Dear Friends,
Throughout its history, America has continually redefined its relationship with the world—sometimes by choice, other times by necessity. In 2024, we found ourselves at another inflection point. Headlines painted a stark picture: global uncertainty, shifting alliances, and economic volatility. Many saw these as signs of retreat. But at Meridian, we see something else: transformation.
For too long, global engagement has been defined narrowly—through treaties, summits, and traditional government channels. While these remain important, they no longer fully capture the power of American leadership. Today, advancing U.S. interests on the global stage requires more than statecraft—it demands innovation, economic strength, and strategic alliances. A scientist in California, an entrepreneur in Atlanta, or an artist in New York has the potential to shape global affairs as profoundly as any foreign minister. This is not a challenge—it’s an opportunity.
That opportunity is Open Diplomacy—a new model for engagement that recognizes America’s greatest strength is not only its government, but its people. Our business leaders, mayors, philanthropists, scientists, and cultural icons are driving impact in ways that extend beyond borders. In 2024, Meridian embraced this vision, convening leaders across sectors to forge partnerships that strengthen American security and prosperity. We built new bridges between industry and diplomacy, science and technology, sports and the arts, and commerce—ensuring that America remains at the forefront of global leadership.
To sustain America’s leadership, we must play both defense and offense. While securing borders and investing in national security are crucial, so is strengthening our economic alliances, technological edge, and cultural influence. The world’s challenges will not wait for governments to act alone. The private sector can serve as a stabilizing force, philanthropy can strategically advance diplomacy, and cities can drive global connections. Whether through energy innovation, AI advancements, or the cultural power of sports, America’s global strength is built on its ability to lead, innovate, and adapt.
As we move toward America’s 250th anniversary, we have a choice: to lament the challenges of a changing world or to shape them. We choose the latter. The work ahead is ambitious, but so was every great endeavor that made this nation what it is today.
None of this would be possible without the dedication of our Board of Trustees, the tireless efforts of our staff, and the generous support of our donors and partners. You—our community of supporters—share our belief that American leadership on the world stage is essential to securing a more prosperous and stable future for all.
Thank you for your partnership. Together, we will empower a new era of leaders to advance U.S. leadership and global engagement for a stronger, more secure future.
Sincerely,
Ambassador Stuart Holliday Chief Executive Officer, Meridian International Center
For 65 years, Meridian International Center has been at the heart of American leadership on the global stage, connecting the United States with the world to strengthen security, expand economic opportunities, and advance U.S. interests. Founded in 1960 at the height of the Cold War, Meridian began as a key partner to the U.S. Department of State, fostering international cooperation through exchange programs during a time of great global uncertainty.
Over the decades, Meridian has evolved alongside the world’s shifting geopolitical landscape. For centuries, diplomacy was confined to a select group of government officials working behind closed doors. However, the complexities of today’s global challenges demand a broader and more strategic approach to engagement. That’s why Meridian has pioneered a new framework: Open Diplomacy, a decentralized and resilient model that elevates American innovation, economic strength,
and cultural influence. As a nexus for global collaboration, Meridian connects leaders across borders, sectors, and political divides—equipping them with the insights, networks, and resources needed to solve challenges critical to America’s security and prosperity.
Headquartered on a historic campus in Washington, D.C., Meridian is more than a center for diplomacy—it is a trusted space where leaders gather, trust is built, and collaboration thrives. Our campus has welcomed over 180 heads of state, alongside scientists, business executives, artists, and emerging changemakers. Guided by a vision of a strong, secure, and globally engaged America, Meridian is shaping the future of diplomacy and ensuring that the United States remains the leader in international engagement for generations to come.
Our work centers around three strategic priorities:
Amid rising tensions in U.S.-China relations, the Middle East, and Ukraine, geopolitical instability reached unprecedented levels this year, underscoring the need for proactive solutions.
Leaders across all sectors need to develop geopolitical resilience—the ability to navigate and adapt to rapidly changing global dynamics—to ensure the long-term stability of their businesses and organizations.
This is not just an imperative for an organization’s bottom line; it is integral to American diplomacy and our country’s ability to lead in the world.
To navigate today’s corporate challenges, every company needs a foreign policy, and employees need to be trained as diplomats. In 2024, the Corporate Diplomacy Global Leaders Program trained dozens of corporate leaders and employees with diplomatic skills, strategies, and insights to succeed in a competitive global business environment. With real-world applications, immersive exercises, and insights from senior diplomats and business leaders, participants gained a deeper understanding of how to best navigate a shifting business landscape.
Meridian-Cox
As part of the DiplomacyRISE series, designed to empower youth in shaping the future of diplomacy, Meridian brought together top community college students from across the U.S. in Washington, D.C. for an immersive, fully funded program aimed at inspiring careers in the Foreign Service. Supported by the Una Chapman Cox Foundation and Community Colleges for International Development, the week-long fellowship included diplomatic skills trainings, visits to the U.S. Department of State, and direct engagement with prominent foreign service voices such as Ambassadors Linda Thomas-Greenfield and Marcia Bernicat. Participants honed essential diplomatic skills— negotiation, protocol, and cross-cultural communication— through hands-on simulations and workshops designed to prepare them for careers in the U.S. foreign service.
Meridian partnered with the National Science Policy Network to train early-career scientists in diplomatic skills like
negotiation and cross-cultural communication. With 87% of participants reporting increased understanding of science diplomacy, this initiative prepares emerging scientists to address global priorities such as climate change and public health through international collaboration.
By convening 14 Chiefs of Mission, bipartisan Members of Congress, and key stakeholders, Meridian facilitated a critical conversation on enhancing U.S. energy cooperation with global allies, addressing climate change’s disproportionate effects, and fostering diplomatic ties with key partners like India and China. This strategic exchange underscored the vital role of international diplomacy in ensuring a sustainable and competitive future for the U.S. and the world.
On October 18, 2024, Meridian convened over 215 leaders from government, diplomacy, and the private sector for the annual Meridian Summit. Centered on navigating geopolitical volatility, the role of technology in national security, and collaborative investment strategies, the Summit featured prominent speakers such as Julie Sweet, CEO of Accenture; Jim Sciutto, CNN; Rep. Ami Bera (CA-6); Jon Finer, former Principal Deputy National Security Advisor at The White House; and Eric Gertler, CEO of U.S. News & World Report. These discussions reinforced Meridian’s mission to equip leaders with tools for collaboration in an increasingly complex world.
“Meridian’s
Corporate Diplomacy Global Leaders Program
was a
great professional development opportunity to learn real-world skills and corporate diplomacy tools that can be utilized at

After a high-stakes campaign season marked by record fundraising and unprecedented voter turnout, all eyes were on the ballot box as Americans determined the nation’s political future. Meridian convened top political experts to analyze the results of key gubernatorial, senatorial, and congressional races, as well as the U.S. presidential election. The panel examined the remaining uncertainties and spotlighted key figures to watch during the transition.
IVLP Impact Awards: Driving Global Impact in Local Communities
In 2024, the International Visitor Leadership Program (IVLP) Impact Awards, implemented by Meridian in partnership with the U.S. Department of State, honored 120 IVLP alumni for their innovative community projects aimed at addressing global challenges. These awards empower alumni to leverage the connections and knowledge gained during their U.S. exchange experiences to implement impactful solutions in their communities.
Since the initiative’s inception, nearly 600 alumni in 143 countries have tackled critical issues ranging from cybersecurity, public health, and entrepreneurship through community education. This year’s projects showcased the global reach of the program, with awardees implementing initiatives on combating disinformation, promoting youth leadership, driving local economic development, and more.
The IVLP Impact Awards embody Meridian’s goal of transforming global connections into local action. By equipping alumni with resources to address pressing issues, the initiative amplifies the long-term impact of international exchanges abroad.
Pan Africa Youth Leadership Program (PAYLP) This transformative three-week exchange program
implemented alongside the U.S. Department of State for high school students from Africa offered young leaders the opportunity to live with host families in the U.S. This year’s spring cohort welcomed 81 students from across the continent, providing them with a range of experiences including leadership and education workshops, community service, visits to local schools and organizations, collaborative projects, and cultural activities alongside American peers.
As part of the U.S. Department of State’s IVLP, “Not Too
American investment is critical for sustainable development, but it’s up against big challenges. Business decisions on supply chains, investments and stances on environmental and social issues are shaping the future—and are central to maintaining U.S. leadership on the global stage.
Through strategic partnerships and tailored resources, Meridian empowers the private sector to strengthen U.S. competitiveness, driving sustainable growth and building more resilient economies worldwide.
Businesses are emerging as influential diplomatic actors, shaping global systems through decisions on supply chains, investments, and more. But global challenges are too vast and complex for governments to address alone—Meridian is at the forefront of this movement, equipping companies with the tools to strengthen American leadership and diplomacy in a more interconnected, resilient world.
The 2024 Global Business Briefings at Meridian brought together global leaders and private sectors members of the Meridian Corporate Council to address key issues shaping U.S. competitiveness. Highlights included discussions with His Excellency Kevin Rudd, Ambassador of Australia, Her Excellency Jovita Neliupšienė, Ambassador of the European Union, and key U.S. leaders like The Honorable Jared Bernstein, former Chair of the Council of Economic Advisors, and The Honorable Richard Verma, former Deputy Secretary of State. These briefings fostered critical conversations on U.S. economic resilience, international trade, and strategic partnerships.
The Meridian Corporate Council Working Groups, launched in April 2024 with the U.S. Department of State, are designed to drive collaboration between the public and private sectors to enhance American global competitiveness and economic security. By focusing on critical areas like digital transformation, energy, health diplomacy, resilient supply chains, and business innovation, these groups leveraged industry leadership to ensure that American businesses remain influential drivers of economic and diplomatic engagement worldwide.
America’s Private Sector Edge: Bolstering U.S. Business Competitiveness Report
Over the past year, the Meridian Corporate Council Working Groups convened over 50 leading global corporations to provide strategic insights on key economic challenges. Their report, launched in December 2024, provided a timely snapshot of opportunities and obstacles shaping U.S. global competitiveness and offering actionable insights to strengthen American economic leadership and drive collaboration between business and government.
As global challenges like energy and AI regulation redefine international dynamics, U.S. diplomacy must evolve to address these critical issues. Traditional diplomacy is no longer sufficient in a landscape where competition spans space exploration, AI, emerging technologies, and more. To maintain global leadership and innovation, America’s diplomatic framework must adapt, leveraging collaboration between governments and experts in these fields. Meridian is at the forefront of this shift, intensifying its focus on science, technology, and innovation. Through our convening programs, we drive collaboration on global governance frameworks. By equipping diplomats with the tools to navigate these complex challenges, we help ensure the U.S. remains a leader in 21st-century statecraft.
Meridian is at the forefront of space diplomacy, working to advance international governance norms, maintain U.S. leadership and create opportunities for emerging spacefaring nations. With 33 space national programs
globally and an expanding private sector presence in Low Earth Orbit, the rapid growth of the space economy has outpaced traditional space laws, creating a pressing need for collaboration and innovation.
Meridian’s 2024 Space Diplomacy Forum brought together over 200 diplomats, government officials, business leaders, and academics to explore one of the most pressing issues in international diplomacy: the future of space governance. The Forum featured influential leaders like NASA Administrator (2009-2017) Major General Charles F. Bolden Jr. and Axiom Space President Matt Ondler. With a focus on emerging spacefaring nations and industries, discussions stressed the importance of sustainable, beneficial progress in space exploration.
Meridian’s Space Diplomacy Initiative drives global collaboration, positioning the U.S. at the forefront of space exploration and governance. By fostering partnerships between governments, industry, and emerging space nations, we work to accelerate innovation, democratize space access, and shape international space norms. Throughout 2024, Meridian hosted high-level briefings with U.S. officials and foreign diplomats on transformative export control reforms—paving the way for unprecedented international cooperation. Meridian’s leadership ensures these changes drive meaningful action, strengthening U.S. alliances and creating a more innovative global space economy.
Through cross-sector collaboration, Meridian strengthens America’s leadership at the intersection of technological advancements and international relations.
In March, Meridian launched its AI Policy and Diplomacy Seminar Series, engaging 32 stakeholders from the U.S. Department of State, U.S. Congress, and leading tech companies. This groundbreaking initiative highlighted the strategic role of AI in foreign policy, breaking down silos and fostering collaboration across public and private sectors. Participants built vital connections and gained deeper insights into the evolving landscape of AI governance, ensuring the U.S. remains at the forefront of global tech diplomacy.
Through the annual Tech Envoy Series, Meridian convened diplomats, policymakers, and industry leaders to address urgent issues like cyber diplomacy and ransomware. By equipping decision-makers with critical knowledge, these discussions reinforced U.S. capabilities in tackling techrelated threats and shaping global digital norms.
Alongside the U.S. Department of State’s Bureau of Cyberspace and Digital Policy, Meridian welcomed 21 emerging cyber leaders for the second cohort of the Global Emerging Leaders in International Cyberspace Security Fellowship. The fellowship equipped participants with the expertise and networks needed to drive cooperation on cyber policy—engaging in intensive workshops, high-level discussions with policymakers, and collaborative strategy sessions across the U.S., culminating in participation in Singapore International Cyber Week 2024.
Accelerating Collaboration on
In 2024, as the world had a historic wave of elections, Meridian strengthened alliances critical to U.S. and international leadership and security.
The stability of alliances are essential to global security and prosperity. Borderless challenges—ranging from global health, energy, emerging technologies—will shape global dynamics for the next generation.
Our programs build more durable international partnerships, safeguard democratic principles, and strengthen civic engagement.
As nations seek new alliances, the U.S. must foster networks of leaders who collaborate across borders to maintain strategic continuity. Meridian plays a key role in connecting American leaders with counterparts worldwide, leveraging its 65 years of cultivating global networks to address shared concerns.
For over 60 years, Meridian’s international exchange programs have served as a platform for leaders around the world to create a more secure prosperous world. In 2024, Meridian welcomed over 1,500 participants from across the globe for the U.S. Department of State’s International Visitor Leadership Program (IVLP) to develop lasting connections and address critical issues related to democracy, national security, and more.
The British American Parliamentary Group IVLP facilitated exchanges between British parliamentarians and members of the U.S. Congress. This year, Meridian convened discussions on strengthening U.S.-UK ties in economic, security, and diplomatic arenas. Topics included defense cooperation amid the Russia-Ukraine conflict, NATO’s evolving role, and shared strategies on China and energy, reinforcing the enduring U.S.-UK alliance.
Meridian commemorated NATO’s 75th anniversary with a reception honoring its legacy as a pillar of collective defense and international cooperation. Featuring a visiting delegation of 32 public officials, academics, and security
analysts from NATO member states and aspirant countries, the reception also celebrated the IVLP, which plays a key role in connecting public officials and analysts across NATO member states.
Towards a More Safe and Secure World
Marking its 10th anniversary, the “Towards a More Safe and Secure World” IVLP initiative brought together 56 law enforcement and security professionals from 47 countries to engage with U.S. experts on issues like trafficking, terrorism, and cybercrime. By emphasizing global collaboration, participants shared strategies to address transnational crime and fostered long-term international security partnerships to ensure American and worldwide security.
In partnership with the U.S. Department of State, Meridian proudly supported the International Women of Courage (IWOC) IVLP and awards, honoring 11 women from six regions across the globe who have challenged societal norms to drive positive change in their home communities. From advancing human rights to promoting security and justice, the IWOC awards underscored the vital role of women leaders in building a more resilient global society.
Meridian and the Organization of American States: Strengthening Collaboration and Leadership in the Americas
Meridian and the Organization of American States collaborated to advance global leadership and multidimensional security across the Americas through a Memorandum of Understanding. Through this partnership, the organizations will continue to host legislative delegations, programs, and professional exchanges to foster economic development and a more secure world.
Study of the U.S. Institutes
Meridian, alongside the U.S. Department of State and partner organizations across the U.S., facilitated the Study of the U.S. Institutes (SUSI) programs—SUSI Europe and SUSI Global Student Leaders—welcoming undergraduate leaders to the U.S. Through academic residencies at universities, study tours, and the creation of Community Action Projects, participants left equipped with the tools to address community challenges, with alumni continuing to amplify their impact through grant-supported initiatives.
Since 2006, Meridian has partnered with the U.S. Department of State’s Foreign Press Center to implement over 60 reporting tours and media co-ops annually, bringing journalists to the U.S. These programs promote the depth, accuracy, and balance of foreign reporting. One of the flagship reporting tours in 2024 was the Foreign Press Center’s Road to the White House, which offered journalists a front-row seat to the U.S. electoral process, showcasing the inner workings of American democracy and fostering greater understanding of its political landscape.
Honoring
Meridian hosted the third annual White House Foreign “Press Pass” Reception, celebrating the vital role of journalists in supporting press freedom and promoting democratic values. This reception brought together foreign diplomats, U.S. officials, and media figures who emphasized journalism’s power to foster transparency and global understanding. This annual reception underscored Meridian’s longstanding commitment to supporting a free and open press as a cornerstone of democratic societies.
Meridian’s diplomacy initiatives leverage the power of sports, the arts and culture to create cross-cultural understanding and address pressing global challenges.
Culturefix: Conversations and Meridian Cultural Diplomacy Awards
At the forefront of Meridian’s sports and culture initiatives is Culturefix, an event that highlights the arts’ role in strengthening American leadership and diplomacy. This year’s conversations attracted over 150 in-person and hundreds of online participants. The event featured Grammy Award-winning musicians Gloria and Emilio Estefan, U.S. athlete Lorrie Fair, and contemporary artist Jeffrey Gibson, who were honored with the Meridian Cultural Diplomacy Awards, for their significant contributions to

And now I'm proud to tell Americans about Poland as a successful country."

This year, Meridian hosted exchanges in Botswana and Malawi, helping young people connect, collaborate, and grow through art and performance with their American counterparts.
“As two organizations focused on fostering international cooperation, the joint work of the OAS and Meridian will contribute to enriching political discussion, policy analysis and decision-making in the areas of democracy, human rights, multidimensional security and integral development.”
