mpendulo Primary School got a R15 000 cash injection after claiming honours in the 2020 School Garden Nutrition Programme.

This is a National School Nutrition Programme (NSNP), where schools from provinces compete against one another and the winner is expected to represent each district at the national competition.

On Thursday 25 February, the Makhazabased school was recognised for its work when Hurschele Carolissen, Cape Metro Circuit Manager, handed the cheque and a certificate over.

Excitement and a sense of pride filled the room as speakers hailed the school’s achievement. The school was praised for the “great work” on the programme. The garden also assists the school in its feeding scheme initiative.

Speakers praised the school management for their handling of the programme. They advised the management to use the money as an investment into the garden.

Carolissen thanked the school for giving hope to the learners. “We don’t know what this garden mean to the children and on their behalf I want to thank the school,” he said.

“I want to express my sincere appreciation for the work you do here with the children in the garden.”

Zuziwe Mputa, school principal, expressed gratitude and appreciation. “We are happy

with the prize money, but more than that we are excited about impacting these children’s lives,” she said. “With the garden one is able to create work and when these children leave the school they would have inherited a skill.

“We want to ensure that the garden is inspirational to teachers and learners. I want to thank all those that have worked tirelessly and put the school in the limelight.”

Mputa said the garden played a vital role in the school’s feeding scheme as it ensured that children do not go hungry at school and have had a nutritious meal.

Journalists take honours City Vision and People’s Post journalists Racine Edwardes and Samantha Lee-Jacobs have taken honours at the annual Forum of Community Journalists’ awards held virtually on Friday 26 February.

The awards recognised work published in community newspapers around South Africa in 2019. The ceremony was meant to happen last year, but was delayed because of the Covid-19 pandemic.

Edwardes won the sport writing category, while Lee-Jacobs placed third in the columns category.

The judges said Edwardes’ portfolio of sport stories was especially impressive for her use of human interest angles.

A total of 3 million children were reached in the World Read Aloud Day initiative on Wednesday 3 February, setting a new record in South Africa.

Nal’ibali, the national reading for enjoyment campaign, has for the past eight years celebrated the day by calling on the public to help them read a single story aloud to children across the country in their home language. This year the campaign received pledges from thousands of South Africans committing to read to 3 004 896 children.

“Reading aloud is a fundamental building block of literacy,” says Yandiswa Xhakaza, Nal’ibali CEO. “It is how we introduce books and reading to children and motivate them to learn to read and write for themselves. A basic foundational skill which underpins all school learning, reading is what we need to be focusing on right now if we want to help children catch up on the schooltime they lost due to Covid-19 last year.

The pandemic has also affected the format of the annual read-aloud campaign, prompting exciting new reading behaviours among South Africans.

Typically, Nal’ibali works with partners in hosting widespread read-aloud events, but lockdown and social distancing regulations changed its focus to encouraging oneon-one or small group readings between caregivers and their children at home instead.

“We were cautious about this new approach, but ultimately, it’s the type of reading behaviour that we want to see,” says

Xhakaza. “Parents are their children’s first teachers and supporting a simple routine of reading using our free literary resources means they can nurture a lifelong habit of reading with their children.”

Nal’ibali is excited to have seen thousands of individuals and organisations pledge to read with their children this World Read Aloud Day. The campaign also offers free training on reading and sharing stories with children at www.nalibali.mobi.

While it is not yet possible to know the total impact of the Covid-19 pandemic on education in South Africa, Minister of Basic Education Angie Motshekga has estimated that more than 300 000 children dropped out of primary school in 2020.

This, coupled with the literacy crisis South Africa has been grappling with for many years, means that South Africans need to do what they can to support their children’s school learning, whether at home, at school or in the community.

“The message is clear: we all need to get involved to ensure that our children have a fighting chance in school and life. Supporting basic literacy skills and providing emotional support through the simple act of reading aloud is an easy, sustainable solution that everyone must do,” Xhakaza says.

nformal meat traders along Spine Road, near Epakini in Ilitha Park are relieved and believe that their businesses will thrive once again.

They were reacting to an announcement

by President Cyril Ramaphosa on Sunday 28 February to ease the lockdown restrictions. After moving the country to alert level three in December last year, he told the nation that due to the decline in hospitalisation and improvement in the Covid-19 cases, South Africa would move to alert level one, with effect from Monday 1 March.

The news was welcomed by the vendors who have been forced to shut down their businesses or operate with limited resources since the beginning of the lockdown in March last year.

One of the meat vendors, who calls himself “Thera”, said he is hoping the businesses will gradually grow again.

“Since the start of the lockdown we had no customers. People are scared of being affected by Covid-19.”

According to Thera, the national lockdown has had a negative impact on the traders’ businesses. He stated some of his col-

leagues ended up abandoning their businesses due poor trading conditions and lack of earnings.

Thera claimed they also had to contend with law enforcement agencies who would come and chase people away from the popular social spot.

Another meat seller called “Pam” said she is grateful things were returning to normal. “On weekends I used to start making fire at noon and close at 22:00 in the evening.

Sometimes meat would finish early while there is still demand from the customers.”

Pam added she used to have two braai stands. However, due to lockdown restrictions she had to use one.

The mother of four is the breadwinner of her family and needs all the financial support to sustain her family. “My daughter is in her second year of study this year. I also renovated my house with this money.”

While she is concerned about being able to make money, she is also mindful of the Covid-19 challenges many face. She urged people to take care of themselves at this difficult time by wearing their masks in public, wash their hands with water and soap or a hand sanitiser and maintain social distancing.

“We can do more with the little that God has given us. So, we are here to fulfil a commitment we have made to the school, parents and learners”.

Thieves hinder farming plans MZWANELE MKALIPI

young farmer is calling for donations after her shade netting was stolen by thieves from her piece of land in Mfu-

leni.

Ncumisa Mkabile (27), who is a beacon of hope to young and old in the area, started her spinach garden last year after her catering business was negatively affected by the national lockdown regulations.

Mkabile, a mother to one child, says the netting was stolen on Tuesday evening 16 February. The garden grows thousands of green peppers and requires the shade to grow properly. The young farmer also supplies spinach to bigger franchises in Khayelitsha and interested vendors.

A devastated Mkabile told City Vision she was disappointed to find her garden in that state. She said she had put a lot of work to ensure its success and was bitterly disturbed by what had happened.

Although she has a National Diploma in Travel and Tourism Operations, Mkabile said lack of work opportunities drove her to do something instead of “crying as that won’t generate me any income”.

“Before I embarked on this journey I was selling takeaways at home, and I even registered a catering company. When I started receiving bookings, as I advertised on social media a lot, the country went to level five lockdown,” she said. “I looked at other ways of surviving and I decided to sell umleqwa door to door. I could see the demand was very high for this as people were unable to move around, so I ended up supplying other people with umleqwa while I also did my door to door,” said the motivated Mkabile.

The young farmer said in that process she identified a piece of land in Mfuleni. She bought it and planted spinach. “On 20 July we made our first harvest and people really

She also sold to local vendors. Later, she purchased another piece of land. She used it to plant the green peppers. At least 20 000 peppers are growing in the garden.

“I am now a beacon of hope to many people and I have seven people that work with me in this garden. So, the vandalism doesn’t only affect me but other people that use this place as a source of income,” she said.

Mkabile says she needs about R30 000 to erect the shade and is calling any good Samaritans to dig deep into the pockets. “We

are making a difference to this community and I want inspire other women to stand up and venture into farming. We know this industry is male dominated and we need to break that chain,” she said.

While she admits that she does not have any farming background, Mkabile says she relies on internet to learn farming tips. “I want people out there to know that they can also do farming without having had to go to school for it. If I was able to do it, so can they,” she added.

Nyanga Cluster Crime Prevention Teams have vowed to root out illegal firearms and drugs there. On Friday 26 February, a suspect (25) was arrested when found in possession of an illegal firearm at Lillian Ngoyi Street, in Samora Machel.

Three others were arrested for drug dealing and possession in Gugulethu and Samora Machel.

A woman (36) was arrested in possession of 23 packets of tik and Mandrax tablets in Barcelona and a 28-year-old was arrested with 38 small tik packets, 4 x 5 g of tik in Samora Machel. A woman (57) was arrested on Wednesday 24 February in possession of 144,4 g of tik, 22 Mandrax in Gugulethu.

embers of #LangaForMen organisation vowed to support the family members of six boys who were allegedly molested on Friday 19 February.

It is alleged that the boys were drugged, raped and burnt with an iron and battery fluid at Special Quarters, in Langa. #LangaForMen is a non-governmental organisation combating gender-based violence in Langa.

Co-founder of the organisation Siyabonga Khusela described the incident as horrendous and devastating.

He said the recent case is one of

too many devastating cases reported at Langa police station. “The problem with the Langa police station is that it doesn’t deal with the rape cases,” Khusela said. “It refers them to Bishop Lavis Police Station.” He claimed no proper follow-up with the families had been done since the case was opened.

Khusela said relatives did not have money to travel to Bishop Lavis all the time, and in some cases they are scared to travel alone. He said they are shocked by the fact that the perpetrator is someone known in the community.

“Ours as an organisation is to go to the court and influence the judgment, to ensure the perpetrator

rots in jail. He is an animal that doesn’t deserve to live with people.”

Langa police confirmed the incident. They said a case of rape had been opened after six boys were drugged, raped and burnt with an iron and battery fluid.

A 33-year-old man was arrested on Sunday 21 February and still in police custody.

s Capetonians sift truth from lies in what has become a media mud slinging fest between the City of Cape Town and a former Mayco member, one thing is certain, the economic fallout linked to the pandemic has seen an increased demand for social housing in the Western Cape.

Earlier this month, Good Party secretarygeneral Brett Herron accused the provincial government of lying about inner-city housing developments in Cape Town (“Western Cape government accused of lying about inner-city housing developments”, News24, 5 February). The City hit back, saying that social housing projects are well on track and not cancelled as “falsely” claimed. Neither parties, however, can deny the urgent need for social housing in the province.

Social housing rental units cater for households earning between R1 501 and R15 000 per month in higher-density “block” developments. Social housing institutions (SHI) accredited by the Social Housing Regulatory Authority (SHRA) in terms of the Social Housing Act undertake the property management of these developments.

To access this service South Africans who are 18 or older need to apply to these SHIs directly. These institutions include Communicare, SOHCO, Povicom, Own Haven, Madulammoho, Instratin and Urban Status Rentals (Devmark).

Formed in 1929, Communicare carries the badge of being the oldest SHI in the country.

Today, however, social housing makes up but a small part of its property portfolio.

Anthea Houston, chief executive officer of Communicare, says of the 3 500 apartments and houses that Communicare rents out, 10% (as regulated by the SHRA) are social housing units and 80% are gap housing or other other low social rentals that do not fall under the regulation of the SHRA. Gap housing is targeted at people who earn too much to qualify for a government-

NETTALIE VILJOEN The dream of one day buying your own property is shared by many. Household credit ratings and affordability, however, do not always allow for ownership. This is where gap housing comes in.

The Western Cape Provincial Human Settlements Demand Profile and Analysis of 2015, only 415 households (0.2%) in the provincial Housing Demand Database expressed a preference for rental over ownership (this excludes the City of Cape Town).

Nathan Adriaanse, director of communications for the department, says gap housing in terms of the government’s definition refers to households with a monthly income of R3 501 to R22 000, interested in homeownership by means of purchasing a property.

“This gap market is catered for under the government’s Finance Linked Individual Subsidy Programme (Flisp) for qualifying

subsidised house but earn too little to qualify for a bond from a bank to buy a house.

The remaining 10% is rented at rates slightly higher than the gap market.

The social housing properties in Communicare’s portfolio include the Drommedaris pilot project (219 units), Bothasig Gardens phase two (120 units) and Bothasig Gardens phase three (314 units under construction).

Houston says the company has seen a steady increase in applications for social housing since March 2019.

“This is largely as a result of households downscaling to cope with the economic recession or those looking for affordable ‘work from home’ apartments,” she says.

According to Houston, there is a drastic shortage of social and gap housing in the province. Of the applications received, Communicare can accommodate 85%. The company does not usually keep a waiting list but has started screening applicants who want to move into the new Bothasig Gardens social housing apartments scheduled to be completed later this year.

Nathan Adriaanse, director of communications from the Western Cape Department of Human Settlements, confirms the sector has seen an increased demand for social housing. “It is also evident that a number of existing tenants were affected by the Covid-19 pandemic in terms of job loss or salary cuts,” he said, “which resulted in a decreased rental collection rate. However, the sector as a whole identified options in which to assist such tenants, which included nonevictions and debt-relief measures.”

Supply and demand According to the department, there are currently seven social housing projects active in the province, comprising 2 688 units in total. These projects are Steenvilla (700 units), Drommedaris (219 units), Bothasig (120 units), Scottsdene Rental Estate (500 units), Belhar Gardens Rental Estate (629 units), The Anchorage (416 units) and Regent Villas (104 units).

“At present, the social housing project pipeline consists of 35 projects which seek

Deserving first-time buyers can qualify for a Flisp government subsidy which can be used as a deposit or put down to shorten the payback period.

According to Adriaanse, the department’s focus is to enhance the demand for affordable housing, essentially Flisp, and to include Flisp housing opportunities in its catalytic projects (spatially targeted interventions that aim to change the way we provide infrastructure by restructuring settlements patterns). “In essence, the department plans to increase the supply of Flisp housing opportunities,” he says.

As the property market continues to adapt and change, the property sector has also begun to realise the potential the so-called gap market holds. According to its definition, gap housing includes those who earn too much to qualify for a government-subsidised house but also earn too little to qualify for a bond from a bank to buy a house.

Malusi Booi, the City’s Mayco Member for Human Settlements, says several well-located projects in central Cape Town are set for major milestones this year, with a projected total of around 620 social housing units.

“Pine Road [Woodstock] is due to break ground, Dillon Lane [also in Woodstock] is at development application stage, and Salt River Market is now just months away from handover to a social housing developer. The Newmarket Street site (444 units projected yield) is also in the pipeline for social housing.” says Booi.

First in line As the forecast for economic recovery post-Covid-19 remains cloudy, it is safe to assume there will be quite a long queue of applicants. Adriaanse says the application process generally commences within the last year of the construction of a project.

“Since this is a rental housing project, vacancies can become available over time and to fill these units, the SHI’s will revert to the application list. However, applications can still be submitted on an ongoing basis.”

In line with the fundamental goal of social housing – to ensure integration from a spatial, social and economic point of view – it seems that applicants who already live in the respective areas where social housing projects are under way will be first in line.

“Social housing projects firstly seek to assist qualifying applicants within the area, but has an allocation for applicants outside the area for persons to be close to the abovementioned opportunities,” Adriaanse says.

However, as social housing projects are “rental projects and rely on rental income for sustainability”, he adds that the key selection criterion is affordability.

“Communicare helps to address the growing need for housing, in areas close to their places of work with access to good schools and transport. For example, between 1989 and 2020 Communicare built and sold 1 500 houses in Montclair, Mandalay as well as in Musgrave in the Dieprivier area at prices suitable for the gap market,” Houston says.

Porto takes Rainbow honours UNATHI OBOSE FC Porto made history by winning its maiden Rainbow Soccer Tournament after hammering Galaxy FC from Mitchell’s Plain 2-0 at Vuyiseka Sport Complex on Sunday 28 February.

The Philippi-based team walked away with a R10 000 cash prize, a trophy, soccer kit and gold medals.

Coach Khanyo Majozi said he was pleased with the way his boys performed throughout the competition. He described the tournament as a stepping stone into the future. “The boys performed very well,” he said. “They played according to our plan.

We worked very hard to win this tournament.”

Majozi said their winnings will assist the team to buy other soccer equipment.

He praised his strikers for a great job.

“They played as collective and our forwards were more clinical in front of the goals,” he stated.

Brian Matiwane, the event organiser, said the tournament was much better than the previous edition. “The standard was high,” he said. “All the 32 teams that participated in the tournament showed class. We hope that we will keep the momentum.”

Matiwane appealed to sponsors to come on board. “Our challenge is the sponsors.

We need more sponsors to support us. The money that we gave for prizes is the money that we generated through entrance and joining fee.”

be selected,” said the proud young player, who is playing u-15 at SACS as a scrum-half.

He thanked his peers for introducing him to the sport.

“I started playing rugby at the age of 9, when I was in Grade 3. There were other learners who were playing rugby at the school. So we used to bunk classes to play it.

All my friends were familiar with the sport, and I was the only one who didn’t understand it.”

Sange said his former coach encouraged him to continue playing it. “He taught me everything including how to hold and pass the ball,” he said. “The coach is so passionate about the sport.”

He added that before he joined SACS he was playing u-14 for the Vusa Rugby and Learning Academy, based in Rondebosch.

He described Springbok scrum-half Faf de Klerk as his favourite player.

Thulani Njova, Sange’s father, wished his son success. “I’m willing to support him to ensure his future is bright,” he said. “As long he stays humble and focuses on his studies and sport I don’t have a problem. All other things will follow.”

ard work and dedication” have paid off for a young rugby player Sange Booi (14), who won a rugby scholarship to the South African College High School (SACS) in Newlands after shining at the trials.

The former learner of Zimasa Primary School in Langa started his new journey three weeks ago at the start of the current academic year, moving to Newlands.

With the support of his parents and the entire Zimasa family he is now well on his way to achieving greater things and the sky is the limit.

In an interview with City Vision, Sange said he could not believe his ears when he was told he got the scholarship.

“I received the scholarship through my coach Luvo Ndabaninzi,” he said. The coach had contacted his former teammate currently playing for SACS. “After that the school invited me for trials, and I was fortunate to
