President’s Message The 2013 handbook is here! We must say ‘thank you’ to all the V&D board members for their great effort in preparing this booklet; to all volunteers from the clubs for hosting so many events; and to our advertising partners and suppliers for their continuous support over the many years. I wish all the club coaches and games people would encourage their members to go outside the club to participate in various events, whether they are V&D tournaments or Inter-Club games, especially those designed for the new or less experienced bowlers. During the recent couple of years, V&D has tried hard to explore a new set of game format which could include the 18 events more neatly in the very tight calendar, bear in mind that there are 5 or 6 Provincial events in addition. The new format did attract different feedback. Although our records showed that participation remained steady, some bowlers thought it was too short and less competitive, while the others said it was a good improvement. I understand that we are unable to please everybody, but I wish everybody could understand our reason for change and continue to support our games. To win a V&D tournament is still a good challenge. Constitution Article 1 The name of the association is Vancouver & District Bowls Association, hereinafter referred to as “the Association” Article 2 The purposes of the Association are as follows: 1. To foster and promote the sport of bowls in all its forms in Vancover and District (Lower Mainland) of British Columbia in cooperation with the Association’s affiliated clubs, Bowls British Columbia and Bowls Canda Boulingrin. 2. DEFINITIONS NOVICE:
A new bowler who has not been a member of any club or bowled anywhere before this calendar year . SOPHOMORE: A second or third year female bowler. COLT: A first, second or third year male bowler. JUNIOR: Aged 18 years or under before 31st December of calendar year. (NOTE: All V & D games for JUNIORS will be classed as OPEN). OPEN GAMES: Team members may be from different clubs. CLOSED GAMES: Team members must be from the same club. SINGLES (NIGHT GAMES) FIRST NIGHT: Two x 15 point games to decide ‘A’ & ‘B’ Section qualifiers. SECOND NIGHT: Two x 15 point games. Top Four of each Section qualifies for play-offs and play off for 1st – 2nd place in each section. These games are “Night Games” and have a time limit of 1½ hours. No jack to be delivered after the bell sounds “end of time limit”. No player shall visit the head until their 3rd bowl has been delivered. Colt - Novice & Sophomore Singles format at the discretion of the Convener. (Number of entries) MEN & WOMENS PAIRS & FOURS FIRST DAY: Three x 14 end games. SECOND DAY: Top eight qualifiers for play knockout for 1st – 2nd – 3rd & 4th place. Teams receiving a BYE will be awarded 2 points + 5 shots. ‘Burnt Ends’ shall be replayed MIXED PAIRS & MIXED FOURS (NIGHT GAMES) FIRST NIGHT: Two x 10 games to decide ‘A’ and ‘B’ Section qualifiers. SECOND NIGHT: Two x 10 end games. THIRD NIGHT: Top four from each section play straight knockout for 1st & 2nd place in each Section. Games will have a time limit of 1½ hour and will start at sound of the bell. Bell will sound again on time limit after which no ‘jack shall be delivered. A ‘Burnt’ end is a played end except the last end, however, if after the bell has sounded for “end of time” and the end being played is ‘Burnt’, that end shall not be replayed. Teams receiving a BYE will awarded 2 points and + 5 shots. PAIRS: FOURS:
Skips may visit the head after delivery of their second bowl. Skips may visit the head after the delivery of their first bowl.
NO SKIP shall remain at the head whilst the opposing Skip delivers their first bowl. 14

SENIOR MEN – (60 ON OR BEFORE DECEMBER 31ST OF CALENDAR YEAR) ~SINGLES~ FIRST DAY: SECOND DAY: ~PAIRS~ FIRST DAY: SECOND DAY: ~FOURS~ FIRST DAY: SECOND DAY:
3 x 15 point games. Top 4 play to 21 shots for 1st – 2nd – 3rd & 4th place (If more than 30 entries top 8 will play to 15 shots). Players receiving a BYE will be awarded 2 points + Average winning and Losing Scores. 4 x 10 end games. (Two games at each venue if needed). Top Eight play ‘knockout’ in 12 end games for 1st – 2nd – 3rd & 4th place. Teams receiving a BYE will be awarded 2 points + 5 shots. ‘Burnt Ends’ shall be replayed. 3 x 14 end games Top Eight play ‘knockout’ in 14 end games for 1st – 2nd – 3rd & 4th place. Teams receiving a BYE will be awarded 2 points + 5 shots. ‘Burnt Ends’ shall be replayed.
NICHOLSON MIXED OPEN PAIRS (NIGHT GAMES) Three x 8 end games played each night. Scoring – Win: 2 points – Tie: 1 point – Loss: 0 points. No maximum shots up or down. Teams divided into Sections after first nights play, based on points and shots up or down. No points will be carried forward. ‘Burnt Ends’ are a played ends except the last which is to be replayed. Teams receiving a BYE will be awarded 2 points + 4 shots. Lead cannot visit head. Skip may visit head after delivery of their 3rd bowl. NO SKIP shall remain at the head whilst the opposing Skip delivers their first bowl. COLT - PAIRS & TRIPLES These are ‘One Day’ tournaments played over 4 x 10 end games for 1st – 2nd – 3rd & 4th place. ‘Burnt Ends’ are replayed. Format to be decided by Convener. TOP TEN MIXED (see separate page for Conditions of Play). INTER-CLUB THREE BOWL TRIPLES PENNANT LEAGUES GAMES FOR ALL SECTIONS MAY BE RE-SCHEDULED BUT ALL GAMES MUST BE PLAYED BY LAST SCHEDULED DATE OF COMPETITION. Entry fee is $45.00 per team (Usually paid by the club). Entry deadline is 27th May. Named Skip and named team members to be forwarded to convener. MEN’S: Minimum of 12 Teams will be needed to form each league that will be divided into Four Geographical Sections ( ‘A’ – ‘B’) & (‘C’ & ‘D’) as best as possible 15

PLAY-OFF’S: (Winners of each Section have home tie). 1st place in ‘A’ Section play 2nd place in ‘B’ Section. 1st place in ‘B’ Section play 2nd place in ‘A’ Section. 1st place in ‘C’ Section play 2nd place in ‘D’ Section & 1st place in ‘D’ Section play 2nd place in ‘C’ Section. Winners and losers play off for 1st 2nd - 3rd & 4th place on a Date and Venue arranged by the Convener. SCORING: Games played over 15 ends. Win = 2 points. – Tie = 1 point - Loss = 0 points. ‘Burnt Ends’ are replayed. Points and shot percentage will decide Section places at end of rounds i.e. shots for divided by shots against. This format is open to change depending on number of entries received. DEFAULT POINTS: Teams MUST have three players for the event. If for any reason a team loses a player and cannot find a spare that teams forfeits the game and the default points awarded to the non-offending team. Defaulting teams will lose 2 Points and average ‘Losing Score’ of all other games played. Non-offending teams will receive 2 points and average ‘Winning Score’ of all other games played. PLAYERS: A player who has played three games for a team is tied to that team. SUBSTITUTES/SPARES: Can play in any position other than Skip. WOMENS (Div. 3): Minimum 12 teams needed to form a league. It is preferable to have North and South Sections. SCORING: Win = 2 points. – Tie = 1 point. Loss = 0 points. Shots up and down used, if necessary, to determine League standings. SUBSTITUTES/SPARES: Can play in any position other than Skip. DEFAULT POINTS: As Men’s. Div. 4: A side will consist of 1st – 2nd – 3rd or 4th year bowlers and may be mixed, all men or all women. Eight teams needed to form the League. SCORING: Win = 2 points. – Tie = 1 point. Loss = 0 points. Shots up and down used, if necessary, to determine League standings. SUBSTITUTES/SPARES: Can play in any position other than Skip. DEFAULT POINTS: As Men & Women’s V & D - DRESS CODE All players participating in V & D events will be dressed as teams and team uniforms should match. FOOTWEAR: The Laws of the Sport state “Players’, Umpires and Markers should wear flat-soled (Heel-less) footwear when they play on the green or act as Umpires or Markers. Please note that flat soled is only defines as heel-less, that rule does not say smooth and the rule says footwear, not shoes. SMOKING & ALCOHOL & CELL PHONES/MOBILE DEVICES Players will not be allowed to smoke on the green and must use the designated areas 16

provided. No player may smoke within 15 feet of the green. No player will be permitted to drink any alcoholic beverage on the green during a game. All cell phones and mobile devices of player’s, markers and officials are to be turned off or set to ‘vibrate’. Any person failing to abide by these rules shall be reported to and dealt with by the Umpire or Convener if no Umpire is present and receive a warning. A second failure to abide by the rules a player or players shall be disqualified from the competition. Smoking rule & cell phone/mobile device applies to all spectators round the green. Should a Club’s rules in these areas be stricter than the V & D Rules, the Club’s rules will prevail. DEFAULT Each player should be prepared to play every game scheduled for the event. A player is considered to be a “no-show” if he or she is not on the green and ready to play 15 minutes after the start (some dispensation will be made for unavoidable circumstances which cause a player /team to be late). DEFAULT ROUND ROBIN In all events (except Leagues) default points will be awarded as follows: Non – Defaulter: 2 points + 5 shots. Defaulter: 0 points – 5 shots. Players arriving after the prescribed start for the event will be in default for the game being played. If a spare is found, he/she must complete the game. ELIGIBILITY Each player of a team must be a bona-fide member of the same club (Does not apply to Colt, Mixed events and Junior players) affiliated with the V & D. A player who is a member of more than one club may participate on teams of any club where he/she is a member, but may not enter the same competition for more than one club. DISPUTES Any disputes should be settled amicably or by an Umpire (or event Convener if no Umpire is present) THEIR DECISION IS FINAL. In Inter-Club League games a team may choose to submit in writing any grievance to the V & D League Management for a binding ruling for the FUTURE ONLY. The opposition must be informed of this course of action. SUBSTITUTIONS A Substitute is a player who does not play in the starting game of a competition. All substitutions must be approved by the games committee or its representative. Only one approved substitute shall be permitted on any team at any one time. Members of a team which has been eliminated in the same competition are ineligible to act as substitutes in that event. If a team forfeits before the start of the event, members of that team may play as substitutes in that event, if eligible. Original players may rejoin the team as soon as they are able, but not in the same game. Substitutes may play in any position EXCEPT Skip. 17
Top 10 - Conditions of Play • A Top Ten team is a mixed team consisting of 10 players, with not less than 4 players of each gender. • Pairs, Triples and Fours must be mixed; no limitation for Singles. • Please refer to the following table (teams may change structure for every round):

• This is a straight knock-out competition. Players, make up a team as follows: - Singles play to 21 shots – Pairs and Fours play 18 ends – Triples play 15 ends. Scoring: - Win = 2 points – Tie = 1 point. The total shot differential for all four games combined will be used in each game to determine the winner if teams are tied on points. In the event of teams still being tied the winner of the singles game will break the tie. • Maximum 2 teams may be entered by each club. • If less than 12 teams participate, the tournament will be cancelled. • FOR CLUBS WITH 2 TEAMS, a name list (including substitutes) of each team must be submitted to the V&D Top Ten convener before the first round begins. Players are not allowed to switch or substitute between teams even his/her team has been eliminated in any round. Substitutes may play in any position. If “byes” are necessary, only 1 team (decided by draw) may get a “bye”. • A player who is a member of more than one club may participate on teams of any club where he/she is a member, but may not enter this tournament for more than one club or play as substitute for another club even his/her team has been eliminated in any round. • Home team may choose any 4 rinks for the event, but must be allotted by draw and the visiting skips should be the ones who draw for rinks. • Unless stated otherwise, games are scheduled for THURSDAY evenings @7.00 p.m. and may be re-scheduled by mutual consent. The V&D Top Ten Convener must be informed of the date changed. • Teams must enter by May 20, 2013. • Entry fee: $25.00 per team, which is normally paid by their club. There is no prize for the individual players. The winning team will get a pennant and have its club’s name engraved on the Top Ten plaque. Runners-up team will also get a pennant. • Entry form will be put in the clubs’ envelopes at the V&D SAGM and published in the V&D website. An excellent introduction to competitive bowling.

All events are CLOSED, except for Colts, BC Week and Mixed events. Where 2 clubs are named, players have a choice of starting at either club. Awards Day is a closed event. 2013 BC WEEK Men & Women’s Open Events RULES OF PLAY WBB – except as noted below Scoring – win 2 points, tie 1 point - all points up. No carryover to second day. Bye Points—2 points + 5 shots for Men and Women. Burnt End - is a played end unless it is the last (which should be replayed, once only) Time limit - Men only – 90 minute time limit commencing with First bell. Second bell will sound on 90 minutes. No jack shall be delivered regardless if the end was burnt. Inclement weather - all players must be available for play regardless of weather conditions. Substitution – Players are responsible for arranging their own subs if needed. Only 1 sub allowed per team. Late arrival policy Women – 1 shot for first 15 minutes, 2 shots for next 10 minutes and 3 shots for next 5 minutes. After 30 minutes the game is forfeited and the non-defaulting team is awarded 2 points plus 5 shots. Men – 2 shots for first 15 minutes, 4 shots for 25 minutes and 5 shots for 30 minutes. After 30 minutes the game is forfeited and the non-defaulting team is awarded 2 points plus 5 shots. Trial Ends – allowed the first game of the day only “Bowler of the Week” – players must enter all events to qualify Umpire – No Umpire during the week however an Umpire’s kit will be available for the use of players. Ties – At the end of each day will be determined by the number of ends won. Entries Women: 32 entries accepted on a first-come, first served basis as long as the draw is even. If uneven, teams will be placed on a waiting list. Men: 32 team limit except for Pairs which is 48 New Bowlers Bonus Point System – Fours only – for each game teams with new bowlers will receive: Women – Either + 5 points for one 1st year or Junior bowler, or + 3 points for one 2nd year adult bowler. Men – Either + 3 points for one 1st year or Junior bowler, or + 2 points for one 2nd year adult bowler, or + 1 point for one 3rd year adult bowler .Note – The definition of a 1st, 2nd, or 3rd year bowler is that the player has been a
member of a Club(s) (anywhere in the world) for a total of 1, 2 or 3 years Dress Code – V&D Bowls Association dress code applies (see current handbook)
