FOREWORD

T

here seems to be a thin line between Legislators and the Executive branch with its constituent all vying for deliverable they perceive due them. While these positions are national in nature with Congress having to convene in the NCR region, their mandates originate in the multiple districts and party representations and affiliations for the Party List Representatives. The mandate for the twenty four (24) Senators are clear cut when it comes to their national constituency base being the same way for the Vice President and President. But how to educate the masses who require a better understanding of their leaders? A tough act for sure! Unfortunately, the District Congressmen and women have to work hard at both their legislative responsibilities be it for policy and legislation as well as fulfill the perceived deliverable their constituencies require. Budgets of course become problematic and become a heavy burden not only during the election periods but over-all for the three year term they pursue. While an education is necessary for the voters to understand the differences in positions, it needs to wait patiently for the academic institutions to do their job. Time is of the essence and yet our legislators have to bear the brunt of discontent should this perception mutate towards what is perceived as accomplishments. Perception after all is truth either which way one looks at it, and however disadvantageous and unfair that it is, our legislators carry this burden seemingly to no end in sight. There is a need to highlight if not generate an awareness towards policy and legislation vis-à-vis over projects and deliverable s the masses can only comprehend. While the work and successes need amplification what better way to promote this effort and accomplishment other than to be awarded “Outstanding.” SMI submits to the issues narrated and proudly presents the 2015 OUTSTANDING CONGRESSMAN AWARD now on its 24th anniversary. What better reference other than the testament to ones accomplishments with public measure all attributes given to the awardees. Kudos to the 2015 OUTSTANDING CONGRESSMAN AWARDEES!

aneo E. Abu, 48, a native of Bauan town in Batangas, worked as a photocopying attendant at the Committee Support Services Division of the Philippine Senate from 1990 to 1992.

Photocopying He said during the campaign trail, nobody believed that he was a “Xerox boy.” “They thought I was just making up a tale so I could win,” said Abu.

On June 3 ,2013, Abu went back to the Senate to become a guest speaker.

He recalled how at the age of 19, working from 8 a.m. to 5 p.m., he would read a lot while photocopying minutes of the meeting, records and documents needed by the senators, and the Local Government Code.

After his recent proclamation as newly elected representative of the second district of Batangas in the may 13 elections, Abu was invited by former coworkers to give the inspirational message at the flag-raising rites. “This is a very rare opportunity for a lowly government employee like me to be given this chance to inspire my former coworkers. I am very much thankful of this opportunity,” said Abu in his speech.

“The whole day I was preoccupied and bent over the copying machine at the hallway,” he said. After two to three months, although his item was still that of a clerical worker, Abu was already doing secretarial work for the office.

Outstanding Congressman Award 2015 Government service Abu’s stint in government service started in 1988 when he became a youth development assistant in the office of then Batangas governor Vicente mayo. In 1992, he went back to Bauan, ran as municipal councilor and won. He finished the first term but did not run again because his father was dying of liver cancer. His father asked him to help Hermilando Mandanas who was then running for Batangas governor. Abu served as executive assistant for Mandanas, a position that he kept until 2004 when he was appointed supervising political affairs officer in the House of Representatives under the office of Mandanas. In the may 13 elections, as a candidate for the Nacionalista Party, Abu won against his more popular rival, movie actor Christopher de Leon of the Liberal Party, by more than 70,000 votes. Abu also won against Godofredo Berberabe of the United Nationalist Alliance. “I held on to the strong belief that the Batangueño does not look at personalities but at what I could do for the people,” he said. After completing elementary and high school in public schools in Bauan, Abu took up general engineering at Batangas State University in 1984 to 1985 before shifting to political science at University of Batangas from 1986 to 1989.

Si Congressman Abu ang pangunahing may akda ng Philippine National Railway franchise extension bill sa Kongreso na magbibigay daan upang maisakatuparan ng nasabing ahensya ang pagsasaayos ng mga luma at sirang train at riles nito. Kasama ni Congressman Abu sa pagaaral ng mga maka bagong teknolohiya sa train operations si PNR General Manager Allan Dilay at mga miyembro ng Transportation Committee ng Kongreso. Kasama sa panukala ni Congressman Abu ang muling pagbuhay ng train operation sa Batangas-Manila route para sa higit na pag-taas ng antas ng Batangas International Port operations. (TMA)

His mother was a housewife while his father was a mechanic who became blind due to an accident. “I was also crushing ice,” said Abu who recalled having to work at the ice plant every summer so he could support his studies. He said their family never owned a house until two years after his father’s death when his sister went to Dubai to work and helped provide a house for them.

“My only regret which I could not forget is that I was unable to provide a television set for my father. We used to watch TV in other people’s homes,” he said.

Ang Batangas Una sa Kongreso Sa kabuoang 94 House Bills and Resolutions na inakda at katuwang na inakda ni Congressman Abu sa loob lamang ng 2 taon, 14 ang naipasa na at naging batas. Ang Batangas Una sa SCHOLARSHIP PROGRAM Umabot sa halos (2,000) dalawang libong karapatdapat na mga mag-aaral sa kolehiyo ang nakinabang sa Scholarship Program ni Congressman Abu sa pamamagitan ng Commission on Higher Education o CHED noong taong 2014 at kaparehong bilang (2,000) din para sa taong 2015.

Ang Batangas Una sa KALUSUGAN Halos (1,500) isang libo-limang daang mahihirap na maysakit ang nakabahagi sa may (P 11,000,000) labing-isang milyong pisong nakalagak sa 11 government hospitals para sa taong 2014-2015. Ang Batangas Una sa PAGAWAING-BAYAN Para sa taong 2014 at 2015, umabot sa halos isang bilyong piso ang halaga ng pagawaing bayan na naipagawa ng Department of Public Works and Highways sa Batangas 2nd Distict sa pakikipag-ugnayan ni Congressman Abu.

Ang Batangas Una sa SOCIAL WELFARE PROGRAM may 11,000 kapos-palad mula sa mga bayan at lungsod ng Batangas 2nd District ang nakinabang sa halos P 10,000,000 Sampung Milyomg pisong tulong para sa burial, food subsidy at medical needs sa pag-uugnayan ng Department of Social Welfare & Development (DSWD) at ni Congressman Abu sa taong 2014-2015.

T

hose unfamiliar with the life and work of Lito Atienza would be surprised to know that one reason he has the courage to take on issues in Congress, even when he is left all alone to wage his battles - as with his consistent fight to enforce rules on attendance and quorum - is that he is a comebacking lawmaker. His first stint in Congress began in an interesting, albeit difficult era: the last three years of a dictatorship, when he was one of a few opposition members of parliament (MPs) elected in 1984 to the Regular Batasang Pambansa. But even before 1984, Mr. Atienza had had a long, eventful political career, having been born to a family that was one of the founding pillars of the Liberal Party. On his own, he formed in 1968 the Democratic Youth Movement (DEYMO). And, in 1971, as a candidate for councilor in the LP's Manila slate, he was onstage when two grenades were lobbed and almost decimated the LP leadership. During martial law, he was arrested twice for standing up for the marginalized and for speaking out against the dictatorship. The visionary was evident in the young leader even then: in those early years he founded the pioneering movement for the rights and welfare of the elderly, the Mahal Ko si Lolo, Mahal Ko si Lola

Foundation, long before laws institutionalizing these were enacted. The jeepney drivers, whose cause he took up earlier despite his early imprisonment, provided one of the early examples of elderly benefits: they gave discounts to members of Lito's foundation. In 1983, after the Ninoy Aquino assassination, Atienza started actively joining protests, and within months, quit his government job. He ran and won a seat in the Batasang Pambansa despite the obvious lack of resources and the real risks for the opposition then as the machinery of the dictatorship was moving to neutralize the growing dissent. Lito's two years as opposition MP proved his mettle and further tested his convictions. He was part of the small band of MPs that pushed the impeachment complaint against Ferdinand Marcos, braving not just the continuing risks of opposing a dictator but also the physical threats from bused-in hostile crowds at the Batasan when voting time came. Post-EDSA, Lito Atienza was appointed National Housing Authority General Manager by then-President Cory Aquino, where, he honed his executive mettle and pushed for low-cost housing for teachers and policemen.

He took his oath of office on June 24, 1998, coinciding with the 427th founding anniversary of the City of Manila. He was reelected in 2001 and again in 2004, making history as the only Manila mayor to win three consecutive terms.

Boyhood dream: Manila's mayorship In 1992, as the country prepared for its first free, general elections since martial law, Lito Atienza returned to politics, running and winning as vice mayor. He became the first vicemayor to be reelected in 1995.

From Day 1 as mayor, he made all sectors feel a change in the way their city is run, inspiring them to join that march to progress. Among others, he:

He was elected Mayor and took his oath of office on June 24, 1998. He was reelected in 2001 and again in 2004, making history as the only Manila mayor to win three consecutive terms.

• Transformed all revenue-generating agencies at City Hall into comfortable, one-stop offices, encouraging the transacting public to savor the experience of dealing with their LGU. Airconditioned offices, VIP treatment with free coffee and juice, TV sets, quick service in a Taxpayers' Lounge and Mabuhay Lounge. • The result: an unprecedented 600-percent increase in revenues for the city government, providing funds for more public services. • To sustain the progress in governance - and ensure everyone reflected values of honesty and hard work - he constantly met with all department heads and bureau and office chiefs. • Modernized the city's big but crumbling public markets. • Cleaned up, lit up, and put order in underpasses and key roads, to make people feel safe and encourage walking, as well as major parks and playgrounds.

His anchor "Buhayin ang Maynila" re-development program, consistently implemented in all spheres of governance, has been adopted and copied in many ways by many other LGUs.

City Hall provided logistical support to the Manila Police Department, reducing crime rates and boosting crime solution efficiency to 96.45%, according to NCRPO.

Atienza's leadership as mayor for three terms may be summed up as embracing three aspects:

In 1998, he decided to cast his lot for mayor once more, winning over three political giants. He also made history as the only Manila vice mayor who was subsequently elected mayor, breaking what seemed till then a political jinx. That feat was partly attributed to Vice Mayor Atienza's leadership as presiding officer of the City Council. Transformational best describes his leadership as mayor, effecting change not just by doing, but by simultaneously inspiring all stakeholders to re-make their city into the stuff of their dreams.

• First, social and community development - where he focused on improving the welfare of senior citizens and of children, especially abandoned children and those simply needing the basic attention to get a good headstart in life through good public education and in-school nutrition; • Second, raising living conditions by improving public services and facilities; • Third, simplifying the bureaucracy so people will enjoy dealing with the local government.

• Nurtured the Manileño soul, bringing world-class talent to even the poorest enclaves, allowing Manilans to see and hear them for free: the Three Tenors, the Hawaii-based Pinoy talents Society of Seven, the Philippine Philhamornic Orchestra, Manila Symphony Orchestra II, and Bayanihan Philippine National Folk Dance Company, of which Lito and wife Beng are alumni.

A showcase of his vision and transformational leadership is Baywalk, that 2-km. expanse of pedestrian area running alongside Manila Bay. He had it cleaned, spruced up with plants and lit up both for safety and aesthetics, providing people a place for fun, exercise, and relaxation. Balikbayans said it rivalled the seaside areas of Miami and San Francisco.

New role, new challenge at DENR He was appointed by then-President Gloria Macapagal as secretary of the Department of Environment and Natural Resources in July, 2007.

2 big battles: reclamation and oil depot Two major campaigns marked his stint as mayor as well: fighting moves to reclaim a vast expanse of Manila Bay; and pushing the relocation of the oil depot from the congested residential zone of Pandacan district.

• He actively managed the re-birthing of rivers and lakes, topped by Manila and Laguna Bays, with massive clearing operations in vital waterways, with the private sector, volunteers and LGUs. The Pasig River rehabilitation is cited as a good example, having been declared biologically dead 18 years ago. • Noting that many good laws are poorly enforced, he prodded local executives to close down open dumpsites in their areas; and enforce the segregation law. He also initiated moves to make private water concessionaires fulfill their contractual obligation to invest in modern, expanded sewerage systems and provide waste-water treatment facilities. • Cracked down on illegal loggers and illegal mining activities, drawing lawsuits from extractors of resources like nickel ore, particularly in Zambales, and their powerful patrons.

Not only did he make sure City Hall was open to people, and its offices easy to transact with; Atienza brought public service to their doorsteps. He pioneered "Serbisyo Diretso sa Tao" through the Sama sa Masa, done 2-3 times a week. Mini action centers were set up in each barangay, bringing medical dental and legal services to people. Mayor Atienza also had a People's Day, where any Manileño could raise concerns, without any appointment. When Atienza left office in 2007, he left the city coffers with close to P3-billion, more than enough to sustain the reforms and services in the city.

Outstanding Congressman Award 2015 BUHAY Partylist Representative in the 16th Congress Having had tremendous experience in both the Executive and Legislative branches, Lito Atienza's return to Congress in 2013 is most fitting. The challenges he hurdled and initiatives he pursued thus inform most of his work as party-list representative of, appropriately, BUHAY, which is anchored on a pro-life advocacy. It is thus no wonder that in the 16th Congress, when standing up for a cause - even when he is left all alone as in the quorum battles - Atienza does not back down. He was the first to stand on the floor denouncing the pork barrel which he described as illegal and immoral. He has never missed a session day and is almost always the first to speak up on critical issues. He has filed several bills, most notable among them HB 3169 and HB 5997 granting additional benefits for our senior citizens; HB 2949 for the establishment of a Muslim Trade and Cultural Center in Manila; HB 3839 for the live broadcast of

all committee hearings and plenary sessions of both Houses of Congress; HB 4445 calling for business establishments to share a percentage of net profits to their workers. He has also introduced significant amendments in certain bills like HB 5412 increasing the allowance of school teachers who would render election service from P4000 to P8000, as well as in HB 5525 or the Customs Modernization and Tariff Act putting in place a system of voluntary pre-inspection of all containerized cargo at point of origin. The sum of all these: a long, impressive track record in political work and public service; well-recognized, unprecedented feats in local government, shelter and the environment; and a continuing advocacy for human development and pro-life, propoor and pro-people initiatives – most notable among them are the Home for the Angels crisis center for abandoned babies, the Kababaihan ng Maynila women's organization and the Lito Atienza Cultural Arts Foundation. All these truly make Rep. Lito Atienza a one of a kind public servant.

THE SHINING, OUTSTANDING CONGRESSWOMAN ANN K. HOFER AND THE POWER OF THE FEMININE “Hofer will deliver. That is why we are voting for her.”

his enthusiastic declaration in 2013 came from a group of Sibugaynons as they made their way to their polling precinct on election day. It turned out to be a choice echoed by thousands of other voters who made it a landslide victory for Dr. Ann K. Hofer, who is now doing an outstanding job as representative of Sibugay’s Second District. And the Sibugaynons were right. Hofer did deliver. Outstandingly, she has delivered on her campaign promises, as evidenced by the legislation she has passed and the infrastructure projects implemented in her district.

In the area of legislation, Congresswoman Hofer has notched up a considerable number of bills. A major bill, H.B. no. 4556, seeks to modernize the National Bureau of Investigation. After consolidation with other bills, it was approved on third reading by the lower House. In like manner, House Bill no. 4568, proposing significant revisions in the National Integrated Protected Areas System (NIPAS), was consolidated with identical bills and then given the nod by the Committee on Appropriations. Noteworthy in the Hofer version was that a majority of the provisions worked for by

the Sibugay congresswoman were successfully included in the consolidated bill, thus putting more teeth into the NIPAS law, specifically in the area of new, prohibited acts. Moreover, House Bill no. 586, which propounds that a Registry of Deeds be created in Zamboanga Sibugay itself, has successfully made it as an enrolled bill, and is awaiting President Aquino’s signature for its enactment into law. The establishment of national offices in Sibugay such as the Registry of Deeds will now enable the downloading of government services, directly benefiting Sibugaynons—saving them energy, expense and time spent commuting to Pagadian, Zamboanga del Sur for their land registration transactions. In addition, two bills, H.B. no. 5570 and H.B. no. 5959, creating new barangays, have hurdled third reading in the House and are now in the Senate for their version. In the flurry of all these lawmaking activities, the dynamic Congresswoman Hofer still continued untiringly to work for the addition of infrastructure projects and the improvement of facilities, with the end in mind of delivering basic needs for her beloved Sibugaynons. The Hofer vision is that of a Sibugay throbbing with economic drive, with the second district itself being the core of enormous progress because of Sibugay’s wealth of mineral resources and treasure that is its rubber industry. To amplify such natural wealth and treasure, Rep. Hofer literally paved the way to progress through the construction and rehabilitation of all national roads in the second district, dramatically lessening travel time and consequently speeding up the movement of goods and services. A marvelous example of such is Sibugay’s capital town, Ipil, which now has a modern, eight-lane, flood-proof highway made possible by Hofer’s efforts. At the crossroads of this magnificent road is the historic rotunda which the congresswoman has made more distinct through the installation of a modern obelisk, enhanced further by a fountain and park. This amazing

edifice celebrates the history of Sibugay and geographically distinguishes Ipil as the landmark crossroads of the Zamboanga peninsula. Whether it be from Pagadian 135 kilometers away in the east, or Dipolog 170 kilometers away in the north, or Zamboanga City 138 kilometers away in the west, the nucleus of it all is strategically vital Ipil. The Ipil road-rotunda marvel is a testament to the Hofer view that an excellent road connection is the key to progress and modernization. In addition, set for completion in 2016 is the Ipil diversion and by-pass road in anticipation of future traffic build up in the town center inherent in a swiftly growing province. Good roads are a fundamental component in development, thus Congresswoman Hofer filed House Bill nos. 1444, 1445 and 4674 which aim to convert into national roads the SurabaySan Fernandino road in R.T. Lim, the Titay-Bangco road in Titay, and the Tungawan-Malungon road in Tungawan, thus hugely strengthening the road nexus from Sibugay to Zamboanga del Norte. Furthermore, to buttress the efforts at progress while her road bills were still being deliberated, Rep. Hofer simultaneously made a parallel initiative to get the Department of Public Works and Highways to convert her district’s provincial roads into national roads by administrative process. Her diligence met with success. The DPWH’s proposed 2016 budget includes the conversion of R. T. Lim’s Surabay-San Fernandino road into a national road. Moreover, Hofer succeeded in getting funding for the completion of the converted Sta.Clara-Sandayong national road in Naga, Zamboanga Sibugay, realizing Republic Act No. 10019 she authored in the 14th Congress. Finally, creating most impact to the farmers of Sibugay who comprise majority of her constituents are the completed concrete farm-to-market roads from the Department of Agriculture. Rep. Hofer has served the Sibugaynons well, not only by providing them modern roads, but also by improving infrastructure facilities for their transportation. Presently, work

Thus, she continues to untiringly lobby the Department of Education for the construction of additional schools and classrooms. At present, through the “Tulong Dunong Scholarship Program” of the Commission on Higher Education, and having an oversight function as the Vice Chair of the Committee on Higher and Technical Education, she has helped 1,286 scholars in 32 schools. Furthermore, she has successfully referred 800 students for educational assistance to the Department of Social Welfare and Development. In addition, hundreds of TESDA students have been awarded after their graduation, start-up packages for their chosen TESDA courses under the Special Training for Employment Program (STEP). Brand new sewing machines, baking ovens, welding machines, handyman tools, and parlor start-up kits to match their specific specialties. With the same zeal, she has also worked for the provision of irrigation, electrification and water system projects that will give the Sibugaynons a better life.

is being undertaken to further develop Ipil airport and Magdaup seaport, the completion of which will make Sibugay’s tourist spots much easier to reach by tourists both local and foreign. Having parents who are both medical doctors has made health a vital involvement for Rep. Hofer. Thus the fulfillment of her campaign promise to build a modern, well-equipped, state-of-the-art Sibugay Provincial Hospital has been an understandable source of rejoicing for the Sibugaynons and for their congresswoman. Equally gratifying is the current status of the Philippine Rubber Research Institute (PRRI) created by Rep. Hofer in 2010 through Republic Act No. 10089. Zamboanga Sibugay is rubber country, with thousands of Sibugaynons dependent on rubber for their livelihood. Unfunded since its establishment in 2010, Rep. Hofer made sure that the PRRI will not be a frontline government agency only on paper. She persevered to acquire funding to jumpstart its initial operations. Today the Institute has in place an interim director and staff, with a starter fund of Php 20 million from the Department of Agriculture (DA). The hardworking Hofer is now lobbying to expand the allocation to Php 200 million by way of having the amount included in the DA’s 2016 proposed budget. This will cover the acquisition of state-of-the-art facilities that will place PRRI on the same level as similar institutes around the world, benefitting rubber producers not only in Sibugay but in the entire country.

Through it all, Congresswoman Hofer has taken a courageous stand on national issues and supported bills on poverty alleviation, the quest for lasting peace in Mindanao and the advancement of women’s rights. Corollary to such, Rep. Hofer delivered Privilege Speech no. 352 this year at a plenary session of Congress celebrating International Women’s Month. In a powerful speech that garnered for her a standing ovation, Rep. Ann Hofer spoke profoundly and movingly about the Power of the Feminine and how women throughout history have transformed the world for the better. She stressed that we should never forget the power of the feminine to love and to nurture, to create harmony and to bring peace. And, in the case of Zamboanga Sibugay, it is the passion to empower a people, previously languishing in the darkness of broken promises, and bringing them into the light of a glowing future made even brighter because of their shining, outstanding Congresswoman ANN K. HOFER.

on. Scott Davies S. Lanete, MD, 2nd Term Representative of the Third District, Province of Masbate, was born in Cebu City on October 1, 1982. Married on 2010, has one son, a daughter, and another son expected to be born December 2015. During his elementary and high school years, he was consistently sent by the Boy Scouts of the Philippines as part of the Philippine delegation to various international scouting events. When he was 14 years old, he was appointed as Ambassador of Goodwill to the High Sierra International Rendezvous held in Nevada, California. He was appointed again as an Ambassador of Goodwill to the Nippon Jamboree in Akita, Japan. Also, at age 14, he was already awarded the Eagle Scout rank. The following year, he was chosen Regional Representative for the Visayas. His stint as a Boy Scout reached its apex when he was selected as one of the Ten Outstanding Boy Scouts of the Philippines.

Although involved in multiple extra curricular activities and recipient of as many awards, the young S Lanete did well in his studies as proven by his academic achievements and excellence. He graduated from high school with honors at the Sacred Heart School in Cebu City in1999. In college, he graduated from the University of the Philippines, Manila with a degree in Pharmacy. He was also elected Councilor of the University Student Council. He was also the Philippine Representative to the 13th Korean International Youth Forum. He continued with his studies at the University of the EastRamon Magsaysay Memorial Medical Center (UERM-College of Medicine) where he took up and graduated with a degree in Medicine in 2009. His thesis entitled, “O Smile Naman Dyan: A Quasi-Experiment Evaluating the Effectiveness of a Public Health Information Campaign in Raising Awareness of Depression and Suicide Among Filipino Adolescents”, earned

him the chance to officially represent the UERM-College of Medicine, with two other delegates, in the “International Medical Students Conference” held in 2008 in Amsterdam, The Netherlands.

At the same time, Rep. Lanete has made it an inter-agency effort as livelihood kits and/or assistance will be extended by the other departments of the government, while Department Secretaries are expected to grace the event, upon his invitation.

While he was reviewing for his Physician Licensure Examinations, he also entered politics in 2010. He simultaneously reviewed and campaigned for the position of Representative in his district in Masbate. He passed the Physician Licensure Examinations that year and also got elected to represent the people of the 3rd District of Masbate at the House of Representatives (HOR).

Rep. Lanete sits as the Vice Chairman of the House Committee on Appropriations, House Committee on Poverty Alleviation, and House Committee on Public Order and Safety. He is also a member of the following House Committees: Basic Education and Culture, Bicol Recovery and Economic Development, Climate Change, Energy, Games and Amusements, Health, National Defense and Security, Public Works, Tourism, and Transportation.

As a physician, he conducted counseling sessions for health workers to advance preventive health care - illness prevention, medication and surgery. He also organized and sponsored a series of medical missions even as he was attending to his legislative work at the HOR. Still, in the coming days, in partnership with the Philippine Children’s Medical Center, they will be holding a medical, surgical and dental mission in Masbate.

With human health as his primary concern, he had authored the following bills: • House Bill No. 4211 entitled “An Act Mandating the Department of Health to Provide At Least One (1) Health Worker in Every Barangay, Increasing their Salaries and Benefits, and For Other Purposes”; • House Bill No. 4212 entitled “An Act Creating a Dental Unit in Every Rural Health Unit Under the Department of Health as Part of the Primary Approach in the Delivery of Health Services and Providing Funds Therefor”;

Simultaneously, Rep. Lanete will be holding a job fair in Masbate. Prospective employers from nearby Cebu and Legaspi Cities, as well as from Metro Manila, will be processing qualified job applicants for employment. During the same period, the Technical Education and Skills Development Authority (TESDA), in partnership with the office of Representative Lanete, will be awarding Certificates to graduates of various TESDA courses in Masbate. The Department of Labor and Employment (DOLE) will also be there to support this empowerment program by giving tools and equipment to qualified graduates who want to set up their own shops.

As an active member of the House of Representatives, Rep. Lanete had also been selected as an official delegate to several international functions. He was sent to participate in a Philippine design and fabrics exhibit on June 11-16, 2015 in Washington D.C., U.S.A., as per invitation from the Department of Tourism (DOT). He was also sent to Indonesia to attend the “Asian Parliamentary Assembly (APA) Meeting of the Standing Committee on Economic and Sustainable Development” on August 19-20, 2015. Also upon the invitation of the DOT, he attended the “World Travel Market” from October 31, 2015 to November 7, 2015 in the United Kingdom of Great Britain and Northern Island. In addition, believing that infrastructure projects spur total and inclusive development, Rep. Lanete had been lobbying with the Department of Transportation and Communications, as well as with National Economic Development Authority, for the study and transfer of the airport in Masbate to a much bigger site in the Municipality of Placer. He had also been urging the DOTC for the upgrading of ports in the municipalities of Placer, Pio V. Corpus, Palanas and Uson, as well as the improvement of Dimasalang Port. Moreover, Rep. Lanete had been coordinating with the Department of Public Works and Highways as well as with the Department of Tourism, for the Concreting of Daraga, Placer – Cawayan Road and the Construction of Esperanza – Placer Coastal Road. Placer, a potential tourist destination, lies between the municipalities of Cawayan and Esperanza. Aware that the last two have existing RoRo Ports but there is no paved road from Placer that would lead to these ports, Rep. Lanete has been persistently lobbying for the implementation of the said access road projects. Furthermore, his projects include construction of school buildings, construction and rehabilitation of roads, road concreting, port road, bridges, multi-purpose covered courts,

and other infrastructure projects needed in the Province of Masbate to spur and sustain economic growth that will greatly benefit and improve the quality of life of the marginalized farmers, fisherfolks, the micro, small, and medium enterprises. Rep. Lanete exemplifies a young, energetic, dedicated and visionary public servant who is committed to a vision of an emerging Masbateño people, energized and sustained by publicprivate partnership and cooperation, achieving a better quality of life while caring for and preserving his/her environment for his/her sake and for future generations. Representative Lanete has, as a legislator/representative, more than fulfilled the expectations of the people he represents. MY MISSION, MY VISION

hen I am old and gray, in the twilight of my years, and whenever I scan through the pages of my colorful memories as a member of the Lower House of Congress, the award I got for five (5) consecutive years as Most Outstanding Congressman will definitely stand out in my mind. First because they were bestowed by Superbrands Marketing International, a reputable award giver; and second because they are the most dramatic testament to the hard work and dedication that I have poured into my work as a humble representative of the Second District of Cavite. And I shall always look back to my second term with bittersweet reminiscence of the utter volatility of politics in this country. It has been on my second term that I have experienced the highest of all highs as well as the lowest of all lows in my public life as a congresswoman.

During my first term, the municipality of Bacoor has finally become a city. Indeed, this is the single biggest achievement of all my legislative endeavors. The cityhood of Bacoor was the biggest reason why I ran for Congress; and it was the campaign promise I gave to my constituents which made them vote for me as their representative for the Second District of the Province of Cavite. When, on June 23, 2012, the cityhood law was finally ratified overwhelmingly in a referendum by the people of Bacoor, I ascended to the very zenith of my success as a politician. But during my second term, I found myself wrenched from the lofty position I held to the very depths of public pillory and personal pain. Our family has been dragged into the sludge and muck of political power play which culminated in my husband's detention and contrived conviction in the court of public opinion.

In the Lower House, I was relegated to the independent minority bloc outside of the minority coalition; which gave me very little room within which to pursue my legislative agenda both for my constituents in the City of Bacoor and for the Filipino people. But I persevered and continued to do my work quietly and with equal zeal and efficiency. Against all odds, I continued living out my three-pronged role in my Bacoor District - as Legislator, Mother and Reformer; which stood for LMR, the initial letters of my name. As Legislator, I am both humbled and proud for the opportunity to prove my mettle not only because I have authored 64 House Bills and 11 House Resolutions and coauthored 195 House Bills, one (1) House Joint Resolution and 43 House Resolutions, of which 24 have been signed into law; but also because, as the first woman legislator from my district, I continue to play a pivotal part in the delivery of projects and programs for the benefit of my constituents. As Mother, I am the mother not only of the six lovely children I have with my husband Sen. Ramon “Bong” Revilla, Jr. – namely, Bryan, Vice-Gov Jolo, Ina, Loudette, Gianna and Ram; I am also the Mother of the City of Bacoor, as well as the mother of all Bacooreños, especially those belonging to the marginalized sectors in society. I thank the Lord for using me as an instrument to make happen many good things for the City of Bacoor - including its own district hospital, additional school buildings and

innumerable infrastructure projects, and a long list of social programs in the areas of cleanliness of the surroundings as well as care for the environment; nutrition, health and food self sufficiency; poverty alleviation as well as welfare services for women, the youth, senior citizens, and persons with disability. And my sphere of influence has also crossed borders into the Southern Tagalog Region as my efforts have helped to have additional trial courts to ensure the speedy delivery of justice. And, I am happy to add, just like the true mother that I am, everything I have done has that unmistakable caring and loving, nourishing and nurturing touch. The third letter in my initials is R, which means Reformer. As a reformer, I have been quite effective in institutionalizing sustainable change in the very political landscape of my city. And I have shown that I can be trusted and relied on to respond to all the needs of my constituents through my authentic sensitivity and concern for the situation and circumstance of the poor and the deprived. And, as every Bacooreño can always be sure, I am the kind of person who will not squander the trust and hope entrusted to me and my family by our people. Today, I lift up to God the decision on where I must go from here. One thing I have learned from all the adversities I have gone through is to rely entirely on the wisdom and guidance of God. And may everything I do be for the welfare of the the people and the glory of God.

rounded on his belief that public service should transcend mere dole outs, Congressman Karlo Alexei Bendigo Nograles has always focused on total human development, in empowering his constituents with the opportunity and ability to create better lives for themselves and their loved ones. “In empowering individuals, you change families, and when you change families, you transform communities.” Now serving his second term as representative of the 1st district of Davao City and concurrently the chairman of the Committee on Labor and Employment at the House of Representatives, he is focused on building upon the gains of his first term program for education, prioritizing livelihood and employment opportunities for the thousands of his graduated scholars as well as expanding technical skills development and community based livelihood training programs. His scholars now numbering 30,000 to date, engage in community service programs all throughout the first district, in keeping with Karlo’s advocacy of paying it forward and rooted on the belief that every person has it in his capacity to serve his community. Congressman Karlo was conferred the Regional Kabalikat Award by TESDA for the years 2013 and 2015. He was also recently recognized by the Golden Globe Awards for Excellence in Public Service. ne of the elected Representatives of the people in Congress, currently serving his third and last term, is an unassuming person, nevertheless, admired by many groups and individuals for his advocacies and hard work to be of service to society. Before his appointment to public service in 2007, Rep. Mariano U. Piamonte, Jr. was, first and foremost, a teacher and an advocate, simply impassioned to give the best education to the youth, helping create for them, and their instructors, the best learning environment there can possibly be. He is bothered that many teachers in the rural areas have to do their work in makeshift classrooms jam-packed with students and that many of these grade-school students do not get a chance to go to high school, much less, college. Among many other concerns, he thinks the reason why our best educational institutions hardly measure up to international standards is because of the lack of resources and government support. The survival and sustainability of both small and big schools continue to be a primary concern which the government, with its limited resources, cannot fully address. With a burning desire to help improve the quality of education in the country and promote the professional image and well-being of teachers and non-teaching personnel, Rep.

Piamonte was inspired to set up A TEACHER Party List, short for “Advocacy for Teacher Empowerment Through Action, Cooperation and Harmony Towards Educational Reform”. A TEACHER envisions to be the voice of teachers and other school personnel on issues affecting their professional and personal growth and to serve as a vehicle for transformative education towards national development. With Rep. Piamonte at the helm, A TEACHER Party List came to be recognized for spearheading advocacy programs, to get almost half-a-million Filipino in-service teachers involved as catalysts of change. While the involvement and contribution of the constituents are elicited, A TEACHER empowers them at the same time through its programs geared towards reforms in various fields of social development. Outstanding Congressman Award 2015 Three (3) important education-related laws co-authored by Rep. Piamonte between 2012 to 2013 are Republic Act 10157, “Kindergarten Education Act”, R.A. 10410, “Early Years Act” and R.A. 10533, Enhanced Basic Education Act of 2013” (institutionalizing the K to 12 Program). Hence, the year 2014 marked A TEACHER’s active involvement, (with Rep. Piamonte appointed as one of the Members and Consultants of the K to 12 Steering Committee), in disseminating information on the government’s focal education reform agenda, the K to 12 Program, tackling the nuances of the curricular reform and its implementation with teachers and administrators of several schools, colleges and universities in various provinces nationwide. In 2015, as multilevel stakeholders prepare for transition into senior high school and higher education under a 12 year basic education program, ATEACHER was also given a special mandate by the Commission on Higher Education (CHED) to conduct the CHED K to 12 Transition Program in various regions nationwide starting on July 2015. Rep. Piamonte was keynote speaker in several conferences to clarify K to 12 curricula reforms with public and private school heads. Three (3) more authored and co-authored bills of A TEACHER were signed as Republic Acts during this 16th Congress by President Benigno Simeon Aquino III. R.A. 10647, “Ladderized Education Act”, R.A. 10648, “Iskolar ng Bayan” Act and R.A. 10650, “Open Distance Learning Act”. Again, these are landmark education-related bills co-authored by Rep. Piamonte. R.A. 10687, the “Unified Student Financial Assistance System in Higher and Technical Education (UniFAST)” is the most recent bill signed into law. This is a unified education assistance law that ensures continuing college education for high school graduates who have previously been granted scholarships in first year college. Top graduates of public high schools will be given priority under this program.

Rep. Piamonte considers RA 10533, the K to 12 Law as the highlight of his legislative accomplishments, which the Aquino Administration is also proud of enacting into law due to its importance. Despite the many criticisms received from the public, the controversial changes that will result from the implementation of the K to 12 Program will definitely determine the future of education. Rep. Piamonte helped institutionalize an important education reform that will equip our youth to better compete in the global arena and will bolster the strength of our OFW sector as their skills will be brought at par with other workers in countries where they are. Moreover, K to 12 will equip young senior high school students who are financially unable to go to college to already engage in livelihood or employment instead of becoming out-of-school youth. It is good to democratize learning and earning opportunities for our youth who holds the future of our country. As Vice Chairman of the House Committee on Appropriations particularly for State Colleges & Universities, Rep. Piamonte pushed for the following: • In particular, the approval of an increase in budget for Miscellaneous Benefits for Higher Education Institutions & their teachers; • Increase in the Budgets for State Universities and Colleges; • Increase in the budget for the Commission on Higher Education (CHED); • Funding for the implementation of the Technology Transfer Act; With the welfare of teachers in mind, Rep. Piamonte also pushed for the increase in the budgets of the Department of Education, Culture and Sports, making possible the implementation of the Salary Standardization Law starting 2016. Rep. Piamonte also received the 2015 Science Ambassador Award from the Department of Science and Technology for his support for landmark programs in the field of science and technology, among them, the implementation of the Balik Scientist Program.

Educational Background and Experience Piamonte does not feign commitment and dedication to his work as A TEACHER Representative. He brings with him years of experience from the academe and education policy sector as Executive Director, and later Board Member, of the Coordinating Council of Private Educational Associations (COCOPEA), the Catholic Educational Association of the Philippines (CEAP), the Association of Foundations (AF) and the Davao Association of Colleges and Schools (DACS) in working for educational reforms. He was also a Regional Director of the Fund for Assistance to Private Education (FAPE) in partnership with the Department of Education to oversee the Educational Service Contracting Scheme (ESC)- Tuition Fee Supplement (TFS) Grants Program. He was also a Board Member in various reputable colleges and universities for many years, among them the University of Immaculate Conception, Davao City, the University of Regina Carmeli in Bulacan, Davao Medical School, Assumption College and San Pedro College in Davao City and many others. He also became a member of the State Assistance Council, then the highest policy-making body for the Government Assistance to Students and Teachers in Private Education (GASTPE). Before his appointment in Congress, he was the Chairman of the Board of the Educational Resource and Training Center (ERTC), a non-government organization which develops and conducts teacher-training and other school management and development programs. Piamonte’s background in teaching and educational management and policy-making is quite impressive. He taught Mathematics and was Supervisor and Dean of the College of Education at the St. Michael’s College of Padada, Davao del Sur. He was also a Graduate School Lecturer in Educational Management and Planning, Research and Statistics, Tests and Measurements, School Financial and Resource Management in Ateneo de Davao University, Holy Cross of Davao College and San Pedro College of Davao. As a young student, he was always in the top three (3) of his batch. He holds a double degree in BSE Mathematics and Bachelor of Laws, graduating Magna Cum Laude and Valedictorian in

both. He honed his skills further with a Master of Science in Educational Management, graduating at the top of his class in De La Salle University as a CEAP-Misereor of Germany Scholar and finished the Educational Management Consultancy Training from the Ateneo Professional Schools in Makati. A TEACHER Programs & Accomplishments Under Rep. Piamonte’s dynamic leadership, A TEACHER motivates teachers to take a lead and cause positive change to happen in their respective communities, especially in the rural areas where government resources are minimal. A TEACHER partners with relevant organizations to address environmental concerns and issues, to raise awareness, particularly on the impact of climate change and environment degradation through seminars and other fora. It partners with existing organizations to pursue its advocacies in education that focus on the professional development, as well as in strengthening the commitment of teachers and non-teaching personnel. The group provides assistance to educational institutions in creating professional development opportunities for teachers through the conduct of Licensure Examination Reviews for Teachers (LET). These are only some of the advocacies that A TEACHER is involved with aside from its primary work of legislation to improve the quality of education in the country and promote the professional development and economic welfare of teachers. Rep. Piamonte, together with members of the Congressional Education Committees, advocates for the expansion of the Government Assistance to Students and Teachers in Private Education (GASTPE) Program to cover elementary and kindergarten students. A TEACHER also funds soft projects that include livelihood skills training workshops for barangays, conduct of medical missions, health and wellness seminars as well as donations of medicines, books, schools supplies, agricultural implements, sports equipment, farm implements, computer units and overhead projectors. To date, it has built 200 new classrooms

and repaired 24 classrooms and buildings in rural public schools. It has also built 20 multi-purpose buildings, installed water systems in eight (8) public schools and implemented a total of 21 improvement projects for roads leading to public schools. In addition, A TEACHER was able to negotiate for approval from the DPWH to build additional classrooms and multipurpose centers in critical locations in Mindanao under their Silid Aralan Project. A TEACHER, in partnership with the Commission on Higher Education (CHED), granted scholarships to a total of 135 high school and college students for school year 2009 to 2010. Rep. Piamonte also sponsored a total of 1064 grantees for SY 2014-2015 and 633 grantees for SY 2015-2016 under the Tulong Dunong Scholarship Program of the Commission on Higher Education. Servant and Leader For his relentless pursuit of educational reforms, particularly as Member & Consultant of the K to 12 Steering Committee, espousing the improvement of basic education in the country, for building classrooms, for his full support to teachers, and schools, and helping so many teachers achieve their dreams, he became a recipient of the World Teachers’ Day Award by DepEd- Region 9. In 2015, this feat resonates once again, even into his final term in Congress. The nine (9) straight years of silently working and serving the Filipino- defend the sanctity of life and uplift the value of human existence - is never ignored or left unnoticed. His profile and works is long and extensive but the transformation of the ordinary Filipino into an empowered citizenry is what matters most to Rep. Irwin. He played fair between and among proponents and stakeholders of opposing views on contentious issues raised before his committee approved a resolution by acknowledging contributions of a Filipino in world trade and Foreign Service. By and large, Rep. Tieng is a conscientious leader who believes in the consultative process as an effective means of integrating views and opinions and thus, ultimately allows the emergence of a common principle to which everyone comes to terms.

As an advocate of the inviolability of life, Rep. Irwin has always been walking his talk. The care and concern to the needy and the sick, the young and the vulnerable, the old and the incapacitated, the women and children were not political or simply pompous release.
