‘Parental rights’ rally walks throughout Mile Zero

It was a rally for Parental Rights in the classroom and assembling at Mile Zero and walking throughout the downtown core.

The group walked past City Hall and into the provincial licensing and courthouse building downtown. Horns and honks of support adorned the DC air.

The rally concerned “Hands off Children” and many posts

have garnered much speculation concerning gender education in the classroom, while counterprotests were expected at many rallies slated for across Canada and BC.

Coastal GasLink fined $364,000 in penalties

Coastal GasLink has been issued two administrative penalties totalling $346,000 by the Environmental Assessment Office (EAO) for noncompliance with requirements of its environmental assessment certificate.

The fines were issued on September 19, 2023.

The first penalty of $340,000 was for deficiencies with erosion and sediment control measures identified by EAO compliance and enforcement officers during four inspections along the pipeline route in April and May 2022.

A second penalty of $6,000 was issued for providing false and misleading information in October 2022 over maintenance inspection records.

It’s not the first time the EAO has fined Coastal GasLink, with previous and repeated noncompliance penalties issued in January 2023 for $213,600, May 2022 for $170,100, and February 2022 for $72,500 - all for failing to adequately control erosion and sediment.

“The EAO takes matters of compliance with the conditions of all environmental assessment certificates very seriously and has escalated enforcement action to address continued concerns with erosion and sediment control for the project,” wrote the EAO in a media release.

Urgent issues identified can also be addressed by warnings or stop-work orders, in addition to the financial penalties, they added.

Coastal GasLink has been prioritized by the EAO for compliance monitoring, with nearly 100 inspections since 2019, when the project started.

Those inspections resulted in 59 issued warnings, and 30 orders, including 13 stop-work orders. More than $800,000 in fines have been issued.

Coastal GasLink entered into a compliance agreement in July 2022 with the province, mandating more proactive measures for 100 kilometres pipeline construction that had yet to be completed.

When projects in BC receive an environmental assessment certificate, it contains legally binding requirements that must be followed.

“These requirements are intended to prevent negative environmental, social, cultural, health or economic impacts of a project or impacts to First Nations,” writes the EAO.

Coastal GasLink received their certificate in 2014, and requires them to create an environmental management plan, with measure to protect wetlands and waterways from erosion caused sediment that can impact water quality and fish habitat.

Last chance to be a Mile Zero downtown hero

The Dawson Creek and District Chamber of Commerce has a new endeavour to get some foot traffic into local businesses.

Executive Director Duncan Malkinson says the project designed to get people – both local and tourists alike –stretching their legs and into some businesses.

Once you have been stamped at each location – drop the fully inked passport in at the Dawson Creek Visitor’s Information Centre to be entered to win some cool summer and tourism schwag; and more!

Malkinson adds the Chamber will be able to use the traffic data and other feedback to help further develop both the project and added value aspects of being a member.

Linda Krystina Safe House

A three-bedroom house on a large acreage in Treaty 8 territory is staffed 24/7 and is there for those who need safe house and support services.

In 2017, the Saulteau First Nations community was hit with a senseless act of violence resulting in the death of a pair of beloved community members –Linda and Krystina.

In response, the community rallied and

created this safe house solution. Chief and council of the Saulteau First Nation purchases the safe house with the goal of bringing awareness and support the area, community, and people.

The programs are grounded with a focus of First Nation and Indigenous teachings for clients.

Baldrey: with 2 MLAs, Conservatives have higher profile

B.C. United Party leader Kevin Falcon was blunt when asked last week whether he is worried whether other members of his caucus may follow Abbotsford South MLA Bruce Banman’s lead and bolt to the B.C. Conservative Party.

“No, I remain very confident that there will be no others,” was his terse response to that question from my Global BC colleague Richard Zussman.

But more caucus defections may be the least of Falcon’s worries, quite frankly.

He should be much more concerned that an apparently growing B.C. Conservative presence will siphon off enough votes from his party in a whole bunch of ridings come the next provincial election, to the point where the NDP would win in a cakewalk.

So far, at least, Falcon is choosing to ignore the threat.

“I don’t spend a lot of time worrying

about the B.C. Conservatives,” he said in the same interview, dismissing that party as a small knot of disorganized enthusiasts who lack organization and candidates.

His move means that for the first time in almost 50 years, the B.C. Conservative Party will have two MLAs in the legislature and will qualify for taxpayer-funded financial resources and be allowed to participate in the daily Question Period (and no doubt will be included in the leaders’ televised debate come the next election campaign), all of which adds up to a high much higher profile.

And with that will likely come an uptick in voter support (the party is already leading B.C. United in some polls). Maybe not enough to win many (or even any) seats outright, but enough to potentially inflict serious harm on the B.C. United Party in many Interior and Northern ridings (as the B.C. Reform Party did to the B.C. Liberals in 1996).

That 1996 election bears a closer

look, considering the situation that seems to be forming in this province.

In 1996 the B.C. Liberals – having cruised atop the opinion polls for months – were supposed to be headed for an easy victory over the incumbent NDP, which had run afoul of a host of controversies and scandals while in government.

But on election night the fledgling B.C. Reform Party “split” the antiNDP vote in certain ridings and gained enough votes itself to allow the NDP to win about seven seats that should otherwise have gone to the B.C. Liberals

If the B.C. Conservatives boost their votes by even a mere 10 percentage points in ridings located in regions that elect Conservative MPs by hefty margins (a scenario that is by no means far-fetched) that would likely give the NDP at least four to six seats, it normally would not win (a 15 point increase would likely put another half dozen seats in play).

RCMP are currently looking for 40-year-old Magnusson, who is believed to be in the Fort St John area.

Multiple Warrants for Magnusson have been issued in Kamloops, BC, and Beaverlodge, AB.

In Kamloops he’s wanted for: Mischief, Being Unlawfully in a Dwelling House, and Possession of Property Obtained by Crime over $5,000.

In Beaverlodge he is wanted for: Exceeding Maximum Speed in a Construction Zone, Obstruction, and Driving a Motor Vehicle while Unauthorized.

Magnusson is described as:

Caucasian male, 6 feet (183 cm) tall, 190 lbs (86 kgs), Brown hair – short and balding, Green eyes.

The travelling cat is an intact male with no ID. It was found on Sept. 15.

Expendables 4: explodes this week in DC

It’s hard to believe the Expendables franchise is more than a decade old – but it is.

The first film in 2010 was hot for its first time on-screen collection of 1980s action stars –and the more current Statham, Li, Stone Cold, Randy Couture and more.

He we are a decade removed from those halcyon days. Sly, Dolph, Couture, and Statham are still rolling, but it is a new generation with Tony Jaa, 50 Cent, Megan Fox, Iko Uwais, and more.

Andy Garcia is in the Willis/ Ford role this time out and 15 minutes into the film – here is the assignment and away we go.

Ten minutes into E:4 we’re dealing with a bar fight punch up with Statham. And we are off to the races. Who am I kidding - these

Expendable films to this reviewer are like GI JOE: the movie started in the 1980s with Arnold, Sly, Cannon Films, and more.

A great warehouse vehicle sequence is the highlight of the first 30 minutes for sure.

As we hit that 30 minute mark – the script is shaping up very much like American Ninja 4 of all things. The new guards’ mission is compromised, and it is time for the old guard to help them out.

On that note, where is Michael Dudikoff? Sho Kosugi? This refresh of the genre needs ninjas. And Jackie Chan? Clint Eastwood?

What about West Coast Expendables with Jeff Speakman, Cynthia Rothrock, and more? To say this is the last Expendables is strange. What happened to Trench? Drummond?

The end smacks of Jet Li and Statham in The One. Is bad guy ‘Oceleot’ - the shadowy figure behind it all ...Frank Stallone?

Watch Expendables 4 to find out. Come the end it is a weird Raiders/Lost Ark plot turn, with a strange insane Speed 2 bit and straight up Rambo 3 ending.

The ending helicopter pilot could of been Charles Bronson. John Wayne. Anyone. Instead a predictable return.

The recap scene is a lesson in screenwriting; on simple holding back of one previous scene to make up the next 45 minutes of drama with no change beyond this missing scene. Also, this last scene could have been a chance to bring Arnold, Harrison, Norris, Wesley, and some other vets back.

Albert Habing

January 4, 1953 – July 27, 2023

Albert, also known as Al or Ab, was born in North Delta on January 4, 1953. He was an avid music lover and history buff (especially the history of war), and a backbacking trip through Europe and the Soviet Union in his early 20s allowed him to explore both of those passions. Al made his way to the Peace Country in the late 70’s and on June 21, 1983 he married his soulmate, Barbara Ann Fedema. They resided in Bessbourough until 2022 when they made the move to Camrose, AB, to be closer to family. Al worked for many years at the postal service in Dawson Creek and was very active in the union.

He is survived by his wife Barb, children Lana (Darren) and Ryan (Janice), grandchildren Brittany (Ryan), Josh, Caden and Madden, nephew Trevor and niece Inge-Jean. Albert was predeceased by his sister Janice Hansen and parents Norman and Jean Habing.

No formal service will be held at this time.

District of Chetwynd Notice of

DEVELOPMENT VARIANCE PERMIT APPLICATION

Pursuant to Section 499 of the Local Government Act RSBC 2015, the Council of the District of Chetwynd gives notice that it will be receiving an application at its October 3, 2023 Regular Council meeting from Dana Wilfur requesting approval for a Development Variance Permit to vary District of Chetwynd Zoning Bylaw 1150, 2023 on property located at Lot 2, DL 398, PRD Plan 25063 (5309 Hillside Avenue) to permit a 30 x 40 garage to be built next to his house, the maximum square footage of the garage, as well as the height and width of the garage on Lot 2 District Lot 398 Peace River District Plan 25063 (5309 Hillside Avenue) within District of Chetwynd boundaries.

Property owners who believe interest in their property may be affected by the proposed development variance permit may view the application and all other written information pertaining to this matter in detail at the Chetwynd District Office located at 5400 Hospital Road, between the hours of 8:00 a.m. to 4:30 p.m., Monday to Friday, excluding statutory holidays, from September 6, 2023 to 4:30 p.m. on October 3, 2023.

An opportunity for public input will be included during the Regular Council Meeting to be held October 3, 2023; submissions by email, fax or mail are also welcome before October 3, 2023 at 4:30 p.m.
