FEMA / CDBG Accountant - OPSB Finance & Operations Central Administration Budget Director

Job Summary Under the supervision of the Budget Director, the FEMA Accountant provides expert guidance on FEMA rules and regulations and prepares reimbursements of qualified expenditures to GOHSEP/FEMA. Duties and Responsibilities To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other accounting and finance duties may be assigned. Responsibilities include (but are not limited to) the following: • Provide expert guidance on FEMA/CDBG rules and regulations. Specifically, provides guidance on what expenditures would qualify for FEMA/GOHSEP/CDBG reimbursement. • Analyses transactions in the FEMA and CDBG fund(s), by establishing a structure of codes in accordance with the LAUGH guide within the accounting system MUNIS to ensure proper tracking against projects and FEMA PW’s. • Analyses FEMA Project Worksheets, versions, and amendments. • Compares expenditures with FEMA Project Worksheets to ensure only qualified expenditures are charged to the FEMA fund. • Invoices qualified expenditures to FEMA/GOHSEP and CDBG for reimbursement. • Assists the Facilities Director and the Budget Director with construction and content budgets for Master Plan projects at the beginning of each fiscal year. • Meet monthly on Project Budgets and Capital Project Amendments with the Budget Director and the Facilities Director. • Meets with FEMA/GOHSEP/CDBG personnel to ensure that OPSB reimbursements are processed timely. • Manages a secure file system of documentation to ensure a compliant closeout with the State and Federal auditors • Processes payment aging reports on a weekly basis to track payment status of construction projects for OPSB & consultants (currently Jacobs/CSRS) weekly progress meetings. • Meets with outside consultant (currently Jacobs/CSRS) personnel to ensure that their work is coordinated with OPSB efforts. • Meets with and prepares schedules for the external auditors on FEMA and CDBG related activities. • Provides documentation to outside counsel on legal matters • Performs other duties as required and/or assigned by the Budget Director or Chief Financial Officer.

Supervisory Responsibilities None. Qualifications The requirements listed below are representative of the qualifications necessary to perform the job. A. Education and Experience Required: • Bachelor’s degree in Accounting. • Four plus years of FEMA experience is required. • Solid knowledge of GAAP is required. B. Certificates, Licenses, Registrations or Other Requirements Preferred: CPA. C. Other Knowledge, Skills or Abilities Required • Strong Microsoft Office skills required especially Microsoft Excel, Word, and some Access. • Ability to create and process Crystal Reports • Ability to fulfill the responsibilities listed above. Salary Range: Grade E04 of the New Orleans Public Schools Central Administrative Salary Schedule.
