ABOUT US

Meridian International Center is a diplomacy center founded in 1960 with the vision that greater understanding and collaboration between the United States and the world leads to a more secure, prosperous future. Headquartered in Washington, D.C., on a four-acre campus with two historic properties, Meridian has long served as a place where global leaders gather, future leaders are found, and international collaboration thrives.

Through prestigious international exchanges, custom trainings, substantive convenings, and unparalleled education, our mission is to strengthen engagement between the U.S. and the world to find solutions on shared global challenges. We do this by partnering with the U.S. government, the private sector, and the diplomatic community on four core pillars of programs:

LETTER FROM OUR LEADERSHIP

As new challenges unfold, from conflicts in the Middle East and Ukraine to emerging issues like developing responsible AI frameworks and transitioning to sustainable energy sources, the need for greater international cooperation is clear. But the traditional models of diplomacy are no longer able to keep pace with the rapidly evolving global landscape. We need a paradigm shift in how we approach and solve global problems.

The future of diplomacy needs cybersecurity experts, climate scientists, business leaders, governors and mayors, artists, and athletes, with views that reflect the diversity of our country and the specialized experience needed to tackle increasingly technical issues. But to be effective, they need a platform. Every year, Meridian empowers thousands of leaders in the U.S. and worldwide with the networks, insights, and cultural context essential for collaboration. The stable international alliances and transformative partnerships needed to tackle our shared challenges will only be possible through these people-powered networks.

As we reflect on the accomplishments and challenges of the past year, it is with great pride and optimism that I share with you the highlights of Meridian International Center's Annual Report for 2023. A year that not only promised but delivered on the potential for greatness after the successful navigation of 2022's challenges.

The theme for this year, "A New Era of Diplomacy," underscores our acknowledgment that complex global challenges cannot be addressed in isolation. Over the past year, we have convened some of the world’s brightest minds, while fostering nonpartisan understanding, diplomatic collaboration, and cultural exchange. Our impact reverberated across 200 countries through over 300 programs, engaging thousands of participants. We added a fourth pillar of work to our program portfolio: The Meridian Center for Corporate Diplomacy. Building on our work with our 90+ members of the Meridian Corporate Council, this new center advances diplomacy and international collaboration through strategic private-sector engagement.

Our achievements would not be possible without the dedication of our Board of Trustees and the tireless efforts of our talented staff. We extend our deepest gratitude to the generous support of our donors—individuals, corporations, and foundations—who sustain our impactful work. Together, we believe in the transformative power of global leadership, diplomacy, and culture to create a more secure and prosperous future for all.

Meridian CEO Ambassador Stuart Holliday (center) welcomed six newly arrived ambassadors to the nation’s capital in Meridian’s historic Linden Grove this September. This fall’s Welcome to Washington reception honored the ambassadors from Angola, Brazil, Costa Rica, Malaysia, Mozambique, and Zambia.

Every year, the Meridian Center for Global Leadership hosts thousands of emerging leaders from around the world for exchange and training programs on topics ranging from women’s economic empowerment to global entrepreneurship, cybersecurity, and countering violent extremism. Leaders gain the insight, network, and cultural context to navigate global challenges and opportunities.

The Meridian Center for Diplomatic Engagement serves as a powerful platform to connect government, business, and diplomatic leaders to exchange perspectives and accelerate collaboration on a range of global issues from trade and national security to technology and healthcare. As a neutral, nonpartisan organization, we are uniquely positioned to convene dialogues between leaders across borders, parties, industries, and cultures.

From vibrant visual art displays to film screenings, exchanges, and concerts, the Meridian Center for Cultural Diplomacy’s cultural programs advance diplomatic goals by providing a common language that breaks down barriers and brings together the public through shared interests and values.

The Meridian Center for Corporate Diplomacy advances diplomacy and international collaboration through strategic private-sector engagement and equips business leaders with the insights, networks, and resources needed to navigate an increasingly complex geopolitical environment.

BUILDING NETWORKS OF GLOBAL LEADERS WORKING ON SHARED ISSUES IN PARTNERSHIP WITH THE U.S. DEPARTMENT OF STATE

MERIDIAN CONTINUES TO EMPOWER LEADERS AND FACILITATE IMPACTFUL EXCHANGES THROUGH THE IVLP

For over 60 years, Meridian’s international exchange programs have served as a window for leaders around the world to create a more secure and prosperous world. In 2023, Meridian welcomed over 1,500 participants from across the globe for the U.S. Department of State's International Visitor Leadership Program (IVLP) to develop connections and address critical shared concerns related to democracy, national security, global health, climate change, and more.

Promoting Electoral Integrity: A Project for Jordan

Ensuring the integrity of the electoral process is critical to protecting and advancing democratic processes worldwide. To further this principle, Jordanian election professionals participated in an IVLP investigating how the U.S. approaches political transparency and its role in ensuring free and fair elections. The meetings and resources were centered around the importance of ethics in society, the protection of democracy through national and local policies and laws, and the role of federal and local government in the electoral process.

The Climate Crisis Initiative: Working Together for Future Generations

Meridian hosted the inaugural cohort of the IVLP: Climate CrisisWorking Together for Future Generations. A first-of-its-kind program, it convened over 80 climate change professionals from over 56 countries, each finding innovative solutions to address this shared challenge. From amplifying the urgency of this crisis through the public media, creating businesses that recycle plastic into new sustainable products, and engineering ways to transition energy sectors to less carbon-intensive processes, all participants were united in their shared dedication to mitigating climate change globally and locally.

British American Parliamentary Group

The British American Parliamentary Group (BAPG) IVLP is a highprofile exchange that has been administered by Meridian over the past

ten years where British parliamentarians are welcomed to the U.S. to take part in Congressional appointments, several days of shadowing a Member of Congress in their home district, and more. During the exchange, the Meridian Center for Corporate Diplomacy hosted the group with private sector leaders. These exchanges seek primarily to strengthen U.S.-U.K. relations, and educate parliamentarians on the U.S. federalist system of government, and examine the role of nongovernmental players in forming domestic and foreign policy.

Trafficking In Persons (TIP) Report Heroes

In June, U.S. Secretary of State Antony Blinken presented eight antitrafficking in persons (TIP) activists with the 2023 TIP Report Heroes Award. Despite differences in age, language, background, and country of origin, these awardees are committed to holding perpetrators accountable, supporting trafficking survivors, and eliminating the factors contributing to these practices. Meridian International Center designed and implemented an International Visitor Leadership Program (IVLP) for six of these awardees for the eighth year, connecting them with their professional counterparts. By strengthening the TIP Report Heroes' networks and allowing for the sharing of best practices, Meridian helps ensure that individuals and organizations combatting human trafficking have the resources they need to continue the fight.

DRIVING GLOBAL IMPACT IN LOCAL COMMUNITY

HIGHLIGHTING AND EMPOWERING EXCHANGE ALUMNI TO SPEARHEAD COMMUNITY IMPACT PROJECTS WORLDWIDE.

In collaboration with the U.S. Department of State, this groundbreaking program has ignited a wave of innovative solutions to shared global challenges, driving positive change in communities across the globe.

Over 220 International Visitor Leadership Program (IVLP) alumni from diverse backgrounds and regions seized the opportunity to build on their IVLP exchange experience to address pressing issues such as combatting disinformation, promoting cybersecurity, advancing climate solutions, and defending human rights. Through grants of up to $5,000 USD, these visionary leaders have harnessed their knowledge and connections to design creative, impactful, and engaging projects.

From over 100 countries worldwide, IVLP Impact Award recipients have embarked on transformative initiatives that transcend borders and catalyze change. Rafal Milach, a Polish visual artist and activist, used his IVLP experience to develop UATLAS, a publication sharing the stories of Ukrainian refugees in Poland. Confidence Staveley, an entrepreneur from Nigeria, drew inspiration from her IVLP exchange to create accessible resources promoting cybersecurity for senior citizens in her community.

The IVLP Impact Awards exemplify Meridian's commitment to building lasting connections and engaging the global exchange alumni network.

These projects address immediate challenges and foster long-term collaboration and mutual understanding among diverse communities worldwide. As alumnus Pawan Singh Arora from Pakistan reflects: "The IVLP journey gave me hope to knock on many doors and open some gracefully."

CHAMPIONING PRESS FREEDOM

MERIDIAN PREPARES GLOBAL JOURNALISTS AND PROMOTES INTERNATIONAL MEDIA ENGAGEMENT

A free press is a fundamental cornerstone of democratic societies, demonstrating the right of people to access objective information from diverse sources. However, conditions for such a media ecosystem vary worldwide, making journalists and media professionals crucial actors in creating reputable, diverse, and impactful information outlets.

Meridian remains focused on equipping journalists with the skills and tools necessary to excel in print and broadcast journalism amidst the rapidly evolving media landscape.

Foreign Press Center Reporting Tours and Media Co-Ops

Since 2006, Meridian has supported the U.S. Department of State's Foreign Press Center (FPC) reporting tours and media co-ops through implementing over 60 projects annually that bring journalists from across the world to report from the U.S. These programs promote the depth, accuracy, and balance of foreign reporting through direct access to authoritative American information sources.

and Radio Journalism (Africa)

Whether through the IVLP for journalism exchanges like the Edward R. Murrow Program for Journalists: 21st Century Approaches to Print and Radio Journalism (Africa), showcasing the organization's commitment to advancing journalism in the digital age, or hosting a delegation of journalists from Iraq for the role of media in government transparency, to the U.S. Speaker Series in India, which included briefings on the future of diplomacy in the region; Meridian provides a platform for journalists worldwide to network, share insights, and deepen their understanding of U.S. policies and perspectives.

Meridian hosted the second annual White House Foreign Press Group Reception, which celebrated the invaluable contributions of foreign journalists and stressed the importance of press freedom in democratic societies.

During a three-day workshop on Digital Storytelling, SUSI Leaders on Economic Empowerment UMASS Donahue enhanced their entrepreneurial skills such as creativity, self-expression, collaboration, and the ability to inspire others.

Following separate weeks in Korea and Albuquerque, the American & Korean delegations reunited in Seoul for final programming for the 2023 U.S. Congress –Republic of Korea National Assembly Exchange Program. The delegation met with National Assembly Representative Sangmin Lee and visited the DMZ.

DEVELOPING GLOBAL CITIZENS AND AGENTS OF CHANGE

BUILDING MUTUAL UNDERSTANDING AND CIVIC ENGAGEMENT AMONG YOUNG AMERICANS AND THEIR INTERNATIONAL PEERS

U.S Congress - Republic of Korea National Assembly Exchange Program

One of our flagship initiatives, the U.S. Congress - Republic of Korea National Assembly Exchange Program, brought together young leaders from both nations to exchange ideas and perspectives on critical issues facing their countries. Through dialogue and collaboration, participants deepened their understanding of bilateral relations and laid the groundwork for future diplomatic cooperation.

Study of the U.S. Institutes

Meanwhile, the Study of the U.S. Institutes (SUSI) program empowered emerging leaders worldwide to explore American society, culture, and values through academic seminars, cultural immersion experiences, and community engagement projects; SUSI participants have gained invaluable insights into democracy, civic engagement, and leadership.

IVLP: Not Too Young to Run

Meridian's Not Too Young to Run IVLP program enabled young people to engage in the political process and advocate for change in their communities. Through training workshops, advocacy campaigns, and networking events, participants have gained the skills and confidence to become active participants in shaping the future of their countries.

From exchange programs to leadership initiatives, Meridian's youth and education exchanges have inspired countless young people to become global citizens and agents of change. We are laying the foundation for a brighter, more inclusive future by fostering dialogue, building bridges, and nurturing talent.

Our Pan Africa Youth Leadership Program (PAYLP) All-Stars initiative has showcased the remarkable achievements of high-school-aged leaders from across the continent, providing a platform for them to share their stories and inspire others. PAYLP All-Stars honed their leadership abilities and positively impacted their communities through mentorship, networking opportunities, and skillbuilding workshops.

MERIDIAN’S ROLE IN SCIENCE, TECHNOLOGY AND AI

MERIDIAN HAS SEEN EXPONENTIAL GROWTH IN BRINGING NEW ACTORS TO THE DIPLOMATIC TABLE

Global challenges such as climate change, energy security, and food scarcity require international cooperation and the sharing of scientific knowledge. Science diplomacy can help build trust between nations and facilitate collaboration on these issues.

While scientists excel in research and analysis, diplomacy often involves using communication and networking skills to navigate bureaucratic obstacles. Understanding the intricate workings of diplomatic institutions, such as the U.S. Department of State, embassies, and multilateral organizations, can help scientists effectively apply their expertise in science and technology, environmental issues, or public health to a career in foreign policy. To bridge the gap between technical knowledge and the soft skills necessary for success in diplomacy, Meridian offers various exchanges and training programs.

Training and Exchanges for Scientists and AI Cybersecurity Professionals

These include a partnership with the National Science Policy Network to implement the second iteration of the Diplomatic Skills Training for Scientists, as well as the inaugural Global Emerging Leaders in International Cyberspace Security (GEL-ICS) Fellowship with the U.S. Department of

State, empowering emerging leaders to address the complex challenges of cybersecurity.

U.S. Science Envoys Program

2023 marked 12 years of implementing the U.S. Science Envoys Program, which enables U.S. scientists and engineers to leverage their expertise and networks to forge connections and identify opportunities for sustained international cooperation. These programs are instrumental in strengthening our bilateral science and technology relationships, reaching foreign publics, and advancing policy objectives.

Meridian Tech Envoy Series

Meridian also began the Tech Envoy Series, a platform for global leaders to advance future-focused AI policy worldwide. From discussions on the ethics and regulations of AI to countering ransomware’s hostile takeover, our series has explored the cutting-edge issues shaping the digital landscape with top U.S. and international government officials at the intersection of technology and science.

THE RISE OF SUBNATIONAL DIPLOMACY

AMERICAN SUCCESS ABROAD IS DIRECTLY LINKED TO U.S. POLICIES AND ACTIONS AT HOME

This includes expanding the responsibility of international affairs beyond Washington and the federal government. Held on April 12, 2023, the Meridian Diplomacy Forum, "All Diplomacy is Local: Strengthening City and State Statecraft," underscored the vital role of cities and states in shaping diplomacy and international affairs. The event featured expert speakers and practitioners who shared insights on the rise of city networks, the role of local innovation, the significance of culture and identity, the need for collaboration, and the challenges and opportunities facing city and state leaders. A highlight of the event was the opening remarks by T.H. Vadym Boichenko, Mayor of Mariupol, Ukraine; T.H. Oleksandr Markushyn, Mayor of Irpin, Ukraine; and T.H. Volodymyr Karpliuk, Former Mayor of Irpin, Ukraine and the Head of Irpin Reconstruction Summit that demonstrated the Ukrainian city leaders’ unrelenting determination by shedding light on their efforts to revitalize their communities and construct more sustainable, modernized cities. The afternoon Forum segued into an evening “Careers in International Affairs Networking” reception as part of the DiplomacyRISE initiative. SHAPING THE NEXT GENERATION OF AMERICAN DIPLOMATS

STRENGTHENING AMERICA’S INTERNATIONAL RELATIONS TALENT ECOSYSTEM

To continue to build U.S. diplomatic capacity, we must invest in our people to better reflect the diversity of our country and prepare leaders for 21st-century statecraft. DiplomacyRISE is Meridian’s investment and solution into strengthening America’s foreign affairs talent ecosystem by developing the next generation of diplomats.

The goals of DiplomacyRISE are twofold: increase diversity in international affairs by creating pipelines to professional development programs; and equip diplomats at all levels with the resources, networks, and knowledge to tackle critical issues like global health, climate change, and emerging technology.

The largest program of 2023 was Meridian’s Community College Global Affairs Fellowship’s Summer Enrichment Program in Washington, D.C., which offered an immersive experience for a

cohort of 29 community college, transfer, and non-traditional students over a two-week period. Designed to enhance their understanding of professional practices, diplomatic skills, and real-world applications, the program provided participants with a unique opportunity to engage with practitioners, visit the institutions that shape foreign policy in the nation’s capital, and develop essential skills for their future careers in international affairs and beyond.

The 29 students, representing 11 states and 22 community colleges, brought their diverse backgrounds and perspectives, fostering a vibrant fellowship community that encouraged dialogue, collaboration, and the exchange of ideas. By recognizing the important and powerful capacity of community college students to become the leaders of tomorrow and providing them with access to opportunities in the field of global affairs, the program challenges traditional notions of who can and should be involved in shaping global discourse.

ART IS THE BEST EXPRESSION FOR DEMOCRACY

Culturefix: Meridian's Annual Cultural Diplomacy Celebration

At the forefront of our cultural diplomacy initiatives created by the Meridian Center for Cultural Diplomacy was our annual Culturefix Conversations, a platform where leading artists and cultural figures convene to explore the transformative power of arts and culture. This year's event brought together luminaries who delved into the role of arts in building inclusive democracies, preserving cultural heritage in conflict zones, and promoting mutual understanding in times of turmoil. Culturefix was united with the Visionary Not Reactionary exhibition curated by For Freedoms with the focus that art is the best expression for democracy. Artists featured included Hank Willis Thomas and Nekisha Durett.

Global Exhibitions and Hip Hop Diplomacy

Through partnerships on programs like the Next Level Hip Hop Diplomacy program and Partners on the Front Lines: Ukraine-U.S. Fight for Peace, Justice, Global Security, and Cultural Resilience, the Center for Cultural Diplomacy facilitated creative exchanges and dialogue, transcending boundaries around conflict transformation

and amplifying voices standing against oppression and war, highlighting the resilience of communities in the face of adversity and underscoring the importance of solidarity in defending shared values of democracy. From celebrating 50 years of hip hop as a global phenomenon to highlighting the enduring legacy of American jazz diplomacy and even 50 years of Bangladesh-U.S. diplomatic relations, we have leveraged the universal language of music to foster cross-cultural understanding and promote positive social change.

A delegation of 36 Meridian members traveled to Portugal to engage in diplomatic and cultural exchange. UNLOCKING THE TRANSFORMATIVE POWER OF THE PRIVATE SECTOR TO ADVANCE DIPLOMACY

As diplomacy evolves, Meridian is helping to shape its future—and the future of diplomacy depends on greater cooperation among the private sector, government, and civil society. In 2023, the Meridian Center for Corporate Diplomacy was established to advance diplomacy and international collaboration through effective engagement of the private sector and by equipping business leaders with the tools and networks needed to solve global challenges. Launched at the 12th Annual Meridian Global Leadership Summit in Washington, D.C., this initiative underscores the critical role of the private sector as new diplomatic actors. The Center is a natural extension of the Meridian Corporate Council which has over 90 top global businesses as members with the goal of being better equipped to navigate critical challenges and opportunities.

2023 also saw the launch of the Meridian Corporate Diplomacy Global Leaders Program, a one-day leadership development and networking experience held multiple times a year for private sector leaders to gain the skills, strategies, and insights to better navigate the global business environment from today’s top diplomatic insiders.

GLOBAL COLLABORATION IN AN ERA OF STRATEGIC COMPETITION

As nations worldwide grappled with repercussions from Russia’s war in Ukraine, the aftermath of COVID-19, and the effects of climate change, they seek mutually beneficial economic partnerships that help develop their infrastructure, capitalize on digital transformation, futureproof their industries, and create jobs for their young workforces.

As a response, we hosted the 12th Annual Meridian Global Leadership Summit on Friday, October 20 to advance finding solutions to shared challenges. The Summit explored the power and promise of economic diplomacy and public-private partnerships to foster international cooperation in an era of strategic economic competition. Speakers discussed how governments that modernize their international development systems and boost private sector investments enable their allies and partner nations to cultivate more inclusive economies that empower local communities.
