Welcome to the Summer edition of Vision which includes a FREE pull out guide bursting with ideas about what to do over the holidays in North West Leicestershire.

I would encourage you to spend some time visiting and exploring the fantastic attractions, activities and outdoor spaces we have on our doorstep - many of them are even FREE of charge.

A recent celebration I was very proud and privileged to be part of, was the Green Footprints awards.

Protecting our environment is a key priority for us and I was pleased to meet so many enthusiastic people who want to make our District a better place to live and work - the work they do is truly inspiring.

I am also particularly pleased to see that one of our many volunteers, who gives up his own time to to help us keep the District clean, is featured in this edition.

I would like extend my thanks to all of our volunteers who give up their time to support their communities.

New Chairman takes office Councillor Geraint Jones is the new Chairman of North West Leicestershire District Council after being elected at the Annual Council Meeting on 21st May 2013.

Councillor Jones is a District Councillor for the Ashby Ivanhoe ward and has lived in the North West Leicestershire for over 42 years. He has been a District Councillor since 2007 and was a County Councillor between June 2009 and May 2013.

Following his election, the new Chairman said: “It is a great honour and privilege to be appointed Chairman of North West Leicestershire District Council and I will endeavour to serve the people of the district to the very best of my abilities during my time in office.”

The Chairman also announced that during his year on office, he will be raising money for the Burton Breast Care Unit Scanner Appeal.

The new Vice-Chairman of the Council is Councillor Graham Allman, member for the Ashby Holywell ward who will assist Councillor Jones during his term. North West Leicestershire all set for Armed Forces Day People living and working in North West Leicestershire will be celebrating and recognising HM Armed Forces past, present and future - as part of Britain’s Armed Forces Day on Saturday 29th June 2013.

The Armed Forces Day flag will be raised at the Council Offices in Coalville at 10.30 am on Monday 24th June 2013 and flown until Monday 1st July 2013, in sync with many other flags across the country.

The day is an annual opportunity for the nation to ‘Show Your Support’ for the men and women who make up the Armed Forces community: from currently serving troops to Service families and from veterans to cadets.

The Chairman of North West Leicestershire District Council, Councillor Geraint Jones, said “We are proud to be part of Armed Forces Day and hope everyone in the District will join us in recognising the work of the Armed Forces, both in the past and in the present day”.

Leicestershire Supporting Families A new service to support vulnerable families has been launched in North West Leicestershire.

A team of family support workers will help vulnerable families to turn their lives around, avoiding the need for them to deal with several different agencies.

Known as Supporting Leicestershire Families (SLF), the countywide service brings together the county and district councils, the police, the NHS and other agencies, to help 500 families each year.

It is part of a Government initiative.

In Leicestershire, vulnerable families currently cost the taxpayer £158 million per year, through benefits, health problems, care cases and other interventions from national and local agencies.

It is estimated SLF will eventually save £50 million, or more than £20,000 per family, by providing better, more targeted services.

Councillor Alison Smith, North West Leicestershire District Council’s Deputy Leader and Portfolio Holder for Community Services said: “This is an ambitious initiative that will make a real difference to families who need support. We want to break the cycle, where generations of families feel they are locked into their problems.

“Instead of having to deal with lots of different agencies, families are assigned their own support worker, who can really get to know them and offer whatever help is required, however long it is required for.

“This could be anything from help with parenting to support in finding jobs and training.

“It will make a real difference to the families, improve services and, over time, save millions of pounds.”

Research on Leicestershire’s most complex families shows that: • 8 0 per cent are out of work or have low income or benefits • 61 per cent have a parent with a substance misuse problem • 48 per cent have a family member who is or was an offender • 59 per cent are lone parent households Families receive help either by being referred by one of the member agencies, or by referring themselves.

Funding Results in Fun for Families on Westfields A group of residents from Westfields, Ashby de la Zouch have spent time over the last few months transforming their local play area facilities. Residents, Claire and Corrine, decided to ask their friends and neighbours for ideas about how to improve their local park.

A number of community events were held giving local children and families an opportunity to say how things could be improved. Encouraged by the responses received, Claire and Corrine set up The Friends of Westfields group. With this local group in place, help was received from North West Leicestershire District Council to apply for grants and support was received from Ashby de la Zouch Town Council regarding the installation and long term maintenance of the park.

Founders of Friends of Westfields, Claire and Corrine said: “When we received confirmation of the funding, it was fantastic news. We’ve worked so hard to get to this point. Carrying out consultation work with the community and securing funding makes the last few months all worthwhile. We have been working with the Town Council and we have now appointed a contractor.”

Councillor Roger Bayliss, Portfolio Holder for Housing at North West Leicestershire District Council said, “We are delighted to see the newly formed Tenants and Residents Association Friends of Westfields getting together and applying for funding for the new play equipment on the estate. As a result of the hard work the group has put in, support from the District Council and other stakeholders, there is now an amazing achievement for the community at Westfields.”

The project is one of many that the District Council has supported to secure funding from grant giving organisations. This year over £130,000 of grant funding has been successfully applied for by community groups in the district, this funding will be invested in community facilities and activities.

Friends of Westfields set about to make a change for the better in their community and by working in conjunction with NWLDC and partners they sourced £38,500 from the following funding providers: SITA, NWLDC One-Off Grants, LCC Shire Grants, Awards for All and Ashby Town Council.

Bring the whole family along to the Belvoir Shopping Centre which will be transformed on Friday 9th August, between 10am – 2pm to a seaside themed outdoor experience.

Loads on offer at your local leiNEW FEATURE - Strolling along Staunton Harold’s New Footpath Walk Nowhere in the county is as rich in walking routes as this corner of North West Leicestershire, largely as a result of mining activity over many centuries. Lead and iron were all worked locally at one time or another.

From the seventeenth to the nineteenth century canals and mineral railways were built to carry these heavy materials away, and this network provides many of our footpaths today. Local rivalry brought duplication, including here between the owners of Calke and Staunton Harold.

Dimminsdale is a limestone outcrop in a shallow valley with a stream at the bottom. The stream forms the boundary between Leicestershire and Derbyshire; it is also the boundary between the ancient estates of the Shirleys at Staunton Harold and the Harpur Crewes of Calke Abbey. Both families mined limestone on their side of the stream, both families installed water wheels to work pumps to clear their mines, and they both built separate tramways to haul the stone and burnt lime away.

The newly created footpath starts at the Visitor’s car park at Staunton Harold and leads back down the meadow beside Heathend Drive. Continue along the path until you reach a finger post pointing to Harpurs Crossing. You are now at the horse-drawn mineral railway by which the Shirleys extracted their limestone. You will notice the rough stone sleepers, each with a central hold for the retaining peg of the flanged railway line. As you continue along the path, it bends to follow the hedgeline and enters Dumminsdale shortly after crossing over a stile.

It is surmised that Dimminsdale may be a corruption of “Demonsdale” from the fires of the limekilns lighting up the night sky. It is an area rich in industrial history.

Off to the right, you will see, buried under tonnes of earth, a Newcomen steam engine - a casualty of a mine collapse when an unscrupulous tenant started to mine the “four footer,” the seam which held up the roof. Continue down the long flight of steps until you reach a “V” stile on your left.

Take the path ahead, which leads to a new path running back up the valley. This area is on or near to the Harpur Crewes’ tramway, which crosses the public road and turns left to join the line coming from Ticknall. Notice the line of tall ash trees beside the path - they like the limey soil. Elsewhere it is mostly oak.

Cross the road and continue up the hill through mixed woodland planted when the Harpur Crewes still ruled at Calke. Keep walking beside the pasture land until you reach stone deerpark wall. Go through the kissing gate and then continue ahead down a disused carriage drive until you see Calke Abbey in a bowl of land below you.

In this short walk you will have crossed several boundaries. From Leicestershire to Derbyshire, from the Staunton to the Calke Estates and across the Thringstone Fault, a dramatic geological event where Leicestershire coalfields ends abruptly in an upward sweep. Lawrence helps clean up District Every year, North West Leicestershire District Council works with a bank of dedicated volunteers from local businesses, community groups and schools to help clear the District of the litter and discarded waste which blights our beautiful countryside, grass verges and hedgerows.

One of those volunteers, who helps to keep our environment free from litter, is 61 year old, Lawrence Foster from Ravenstone.

Finding himself unemployed with spare time on his hands, Lawrence decided to become a volunteer litter picker in his own community.

“After becoming unemployed, I decided I wanted to do some voluntary work. I emailed the Council and asked them if I could become a volunteer litter picker. It’s gone from there really,” said Lawrence.

Each day, a dedicated Lawrence hikes around the quaint village Lawrence Foster - Volunteer of Ravenstone covering miles of pavements and footpaths. picker However, Lawrence doesn’t litter pick alone! He gets help from his trusted litter picking machine which is a carefully adapted golf trolley. The trolley was given to Lawrence who adapted it to accommodate a large collection bag. “My litter trolley can hold two full bags of litter which means I can cover a large distance around the village – it works a treat.”

“Every day I see people dropping litter or failing to pick up the waste their dog has left behind. They really don’t seem to have any concern for other people who walk around the village, especially those with young children. Why people drop litter I will never know, it’s such a anti-social thing to do,” added Lawrence.

Get set for Summer We all know the Summer routine – barbeques with friends, kicking a football around in the park or relaxing in the garden with some favourite music on in the background. It’s true that most people enjoy getting out and about over the summer and having fun.

However, such harmless fun can quickly turn into something that is unwanted or unpleasant for others living in your community. This could be termed as anti-social behaviour.

Anti-social behaviour covers a broad range of activities which the Home Office summarises as: “behaviour which causes, or is likely to cause harassment, alarm or distress to one or more persons not in the same household”. For action to be taken against anti-social behaviour it is essential to prove a clear pattern of activity. It is necessary to show that it is so serious and persistent that protection is needed for the victim or community.

The earlier anti-social behaviour is tackled, the more likely it is to be resolved without legal enforcement.

To assess the level of nuisance someone is experiencing, people may be asked to keep a diary to record incidents of anti-social behaviour.

The content of the diary will enable case

officers to decide upon the appropriate intervention.

What can be done to tackle anti-social behaviour?

In the District, there is a Safer North West Partnership which is made up of a number of agencies. This partnership works together to tackle anti-social behaviour, crime and disorder.

The partnership includes the police, district council, youth offending team, youth service, registered social landlords, Probation and other organisations interested in working to reduce crime and disorder. We approach anti-social behaviour with interventions and diversionary work, such as organising sporting activities.

To be at their most effective, it is essential that the right intervention, or combination of interventions, is used at the right time. Depending on the nature and severity of the complaint the following interventions are available: Warning letters, acceptable behaviour contracts (ABCs), mediation, Anti-Social Behaviour Injunctions, AntiSocial Behaviour Orders or serving a notice of seeking possession/notice to quit (Social Housing tenants only).

If you experience anti-social behaviour, you can report the complaint directly to the relevant agency.

Five projects from North West Leicestershire walked away with special awards for their commitment to the environment at a ceremony held at the end of April.

The Green Footprints Awards, which are now in their fifth year, were organised by North West Leicestershire District Council.

The awards champion the eco work by schools, young people, the community and businesses who have met the challenge of choosing greener ways to live and work. Making North West Leicestershire a greener District is one of the Council’s key priorities and the Green Footprints awards recognise the best of achievements in five awards’ categories.

The winners were presented with their awards at the annual Civic Dinner which was hosted by one of the awards’ sponsors, the Radisson Blu East Midlands Airport Hotel. Council Chief Executive, Christine E Fisher, said: “The standard of entries this year was very high, so our winners should be very proud of their achievements.

“Each and every one of them demonstrated that there is something we can all do to improve our environment. These improvements are having an impact on everyone who works, visits or lives in our District. The Green Footprints awards are all about encouraging us all to take the first steps to a greener way of life.”

David Luther, Senior Ranger at Snibston Youth, was also delighted to hear that the group had been named Green Footprints winner in the Children and Young people’s category, kindly sponsored by Stephenson College.

“We entered the Green Footprints Challenge so that we could get some recognition for the young people because they work so hard in our community. I think it’s great that the Green Footprints is here and does so much work with the community and in North West Leicestershire,” said David.

The judges felt that Snibston Youth had demonstrated incredible motivation to reduce anti-social behaviour in and around Snibston Country Park by involving the community in environmental projects.

“Taking part in these awards is a real confidence boost for these young people. The group work together and we are finally getting somewhere and achieving a lot. Entering the Green Footprints Challenge Awards gives these young people something to aim for,” added David.

One young person, who whole heartedly supports David’s enthusiasm for Snibston Youth, is teenager Paige. Paige joined Snibston Youth four years ago as a volunteer and now, as a result of funding from the Respect Awards, she has been employed on an apprenticeship youth worker scheme with the project.

Speaking about the awards, Paige said: “When they called out Snibston Youth as the winner, I couldn’t believe it. I sat there for a few minutes and said that they must have got it wrong.

“I started going along to Snibston Youth four years ago as a volunteer and now I am a paid member of staff – an apprentice youth worker.

I’ve gained lots of skills by being involved in Snibston Youth and I would encourage all young people to come along to the youth group. They learn so many new skills, they have fun, meet new people and it keeps them off the streets.”

The Partnerships and Community Groups’ winner, kindly sponsored by The Radisson Blu East Midlands Airport Hotel, was Donisthorpe Community Fund. The judges highlighted the work the group do to bring the community together, making Donisthorpe a better place to live.

Alan Ingle, Chairman of the Donisthorpe Community Fund said: “This win is great for our village community. We chose to enter the Green Footprints Challenge so that we could gain some recognition for what the village, as a whole, has done over the last couple of years. Now, we have got that fantastic village spirit back and there is much more happening. We have some absolutely wonderful events taking place which are supported by the whole community.”

The school has worked hard by developing a number of projects which involve the whole school community. Applications invited for District’s Respect Awards The 2013-14 Respect Awards scheme will be launched early June 2013. The awards, which are organised by the Safer North West Leicestershire Partnership, provide funding for community projects that encourage young people across the District to take an active and positive role in their society, promoting respect and building bridges between different generations and community groups.

The deadline for applications is Friday 19th July 2013 and grants will be awarded in August 2013.
