Dear Prince Georgians,

Prince George’s County’s history consists of resilient and vibrant stories of migration. Throughout the years the County has experienced many social, cultural, economic, and physical changes During the late 1940s, the County underwent some of its first major development projects, which provided young World War II veterans and families with housing options. Around the 1970s, African Americans moved to the County’s growing community. During the 1980s, Latino and Caribbean immigrants led a new wave of migration into the County, originating from countries such as El Salvador, Mexico, Guatemala, Jamaica, and the West Indies. Additionally, Asian, and African immigrants have also moved to Prince George’s County Although our reasons for migrating may vary, we all share the same dream of making a home and belonging to a new community The County has served as a haven and an attractive destination for many families throughout history.

During the COVID-19 pandemic, thousands of Prince Georgians were on the frontlines placing their personal and family’s health at-risk to perform jobs that are essential to the functioning of our County, State, and Country Residents kept our economy running through their work at grocery stores, hospitals, warehouses, and many other businesses During this time, we all gathered around a common goal and took on shared sacrifices that united us all. As we emerge from the global pandemic, let’s continue our work forward together

During the best and toughest of times, we know we need each other. When we connect people of all cultures, we set the foundation for a prosperous County where residents learn from each other, and welcome and celebrate their neighbors We’ve taken steps to improve the quality of life of all our residents, through our efforts towards receiving recognition as a UNICEF Child Friendly Community, creation of the Office of Multicultural Affairs, prioritizing language access and much more. The Welcome to Prince George’ County Resource Guide is designed as a tool to assist you- our new neighbors- as you learn to navigate and access resources and thrive in our County. The guide provides a comprehensive list of local government resources available to children and adults, created to assist all communities. We’re Prince George’s Proud to launch this guide that will help us all continue to create our best stories.

Welcome to the Office of Community Relations! The Office of Community Relations promotes new initiatives and services, to bring the community closer to government. Over the last four years, we’ve worked to serve and fully embrace the strength of our County’s diversity Prince George’s County is one of the most densely populated and diverse areas in the State of Maryland, where people from all around the world come to live, work and grow their business.

Each of our residents contribute to our collective community story- a story of persistence, faith and family We work to promote unity in diversity in our various programming and flagships, by encouraging understanding between people who may be different from one another

OFFICE OF MULTICULTURAL AFFAIRS

The story of America is incomplete without stories of different immigrant communities, including the desire of recent immigrants to integrate into mainstream America and the challenges they face trying to do just that

County Executive Alsobrooks established the Office of Multicultural Affairs to support the rich diversity of Prince George’s County. The Office is designed to bring the government closer to the immigrant community that contributes to its rich tapestry. Our goal is a commitment to improving the interaction between the county’s immigrant community.

Our office's mission is to provide support and assistance to the immigrant community in the county, in support of the County Executive’s mission of running a transparent, easily accessible, and accountable government.

The Office of Community Relations

Our Mission

The Office of Community Relations ensures that County residents connect with government resources, agencies, and personnel Our responsibility is to serve as a bridge between the government and its people We are dedicated to ensuring Prince George’s County residents know that they can count on the Office of Community Relations to be highly visible, accessible, and accountable We consist of five (5) different units: Programs, Common Ownership Communities, Special Projects, PGC311, and Outreach.

Programs Unit

The Programs Unit develops creative ongoing initiatives for residents such as Class Act, Warm Coat Operation, Proud Corps, Cinco Dias en Mayo, Forever Fit, CPR classes, and Lunch & Listens.

Special Projects Unit

The Special Projects Unit develops, organizes, and assists with the executionof Prince George’s County Government community initiatives and projects.

Outreach Unit

The Outreach Unit leads the flagship initiatives such as 100 Events of Summer, Christmas in April, Stuff-A-Truck, National Night Out, Welcome Hubs, and 12 Days of Giving.

Common Ownership Communities

Common Ownership Communities (COC) and The Commission on Common Ownership Communities (CCOC) work in tandem to ensure the proper establishment and operation of homeowners’ associations, condominium associations, and cooperative housing units

Housing

Landlords, lenders, and home sellers cannot refuse to rent, provide a mortgage, or sell a dwelling to any qualified buyer or renter based on race, religion, color, sex, national origin, age, occupation, marital status, political opinion, personal appearance, sexual orientation, disability, familial status, gender identity, immigration status, citizenship status, or source of income

Landlords, lenders, and home sellers cannot use unfair rules in selling, financing, or renting. It is illegal to attempt to steer persons into or away from neighborhoods or apartment complexes on the basis of race, religion, color, sex, national origin, age, occupation, marital status, political opinion, personal appearance, sexual orientation, disability, familial status, gender identity, immigration status, citizenship status, or source of income.

Public Safety

If you are questioned by the police you have the right to remain silent You have the right to speak with an attorney before or during any police questioning.

If you agree to answer questions, you may stop at any time and request an attorney, and no further questions will be asked If you want an attorney and cannot afford one, an attorney will be appointed to represent you.

If you are questioned by the police you have the right to ask the officer if you are being arrested or detained. If you are arrested by local police, they must charge you with a crime in court within 48 hours, or they must release you

You should be treated with courtesy and professionalism by police officers. You may file a complaint if you think a police officer acted inappropriately while interacting with you You may also file a complaint if you witnessed a police officer action inappropriately.

If U.S Immigration and Customs Enforcement (ICE) comes to your home or stops you on the street, you have the right to see a warrant; in all other cases, keep the door closed State: “I do not consent to your entry ”

Know Your Rights (cont.)

Let the County employee who is helping you know your language needs in one of the following ways:

Prince George’s County law says that County government agencies must provide services in the language of preference of County residents. If you don’t feel comfortable communicating in English, you have the right to request and receive services in your language of preference when seeking services from the County government.

You can be served in the language that’s best for you through:

Oral Interpretation provided over the phone Oral interpretation provided by a bilingual employee.

Written document translation whenever you must read information or complete a form related to the service that you need

Say your language of preference: Spanish, French, Tagalog, Yoruba, Amharic, Chinese (Mandarin or Cantonese), etc. Look for the “I Speak Cards” located in the agency front desk, select the one with the language in which you would like to be served, and hand it to the employee

Look for the Language Identification Poster located at the agency front desk and point out the language in which you would like to be served.

Human Trafficking involves sexual or labor exploitation and is a crime. Anyone can be a victim of human trafficking Are you being forced to work and not getting paid? Are you working and not getting paid or getting paid very little? Are you living in a place provided by your employer? Are you working for your employer because of a false promise? Have you tried to leave your job and you or your family were threatened? You or someone you know may be a victim of labor trafficking

A national human trafficking research group lists the top industries for labor trafficking in Maryland as domestic work like nannies and au pairs, food service, construction, and traveling crews But those are not the only industries where slavery occurs You could be working with someone in a

hotel, nail salon, or a hair braiding salon who is actually a slave

Sex trafficking can occur anywhere. The average age of recruitment into sex trafficking is 11-14. Recruiters or traffickers can be peers, friends or family members, or an on-line “friend” Some vulnerabilities for being recruited include speaking another language and coming from another country, loneliness, money or financial issues, or troubled relationships.

PRINCE GEORGE’S COUNTY PUBLIC SCHOOLS (PGCPS) HOW TO ENROLL IN PGCPS:

ALL CHILDREN LIVING IN THE UNITED STATES HAVE THE RIGHT TO A FREE PUBLIC EDUCATION, REGARDLESS OF IMMIGRATION STATUS. THIS SECTION WILL EXPLAIN THE PROCESS AND PAPERWORK NEEDED TO ENROLL IN THE PRINCE GEORGE’S COUNTY PUBLIC SCHOOL SYSTEM

INTERNATIONAL STUDENTS

Please take the following Pre-Enrollment Survey to ensure you are adequately prepared for registration.

What language does the student use most often to communicate?

What language(s) did the student first learn to speak? What languages(s) are spoken in your home?

Are you transferring from a school or location outside the United States?

Has the student previously received ESOL services or been enrolled in an ESOL program?

1. GENERAL GUARDIANSHIP

Any child living in the United States has the right to attend school School-age students must be living with a birth parent or courtappointed legal guardian in Prince George’s County to be eligible for admission into Prince George’s County Public Schools. If you are not the parent or court-appointed legal guardian of the student, please inquire about Informal Kinship Care by contacting the Office of Pupil Accounting, at pasbt@pgcps.org.

2. FIND YOUR SCHOOL

The enrolling birth parent/court-appointed guardian and the student must be physically residing in Prince George’s County. Students are expected to attend the school assigned to their home address To find your neighborhood school please visit the PGCPS School Finder (https://gis.pgcps.org/schoolfinder/findschool2.asp).

3. REQUIRED DOCUMENTS

All parents or guardians registering in Prince George’s County Public Schools must have the following:

Government Issued Photo Identification for the parent/ legal guardian

Original Proof of Birth for the Student with seal and parents name listed.

Immunizations Record Health-Related Documents

Proof of Residency: Lease/rental agreement, Current mortgage statement, Deed of property, Settlement papers, Current tax assessment bill

Additional documentation may be required depending on individual circumstances including students who do not reside with their parents, students who previously attended school, and students not enrolling in their neighborhood school

Prince George’s Community College offers Adult Education ESL courses to assist residents practice in speaking and understanding English The courses also include instruction reading, writing and grammar Please note there is no tuition for most Adult Education ESL courses.
