Under the direct supervision of the Head of Country Cluster Support Team – Beijing (HoCCST), the Program Coordinator for Mongolia is based in the Mongolia Delegation office.

Job purpose

The National Programme Coordinator (NPC) is the principal interface between the International Federation of Red Cross and Red Crescent Societies (IFRC) and a Mongolia Red Cross Society (MRCS) on technical cooperation (TC) and related matters. The NPC provides focus for all IFRC TC related matters in MRCS. As a consequence, the duties of the NPC encompass much more than administrative processes. The NPC covers leadership, strategic thinking, operational management, supervision, coordination and relationship building with a wide range of stakeholders representing the HoCCST. Aspects that require particular attention are the following: • An NPC who is aware of issues, trends and needs and who engages in continuous dialogue and exchange of information with project counterparts can play a valuable facilitating role, with both the MRCS, PNS, government and other stakeholders, in addressing problems; • An NPC is responsible for ensuring effective program and project implementation support, monitoring lessons learned and best practices, and serving as a focal point for knowledge preservation and retrieval, provides great value for a more effective TC programme; • Coordination by the NPC of both regional and national programmes helps increase efficiency and avoid duplication of efforts and diversion of resources to non-priority areas; • Better communication with key stakeholders, in line with IFRC policies and approaches, increases the relevance and effectiveness of the programme. Key stakeholders include: MRCS, government offices, representatives of the RCRC movement, and relevant multilateral and bilateral development partners, including NGOs. Job duties and responsibilities The roles and responsibilities are presented below primarily in the context of the NPC’s function, but equally pertain to the corresponding institutional responsibilities of the NPC office or unit. Serves as the interface between the MRCS and the IFRC Secretariat in all matters related to planning, programming, programme implementation, monitoring and evaluation of the TC programme and other related matters as assigned by HoCCST. Builds a knowledge base for national programmes through liaison with MRCS and partners, and identifies potential areas for collaboration and donor participation. Supports development of programmes/projects, proposal writing and partnership and resource development to support MRCS. Provides recommendation to the CCST-BJ Management Team in terms of necessary support to MRCS to launch and revise Disaster Relief and Emergency Fund and Emergency Appeal. Serves as a resource centre for knowledge about the MRCS’s planning processes and modalities, and

about end users. In addition, ensures that lessons learned and proposed corrective actions, adaptations and innovations for future projects are documented for the purposes of knowledge preservation. Acts as national coordinator for the Country Programme (CP), and provides leadership for preparation of the CP. More specifically: •Promotes understanding about national goals and objectives, and seeks complementarities between national development priorities, the TC Strategy and the IFRC’s policies to ensure that the proposed activities add value to national society’s development efforts; •Takes a leading role in aligning the CP to the S2020 and other related policies; •Directly responsible for preparation of the annual operational plan, plan of actions, DOPs, DORs and other programme/project updates both formal and informal; Interacts with IFRC project/programme managers and delegates in the formulation, design, facilitation and management of projects Ensures that technical cooperation policies and procedures are disseminated, understood and adhered to by MRCS and other project counterparts. Keeps track of the progress, problems and actions concerning project implementation, and facilitates implementation as necessary. Responsible in building the strategic network and partnership in the country. Keeps the management team of IFRC CCST-BJ well informed about any country and national society’s context which may have impact on the programming both positive and negative. Keeps the management team of IFRC CCST –BJ well informed of plans and activities of partners and key players. Ensures that cross-cutting issues such as: gender and diversity, climate change, and others are promoted and integrated in the programs/projects/activities. Responsible for ensuring quality and timeliness of reporting of all IFRC supported appeals, programs, projects and activities in Mongolia. Strengthens the communication, cooperation and coordination between MRCS and CCST-BJ and other partners. Translates and interprets from into Mongolian when required. During emergency operations or matters that require urgency, the NPC is expected to fully support MRCS operation with time, effort and expertise.
