the province of Cavite to conduct an inventory for all tangible and intangible cultural property of Cavite province. • An ordinance implementing the green and disasterresilient building program of the province of Cavite. • An ordinance requiring all business establishments in the province of Cavite to post signages for the benefit of senior citizens, persons with disability and pregnant women, and mandatory implementation of their privileges. • An ordinance protecting the lesbian, gay, bisexual and transgender community in the province of Cavite. • An ordinance regulating the use and operation of videoke/karaoke machine, component or sound system, and other devices of similar nature in the province of Cavite, imposing penalties in violation thereof. • Anti-truancy ordinance for elementary pupils and high school students in the province of Cavite. • Ordinance strengthening the Waste Segregation Act. The Sangguniang Panlalawigan of Cavite, headed by Vice Governor Revilla aims to meet all the priority legislative measures set in the province’s Executive-Legislative Agenda for 2013-2016.

COMMITTED TO PUBLIC SERVICE In order to effectively address the needs of the public, the Office of the Vice Governor established the clients’ assistance area inside the Cavite legislative building. An E-Registration System was adopted to make sure that all constituents’ letters and requests are being taken cared of as soon as possible. Revilla also made true his promise to make his JOLO CARES program a regular activity throughout the province. Launched only last year, the multi-social services program has already benefitted a significant number of families from all cities and municipalities of Cavite. Among the projects under JOLO CARES are medical-dental mission, free cataract operation, ECG and blood sugar reading, Operation Tuli, TB Awareness campaign, bloodletting activity feeding program, distribution of school supplies, tree planting activity and clean-up drive. More than 867 children from Bacoor City and nearby areas participated in the JOLO CARES mass feeding and operation tuli last April 7 at the Bacoor Coliseum. The free circumcision service was availed by 732 youngsters, the highest number of patients recorded in a single day Operation Tuli event in Cavite province. EMPOWERING THE YOUTH On December 2014, the Bacoor Youth Summit was conducted by the Office of the Vice Governor in cooperation with the City Government of Bacoor. Dubbed as KAYAKAP (Kaya Kabataang Pinoy) Youth Summit, this youth empowerment activity was participated by students from various colleges, universities, and public and private secondary schools, Outof-School Youth, and leaders from Sangguniang Kabataan Federations, and other youth organizations in the City of

Bacoor. This year, Vice Gov. Revilla will take the KAYAKAP Youth Summit province-wide. He is seriously encouraging the youth to be involved in community development and equipped themselves with sufficient education, skills and moral values. In his speech during the 2015 Tribute to All Filipino Heroes Program held at the historic Corregidor Island, he urged the young generation to possess the gallantry of Filipino wartime soldiers in preparation for their future role as leaders, nation builders and guardians of democracy. STRENGTHENING THE MORAL FIBER Revilla is actively promoting values formation among the Cavite youth not only through the conduct of seminars but also with other productive activities such as sports. He pointed out that aside from the health benefits, sports is also an effective training ground to learn and bear discipline, perseverance and trust which are prerequisites to excel in any undertaking or profession. Through sports, proper values are instilled into their hearts and minds. These will uplift their morale and spirits, and will make them hold their ground as they face the challenges of life. As the great Martin Luther King once said, “if we are to go forward, we must go back and rediscover those precious values - that all reality hinges on moral foundations and that all reality has spiritual control.” The Cavite vice governor explained further that beyond building friendship and camaraderie, another lesson that can be acquired from engaging in sports is the importance of teamwork. He added that teamwork is commensurate to unity and cooperation which are necessary to the attainment of any collective noble undertaking.

GOD-GUIDED PRINCIPLE The vice governor also firmly believes that having a Godcentered life is a vital factor in strengthening the moral fiber of the Philippine society. According to him, making sure the Cavite people, particularly those in the government service are God-fearing members of our society is a step toward the further progress of the province. In line with this, a mass and values formation discussions are conducted monthly in the Sangguniang Panlalawigan ng Cavite. In his speaking engagements, Revilla reminds the audience about the love of God and as parting message, he leaves them with spiritual quotes from the Bible. TRANSPARENCY THROUGH CYBERSPACE Another breakthrough in the Sangguniang Panlalawigan ng Cavite took place under the term of Vice Governor Revilla as approved measures are finally posted in the Provincial website not only for viewing but also for downloading and commentaries. Provincial ordinances and resolutions are uploaded In the official website of the province so that the citizenry will be well-informed. In addition, he also put up the installation of the Legislative Document Tracking System to enable the SP members and employees be easily updated on the status of proposed provincial legislative measures as well as of all ordinances and resolutions submitted by the component cities and municipalities for review of the Sangguniang Panlalawigan. The cyber-posting of the full text of approved provincial legislations which can be downloaded in PDF format is not limited to academic research purposes but primarily for public information. Aside from this, the public can also express their ideas and views regarding new measures that should be implemented or old ordinances that should be amended or repealed. Revilla emphasized that the availability in the internet of the legislative accomplishments of the Sangguniang Panlalawigan will greatly contribute in raising public awareness on provincial legislation. “Aside from providing clear insight on existing ordinances and resolutions, I hope this will also pave the way for the indirect but active participation of our citizens in local legislation,” he said.

The vice governor added that upholding the welfare of the citizenry through legislation is the main goal of the Sangguniang Panlalawigan. “We deliberate and debate on every legislative proposal to determine if it deserves enactment in pursuit of this goal. However, our prudent passage of proposed legislative measures is just a beginning of its efficiency. Any legislation is worthless if it will not be properly implemented and the first step to proper implementation is the dissemination that such legislation exists.” CAMARADERIE AND CAPACITY BUILDING Vice Governor Jolo Revilla is determined to raise the potentials of the Sangguniang Panlalawigan ng Cavite workforce by continuing the Jurisprudence-based Ongoing Legislative Orientation (JOLO) and Training Program. The series of capacity building seminars is aimed to further enhance the capability and proficiency of the legislative personnel of the provincial August body. It also seeks to maintain the good interpersonal relationship of each and everyone of the SP staff. The JOLO Training Program is the first ever in-house training program for all legislative staff of the Sangguniang Panlalawigan of Cavite. According to the vice governor, the bi-monthly seminar will provide the legislative staff a clear introduction or review of jurisprudence-based legislation. “I firmly believe their proper understanding of this theory of law will help our Sangguniang Panlalawigan in formulating more effective and efficient legislative measures. In effect, we are promoting a World-Class, First Class Cavite in the aspect of legislation.” Revilla added that all legislative personnel of the Sangguniang Panlalawigan have a critical role in making sure that the proposed measures of their respective principals are worthy of approval and will truly serve it purpose. “Undergoing this orientation and training program will help them achieve further that goal. After this, I look forward to seeing a more progressive Sangguniang Panlalawigan of Cavite." The Vice Governor has also expanded the coverage of the JOLO Training this year to provide this capacity building seminar to all councilors of the different cities and municipalities in the province.

ice-Mayor Ferdinand Opulencia Sumague is an advocate of putting an end to the more than nine (9) decades of his town’s “Municipal Identity Crisis” as author of Rizal, Laguna’s Municipal Landmark Tayak Hill/Tayak Adventure and Nature Park through Res. No. 02-046-2011 and Res. No. 04021-2015 and founder of people’s organization BatangRizal. And he quoted: “Discovering Our Historical Treasure and Establishing Our Municipal Landmark: "Tayak Adventure and Nature Park.”

Vice Mayor Ferdinand O. Sumague was born May 30, 1970, a third generation public servant, the eldest son of former Municipal Mayor FULGENCIO VISTA SUMAGUE (1998-2001) & MELIA PITARGUE OPULENCIA a retired teacher. He was a grandson of PEDRO POMENTIL SUMAGUE who also served as Municipal Mayor in 1947. He took up a degree of Doctor of Veterinary Medicine at De La Salle Araneta University. Inclined in the field of agriculture, was a dealer of Veterinary products under the company Premium-Agro Vet Products Inc., a contract grower of Monterey Foods, Inc. and operated his own business, a piggery and poultry farm. But due to the calling of his constituents, he then entered politics in 2004 as an Independent Municipal Councilor ranking first, re-elected on 2007-2010 and completed a Development Legislation Enhancement Course conducted by the National College of Public Administration And Governance University of the Philippines Diliman. A second termer Municipal Vice Mayor 2010-2016 and has been elected as Board of Director to the Vice Mayor’s League of the Philippines Laguna Chapter.

Vice Mayor Ferdinand Opulencia Sumague was married to Ma. Lourdes Labrador Sanchez from Baler, Aurora, also a graduate of Veterinary Medicine in the same university and was rewarded with two sons, Paul Alexander an incoming freshman student of Far Eastern University taking up Bachelor of Science in Electrical Engineering and Paul Jasper, an incoming Grade-10 student at St. Mary’s Academy of Nagcarlan. Immediately after his appointment as OIC Tourism Officer in 2010 in his first 16 days as a Vice Mayor, he Initiated through research in a Quest to Discover the World War II History of Rizal. That after 92 years a short piece of history revealed that Tayak Hill was used during World War II as a guerrilla headquarter, it was also used as a dropping point of arms, ammunition and supplies for the guerrillas in Laguna. Environmental Responsibility Headed by Vice Mayor Ferdinand O. Sumague and BatangRizal song "PUNONGKAHOY” by BRO Abraham Formales was adopted by DENR Region 4-A as its themesong for the National Greening Program and was launched through the activity “Tayak Hill the World” endorsed by Sec. Elisea Gozun Presidential Assistant II on Climate Change, Office of the President Malacanan Palace with its objective in mitigating Climate Change. Initiated with the Department of Education Rizal-Nagcarlan District a Choir Competition (Sayawit) with the song “PUNONGKAHOY” as the contest piece to spread the message through DepEd likewise endorsed by Sec. Gozun. Vice Mayor Ferdinand O. Sumague with BatangRizal members presented the song Punongkahoy to Gov. Ramil L. Hernandez in celebration of the 114th Anniversary of the Philippine Civil Service likewise recognized by DENR Sec. Ramon Paje and in the “Foresters Night” National Convention Vice Mayor Ferdinand O. Sumague initiated the representation of the LGU and BatangRizal as member of the Regional Cave Committee DENR. With the discovery of Antik Bote sinkhole where the vintage artifacts were found and the Layang-Layang Twin Cave that nests indigenous birds. Spearheaded in the National Mountain Clean-Up day 2014 at Tayak Hill and part of Mt. San Cristobal. Vice-Mayor Ferdinand O. Sumague completed the Mentoring and Roll-out Activity on Enhancing and strengthening of Institutional Capacities to Mainstream DRRCCA in Local Planning, Emergency Preparedness, Served as Incident Commander during the Incident Command System Training Course for effective disaster response and Attended Modern Disaster Preparedness at Camp Aguinaldo – Civil Relations Service, AFP and Rappler in collaboration with Hope Inc., Bantay Bayan Foundation Inc., and REACT Philippines.
