Chair of Trustees’ Report My first year as Chair of the Ouseburn Trust has truly been a game of two halves. Chris will cover the many successes of the past twelve months in his report, but I would like to highlight just a few of these.

The Victoria Tunnel has gone from strength to strength and has seen another record-breaking year, both in terms of visitor numbers and income generated. Our above-ground heritage walk - Back to the Future - has continued to gather momentum and has garnered rave reviews. It’s an initiative that is particularly close to my heart, not least because I have been able to play a small part in researching, designing and delivering the walk. The Summer Walks programme is now a much-loved fixture in the Ouseburn calendar - this summer will not be the same without those gentle strolls through time. Finally, I’d like to pay tribute to the brilliant work that Chris and the team have done in leading the development of a new Strategy for the Valley. As is often the case with initiatives of this type, the journey is as important as the destination and the process is proving to be an invaluable opportunity to engage with a broad range of stakeholders and to develop a shared vision for the future of the Valley.

One of the main themes of the Back to the Future walk - as the name suggests - is the challenge of balancing heritage and regeneration. Should we preserve buildings in aspic, repurpose them or demolish them and start afresh? The answer is, of course, a combination of all three. As I’ve walked around the Valley over the past 12 months, I have often been reminded of the old adage that regeneration is not a new phenomenon. As industries have come and gone over the past three centuries, the Valley has been in a constant state of flux. Our role is to ensure that the Ouseburn Valley continues to be a place where people want to live, work and play.

Chris and his team have done a magnificent job in responding to the challenges of Covid-19. Despite the world going into lockdown in March, we finished the year strongly and are in a good position to chart our future in a postCovid world. As I write this, we are already planning how we can restart many of our activities. In doing so, the safety and health of our staff, volunteers and visitors - as well as our neighbours in the Valley - will be paramount. Lockdown has also been a good opportunity to rethink how we deliver much of what we do and we are already investing in digital versions of our walks and talks.

I’d like to finish by thanking the staff, volunteers, trustees and members of the Trust who have worked so hard to make this year a successful one against such a challenging backdrop. I’d particularly like to thank Sheila Spencer who is stepping down from the Board at the AGM. Sheila has been a passionate advocate for the Valley for many years and has been a trustee since 2003, and including being Chair from 2007-13. Her contribution to the work of the Trust has been invaluable, most recently as Chair of the Planning and Development Sub-Group. We are now seeking new trustees to join the Board and, at a time when diversity is very much on the agenda, we’d welcome expressions of interest from individuals who can bring a different perspective to the work of the Trust.

Over the years, I’ve worked for a number of not-for-profit organisations and they’ve all had one thing in common: they’re driven by a strong sense of mission. But the truly successful organisations have also recognised that, whilst their mission trumps everything, this must be underpinned by a strong commercial imperative. It is only by generating recurring surpluses that an organisation can continue to invest in prosecuting its mission. And it’s only by strengthening its balance sheet that an organisation is able to weather whatever the external environment can throw at it, which brings me neatly to the second half of the year.

Chief Officer’s Report The end to the 2019/20 financial year of the Trust was one few of us could have predicted and has presented no shortage of new challenges. I will highlight some of the steps we are going to take by way of meeting those challenges but first want to reflect on some of the successes of the last year.

We set ourselves a target of leading on the development of a new Strategy for the Valley, for Our Ouseburn.

Engagement with this process from staff and volunteers, trustees and members of the Trust and our sub-groups, and wider stakeholders has been tremendous. Despite a momentary alteration of our priorities we still expect to be able to publish the document this year.

Sub-groups of the Trust, in addition to their sterling work on this initiative have played a key role representing the local community to drive the best outcomes such as influencing and shaping the built environment as it evolves or enhancing the streetscape with more accessible infrastructure.

I think it’s fair to say we retain tenants happy in their tenancies, encouraged by our hands-on approach to quickly resolving any issues, choosing to renew this year as leases came to an end.

Our customer-focussed activity remains popular, the Victoria Tunnel remaining no.1 on TripAdvisor for 6 years now, glowing reviews continuing to roll in thanks to our incredible volunteers and staff ensuring it remains exciting, innovative, educational and safe for our visitors.

Broadening our reach, guided walks have begun to gather momentum this year, and our talks programme pilots were inundated with huge audiences we thought might not fit in the room so we are excited to formalise and expand this programme in the Autumn of 2020.

We have actively sought engagement from new audiences in neighbouring communities this year with special Tunnel Tours forming part of Byker Community Trust best summer ever activity programme, and framed images from our Davey Pearson Archive have toured local venues.

Our partnership with Newcastle and Northumbria Architecture Society and many hours seeking funding and building a larger partnership with businesses from architecture and manufacturing resulted in the installation of the bandstand in summer of 2019. The bandstand is free to use and has been used by many different groups for activities for children and families and wider audiences.

None of these things would have been possible without such commitment from staff and volunteers. This year Diane Humberstone, one of our Tunnel guides, stepped in to cover Kelly’s maternity leave to help us administer the

Tunnel bookings and we recruited Phil Ogg to the role of Environment Officer to help us realise our ambition to deliver greater value through our management of the green spaces across the Valley and in partnership with other organisations and volunteers.

All in it was a great year for the Trust, with promising financial performance matching the successful delivery of planned activity and well managed property, though things did begin to change mid-March.

Following growing anxiety and a reduction in tour bookings and then government advice regarding the potential risks of the Covid-19 pandemic, we took the decision to close the Trust office and halt all our customer facing activity on 19th March, with our priority being the safety of staff, volunteers and our visitors. We have been fortunate to receive support from Government to furlough staff and have been successful in securing a grant from Historic England to adapt our offer with digital tours.

Beginning in early July, our ‘Back to the Future’ walk will begin, this time twice each week on Wednesday and Saturday mornings, followed towards the end of July by tours of the Victoria Tunnel beginning on 24th. Physical tours will meet at the tour entrance and several measures will be introduced to ensure the safety of our volunteer guides and the public. For those who do not have the confidence to return in person though we will also be launching digital tours in the form of a webinar, delivered live by a tunnel guide, and visitors will have the opportunity to ask questions as in a normal tour. The talk will be introduced using film footage and photographs of the tunnel. More details are available on the website.

It’s an exciting time in many ways, embracing innovation and finding new ways of working, and we don’t plan on going anywhere yet so keep in touch and follow what we are up to on our website and social media feeds kept up to date by our new Marketing & Communications Officer, Maria Baranowska, who joined us during lockdown.

Membership – our annual income from membership is currently a small proportion of our total income (less than 1%) but the support of all members is greatly appreciated and we hope to build on this in the coming year.

Valuing our volunteers We greatly appreciate the value of the dedicated help and support of our volunteers, from Tour Guides and Walk Leaders to our Heritage Researchers, Photo Archivists, Environmental Team, Trustees and Photographer. Using National Lottery Heritage Fund rates we worked out the financial value of our volunteer contribution conservatively as £2,875 per week or £149,500 over a year.

Property The Trust manages the property it owns to support the ongoing regeneration of Ouseburn Valley, and uses the rental income generated to fund its wider work.

We have had another successful year in terms of property rentals, with all properties occupied, and tenants content with their premises and the service we provide. We have continued to manage commercial and community tenants in-house, identifying opportunities for improvements to the properties and investment in security, fire safety, and ongoing maintenance. We commissioned repair work to the curved retaining wall opposite the Village Green to mitigate against further deterioration and to enhance its appearance.

Commercial portfolio

We currently own the following property: • 51-59 Lime Street (creative space and office units including Ouseburn Trust office) • Steenberg Flats (leased to and managed by a housing association) • Upper Steenberg’s – Stepney Bank Stables Riding Arena • Arch 6 (creative space/office unit) • Arches 4 and 5 (car parks) • Riverside walkway by the remains of the Henzell Kilns – This will form part of the new development with landscaping and an enhanced heritage feature The Trust has received regular enquiries from businesses looking to establish or relocate in the Ouseburn Valley demonstrating the sustained demand for commercial premises locally and have continued to perform a matchmaking service to match enquiries with owners who have lettable space.

Property Opportunities

We are keen to take on further property developments to support our regeneration ambitions and this year have continued discussions on • Commercial units on James Place Street The Trust has worked with xsite architects to develop a commercial scheme for the site that seeks to offer a range of workspace in a flexible design to support the creative and cultural sector the Valley is known for. It has always been our vision that the Valley is a place of mixed-use, and with a growing residential footprint, it is important that a range of workspace and leisure space is available too. www.ouseburntrust.org.uk

• A Heritage Hub at 26 Lime Street Toward the end of 2019, we submitted an expression of interest to the National Lottery Heritage Fund. We have prepared detailed plans of the new scheme, with the capacity to grow each of our heritage activities and broaden resident and visitor engagement with our resources and offers.

We have prepared a delivery plan for the new initiative and are discussing with key stakeholders how best to realise our ambitious vision.

• Small business units in Horatio Vaults During the year we worked with the Council, architects and funding bodies to establish and commission some survey work prior to making a funding application to develop the project further, and are working closely with developers preparing other schemes for the lower Ouseburn Valley to ensure the uses are complimentary and contain the appropriate transport infrastructure and public realm to create a place people want to live/work in and visit.

Planning and Development Group In addition to the property we own, the Trust’s Planning and Development Sub-Group brings together the wider Ouseburn community to review and comment on planning applications and develop guidelines and strategies for future development.

The group meets monthly and discusses live planning applications and often meets with developers to offer advice and guidance in respect of their proposals. Where proposals for new developments are significant or have the potential to be controversial such as the Wheel proposed for Spillers Quay, the group organise public consultation events to seek a broader range of views to shape our response to the Planning Authority.

The group has supported the City Council this year in leading on the re-draft of their conservation area planning documents, and design guide for developers.

Heritage The Trust is passionate about celebrating and nurturing Ouseburn’s built, social, natural and cultural heritage.

Our Victoria Tunnel Tours have continued to be hugely popular, and this year new and experienced volunteers supported by our Heritage Officer have been exploring new themes and developing new ways to share them with the local community and visitors.

Photo Archive The volunteers working on scanning and cataloguing for the photo archive have worked tirelessly over the year.

• Allen Mulliss has completed scanning of the Davey Pearson Collection of over 50,000 images, with additional cataloguing from Pauline Moriarty, Ron Bryan and June Allen.

• New volunteer Paul Brewster has joined the team, initially helping to audit the Davey Pearson and Richard Blosse print collections to plan for storage improvements. Paul’s artist eye on the material has allowed us to see afresh what a fantastic resource these two collections are.

• During the year Allen also worked with the Heritage Officer to produce an exhibition of photos from the archive depicting the changes to the area around the City Stadium to the north of the valley. This exhibition reached new audiences at the Star and Shadow Cinema and Ouseburn Community Centre. The Heritage Officer also led two group walks for the Community Centre based on the exhibition. Framed Richard Blosse prints of Byker have also been temporarily displayed in the offices of the Byker Community Trust.

Walks After piloting the route with local groups the Trust launched its weekly guided walk ‘Back to the Future’ in April 2019. The walk is designed as a 90-minute introduction to the Lower Ouseburn Valley taking visitors through the Valley’s varied heritage and current regeneration. The walk ran every Saturday morning at 10.30am for groups of up to twelve led by two volunteer guides. 235 happy customers attended over the year: “Fascinating - We did this tour recently despite having lived nearby for over twenty years.There was still loads of interesting history to learn that we had no idea about. Highly recommended” “Amazing history with lots to see in such a small area - Brilliant” To encourage a different audience, new volunteer George Davies created a digital walk of the Ouseburn to be used on smart phones using WanderAnywhere software. The self-guided walk enabled links to multiple archival images and oral history recordings recently edited by another new volunteer,Yvonne Bell.

The Summer Walks programme delivered ten different themed walks from early June to early August 2019.

126 people enjoyed strolling round the Ouseburn and surrounding neighbourhoods. In addition, a further 286 visitors attended 16 private group walks specifically on regeneration and 22 visitors joined volunteer guides for a Boxing Day walk with the theme of public art in the valley.

Talks

In the first quarter of 2019 the Trust piloted a programme of heritage themed talks in the back room at Ernest café bar on Boyd Street. Held on the third Tuesday of the month starting at 5.30pm this pilot project to provide heritage events during the winter months proved to be a viable option. Autumn and Winter 2019/2020 saw the emergence of Tuesday Talks @ Ernest with a further three talks delivered by Trust volunteers based on their own research. Photo archive volunteer Pauline Moriarty spoke passionately about the photographs of Davey Pearson,Victoria Tunnel guide Jeff Taylor took on the train spotters with his talk on the Quayside Railway and Heritage Researcher Alistair Collin distilled his research into the gloriously titled talk Geordie Shores: Wherries and Watermen on the Tyne. Over the course of the year 138 people have attended.

Who lived where and when?

With so few original houses remaining in the Ouseburn it is hard to imagine the densely crowded living conditions of the past and the people who spent their entire lives here. New volunteer Lawrence Havis, for whom genealogy is a passion, has begun compiling a spreadsheet of all the refences he can find of who lived in Ouseburn when and what their occupations were.

As the lists build some interesting stories and patterns begin to emerge. We hope to start making Lawrence’s findings available in the coming year. www.ouseburntrust.org.uk

Heritage Group

This year our Heritage Sub-Group introduced a new format for the meetings to encourage wider participation. From January 2020 the member’s business meetings will take place quarterly while the intervening months will encourage a wider group of heritage volunteers to attend a subject specific meeting to share ideas, propose project plans and act as a forum to discuss their current projects. The first themed meeting in February discussed signage and interpretation panels across the valley and the photo archive was the subject for March.

Where’s the Wall?

Hadrian’s Wall Interest Group

A dedicated team of heritage volunteers and trustees have spent the year revisiting archival material and more recent scientific explorations in an effort to find the route of UNESCO World Heritage Site Hadrian’s Wall through the Ouseburn valley. Working collaboratively with Newcastle University’s grantfunded WallCAP project they have had access to training in digital mapping software and were able to present their findings to-date at the 2020 Hadrian’s Wall Networking Day in Carlisle in February 2020.

Although no physical remains of the wall can now be seen, based on archaeological evidence on either side of the valley, it is thought to have roughly followed the line of Byker Bridge.

The Victoria Tunnel

2019 - 2020 has been another highly successful year for the Victoria Tunnel. More one-hour heritage tours have been added on weekends and during school holidays while during term-time we welcomed more school visits.

We increased visitor numbers to 14,827 and the total number of tours to 852, despite the last month of the year being affected by the coronavirus measures.

Highlights have included: • The Victoria Tunnel Guided Tours continued to be #1 of ‘Things to do in Newcastle’ on Trip Advisor for the sixth consecutive year with another stream of excellent reviews.

• With the cooperation of the owner of the Cosy Dove public house, we erected a new sign at the pub’s entrance about the Victoria Tunnel’s link with Spital Tongues colliery. An article about this in the Evening Chronicle resulted in the recruitment of more guides • With the continued success of school and university visits we took the opportunity to film our guides in a WW2 workshop. The 50-minute film records our volunteer reminiscer Basil McLeod’s personal memories of WW2. His memories and anecdotes from that time are much appreciated by the children and teaching staff and this wonderful film will be available for future generations.

• In December we were delighted to host Santa and Mrs Claus available to welcome families to the very popular “Christmas in the Victoria Tunnel” which this year included Ouseburn elves.

• Special themed tours for Halloween,Valentine’s Day, Remembrance Sunday, Sounds of the Underground concerts, Tipples in the Tunnel and Teas in collaboration with Hotel du Vin, childfriendly themes with Seven Stories, as well as special tours for keen photographers were popular.

Open nights for The Late Shows and open days for Heritage Open Days The enthusiasm of the team of volunteer guides is without question the major factor in the Tunnel’s success. And this year we have been delighted to recruit, train and welcome additional volunteers to our highly-praised volunteer team. In 2019 our youngest volunteer guide, Georgia Brusby, spent four months working as an intern for the Commonwealth War Graves Commission, living in Arras, France, and working as a guide at Thiepval Memorial. She says “I became a Victoria Tunnel volunteer guide in 2018, and I wouldn’t have ever had the courage to work in France without the experience I’ve gained working with the amazing guides at the Tunnel” “I just wanted to pass on a huge thank you for yesterday’s trip to the tunnel. My class had an amazing time and learnt so much.They have been raving today about it all and especially meeting Basil.” Southridge First School

Public Realm -

Environment,Transport and Community The Trust is committed to the stewardship of public space, the environment and the in-between spaces, transport and valley-wide activities that build our community.

Environment

In the summer of 2019, the Trust recruited an Environment Officer, Phil Ogg, to provide coordination of the work we are ambitious to deliver for our green spaces in the Valley, to offer support for our existing volunteers and to recruit more volunteers and volunteer supervisors to help us deliver this programme of work.

During the year, we have planted new trees, thinned out maturing woodland, managed litter and unwanted graffiti, secured grants for new tools and developed new partnerships. Three volunteers were trained to undertake water quality monitoring in the Ouseburn.

We have maintained the green spaces throughout the

public realm in the Lower Ouseburn Valley for all to enjoy.

Our volunteer-led environmental sessions have continued regular essential litter picks, path and step clearance and other timely maintenance on Saturday mornings right through the year. These have been complemented by business volunteer sessions through the summer when we’ve been delighted to have extra help from local companies to achieve specific improvement projects.

Ouseburn Bandstand opens

In partnership with Northumbria and Newcastle University Architecture societies we secured funding to design and build a contemporary bandstand for the Valley to encourage the use of the green spaces. After an opening celebration in June several successful events took place at the venue throughout the year.

Transport Group

Residents, workers, businesses and Trustees have met monthly to look at projects and plans affecting how people travel to and through the Valley - with a particular interest in make routes into and around the Valley more accessible for a range of user groups. They have commented on and influenced current Council projects and are developing a long term strategy that will be ready to take advantage of opportunities that arise during re-development of particular areas.

Environment Group

Our Environment Sub-Group brings together Trustees, volunteers and neighbouring residents’ groups to share ideas and resources and work together on special events to improve Ouseburn’s green spaces.

The group meets seasonally with a focus on practical activities in between. This year it also commented on and influenced the priorities for the Council’s spending of £70,000 of Section106 funds on improving pathways, steps and handrails in the woodland areas.

During 2019/2020 the Transport Group has continued to work well with the Council, influence infrastructure improvements, comment on planning applications, engage with local groups and develop the Ouseburn Strategy. Ouseburn Strategy 2020-30

In September and October we were out and about running consultation events asking people about the next ten year strategy for Ouseburn to replace the Ouseburn Regeneration Plan 2012-20. We had great conversations with a wide range of businesses, residents and visitors in all sorts of places from a climbing wall, a pub and a yurt to the eco fair at Ouseburn Farm. What we heard loud and clear was how much everyone loves and treasures Ouseburn as a special place: • The mixed use urban village where people can live, work and play • The re-use of old buildings and the history all around us • The green environment, the woodland and wild corners and the tidal river with its wildlife • The creative, quirky vibe • The non-corporate, independent and local businesses • The friendly, welcoming, relaxed atmosphere

Valley-wide Groups

We continued to support several valley wide groups during the year • While the Arts & Creative Industries Group organised introductory sessions from the Good Things Foundation using social media. These were appropriate and interactive for the artists and small businesses who attended and valued the sessions.

• We also hosted three Business Breakfasts welcoming a typically eclectic selection of Ouseburn businesses to exchange news and create connections over coffee and bacon butties or croissants.

Ouseburn Trust Website

We have continued to add resources to our website www.ouseburntrust.org.uk. Between 1st April 2019 and 31st March 2020 the website received over 200,000 page views • On average, 2.5 pages were visited by each user, with each session typically lasting just over two minutes • 57% of our web traffic came from search engines • Facebook was the top externally referral source, bringing almost 3,000 new users to our website • The most popular page on the web was the ‘visit the Victoria Tunnel’ page, being viewed over 60,000 times which accounts for almost 30% of the total page views for the website

Our newsletter aims to promote news from the Trust, the Victoria Tunnel and the wider Ouseburn Valley.

This year five full issues were produced, with shorter e-updates in other months. This included promoting the consultation on the Ouseburn Strategy 2020-30.

Governance We currently have 11 Trustees – at the start of this year we welcomed new chair Andrew Buckley and 2 new trustees Alex Slack and Erin Robson The Board of Trustees met every two months to ensure the Trust is managed efficiently and effectively and to develop its strategic direction. The Finance, HR & Remuneration Sub Group met four times a year to closely monitor the organisation’s financial position.

• Management and development of existing property and property/site development opportunities • Celebrating and nurturing Ouseburn’s built, social, natural and cultural heritage • Stewardship of public space, environment and the in-between spaces To fulfil these objectives, the Trust seeks to develop stronger relationships with local residents, businesses, cultural activities and events and other visitor attractions in the Valley.
