Our communities are evolving in several ways:
An Aging Population: A trend long discussed is now fully upon us. The growing number of aging Ontarians will sustain increased demand for our services well into the next decade. The surge we began experiencing during the pandemic has become a structural shift rather than a temporary spike.
Increasing Cultural and Religious Diversity: Ontario’s communities are more diverse than ever As a result, bereavement practices are no longer anchored in a singular cultural narrative This requires a sector that is both agile and informed ready to serve with cultural fluency and respect
New Generational Preferences: The expectations of younger generations are markedly different There is growing interest in personalized, eco-conscious, and often non-traditional forms of memorialization, influenced by digital lifestyles and shifting cultural values

The days of siloed operation are fading. Today, our ability to meet the needs of grieving families depends on our willingness to collaborate across the entire bereavement spectrum. At OACFP, we’ve seen firsthand how a united sector can achieve more. What once was fragmented has become increasingly cohesive, thanks to shared goals and mutual respect.

Advocacy in Action: Priority of Persons, the MECP Crematorium Working Group & Beyond
Advocacy is a cornerstone of our work, and it’s where collaboration becomes transformation. Our sector’s resilience depends on policies that reflect both its operational realities and its profound social importance.
Through our leadership role in the MECP Crematorium Working Group, we’ve helped move forward longoverdue discussions on modernizing Environmental Compliance Approvals (ECAs) for crematorium operations. These updates are vital for aligning regulatory processes with the practical needs of our members and ensuring cremation services remain responsive, accessible, and sustainable into the future.

APRIL 24 - MUNICIPAL SMALL CEMETERY WORKING GROUP MEETING
Strengthening Community Voices: 2025 MSCWG Meetings Unite Cemetery Professionals Across Ontario
On April 24, 2025, the Ontario Association of Cemetery and Funeral Professionals (OACFP) proudly hosted five simultaneous Municipal and Small Cemetery Working Group (MSCWG) meetings across the province. Designed to amplify the voices of smaller cemetery operations, these sessions brought together over 125 professionals in Guelph, Sudbury, Lakefield, the Town of Blue Mountains, and virtually via Zoom.
These important gatherings would not have been possible without the leadership of our Regional Ambassadors Rebecca Kit (Guelph), Ray Ingriselli (Sudbury), Meghan Henning (Lakefield), and Margriet Mosterman (Town of Blue Mountains) We are grateful for their time, hospitality, and ongoing commitment to fostering regional engagement and support
The day began with a shared agenda focused on identifying five core challenges affecting small cemetery operations From there, each location held in-depth group discussions to reflect on local realities, brainstorm solutions, and highlight key issues in need of provincial attention
At 1:30 PM, all locations reconvened on Zoom to present their findings in a collaborative debrief This province-wide exchange underscored common struggles such as navigating outdated by-laws, accessing funding, and managing volunteer burnout while also celebrating the resilience and innovation of our sector’s smaller operators
Following the session, members received a curated package of tools and resources including OACFP white papers on interment rights, sample by-laws, grant listings, and vendor contacts for cemetery maintenance and memorial restoration. A dedicated Facebook group was also launched to help members stay connected and continue the dialogue between meetings.
This initiative reflected the heart of what OACFP stands for: empowering members through collaboration, practical support, and a shared commitment to professional excellence.

SECTOR SUPPORT AND ENGAGEMENT IN THE CAPITAL
Ottawa Dine & Discover and Trusted Advisor Training – May 7–8, 2025
OACFP was pleased to return to Ottawa for two impactful days of professional development and connection on May 7 and 8. Hosted at Beechwood Funeral, Cemetery and Cremation Services, the events brought together bereavement professionals from across the region to engage in timely conversations and sharpen their skills.
On May 7, the Dine & Discover session featured a powerful keynote titled “Credibility in a Noisy World: Communicating Clearly in Complex Times”, delivered by Kevin Parent, Team Lead of Digital Communications at the Canadian Institute for Health Information and former strategist at Ottawa Public Health. In an era where misinformation spreads quickly and trust is hard-won, Kevin shared real-world strategies for building credibility in emotionally charged and highly regulated sectors like ours Drawing parallels between health care and death care, he offered attendees tools to combat myths, engage the public with clarity, and become reliable sources of truth in a crowded media landscape With a dose of humour and a few porcupines, Kevin made complex concepts accessible, relatable, and immediately useful
The following day, May 8, professionals gathered for Trusted Advisor Training, an interactive session led by Codi Shewan. Designed to elevate the client experience in funeral and cemetery arrangement conferences, the training focused on empathetic communication, purposeful service, and strengthening the advisor-client connection
Together, these sessions exemplified the OACFP’s commitment to equipping members with the tools, insights, and confidence needed to lead with trust and impact in today’s evolving bereavement landscape.

NEXTGEN BEREAVEMENT SECTOR INNOVATORS EVENT -
MAY 22
The “NextGen Bereavement Sector Innovators” event, held in May 2025 at the Hockey Hall of Fame in Toronto, was hosted by FSAC & OACFP in partnership with Arbor Memorial and Anthem Partners The event brought together emerging leaders and seasoned professionals for dialogue, exploration, and problemsolving within the bereavement sector The event aimed to empower the next generation to challenge outdated norms, advance inclusive and sustainable practices, and reimagine bereavement care to better serve modern communities while honouring timeless values. Activities included a panel discussion and sandbox-style breakout sessions focused on key areas of change and opportunity.
The event successfully convened professionals to discuss the future of bereavement care. Participants engaged in a panel discussion titled “Innovating in Tradition” and participated in sandbox breakout sessions The core purpose was to empower the next generation of professionals to innovate while upholding core values
The bereavement sector is at a critical juncture. The event affirmed the talent and clarity of purpose within the emerging generation of professionals who are eager to lead a movement prioritizing dignity, innovation, and accessibility. The key is to ensure these new professionals are given the necessary tools, trust, and opportunities to shape the future of bereavement care

OACFP SUPPORTS THE UNFORGETABLES FUND
The Sector Gives Back
On June 16, 2025, the OACFP community came together for a day of camaraderie, generosity, and sunshine at the annual Charity Golf Tournament held at Richmond Hill Golf Club. With 116 golfers, 41 sponsors, and countless volunteers, this year's event marked a new fundraising milestone raising over $41,000 in support of The Unforgettables Fund at The Hospital for Sick Children
The day was a celebration of compassion in action, with all proceeds going toward helping grieving families provide a dignified funeral for a child when financial resources fall short. From first-time players to seasoned pros, everyone teed off with a shared purpose: to give back.
Congratulations to the winning team from Northern Casket & Cardinal Funeral Homes, made up of Caley Ferguson, Tucker Muirhead, Jimmy Cardinal and Jim Cardinal, who posted an impressive score and took home top honours The tournament also featured exciting on-course challenges, raffles, and a lively banquet lunch to cap off the day

AGM 2025 Recap: A Year of Progress and Purpose
On June 24, 2025, the Ontario Association of Cemetery and Funeral Professionals (OACFP) held its 113th Annual General Meeting virtually. The meeting brought together members from across the province and the country to reflect on the accomplishments of the past year, receive updates on key initiatives, and chart the course ahead
Opening and Acknowledgements
The meeting began with a moment of silence to honour members who have passed President Mark Richardson officially called the meeting to order
Special Presentations and Sector Updates
Although the Honourable Stephen Crawford was unable to attend, Jim Cassimatis, CEO/Registrar of the BAO, provided a detailed regulatory update. Key highlights included:
A continued drop in complaints just 39 last year.
Plans for 439 inspections in the coming year.
New initiatives involving AI tools to review financial compliance documents.
Development of licensure conditions for Natural Organic Reduction (human composting).
Legislative updates related to the Priority of Persons and Administrative Monetary Penalties (AMPs).
Jeff Rutledge from McMillan Vantage also provided a briefing on trade and tariff issues, noting ongoing advocacy work and a hopeful tone regarding tariff reductions and cross-border cooperation

President Mark Richardson delivered a comprehensive update on OACFP’s strategic progress
Highlights included:
Continued growth of professional education programs, including MBBA, Trusted Advisor Training, and FDA Frontline Training.
Ongoing advocacy success, including legislative milestones such as the introduction of the Priority of Persons legislation
Increased member engagement through the 2024 Conference in Windsor, the launch of the Common Ground podcast, and regional events
A deepened focus on workforce support, mental health resources, and sustainability initiatives

Financial Report
In Treasurer Tim Vreman’s absence, Darren Denomme presented the financial report:
A slight revenue decrease of 0.7% was offset by a 1.1% reduction in expenses.
Membership income rose by 8 7%, reflecting stronger engagement
A modest year-end deficit was attributed to increased spending on legislative advocacy
The association maintains a strong financial position
Committee Updates
Angie Aquino shared progress on the GR Committee’s successful advocacy for FBCSA amendments and cremation standards reform
Kate McMaster reported on the thriving education portfolio, including the MBBA, Trusted Advisor program, webinar series, and the Windsor Conference
Christina Furtado-Burke previewed the upcoming 2025 Conference at White Oaks in Niagara-on-the-Lake Krystal Riddell detailed the work of the Sustainability Committee and upcoming live demonstrations of natural burial practices.
Governance and Leadership
Past President John Perrotta presented the 2025–2026 Board of Directors slate. Members approved the continuation of the current board, ensuring continuity through the ONCA compliance transition.
Closing
The meeting concluded with expressions of thanks to members, volunteers, staff, and guests. President Richardson emphasized the sector’s collective strength and the importance of unity and action moving forward

Bill 46 – FBCSA Amendments
In a significant milestone, the Government of Ontario introduced the Protect O Cutting Red Tape Act, 2025 OACFP’s long-standing advocacy is reflected in reforms to the Funeral, Burial and Cremation Services Act (FBCSA), including:
Modernized decision-making authority for funeral arrangements (Priority of Per
Enhanced compliance tools for the BAO
Streamlined cemetery closure processes
OACFP has requested a technical briefing and will prepare a formal submission the voice of the sector is reflected in forthcoming regulations.
Ontario Works and Unclaimed Bodies
The increasing number of unclaimed deceased persons up nearly fivefold since placing pressure on both municipalities and bereavement service providers. O calling for:

With cemetery land availability tightening, OACFP continues to advocate for bereavement infrastructure to be included in the Provincial Policy Statement We’ve urged the Ministry of Municipal Affairs and Housing to recognize cemeteries as essential public services and to prioritize access in settlement areas

Cremation Oversight & Environmental Approvals
Ongoing collaboration with the Ministry of the Environment, Conservation and Parks (MECP) has focused on modernizing cremation emissions standards and resolving longstanding concerns around Environmental Compliance Approvals (ECAs).

Through McMillan Vantage’s jurisdictional scan and policy memo, OACFP is developing a cross-jurisdictional advocacy campaign focused on:
Enhancing the CPP Death Benefit
Creating funeral supports for low-income Canadians, akin to Newfoundland’s model
Increasing tax-exempt limits on prepaid arrangements
Building awareness of bereavement savings vehicles
We will continue outreach to both provincial and federal leaders to champion these improvements.
