Situational Analysis • Saint Vincent and the Grenadines (SVG), a Member State of the Organisation of Eastern Caribbean States is being tragically affected by the recent and ongoing eruptions of the La Soufrière Volcano which started on April 9, 2021. A preliminary assessment of the situation revealed the following effects:
• Displacement of 20% of the population (approximately 20,000 persons) – Of this number, 13,154 are registered and are currently housed in shelters, private homes and hotels. Approximately 7,000 are unaccounted for.
• The "Red Zone" which was flagged as the area that is in the direct path of the Volcano's Pyroclastic flows contains SVG’s prime and most fertile agriculture land. The Agriculture Sector is a vibrant part of their economy as it has single-handedly contributed between 6% - 7.9% towards the Country's Gross Domestic Product (GDP) between 2009 and 2019 1. In the Red and Orange Zones, the economic loss to the Agricultural Sector is estimated at USD 153.1 M (crops & livestock – USD 109 M, forestry and wildlife – USD 19 M, fisheries - USD 5.1 M and farm building and infrastructure – USD 20 M)2
• The Pyroclastic flows from the volcano has started to affect approximately 4-7 villages which indicate an impending complete reconstruction of infrastructure and livelihoods.

the COVID-19 pandemic in that area. The implication is, movement of persons from this area will likely aggravate the spread of the Corona Virus.

Zooming in on Additional Challenges • Heightened risk of COVID-19 transmissions. On average only 6-8 persons per shelter have been vaccinated upon admission. • Need to upgrade national water quality testing capability • Demographics on persons in shelters in terms of age, sex and gender, not yet disaggregated. • Health Services Delivery: No private oncology services available for chemotherapy. The service is being established at Milton Cato Memorial Hospital (MCMH). • Inadequate access to safe drinking water and water for domestic use (toilet and washing). • The CWWA reported that the test results for fluorides in the water samples were below the WHO standards for drinking water. Re-testing will continue to ensure accurate results. • Contaminated water could result in outbreak of water-borne illnesses • Inability to identify difference between COVID-19 and asthma symptoms • Increase risk of asthma, especially in Children • Treatment of burn victims. Possibility for medevac to Guadeloupe. • Infection prevention control (in shelters) • Need for Oxygen Cylinders and PPEs • Need for public information in shelters and on cleaning of the ash • Access to health for evacuees in neighboring countries

OECS Response Update (1) • The “Global Coalition in Support of St. Vincent and the Grenadines” was established to support and assist the Government of SVG with the current ongoing disaster. This international leadership task force includes representation and participation from International Organizations, NGOs, Faith Based Organisations, International Law Enforcement Agencies, Multilateral, Bi-Lateral Agencies, Community Based Organisations, Grassroots Organisations and Regional & International Private Sector corporations and leaders. This coalition will work alongside the OECS Stronger Together Campaign. • OECS embedded team members to assist NEMO with warehouse management and related logistics • The Stronger Together Campaign was launched on April 12, 2021 and the initial target is to raise USD 100 Million to fund relief and recovery efforts related to the crisis situation in SVG. The following was achieved since the launch of the campaign: • Funding commitments, pledges and donations from multiple entities (public and private sector) and individuals • Re-engineering of the campaign by multiple corporate entities that have engaged their networks in an effort to channel financial resources to the campaign. • Partnership established with O2N Foundation where a fundraising virtual concert featuring multiple regional and international celebrities, influencers and Heads of State.

OECS Response Update (2) Resource Mobilization Leveraged it’s partnership network which resulted in the following: •Direct Relief donated two 40ft container of relief items to St. Vincent and the Grenadines which arrived in St. Lucia on April 16, 2021 for onward delivery to SVG •Afya Foundation committed to donate 100 pallets of relief items to SVG. Approximately 20 pallets valued at over USD 200,000 has been received and sent onwards to SVG to date. •World Central Kitchen (WCK) that is currently on the ground in SVG was connected to a network of farmers and other suppliers to facilitate the procurement of fresh vegetables and fruits. WCK is now serving 8,000 plus persons per day in SVG •JetBlue committed to provide transportation services for relief items and volunteers between locations that it currently services. The relief items donated by Afya Foundation will be transported by JetBlue •Mobilizing financial and technical support for recovery efforts around innovative solutions for addressing water security. Pooled Procurement & Supply Chain Management Division •The OECS Commission has activated its Disaster Fund ($350,000) via its Pooled Procurement and Supply Chain Management Division as part of its response to the disaster •Establishment of a working group and information hub designated to monitor the situation in St. Vincent and the Grenadines (SVG) •Connected with its network of Pharmacists and other medical professionals to assess need in an effort to guide its response mechanism to the SVG crisis
