Diarrhoea alert for city MBONGISENI MASEKO

D

iarrhoea among children is said to be in peak season in the Western Cape, and the City of Cape Town is in a drive to raise awareness, to keep children safe from the disease at Early Childhood Developments (ECDs) Centres.

Mayor Patricia de Lille, together with Councillor Suzette Little, the mayoral committee member for Social Development and Early Childhood Development, councillor Siyabulela Mamkeli, the city’s Mayoral Committee Member for Health and other officials, visited Dora Tamane Enrichment Centre, in Khayelitsha, on Tuesday.

The warmer months (November to May) have previously seen an increase in diarrhoea related cases, with the numbers peaking between February and April. Children under five are particularly susceptible.

De Lille said they aim to encourage ECDs to promote hygiene by teaching children to always wash their hands after using toilets and before eating.

“Our focus is on ECDs. We also gave the children bath soap so they can do what they are taught here at home. We also checked their immunization status which include their Vitamin A and de-worming status,” she said.

She also said about 9000 cases of diarrhoea have been reported in the city since November 2016.

De Lille spoke to the children and also demonstrated hand-washing with soap.

Washing bottles and cups thoroughly and sterilized with boiling water are additional measures which can prevent diarrhoea.

Residents were urged to take keep bins clean, cover them and not participating in illegal dumping as part of preventing the spread of the disease.

The city spent R24.3 million on ECD projects, since 2011, with an additional R14.1 million to be spent in this financial year.

“Children should wash their hands after playing and after using toilet. It is very dangerous when parents do not know the symptoms of diarrhoea and that can cause the death of a child.

The symptoms for diarrhoea include dry mouth, a dry tongue and lips, sunken eyes, weakness, irritability or lethargy.

Symptoms for severe dehydration in children include drowsiness, pale or mottled skin, cold hands or feet, very few wet nappies and fast and shallow breathing.

Nobantu Sohaha, the principal of Dora Tamane Enrichment Centre, thanked the city for their “intervention” to the centre.

“We always implement the policies for the city. Luckily for us we do not have diarrhoea here,” Sohaha said.

The centre has 97 children between the ages of 0 to five years.

Councillors rated on their work A

s part of an ongoing project to strengthen accountability at local government level MELIKHAYA YALWA, has produced an overall performance rate card for Khayelitsha councillors who have been serving in the last five years.

This project is a research program that promotes transparency and accountability in government, especially in local government.

It leverages citizens’ Right to Information (RTI) to fight corruption and advocate for proper use of public funds and effective policy development in order to inform voters and ensure the accountability of elected representatives.

This program derives from Section 32 of our constitution: the right of access to information, including all information held by the government.

The Act was passed in parliament and guarantees citizens the right to access information from the executive, legislature and the judiciary.

A major challenge for Khayelitsha and other areas is holding their representatives accountable for promises given during election campaigns.

People realize that a key to making democracy work in Khayelitsha is to make politicians perform their duties between elections, however, the specific nature of these duties is not readily known.

To address this information gap, the Constitution came into sharp focus, including the attendance of council meetings or portfolio committees where a lot of decisions were taken and made.

After this research, pamphlets were developed on the responsibilities of elected representatives in local languages and distributed widely.

In the process, people were surprised to learn that not only did their representatives serve on committees tasked with addressing local concerns, but they also possessed development funds to spend at their discretion.

Interest in assessing information on the performance of elected representatives grew rapidly and the initiative to develop and disseminate report cards resulted from this demand.

Distribution of pamphlets on the responsibilities of councillors resulted in increased interest in the work of those elected.

While information regarding councillor’s work was supposed to be provided within seven days of request, it took over a month and several appeals to access it.

The information eventually obtained was voluminous and almost unintelligible – masses of acronyms that no one without bureaucratic experience could hope to unravel.

I worked with retired government officials, government officials, academics, activists and other sources who have expertise in this regard.

I was guided by the City of Cape Town’s complaints, feedback and media queries desk.

Through public consultation the report card was chosen as the best method to provide a snapshot of the data while also being easily published in the media prior to elections.

I began developing the report cards analysing the performance of councillors from Khayelitsha and partnered with activists to disseminate them.

Each ward councillor is elected by a specific geographically-defined ward within the municipality.

The Municipal Structures Act, 1998 provides for the establishment of ward committees to assist the ward councillor in understanding the needs and the views of the community.

A ward committee should consist of up to ten members who serve as volunteers to advise the councillor, and may represent a certain sector, like women interest groups or ratepayers associations or a geographic area or community within the ward.

The ward councillor serves as chair of the ward committee and must hold regular meetings. A council may have a detailed policy on a ward councillor’s responsibilities as ward committee chair, specifying the number of meetings and the type of reports to be made to the ward committee.

Ward councillors are also expected to hold regular public meetings within the ward, and can interact directly with any interest group even if that group is not represented on the ward committee.

With this information we decided to contrast Khayelitsha councillors’ performance and rate them individually, to give information about Khayelitsha.

It is reputed to be the largest and fastest growing township in South Africa. Khayelitsha has been split into sub-sections or areas, depending on how one divides them.

Khayelitsha is made up of old and new informal/formal areas. The old formal areas were built originally by the apartheid government and are known as A-J sections(each section with more or less than 500 formal two roomed brick houses) Bong-

weni, Ikwezi Park, Khulani Park, Khanya Park, Tembani, Washington Square, Graceland, Ekuphumleni and Zolani Park.

These areas are mostly made up of bank bond housing and are home to middle-class or upper working class populations The newer areas have been built up around the older areas. They include Site B, Site C, Green Point, Litha Park, Mandela Park, Makaza and Harare.

With the exception of Litha Park, these areas contain a high number of informal settlements, RDP houses, and informal backyard dwellers. Notable informal settlements in Khayelitsha include QQ Section, TR Section, RR Section and Enkanini which have gained prominence due to their high-profile conflicts with government, including protest actions such as road blockades.

Because they are political heads, they control the budget, and they ensure that they are always in the top 5 of BECs holding strategic positions. Most parties try to woo semi-illiterate poor. This is done by extending lar-

They are earning sufficient money and the government spending on policies will not affect them. So in this situation when there is no incentive to elect a good representative, they elect whoever is known to them or friend of person known to them.

Most of the time the nominees from parties are from rich class who can spend during elections. So they form a chain to lure their friends and friends of friends to vote for them. This leads to election of incompetent political representative if he can form better chain than others. Rastas feel irie as learner’s back

riday last week was a special day for 17year-old Anathi Marhe, a grade 11 learner at Mfuleni High School.

For this was the day he was allowed back to school following his expulsion for wearing dreadlocks at school.

Marhe says when schools opened in January, he was told by his class teacher that boys are not allowed to wear dreadlocks and that he should cut them or leave school.

He refused, explaining that it was part of his religion as a Rastafarian to have long hair. But, he says, the teacher was not interested and responded instead with some choice words, embarrassing him in front of the class.

“The teacher shouted at me and said, ‘We don’t teach Rastafarians in the school’, and [that] I’m going to bring a bad influence,” says Marhe.

“The teacher said I should go to the principal, who told me to cut my dreadlocks if I want to study. I refused. He said that I should go home and he was going to call a meeting between my mother and the School Governing Body (SGB) to discuss this issue.”

After a few days waiting for his mother to be called by the principal, he decided to go back to school. Again, his teacher refused to teach the class while he was in attendance.

The teacher also confiscated packets of peanuts Marhe was selling and searched them thoroughly, claiming that he was selling dagga inside the school premises.

A meeting was eventually held on 2 February by the SGB. It said he should abide by the rules of the school and cut his dreadlocks if he was interested in continuing his studies.

His mother, Neziswa Marhe, said the family then approached the Department of Education in Cape Town.

“I had begged my child too many times to just cut the dreadlocks and go back to school.

But my child said he will never let anyone discriminate against his religion.

I had no choice but to stand with him in this battle, even though I’m not a Rastafarian,” she said.

She said her son used to refuse to do house chores and on weekends he would not sleep at home, but after he became a Rastafarian he started to behave and obey the rules of the house. He no longer sleeps out.

The Rastafarian United Front picketed the school during the standoff to raise their disatisfaction against what they called discrimination on religious grounds.

On Friday morning, Marhe’s mother and a representative from the Rastafarian United Front met with the principal.

After nearly two hours of discussion, it was agreed Anathi could return if he wore a bandana wrapped around his head.

Provincial Department of Education spokesperson Jessica Shelver said school governing boards may decide on dress codes, including hairstyles, as part of their code of conduct. But, said Shelver, the Department of Basic Education had published

I have had many people offering me jobs but changing their minds when they find out that I don’t have an ID,” she explained.

“I feel like a foreigner because I cannot do anything. I’m struggling to support my children and they also can’t get IDs because I don’t have it. I can’t even receive government grant and this affects me so much because I only survive by what my boyfriend can afford to give me,” she cried.

Local councillor Luvuyo Hebe said that Voko must come to her and he will do his level best to help her.

When people want you to fail in life they pump you with wrong things You’d recall we spoke about false belief not so long ago. That’s a big topic. But justice is not given to it. I don’t know why. Maybe because too many people do not know about it.

And do not want to tackle something that they do not know about. Which is correct. You do not want to tackle something you do not know about.

What is it? And I understood it to be about false belief. We are adamant. We do not want to believe. And that is why we are not going anywhere in life. Because we think God is about Sunday. When people want you to fail in life, they will pump you with wrong things. And one of them is false belief.

What about men? It is good to do all that. But as I said, God is not a Sunday God only. He is an everyday God. He is everywhere - in and out of you - in me and in you. And we have pushed Him away from us. That is why we believe He does not exist! But He does. Think about it. New York is there even if you are in Gugulethu.

Portia Voko, 41, from Site B has been struggling to get her ID after she lost her document in 2010 when she was travelling to Cape Town from the Eastern Cape.

At the time she was staying in Hout Bays’ Imizamo Yethu so she went to the Wynberg Home affairs office.

“After I waited for three months I went back to check up but I was shocked to find out that there was a problem as my original ID and the one I did after getting married did not have the same date of birth.

They told me I had to come back a month later and ever since then Its been a back and forth till I came to live in Khayelitsha in 2012,” she said.

The heartbroken mother told City Vision that she went to the Khayelitsha office but she still did not get her ID. “They told me that I must redo it and then told me that it may take a while since I was re-applying for an ID. I have tried to call the call centre, social workers even the local council but nothing happens,” she said.

She said that she came to the Cape to find a job something that she hasn’t managed to do in six years because of her lack of paper work.

averners in Khayelitsha have collaborated to give a face-lift to a pre-school in Khayelitsha, much to the delight of the beneficiaries.

The project partnership was done in conjunction with Responsible Trade Facilitation, to upgrade the Step by Step Preschool in Site C. Keith’s Place, 12 Down Tavern, Monde’s Place, and Mpumie’s Place initiated the project.

They spent the day painting the preschool, handing out gifts, and preparing lunch for the children.

Sisa Patani, an RTF facilitator, said the aim of such a project was to encourage taverns to contribute positively in the betterment of the communities where they do business.

“We want the taverns to plough back to the communities where they do business. We also want residents to welcome taverns as part of their communities and as people who are also willing to contribute positively in their lives. There are a lot of good things that tavern owners do, such as helping with the burial of the departed needy, but most residents are not aware of such goodwill,” Patani added.

RTF works closely with the South African Breweries to ensure that taverns comply with liquor laws, that they put signs that they do not sell alcohol to under-age children and that they do not sell alcohol to pregnant women, to raise awareness, including the no drink and drive campaign and other alcohol related awareness programmes.

Thelma Genu, 63, the founder of Step by Step Preschool, applauded the upgrade.

“I am very happy, because the preschool is very beautiful now. We do have challenges here since other parents leave their children without food, because they do not work, so we have to buy them food and nappies. Other parents are still in high school and we look after their children from a very young age, because their mothers have to go back to school,” Genu said.

The Preschool was established in 1999.

It currently cares for 214 kids between the ages of 3 months to 6 years.

Mpumi Nxazonke, said she was happy to be part of businesses that upgraded the preschool. “It makes me feel good to know that I did something good for children in my area. Taverns are mostly known for things that are not good. I have assisted a number of learners financially in the past,” she added

Tradi leaders want answers Eastern Cape traditional leaders want answers from Nelson Mandela’s grandson Nkosi Zwelivelile ‘Mandla’ Mandela about why he reportedly converted to Islam when he married a Muslim woman.

“We reacted with shock on the news of his conversion. We were also very concerned.

What we know is that the woman converts, not the man. That is our custom,” Congress of Traditional Leaders of South Africa provincial chairperson Chief Mwelo Nonkonyane said on Tuesday.

“Traditional leaders don’t marry secretly. He should have been represented by the traditional council of Mvezo. He is the leader of people of Mvezo. We are still trying to locate him to get answers,” he said.

Mandela married Muslim bride Rabia Clarke last week.

“I wish to extend my heartfelt gratitude to Rabia’s parents, her extended family and the Muslim community, for welcoming me into their hearts,” Mandela said in a statement.

The marriage, in Cape Town, was the fourth for Mandela, whose heritage was isiXhosa. He was the traditional chief of Mvezo.

“Although Rabia and I were raised in different cultural and religious traditions, our

Chief Mwelo Nonkonyana coming together reflects what we have in common: We are South Africans,” he said.

According to reports, Mandela was still legally married to his first wife, Tando Mabunu-Mandela, with whom he had been embroiled in a long and bitter divorce.

Public advocacy NGO Corruption Watch has launched a campaign to increase citizens’ role in the appointment of the new public protector.

The organisation has launched the campaign, Bua Mzansi, to alert South Africans of their right to nominate candidates for the appointment of a new public protector.

The current public protector, Advocate Thuli Madonsela’s non-renewable contract ends on October 19.

Corruption Watch executive director David Lewis said people appointed to such important Chapter Nine institutions should be answerable to citizens.

“In the past, public participation has not characterised the appointments of public protectors,” said Lewis.

He was speaking at Constitution Hill at the launch of the campaign.

Civil society as well as the broader public are permitted to recommend candidates according to the constitution, in terms of the current process.

The president appoints the public protector based on recommendations from the National Assembly, which in turn creates an ad-hoc committee composed of political party representatives who undertake the selection and interviewing process.

Lewis hoped to live-stream the interviewing process, as Bua Mzansi aims to ensure that every step of the appointment process takes place in the public spotlight to safeguard the independence and integrity of the Office of the Public Protector, he said.

“We hope this campaign sparks debate in society broadly to what the best method is to appoint people answerable to the public,” Lewis said.

of the campaign, discussed some of the ways South Africans can be actively involved in the processes of nomination, interviewing and eventual appointment.

“We want to start a crowd voting application that people can download on their smartphones. There will be roadshows in four provinces, reaching people who may not have access to the internet, to implement mobile electronic voting polls,” said Pillay.

“We are working with new technologies for public participation. When parliament votes, so should the public.”

Deaf taught rules of the road OWN CORRESPONDENT

T

he Department of Transport and Public Works ran a road safety awareness event at the Noluthando School for the Deaf in Khayelitsha, on Tuesday.

Sign language interpreters were on hand to enable learners to understand what was being communicated. The children learned basic road safety awareness such as how to cross a road safety and what traffic signals mean. This is one of many road safety awareness events that will be run by provincial and local traffic authorities at schools across the Western Cape this year.

Principal Thandeka Mavuka said learners are exposed to road safety hazards every day as they walk to school. “We take what we’ve learned to heart, and the learners are looking forward to use the road safety colouring books that they received from the Department,” she said.

If your children walk to school, make sure they: )Always walk on the pavement or footpath or, where there is no pavement, walk facing oncoming traffic; )Look left, right and left again before crossing the street; )Remove headphones when crossing the

street; and )Cross the street at traffic lights and pedestrian crossings if possible.

Comprehensive road safety education for children requires the involvement of parents, teachers and other adults in a community. Together, we can set a good example for children by consistently adhering to the rules of the road.

As a driver, you can help keep children safe by always buckling them up, by never speeding, and by making a deliberate point of slowing down whenever you notice children walking or playing in the road. Communities and individuals can also apply to their local municipality to have traffic calming measures introduced near schools such as lower speed limits, speed bumps and additional road signs.

The Department is confident that its efforts with local traffic authorities and other road safety agencies will go a long way to help reduce the risk of pedestrian injuries and deaths among children. Any parent or caregiver with any learner road safety concerns should speak to the school principal who can ask Western Cape Education Department for assistance. Our officials will gladly visit schools to run road safety programmes.

Amputee has no fear of climbing

“B

eing an amputee made me a better person, now I’m more aware of myself and people around me.

“The incident has opened my eyes,” said Zizipho Ndlwana, the first black amputee to climb Mount Kilimanjaro.

Zizipho said his leg was amputated below the knee following a car accident in 2010. He was 19 years old then.

Now at 25, Zizipho, who is a public relations, events and business management lecturer at Cape Peninsula University of Technology, has achieved a lot.

In 2014 he became the first black amputee to climb Mount Kilimanjaro when he hauled himself up using his prosthetic leg.

“I want to be an extraordinary person. I have accepted my disability. I don’t regret losing my leg,” said Zizipho.

He was injured when the car he was driving rolled after a tyre burst. When he woke up at Groote Schuur Hospital after a week-

long coma he found out that his leg had been amputated!

He spent the next five months in hospital.

“I was not upset when I woke up to see that I had one leg. I was happy that I was alive,” Zizipho said.

He said being disabled doesn’t mean he is not able to do things that normal people do.

“I’m on a mission to defy the odds and motivate people. I want to prove to everyone that there are no limits in life,” he said.

Before the accident he had a dream of playing rugby for the Springboks. But his dream was not completely dashed. He changed his focus and dared the impossible that even able-bodied people struggle to achieve.

“I did not sit down and give up in despair when I lost my leg. It’s not that I can’t play rugby it’s just that I can’t play it like before, when I had both legs. But now I have found something that I love and I’m embracing it,” he said.

Vintners grab opportunities to work with country’s best Three new aspirant winemakers have been given the rare opportunity of honing their skills working side by side with some of the country’s finest masters of their craft as part of the Cape Winemakers Guild Protégé Programme. This mentorship programme aims at developing and empowering talented young Protégés to become future winemakers and viticulturists of excellence.

This year’s intake of three new interns brings to 20 the total number of Protégés who have participated in the programme since its inception in 2006. Under the mentorship of members of the Guild and the patronage of the Nedbank Cape Winemakers Guild Development Trust, a world of opportunity in

the wine industry will open up for these three graduates of Elsenburg Agricultural College in Stellenbosch.

Peter Vakele of Khayelitsha in Cape Town is spending his first year at Ernie Els Wines under the watchful eye of Louis Strydom, chairman of the Nedbank Cape Winemakers Guild Development Trust. Fellow Protégé Sydney Mello, who comes all the way from Mahwelereng in Limpopo, is working with veteran winemaker, Neil Ellis. The third new addition to the programme is Maryna Huysamen of Vredendal in the West Coast, who joins David Nieuwoudt at Cederberg Cellars.

young man, is determined to learn all that he can from the programme. “I believe the contacts and the experience that I will gain from the Protégé Programme will give me enough strength to venture out and start making my own wine,” he says.

For Sydney Mello making wine is a rare opportunity to create something unique: “As a winemaker you get to impart a piece of yourself into the wine. It becomes a reflection of you as a person and is a very personal process, given all the blood, sweat and tears including the long hours we put in as winemakers.”

Maryna Huysamen has an immense passion for the wine industry: “I love nature

and have always known that I want to pursue a career in this field.”

With 2016 filled with exciting prospects for these three new candidates, 2nd and 3rd year Protégés have all started the year with new mentors. Rose Kruger spends her final year in the programme at Kanonkop under the guidance of Abrie Beeslaar. Mahalia Matshete has started her second year by joining the Hartenberg team under Carl Schultz, while Clayton Christiaans kicks off his second year at Haskell Vineyards with Rianie Strydom. Both Kiara Scott and Logan Jooste, who is the first viticulture Protégé, are spending their second years with Charles Hopkins at De Grendel.

anga Hockey Club remains upbeat despite ther 5-1 drubbing by a touring Dutch side Hurley Hockey last week.

The club’s spokesman Phumzile Malotana said their players have learnt a lot from their clash and

were gearing themselves for the coming season.

“Hurley is one of the finest teams in the world and we are priviledged to have rubbed shoulders with them,” said Malotana.

After their match, Hurley Hockey Club conducted coaching clinics for youngsters in the area.

“You could say hockey was a winner on the day because we all learnt something from each other,” he said.

Malotana said they were now preparing for the coming season which starts on April 2.

“Everyone is raring to go, the girls teams, the juniors and seniors can’t wait to play competitive hockey,” he said.

He said the focus was on growing women’s hockey this year.

“We invite all girls and women to join our club,” he added.

Club captain Lungile Tsolekile said the team was on a mission to raise funds for the travelling fees of the junior teams.

“We want to engage the community to support these young players.

“We will be collecting as little as one rand from the public when they attend our games,” he said.

SuperSport Western Cape media liaison officer Eduard Rosentrauch said the initiative is aimed to give recognition to learners who excel in sport.

“Play, physical education and sport are foundational to the holistic development of children and an initiative of this nature contributes to a healthier community and encourages sports activity,” said Eduard. A visibly excited City Vision editor Voox ka Sonandzi said he has been “dreaming about a way of honouring young sports people for a very long time.

“I am thrilled that we are now part of Siyadlala Let’s Play family and I am sure sport coaches at schools will grab this opportunity,” said Voox.

All sporting codes will be considered. Coaches or teachers have to simply nominate their best talent
