State of the Ark

That was the title of a San Diego Reader cover story back in 2014 by Elizabeth Salaam, providing a glimpse into the exceptional lives of residents at Noah Homes. Yet nearly a decade later, we still face an uphill battle securing adequate funding from the California government, despite long-standing regulation (Lanterman Act) requiring them to fully fund services for people with intellectual and developmental disabilities (I/DD).

We were operating at a significant deficit in April of this year, when new reimbursement rates went into effect across California – without any increase in rates for providers with more than six beds. Simply because we were providing homes for more people, we were receiving less money per resident.

After months of meetings and discussions around the lack of a rate increases for homes larger than six beds, the Department of Developmental Services (DDS) announced a revision to the rates in September that brought all residential providers under a simplified two-tiered reimbursement schedule that covers providers with 4 beds or less and 5 beds or more.

The change is retroactive, restoring our funding starting April 1, 2022. This means our projected deficit this year will decrease from $2 million to less than $1 million.

You helped our policymakers understand the dire state of housing choices for adults with intellectual and developmental disabilities and they responded by putting forward the money we need to stay open. I sincerely thank you for your time and hope you share in our celebration around this announcement.

We have provided lifelong homes to hundreds of people since 1983. Our homes have an interest list with more than 200 people looking for a place like Noah Homes to call home. The need for housing only continues to grow as more people with I/DD outlive their family caregivers and look to live full and independent lives outside of their family homes.

Until we have a variety of quality housing choices for those in need, we will continue to work with DDS and our policymakers to educate them and collaborate on innovative solutions, including large community settings.

If someone wants to live in a planned community with a basketball court or on a farm, that should be their choice. If someone prefers to live in a large home or an apartment in a more urban environment, that should be their choice.

We need more homes, not less. Until we have a variety of quality housing choices for those in need, we will continue to work with DDS and our policymakers to educate them and collaborate on innovative solutions, including large community settings.

Thankfully, we have donors, advocates, volunteers and other community partners to help. Because, as anyone who has been to Noah Homes knows, “We should all live so well.”

Celebrating Cheri Wilkinson’s 30 Years of Service and Wishing Her Well in Retirement

I met Cheri Wilkinson in 2006 when she was the Residential Support Manager of Casa de Paz. I knew nothing about caregiving, but she was warm, friendly, enthusiastic, and extremely patient with me. She shaped the work ethic of an inexperienced and frightened young man who barely spoke English. Her advice was crucial, but more than anything, her leadership by example was the most influential.

Now as a manager 16 years later, I still show up to work with the same basic tools she gave me many years ago: cross yourself to the Lord, roll your sleeves up, do not sit down while on duty, be humble, meet everyone with a smile, sing and laugh when you face adversity, treat the folks as your friends, be ready to help and most importantly, love and give.

I could write a book talking about this gem of a person, the role model that she is, and the many professional and personal lessons she taught me over the years, but I hope that my words give you an idea of how incredible this woman is. I have yet to meet one person that does not admire or like her.

Cheri walks around with an aura of humility, unaware of the impact she has had on a generation of employees at Noah Homes. Her servant leadership does not allow her to think of herself as anything more than a committed and hard-working employee. Don’t let her fool you; she is a legend around here and a pleasure to work with.

Congratulations on 30 years of exceptional service, Cheri! You have earned your stripes and your wings. I thank you in the name of the many residents you cared for so diligently throughout the years, of those many families you gave peace of mind knowing their loved ones were in great hands, and in the name of the many staff members you influenced without even knowing it.

We can only aspire to be half as good as you are, and I sure try every day. Happy retirement, Cheri Wilkinson!

A Stellar Amazon Prime Day

“There are a lot of gifts today! People need to pick them up!” Every day after attending her day program, Roz of Casa de Esperanza comes down to the Community Center to help staff sort out packages that we receive for the houses. She was surprised to see so many arrive one afternoon. After an epic two days of Amazon Prime Day in July, the Center was flooded with packages filled with goodies from our Casa wish lists (you can find them on our website at NoahHomes.org/wishlist). We can’t thank you all enough for your continued support.

We Should All Live So Well

Despite the high cost of gas, summer was packed with a plethora of fun activities, with residents eager to get out and about. From pool parties at friends’ houses to sports games to theme park visits and concerts, the folks have been very busy.

A Few of Many Weekly Activities

Every Tuesday, the folks attend church at Luv ‘Em Up, a special ministry for people with disabilities, and eagerly await a performance by the New Beginnings band. “I love being in God’s house,” Casa de Esperanza resident Richard says when recounting the joy he felt at service.

Karaoke is another popular event! The folks gather in the Community Center every Thursday to belt out their favorite tunes. Phillip of Casa de Flores particularly loves to perform his favorite Michael Jackson hits; Alyssa of Casa de Esperanza gives Demi Lovato a run for their money with her rendition of “Give Your Heart a Break.”

Fridays are for our friends at Arms Wide Open. The folks love their dance teacher Maddie and they end each dance lesson with a rousing chorus of Katy Perry’s “Roar!”

We’re grateful for the opportunity to get back to some semblance of normalcy again; thank you to our families and community partners for making every week exciting. Check out a bit of the fun yourself in the photos on p.7.

Exploration at Sea During the Wheelchair Regatta

On a sunny Sunday in June, 40 residents from Noah Homes had the opportunity to be a part of the Wheelchair Regatta. It’s an annual event where everyone can participate, including Marines, who offer assistance lifting people in wheelchairs onto boats for a trip around the bay.

The captains brought the folks to where the seals reside along Point Loma, through the Coronado Bay, up to the Coronado Bridge, and out along the Seaport in Downtown San Diego. Some of the residents even had the opportunity to steer the yachts – a big hit and tremendous fun.

Once back from their excursion, everyone gathered onshore for lunch, where the captains and crew gifted their hats and other tokens from the voyage. In true explorer fashion, the residents and staff took lots of photos to document their journey and memorialize the occasion.

Residents Advocate for Their Homes

On April 1, 2022, the California Department of Developmental Services (DDS) froze reimbursement rates for all organizations that provide housing for more than six adults with intellectual and developmental disabilities, despite record inflation, rising costs of care and staff wages, and the individual’s desire to live there. Homes with six residents or less all received a rate increase. These decisions were based on the number of residents in the home, not the quality or desires of the residents. Large homes were being penalized.

To bring awareness to this critical housing issue, Noah Homes worked with Supervisor Joel Anderson and Supervisor Nathan Fletcher on a co-sponsored agenda item to bring forward at the San Diego County Supervisors meeting on Tuesday, June 14. The action up for vote called upon the State to write a letter to the Governor, the Director of the Department of Developmental Services (DDS), and the Secretary of California Health and Human Services (CHHS) and sharing with our state legislative delegation members, urging them to work with DDS to change the Regional Center Care Facility Reimbursement Rates and support legislation and/or administrative actions that would achieve appropriate rates.

On the day of the vote, Molly Nocon, CEO of Noah Homes; Supervisor Joel Anderson; Tim Riemann, Noah Homes Resident and member of the San Diego Regional Center Board of Directors; and special celebrity guest and disability advocate Sam Zien hosted a press conference.

Over 100 advocates, including people with intellectual and developmental disabilities (I/DD), staff, family members, ActivCare, San Diego Regional Center, and many others in the community, attended to show their support, and dozens shared their comments during the actual meeting. The Supervisors voted YES unanimously. After months of discussions, DDS announced a revision to the rates in September that brought all residential providers under a simplified two-tiered reimbursement schedule, including large homes.

Noah Homes is grateful for the outpouring of community support. Advocate letters, telephone calls and emails were so important in this process, as it made legislators on a local, state and federal level aware of the critical lack of housing choices, and the need for more collaboration among state and local agencies. We will continue to work with the San Diego Regional Center, DDS and others to ensure there are more housing choices for more people in need.

My Choice

We Desperately Need More Housing Choices

Population of People with Developmental Disabilities in California that Department of Developmental Services Supports:

2002: 183,000 2022: 330,000

That means there are approximately 25,000 seniors with developmental disabilities in California most likely living with senior parents and guardians.

Persons with developmental disability living at home with a Parent/Guardian: 80%.

The percent of people living in a community setting has decreased over the past decade and continues to decline.

Adults with disabilities are 2X as likely to live in poverty as those without a disability.

One out of 8 supported living & related service providers closed between FY2017-18 to FY 2018-19 (12.9%), losing at total of 298 vendors in one year. In San Diego alone, one out of four of San Diego’s homeless adults is over the age of 55. According to the San Diego County Supervisors, there are 2,000 older adults that are actively homeless, a number that is projected to triple over the next decade.

Homes are closing. Just under half of the DDS service categories (10 of 25) showed a decrease in the count of vendors providing service from FY 2017-18 to FY 2018-19.

This is why Noah Homes will continue to advocate and collaborate with community partners to create more innovative housing solutions for people in need.

In August, Noah Homes once again returned to Whispering Winds Catholic Camp, nestled in the Cuyamaca Mountains, about an hour’s drive from San Diego.

This year, more than 60 residents celebrated the end of Summer in good company, soaking in the sun and breathing in the fresh air in the mountains of Julian. In grand tradition, the first night kicked off with a talent show at Founders Hall.

Campers spent the next morning and afternoon swimming to beat the heat (it was a hot few days!), practicing archery, taking hay rides, and working on arts and crafts. After dinner, campers gathered at the fire pit to roast marshmallows and make s’mores – the most memorable way to close out any camping trip.

Thanks to Whispering Winds for always welcoming us back with open arms. Here’s to friendship and adventure in the great outdoors!

In Memoriam: Paul Bibee | 2/24/1967 – 5/24/2022

Paul Bibee was a man who did everything with passion and expressed a profound love for his large family. He lived at Noah Homes for just over two years, making the most of his time here, creating friendships and strong bonds with his housemates and care partners. Paul enjoyed one of life’s biggest pleasures, food, and enjoyed watching the staff prep his meals every day. We will never forget the way Paul rubbed his hands when he was excited – whether it was because of the meal in front of him, when his family came to visit, or when he had money in his wallet.

Paul was committed to vacuuming the house and would make sure he vacuumed all of the rooms and common areas a few times a day. He loved his vacuum. He was also very proud of his record collection and would show both off to anyone he met.

We will remember his hugs and smiles and long eyelashes. We’ll also remember the way he embraced the things that he loved, like bowling and the San Diego Padres. Paul reminded us all not to take for granted the family we have, friends, food, or even a good recliner to sit on. To him, these were the most important things in life.

Paul peacefully left this world surrounded by the love he so graciously gave to everyone. His siblings and his friends gathered to support him when he needed them most and thanked him for the everlasting gift of his life.

Paul is survived by his very loving and large family: his siblings Dale, Jerry, Marilyn, Dianne, Eileen, Jeannine, and Judy; and his many nieces and nephews, Aaron, Cari, Jackie, Jeff, Jesse, Katie, Kristie, Kristin, Matt, Mike, Nikki, Shannon, Shauna, Shelly, and Tricia.

PERCH On the Rise

Positive Exceptional Relationships Create Happiness

We’ve had an incredible first few months in Noah’s PERCH, our social club developed for and by adults with intellectual and developmental disabilities. Since December of 2021, we’ve put on multiple activities per month, both in person and virtually.

PERCH brings participants and Noah Homes residents together with the goal of making wonderful memories and building strong and lasting friendships.

Of the myriad of activities we’ve had so far, some of our most popular have been trips to the San Diego Zoo and Sea World’s Sesame Place, an Easter Egg Hunt, the “PERCH’s Got Talent!” talent show, virtual Disney Jeopardy, and Flower Field Day, to name a few.

Our PERCH participants were especially excited to dress to the nines for our PERCH Prom in September. It was definitely a night to remember, filled with dancing, photos, and friends.

A Record-Breaking Summerfest Fundraiser

Summerfest turned into a fiesta this year, aptly named “SummerFiesta,” raising over $335,000 – a new fundraiser record!

Summerfest, sponsored by the Mulvaney family, still holds the title of our top fundraiser and we are grateful to have San Diego’s top philanthropists supporting our cause. In 2022, the average donation per table was over $9,000, with top donations reaching $35,000.

Those in attendance at this year’s fiesta-themed event enjoyed lively music from a mariachi band and a flavorful dinner catered by the Nice Guys of San Diego, a group who offers support to those within our community who have fallen on hard times, and Wild Thyme Catering.

Tim and Gary helped pass out drinks and had a blast at the Fiesta.

With an annual budget shortfall of more than $1 million, funds raised will go toward much-needed home repairs and to support the amazing caregivers who help ensure the residents thrive! We also celebrated the 5th anniversary of our Memory Care Homes and the 35th anniversary at Noah Homes for 10 residents and Sandra Rocco-Melville, our Chief Operating Officer and Program Director.

Summerfest is one of several staple events we host at Noah Homes. Twice a year we also extend an invitation to friends and family of residents for a pot-luck style BBQ and festivities. Then, each December we invite the entire community to join our Enchanted Village.

In addition, we have many ways to give, including becoming a monthly donor, becoming a sponsor, and donating your time through volunteering.

Summerfest 2022 Awards

Every year at Summerfest, we honor a few of the many people who go above and beyond in supporting the residents at Noah Homes. Take a moment to celebrate each of this year’s honorees.

Jack Cohen has served on the Noah Homes Board of Directors in several capacities over the past nine years. He is currently wearing dual board hats with a role on Noah’s Ark Angel Foundation, working to create more opportunities for donor engagement and Board recruitment. He is a willing volunteer and can be counted on for a lot of the heavy lifting in the day-to-day needs of an active board. We are fortunate Jack has chosen to share his volunteer and advocacy expertise with our organization.

Adam Larson first came to serve on the Noah Homes Board in 2011 and has since held roles as treasurer for both Noah Homes and for Noah’s Ark Angel Foundation. He now also heads up the Finance and Investment Committees. Adam has been instrumental in helping with grant opportunities and donor engagement and, most importantly, in keeping the investments and assets of Noah Homes safe and in good order for future generations to be served.

Although his sons, John and Carl, are two of Casa de Paz’s newest residents, Bob Lingvall is no stranger to Noah Homes and has volunteered here regularly over the past year, helping with any task asked of him. From clerical work to legislative efforts to teaching Excel classes for staff, he is always offering a hand and serves as a friendly face around our community!

Intern Spotlight: Avery Moss

As a nonprofit supporting the day-to-day lives of 90 residents and fundraising throughout the year, we’re always in need of a helping hand.

When Avery Moss accepted a position as a Summer Intern we were thrilled! Avery is a senior at Grand Canyon University majoring in Advertising & Graphic Design and was with us from May to August. She’s been a fantastic addition to the Noah Homes team, assisting us with major graphic design projects, being a part of the Noah’s PERCH committee, and so much more!

When asked about her experience, Avery said, “Before interning at Noah Homes, I had little to no experience interacting with people with disabilities. I have learned that they are some of the sweetest and most caring people I’ve ever met. I would say to people who are considering interning some where, think about Noah Homes or another nonprofit. Nonprofits provide a unique and fruitful learning environment that allows one to grow both as a person and as an employee. Noah Homes has given me the chance to understand more clearly the importance of nonprofits and the help they constantly need to keep going and serve others.”

Avery has left her mark on us as well and we are grateful for all she was able to accomplish in such a short time.

We Love Our Community Partners

Chase Bank

Chase Bank first came to Noah Homes to volunteer for our 2021 Enchanted Village. They brought out a large group of both family and friends for the nighttime experience and quickly reached out to us post-holidays to continue our partnership.

Following their experience at Enchanted Village, Chase was quick to jump on the opportunity to volunteer at our largest fundraiser, Summerfest, to continue helping with our fundraising efforts. The team hustled to provide exquisite service to guests throughout the event, and looked great doing it!

In addition to volunteering at the Enchanted Village and Summerfest, Chase also offered two impactful money management classes free to Noah Homes staff. In September, Chase employees also threw our residents a Field Day, complete with lawn games, snacks, and lots of excitement.

Volunteers from Chase brought their family members to help serve food at this year’s Summerfest.

When asked about her service, Anntonika Whitaker said, “As a Community Manager for Chase, I believe that success is about the difference we make in people’s lives. Volunteering at Noah Homes Summerfest and providing financial education to their staff was a huge success! We had fun, made new friends, connected with others from the community and most importantly we made a difference. We are proud to be a part of Noah Homes’ growing family and look forward to future partnership opportunities to make a difference together.”

This year’s Summerfest proved to be quite the fundraiser, complete with a Mariachi Band and loads of hand-made decorations. That being said, the setup for our biggest fundraiser was not for the faint of heart and City National Bank volunteers were ready to take on the challenge. City National Bank brought out some much-needed muscle as well as a keen eye for detail in order to ensure Summerfest was set for a big night of fundraising!

Come September, City National Bank helped us put on our first Noah’s PERCH Prom, providing punch and pizza! The volunteers danced the night away with our folks and made the night one we will never forget. Thank you to all of our friends at City National Bank who helped make these two events so amazing!

A Bountiful Bond with Feeding San Diego

As with most nonprofits, the cost of living and increasing gas prices are taking a real toll on our budget.

Thankfully, we continue to receive donations from our families and other supporters, including Feeding San Diego. For the past 10 years, we have received many donations of canned goods and non-perishables from Feeding San Diego, and this year we have received more than ever before.

Ruth of Feeding San Diego quickly responded to our urgent request this spring and was happy to be of assistance. From May until December 31, 2022, they are providing us, free of cost, with large monthly amounts of fresh produce, meats, canned goods, and more. So much, in fact, that we held an online fundraiser in September to pay for a new walk-in fridge to store the food, which can include as much as 2,000 pounds of produce in one delivery!

The generosity of Feeding San Diego has been a major help for our budget and has given the folks plenty of choices in foods and beverages.

Experience the Magic of the Season at the Enchanted Village

We are excited to continue one of San Diego’s largest holiday events, now in its fifth year!

Enchanted Village will take place December 16-22 from 5-8 p.m. and luckily, Santa has cleared his schedule for photos. Unfortunately, we also expect the grinch may be lurking close by. This year we’ve added an extra night, along with more entertainers, lights, food trucks, hot chocolate stations and kids’ activities than ever before!

Thanks to suggestions from guests, we will open one hour early (at 4 p.m.) on Monday, December 19, for our first-ever Lights Before Dusk for those who would like to enjoy our event with fewer crowds and a less stimulating experience. With your ticket purchases and sponsorship, we are able to employ at least eight of our residents and raise much needed funds for our folks. If you are looking for a rewarding experience with friends, colleagues, or family, we also have a ton of fun volunteer opportunities!

Noah’s Ark Angel Foundation

We are truly blessed to have people like Julie in our lives, and to be able to provide her with a lifelong home that she loves. The funds that Noah’s Ark Angel Foundation raises and manages each year are vital to keeping Noah Homes afloat as it continues to try to navigate an ever-changing reimbursement rate from the California Department of Developmental Services (DDS).

The latest rate that was issued April 1, 2022 (April Fools’ Day) was no joke. Noah Homes was receiving less money per resident in our homes with more than six people. CEO Molly Nocon and thousands of other advocates immediately voiced their concerns that the rates were far too low and worst of all, penalizing providers that house more people in need. Already operating at close to a $1 million deficit each year, the new rates put Noah Homes at more than a $2 million deficit annually. Thankfully, DDS has acknowledged the error and worked with Noah Homes and others to renegotiate rates that were more sustainable. In September, the reimbursement rate for Noah Homes and all other large home providers across the state was increased. The change was retroactive, restoring Noah Homes funding starting April 1, 2022.

It’s because of amazing donors like you that we have a fund we can pull from in emergencies like this. Noah’s Ark Angel Foundation Board Chair Emeritus, Peter Ferrantelli, and his family, once again stepped in, making a $1 million donation to cover the unexpected deficit. This gift not only saves the homes of 90 residents, but also the jobs of more than 130 staff and the well-being of hundreds if not thousands of their family members. It also frees up Molly’s time to focus on advocacy and future-looking sustainable funding plans versus emergency funding to keep the doors open. With more donations like this, we hope she can one day fully focus her time working with community partners on sustainable housing plans for more people in need.
