PLEASE TAKE NOTICE THAT, on or about October , 2022, the New York Power Authority (NYPA) and Clean Path New York LLC (together the Applicant) will file an application (Article VII Application) in the above-entitled matter with the Public Service Commission for a Certificate of Environmental Compatibility and Public Need pursuant to Article VII of the Public Service Law for the Clean Path Project. The purpose of the Clean Path New York Project is to increase the penetration of renewable energy into the downstate region, which is necessary for the State of New York to achieve its objective of 70% renewable energy by 2030.

GENERAL INFORMATION AND DESCRIPTION OF THE PROJECT

The Clean Path New York Project consists of a portfolio of wind and solar energy resources located in upstate New York and an approximately 178-milelong, 1,300-megawatt (MW) High Voltage Direct Current (HVDC) transmission line. The transmission line will run from a point of interconnection (POI) located at the Fraser Substation in Delaware County to a POI located at the Rainey Substation in Queens. The HVDC transmission line and associated facilities as described below are the subject of the Article VII Application and are hereafter referred to as the “Project”. The new generation facilities are being permitted under separate environmental and public processes and are not addressed by this application.

The terrestrial route of the Project primarily follows the existing right-of-way (ROW) owned or controlled by NYPA, New York State Electric and Gas (NYSEG),

DATES OF ARTICLE VII FILING

The Applicant will file the Article VII Application with the Public Service Commission on or about October , 2022.

A copy of the Article VII Application will be served upon the chief executive officers of Putnam, Delaware, Dutchess, Orange, Sullivan, Rockland, and Westchester Count ; the Cities of New York, Yonkers, Peekskill, Newburgh, and Middletown; the Towns of Bethel, Callicoon, Colchester, Cornwall, Cortlandt, Deerpark, Delhi, Fishkill, Forestburgh, Fremont, Greenburgh, Greenville, Hamden, Hancock, Highlands, Liberty, Mamakating, Middletown, Montgomery, Mount Hope, Mount Pleasant, New Windsor, Newburgh, Ossining, Philipstown, Rockland, Stony Point, Thompson, Wallkill, and Wawayanda; and the Villages of Monticello, Crotonon-Hudson, Buchanan and Ossining. Fall Farm Stand Favorites

We have the nicest neighbors across the street from our house. Although two decades younger than us, they have included us in their parties, barbecues and invites to join them on day trips to local activities, historical sites and town concerts. But best of all is when they share many of their culinary delights. Wife, Liz, loves to bake and often there is a knock at our door and there she is with her latest offering. It may be warm chocolate chip cookies, a loaf of banana bread or an apple tarte tatin, (French apple tart) she copied from her favorite program, The Great British Baking Show. While Liz has the desserts area covered, spouse Roy comfortable around the kitchen making a pot roast, stews and meats on the grill, especially on his days off. Several years ago he started a new tradition during winter to Souper

Sundays and each weekend he tries a different soup recipe. His soups are rich, hearty and perfect for a lazy Sunday evening meal. To accompany the soup, there is freshly baked, easy to make refrigerated biscuits.

FARM STAND MEDLEY

Last weekend Roy called us in the afternoon to come for dinner later on as he was making a big pot of soup. Since the night before the temperature had dropped down to 55 degrees, Roy was in the mood to try a new recipe. The day before he had gone to a local farm stand and bought a varied selection of their vegetables to take advantage of the last ones of summer as well as the autumn ones in season. When it was time for dinner, we went over and on the stove was the largest pot I’ve seen, the size of a cauldron! the house the minute you entered. As always,

Roy had another winner! While the soup was cooking, Liz had two apple cakes baking in the oven, so it was an easy and delicious welcome to the fall season! Here is an easy recipe for vegetable soup that contains all the same veggies that Roy used in his. Roy’s Hearty Vegetable Soup – Ingredients: Two 16 oz containers of either beef, chicken or small bag of baby carrots, four stalks celery diced, one large onion minced, small head of cabbage cut up, one small yellow and one green zucchini cut into small pieces, 3 beef steak tomatoes chopped up, 6 cloves of garlic minced, 3 bay leaves, salt/pepper to taste. Directions: Pour broth in pot large enough to hold all the vegetables you will be using. Add vegetables and bay leaves. Cook for one hour on a low heat. To use crock pot/slower cooker, then cook on low for 6-7 hours. When the soup is ready, serve with your favorite biscuits, crescent rolls, crusty French or Italian bread and enjoy!
