I don’t know about you, but 2024 flew by. It’s hard to believe it’s already 2025! As I stated in my last column, OMB will continue to promote housing affordability for all economic segments of society.
We are excited for the return of the Elected Official Bus Tour in the summer of 2025. This event is a great opportunity for local elected officials to learn about the residential home-building process. Elected Officials will be transported (literally) through the stages of home building, learning the ins and outs alongside a knowledgeable tour guide!
We are also extremely excited about the launch of a Residential Construction Training Program at South Puget Sound Community College (SPSCC). This program will begin in March. OMB’s Education Foundation partnered with many local groups, including United Way, to make this come to fruition. Thanks to Debbi Boyd of Real Estate of the South Sound for her work on the taskforce! And a big thanks to all of you who have donated and/or participated in the Foundation Auction! Watch for more information on a hiring event when the first students receive their certifications! I wanted to give you a quick update on I-2066, the natural gas initiative. Around the state some jurisdictions have developed appropriate guidelines to comply, some have not. Locally several jurisdictions are waiting on the Building Code Council to proceed. The one thing we do know, local building departments should not be enforcing any penalties for permit applications that include natural gas service. Local officials are required to follow the law. If you have heard otherwise, please contact OMB’s Government Affairs Director Jessie Simmons at ga@omb.org.

OMB Membership Dues
As we enter 2025, Olympia Master Builders remains committed to providing numerous benefits to our valued members. These benefits include networking and education opportunities, events, and marketing options that provide ways for our membership to market their companies’ goods and/or services to other OMB members and the public. In addition, OMB continues to be the voice of advocacy for the housing industry in the five-county region we serve.
OMB, like many of its member companies has faced increased operating costs in the last few years. To continue to offer all the quality member benefits you are accustomed to; OMB’s Board of Directors recently authorized a $40 increase in dues. The last dues increase was in 2014. This was not an easy decision and one that was given serious consideration. In the end, the Board made the tough financial decision to keep the Association financially healthy.
The next step in this process is a meeting for the membership to vote on this dues increase. This meeting has been set for Friday, March 7, 2025, at 4:00 pm at the OMB office.
The Olympia Master Builders is a professional trade association representing 490 member companies located in Thurston, Lewis, Grays Harbor, Mason and Pacific Counties. Our members come from all sectors of the building trades and are committed to “building strong communities, one home at a time.”

I’m looking forward to working with all of you in our organization’s efforts in industry advocacy, affordable housing, bringing people into the trades and growing our membership.
Over the last couple of years our committees and staff, with great success, have worked hard to keep our events and social gatherings new and exciting. Your involvement in these events builds a strong membership community. One that businesses, and the greater community will gravitate to and recognize our positive impact.

We are very excited to announce the launch of a brandnew Residential Construction Training Program at South Sound Community College! The curriculum is industry certified by the Home Builders Institute and will be a great opportunity for our community to meet the growing demand for skilled workers in our industry.

The Future Construction Workforce What You Can Do
As A Business Owner?
Managing the ebbs and flows of our recent economy has been a challenge, but fortunately the housing market continues to rise, and our members are directly feeling the benefit to their workloads. This is a promising constant for our industry! Although, our building community along with the entire nation, is faced with the challenge of keeping up with the mass demand of remodeling and new building projects because of the widespread shortage of skilled labor.
The solution to this overwhelming issue is unknown. What we do know is that as industry veterans start to retire and leave the workforce, no one is there to fill in their shoes – in part, a result of decades of encouraging students to attend a four-year college rather than considering careers in the trades. Another challenge we are seeing is that as trade-based programs have been eliminated from high schools, kids are not being exposed to a variety of options of trade work that may interest them.
Over the past couple of years, Olympia Master Builders has taken on the skilled labor issue in our area and prioritizing opportunities to tap into our local youth, encouraging them to think about pursuing careers in construction.
One of our primary goals at OMB is developing a professional building industry. Accomplishing this goal requires us to not only look at our current professional industry, but also the workforce yet to be. It is part of our goal to help foster relationships and help encourage future employees and business owners to enter the construction trades as well as support those already doing the work.
One way to do that is to increase public awareness of the opportunities available in construction trade professions. And to get out in front of our potential future workforce by attending Career Days, hosting Workforce Development workshops, and to encourage our members to lend their skills and knowledge by doing the same. Ongoing efforts are important to achieve our industry-wide goal of increasing the number of professional construction related employees in our area.
Here are a few suggested activities that YOU, as business owners, can do in your community to spread the word about careers in construction.
OPEN UP YOUR SITE:
Consider opening up one of your construction sites and host a field trip. Arrange for students to tour the site and gather first-hand information about what it takes to have a successful career in construction.
BUILD A RESUME:
Check in with the local high school guidance counselors and coordinate a resume building session to help students prepare for a career in construction. Provide interview and resume tips.
VISIT A CLASSROOM:
Present the customizable Careers in the Construction Trades PowerPoint (available through OMB or NAHB) to local middle school and high school students. You can also access the Cheat Sheet for using the Careers in Construction Trades presentation.
HOST A JOB SHADOW DAY:
Plan a day to coordinate with the local schools to host a job shadow day. To meet future workforce demands, educators and employers need to reach out to the next generation of construction craft professionals. It is through industry and education partnerships that students get first-hand work experience.
• Young people spend time with adults at their workplace
• Students see the responsibilities and daily tasks, as they spend time in the work environment.
CONSTRUCTION EMPLOYEE DAY:
Just as important as it is to entice new employees into the trades workforce, it is equally important to recognize those already working in the industry. Schedule a Construction Employee Day to honor your construction management and construction trade professionals. Show your employees they are appreciated...
• Company-wide party, picnic or luncheon
• Gifts with company logo
• Recognize an employee of the year

Checking In: Wins for Affordable Housing in 2024.
One year removed from the 2023 session, one the Washington State legislature dubbed “the year of housing,” it is important to take stock of where we are. We are beginning to see jurisdictions fall in line with measures directing them to promote a diversity of housing and make process improvements by eliminating barriers to building more affordable housing. As jurisdictions work through their comprehensive plan updates, we are witnessing a culture shift in urban planning. A shift toward more growth and opportunity. These types of changes never occur in a vacuum or all at once, but we can be proud of the progress made in 2024. Some of the wins for our industry include:
• The City of Olympia reduced the minimum parking requirements throughout the city, giving developers discretion on the right amount of parking.
• The City of Olympia expanded the Multi-Family Tax Exemption on some multi-family/multi-use projects to promote density in the urban center.
• Thurston County made process improvements meant to frontload many of the elements of the building process and prevent the “bring me another rock” type process of the past.
• The Chehalis River Basin Authority released a successful RFP that connected members with funding to complete flood prevention measures throughout the basin and is still looking for several more projects to be completed.
• Olympia Master Builders participated as a stakeholder in the hiring of Terry McDaniel, a long-time City of Lacey staff member, to the position of Building Official, ensuring the continuity of the city’s friendly building culture.
• Olympia Master Builders was sought as a stakeholder in discussions around comprehensive plans and housing affordability in every jurisdiction throughout our five counties.
• Olympia Master Builders and its members were vital to the success of the I-2066 “Energy Choice” campaign.
• These are only a few examples of wins for the industry that OMB and its members accomplished in 2024. We at OMB look forward to another year of successes in 2025.
Looking Ahead: Can We Do More?
2024 was a year of pragmatic steps toward addressing the housing crisis, with some resistance from the typical spaces. However, all indications are that the wind is beginning to change.
More allies are moving into the pro-housing camp as they witness the reality on the ground. More and more stakeholders are beginning to see the housing crisis as a non-partisan issue. So, 2025 is another opportunity for the industry to inject experience and truth into the issue. We might start with a reminder of the following ten point plan from NAHB to fuel progress on affordable housing:
• Eliminate excessive regulations - Regulations account for nearly 25% of the cost of a single-family home and more than 40% of the cost of a typical apartment development. Policies at all levels of government are needed to ensure agencies consider the true effect of regulations on small businesses.
• Promote careers in the skilled trades - There’s a monthly shortage of nearly 400,000 construction workers, and builders will need to add 2.2 million new workers over the next three years to keep up with demand. Policymakers should support funding for construction trades education and provide more placement services to job seekers.
• Fix building material supply chains and ease costs - The cost of building materials has surged 38% since the pandemic. Of particular concern, the price of distribution transformers is up 72%, and along with a severe shortage of transformers, this is delaying housing projects across the nation.
• Pass federal tax legislation to expand the production of affordable and attainable housing - The Affordable Housing Credit Improvement Act would expand the Low-Income Housing Tax Credit and enable builders to increase production of badly needed affordable housing.
• Overturn inefficient local zoning rules - Inefficient land use policies make it harder and more expensive to build. Localities need to rework ineffective zoning plans, and provide more options, such as reducing minimum lot sizes, allowing more accessory dwelling units and promoting missing middle housing (e.g., townhomes and duplexes).
• Alleviate permitting roadblocks - Permitting delays at all levels of government delay housing projects and raise construction costs. Localities need to make it a priority to avoid needless bottlenecks in their approval processes. One easy solution is a time limit on how long the government has to either approve or deny a permit.
• Adopt reasonable and cost-effective building codes - Studies have shown that building to the 2021 IECC can add as much as $31,000 to the price of a new home and require up to 90 years for a home buyer to realize a payback. That’s not a reasonable trade-off and would not provide meaningful energy savings.
• Reduce local impact fees and other upfront taxes associated with housing construction - The home building industry agrees that some impact fees are necessary to cover the costs of increased public services for new home developments. However, lawmakers must impose impact fees fairly with the cost to the home buyer in mind.
ADVOCACY
• Make it easier for developers to finance new housing - Fannie Mae, Freddie Mac and the Federal Home Loan Banks should be encouraged to support a secondary market for AD&C financing that would expand financing options for builders to increase the housing supply.
• Update employment policies to promote flexibility and opportunity - The current patchwork approach for builders to determine worker status, calculating overtime pay and prevailing wages creates, and documenting employment status creates unnecessary burdens and disincentivizes housing production.
At the local and state levels, Olympia Master Builders and the Building Industry Association of Washington are working diligently to ensure we play our part in the success of the industry and in addressing the housing crisis. The state legislative session is off to a promising start with bills addressing lot-splitting and accountability at the State Building Codes Council on the move. Local jurisdictions are conducting analysis of internal processes and making improvements where possible. And Olympia Master Builders is at the center of many housing affordability discussions around the community ensuring the builder’s voice is front and center.
