on. Rodrigo L. Rafael is the 6th child of Ex-Vice Mayor Feliciano G. Rafael and Ms Cecilia Laquindanum born on 12 March 1962. He is married to Ms. Rosita Gavina-Rafael with whom he has five lovely children namely, Betha Fe, Rose Ann, Celeste, Monique and Ralph Coby. He spent his elementary years at Calapugan Elementary School where he graduated Valedictorian. He continued his secondary education at Natividad Oriental Academy then proceeded to take up BS Civil Engineering at University of Pangasinan. During his third year in college he became sub-professional eligible in the Civil Service Exam and after two years he became professional eligible. After graduation from college in 1983 he also passed the Civil Engineering Board. In the words of Mahatma Gandhi
