IN a milestone moment for Kouga, the Seekoei Estuary Causeway, the vital link between Aston Bay and Paradise Beach, officially reopened in full on 14 October, following a multi-million-rand upgrade

After years of storm damage and months of determined effort, the long-awaited project has been successfully completed for the residents of Kouga, restoring a safe, reliable and resilient connection between the two coastal neighbourhoods

Construction of the causeway commenced in late March 2025, with Kouga Local Municipality investing R9 3 million in the project

Of this amount, R7 5 million was funded through the Municipal Disaster Recovery Grant (MDRG), while R2 2 million was sourced from the municipality's internal funds

The project aimed to transform the previously vulnerable low-water bridge into a safer, more robust, and long-lasting crossing

Acausewayrebuilt

Originally constructed in 1973 and last upgraded in 1994, the newly enhanced causeway now features a modern design with reinforced concrete pavement, larger culverts, and advanced erosion protection

These upgrades have greatly improved stormwater flow, strength, and durability, all achieved without altering the natural flood lines of the estuary

The reconstruction went far beyond routine repairs

Under the consulting services of JG Afrika and the expertise of LRC Civils CC, the project included replacing the old asphalt surface with reinforced concrete, installing four new precast culvert sets to enhance water flow, and fortifying the structure against erosion and storm surges Additional safety features, including improved road markings, signage and streetlights, were in-

stalled, while hydraulic upgrades reduced flooding risks and minimised the project's impact on the sensitive estuarine ecosystem

"Together, these measures have transformed the causeway into a stronger, more durable lifeline for residents, businesses, and visitors alike," said Bornman

Lookingahead

While the upgraded design significantly enhances durability, the causeway remains a low-water bridge due to infrastructure limitations in the surrounding area, meaning it may still be overtopped during extreme conditions Raising the structure above the 1:100-year floodline, currently benchmarked at the Zon-en-Zee apartments, is not feasible under existing regulatory

requirements

Nevertheless, the causeway's resilience has been substantially improved, ensuring that it will better withstand the natural forces that have tested it for decades "Today's reopening is a celebration of perseverance by our engineers, our teams, and our residents," said Bornman

Backgroundinformation

The causeway has endured more than half a century of wind, tide, and storms Since its construction in 1973, the low-lying structure has faced repeated flooding and closures that cut off Paradise Beach from the rest of Jef-

freys Bay

In early 2013, following months of torrential rain and rising water in the estuary, the causeway suffered structural damage and had to be closed for almost three months while flood repairs were carried out

It reopened later that year, but the pattern of flooding would continue

By August 2017, unusually high seas again submerged the crossing, leaving residents stranded and forcing the municipality to seek emergency approval to breach the estuary mouth

That authorisation came at the end of September 2017, after the causeway had spent weeks underwater

Six years later, in September 2023, the causeway was hit by another severe combination of equinox spring tides and gale-force winds, which tore at its structure and left visible cracks and erosion

In October 2023, the event was classified as a National Disaster in terms of Section 23 of the Disaster Management Act 57 of 2002 following the impact of severe weather in the Eastern Cape

The damage was so extensive that it became the catalyst for the reconstruction

Even during the recent upgrade, nature continued to test the project's resolve

On 22 September 2025, high winds and high spring tides flooded the construction site, delaying the final stages of work

But the recovery was swift – a single lane was reopened to traffic on 10 October, and on 14 October, the fully reconstructed causeway was ready to welcome motorists again

RISING above the rest, Kouga Local Municipality has been named South Africa’s best in the Eastern Cape, clinching the 2025 Municipal Performance Award at the South African Property Owners Association (SAPOA) Annual Convention, held at Sun City recently

Kouga Local Municipality earned this top honour for its outstanding performance during the 2023/24 financial year, topping the charts in the Eastern Cape

The accolade was based on Ratings Afrika’s Municipal Financial Sustainability Index (MFSI®), which measures the financial health, stability, and sustainability of South Africa’s 115 largest municipalities

The recognition formed part of the inaugural SAPOA | Ratings Afrika Municipal Performance Awards, launched in partnership with the Banking Association of South Africa (BASA), to celebrate municipalities that demonstrate excellence in governance, fiscal

discipline and service delivery

Kouga Executive Mayor, Hattingh Bornman, emphasised that while the award recognises Kouga as the best municipality in the Eastern Cape, the municipality aspires to rank among the top in South Africa

“We are proud of what we have achieved, but we also acknowledge that there is still work to be done and that everything is not yet perfect

Our municipality’s stability has been a key factor in our progress, and consistent, steady governance under our current majority leadership has allowed us to plan and deliver effectively for our communities,” said Bornman

Kouga, however, managed to maintain financial stability and deliver services sustainably to its residents

Bornman described the award as a milestone achievement for the municipality and its people

EXCITEMENT filled the air at the Halalisana Township Incubator in Humansdorp as 25 township-based entrepreneurs gathered for a Digital Marketing and Branding Training session hosted by the Kouga Local Municipality’s Economic Development Unit

The initiative forms part of the municipality’s ongoing drive to equip local small businesses with the skills they need to thrive in an increasingly digital economy

Each entrepreneur arrived with a dream – to grow their business and expand their reach What awaited them was a workshop that promised to reshape how they saw both their businesses and the vast digital world around them

Earlier workshops, hosted in partnership with the Eastern Cape Development Corporation

(ECDC) and SEDFA, had focused on business administration and financial management Participants learned to use record-keeping tools such as SMEasy, an accounting software for which the ECDC subsidised their first subscription

However, as the sessions progressed, a shared challenge became clear: while many of the entrepreneurs offered excellent products and services, most struggled to make their voices heard online The digital marketplace – vast, fast-moving and full of potential – felt out of reach

To bridge that gap, the Digital Marketing and Branding Training was designed as a practical, hands-on learning experience that brought the digital economy within reach for township entrepreneurs

• Social Media and LinkedIn Optimisation

town’s creative heartbeat He completed the Supertubes artwork just days before his passing

The collaboration between Robbie and Stephen has left behind a lasting legacy, a landmark that now welcomes locals and visitors alike with both beauty and meaning

JEFFREYS Bay filmmaker, Vicki Fourie, has successfully wrapped filming on her National Film and Video Foundation (NFVF) grant-funded short film, ThisAbility, completing production in early October after months of careful preparation

As previously reported, Fourie was awarded a prestigious grant from the National Film and Video Foundation (NFVF) to produce a short film this year, becoming the only recipient from the Eastern Cape among just four successful applicants nationwide

The film, ThisAbility, which explores the story of a deaf teenager who becomes entangled in Jeffreys Bay's taxi crime underworld, was shot over four days from 6 to 9 October, with additional voiceover work completed on 9 October Fourie said that filming ThisAbility was an incredible journey, full of ups and downs

After months of pre-production from April to September, she said that she had to choose among five production companies and, after many meetings, she decided on RED Creative Collaboration

Fourie said that she was very happy with her choice as they provided a safe, creative space and supportive environment on set, which was very important to her, so that everyone could express their creativity fully

She said that the production faced typical Jeffreys Bay challenges, with weather playing a significant role during filming

"The wind was fierce, which is so typical of the area We braved the conditions and did our best to work around them We eventually completed voice-overs in the studio on 9 October because it was impossible to record on location at the taxi rank," said Fourie

Despite the challenging conditions, she described the experience as overwhelmingly positive

"For me, as a director and producer, the ex-

perience was professional, seamless, joyful and immensely creative Almost everything ran smoothly, with the only challenge being the wind," said Fourie

The film features leading performances by Xabi Ndodana and Fiks Mahola, with Fourie herself taking on the role of the antagonist

Supporting roles were filled by Ruud Petrus, along with 15 extras provided by Pastor Neil Tarentaal from AGS Emmanuel Pellsrus in Pellsrus

While Fourie had hoped to cast a deaf actress in the leading role, she was unable to find the right person for the part She said that she chose Ndodana, who also completed her Honours with Fourie at AFDA in 2024

"Interestingly, even though I am deaf myself, I ended up playing a hearing role, the antagonist, which I find fascinating While none of our main cast or crew are deaf or hard-of-hearing, we were very mindful of representing the Deaf experience with research, sensitivity and collaboration," said Fourie

She said that the local community embraced the production wholeheartedly, and the response was overwhelmingly positive

"The Humansdorp Taxi Association generously lent us taxis and trusted us with their vehicles, while the Lotter family from Vlakteplaas allowed us to use their warehouse as a key filming location," said Fourie

Since this represents her first film as di-

rector and producer, the filming experience marked a significant milestone in her career

"Filming my first short film has been nothing short of magical Every scene felt like a discovery, and I was inspired daily by the creativity and commitment of the team," said Fourie

Her recent achievements extend beyond the completion of ThisAbility

She was recently named a winner in the Arts, Film and Media category of the 2025 Mail & Guardian Power of Women Awards

Fourie is also a finalist in the Forty Under 40 Awards, and together with her mother, Bonita, who co-produced the film, they are in the Top 25 of the EmpowerAfriq Women's Awards

Post-production is currently underway, with Fourie targeting completion by the end of 2025

"Post-production has already begun, and we hope to complete the trailer, film, poster and all other materials by the end of 2025 Once the film is finished, we plan to submit it to distributors, as well as enter it into film festivals and competitions, so that ThisAbility can reach audiences both locally and internationally," said Fourie

She said that they are currently seeking support to host a premiere, as their budget is fully stretched

Fourie said that they would be incredibly grateful for sponsorship for a venue, catering, or technical support

For aspiring filmmakers in similar small towns, she offers encouraging advice to embrace the local community and recognise the surrounding hidden treasures

"Every person you work with carries a unique gift Approach filmmaking with joy, curiosity and openness Don't be afraid to start small because your story matters, and you can uncover gold even with limited resources," said Fourie

Reflecting on her journey, she emphasised the transformative nature of the experience and how her film career finally took off after 15 years of hard work

"Before filming, we had a meet-and-greet at my house, where I gave each crew member and actor a letter with a keyring It was a small but meaningful symbol For many years, doors represented disappointment for me; closed doors, missed chances and endless waiting Finally, after 15 years, the door finally swung wide open with ThisAbility, and it was an honour for this crew of 11 to walk through it with me," said Fourie

FOLLOWING the official launch of the Rainbow Skills Centre lunchroom on 1 October, the Victory4All Foundation has successfully hosted its first community gathering, welcoming 25 senior citizens and three representatives from the Nation Builders Prophetic Apostolic Movement (NBPAM) to experience the new facility

The event, which took place recently, marked a significant milestone for the programme that aims to provide skills training for young adults with special needs while serving the broader community

Pastor Ashwell Goliath, founder of NBPAM, a service centre for the senior citizens in Humansdorp, expressed his gratitude for the initiative

He said that his organisation has come a long way with Victory4All and hosted its first Christmas party at the Victory Hall in 2022

Goliath described the event on 1 October as transformative for the senior participants

"The experience felt as though I had stepped into another world We felt relaxed and special We felt welcomed and enjoyed the smell of fresh coffee We were also served with dignity and respect," said Goliath

He added that they also played games where the seniors won great prizes, and the senior choir entertained everyone with a song

Highlighting the broader need for such programmes, Goliath said that the seniors face many challenges in the community

"The seniors take care of their children and grandchildren and are often so left behind that they don't even have money to treat themselves," said Goliath

Beauty Lusu, programme head at the Rainbow Skills Centre, described the event as a success

She said that they provided transport to collect the senior visitors on time

When they arrived, host Hettie Groenewald welcomed them with encouraging words They enjoyed coffee and a wonderful meal prepared and served by the Rainbow Skills Centre students

Lusu said that the experience was positive for both the students and visitors

"At first, the students seemed to be nervous during the preparation, but when the senior citizens arrived it was joy unspeakable The students greeted and hugged them, offering chairs to sit on and asked how they were doing There was a sense of excitement, friendliness and laughter that came naturally from the students," said Lusu

IN a thrilling display of skill and determination, two students from Jeffreys Bay-based Botha's Kickboxing Academy recently represented the Eastern Cape Kickboxing Association (ECKA) squad at the World Association of Kickboxing Organisations (WAKO) and South African Kickboxing Association (SAKA) Western Cape Championships in Oudtshoorn

The event brought together topnotch kickboxers from across the region, making it a fantastic opportunity for our athletes to test their mettle Evanique Humphreys, a talented and energetic 9-year-old, brought home impressive results, claiming second place in the under 28kg Points category and first place in Light Continuous

Her outstanding performance was a testament to her hard work and dedication to the sport

JT Pieterse, a 19-year-old senior

competitor, secured second place in the under 79kg Light Continuous category, putting up a valiant fight against tough opponents

Unfortunately, Pieterse sustained a foot injury during his intense bout for first and second place, leading to his withdrawal from Kick Light

Sensei Philip van Zyl, who couldn't physically participate due to a neck injury, played a crucial role as a referee on the day, alongside Lientjie van Zyl

The team was coached by Shihan Louwrens Botha, who helped prepare the athletes for the competition, drilling into them the techniques and strategies that paid off in the end

Botha's Kickboxing Academy is incredibly proud of Humphreys, Pieterse and the entire team for showcasing their skills and representing their academy with pride

Their achievements are a testament to the hard work and commitment of the entire team
