Resilient and sustainable person-centered health systems are critical for Universal Health Coverage (UHC), a priority for G20, to ensure people lead healthy and productive lives.
UHC underpins human capital, economic growth and the prosperity of countries.
The 2020 G20 Presidency will work with members
to introduce and scale-up Value-Based Health Care (VBHC), digital health solutions, and agile techniques for
managing patient safety in health systems. As fundamental foundations of transformation in health systems, these innovative approaches can help accelerate improvements in other priority health areas for G20, namely, Pandemic Preparedness and Antimicrobial Resistance (AMR).

Value-Based Health Care
Health Systems globally are faced with similar challenges of rising demand, increasing complexity of health care, and
unsustainable rising costs. “Value-Based Health Care - VBHC” is an approach to strengthening health care systems
and address various challenges facing all countries. VBHC is a novel approach that presents a paradigm shift in the health care field, offering a framework for restructuring the health care systems around the world.
Patient Safety
Globally, patient safety is a major challenge for health systems. Unsafe practices that harm patients lead to 64 million
disability-adjusted life years lost and are one of the ten leading causes of deaths and disability, with one in every
ten patients harmed while receiving hospital care and 20-40% of health resources are being wasted2. Effective management of patient safety is paramount for strengthening health systems, improving health outcomes, achieving UHC, and supporting economic sustainability.

Digital health solutions have the potential to transform health systems to achieve improved health outcomes, and to
realize economic and social benefits. All countries are investing in digital health and looking to accelerate and scaleup digital health implementation to empower innovation and healthcare transformation to realize the opportunities of the 21st Century while addressing the current healthcare and digital health challenges.

Effective and timely management of health threats from emerging and re-emerging infections is a priority for all
countries. Pandemics pose significant risks to the health, economies, and security of all countries in the world. In a highly globalized world, G20 has consistently reaffirmed that a timely and coordinated response to emerging threats require resilient health systems and compliance with international health regulations.
